Two area lakes have improved somewhat regarding blue-green algae problems. Marion Reservoir is now in a Warning status, which is actually an upgrade as of Thursday from an outright closure. Marion County Lake is now no longer under an advisory.

The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) issue public health advisories for Kansas lakes due to blue-green algae throughout the spring and summer. 

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. 

Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. If you, or your dog, come into contact with algae rinse the area with clean, fresh water. 

Suspected HAB-related health incidents, whether human or animal, regardless of season, should be reported to KDHE.

Road work continues on Pretty Prairie Road west of K-11

HUTCHINSON, Kan. — The Boys &amp; Girls Clubs of Hutchinson announced Thursday that longtime CPO Skip Wilson will retire. Wilson has been with the youth organization for 32 years.

Wilson has served as the CPO since the organization was founded as Kids After School in 1990. He has led the nonprofit from the beginning, growing its staff to more than 60 employees, increased membership to over 1,000 youth served yearly, and led the transition from Kids After School that served youth up to sixth grade to Boys &amp; Girls Club, which now serves youth from K-12.

“As I say goodbye to our organization, I want to say 'thank you' to our community and the incredible individuals I have had the privilege to work with and for. This community stepped up time after time when we were in need, thank you Hutchinson for helping us change the lives of so many young people. A special thank you to all the incredible Vision Leaders I have had the honor to call my friends and colleagues through the years,” Wilson said. “Their dedication to our young people in this community is something I will never forget and I can’t thank them enough for always believing in our mission. The future is bright with the leadership that will carry on long after I’m gone and I look forward to watching the club grow through the years. And finally, to all those Boys &amp; Girls Club members, past and present, please remember that your safety, your dreams, and your future was always my first priority. It’s been an amazing 32 years.”

Wilson’s official retirement will be at the end of August, but he will remain with the organization through the transitional stage of bringing on a new director.

“For the past 32 years under Skip’s leadership, the Boys &amp; Girls Club has served thousands of youth, providing them with a safe place to call home after school,” Dale Snell, BGCH Board President, said. “Skip’s leadership has been instrumental in developing programs that enrich and inspire our kids, with a focus on character-building, leadership, academic success, and healthy lifestyles. He leaves behind a legacy of passion, determination, and commitment to our kids, and we wish him the very best as he transitions into retirement.”

Wilson said that now is the right time for him to retire and he has the full confidence that the Boys &amp; Girls Clubs of Hutchinson team and board will continue moving the organization forward.

Skip Wilson to retire from Boys & Girls Club

HUTCHINSON, Kan. — An annual survey from a consumer bill paying service shows that most residents of Hutchinson pay above the national average for their monthly utility bills. Doxo Consumer Services released its yearly report of the cost of living for the county. The study breaks down the ten most common monthly bills including rent and mortgages, insurance, cable TV and mobile phone, among others.

The study shows that Hutchinson residents pay an average of $348 per month for utilities compared with the national average of $328. The city was also at the national average for monthly car loan payments at $444 per month. Hutchinson residents also pay life insurance premiums that are higher than the national average at $93 per month.&nbsp;

The study showed that city residents pay less than the national average in rent and mortgage payments, health insurance, cable TV, and mobile phones.&nbsp;

The average monthly bill for a resident of Hutchinson is about $1,514 per month. In the area, McPherson had the highest monthly bill average at $1,687. Newton, Wichita and Derby were also higher than Hutchinson. Only Great Bend was lower in the area of like-cities. Hutchinson is also below the state average for monthly bills — $1,720 per month.

Overall, Hutchinson residents average monthly bills are about 25% below the national average of $2,003.

Kan. — The Hutchinson Police Department provided results on Thursday from the Click It or Ticket campaign.

During that time, HPD conducted overtime saturation patrols to aggressively enforce Kansas occupant restraint, texting, impaired driving, and other traffic laws. 

During the campaign, officers wrote 20 safety belt citations, 2 child restraint citations, and 7 other citations. 27 vehicle stops were made during the campaign.

The funds for the additional enforcement came from a grant from the Kansas Department of Transportation.

HUTCHINSON,
Kan. — The formal charges have been filed in the case against a man who prosecutors say made threats against his workplace and a school.

Twenty-four year old Andrew Patterson was charged Wednesday with attempted terrorism in the case. If convicted, he could get up to 50 years without parole.

The complaint alleges a threat against HMS-8 and a separate threat against Dillon's Warehouse and a further threat against a specific individual. The terrorism charge is founded in the HMS-8 threat.

Patterson was detained during a traffic stop May 31 after law enforcement received information that Patterson had made the threatening comments.

During the stop, police found detailed plans in Patterson’s vehicle to carry out an act of mass violence. 

A search warrant was executed at his residence where additional evidence related to the plan was collected.

Patterson remains in jail on a $3 million bond. He will be back in court July 13.

Stott is the author of Back to Earth: What Life in Space Taught Me About Our Home Planet and Our Mission to Protect It. Scott, who was a crewmember for the International Space Station and Space Shuttle missions, says the&nbsp; book presents problem-solving, survival, and crisis-response techniques readers can apply to protect the planet.

The visit by Stott is part of a partnership between the Cosmosphere and&nbsp; B&amp;B Theatres. Stott will make weekend appearances at various B&amp;B Theatres across the Kansas City metro area.

HUTCHINSON, Kan. — The arts and culture division of Hutch Rec has opened a new media arts space in Downtown Hutchinson. The Foxtrot Studio is located at 13 E. Sherman.

According to a release from Hutch Rec, Foxtrot is a place for storytellers of all kinds to learn about and produce their own media, a public resource media studio that creates access to equipment, technology and training. Foxtrot is a collaboration studio among Hutch Rec Arts &amp; Culture Division, the Heartland Arts &amp; Culture Collective, and the Kansas Department of Commerce Creative Arts Industries Commission.&nbsp;

Residents interested in what services the Foxtrot Studio provides are invited to a come-and-go Open House on Thursday, June 9, from 4-7 p.m. At that time, individuals may begin purchasing Foxtrot Studio memberships as well as book studio times and rent equipment. Hutch Rec announces opening of new media center

KINGMAN COUNTY—A Kingman man died in an accident just before 1 p.m. Wednesday.

The Kansas Highway Patrol reported a 2009 Ford F150 driven by 44-year-old Benjamin Todd Sickles of Kingman was northbound on SW 70th Avenue. Sickles failed to yield right of way at a stop sign at U.S. 54 and an eastbound 2022 Peterbilt semi driven by 39-year-old Anthony Michael&nbsp;Rigdon of Skiatook, Oklahoma, struck the pickup on the driver side.&nbsp;

Sickles was pronounced dead at the scene and was transported to&nbsp; Livingston Funeral Home. 

EMS transported a passenger in the pickup, 28-year-old Dakota Alan Harbert of Kingman to Wesley Medical Center. Rigdon was not injured. All three were properly restrained, according to the KHP.

HUTCHINSON, KS – The Hutchinson Zoo held an official groundbreaking ceremony for the new Splash River and Nature Play Expansion on Wednesday.

The former parking lot will turn into a natural-looking splash river with inclusive play elements and green space with shaded seating. 

The additions will be adjacent to the North American River Otter Exhibit that opened in the fall of 2020. 

Funding for the Nature Play Expansion has been provided in part by a grant from The Land and Water Conservation Fund, and cooperative support from The City of Hutchinson, Hutchinson Friends of the Zoo and community donors who were recognized at the ceremony Wednesday.

The Splash River is designed to allow children under ten to safely observe, explore and investigate a naturalistic creek bed.

Professional Engineering Consultants designed the Nature Play Expansion project. Hutchinson native Nick Staib is the project manager. Ward Davis Builders is the contractor on the project. The project completion target is fall 2022.

HUTCHINSON, Kan. — Hutchinson Public Works says a section of West 17th Avenue just West of Main will be closed for two weeks starting next Monday.&nbsp;

West 17th Avenue will be closed from Main Street to Adams Street for work in the Washington Street intersection. Local traffic will have access to their homes.

Weather permitting, the closure should last until Friday, June, 24. If you need any more information on this or any other city street project, contact Hutchinson Public Works at 620-694-1900.

Portion of W. 17th Ave. to close starting June 13

HARVEY COUNTY—A man was injured in an accident just after 9a.m. Wednesday in Harvey County.

The Kansas Highway Patrol reported a 2007 Harley Davidson Motorcycle driven by John W. Poley, 52, Fairbury, Nebraska, was northbound on Interstate 135 just south of Lincoln Blvd in the #2 lane when the rear tire failed.

The driver lost control of the motorcycle. It veered into the #1, overturned and the driver was ejected. EMS transported Poley to Wesley Med Center with a suspected head injury. He was wearing a helmet, according to the KHP.

Man hospitalized after Harvey Co. motorcycle accident

HUTCHINSON, Kan. — The Hutchinson School Board and Teachers Education Association have reached a tentative agreement for the next school year.&nbsp;

After negotiations for last year dragged on with numerous meetings, the two sides were able to reach a tentative agreement after only three meetings for next year's contract.

If approved by both sides, the base salary will increase $669, bringing the new base salary to $42,000. Teachers will also receive horizontal and vertical movement for next year, making the overall raise between 3% and 3.5% for all certified faculty and staff.

Other items in the agreement were a parental leave provision for childbirth, adoption, and fostering; and a one-time premium pay of $750 from the USD 308’s ESSER funds, a stipend for Continuing Education Credits for social workers; and increases to portions of the supplemental salary schedule.

USD 308 and union reach tentative agreement

BUHLER, Kan. —<a href="https://governor.kansas.gov/wp-content/uploads/2022/06/Governor-Kelly-Letter.pdf"> Kansas Gov. Laura Kelly sent a letter to Washington urging Congressional leadership to extend federal Child Nutrition Waivers to allow for free summer lunches everywhere. </a>If they were extended, it would mean decisions for one Reno County school district.

"We were able to serve in the past two years under a waiver from the federal government that waived the qualification of low income guidelines in your community to qualify for the free lunch program," said Buhler USD 313 Superintendent Cindy Couchman. "This year, because that waiver was lifted, we did not offer free lunches during the summer program. We have encouraged our community to seek out those lunches through the Hutchinson school district or Nickerson, other areas in Reno County that do qualify."

It might be too late from a logistical perspective, even if Congress can get something done.

"It would be hard for us to turn around right now and start a summer lunch program," Couchman said. "We don't have food ordered, and, as you know, sometimes there's a little bit of wait on that. We'd have to get our personnel, see who could work during the summer months. We'd have to have cooks ready to go and obviously, supplies. It is a little late. To serve the needs of our students, we would gather and discuss it and evaluate it very closely. We do want to serve our families and make things easier on them. If that gets approved, we would immediately meet and see what we could get together, maybe for the month of July."

Couchman said there were kids eating the last couple of years, though she didn't have the specific numbers in front of her.

"We were serving quite a few community members," Couchman said. "Some of them were Buhler students and some of them were not. That's what's wonderful about the free lunch summer program is, when you go through the line, they don't ask you which school district you're a member of. I think a lot of people use different sites during that summer month."

The closest site in Hutchinson to the USD 308 and 313 boundary is at the Fairgrounds splash park. It serves from 11:15 a.m. until 12:15 p.m.

Pretty Prairie Road closed between Andre Road and Sterling Road

HUTCHINSON, Kan. — The Hutchinson Healthy Neighborhoods Initiative is in the beginning stages of working with the neighborhood around Lincoln Elementary School at 315 East Bigger. 

"For most of those conversations, fifteen minutes to a half an hour gives us time to have a good conversation about some specific things in the neighborhood," said Adam Stewart with Hutch Rec. "I've had them run up to an hour with folks who really have a lot they want to say."

The conversation is pretty broad about what it's like living in the neighborhood, if there are things people would want to see happening that aren't happening.

"In the case of the area around Lincoln school, that's kind of our starting point, because there has been some previous organizing work around the school there," Stewart said. "It was kind of the center point of that. We want to pick up where some of that momentum has been."

Having a designated neighborhood can give residents some advantages.

"The city has a couple of incentive programs that are specifically available to featured neighborhoods," Stewart said. "Those are a downpayment incentive, up to $2500 toward the downpayment to purchase a home in one of the featured neighborhoods for a first-time home buyer. The other one is they have a program with Peoples Bank and Trust, where people can receive an interest free home repair loan. Essentially, the city pays the interest on the loan."

Process beginning toward another designated Hutch neighborhood

SOUTH HUTCHINSON, KS — According to Reno County Public Works Director Don Brittain, Smoots Creek Road between Herren Road and Dean Road south of Pretty Prairie is closed for repair until further notice.

The culverts beneath the crossing have deteriorated, causing the concrete crossing to cave in.  The culverts have been purchased and the low water crossing will be repaired as soon as the weather allows.

Smoots Creek Road closed between Herren and Dean Roads

Kan. — Over the last twelve weeks StartUp Hutch has been working with 13 local entrepreneurs to help them take their business concepts from the ideation phase to the launch phase through the JUMP program by Entrepreneur Business Basics (EBB).  

On June 6th, the last day of the course, a pitch contest was held at Stringer Fine Arts Center on the Hutchinson Community College campus. Each participant presented their business plan for a chance to win $1,000 towards making their business a reality. The winner of this competition was Becky Spencer with Grounds for Grace Coffee Shop.  

The dream is to bring the Grand Staff Thrift Store to Hutchinson from Buhler and add a coffee shop element.

The JUMP program is sponsored by StartUp Hutch, the Hutchinson Human Relations Commission, the Hutchinson/Reno County Chamber of Commerce, and NetWork Kansas.

"A landlord who owns an apartment complex and wants to remodel one unit in their building, why should they need to hire a contractor for that?" said City Building Inspector Izzy Rivera. "They still need to hire the trade contractors, but to do the basic remodeling work, they can do that themselves."

The clarifying language in the exceptions section now says, "An owner remodeling or repairing a building or property other than a building or property they occupy, provided that all sub-contractors are licensed or registered."

That means specialists like plumbers or electricians would have to be licensed. The motion passed unanimously.

City Council: Landlords can remodel their properties themselves

Kan. — The Hutchinson City Council appeared to want to change the regulations on taxis in the city at some future point, but approved the transfer of Hutch Taxi to new owner Nathan Stesney. 

City Clerk Karen Weltmer told the council she tried to implement a yearly inspection program, but doesn't have the legal support to do it.

"If there's nothing, there's no follow up after the initial, everybody knows cars break down, cars become unsafe," said council member Sara Bagwell. "What's the point?"

Weltner agreed that either the ordinance needs to be more strict or it needs removed, because there's no mechanism to make the taxi owners do anything.

"Our oversight is superficial, at best," said police chief Jeff Hooper. "Certainly, different companies maintain a different standard, because we have several different taxicab companies in town maintain a different standard. I think that's probably reflected in the business and whether they have repeat customers."

Vice Mayor John Richardson agreed that the issue should probably be addressed in the future, but no timeline was set for when they would look at the ordinance specifically.

HUTCHINSON, Kan. — A long standoff ended peacefully Tuesday in a rural area north of Hutchinson. It started when law enforcement was summoned to an area just north of 56th Avenue on Plum for a troubled subject.

“Deputies responded to the scene and made contact with a male who we believed to be in crisis,” Sheriff’s Capt. Levi Blumanhourst said. “He would not talk to us or seek help. He was by himself.”

Officers left, hoping the individual, later identified as&nbsp;James Medina, would seek treatment, only to be recalled an hour later to the same location.

“We received a call from neighbors in the area that there were gunshots coming from the house,” Blumanhourst said. “Deputies responded back to the scene. We set up a perimeter around the house and set up a tactical team.”

Blumanhourst says, at that time, they tried to make contact with Medina in an attempt to get him to come out of the home.

“We attempted to contact him, he was not contacting our tactical team,” Blumanhourst said. “We did use our crisis negotiators and they spoke with him on the phone for several hours.”

Eventually, the Sheriff’s Office Special Response Team and the police department's emergency response team worked together to take Medina into custody without incident.

Plum from 56th Avenue to 82nd was closed to through traffic during the standoff. There were no injuries.&nbsp;

The department says they will refer the case to the district attorney's office to see if criminal charges are warranted. 

Medina was booked into jail Tuesday night on charges of Aggravated Assault of a Law Enforcement Officer with a deadly weapon,&nbsp;Criminal Threat; with Intent to Terrorize or cause Evacuation and&nbsp;Disorderly Conduct; Fighting words or noisy conduct on a requested bond of $500,000.

The American Red Cross tells Hutch Post there are plenty of available appointments for the blood drive that ends Wednesday.&nbsp;

67 of 121 appointments were filled for Wednesday as of midday Tuesday, with a goal of 79.

The American Red Cross is asking donors to be part of something big by making an appointment to give blood or platelets this month. 

Blood donations decline in late spring and early summer – especially during holiday weeks, like Memorial Day and Independence Day – but the need for blood and platelet transfusions doesn’t take a summer break.

The drive continues Wednesday from 7 a.m. to 1 p.m. at the First Presbyterian Church at 201 East Sherman.

More donors needed for Hutchinson blood drive

HUTCHINSON, Kan. — The process of solving the issues with the Woodie Seat Freeway is headed forward with the approval Tuesday of a contract with a team comprised of WSP USA and JEO Consulting Group.

"This contract, in addition to the design of the roundabout at Avenue A at Woodie Seat will also complete an access study to evaluate options and viability to allow passage across Avenue B at Woodie Seat," said Director of Engineering Jeff Peterson. "We can investigate that and see if there's an amenable solution to that."

They are going to do the Avenue B portion of the work first and get any options on the table by October of this year.

"There is a public involvement portion included in this contract," Peterson said. "These options, at Avenue B, as well as the roundabout, will be presented at City Council meetings as well as SW Bricktown neighborhood for discussion."

The actual design of whatever is chosen for Avenue B is not part of this contract, because they don't know which will be chosen. The contract contemplates three options, pedestrian access utilizing Avenue C, pedestrian access through Woodie Seat at Avenue B or vehicle and pedestrian access through Woodie Seat at Avenue B. Cecelia Pina, who has been an advocate for further study into the options on the freeway beyond just closing Avenue B outright, is pleased with the progress.

There was a lot of criticism about the money that was being spent. I think we've come to a great compromise."

The agreement with WSP USA for design services is an hourly contract with a not to exceed amount of $448,230. It was approved unanimously.

 </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. — The process of solving the issues with the Woodie Seat Freeway is headed forward with the approval Tuesday of a contract with a team comprised of WSP USA and JEO Consulting Group."This contract, in addition to the design of the roundabout at Avenue A at Woodie Seat will also complete an access study to evaluate options and viability to allow passage across Avenue B at Woodie Seat," said Director of Engineering Jeff Peterson. "We can investigate that and see if there's an amenable solution to that."They are going to do the Avenue B portion of the work first and get any options on the table by October of this year."There is a public involvement portion included in this contract," Peterson said. "These options, at Avenue B, as well as the roundabout, will be presented at City Council meetings as well as SW Bricktown neighborhood for discussion."The actual design of whatever is chosen for Avenue B is not part of this contract, because they don't know which will be chosen. The contract contemplates three options, pedestrian access utilizing Avenue C, pedestrian access through Woodie Seat at Avenue B or vehicle and pedestrian access through Woodie Seat at Avenue B.
