PRATT COUNTY—&nbsp;The process of drilling new oil wells for a Canadian company in Pratt County is continuing forward.

According to a press release from Shoal Point Energy Ltd. CEO Mark Jarvis, the operator of the project, Shelby Resources, is ready to install a production casing on the test well they have drilled and they intend to make it a commercial producer.

"The completion program is being designed and we will move in to complete and equip the well after giving the cement 10 to 14 days to cure," Jarvis said. 

Assuming continued drilling is productive, the operator has rigs booked to drill one well a month in Pratt County.

Kan. — The Hutchinson/Reno County Chamber of Commerce is trying to help its members deal with remaining competitive when it comes to benefits through the ChamberBlue health insurance program.

"We're not in control of the cost of our health care and our health insurance plans, mostly because if you employ only a few people, your rates are based on your age," Teufel said. "As we all age up, that cost gets higher. The Chambers of Commerce  Executives of Kansas decided to start exploring how do we put together an association health plan? Probably the number one comparison is like the Kansas Bankers Association. That's not an uncommon method, to bring together like kinds of businesses to form an association."

If the chambers that have shown interest get their members to use it, it could be a large group.

"We have at least 37 Chambers that have signed on to be part of the association health plan," Teufel said. "It will be administered by Blue Cross and Blue Shield. It's a company that everyone knows and trusts. It's going to give small businesses that employ two people or more to simply, by virtue of being a Chamber member, to fill out a survey this August. There's no cost to fill out the survey."

You'll just let them know how many people you might have to cover.

"You will receive a rate structure in September," Teufel said. "Then you can decide, does that rate structure benefit me, or do I want to stick with the same plan I have today. We think that it's going to be a large enough group, that because of the size of the group and spreading that risk, that it's going to lower the cost for everyone. It's going to make someone who employs two people have the same kind of rate structure as if you worked for a company that employs 200 people. There's really no limit to the size of company that can join the association plan, as long as you employ two payrolled employees."

BUHLER — A familiar face is coming back to the Buhler USD 313 School Board. The Board voted in Monte Cross during a special meeting Wednesday. 

The 45-year-old Cross previously served for six years before losing an election to Robin Swanson, who announced she was stepping down in May. He will finish out Swanson's unexpired term until 2026.

Cross is the president of Heartland Wealth Strategies. Monte and his wife Michelle have four children.

Stacy Goss with Hospice and Homecare of Reno County was pleased with the support for the Flag Day car parade that went to care facilities in the area.

"I think we had about 15 cars total," Goss said. "That's including law enforcement from Reno County Sheriff, Hutch PD and I believe SWAT was there."

They were able to divide and get to more of the local facilities that way.

"We had one that stayed local in Hutch," Goss said. "Also, one went to South Hutch to Mennonite Friendship Communities and then up to Wesley Towers."

This is a tradition that started during the pandemic.

"The weather was nice," Goss said. "We had a lot of wind in the flags. We had a great turnout at every location. This started in October during the height of COVID, then we shifted it to be a Flag Day event. This is technically our third parade. This is our second Flag Day event."

The groups did their drives late Tuesday morning in Hutchinson.

HUTCHINSON, Kan. — Ten years ago today, the Department of Homeland Security announced the Deferred Action for Childhood Arrivals (DACA) policy. 

That policy has allowed hundreds of thousands of noncitizens who were brought to the United States as children to live, study, and work in this country. 

Hutch in Harmony has a DACA recipient, Esmeralda Tovar-Mora that has led an effort to help her fellow Dreamers stay in the country through a program called <a href="https://www.gofundme.com/f/87fpy-save-the-dream?utm_medium=referral&amp;utm_source=unknown&amp;utm_campaign=comms_lmgs+87fpy-save-the-dream">#SaveTheDream</a>.

"We have been able to fund 12 DACA renewals at $495 a piece," Tovar-Mora said. "That's about $5940, we've been able to raise for this dream. We are so excited that we have funds this year to be able to set aside to fund another 12."

Tovar-Mora is still amazed at how she can help.

"It's an absolute dream to be able to do this and give back," Tovar-Mora said. "It has been so life changing for so many people who felt like they had no way to renew and would lose their status and their work permit and their license and everything else. This permit has allowed so many people to be able to work and go to school and be a part of their communities. That's all that Dreamers want to do."

If there is not action by Congress, DACA could not last much longer.

"It's so tenuous right now, with the court case in the Fifth Circuit right now," Tovar-Mora said. "It could completely take away the program, or it could continue with two year renewals or there could be a permanent solution. What I want is permanent protections for DACA recipients, TPS holders, and I feel like right now there is bipartisan support from both sides for this."

Hutchinson residents can still #SaveTheDream on DACA's 10th anniversary

Low income homeowners and renters in Hutchinson and across Kansas can get help to make their homes more energy efficient through the weatherization program with the South Central Kansas Economic Development District.

"Normally, here at SCKEDD we get about $4.5 million to serve 40 counties, which approximately does about, a little over 400 homes," said Julia Westfahl with SCKEDD. "This funding here is going to be additional funding above and beyond that funding. We're getting to do those 400 homes a year, but then we're also going to have enough funding to do additional homes. It's going to be about 120 additional homes we'll be able to do per year."

That is because SCKEDD is receiving an additional $10.8 million over the next five years for weatherization that is provided as part of the bipartisan infrastructure bill.

"The first part of the process is our application process," Westfahl said. "They can either go into our office, we have one located here in Hutchinson at 530 East 30th. We also have one located in Bel Aire, over towards Wichita. They can walk in and receive an application, they can download an application from our website, or they can just call in and ask to receive an application. Once they get that application, they'll fill that out, provide income documentation and then, they will provide that back to our processing department."

If they've filled the application out correctly, they'll get an approval letter, if not, they'll still get a response.

"If, for any reason, they have missed information on their application, they will also receive a letter stating what missing information that they have," Westfahl said. "Our ultimate goal is to get every application approved, by helping them through that process and making sure all the documentation is there. Once they have been approved, they move to our waitlist and then we send an inspector out to analyze the home."

That analysis can include repair or replacement of many household items, including air conditioning in some cases. This is done through what is called an energy audit.

"They'll go and they will measure the home," Westfahl said. "They're going to look at how much insulation is in the attic, if they have floor insulation, if they have any sidewall insulation. They're also going to do testing on the furnace and the hot water tank to make sure they are drafting properly. If the furnace is old or inefficient, we will get approval for replacement. If their AC is old or inefficient, we will run those for approval or replacement. If they have a health issue stated, that maybe they don't have a working AC, but they have some sort of a health issue that its required that they have a cool environment, we can get approval for replacement of those. If they don't have an AC and maybe they need to install a window AC, we get approval for replacement on those, as well."

They'll also do things like wrap the ductwork, they'll wrap water lines and install CO or smoke detectors, but they do that all through contractors.

"We hire the contractors," Westfahl said. "We do have an internal HVAC crew, as well as contractors to help assist in getting these homes done as quickly as possible. Then, from there, we send in our weatherization contractors to do the insulation, the air sealing and all of that. Once all the work is completed, we send another inspector out to do basically another look at everything that was done to make sure everything was done to the rules and regulations of the Department of Energy and the State of Kansas."

The goal is to make homes more comfortable, but also to try to help save money on utility bills. It's hard to quantify how much individuals would save now, but it's been as high as 20 to 25% savings in previous years. 

Eligibility is based on household income relative to federal low-income guidelines. In addition, if a household contains a member who receives Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF) benefits or utility assistance from the Low Income Energy Assistance Program (LIEAP), the household is automatically considered eligible for weatherization services.

SCKEDD weatherization program can help with AC

HAVEN,
Kan. — According to a message from the City of Haven, there was an issue with flickering electricity Wednesday morning. 

City officials say Haven Public Works is out investigating and troubleshooting. They are asking for patience as they work through the problem.

Those south of the substation experienced a full loss of electricity while Public Works removed a substantial tree from the power lines.  Electricity was fully restored around 10:30 a.m.

RENO COUNTY — Nitrate levels have risen above allowable limits in Rural Water District 101, which serves the Yoder area. The last Nitrate level test was collected on June 6, 2022. The level tested at 11.3 mg/L, which exceeds the Kansas and Federal (EPA) maximum contaminant level (MCL) of 10 mg/L for public water supply systems. Nitrate levels in water resources have increased in many areas due to applications of inorganic fertilizer and animal manure in agricultural areas.

Reno County Public Works Director Don Brittain clarified to Hutch Post that boiling the water in this case does not resolve the issue. This problem is one that has existed off and on for almost two years.

On August 12, 2020, Reno County received a precautionary public notice for acute nitrate violation from KDHE. A warning was then sent to Yoder residents to limit water usage, especially for infants under 6 months. A second notice was sent on September 3, 2020, due to additional testing. A third precautionary public notice sent on October 27, 2020, requiring bottled water to be provided, upon request, to any household with members at increased risk from the nitrates, such as infants, nursing mothers, pregnant women, and other at-risk customers as identified by a health care provider.

On May 7, 2021, Reno County received a precautionary public drinking water advisory of potential Nitrate water quality from KDHE. A warning was then sent out on May 17, 2021, to Yoder residents to limit water usage, especially for infants under 6 months. A second notice was sent to residents on September 23, 2021, due to additional testing and a third notice was sent out October 4, 2021, due to additional testing as well. A fourth notice was sent out on December 29, 2021, due to additional testing that was completed. The notice this month is the fifth related to the problem.

Reno County Public Works is looking for alternative water sources and is drilling a test well this month for a possible new well location. If testing of that site turns out with acceptable nitrate levels, then a permanent well will be put in place.

Competition is beginning to get a new hotel built in Hutchinson.

"We have met with three, at least three, hotel developers recently," said Debra Teufel with the Hutchinson/Reno County Chamber of Commerce. "There's no secret that we have a shortage of hotel rooms to serve the events that come to Hutch."

These would be large properties, but wouldn't be as big as the Atrium was at its peak.

"Most of them include a hundred hotel rooms, hopefully some conference space and maybe a restaurant," Teufel said. "I think the product that Aaron Brooks is pitching is interesting. It's the first I'd heard about the amphitheater aspect of it. I'm looking forward to a follow up conversation with them, just to see what they have planned."

Infrastructure for the outdoor amphitheater was the subject of a request for ARPA funds filed as part of an agenda item Tuesday for the Reno County Commission, with Brooks, a local builder and former Great Bend City Administrator Howard Partington both named in that application. Teufel said there are a few possible sites in the city that could have the space all three potential developers are looking for.

"I think the product that Aaron Brooks is pitching is interesting. It's the first I'd heard about the amphitheater aspect of it. I'm looking forward to a follow up conversation with them, just to see what they have planned."Infrastructure for the outdoor amphitheater was the subject of a request for ARPA funds filed as part of an agenda item Tuesday for the Reno County Commission, with Brooks, a local builder and former Great Bend City Administrator Howard Partington both named in that application. Teufel: 'At least three' developers have talked to Chamber about hotel ideas

NICKERSON, Kan. — The Nickerson USD 309 School Board took another step in bringing a bond issue before its patrons by approving Alloy Architecture to do the design work on what would be an estimated $10.4 million proposal.

While that continues to be put in place, the district also decided not to waste time on making much-needed improvements to some areas of the high school.

“We’re going to use some capital outlay to actually start some projects we’re wanting to get done,” Superintendent Curtis Nightingale said. “So right away we’re going to be burning out the architect and construction management engineers to tour our facilities at the high school.”

Nightingale says that includes much-needed work on one particular area of the building.

“We need to look at our science rooms and begin the process of developing some renderings and get going this year on getting the science rooms renovated,” Nightingale said.

As that happens, Nightingale says that they are also working on getting their final list of needs together for the bond issue.

“We’re going to begin the process of putting together our short list of items that we want to pursue potentially with the bond,” Nightingale said. “Then get prices set and get renderings done and then begin the process of sharing that information with our patrons in terms of what we’re trying to accomplish.”

Nightingale noted that inflation and the economy may not be the best at the moment when it comes to a bond proposal, but said most patrons he’s talked to feel now may be better than later.

“What they are telling us is, if you’re going to do something like this, now is the time,” Nightingale said. “They’re projecting over the next five to seven years, interest rates continuing to rise, and so if this is something we’re going to do, now is the time, otherwise we could be in a window where it’s only going to get worse before it gets better.”&nbsp;

Nightingale has been working hard to bring a proposal to the public with full support of the board after a previous bond attempt failed with approval from only a portion of the board.

USD 309 hires architect for bond proposal

HUTCHINSON, Kan. — Riders Biking Across Kansas (BAK) have been met with hot, windy conditions the first four days of the event. But overall, most are enjoying the ride. Riders arrived in Hutchinson throughout the day on a trek from St. John Tuesday. One of them is Ohio native Adam&nbsp;Van Ho, who talked about why he came all this way for BAK.

“This looked like fun, and I was looking for something to do after all of this COVID and everything else,” Van Ho said. “I saw it on the internet and I was looking to do some other rides, and this one looked the most interesting.”

Van Ho says, so far, the ride has been fun, except for Mother Nature, who has been a little unfriendly.

“Everybody in the state of Kansas is wonderful, except the weather,” Van Ho said. “Mother Nature has been hating us a little bit this week but I think we’re all getting over it. It’s been fantastic so far.”

Van Ho says he really does enjoy the scenery too. He says he has to finish the ride no matter what, his car is waiting for him in Kansas City. Riders spent the night at the Salthawk Activity Center at Hutchinson High School before starting the next leg to Hillsboro. The ride ends Saturday. A portion of West 7th Avenue was closed off around Harley’s Bicycles with vendors and support staff ready to help. Shuttles were also provided so that riders could enjoy the downtown area Tuesday evening.

BAK rider comes long way for trek

BUHLER — The Buhler USD 313 Board of Education will meet in special session Wednesday to fill a vacancy on the board.

The two names up for consideration are Monte Cross and Michael Green. The board will interview the two candidates and then select one of them during the meeting.&nbsp;

The approved member would fill the unexpired term of Robin Swanson who announced she was stepping down in May.

Wednesday's meeting is at 6:30 p.m. at the Burkholder Administration Center in Buhler.

Buhler school board to fill vacancy Wednesday

HUTCHINSON, Kan. — The quarterly earnings parade for companies with ties to Hutchinson and Reno County comes to a close on Thursday when Kroger releases its first quarter report.&nbsp;

The parent company of Dillons will try to keep the numbers moving upward as it reported sales of $33 billion in the fourth quarter, compared to $30.7 billion for the same period last year. Total company sales, excluding fuel, increased 3.7% compared to the same period last year.&nbsp;

Earnings per share totaled $3.68 compared with $3.47 per share in 2021 and operating profit totaled $3.5 billion compared with $2.8 billion the previous year.

The numbers are expected before the bell Thursday morning.

Kroger to report earnings Thursday

HUTCHINSON, Kan. — Reno County Commissioners got an update on the 2023 budget during their Tuesday agenda session.

The county will see a total valuation of&nbsp; $675.7 million in 2023, an increase of 5.3%. With that, the county’s revenue neutral rate will drop the mill levy by 2 mills to 37.4. Commissioners are still wrestling with what to do with a budget that will be plagued by high prices for fuel and asphalt. 

Commissioner Daniel Friesen asked if it were possible to cut some of the road maintenance for the year. County Administrator Randy Partington noted that deferring maintenance causes the county to fall behind in such matters, making it hard to catch up. Commissioner Ron Hirst said that doing 30 miles of county blacktop road per year takes 20 years to cover all of the county. Commissioner Ron Sellers said that he would take Friesen's request into consideration if the county were to make up the shortfall the next budget year.

Friesen was steadfast on a revenue neutral budget. He believes it forces the county to be more efficient. Partington said that he will put a budget together that will represent the county’s current needs and then have a list of potential cuts that could be made to get to a revenue neutral rate. 

Partington also said that such cuts could include capital items, personnel and services. No specific numbers were discussed during Tuesday's meeting.

The county must have its revenue neutral budget intentions provided to the county clerk's office by July 20.

County budget will be squeezed by high fuel prices

Kan. — Hutchinson Police Chief Jeff Hooper said where they place resources continues to be driven by data.

"That crime data and our predictive policing model pretty much drives everything that we do," Hooper said. "Officers still respond to calls for service when we're called for assistance. Outside of that, officers are either doing one of two things based off of our two driving principles. They are conducting community engagements, getting out into the neighborhoods, talking to people, or they are focusing on an intelligence led policing strategy."

The numbers say if there's been a crime in a given place once, there likely will be again.

"We have the ability to determine, within basically a thousand foot radius that there's an increased likelihood of about 42% that that's a high crime area and a crime is more likely to occur there."

However, most of the time, crime doesn't happen when police are actively watching.

"If an officer spends five minutes in a particular area, that will decrease or deter crime in that particular neighborhood for up to two hours. That's just by seeing a police car there. They don't even have to do anything. Think about this, if you have an area that's 42% more likely that there's going to be a crime occurring there, if you put an officer there and he sits there for five minutes works on a report, gets out and talks to people and then he leaves and two hours later he comes back, and two hours later they come back, we can effectively eliminate crime in that particular area that has a higher likelihood of seeing crime. That's how you decrease crime in your community, is by being proactive and getting out in front of crime as opposed to reacting after crimes occur."

Hooper also emphasized how important it is that members of the community let police know when they see something, so that they can follow up.

Kan. — Deadlines to obtain SBA funding related to the Cottonwood Complex Fire are quickly approaching. The deadline for physical damage loans is June 21. The deadline for Economic Injury Disaster Loans is January 23, 2023.

Complete the SBA application even if a potential applicant is not sure if they need it yet.  If approved, the loan becomes an option.

Businesses could be eligible for the following programs:

Property Damage: up to $2,000,000 to repair or replace real estate, machinery and equipment, inventory and other assets that were damaged or destroyed (available to businesses of any size and private, non-profit organizations).

Economic Injury: for businesses and private non-profit organizations suffering adverse financial impacts of the disaster (with or without property loss), up to $2,000,000 for working capital to help pay obligations until normal operations resume.

Individuals and Families could be eligible for the following programs:

Homeowners: up to $200,000 to repair or replace real estate damage and up to $40,000 to replace personal property.

Renters: up to $40,000 to repair or replace personal property.

Interest rates can be as low as 2.940 percent for businesses, 1.875 percent for private nonprofit organizations and 1.438 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

SBA loan deadlines coming quickly

Kan. — Debra Teufel with the Hutchinson/Reno County Chamber of Commerce said the progress toward a new industrial park south of South Hutchinson has begun with the first land purchase.

"The doors were opened to this conversation by a local businessperson who also cares deeply about Reno County and the Hutchinson community," Teufel said. "They said, we'd like to introduce you to a lady named Sharon Kimbell. We sat down with her shortly after Christmas, she said, I would like to know more about what it's going to take to develop a new industrial park in the county. She's an economic developer at heart, I can tell. She loved the map. She loved looking at the lay of the land and understanding how she could make a difference."

Kimbell's gift is what made this first purchase happen.

"I met with her back in April when we were finally able to start making the transaction happen," Teufel said.  "Shortly after, she had some health issues. She had to be at KU Med for awhile, then she was back home. We met again as soon as she was back home. She was excited to see what progress was being made. She wanted to see measurable progress and I love that about her. She wanted to know next, when was a sign going to be coming up in the park? That was important to her, to signify this future and I know she wanted to see that happen. Eventually, we will commemorate her with a permanent sign in the park. I have to say a big thanks to Sharon Kimbell and her family for making this next phase of growth happen for us."

With that said, there's still a lot of work to be done and land to be purchased before everything can go forward. The plan is for the park to be around two miles south of South Hutchinson along K-96.

"The utility situation in South Hutch is complex," Teufel said. "They have some issues that we're working with them on. How do they achieve more water resources for the future? Certainly, you can't have an industrial park without a water resource. That's why conversations with South Hutch and the city of Hutch are so important. I think, at some point, one of the solutions to water will be, can an agreement be struck where South Hutch purchases water from Hutchinson? That isn't going to be put on the taxpayers of Hutchinson, necessarily. It would be an agreement, whereby South Hutch brings the water from Hutchinson and pays an out of district rate or some kind of negotiated commercial rate for water."

Further study on how that would work and how much that might mean aren't done yet.

"This is going to be a long term project that's going to take much engineering to make happen," Teufel said. "I know both communities are looking at their water resource and their engineering studies and saying, what is the path to get the water there? I had a message last week from Gary Meagher. I know he's having his engineering staff look at this. They probably have a water study to do, just to ensure their future water resource, at the same time, South Hutch is working on theirs."

The biggest issue is that there aren't sites in the current industrial areas big enough for what some site selection professionals want to see for truly large projects.

"It's been no secret, Kansas has been on the radar screen for a project that led to the APEX bill in our legislature this year," Teufel said. "Those kinds of projects don't want ten, fifteen, twenty acre sites. They're looking at 150, 200 acre sites. As a community, we need to be ready and have product on the shelf. Just as any business has to have product on the shelf to sell it, we as a community need to have ready product. That's why we've been in that planning phase."

This has been on the mind of local leaders for at least eight years, and part of the competitiveness piece is proximity to both an interstate and a commercial airport, which is why they are putting it where they have chosen.

We sat down with her shortly after Christmas, she said, I would like to know more about what it's going to take to develop a new industrial park in the county. She's an economic developer at heart, I can tell. She loved the map. She loved looking at the lay of the land and understanding how she could make a difference."Kimbell's gift is what made this first purchase happen."I met with her back in April when we were finally able to start making the transaction happen," Teufel said. "Shortly after, she had some health issues. She had to be at KU Med for awhile, then she was back home. We met again as soon as she was back home. She was excited to see what progress was being made. She wanted to see measurable progress and I love that about her. She wanted to know next, when was a sign going to be coming up in the park? That was important to her, to signify this future and I know she wanted to see that happen. Eventually, we will commemorate her with a permanent sign in the park. I have to say a big thanks to Sharon Kimbell and her family for making this next phase of growth happen for us."With that said, there's still a lot of work to be done and land to be purchased before everything can go forward. The plan is for the park to be around two miles south of South Hutchinson along K-96."The utility situation in South Hutch is complex," Teufel said. "They have some issues that we're working with them on. How do they achieve more water resources for the future? Certainly, you can't have an industrial park without a water resource. That's why conversations with South Hutch and the city of Hutch are so important. I think, at some point, one of the solutions to water will be, can an agreement be struck where South Hutch purchases water from Hutchinson? That isn't going to be put on the taxpayers of Hutchinson, necessarily. It would be an agreement, whereby South Hutch brings the water from Hutchinson and pays an out of district rate or some kind of negotiated commercial rate for water."Further study on how that would work and how much that might mean aren't done yet."This is going to be a long term project that's going to take much engineering to make happen," Teufel said. "I know both communities are looking at their water resource and their engineering studies and saying, what is the path to get the water there? I had a message last week from Gary Meagher. I know he's having his engineering staff look at this. They probably have a water study to do, just to ensure their future water resource, at the same time, South Hutch is working on theirs."The biggest issue is that there aren't sites in the current industrial areas big enough for what some site selection professionals want to see for truly large projects."It's been no secret, Kansas has been on the radar screen for a project that led to the APEX bill in our legislature this year," Teufel said. "Those kinds of projects don't want ten, fifteen, twenty acre sites. They're looking at 150, 200 acre sites. As a community, we need to be ready and have product on the shelf. Just as any business has to have product on the shelf to sell it, we as a community need to have ready product. That's why we've been in that planning phase."This has been on the mind of local leaders for at least eight years, and part of the competitiveness piece is proximity to both an interstate and a commercial airport, which is why they are putting it where they have chosen.

"We're currently in the process of updating that district plan," Norwood said. "We anticipate that completion date of sometime late this summer, early this fall. Both Sheila and I are co-chairing that process. We'll be soliciting a lot of input from staff within the district that will have some working knowledge of some of the aspects of what that crisis plan should include."

The intent is to have a quick reference for teachers, no matter what room they are in.

"A flip chart type of item," Norwood said. "These would be purchased once our crisis plan is completed. This is basically a mini crisis plan. It would hang by the door of each and every classroom across the district. In case of an emergency, they could pull this off the wall, flip to the category that is most appropriate and have a quick reference as to how to respond as far as a staff member goes. This would be in every classroom."

Administrators would also have binders with detailed information that they could carry with them if not in the office.

Norwood noted that all doors are secured automatically across the district on a set time schedule and there are generally single points of entry at all the schools after designated entry times, with the exception of Hutchinson High School because of the way the campus is designed and a need for students to go from one part to another during the academic day. In addition, there is a button that administration can press to lock schools down completely should that be necessary. Employee access is controlled through employee badges. 

They've also made it very difficult to break in after those doors are automatically locked.

"We do have intruder guard glass, intruder entry glass at a number of our locations," Norwood said. "We spent two years going through that process, identifying the locations at a number of our facilities where to place this glass at our entryways, not only the doors, but also the side glass."

Norwood said it isn't bulletproof, but you can't break it with a sledgehammer, you can't break it with a brick, you can't get in without making enough noise to draw attention and a call to 911 at the very least.

Currently, there is just one school resource officer for the district stationed at Hutchinson High School. 

Board members were allowed to ask specific security questions in an executive session on Monday, as well.

Norwood tells school board crisis plan is being updated

RENO COUNTY—Two people were injured in an accident just after 7:30 p.m. Monday in Reno County.

The Kansas Highway Patrol reported a 2000 Peterbilt semi driven by 18-year-old Dietrich J. Ensz of Inman was northbound on Kansas 14 three miles north of Pretty Prairie Road when the&nbsp;semi veered off the road to the right. The driver attempted to correct and struck a culvert just south of the intersection of K14 and Silver Lake Road.

EMS transported&nbsp;Ensz and a 5-year-old male passenger to Hutchinson Regional Medical Center.&nbsp; They were not wearing seat belts, according to the KHP.

Kansas teen, 5-year-old hospitalized after Reno Co. crash 

HUTCHINSON, Kan. — Sign up for the Kansas Senior Farmers Market Nutrition Program (KSFMNP) begins Tuesday in Hutchinson.

The program’s application process in Reno County will again be conducted by telephone only and no walk-ins will be accepted. To apply, call 620-694–2911 between the hours of 8 a.m. and 5 p.m., Monday through Friday.

The program will provide low-income seniors who meet age and income requirements with $35 in checks to purchase fresh fruits, vegetables, herbs and honey from authorized farmers at local participating farmers markets through Nov. 1, 2022. Checks are available in $5 increments.

To be eligible to receive assistance, a senior must be 60 years old or older, or at least 55 years old and a member of an Indian Tribal Organization on the day the money is issued. And a senior’s annual gross household income must be at or below 185% of the federal poverty level. For example, a household of one must have an annual gross income at or below $25,142, or a monthly gross income at or below $2,096.

Farmers Market senior sign up begins Tuesday

UPDATE: As of 4 p.m.: Crews appear to be getting an upper hand on the fire that started in a field directly west of the Reno County landfill. Crews had to work both the burning fields and some structure protection during the blaze. Still no word on any damage or injuries. Also no word on when some residents might be able to return to their property as there were some requested evacuations as far north as 4th Avenue.

Wildfire west of landfill brought under control

Kan. — The Hutchinson USD 308 Board of Education will discuss an elementary out of state school trip policy at its meeting Monday night. 

According to documents provided to the board, applications will be presented to the building principal who shall present it to the superintendent for approval of all overnight and out-of-state school-related trips. Such trips must follow procedures established by the superintendent or designee.

The superintendent shall require principals and group sponsors to justify any trip of more than one hundred miles, one way. Requests for approval of these trips shall be accompanied by a list of educational objectives, detailed budget, supervision plan, medical form, travel arrangements, lodging, and food plan.

The safety of students shall be the primary concern of all individuals participating in school-related student trips. The principal or designee shall notify the school nurse of the trip and obtain from the nurse essential first aid supplies and materials to be taken on the trip.

Instructors will follow the district vehicle policy when requesting vehicles.

A certified member of the faculty, administrative staff, or designee shall accompany students at all times on school-endorsed trips. The expectation of a supervision plan is part of the approval process.
