“Price is what you pay, value is what you get,” Warren Buffet is fond of saying. That line was running through my head recently as my wife and I were preparing to have some flooring replaced in our kitchen and living room.

We had moved all the furniture out of the way and thought we might try to speed the process along, and save a little money, by starting the demolition process ourselves. The floating floor we installed in the kitchen when we first moved in came out without any problem. The linoleum underneath was a different story.

Actually, it turned out there were two layers of vinyl covering. After working up a sweat removing a small section of flooring that was atomically bonded to the subfloor, we decided the cost savings weren’t as valuable as we initially thought. We left the rest to the professionals.

It’s a good reminder that price is only one side of the equation, and it’s difficult to judge the utility of something by only looking at half the calculation. It’s something I hope everyone keeps in the back of their minds as budget season for cities, counties and school districts is in full swing.

In the coming weeks the majority of Kansans are likely to receive letters from at least one of these governing bodies of their intent to raise property taxes. These notices will include the value of your property, the tax you paid in the last year and a variety of other information. The date, time and location of a public hearing on the budget also will be included, and that’s where community members can offer their input on the proposed tax increase.

The direct notices are relatively new and add an extra layer of transparency to the usual public notices published in a local newspaper and posted on government websites. Hopefully they’ll function as intended and spur more public feedback on budgets. Whether it’s through people attending the public hearings or having private conversations with county commissioners, city councilors or school board members, more engagement in the process will help ensure the taxes levied match the value of services the community desires.

I will note that these conversations should be approached with a degree of caution because the public hearing is toward the end of a months-long process of drafting a budget and setting tax rates. If, for some reason, you’re hoping for a larger tax increase than proposed, you’re going to be out of luck since the maximum mill levy will have already been established. But public pressure can still lower the levy and reduce tax bills if elected officials are persuaded to do so.

Officials have to strike a balance between the services the public wants at a price they’re willing to pay. The wants are often well intentioned, even reasonable, but they’re also unlimited. The appetite for tax increases is usually more subdued, at least by the public.

When offering your opinion on a budget, keep in mind the other side of the equation. Cutting taxes is popular until it results in service reductions. The same way saving money on a new floor sounds like a good idea until you’re on the ground with a pry bar trying to pull off two layers of linoleum. I have no doubt some are willing to pay that price. I, on the other hand, discovered that getting the lowest bid possible isn’t always the greatest value.

Insight: Price and Value

Kan. — Although it did seem hot in July, it was not much out of the ordinary
for Kansas this time of the year. 

According to
official statistics from the Hutchinson station of the National Weather Service, the area saw eight days of 100 degree highs or hotter. There were 14 more days
where the temperature was 95 or above. The average for July is about 92
degrees. The average high for the month was 96. It was dry, with only about half
the normal moisture for the area. About 1.64 inches of rain fell, with almost half
of that total falling in the past week. 

But, compare
these numbers to 2011. In July of 2011 Hutchinson saw 23 days of highs over
100. Of that 18 were above 105 and three of those days saw temps soar above 110
including 113 July 27. The average high for that month was 103. The area also saw
just .37/100ths of an inch of rainfall during July 2011.

It was hotter that usual in July, but not by much

SYLVIA, Kan. — A Reno County man was injured in an accident
involving a toy electric car over the weekend.

The Reno County Sheriff’s Department reports that
42-year-old Charles Brown of Sylvia was in a toy electric car that was being
towed by an ATV Saturday evening when the car flipped, ejecting him.

Brown was taken by EMS to Hutchinson Regional Medical center
for treatment of his injuries. The accident happened around 8:40 p.m. in the
300 block of Stafford in Sylvia.

Kan. — Reno County Deputy Elections Clerk Jenna Fager said turnout for an off year primary is usually low.

"In a typical year, I would say maybe 20 to 25%," Fager said.

"I'm thinking we'll see maybe 32% this time," Fager said.

She believes the constitutional amendment question is the driving force this time, but it doesn't matter how many people vote, her office needs to be ready for all who are registered.

"We definitely want people to turn out," Fager said. "Turn out. Come out. Come vote."

Fager: Turnout should be higher than usual for primary

HAVEN, Kan.
— It’s a light agenda for the Haven City Council when they meet Monday evening.
The council will look over a request from the Haven Recreation board to hire
Josephine Gonzalez as its treasurer, and go hear comments from Shannin Rettig
of the chamber of commerce regarding the Haven Fall Festival.

The council
will once again go into executive session to discuss the ongoing legal matters
connected to the Haven Pool. The city recently announced that they are working
with an engineer and contractor to get the pool repaired and ready to go for
next year. The pool has been closed for the past three summers.

Monday's
Haven City Council meeting begins at 7 p.m. at the Haven city offices.

Haven City Council meets Monday evening

HUTCHINSON,
Kan. — Stage 9 is presenting The Real Inspector Hound by Tom Stoppard the next two weekends in Hutchinson. 

"It's a comedy and a spoof on murder mysteries in Britain," said director Kris Anschutz. "It's a farce. It's very, very heady dialogue, at times. It shows the human condition and how we'd like to be somebody else.

Ted Blakely who plays Birdboot is ready to help the community laugh a little.

"It's one thing to learn your lines and practice them," Blakely said. "It's another thing to get up on stage and start working them out together. There have been some rehearsals where we've gotten up there and just kind of been playing around with it and suddenly innuendo, allusions, things that we had not seen before, all of the sudden pop up. That's been a lot of fun."

The show is on from Aug. 4 to 6 and 11 to 13 at 7:30 p.m. at Stage 9 at 9 South Main. The box office opens at 6:30 p.m., curtain time is 7:30 p.m. The play will last a little over an hour with no intermission.

SOUTH HUTCHINSON,
Kan. — The City of South Hutchinson has hired a new City Clerk to replace the retiring Denise McCue. City Administrator Joseph Turner will introduce Jeanelle Simpson to the City Council at their meeting on Monday.

Ms. Simpson previously served as the city clerk for the City of Lyons. Prior to her arrival in Lyons, she had more than thirteen years of municipal experience working for the City of Decatur, Arkansas in various administrative capacities.

Simpson started on Monday, August 1st and she will be trained and on-boarded by McCue until McCue officially departs in October.

Also on the agenda, the council plans to move its scheduled August 15 meeting to August 22 so they can do the more detailed budget work that night.

They also will sign an easement agreement with IdeaTek connected to their new fiber project and set a rate for the recovery of funds for staff time spent in emergencies with insurance companies. In addition, the City Administrator is checking with the council on their opinions on him signing a letter from the city's housing authority.

The City Administrator is also asking the council to give him the authority to hold the municipal court and prosecutor accountable for the operations of that department. He notes in the agenda that the last time South Hutchinson's municipal court generated revenues in excess of departmental expenses was 2008. 

The South Hutchinson City Council meets Monday night at 6:00 p.m. at the city offices at 2 South Main.

Lunch & Learn program begins Tuesday

Welcome to Hutch Post’s new feature series "A Day in the Life." We've gone behind the scenes to see what "a day in the life" is like for some of Reno County's busiest shops, factories and businesses. We'll show the inner workings of facilities you may pass every day, to finally see what goes on inside. From boilers to donuts, join us as we learn how things are designed and produced right here in Reno County with "A Day in the Life." This series will be posted every other Sunday morning.

HAVEN, Kan. — Many may not know much about Kincaid Manufacturing in Haven. The small plant located along the K-96 frontage road is in the agriculture business, but in a different way. Kincaid does manufacture planters and drills for planting seeds, sprayers for treating crops, and combines and threshers for harvesting, but it’s not for farmers. Instead, the company manufactures these items and provides software for the seed and seed research industry. The company provides the equipment not only for seed companies, but for universities to do their own ag science seed projects.

The company was founded in 1967 by Delmar Kincaid. In 2018, the company was turned over to his daughter, Kimberly Kincaid-Warner, who is the president. Since then, Kincaid has expanded to bring more of its services in-house. Most recently, the company purchased Seed Research Equipment Solutions, bringing the software and planter controls to the Haven plant.

The company uses small combines from overseas to start the process. The combines, which are much smaller than what you would see in Kansas farming operations, are fitted with equipment that can collect seeds from test plots. The machines sample the seeds and return them to the bin of the combine.&nbsp;

The company can make nearly anything that has to do with the collection and threshing process for seed collection, from various types of feeder systems, to what is called "full air delivery" to auger return systems that move the seed within the machine. It also provides a grinding system to crush the seed so it cannot germinate once harvested, since most of the seed is grown as part of research and development and not FDA approved.

The process starts in the fabrication area where parts are cut, welded and assembled according to the customer's specifications. Kincaid has an advantage of being able to do one-time custom orders. 

The parts and pieces are then built into the small Kincaid combines or seed drills according to the wishes of the customer.

The combines then go through final assembly before being shipped to the customer. The company has its own paint facilities and most everything is done in-house. When the company first started, Kincaid built the combine on-site from the ground up. Now, they come from Finland and are ready to be fitted with the items for a particular customer.

The recent acquisition of Seed Research Equipment Solutions means a different type of modification for Kincaid as the planters are fitted with software and cleanout equipment. The cleanout is important to seed research to eliminate chances of cross-planting.

The company also does retrofitting and refurbishing of used equipment for various companies. At that time, the company will go through the entire machine, make an inventory of what is needed and give a quote to the customer.

Kincaid-Warner says they could use about three to five extra workers at the plant and use Hutchinson Community College to help find that labor. She also says they will take on anyone willing to learn, be punctual and work hard. 

She says most of their more successful employees came right out of high school and have stayed on ever since.

The small plant located along the K-96 frontage road is in the agriculture business, but in a different way. Kincaid does manufacture planters and drills for planting seeds, sprayers for treating crops, and combines and threshers for harvesting, but it’s not for farmers. Instead, the company manufactures these items and provides software for the seed and seed research industry. The company provides the equipment not only for seed companies, but for universities to do their own ag science seed projects.<figure>

 </figure>The company was founded in 1967 by Delmar Kincaid. In 2018, the company was turned over to his daughter, Kimberly Kincaid-Warner, who is the president. Since then, Kincaid has expanded to bring more of its services in-house. Most recently, the company purchased Seed Research Equipment Solutions, bringing the software and planter controls to the Haven plant.The company uses small combines from overseas to start the process. The combines, which are much smaller than what you would see in Kansas farming operations, are fitted with equipment that can collect seeds from test plots. The machines sample the seeds and return them to the bin of the combine.&nbsp;<div><div itemscope itemtype="https://schema.org/VideoObject"><meta itemprop="uploadDate" content="Wed Jun 22 2022 11:09:09 GMT-0500 (CDT)"/><meta itemprop="name" content="Kincade - Final"/><meta itemprop="duration" content="P0Y0M0DT0H1M11S" /><meta itemprop="thumbnailUrl" content="https://content.jwplatform.com/thumbs/aivjs703-1920.jpg"/><meta itemprop="contentUrl" content="https://content.jwplatform.com/videos/aivjs703-9xXMpd9w.mp4"/><div style="position:relative; overflow:hidden; padding-bottom:56.25%"><iframe src="https://cdn.jwplayer.com/players/aivjs703-KcBmu4K3.html" width="100%" height="100%" frameborder="0" scrolling="auto" title="Kincade - Final" style="position:absolute;" allowfullscreen></iframe></div></div></div>The company can make nearly anything that has to do with the collection and threshing process for seed collection, from various types of feeder systems, to what is called "full air delivery" to auger return systems that move the seed within the machine. It also provides a grinding system to crush the seed so it cannot germinate once harvested, since most of the seed is grown as part of research and development and not FDA approved.<figure>

 </figure>The process starts in the fabrication area where parts are cut, welded and assembled according to the customer's specifications. Kincaid has an advantage of being able to do one-time custom orders. <figure>

 </figure>The parts and pieces are then built into the small Kincaid combines or seed drills according to the wishes of the customer.<figure>

 </figure>The combines then go through final assembly before being shipped to the customer. The company has its own paint facilities and most everything is done in-house. When the company first started, Kincaid built the combine on-site from the ground up. Now, they come from Finland and are ready to be fitted with the items for a particular customer.<figure>

 </figure>The recent acquisition of Seed Research Equipment Solutions means a different type of modification for Kincaid as the planters are fitted with software and cleanout equipment. The cleanout is important to seed research to eliminate chances of cross-planting.<figure>

 </figure>The company also does retrofitting and refurbishing of used equipment for various companies. At that time, the company will go through the entire machine, make an inventory of what is needed and give a quote to the customer.<figure>

 </figure>Kincaid-Warner says they could use about three to five extra workers at the plant and use Hutchinson Community College to help find that labor. She also says they will take on anyone willing to learn, be punctual and work hard. <figure>

🎥 A Day in the Life: Kincaid Manufacturing

HUTCHINSON,
Kan. — The Hutchinson City Council will consider a request from Reno County and
Rural Water District 101 to provide drinking water to the area when the council
meets on Tuesday.

The district
has been dealing with high nitrate levels for the past two years. One way
around the nitrate issue that Reno County would like to study includes purchasing
water from the City of Hutchinson.

In 2021, the
Yoder community used 8,700,000 gallons of water or 24,000 gallons/day. The City
of Hutchinson Water Treatment Center was designed to produce 10 million gallons/day
and in 2021, the City’s average use was 5.2 million gallons. The city believes the
plant has adequate capacity to provide water to the district.

The City of
Hutchinson also supplies water to Rural Water District No. 4. In 2021, they
used 7,182,000 gallons of water or about 19,600 gallons per day. Based on
approved 2022 rates, they are currently paying $2 per connection or about $256
per month. There is also a minimum $23.71 meter fee and usage charge.

City staff
is recommending that the city sell the water to Yoder. It part of the regular meeting
of the Hutchinson City Council Tuesday at 9 a.m. at the Hutchinson city offices.

Yoder water purchase part of Tuesdays Hutchinson City Council meeting

YODER, Kan.
— A new member of the Hutchinson Police Department was one of twenty-one new
law enforcement officers that graduated from the Kansas Law Enforcement
Training Center (KLETC) on July 29th at a ceremony held in the KLETC Integrity
Auditorium. Officer Vincent Beaudoin will now begin filed training with the
police department in the next couple of weeks. Two other area officers also
were a part of the class. They were Carter James of the Newton Police Department
and Irlick Moreno of the Rice Co. Sheriff’s Department

Officer
Spencer Putman of the Kansas Department of Wildlife and Parks was the
graduating class president. The speaker for the ceremony was Chief Karl Oakman
of the Kansas City, Kansas Police Department. James Buettgenbach, KLETC Senior
Instructor of Police, was the Class Coordinator for the 296th Basic Training
Class.

Deputy
Moreno was additionally awarded the Larry Welch Academic Award for having the
highest GPA in the class. Officer Tyler Hynes was awarded the Fitness Medal for
having the most miles completed (223.8) and for having the most improvement on
his physical assessments. Officer Ryan Lies from the Kansas Department of
Wildlife and Parks was recognized during the ceremony for his firearms
proficiency as the class’ “Top Shot”.

Graduates
receive certificates of course completion from KLETC and Kansas law enforcement
certification from the Kansas Commission on Peace Officers’ Standards and
Training, the state’s law enforcement licensing authority.

The annual event sponsored by the nature center and Hutch Rec features a three course meal, drinks and desserts prepared by local chefs and using locality sourced and produced foods.

Tickets are $65 or a table of eight is $500. Proceeds from this event go to benefit the Dillon Nature Center Foundation, which helps with upkeep of the grounds and trails.

Farm to Table event is August 5th

WASHINGTON, D.C.&nbsp;- First District Congressman Tracy Mann released the following statement in response to the U.S. Gross Domestic Product (GDP) report for the year's second quarter.

"Economists may disagree on whether to coin this as a recession, but the facts are clear. America is experiencing back-to-back quarters of negative economic growth, and we’re in the middle of the highest level of inflation in over 40 years," Mann said. "To get the economy back on track we need to put an end to reckless federal spending, unleash American energy production, and remove onerous government regulations that are hamstringing small businesses."

&nbsp;Mann currently serves on the House Agriculture Committee and the House Veterans Affairs Committee.

Mann comments on GDP

HARVEY COUNTY—Two people were injured in an accident just before 2p.m. Friday in Harvey County.

The Kansas Highway Patrol reported a 2003 GMC Sierra 1500 driven by&nbsp; Margaret Elizabeth Gase, 26, Huthinson, was southbound on River Park. 

The driver disobeyed the stop sign at Dutch Avenue and and traveled into the path of a an eastbound 2019 Nissan Sentra driven by Kaitlyn Grace&nbsp;&nbsp;Dawes, 18, Hesston.

EMS transported&nbsp;Gase and Dawes to a Wichita Hospital. Both drivers were properly restrained, according to the KHP.

Hutchinson woman among 2 hospitalized after 2-vehicle crash

HUTCHINSON,
Kan. — Local leaders in Hutchinson and Amtrak officials celebrated the completion of a $3 million improvement of the Hutchinson train station with a ribbon cutting Friday afternoon. Marc Magliari with Amtrak said ridership has recovered well since the Southwest Chief got back to seven day a week service.

"One of the reasons Amtrak ridership has recovered to about 80% of normal is getting back to daily," Magliari said. "You can't get anything close to normal ridership if you're not running anything close to normal schedules. We're happy to say the Southwest Chief is daily. We have enough staff to run seven days here in this part of the country, but not everywhere can we say that. Between Chicago and New Orleans, we're running five days a week, between New York City and New Orleans. We hope to get those trains back up to daily by October."

Amtrak recently completed the renovation which includes a raised platform allowing for easier boarding, new lighting which was not available before and the building’s exterior has also been renovated. The improvements also include ADA parking and new curbing and fencing adjacent to the platform.

"The trains themselves here in Hutchinson aren't as big as they would normally be in a normal summer, because again, we're still trying to hire staff, to have enough staff to maintain the trains and to staff them themselves with the onboard service."

To date, Amtrak has completed 171 ADA station-related projects as part of the ADA Stations Program, including 20 additional stations meeting ADA compliance last fiscal year for $82 million. 

They will continue their ribbon cutting tour Saturday in Dodge City with U.S. Senator Jerry Moran. Magliari said Friday that they can tell when gas prices go up, as more people at least look at taking the train.

"Whenever there's a big move in gasoline prices, three to four dollars, four to five dollars, five, oh my gosh, to six dollars, people start looking for alternatives. We don't have research that says this is why I bought a ticket, but what we do see is traffic on the website and inquiries to the 800 number. Whenever there's a pain point, like crossing from four to five dollars, people start saying wow, maybe there's another way to get from here to there. The good news is, in this part of Kansas there is. It's called Amtrak."

The Southwest Chief has daily service to and from Chicago and Los Angeles, via Kansas City and Albuquerque. About 4,000 Amtrak passengers use the Hutchinson train station each year.

Amtrak is getting back to normal, as it celebrates ADA renovations

HUTCHINSON, Kan. — The Adopt A Pet event that was to take place at the Eagle Media Center lawn on Saturday has been moved indoors.&nbsp;

According to Michaela Schommer with the Hutchinson Animal Shelter, they will still have adoption prices at half their normal cost from 1 p.m. to 4 p.m Saturday at the shelter at 1501 South Severance in Hutchinson.

The event was moved inside for the safety of the animals.

If you are unable to attend Saturday, the next event is the Clear the Shelter adoption event August 27th.

Adopt A Pet moves locations for Saturday

HUTCHINSON, Kan. — Reno County Treasurer Brenda Kowitz tells Hutch Post that the Tag Department cannot do any title work on Friday, July 29. 

 The system is down and they have no idea when it will be fixed.&nbsp; 

Anyone who signed in earlier Friday will be still be in line if the system comes up.  They can call late this afternoon to see if the system has come back up at&nbsp;(620) 694-2515.

Kan. — Advance voting continues ahead of the Aug. 2 primary election. 

Voting has
been brisk prior to Tuesday with advance voting open until Monday at 12 noon.
The Reno County annex will be open for residents to cast a ballot Saturday from
9 a .m. until 1 p.m.

As of Friday
morning 2,913 votes had been cast to go along with the more than 1,800 mailed
out ballots. If all mailed out ballots are returned, it would push voter turnout
past 10% before Tuesday’s primary. In 2018 during the last non-presidential election year the total turn out for the primary was about 29%.

He will be speaking at the Hutchinson Sports Arena on Tuesday, September 20, 2022 at 10:30 a.m. as the Barbara Peirce Memorial Lecture.

Lockett is a partner and chief financial officer at Fulcrum Global Capital, a venture capital fund focused on investments in the agriculture and animal health sectors. He is also a Kauffman Fellow and is responsible for the fund administration as well as identifying, evaluating, financing, and managing innovative food production, food safety, and food waste investment opportunities.While earning his bachelor’s degree in accounting from K-State University from 1993-1996, Kevin broke many school career records on the football field as the leading receiver for the Wildcats, as well as earning the distinction of two-time Academic All-American in 1995 &amp; 1996. Kevin went on to play professional football for the Kansas City Chiefs, Washington Redskins, Jacksonville Jaguars, and New York Jets. In 1998, he and his family formed a nonprofit organization that encourages academic achievement in public schools.

Kan.— Three Hutchinson fire fighters are taking on a mutual aid assignment out
of state. 

Cole
Inghram, Justin Williams and Matt Brooks are heading to Texas to aid in the
wildfires there.

The three
will be heading for a positioning assignment and then be assigned to a specific
fire.&nbsp; Hutchinson fire fighters routinely
provide mutual aid to fires outside of the state through a federal grant.

Hutch firefighters heading to Texas

HUTCHINSON, Kan. — The new eight-bed care facility for adults for Horizons Mental Health Center is not going to be open for a while for overnight stays, but they do plan to use the building.

"We are waiting for our Residential Care Facility licensing from KDADS," said Nicole Eitzen with Horizons. "That can take up to 90 days. What we're doing is, we're just going to be doing some day programming there with individuals that maybe are in crisis, but they will not be able to stay overnight."

The Carrefour Crisis Center will be holding a public open house Friday, Aug. 5 at 9 a.m. at 311 West 2nd.

"We wanted to be able to open it up to the community to come see a little bit earlier," Eitzen said. "That very next Monday, the 8th, we'll just start doing some day programming with some of our clients."

They are still working on what the operating hours will be for the interim.

"We're trying to figure out those details right now," Eitzen said. "If they can be safe, let's say they do have family members or friends that maybe just aren't available during the daytime to help with safety planning but would be later in the day, we see that quite a bit, then they could come to our facility and get some of those crisis supports during the day, be seen by a med provider, have assistance with taking their meds as prescribed, those kinds of things. If they are not safe, like they do need that 24-7 care, then we would just need to assess them to go to an inpatient facility for right now."

The Horizons Carrefour Crisis Center was purchased thanks to a grant from the federal government as part of the process of making Horizons a Certified Community Behavioral Health Clinic.
