NEWTON, Kan. — The annual Taste of Newton celebration is set for Thursday, Oct. 6. Hosted by the Newton Chamber, the event draws thousands to downtown Newton to enjoy the many flavors the community has to offer. 

This is the 35th year for the celebration that originally started&nbsp; in 1987 and was hosted by Bethel College to celebrate the 100th anniversary of the college. The event was such a huge success that it became an annual staple of the community and was eventually handed off to the Newton Chamber. 

The event still coincides with Bethel College Fall Fest.

STAFFORD COUNTY—A Pratt man died in an accident just after 7:30 p.m. Sunday in Stafford County.

The Kansas Highway Patrol reported a 2012 Honda motorcycle driven by 25-year-old Larry J. Ryan was northbound on SE 80th Avenue six miles south of Stafford when Ryan attempted to avoid a deer that had entered the roadway from the right and lost control of the motorcycle.&nbsp; It left the roadway and came to rest in the east ditch.

EMS transported Ryan to the Stafford County Hospital where he died. He was not wearing a helmet, according to the KHP.

HARVEY COUNTY—One person was injured in an apartment fire Sunday in Newton.

The fire at Fox Meadows Apartments,&nbsp; 720 West 12th Street, included 12 units and was isolated to one fourplex building, according to Newton Fire and Rescue. 

EMS transported one person in critical condition to a Wichita hospital. 

The Kansas State Fire Marshal’s Office was on the scene to investigate the cause.&nbsp; Departments from Hesston, Halstead and Walton assisted.&nbsp; 

Authorities released no additional details Sunday afternoon.

Mann issues statement on Commitment to America proposal

HUTCHINSON, Kan. — Tickets for the Cosmosphere’s 60th birthday party are now on sale for Cosmosphere members only. Tickets for the rest of the general public go on sale starting Sunday, Oct. 2.

The Dec. 2 party at the Meadowlark Building on the Kansas State Fairgrounds will include a VIP cocktail reception at 4:30 p.m. with doors open to all ticket holders at 5:30 p.m. The evening includes a silent auction and program featuring a slate of honored guests including Apollo 13 astronaut Fred Haise, Apollo 17 astronaut Harrison Schmidt and mission control flight director Gene Kranz.

VIP tickets are $700 and include a VIP social with the honored guests. Mid-level tickets are $400 and include valet parking and a priority pass to the Fred Haise book signing on Saturday, Dec. 3. Regular admission tickets are $200.

Cosmosphere 60th birthday tickets go on sale Oct. 2

Hutchinson USD 308 Budget Director Sheila Meggers said the USD 308 Board of Education set some priorities when looking at spending for this school year.

"Number one was increased instructional support," Meggers said. "That also came out of our ESSER process. We're using funds out of our general fund, out of our ESSER, out of Title, again that's the strategic piece of pulling it from everywhere, but instruction and instructional support are a top priority. We know we have some gaps from COVID and we're trying to make that up. Some other areas are just salaries to recruit and retain highly qualified staff. Like probably everyone else in the community, we're struggling to get and retain staff. We also are focusing on some increased staff development, especially around literacy, because that is an area we're trying to improve across the district, as well."

Then there are the ongoing systemic issues with special education funding that all districts are dealing with, but that have a strong impact in USD 308.

"The state is required to fund 92% of our excess costs," Meggers said. "Since we have our own Special Ed program, that's a huge benefit to students in our district. We don't have to bus them to neighboring districts. We can provide them services in house, but it is also an ongoing expense for us. The state's required to fund 92%. Last year, they funded 74%, this year, it's going to be around 70%. Next year, the anticipated amount is around 64%. For Hutchinson, that's about $3.7 million this year that we will not be funded through the state for. So, we have to make that up through our other funds."

Democratic Gov. Laura Kelly and her Republican rival, Attorney General Derek Schmidt, both lay most of the underfunding issue at the feet of Congress and their failure to fund the mandates in the Individuals with Disabilities Education Act, which is supposed to fund at 40% of excess cost. It's never been above the teens. On the ground, though, Meggers just wants to be able to help more kids.

"I'm not sure we care which...who funds it, whether it's state or federal, but the reality at the end of the day is that, our estimate is at least $3.7 million that we will need to fund. We will provide those services to students, but it just costs us above and beyond. Costs aren't going down and so it is becoming a bigger and bigger expense for us."

ESSER funding has helped to fill some of that gap in the immediate post-COVID years, but when that additional money goes away, how to pay for the ongoing needs is going to become more of an issue if legislators do not step in to fix it.

308 Budget Director: Pulling funds 'from everywhere' to meet budget priorities

HUTCHINSON, Kan. —&nbsp;U.S. Senator Jerry Moran's Service Academy Selection Board met with Kansas high school students interested in being nominated by the Senator for a slot at one of the service academies on Saturday. The several dozen potential nominees help restore Moran's faith in the future of our country and of Kansas.

"I say this every year, it seems true every year, but we've got a collection here of 50 or 60 young men and women from across Kansas who have a goal. A goal of serving their nation, and a goal of entering one of the academies to accomplish that other goal. You look at their experiences, their grades, their leadership roles they play in school and in life. You've got to be just so impressed. More importantly than that, I only get a snapshot of it, but, the character, the interest in service, the virtue, the morality. We need leaders who have those things. We need them in all places in this country. Certainly, it's to our nation's benefit when there's people of character who decide they want to serve."

Moran's selection board is a group of those who have committed their lives to service, as well, and who took time out of their busy schedules to spend seeing some of Kansas best and brightest burnished to a shine.

"We have men and women from across Kansas," Moran said. "We work at having geographic and other diversity in our selection process and these are people who have raised kids who have gone to the academy, who are academy graduates, so they know the experience, men and women who have served in our military and educators, all with the goal of trying to find the best kids. I don't get to nominate every one of these kids to go to an academy. I want to make sure that it's done...it's not in a biased way, it's not about a political favor. It's not about somebody that I know. It's about, who does this board think is the most deserving and most capable to accomplish a military education and career?"

Moran also sat on the Service Academy Board for two Kansas congressmen in his younger years.

"When I was in college, I was invited to be one of the people that helped then Congressman Sebelius and then Congressman Roberts choose their academy nominees. I've been interviewing young people for a significant chunk of my life."

Each member of Congress, either in the House of Representatives or the Senate, is permitted a total of five appointees in each service academy.&nbsp;

Moran's Service Academy Board meets with candidates at Cosmosphere

HUTCHINSON, Kan. — Reno County commissioners are not wasting any time bringing the issue of liquor by the drink to the table. The matter is on the agenda for Tuesday's regular meeting.

It comes less than a week after the county commission and staff learned of <a href="https://hutchpost.com/posts/9181cda4-d61c-4f85-ad04-e454adf77e51">a business that had an issue with its liquor license as it, at that time, did not sell enough food to maintain a liquor license</a>.&nbsp;&nbsp;

Kansas State Statute 41-2646 allows the board of commissioners to submit a question to the voters, following either the adoption of a resolution or upon receiving a valid petition from citizens. The election would be to either prohibit liquor by the drink, permit liquor to be sold in locations that received at least 30% of its sales from food — as is the case in Reno County — or to permit liquor sales with no food requirement.&nbsp;

For the current statute to change in Reno County, the county commission would have to bring the proposal up for a public vote. Tuesday's Reno County Commission meeting begins at 9 a.m. at the Reno County Annex.

Reno County Commission to discuss liquor by the drink Tuesday

HUTCHINSON, Kan. — Thirty-eight law enforcement officers representing Kansas, Missouri, Nebraska and Washington, completed a one week intensive Gracie University Jiu-Jitsu instructor certification program at the Kansas Law Enforcement Training Center (KLETC).

“Our mission is to train and equip Kansas law enforcement officers with quality resources to handle potentially dangerous situations, minimizing the risk of injury to anyone involved,” KLETC Executive Director Darin Beck said.&nbsp;

Jiu-Jitsu is one of several defensive tactics that stresses the importance of self-control and can result in fewer instances of the use of force. Jeremiah Hackerott, an instructor with Gracie since 2010, says the goal of the course is officer safety and to give participants a more gentle option for when they have to get hands-on in a potentially volatile situation.

“Participants will complete this course with weapon repetition and distance-management skills,” Hackerott said. “They will also walk away with the ability to teach others and develop a healthy culture that keeps them wanting to train long-term.”

Thomas Chuckerel, a lead instructor with Gracie University since 2017, has taught Jiu-Jitsu since 2005. He thought that the participants this week were fantastic.

“This is a group of people that are dedicated to the craft of defensive tactics. They are very focused and see the value of the course,” he said. “A trained officer is more prepared and less likely to overreact and escalate to an option of force. The techniques we teach are very control-based as opposed to relying on striking or getting into a force option.”

Deputy Misty Rice of the Sherman County Sheriff’s Office will take what she learned to instruct others at her agency.&nbsp;

“I study Jiu-Jitsu at home and I learned things during this course that I didn’t know before,” she said. “This has been one of the best training sessions I’ve ever attended.”

BUHLER, Kan. — Buhler USD 313 will hold parent/teacher conferences next week.

Meetings for parents in the elementary schools will be Tuesday, Sept. 27, from 4 p.m. until 8 p.m. and Thursday, Sept. 29, from 8 a.m. until 8 p.m. All elementary school students will be out of school on Thursday.

Newton Chili Cook-Off is Saturday

MARION, Kan. — Water sports at area lakes are getting more difficult as the summer season starts to wind down.

Marion Reservoir, as it has been for most of the summer, is still under an algae watch, which does allow for some limited activity in the lake. All other area lakes are free from such advisories.&nbsp;

The other problem is low lake levels. Cheney Reservoir is still about two feet below normal with many shallow areas, especially in the coves. Harvey County East Lake is closed to most boating because of shallow conditions. Kanopolis is also reporting low levels because of the drought conditions, although that area has seen some good rainfall over the past week. Officials are hoping conditions there improve.

Lakes still low from dry conditions

HUTCHINSON, Kan. —&nbsp;Kansas State Fair General Manager Bryan Schulz told Hutch Post in an email Friday that concert ticket revenue was up 56% for the just finished fair from 2021 numbers. He also is pleased with the hospitality the fair is able to show to those performers when they are here.

"That's one of the things within that industry, they do talk," Schulz said. "They want to know everything. How was the food? That was one of the big compliments that we have. Carla Shepherd is our caterer. We have some of the most amazing comments and the most amazing food."

Schulz said beverage revenue was up by 77% from 2021 and Gross sales percentages were up by 29%. Schulz credits his board with pitching in wherever they were needed throughout the fair to make it a great experience for all.

"We have 13 individuals, they are all just very excited about the Kansas State Fair," Schulz said. "They all want to be part of it. When you get a board member that's willing to roll up their sleeves and go out and clean toilets at the end of the day, or going out and selling tickets, because our ticket sellers weren't able to make it to a shift, that says a lot about somebody who is excited about being part of an organization. I just have to say thank you to them."

Schulz also said his board lets the staff do their work, but is always there to assist when needed, and the staff appreciates that.

Numbers for State Fair continue to show strength as they come in

In 2021, more than 500 motorcycles ran the usual route through Hutchinson from Main to 30th to K-61 and then to the Moose Lodge on Lorraine where the toys were dropped off. The run ended with a chili feed and a live auction.

The run is for street legal bikes only and will start at 10 a.m. at&nbsp;Salty Cycles at 129 E Sherman. Bring a new, unwrapped toy to donate.

The Reno County Toy Run was started in 1983 by a group of friends who saw a need in their community. The event is held the last Sunday before Thanksgiving.

ARPA funds discussion part of housing commission next week

WASHINGTON, D.C. — Rep. Tracey Mann recently introduced The Strengthening Whistleblower Protections Act. Mann, ranking member on the House Veterans Affairs Subcommittee on Oversight and Investigations, and Chris Pappas, chairman of the Subcommittee on Oversight and Investigations, introduced the bipartisan legislation back in July, with the goal of enhancing protections for whistleblowers who expose waste, fraud, and abuse of taxpayer dollars at the Department of Veterans Affairs.

Earlier this year, Reps. Mann and Mike Bost, ranking member on the House Veterans Affairs Committee, introduced legislation that would require the VA’s Office of Accountability and Whistleblower Protection (OAWP) to refer all whistleblower allegations to the Office of Special Counsel (OSC) – an independent federal investigative agency found to have higher trust in the whistleblower community than the OAWP.&nbsp;

Yesterday's legislation would not only require OAWP to refer whistleblower allegations to OSC, but would also require OAWP to track settlement negotiations and agreements between the VA’s Office of General Counsel and VA employees.

Community organizations and leaders in Hutchinson and Reno County will come together to hear stories and learn more about the impact of payday loans, including the need for payday lending reform, at A Community Conversation on Payday Loan Reform on Thursday, October 13 at 6:30 p.m. at Trinity United Methodist Church at 1602 North Main in Hutchinson. 

Concerned citizens are invited to learn more and give testimony to their experiences with predatory lending in Kansas. In collaboration with Topeka JUMP and the Kansans for Payday Loan Reform, several community organizations have come together for this conversation, including: Circles of Hope Reno County, Hutchinson Community Foundation, United Way of Reno County, Beyond Barriers, and the Great Plains Conference of the United Methodist Church.

The community conversation will allow people to share how payday loans have had an effect on them. Borrowers are likely to experience eviction, garnishment, job loss and loss of transportation when they can’t repay high-interest loan amounts.

Currently, payday lenders can charge Kansans as much as 391% in interest. Borrowers can borrow up to $500 but many of them are forced to borrow again and again to keep money for rent, bills, food, and gas.

State and local officials have been invited to attend.

Payday Loan Reform Rally Oct. 13 in Hutchinson

GREENSBURG, Kan. — A Kansas woman was injured in an accident just before 8 a.m. Thursday in Kiowa County.

The Kansas Highway Patrol reported a semi, driven by 43-year-old Jason Hindman of Preston, was eastbound on U.S. 54 when he rear-ended an SUV driven by 31-year-old Mario Garza of Garden City, who had&nbsp;slowed down and moved left for law enforcement on a traffic stop. Both vehicles traveled into the south ditch.

EMS transported a passenger in the SUV, 32-year-old Nayeli A. Garza, also of Garden City, to the hospital in Pratt. Mario Garza and Hindman were not injured. All three were properly restrained, according to the KHP.

The accident happened around 7:45 a.m., six miles east of Greensburg.

Kansas woman hospitalized after semi rear-ends SUV

HUTCHINSON, Kan. — Cause for Paws has been a major supporter of the K9 units of the Hutchinson Police Department. On Wednesday, four of the department's K9 teams got to meet with many of the Cause of Paws board members and representatives from the Neuway Legacy Fund.&nbsp;

Both of the organizations have had a huge impact on the K9 program through funding and support. The police department says that through the generous commitment to the Hutchinson Police Department, their K9 teams have the very best in equipment and training.&nbsp;

Hutchinson Police K9 units meet supporters

HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz said the final monetary tally isn't in yet for Kansas largest get together, but it appears that allowing the carrying of alcohol throughout the fairgrounds was mostly a positive.

"I worked with the highway patrol on a daily basis and there really wasn't anything," Schulz said. "I also went up to a lot of the people that were walking around that had a beer or a glass of wine in their hand and I said, I just need to ask, what are your thoughts? They said, it is the best thing you could have done. We want to be able to walk around and check out the grounds. We don't want to be stuck in a beer garden. That's not why we came to the fair, so we're excited about being able to do that."

It also appears that alcohol sales remained strong.

"First blush, we are seeing that there was an uptick in sales," Schulz said. "There, too, it could be just sheer attendance. The concerts were another big part of it and I think people were just happier to have that opportunity to walk around."

The Kansas State Fair announced that 315,273 people went through the gates over the 10 days earlier this month.
