HAVEN, Kan. — The Haven City Council released information Tuesday on the status of the renovations and improvements to the City Pool. 

The City of Haven is engaged in litigation in Reno County District Court related to the City Pool project. The parties to the litigation include Compton Construction (general contractor), Harbinger Concrete (subcontractor), Don Paddock (designer of the pool remodel) and Johnson &amp; Company Engineering (engineer working with Mr. Paddock on the pool design). The City does not comment on pending litigation.

According to a release from the Haven City Council, "The construction on the remediation of the pool defects is going well. Since January 2023, the work has been progressing to remove the defective sections of the pool and replace them."

The footings are complete and the plumbing has been installed properly. The wall forms and electrical work are being completed and installed this week. The council noted that continued mild weather is very helpful to the project’s progress.

During this process, portions of demolished concrete are being preserved near the pool area as a result of the lawsuit. 

"It is critical that all citizens and especially our children stay away from this area," the release said. "We anticipate all debris will be removed in the upcoming weeks. Until then, please do not allow children to climb on or get near the debris. Adults are also instructed to keep your distance from the debris for safety purposes."

The council plans to have the pool be operational for the 2023 season.&nbsp;

City of Haven gives pool update

HUTCHINSON, Kan. — Hutchinson Clinic is <a href="https://www.hutchclinic.com/notice">warning its patients and employees to be looking in case of identity theft or fraud</a>.

The statement, posted last week on the Clinic's website, is provided below.

Hutchinson Clinic, P.A. (“Hutchinson Clinic”) is issuing notice of a recent data security event, which is still under investigation, that may impact the confidentiality and security of information related to certain patients as well as current or former employees of Hutchinson Clinic. As we continue to investigate and work toward notifying impacted patients directly, we are providing information about the event, our response, and steps potentially impacted individuals can take to better protect against the possibility of identity theft and fraud, should they feel it is appropriate to do so.

What Happened? On or about December 21, 2022, we became aware of suspicious activity related to certain Hutchinson Clinic computer systems. We immediately launched an investigation, with the assistance of third-party forensic specialists, to secure our network and to determine the nature and scope of the activity. Through the investigation, it was determined that there was unauthorized access to Hutchinson Clinic’s network between December 19, 2022, and December 21, 2022. The unauthorized actor had the ability to acquire certain information stored on the network during the period of access. Therefore, we undertook a comprehensive review of the at-risk files to identify those current and former patients, and any current and former employees, whose information may have been impacted by this event. Once this comprehensive review is complete, we will continue to work as quickly as possible to mail a notification letter directly to potentially impacted individuals, which will include resources that individuals can reference to further protect their information. 

Which Patients / What Information was Affected? The type of potentially impacted information may vary by individual but includes name, contact information, date of birth, Social Security number, driver’s license number, health insurance information, medical record number (MRN), medical history, diagnosis, and treatment information, and physician name.

What We are Doing. We at Hutchinson Clinic take this event and the security of your information seriously. Upon learning of this event, we immediately took steps to secure our network and maintain operations in a safe and secure fashion. As part of our ongoing commitment to the privacy of personal information in our care, we are working to review our existing policies and procedures and to implement additional administrative and technical safeguards to further secure the information on our systems. Notice was also provided to federal law enforcement and will be provided to the U.S. Department of Health and Human Services. We remain committed to fully complying with all state and federal requirements and maintaining timely and transparent communication with our employees, our patients, and the community as we learn more.

NEWTON, Kan. — The Harvey County Commission approved a resolution to enforce a six-month moratorium on commercial renewable energy construction in the county at its Feb. 21 meeting. The resolution passed on a 2-1 vote, with Commissioners Don Schroeder and Becky Reimer voting in favor.

The moratorium is effective immediately, and expires on Aug. 21, 2023.

The moratorium does not act as a permanent ban on renewable energy builds in Harvey County. Rather, the decision temporarily halts potential commercial renewable energy construction until the date specified.

The Commission previously looked at implementing a moratorium on commercial wind energy projects at its July 26 meeting, but declined to do so at that time.

The Commission retains the authority to lift the current moratorium earlier than the specified date.

The Commission also considered a resolution at its Feb. 21 meeting to organize a non-binding advisory vote among registered voters in the county to gauge public sentiment on commercial renewable energy projects.

No action was taken on the measure at the meeting, with commissioners requesting more time to consider details related to holding a potential vote.

The Harvey County Commission considered both resolutions at the request of the Harvey County Planning and Zoning Advisory Board. The advisory board recommended at its Feb. 7 meeting to have the county commission consider a six-month moratorium on commercial renewable energy projects and to conduct a non-binding vote.

Harvey County issues moratorium on renewable energy builds

HUTCHINSON, Kan. —&nbsp;Hutchinson Fire Department (HFD) is ready to hit the court against the Hutchinson Police Department (HPD) for the <a href="https://hutchpost.com/posts/49eb83b2-a263-469e-8e51-a53c3fd91d03" target="_blank">first annual Guns-N-Axes fundraiser basketball game</a> to benefit <a href="https://www.facebook.com/BBBSRenoCounty/" target="_blank">Big Brothers Big Sisters of Reno County</a>. &nbsp;

“The police Department actually contacted the fire department about setting up a basketball game between them back in the November and December timeframe,” Jeremiah Dowling, fire inspector and investigator with HFD and an organizer of the game, said. &nbsp;

Whereas HPD has Bigs in Blue involved with Big Brothers Big Sisters, HFD does not have anything similar yet they were ready and eager to help either way. &nbsp;

The Guns-N-Axes basketball game is largely HPD’s idea. &nbsp;

“We [HFD] tend to stay more localized as far as volunteer work,” Dowling said. “This was just something that the PD contacted us about because they were doing this with Big Brothers Big Sisters, so we went ahead and&nbsp;told them we would put this on to try and raise funds for them.” &nbsp;

Dowling added he thinks this benefit basketball game speaks volumes on the relationship between Hutchinson Fire Department and Hutchinson Police Department. &nbsp;

“I've been in places where&nbsp;those types of agencies&nbsp;don't necessarily get along but in this instance everything&nbsp;I have seen and heard thus far as far as what's going on with this it's all been kind of a playful banter type of a thing,” Dowling said. “It really does it shows that we work well together and that there's healthy competition there.”&nbsp;

Dowling has hopes about the awareness that the game will bring for Big Brothers Big Sisters.&nbsp;

Hutchinson Fire Department ready to help Big Brothers Big Sisters

HUTCHINSON, Kan. —&nbsp; The Hutchinson City Council approved on Tuesday the resolution for the Industrial Revenue Bonds and a resolution setting a public meeting on the proposed Community Improvement District for the Amber Hotel project, which is bringing a Hilton Garden Inn to Hutchinson at 1715 Waldron.

Amber Hotel, LLC will use the IRB’s for the purpose of the acquisition, construction, equipping and furnishing of a hotel, restaurant, and convention center. The estimated amount of the IRB’s is $18 million.

"What will happen is, when they issue IRB's, the City will become the leaseholder," said Hutchinson City Finance Director Angela Richard. "They will become the lessee of the property. We are not responsible for any expenses in operating the hotel, the convention center, or the restaurant. We also are not responsible for the issuance of the debt or the repayment of that debt in any way. This also will not effect our credit rating with Moody's. It will also not effect our bonding capacity. The city has very little to no risk in issuing these."

Amber Hotel LLC is responsible for paying all of the City’s expenses related to reviewing the bond documents and issuance of the IRB’s. Pursuant to the resolution, Amber Hotel LLC will apply for property tax exemption with the Kansas Board of Tax Appeals for 10 years and would not be required to make a payment in lieu of taxes per the development agreement, but that is only for that 10 year period.

"State law prohibits granting a property tax exemption in excess of 10 years to any given owner," said Sarah Steele with Gilmore and Bell.

There are 20 full-time and 40 part-time jobs projected, with 40,000 to 59,000 visitors per year. The average salaries of the new jobs will be about 80% of the county average wage, but the real benefits to the city will be from sales and guest taxes generated.

The development agreement also states that the city has authority to establish a CID for this location and that Amber Hotel intends to petition for a CID.&nbsp;

"This is not new to the city of Hutchinson," Richard said. "We have several of these. We have one at the mall, we have a couple hotels that have CIDs. What we're doing today is just setting the date for the public hearing. I wanted to make clear that this CID will only encompass the property that Amber Hotel and the restaurant sit on, only that parcel at that address."

The hearing date for the CID is March 21, 2023 at 9:00 a.m. or soon thereafter, at the scheduled city council meeting.

City council approves Amber Hotel IRBs, sets CID hearing

HUTCHINSON, Kan. — Andrew Jefferson "Jeff" Newsum was <a href="https://hutchpost.com/posts/f849d8e4-7920-4a88-b346-4b8b5a1159aa" target="_blank">sworn in on Monday, Feb. 13</a> by Chief Judge Patricia Macke Dick as the new magistrate judge for the 27th Judicial District which comprises Reno County.&nbsp;

Governor Laura Kelly announced Newsum’s <a href="https://hutchpost.com/posts/c5bd7d1d-e460-4719-ad89-c86e486a5fc3" target="_blank">appointment to the magistrate position</a> in January.&nbsp;&nbsp;

Newsum is taking the place of <a href="https://hutchpost.com/posts/063afb31-3625-40dc-917c-de3a1f72e23b" target="_blank">District Magistrate Judge Daniel Gilligan,</a> who is now serving as District Court Judge for Division III.&nbsp;

Magistrate Judges in the&nbsp;27th&nbsp;Judicial District are elected and serve four-year terms. When a judge retires in the middle of a term, the governor appoints a new judge to finish out the term.&nbsp;

Prior to being appointed and taking over the magistrate judge position, Newsum was serving as Special Agent in charge of Professional Standards for the Kansas Bureau of Investigation (KBI).&nbsp;&nbsp;&nbsp;

Originally from Harper County, Newsum has called Hutchinson home for 30 years. Newsum sees his new position as a natural next step for himself in his career with the law in Reno County.&nbsp;

“Most of the people here [Reno County], I’ve grown old with the other judges who were prosecutors or defense attorneys and stuff like that. I handled a lot of major cases here in Reno County for many years as a KBI agent.” Newsum said. “That’s how I got acquainted with everybody. They knew me and so they supported me for this position because they knew I always wanted to do this.” &nbsp;

Newsum’s career with the KBI numbers almost 35 years. For most of his career he worked major cases, primarily homicides and public corruption.&nbsp;

“I'm very happy, I'm just honored by the support I got from everybody locally but also very proud that the governor let me have this chance,” Newsum said. &nbsp;

Newsum describes himself as a people person. &nbsp;

“I’ve always like working with people. I always try to be fair with people,” Newsum said. “I never tried to, like someone would say, ‘slam dunk’ someone, because if someone takes responsibility for their actions, I was always their best advocate. No matter how horrendous the crime was, you take responsibility for it there ought to be some kind of benefit for that.” &nbsp;

Newsum said he has always enjoyed helping people and had an interest in law, which made him run for and win the Harper County sheriff’s seat&nbsp;when he was only 24. &nbsp;

“I guess what I missed when I was sheriff, I had more ability to help, like say kids messing up and stuff like,” Newsum said. “I would work with the county attorney and instead of sending people to&nbsp;prison, you try to work with them so they could have a career someday and that happened and it worked out.” &nbsp;

Newsum will apply his <a href="https://www.renogov.org/825/District-Magistrate-Judge-Andrew-Jeff-Ne" target="_blank">distinguished career</a> as well as his belief that people are good to his magistrate position. &nbsp;

“It's hard to explain and people wonder when I say love the guys or gals that I've had dealings with murder. They've done a bad act, doesn't mean they're a bad person. I've only had a few really coldhearted murderers over the years,” Newsum said. “If you try hard enough you, can find some good in people. There's always good if you look hard enough. That's probably the reason I was very successful in getting people to trust me and talk to me is because I did try to find the good.” &nbsp;

"We are doing a canned food drive in partnership with this event," said USD 308 spokesperson Marissa Meis. "Students can come to any of the games, starting tonight at 4:15, all the way down to the 7:30 game. The first 500 students to arrive and donate canned goods will receive a free T-Shirt and there's opportunities for pictures and just a lot of fun."

Students 14 and under do need to have an adult with them tonight as they attend.

Pack the SAC tonight

HUTCHINSON, Kan. — Hutchinson City Manager Kendal Francis said Monday that the temporary sign designed to slow down traffic heading west toward Hutchinson before they get to the 30th and Lucille intersection has returned.

"The permanent signs are on the way," Francis said. "We are expecting them early to mid-March for delivery. I directed our team, when our temporary signs became available, I said, we need to go put those back up, kind of as a stopgap measure, until the permanent ones can arrive."

There is a study session for the Hutchinson City Council next month on the whole 30th and Lucille problem and how they want to solve it.

"Do we use a traffic light? What happens there?" Francis said. "That's going to take place Tuesday, March 7th at 5 p.m., there at City Hall. It's an open meeting. It will be just an informational meeting for city council to help them make a decision on how to best move forward."

With two new council members, they need background information before a final decision can be made.

"The early studies have said that a traffic light is not warranted there, at that intersection, but there are other alternatives," Francis said. "A roundabout, a four-way stop, doing nothing, those are all alternatives. It will come at a financial cost to have engineers look at that in a deeper sense."

Discussion on the comparison of those costs will be part of the March 7 meeting.

City manager had temporary speed sign put back up

HUTCHINSON, Kan. — Pieter Miller with the Hutchinson Airport told Hutch Post that they are still seeking federal funds for a new control tower.

"We did not receive the grant for the second go-round," Miller said. "However, they did supply us some information that ought to make us a little more competitive for the next grant session for the control towers and we'll be going over that."

The Airport Advisory Committee meets Tuesday afternoon at 4 p.m.

"The grant will be available for three more years," Miller said. "We'll have three more opportunities to apply for it."

The airport applied for $4.5 million in grant funding for the control tower.  This grant would be a 90/10 grant split with the FAA, with a local match of $450,000.

Airport still seeking federal funds for new tower

HUTCHINSON, Kan. — HutchCC raised $2000 for former voice of the Blue Dragons Rusty Hilst to help in his struggle with bulbar onset ALS and his GoFundMe page as of Monday night has $78,890 raised of the original $125,000 goal.

The money from the Blue Dragons was raised from a portion of the gate proceeds at last Saturday's games with Northwest Tech.

"Amyotrophic lateral sclerosis is also known as Lou Gehrig’s Disease," Rodgers said. "The cause is unknown. It attacks the nerves that control voluntary muscles—the ones we control for activities of daily life. As the disease progresses and the nerves die, victims lose strength and eventually the ability to move arms, legs, body or even control breathing. In most cases, the mental function remains normal with sharp clear minds in many cases.” Dr. Rodgers says the average life expectancy after an ALS diagnosis is 2 to 4 years, but it is variable and hard to predict. Until recently there have been almost no effective treatments, but in the fall of 2022, the FDA approved the use of a new drug, RELYVRIO, which can delay the progression of the disease.

RELYVRIO is available but extremely expensive with co-pays near $50,000 annually even for insured patients. Rally for Rusty well on its way

KINSLEY, Kan. — U.S. 183 between U.S. 50 and U.S. 56 in Kinsley will be restricted to one lane starting around Feb. 27 for a Kansas Department of Transportation (KDOT) project.

The restriction is needed to allow crews to resume work on reconstructing U.S. 183 through Kinsley. 

Workers will be building one lane at a time.&nbsp;On the side with traffic, Kinsley residents can use their driveways; on the side under construction, they will need to use the alley or side street.

During the restriction, traffic at Kinsley will also be detoured onto U.S. 50 and U.S. 56.

The U.S. 183 reconstruction through town is expected to be completed by Nov. 18.

The project is about three-quarters of a mile long, from the south city limits to the U.S. 56/183 junction.&nbsp;The map above shows the project location, marked in red.

Vogts-Parga Construction, of Newton, is the primary contractor for the $5,817,680 project.

The office will be located in the main building at Wesley Towers at 700 Monterey Place. The Department of Aging serves as a centralized source for information and referral regarding issues affecting seniors and assists with all aspects of Medicare and other benefits.

Appointments are encouraged but walk-ins will be welcomed on a first come, first served basis.

Wesley Towers to host Department of Aging

NORTH NEWTON, Kan. — Kidron Bethel Village, a life plan campus of Bluestem Communities, revealed and dedicated its new and renovated spaces part of the Live Forward capital campaign on Feb. 16.&nbsp;

Seven years after Kidron Bethel Village staff had their first official conversations around dreams, goals and growth opportunities for the life plan community, more than 300 residents, staff, community members and other supporters gathered to dedicate and celebrate the result of those conversations.

The comprehensive $10.7 million project included new construction and upgrades of existing spaces that impacted nearly 50,000 square feet of the Kidron Bethel Village main building.&nbsp;&nbsp;&nbsp;

“Seven years ago, we recognized that while we were an active and thriving community, there was opportunity to be better,” Linda Peters, Kidron Bethel Village Executive Director, said. “We made great effort to reach out and connect with our stakeholders, including Kidron Bethel Village staff, board members, residents and family members, residents of the larger North Newton and Newton communities, business and government leaders, and Bethel College staff and faculty. We wanted to know what was important to each group and how we, as a life plan community, could be a better and more engaged neighbor.”

Conversations with those stakeholders identified needs for community gathering spaces, collaboration and connectivity with the wider community and more comfortable and welcoming spaces. 

These ideas were realized and recognized in what are now highlights of the project. The new Kaye Penner Education Center was created in partnership with neighboring Bethel College to promote intergenerational interaction between the two campuses. 

The new Kidron Hall addition created a larger resident chapel and gathering space for both the internal and external communities to use. There is also a new modern entry and reception area, improved dining options, outdoor patio and courtyards, a therapeutic indoor/outdoor walking loop that connects three health care neighborhoods and remodeled health care rooms.

Following the dedication ceremony, residents and guests toured the new spaces. 

The new on-campus restaurant, The Local Table, which will open later this spring, served light refreshments from the vendors with whom it will partner for menu offerings.

Construction on the Live Forward project began in summer 2020 with a new therapy gym. Groundbreaking for the newest completed areas began in October 2021. 

The project has been done in phases, so some areas have been completed for some time while others remain in an on-going state.

“We are grateful to have these new beautiful spaces for our residents and the wider community to enjoy,” said James Krehbiel, Bluestem Communities President and CEO. “We look forward to the coming opportunities for the community to gather here.”

On-going projects include the remodel of all health care rooms and the completion of The Local Table restaurant.

HUTCHINSON, Kan. — Gas prices have remained stable locally, according to Shawn Steward with AAA Kansas.

"The last week or two have been pretty uneventful at the pumps," Steward said. "We're even seeing prices dip slightly. A year ago, we were at $3.21 here in Kansas."

County averages in the area as of Monday are:

"Kansas has the 11th cheapest average gas price in the country," Steward said. "I can't complain about that."

The fundamentals of the market have been staying consistent, as well.

"We saw a slight dip in gasoline demand over the last week or so, with an increase in total domestic gasoline stocks," Steward said. "Crude oil prices have been waffling around a little bit, but not any kind of big jump that would impact our prices on the upward side."
