HUTCHINSON, Kan. — An inquiry was sent to Hutch Post as to why it appears that work has stopped on the Farmington Park project. City Manager Gary Meagher said in an email that the same contractor is working for the city in two places at once.

"Ward Davis is the contractor for the Farmington Park project and the Zoo Nature Play project," Meagher said. "Since he is doing the work on the two projects for the city he is splitting his time, based upon the work that needs to be done and the scheduled completion times of the projects." 

Davis is waiting for the new shelter for Farmington Park to arrive. Once it does, he will be setting and assembling it and starting the concrete work. 

The reason the dirt work was started so far ahead of delivery is because it worked out with the dirt contractor’s schedule to do it at that time. Had that not been the case, the dirt work would likely have been done closer to the time the shelter parts arrived and the concrete work was started. 

When contractors are working with their subs they have to schedule the work when they can get it done to make sure that they can keep the project moving and they can meet the deadline. &nbsp;

Davis told Meagher he should be back to the Farmington Park project within 3 weeks to a month. His completion date for Farmington Park project is April 2023, so he should have time to complete it before the deadline.&nbsp;

"I have worked with Ward Davis on city and county projects for many years and found him to be reliable and responsive," Meagher said. "I am confident that he will do all that he can to meet the deadline and will likely finish early."

HUTCHINSON, Kan. — The students from Hutchinson Magnet School at Allen who won an award at the National KidWind Championships in San Antonio, Texas, were recognized at the capitol in Topeka Wednesday.&nbsp;

The Hutchinson team was one of three Kansas KidWind teams that prevailed in regional contests, faced off against competition at the state finals, then went on to win awards at the national event.&nbsp;

The team met with Lieutenant Governor and Secretary of Commerce David Toland, who congratulated them on their success and thanked them for representing Kansas so well on a national stage. The team had the opportunity to talk with the Lieutenant Governor about their turbine design, lessons learned, and their experiences in competition. He encouraged them to keep up the good work.

The team was also taken on a guided tour of the capitol and treated to lunch.

To participate in the KidWind Challenge, student teams work together to design, build and test a wind turbine using the materials of their choice. Each team’s turbine is put to the test in a wind tunnel. Scoring is based on turbine performance, a knowledge quiz, a presentation to judges where the team explains its design process, and an instant challenge.

KidWind students travel to Topeka

HUTCHINSON, Kan. — Hutch Rec and many others are gearing up for the second annual Fall Festival. This year's event is set for Sept. 30 through Oct. 1. The celebration was connected to the annual Rod Run last year, adding numerous events to the weekend.

The Rod Run &amp; Classic Car Show includes a Show &amp; Shine of 400-plus beautiful hot rods, classic and antique cars, trucks and motorcycles, a Main Street Cruise, vendor demonstrations, and great food and drinks. The weekend also includes several activities and events for all ages, including a Family Movie Night in DCI Park, food and beverage trucks, live music, and a vintage arts and crafts market.

Hutch Rec will also host the Salt City 5K and 10K runs Saturday morning starting at 8.

Saturday afternoon is highlighted by the Hutch Rec Brewfest from 2 p.m. until 6 p.m. Hutch Brewfest will feature a variety of craft beers from all over Kansas. The evening finishes with the movie in the park, featuring the classic movie Grease at 7:30 in DCI Park.

Hutchinson Fall Fest happening next week

Pretty Prairie USD 311 Superintendent Ashley Anderson said she and her board need to meet some more before deciding how to handle the issues that were part of a rejected $10.4 million bond issue that was voted down earlier this month.

"We're trying to get some meeting dates organized here within the next couple of weeks, that we can just kind of have some work sessions and start the discussions of what do we want to do next," Anderson said. "It was a difference of about 60 votes and so that gives us a lot of hope in terms of doing something else."

A lot of the issues deal with deferred maintenance, but there was a new gym in the rejected bond.

"We definitely have a community that doesn't want to 'lose the school'," Anderson said. "They want to be supportive. They want to help. We know that. I think we need to compromise a little bit on the overall price tag and get something done that's a little more affordable in some people's eyes."

The school buildings in Pretty Prairie have seen several generations of students go through.

"Our high school actually turns 100 next year," Anderson said. "We're right there. We've got a 70 year old other building. Our buildings are aging. Some of this stuff just happens with age, but we've got original windows in our 70 year old building. We've got things that we definitely do need to take care of, roofs being another issue."

No estimate on what the cost of a smaller bond might be has happened yet, as Anderson wants to have those work sessions with her board first.

Anderson: Work sessions with board needed to prioritize smaller bond

SALINA, Kan. —A McPherson man was injured in an accident Wednesday morning in Saline County.

The Kansas Highway Patrol reported a semi driven by 52-year-old William G. Ingels of McPherson was northbound on Interstate 135 exiting to eastbound Interstate 70 when he lost control as a drivers side tire failed. The semi slid off the east side of the roadway, traveled down an embankment and came to rest facing east on I-70.

Ingels was taken to Salina Regional Health Center with what were believed to be minor injuries . 

The accident happened around 2:45 a.m. on the northwest side of Salina.

Kansas man hospitalized after semi tire fails

Kan. — 
Kansas State Representative Jason Probst said <a href="https://hutchpost.com/posts/9181cda4-d61c-4f85-ad04-e454adf77e51">the call for Sandhills Brewing to sell over $17,000 in food to meet a minimum food sales requirement for their drinking establishment license</a> prompted him to do some research into what the statute says about the issue.

"It goes back to 1986, when Kansas decided to allow counties to have a vote on alcohol and liquor by the drink," Probst said. "At that time, each county had a choice on how it could word its issue that it put to voters. They could choose to be a wet county that allowed serving alcohol by the drink anywhere. They could be a dry county that prohibited it, or they could be a semi-dry county that required a 30% food sales to go along with the alcohol sales. Reno County in 1986 voted to have that 30% requirement."

Sandhills actually is required to have two licenses, according to Probst.

"A microbrewery is a production license that allows them to produce beer and it allows them to sell for off site consumption," Probst said. "They can sell bottles and cans and growlers, but they can't, under that license, sell anything on site. They have to get a drinking establishment license to do that. As I said, in Reno County, that comes with a 30% requirement of food sales."

So, there are multiple ways to change the law, based on which license you want changed. To change the overall drinking establishment licenses in the county requires county action.

"The only way that law can be changed is by Reno County voters," Probst said. "The county can put a resolution up to put it on the ballot and have another vote, but the county, or any other governing body doesn't have the authority to change that. Only the voters can change that law."

On the other hand, there could be some flexibility in the way microbreweries are licensed that the state level would have the ability to address, in theory.

"There are some things that I want to look at next session, as far as microbreweries are concerned, to see if we can change the way the licensing works for microbreweries," Probst said. "I think there's room. I mean, we treat wineries quite a bit differently. Wineries have a lot more flexibility in the way they are managed. I'd like to see if we could do something similar with microbreweries."

So, whether it is a county ballot measure, or state legislation, the one thing Probst doesn't want to see is no change.

"I think that we ought to attack this issue from every angle possible," Probst said. "I think that we look at the legislation. We can have a vote here in Reno County. The earliest that could happen would be next November of 2023. That doesn't address the issue for other microbreweries all over the state. If they are in a county that has the same rules or had the same election outcome on alcohol that Reno County had, they're still going to be affected by that. I think, this is a growing industry. I think there are about 66 breweries in the state. I think there's more coming on line all the time. I think we ought to do everything we can to help that business grow. They're really good in every community they are in. They turn in to kind of a gathering place."

Probst said Sandhills in particular is family friendly. He thinks the legislature has a responsibility to help those kind of businesses have the same chance to succeed as wineries and other small businesses have.

USD 313 to host vaccination clinics

HUTCHINSON, Kan. —&nbsp; A flagged motorcycle escort is planned for army veteran and longtime American Legion member Dave Schoonover. The ride will be on Sunday, Sept. 25 at 1:30 p.m. at the South Hutchinson Veterans Memorial. Schoonover was killed in a motorcycle accident in Arkansas while on his way with other American Legion Legacy Riders to the beginning of this year’s Legacy Ride in August.&nbsp;

The American Legion says 125-150 bikes from all over the state of Kansas and also from surrounding states are expected.&nbsp; Schoonover was a very involved member of the American Legion, especially with the Legacy Ride Scholarship Fundraising efforts to benefit children of deceased and disabled Veterans allowing them to attend college on scholarships.&nbsp; He was an officer on the State and National level and a board member of the Cripple Creek annual Veterans Celebration Board.&nbsp; Schoonover was also very involved with the POW/MIA Mission to identify and bring home every soldier listed.

The parade will start at the memorial and proceed north on Main Street through South Hutchinson to the Avenue A exit. It&nbsp; will then travel up Adams Street to 4th Avenue and then head west on 4th to the American Legion Lysle Rishel Post 68.

The South Hutchinson and Hutchinson Police Departments along with the Reno County Sheriff’s Department will provide an escort so that the motorcycles may travel safely without interruption once they leave the Memorial.&nbsp;

There will also be a flag line at the American Legion Post to honor Schoonover as the motorcycles arrive. The Post would also like to have the public line the route with flags as much as possible during that time.

Motorcycle escort for Dave Schoonover is Sunday

HUTCHINSON, Kan. — All of the new COVID and flu shots are in for this season at the Reno County Health Department.

"We do have those all available at the Health Department," said director Karla Nichols. "We have both Moderna and Pfizer for those bivalents that is available and you can get those at the same time."

If you get the COVID and flu shot on the same occasion, you will be protected from two strains of COVID and from four strains of flu.

"We're available for walk-ins," Nichols said. "That's if they are 12 years of age and older. If they are 11 and younger, we do ask them to please call in and schedule an appointment."

The appointments for the younger patients are because a child's dose of vaccine is different than an adult's. Call (620) 694-2900 and select option 6 for scheduling.

"We do ask them to bring that white card with them," Nichols said. "That way, we can update that for them when they come in. The COVID vaccine is still free. We are still getting those free from the federal government. If they have insurance, we'll bill their insurance for the administrative costs to administer that vaccine. If they do not have insurance, please still come in. We will be more than happy to give you the COVID vaccine."

The flu shot does not have the same subsidy as the COVID vaccine, so there may be a small charge for that one, if you get them at the same time.

The Health Department is open Monday, Tuesday, and Thursday from 7:30 a.m. to 6 p.m., Wednesday from 9 a.m. to 6 p.m., and Friday from 7:30 a.m. to noon. For more information on the vaccines or to find additional vaccine providers, visit <a href="http://www.vaccines.gov">www.vaccines.gov</a>.

The Kansas State Fair announced that 315,273 people went through the gates at their 2022 event held September 9-18 in Hutchinson, versus 281,981 in 2021.

The Nex-Tech Grandstand concerts were well attended, and initial projections show carnival attendance trending over last year. Food and commercial vendors were also enthusiastic with their early sales projections.

Sponsorships also increased this year. “We have phenomenal partners and sponsors. I couldn’t be more pleased with the level of commitment our sponsors have shown us,” stated General Manager Bryan Schulz. “We would also like to thank all who attended, and want to build on this year’s success as we think ahead to 2023.”

Kansas State Fair breaks 300K in attendance this year

HUTCHINSON, Kan. — The open enrollment period for 2023 Medicare Part D Prescription Drug Plans will be held from Oct. 15 through Dec. 7. The Reno County Department of Aging will once again partner with trained SHICK volunteers from the Reno County Volunteer Center to offer counseling and assistance for Reno County residents over age 60 who need help enrolling or reviewing their drug coverage. SHICK is the acronym for the Senior Health Insurance Counselors in Kansas program conducted through the Kansas Department of Aging. Reviewing your Medicare Part D Prescription Drug plan each year is important to ensure the best coverage for the best price.

If you are on Medicare Part A or Part A &amp; B and currently have or want to have a Part D Prescription Drug Plan.

Who doesn’t need an appointment?

If you are currently on KanCare, you do not need to make an appointment because your prescription drugs are being managed through the KanCare program.

Overall, youth from families who often share mealtimes are more likely to be emotionally content, motivated, and involved in their education. Family Day should not be just one day. Family Day is Sept. 26th

HAVEN, Kan. — The Haven City Council took time to discuss matters regarding personnel for Public Works and an overall wage study for the city during Monday’s meeting.

Public Works Director Derek Stoll asked members to consider a restructure of the Public Works Department, including promoting Maintenance Technician Steve Carmichael to Assistant Public Works Director and increasing his hourly pay rate from $15.90 to $20.&nbsp;

Information distributed to members detailed the financial effect of this proposed change. Members were also provided with a proposed job description for the Assistant Public Works Director position.&nbsp;&nbsp;

During the discussion, councilwoman Kylie Rush suggested a wage study to review the wages of others, particularly those that have more longevity. Councilmember Sandra Williams agreed that it is time to implement a pay bump for city employees, but wanted to go ahead and take care of the one in front of the council during the meeting first.&nbsp;&nbsp;

Rush asked City Clerk Leslie Atherton to look into a wage study for her department for the next council meeting.&nbsp;&nbsp;

Haven City Council discusses Public Works makeover

KINGMAN COUNTY—The Kingman Historic Theatre announced two fundraisers to assist those displaced by fire at the Eagle Acres apartment complex, 501 N. Thompson Street in Kingman.

According to the Theatre, they are doing a raffle to go with Fundraising Events that include two concerts on Saturday, Sept. 24 by The Other Guys Band. The first concert will start at 7 p.m. Doors will open at 6 p.m. The second will start at 10 p.m. Doors will open at 9 p.m. Caden Barber will play between The Other Guys concerts.

The theatre will begin the raffle on the September 24 at The Other Guys Band Concert and will continue through the movie, The Secret Life of Pets on September 25. The movie will be at 5:30 p.m. Sunday.

The drawing will be live on the<a href="https://www.facebook.com/kingmantheatre/"> theatre Facebook page </a>after the movie on Sunday.

Both events are free will donation at the door. All donations will go 100 percent to the fund being set up at Citizen's Bank.

Kingman Historic Theatre: Fundraisers this weekend for fire victims

HUTCHINSON, Kan. — The Hutchinson City Council approved a new contract with the members of its police union on Tuesday.

"Negotiation got started in March," said HR Director Tom Sanders. "We had six sessions with the FOP and were able to come to an agreement on August 9. Changes and modifications include Article 7, which adds new indemnification language, which holds the city harmless, should there be any disputes related to payroll deduction of union dues."

The cops in Hutchinson under the contract will get a raise.

"Officers scale will move 6.85% and the bottom of the Seargeants scale will move 6.6%," Sanders said. "There's going to be also, at the first of the year, additional pay adjustments, recognizing past performance in years 2019 and 2021. Those increases will vary from 3.5% to .75%."

They also agreed on special duty pay at an additional $1.25 per hour for those assigned to detective, special operations or the crisis response team. There is also additional paid leave recognizing Martin Luther King Day as a holiday starting in 2023. There was also a clarification of the non-statutory additional compensation for those officers that are a part of the National Guard or other military reserve units.

City council approves police contract Tuesday

HUTCHINSON, Kan. — The Hutchinson City Council received an update on the situation at the Atrium Hotel during their meeting on Tuesday. Building Inspector Izzy Rivera was unavailable, but he gave information to City Manager Gary Meagher on the issues.

"This year, his department has contacted a contractor to board up different portions of the building," Meagher said. "In May, in July, in August, and I think last week, there was a request. These reports primarily have come from the police department."

Police said there have been a couple dozen calls out there over the past several months.

"Since the first of the year, we've had 26 calls for service to that property," said police chief Jeff Hooper. "The ones that are important for this context, specifically, we had ten times that we were requested to come out and check the building. We've taken one report out there for damage to property or vandalism, two open doors or open window calls, four suspicious activities and three times that we actually found people on the property. Typically, when we get a call, we come out there, we drive through the parking lot. Lots of times, if there was a person there, suspicious activity, just like lots of times in our job, they may be gone already. I do know that on six of these particular occasions, we found open doors or open windows that led us to believe that somebody may be squatting in there and we have to search that facility. That's a significant time and manpower draw on us. You know how big that building is. It takes multiple officers to search that, sometimes up to two or three hours, if we want to do a thorough search to make sure nobody's in there and then we call out code and Izzy's crew to come out and board that back up. We really can't board that back up with people in there."

The issue is that the current owner may not have done enough wrong yet to warrant drastic action by the council. The building is structurally sound and the bills on it are mostly paid.

"I'll visit with Mr. Rivera and the Chief and Mr. Brown and see if there's anything that could be done at this point," Meagher said. "Certainly, we can communicate to the owner concerns and see if he has plans on the building."

There has not been official communication from owner Joshua Joseph of Dallas recently on any actions he plans to take.

Atrium has had to be boarded up again multiple times this year

HUTCHINSON, Kan. — Kevin Lockett has had success following his run as a wide receiver first at Kansas State and then in the NFL. He told his story as the speaker of the Dillon Lecture Series on Tuesday.

Lockett says he was lucky to be brought up in a positive environment and had many good people around him while in high school.

“I think I had some very influential high school coaches and teachers and counselors,” Lockett said. “I went to what I would consider a pretty prestigious high school in Oklahoma, and it just followed up with my decision to end up in Manhattan.”

Lockett, who became one of the all time greats at K-State, says that his decision to come to Manhattan centered on one moment while on a recruiting trip to Missouri.

“I’m 17 years old across from Bob Stuhl and he’s talking to me very generally,” Lockett said. “He looks down at a folder and he comes back and says “So, Kevin”. I was 17 and I was a little brash and I said “You didn’t know who I was, did you?” It totally caught him off guard.”

Today, Lockett is a partner and chief financial officer at Fulcrum Global Capital, a venture capital fund focused on investments in the agriculture and animal health sectors.&nbsp;

“We mainly invest in agriculture opportunities and so, being in Kansas, it makes a lot of sense,” Lockett said. “A lot of what we’re working on today are innovations that can come to the market that make sense, that can be done on a global scale.”

Lockett also had some very pointed words regarding the current status of college sports and paid athletes. While he says college athletes should be paid, the way it’s being handled is not a good thing for potential high school athletes.

“People say the purpose of going to college is to get an education. It is, but it’s also to get out and make money,” Lockett said. “I’m probably more frustrated with the NCAA than anyone else because I think they sort of shoved the issue under the rug too long. By the time they spoke out about it, it was too late. You had states that were making their own laws about what NIL was and who could get paid…and by the time they stepped in, it was too late.”

Along with his investment firm, Lockett is also a Kauffman Fellow and is responsible for the fund administration as well as identifying, evaluating, financing, and managing innovative food production, food safety, and food waste investment opportunities.

Kan. — The Hutchinson City Council is going to put notification out for those coming into Hutchinson from the east to slow down as they enter the 45 mile per hour zone on 30th east of the city next month, as they try to decide what to do with the 30th and Lucille intersection.

"I think of going into Lyons and it usually flashes at me," said council member Jon Richardson. "I'm usually speeding, coming into town, I slow down. I don't see why we need to wait on that part of the solution, if that's part of the solution either way on slowing traffic down."

Jeff Schenk with engineering said he'd have additional reminders up starting October 6.

"They have the signals out somewhere right now, then they're going to the Rod Run," Schenk said. "Right after the Rod Run, I believe it's October 6, they'll be going out to 30th. At that time, we'll run a two-week speed study, simultaneous with those signs up. After that, we'll take them down and wait two weeks and then run another two week study just to see what happens, again, without them. Just to see if the education, just realizing, never really paying attention, when you just zoom into town every day and get a little bit closer, never letting off the gas pedal, then, it's like, oh yeah, it's right there, and just the education is enough, because then, two weeks later, if they are still maintaining that narrower speed gap, then it shows that hey, just reminding them that this is where the speed limit is enough. If that doesn't work, then you'd probably want a permanent sign with a flasher."

The hope is that getting a more constant and lower speed through the area will allow bus drivers and parents and students to judge the space to pull out if they need to make the left at 30th and Lucille during school drop off and pick up hours.

Speed study to happen again with signage near 30th and Lucille

The South Hutchinson City Council met Monday night and Councilwoman Megan Weber announced her resignation at the end of Monday night’s council meeting, effective immediately. She and her family are moving out of the city limits.

The council also approved Ordinance No. 22-07 amending the existing water rates ordinance to clearly state that a base monthly charge will be levied in addition to usage charges going forward.

Roughly 65-80% of South Hutchinson's standard residential customers on a 5/8-inch meter pay less than $13.13 a month for water service. That group of residents will see an increase of up to $6.56 per month depending upon usage. Those billed more than $13.13 per month will see a maximum increase of $6.56 per month on their bill.

Other residential and commercial customers on different rate plans will see their base monthly charges change as well, depending upon their rate code classification.

The council also discussed water and sewer rates in general and agreed that water rates should be increased. No decision was made, but the council asked City Administrator Joseph Turner to put together a proposal that would increase rates and bring them up to the state average over the next three years. 

Sewer rates have not increased since Jan 1, 2018 and the council does not anticipate any significant increases to wastewater in 2023.

HUTCHINSON, Kan. — Reno County is interviewing candidates for their Communications Specialist position.

Chamber board nominations still being sought

HUTCHINSON, Kan. — The Reno County Health Department is recognizing National Fall prevention week with a new eight week program.&nbsp; “A Matter of Balance,” will meet two hours each week over the two month period. The program is an evidence-based class designed to manage falls and increase activity levels.&nbsp;

Many people think falls are a normal part of aging. The truth is, they’re not. Most falls can be prevented—and older adults have the power to reduce that risk. Exercising, managing medications, having your vision checked, and making a living environment safer are all steps that can be taken to prevent a fall.&nbsp;

Reno Co. Health Department hosting fall prevention class

MCPHERSON COUNTY —

Maxwell Wildlife Refuge located northeast of McPherson near Canton, Kansas, hosts the annual Mountain Man Rendezvous this weekend, September 23 to 25. 

The 3-day event features an 1800's re-enactment with Mountain Men, trappers, traders and flintknappers demonstrations located on the grounds of the Maxwell visitors/tour center. Experience life as it was on the Kansas prairie. There will be a black powder shoot, knife and hawk throws and archery each day.  

Bison tours will be provided by The Friends of Maxwell each hour on the hour starting at 10:00 a.m. with the last tram leaving at 1 p.m. Individual prices for the bison tours are $15 for Adults and $7.50 children. 

Tour reservations are not required but suggested for larger groups by emailing the reservation desk at <a href="http://Maxwellwildliferefuge@gmail.com">Maxwellwildliferefuge@gmail.com</a>.

Bluegrass music will be provided Saturday at 11 a.m. and 1 p.m. with concessions on site provided by the Burnt Fork Eatery dba Tammys Country Catering. 

There will also be a benefit auction of elk sheds and other donated items on Saturday at 4:30 p.m. 

Proceeds will go to the Friends of Maxwell a non-profit organization that provides the tours and events for the refuge. Gates open each day at 9:30 a.m. with FREE gate entry.

Activities include reenactments, craft demonstrations, survival skills and games. Food, arts and craft booths, musical entertainment and buffalo tours are included.

According to the Kansas Highway Patrol, 16-year-old Shane Riley Sheets of St. John was driving east in the 100 block of NE 20th when his vehicle left the road, entered the ditch and struck a tree.&nbsp;

The Stafford USD 349 School District is providing counseling for students who need it in the school system and will throughout the week, according to the district release.

The accident happened around 7:35 a.m., about one and a half miles southeast of St. John.
