As of 4:30 p.m. Thursday, the computer problems in Topeka were not resolved. 

Reno County is closed on Friday and Monday in observance of Christmas Eve and Christmas Day, so please call the Treasurer's Office before coming in Tuesday to see if they are able to process titles yet.

Title work issues continue at Treasurer's office

RENO COUNTY, Kan. — The Reno County Sheriff's Office updated the public as of 4 p.m. Thursday that most roads in the county are clear with some slick spots. Highways are mostly clear but there may still be slick spots on bridges and overpasses.

Reno County Public Works Director Don Brittain notes, "Until the road or air temperatures get above 15 degrees, salt will have little effect in melting ice."

 At the current temperatures, any melting will probably refreeze. 

"Most county roads appear to be in very good shape, but that is very deceiving due to the black ice in some areas," Brittain said. "If you have to be out, slow down and drive with caution."

Give yourself extra time to get where you are going and give plenty of following distance to the car in front of you.

HUTCHINSON, Kan. — Hutchinson Fire Marshal Mike Cain notes that as cold as it is, people need to be careful when using space heaters to warm their homes.

"The electric space heaters need to be plugged in directly to the wall," Cain said. "Not in a power strip, not an extension cord. They need to be set where they are at least three feet from anything combustible, the couch, the bed, piles of clothes, anything combustible, they need to be three feet away. The problem we've run into every year, especially in the older homes is the multiple space heaters."

In older homes, the old style of wiring can have issues with the draw multiple space heaters give across the electrical system.

"That's where we get a lot of our fires, is actually from the overloaded circuits in the wiring itself, not necessarily the space heater," Cain said. "You need to keep that in mind. The other issue we run into quite a bit is people who have gas stoves turn those stoves on and use that for heat. That also produces quite a bit of carbon monoxide, which builds up inside the house."

Other gas powered heaters, like propane heaters are also not recommended, because of the CO risk.

"Carbon monoxide is odorless," Cain said. "You can't smell it. You can't sit there and detect it. That's where those carbon monoxide detectors come in. Carbon monoxide mixes readily with the air. It's not just concentrated up at the ceiling, or down at the floor, it's just everywhere in the house and it continues to build up."

Stay home if at all possible in this cold and wear lots of layers to conserve body heat before using additional heat sources beyond what came with the home.

Chamber sponsoring KDA tour

HUTCHINSON, Kan. — New Hutchinson City Manager Kendal Francis will begin his full time duties with the city January 9, according to a release from the city on Wednesday.

Francis is moving from Great Bend with his family before the first of the year.&nbsp; 

He received his certified public manager accreditation from the University of Kansas in 2011 and his master’s certificate in public administration from Kansas State that same year. 

Francis is an active member of the Kansas Association of City/County Managers (KACM) and is an International City/County Manager Association (ICMA) Credentialed Manager.

Francis has worked for cities in Kansas for 28 years, the first half of that on the water and wastewater side.

According to his LinkedIn profile, he was a wastewater treatment plant operator in Beloit from 1994 to 2007 and foreman of the water plant from 2007 to 2009, before being named Director of Water/Wastewater Operations in March of 2009 and holding that job until January of 2014.&nbsp;

He then became City Administrator in Lakin for a year and a half, then Coffeyville for not quite three years, before coming to Great Bend in July of 2018.

Interim City Manager Gary Meagher has been serving Hutchinson since Jeff Cantrell's contract was not renewed in mid-May.

Full time start date set for new city manager

NEWTON, Kan. — An accident in Newton occurred around 2:30 p.m. Wednesday in the slick conditions. 

A semi lost control at Anderson Road and Highway 50 and went over the barrier wall. Only the semi was involved in the accident. The semi was hauling plastic materials. 

Two people were transported to the hospital with non-life-threatening injuries.

Two taken to hospital after Newton accident

HUTCHINSON, Kan. —&nbsp;The Cosmosphere announced on Dec. 21,&nbsp;Greg Fast, a local business owner and Hutchinson City Council member, will join Cosmosphere’s Governing Board in January as the City Representative. 

Fast started a lawn care business in Hutchinson twenty-five years ago and has been active in investing in Hutchinson’s downtown. 

A lifelong Hutchinson resident, Fast has served on several local nonprofit boards. 

Hutchinson voters elected him Southwest District Councilman in 2021.

“I have always been fascinated by space and the ingenuity required for space exploration,” Fast said. “I’m grateful and honored to be asked to serve on the board of the Cosmosphere.”

Slick conditions on bridges and overpasses Wednesday

HUTCHINSON, Kan. — With the Dec. 27 Board of County Commissioners meeting being canceled, the year will end without an update on the fire resolution following the Cottonwood Complex fire in March.

The resolution was on the agenda earlier this month, but was put off and put on the consent agenda for a future meeting so that commissioner Ron Hirst could go through the process of signing up for a burn permit before voting on the resolution.

For his part, Reno County Emergency Management Director Adam Weishaar is not concerned that the new makeup of the board will have any effect at all on the resolution, as he had a chance to speak with the incoming commissioners and they did not express any concerns.&nbsp;

There will be three new commissioners on the board at its organizational meeting Jan. 9, the ones from the newly created districts, Mark Reese and Don Bogner, and Ron Sellers replacement in District 1, Randy Parks. Daniel Friesen and Hirst remain on the commission and are in the middle of their terms.

All five commissioners set to serve in 2023 are Republicans.

New five-member commission will take up fire resolution in January

HUTCHINSON, Kan. — Reno County Emergency Management Director Adam Weishaar said if it is possible, don't leave home after sundown Wednesday until at least Friday afternoon.

"With wind chills forecasted to be -25 to -30, it's stay home if you can," Weishaar said. "If you have to travel and get out, make sure that your vehicle is full of gas and everything before you actually get out. Have a plan if you happen to get stranded. Be sure you have some warm blankets or warm clothing in your vehicle, be sure your cell phones are charged, etc."

The snow, though there will be some, is not the main threat.

"Really, the biggest threat that we're looking at right now is those wind chills," Weishaar said. "If you are outside for a long period of time, it will knock your body heat temperature down pretty rapidly. Try to stay indoors if possible, only travel outside if you absolutely have to and try to stay warm."

<a href="https://ksstorm.info/">KSStorm.Info</a> forecaster Scott Roberts said the falloff will be fast.

"We'll go to bed tonight with temperatures down about freezing," Roberts said. "We'll lose 17 degrees between 11 p.m. and 2 a.m. and another 12 degrees by sunrise."

A Wind Chill Warning is in effect Wednesday night through Friday morning.&nbsp;

Fox Theatre showing Christmas break movies

HUTCHINSON, Kan. — The Kansas State Fair received a “Fair-themed” painting from Northcentral Kansas resident, Gerald Moore, in July. The substantial canvas, measuring at 3’ x 10’, captures the excitement of the midway in grand detail, complete with rides and Fair patrons.

Moore, a multi-generational farmer near the Nebraska border, has been painting for many years. This unique piece was created in 2001. In late 2021, Don Lambert, a long-time friend of Gerald’s, contacted the Fair’s General Manager, Bryan Schulz, to discuss the donation of this piece to the Kansas State Fair.  “We were honored receive such an incredible gift that illustrates the Fair in such a remarkable way,”&nbsp; said State Fair manager Bryan Schulz. “We celebrate all things Kansas, and this is an example of the extraordinary talents and generosity of our fellow Kansans.”

Farmer and artist gives painting to Fair

HUTCHINSON, Kan. —&nbsp;Despite circumstances that led to an initial cancellation, suddenly Hutchinson Secret Santa is back on and they need help from the Hutchinson community. &nbsp;

For the spirit of the holiday, the anonymity of the secret Santa organizers will be maintained and they will be referred to as Santa One and Santa Two. &nbsp;

“It was cancelled because the original Santa is having a life move,” Santa Two said. &nbsp;“They're physically moving and they didn't have anyone to carry on the tradition right.” &nbsp;

According to Santa Two, the&nbsp;tradition of Hutchinson Secret Santa has been ongoing for over 10 years.&nbsp;

How Hutchinson Secret Santa usually works is the Christmas list would open the&nbsp;first part of December and that is when families would sign up.&nbsp;

&nbsp;After the list is closed, the gifts are gathered through donations. &nbsp;&nbsp;

Then the volunteers of Hutchinson Secret Santa, set up a “little factory” of sorts and put together the gifts and baskets and get them all sent out for delivery.&nbsp;

"Hutchinson Secret Santa is a completely volunteer-based community operation. They make us get volunteer wrappers, we get volunteer drivers, and the gifts are delivered,” said Santa Two.&nbsp;

However, with the impromptu nature of this year’s event, things are a little different. &nbsp;

“Well, this year, it's kind of a hurricane rush to get through it,” Santa Two said. “The process normally would go there would be drop off areas for donations. Our volunteers would pick up those, bring them to the place where we are going to store, and then wrap the presents.” &nbsp;

“We have different sheets with all the family names and their addresses, and those sheets kind of move with them throughout the process, so when we pick the gifts out for the children the sheet goes with it," Santa Two said.

Then on the delivery day, the list also goes to the delivery drivers, so that all of the presents are kept track of&nbsp;and can be checked off as they are delivered. &nbsp;&nbsp;

“This is usually for people that were unable to sign up for the Salvation Army,” Santa Two said.&nbsp;“This is for lower income families to help out or people that are struggling. This is not just a generic ‘hey everyone signs up.’” &nbsp;

Santa Two added, “I think that's been the premise for a very long time, was to help people that were just really needing help.”&nbsp;

For Santa Two, this is about more than keeping the tradition of Hutchinson Secret Santa alive. &nbsp;

“My sister passed away last week, and I have been completely crushed by it,” Santa Two said. “My friend Santa Nuimber One,&nbsp;contacted me and said, ‘you know, this might cheer you up, no one's taking over the Secret Santa. I spoke to the Secret Santa and she said she'd be more than thrilled for someone to take over,’ and we decided then and there, alright let's do this, this is what we're going to do.”&nbsp;

“One of my sisters favorite time of year was Christmas, so this is just you know the pinnacle of what I can do, and we've always loved Santa Number One,&nbsp;and I have always loved helping in the past.”&nbsp;

Santa One was very fervent that Hutchinson Secret Santa did not end. &nbsp;

The previous Secret Santa, left Santa One and Two the tools they would need to continue their operation. &nbsp;

“We plan on keeping the name the same,” Santa Two said. “The previous Santa gifted us the entire Facebook page and pretty much everything she has. All the information, she gifted all of that to us to try to help us out with it.” &nbsp;

Right now, Hutchinson Secret Santa needs help. &nbsp;

 “We have reached out to&nbsp;dental offices to get hygiene donations to toss in with the gifts, but we need actual gift donations. I know it's so last minute and several people have already donated to other things thinking the Santa thing wasn't going to happen, I completely understand that,” Santa Two said. “It's just we definitely need help with gifts, so we are not accepting any cash donations because we do not have our 501(c)3 set up,&nbsp;and we won't have that going until probably the beginning of the year.”&nbsp;

There are two drop-off locations for gifts. One is&nbsp;at The Strand, a local salon, located at 2520 N. Main St. The other is located at a local residence, at 1006 N. Elm St. The person taking those donations is no-contact, stated Santa Two.&nbsp;

“She just wants the presents dropped off, she'll call us in the evening, and we'll come pick it up,” Santa Two said. &nbsp;

Hutchinson Secret Santa will begin their deliveries on Christmas Eve. &nbsp;

“I know the deliveries were done on Dec. 23,&nbsp;but because of everything being so short notice we are going to be delivering probably starting at 11 a.m.&nbsp;on Christmas Eve,” Santa Two said.&nbsp;

Along with the urgently-needed gift donations, Hutchinson Secret Santa is will also appreciate volunteer drivers to deliver the gifts. &nbsp;

“We would love some volunteer drivers. We actually have 124 kids this year.” Santa Two said, “There's usually 800-plus children on these lists, we had to try to say ‘okay this is what we can pull off.’” &nbsp;

Hutchinson Secret Santa is accepting new and gently-used toys. &nbsp;

In the future, while some things will remain the same, Hutchinson Secret Santa, has plans to grow past the holiday season as they continue their mission to serve children. &nbsp;

“In the future this isn't going to be just a pop-up event,” Santa Two said. “We plan on kind of changing the face of this and getting more community involved.” &nbsp;

Hutchinson Secret Santa revived and in need of help

HUTCHINSON, Kan. —&nbsp; The Hutchinson Youth City Council was installed Tuesday night.

The Youth Council was the idea of City Council member Steve Garza.

"I congratulate you all," Garza said. "You did it. It's not going to be easy, trust me, I know. But, you'll do well. I'm happy for you guys, let's make this work. Congratulations."

The Youth City Council is going to apply for funds through the Community Workforce Development Grant Program from the city of Hutchinson. The program is a competitive grant that will provide grants funded through the American Rescue Plan Act (ARPA) of up to $100,000 per project/program.

Yohn informed the council of the food drive that has been ongoing at HMS-7 and the council expressed interest in collaboration between their various school buildings to multiply any future drive's impact.

The Council also brought up the struggles of Uptown Hutch and wondered what might be able to be done to allow more local business to afford to be out in that space. The Youth Council wants to spend more time finding out the underlying issues that are causing the mall to have as little occupancy as it does.

"Having this council exist gives a lot of people in this city who may not like the direction where it's going a voice and have us as their representatives," Glenn said. "I think this council as a whole is a great first step for our city."

Youth City Council meetings will be the third Tuesday of every month at 6 p.m. at City Hall. The YCC will have a YouTube channel and their sessions will be live-streamed.

Youth City Council holds organizational meeting Tuesday

HUTCHINSON, Kan. — The Delos V. Smith Senior Citizens Center at 101 West 1st Avenue is closing on Thursday for the holidays instead of Friday because of the dangerous weather.

This means there will be no activities at the center from December 22nd through New Year's.

Beginning Monday, Jan. 2, 2023, the Center will be open Monday through Friday from 8 a.m. to 5 p.m. Their phone number is (620) 662-0111.

Holiday break to start early for Delos V. Smith center

HUTCHINSON, Kan. — Hutchinson City Council member Sara Bagwell announced her resignation at Tuesday's meeting.

"After careful thought and consideration, I am resigning my position here on City Council," Bagwell said Tuesday. "I have personal and family matters that have taken up much of my time. Because of this, I feel my family comes first and is very important to me and I need to focus on my family right now. I have been having difficulty finding the time to do this position at the moment with the year that I have had."

Mayor Jade Piros de Carvalho expressed the council's appreciation for Bagwell's work.

"We have really appreciated the perspective you bring," Piros de Carvalho said. "You challenge us to see things differently and you really listen to people. You take the time to get back to them and I respect immensely your decision. I know you've had a hard time serving to the degree you really want to and it just really shows your integrity."

The council asked Bagwell what she wants to see in her replacement.

"I would highly encourage you to think about, when you're putting somebody in my place, what are their views and stances?" Bagwell said. "Try to get somebody similar. I would appreciate that. I know you don't have to, but I would appreciate that."

Bagwell's seat is the at-large seat on the council, so anyone who lives in the city can apply.

I know you've had a hard time serving to the degree you really want to and it just really shows your integrity."The council asked Bagwell what she wants to see in her replacement."I would highly encourage you to think about, when you're putting somebody in my place, what are their views and stances?" Bagwell said. "Try to get somebody similar. I would appreciate that. I know you don't have to, but I would appreciate that."Bagwell's seat is the at-large seat on the council, so anyone who lives in the city can apply.

HUTCHINSON, Kan. — The Hutchinson City Council is exploring all of its options regarding the 30th and Lucille intersection after Tuesday's meeting.

"If we're going to do a full look at the intersection and traffic signals, there is a third option, with all of the upgrades that are going to be required there, there is a third option that actually was talked about as probably being the most safe for this location, and that's a roundabout," said Jeff Schenk with Engineering. "It is very similar to the Woodie Seat and Avenue A intersection. There's a lot of left turn movements from both directions, which means that the roundabout can fully be functioning at all times with keeping people moving. It may be a more viable option and long-term it is significantly less expensive."

The council asked for specific numbers on what a permanent stoplight would take, as well. It will take Schenk some time to get that information together.

"I just need to know the proper queue lengths and stuff like that," Schenk said. "It's going to take me a little bit of time to gather that data. I can say, maybe by the second meeting in January. There's a reinforced concrete box that we're going to have to lengthen and all kinds of stuff."

Also, as soon as possible, the city is going to put in one of those signs that tells you how fast you are going, they are called radar speed signs, it will be placed as you come into town and the speed zone drops from 55 to 45 on 30th.

"Right now, all materials are backlogged," Schenk said. "We can go ahead and put in a requisition and start getting those ordered. I don't know the timeline that they will come in, but as soon as possible, we can get those in and installed."

The speed studies done throughout the fall clearly showed that when the temporary signs telling people to slow down were up, they did that, and speeds went back up when the signs went away.

HUTCHINSON, Kan. —&nbsp;<a href="https://www.facebook.com/christiansoupministry/" target="_blank">Christian Soup Ministry</a> will be holding their annual&nbsp;Christmas Party in Hutchinson on Tuesday, Dec. 27.&nbsp;

“We’ll serve a meal,” Stanley Murdock, Director of Christian Soup Ministry, said. “we’ll have presents for everyone.” &nbsp;

The meal will be provided by Kroger, and will consist of ham sandwiches, chips, dips, and brownies and cookies, among other sweets. The meal will be served at 4 p.m. &nbsp;

The presents were donated by Hutchinson community people. &nbsp;

 Fruit and candy bags will also be given away at the Christian Soup Ministry Christmas Party. &nbsp;

This is the first year in two years, since having to be held outside due to the COVID-19 pandemic, that the Christmas Party will be held indoors. &nbsp;

Christian Soup Ministry is located at 301 E. Third Ave. in Hutchinson. &nbsp;

Christian Soup Ministry Christmas Party Tuesday

HUTCHINSON, Kan. — Effective Dec. 15, Hutchinson Regional Healthcare System (HRHS) announced the hiring of new Interim CEO Jeff Egbert. 

The HRHS Board of Directors has worked diligently to find a professional interim that is the best fit for the organization, and through careful selection, Egbert has rose to the top and accepted the role.&nbsp;

Egbert comes to the organization with over 30 years of experience in the healthcare industry. 

His most recent roles were served at Susan B. Allen Memorial Hospital in El Dorado, and Astria Healthcare in Sunnyside, Wash.&nbsp;

Egbert began his tenure as the Interim CEO Monday, December 19th at 8 a.m.

“I am excited to have Jeff join our team and lead us during this time of transition,"&nbsp;Chief Quality Officer, Nick Baldetti, who was Acting CEO, said. "With his leadership and direction, we have a great opportunity to continue to push towards our strategic goals, and I look forward to the new ideas he will bring to the organization.” 

Baldetti will be working side by side with Egbert to acclimate him as quickly as possible to the organization.

With an Interim CEO officially hired, the Board of Directors will now put all of their focus toward identifying the best candidate for the long-term role of CEO and President of the Hutchinson Regional Healthcare System. 

HRHS said, at this time there is no timeline as to when they can expect an individual to be identified.

INMAN, Kan. — The Flickner Innovation Farm will host a January 12 workshop to present up-to-date outcomes from the farm’s technology implementation and projects studying natural resource use. There will also be a presentation from NASA about how their programs can benefit farm management.

The workshop will take place at the Inman Community Center and will feature a range of experts speaking on a variety of subjects, including groundwater nitrate dynamics, protein sampling and grain quality, using cover crops for soil health, irrigation management, and more.&nbsp;

Organizers say the investigations from Kansas State University and University of Kansas researchers, local producers, and industry partners are helping to fine-tune current and emerging technologies that conserve water use while improving water quality and soil health.&nbsp;

Together, they are conducting studies in a large-farm setting to identify the most efficient technologies and techniques for Kansas producers to use on their own farms.Several K-State faculty members are conducting research at the Innovation Farm, including studies about soil health and cover crops; nutrient management; weed management; protein mapping and grain quality studies; and investigations on the effects of long-term cropping systems on fertilizer requirements.In addition to presentations about ongoing projects and upcoming research, the meeting will also include opportunities to meet with vendors and other industry representatives.&nbsp; &nbsp;
