HUTCHINSON, Kan. — The Hutchinson City Council will discuss an agreement with United Way of Reno County for its portion of ARPA funds related to childcare needs at the council's meeting on Tuesday.

According to agenda documents, the United Way would spend the City's allocation in two areas.

Support for Current providers / Sustainability Grants for Current Providers: These grants would be used to help current providers upgrade their facilities, overcome barriers to childcare relicensing, increase pay to sustain, and incentivize their work in the community.

This would provide direct funding to providers in the least restrictive manner possible that would allow them access to funding they need while innovative approaches are being put in place. 

This is a direct impact to maintain the childcare that currently exists in Reno County while growing the industry in other ways. Grantees would be required to submit a report on how the funds were utilized to maintain the integrity of the program.

Innovative Models: These funds would allow the setup of a childcare Co-Op therefore, providers could access health insurance and retirement benefits, additional training etc. Additionally a Co-Op, would allow for experimentation with shared services and provide potential solutions for a community wide substitute pool, allow for business to partner with the Co-Op to provide childcare for their employees and set up neighborhood childcare using the Co-Op model.

A Director of Early Childhood Systems, as recommended by the KSU Child Care Needs Assessment, would be part of this budget.

The County allocated money in the following areas:

Support for Current Providers: $2,490,000

The county chose to dedicate more funding to helping current providers. 

This effort seeks to keep existing childcare providers open when we are seeing providers close. However, United Way has requested that most of the city funding help with innovative models. 

The report provided by K-State notes that without innovative ideas, the city should not expect to see long term change. United Way requests that 75% to 80% of the city funding be allocated to innovative models.

If the council agrees, United Way will oversee the city's childcare ARPA funds and dedicate them to help the City of Hutchinson. The funds would be tracked to ensure that City dollars benefit the City and County funds benefited the County.

The amount allocated from the city according to agenda documents is $1,773,844.61.

City Council to approve ARPA disbursement for childcare Tuesday

HUTCHINSON, Kan. — The Boys and Girls Club and the YMCA have been working together in the last few months to make sure that kids from across Hutchinson have a chance to be a part of activities that will keep them active and engaged.

"Hutchinson isn't big enough to not work together," said Lance Patterson with the club. "There's a lot of need, a lot of kids. Something we always hear about is, there's nothing for my teenager to do. If we can work together to provide these opportunities, it's a win-win."

Another win-win is getting younger kids use of the pool and other YMCA classes, because that takes the transportation issue out of parents hands.

"Kind of an extension from the Saturday nights at the Y is to be able to take some of our kids during the after school hours and let them swim at the Y, which they absolutely love," Patterson said. "From that, we went ahead and are offering them the chance to maybe try out some gymnastics. David [Foster with the Y] set up a class that allows our kids to try it a little bit and see if there's something that is interested. We try to keep that price really low and that was what we were fundrasing for, was to be able to offset some of those costs for those families that maybe couldn't afford it so we can get them started. If they like it, if it's something their kid is interested in, we're providing the transportation."

Foster, for his part, says the partnership is working out well.

"We're definitely interested," Foster said.&nbsp; "The more things we can come together on and provide great experiences for all kids in Hutchinson, I think it makes everybody better."

Both organizations will take donations to help fund having kids participate that otherwise wouldn't be able to. Boys and Girls Club and YMCA working together

HAVEN, Kan. — The Haven City Council will approve a portion of the work on the plumbing for the pool bathhouse at its meeting on Monday.

Work on the city pool was delayed until just after New Year's because of ongoing litigation over previous work.

The construction on the remediation of the pool defects is going well. Since January 2023, the work has been progressing to remove the defective sections of the pool and replace them. This is an additional small piece of work to be done before the pool's planned reopening for the 2023 summer season.

Also on the agenda for Monday is a Fire Hydrant Meter Policy for the city, and an executive session to review evaluations of the Chief of Police, Public Works Director, and City Clerk.

Haven council to approve pool bathhouse plumbing Monday

HUTCHINSON, Kan. — Final approval of a contract for a long-awaited stormwater control measure on the Kansas State Fairgrounds is part of the Hutchinson City Council's agenda on Tuesday.

The City of Hutchinson has an existing lease from 1994 with the Kansas State Fair for a real estate tract adjacent to the water treatment center on East 23rd Avenue. The lease is for a seventy-five year (75) period.

The City of Hutchinson wishes to build a stormwater control measure on that tract. The stormwater control measure will manage stormwater runoff from an upstream tributary area. The stormwater control measure will be built of a sufficient size for the Kansas State Fair to receive the maximum stormwater credit of fifty percent (50%) deducted from the Fair’s stormwater utility fees assessed by the City.

The proposed agreement with the Kansas State Fair is to be approved by the council before it goes into effect.

The fifty percent (50%) credit will commence upon approval of the contract. The stormwater control measure will be constructed within three (3) years from the date of execution of the agreement.

This proposed contract has been previously approved by the Board of the Kansas State Fair.

MCPHERSON COUNTY—One person was injured in an accident just before 8:30 p.m. Saturday in McPherson County.

The Kansas Highway Patrol reported a 2008 Dodge Ram driven by Robert&nbsp;Oldenettel, 30, Hutchinson, was northbound on Kansas 61 just south of Buckskin Road.

The pickup rear-ended a 2001 Buick LeSabre driven by Paige&nbsp;Pollock, 15, Inman, who was traveling at a slow speed due to mechanical issues with the car.

EMS transported&nbsp;Pollock to Hutchinson Regional Medical Center.&nbsp;Oldenettel was not injured. Both drivers were properly restrained, according to the KHP.

McPherson Co. teen hospitalized after rear-end crash

HUTCHINSON, Kan. — The Hutchinson City Council will consider the ordinance for an additional sales tax added on to activities at the new Amber Hotel property as part of its meeting on Tuesday.

The City Council has entered into a development agreement with Amber Hotel LLC to design, develop, construct, operate, and maintain a hotel, conference center, and restaurant at 1715 N Waldron. 

As part of this agreement, it states that the City has authority to establish a CID for this location. Amber Hotel petitioned for a CID. Notice of the public hearing has been published in the Hutchinson News.

The provided Ordinance establishes a CID to collect an additional 2% sales tax by businesses located on the property as described. It will only apply to businesses located on the tracts of land used for the hotel, conference center, and restaurant, and will not apply to the City as a whole.

The CID is authorized to collect up to $18,000,000 to reimburse costs for the construction, redevelopment, renovation, and procurement of certain improvements within the district. The CID will remain in effect for 22 years or until $18,000,000 of CID sales tax is collected.

If approved, once the project is complete, the City will notify the Kansas Department of Revenue to commence the start of CID sales tax collections. The City will receive the CID proceeds from the State and reimburse Amber Hotel for any eligible expenses.

There are other properties in Hutchinson that are under CID provisions, and this is relatively routine with new developments in the area.

Additional taxing ordinance on Tuesday agenda

BUHLER, Kan. —&nbsp;Buhler, Kansas will be a pretty hopping place on April 1, from pancake feeds to vendor events to Easter activities.&nbsp;&nbsp;

Begin the morning with a Pancake Feed fundraiser by <a href="https://www.sunshinemeadows.org/sunnys.html" target="_blank">Sunny’s Café</a> at <a href="https://www.sunshinemeadows.org/" target="_blank">Sunshine Meadows Retirement Community</a> from 8 a.m. until 10 a.m.&nbsp;

According to Sunshine Meadows’ Food Service Director and Chef Eric Beye, the funds raised from the Pancake Feed will be used to remodel Sunny’s Café's dish room.&nbsp;&nbsp;

“It’s terribly outdated and we’ve got to get some things done,” Beye said. &nbsp;

Sunshine Meadows has been talking about updating the dish room since pre-COVID. &nbsp;

The Pancake Feed will consist of pancakes and sausage. Entry is&nbsp;$5 for children and $8 adults. &nbsp;

Sunny’s Café is located at 400 S Buhler Road in Buhler. &nbsp;

Following the Pancake Feed at 10 a.m. children from first to sixth grade, are invited to participate in Buhler’s annual Easter Egg Hunt. &nbsp;

The Easter Egg Hunt will take place at the baseball diamonds at Wheatland Park. &nbsp;

“The 4-H kids stuff all the eggs for us, so there will be over 3,000 eggs out there,” Shelly Bartel of Bartel Kitchen and Bath and Buhler Chamber of Commerce president said. &nbsp;

The Easter Egg Hunt is sponsored by the <a href="https://www.facebook.com/BuhlerChamber/" target="_blank">Buhler Chamber of Commerce</a>. &nbsp;

At the same time as the Easter Egg Hunt, the Hello Spring Vendor Event will be taking place at <a href="https://bartelkitchenandbath.com/" target="_blank">Bartel Kitchen and Bat</a>h.

“Basically, we have about 10 different vendors. We have craft vendors, we have direct marketing,” Bartel said. “We have Tastefully Simple, Color Street, just a bunch of vendors. We have somebody bringing baked goods.” &nbsp;

The Hello Spring Vendor Event will run until 2 p.m.

On April 1, those who stick around Bartel Kitchen and Bath with their kids or are coming from the Easter Egg Hunt, starting at 10:30 a.m. can take pictures of their kids with the Easter Bunny. &nbsp;

“They get done at the Easter Egg Hunt and they come on down here,” Bartel said. “I'd say in the past, we’ve had between 150 and 200 kids come through.” &nbsp;

Bartel Kitchen and Bath is located at 207 N. Main St. in Buhler. &nbsp;

Then beginning at 1 p.m. in the afternoon, Buhler’s “newish” bed and breakfast, the <a href="https://www.sunshinemeadows.org/wildflower-inn.html" target="_blank">Wildflower Inn,</a> will be hosting a Spring Market. &nbsp;

“The Spring Market, basically there's going to be different spring-like items that are going to be for sale,” Sara Nowlan with Sunshine Meadows said. “We will have a couple of different vendors."&nbsp;

Sunshine Meadows now owns the Wildflower Inn which was opened in the 1940s, and its last owners were Nowlan’s parents. &nbsp;

Vendors include Propagated Plants and Philanthropy, Owl’s Lavender Patch, and LuvBlossoms Flowers by Tai, as well as a few farm-fresh egg vendors. &nbsp;

Additionally, visitors will have the opportunity to have their photos taken for free with small, feathery&nbsp;chicks. &nbsp;

The Spring Market at Wildflower Inn, located at 406 W. Ave. A in Buhler, is come and go until 4 p.m. on April 1.

 </figure>JUDD WEIL Hutch PostBUHLER, Kan. —&nbsp;Buhler, Kansas will be a pretty hopping place on April 1, from pancake feeds to vendor events to Easter activities.&nbsp;&nbsp;Begin the morning with a Pancake Feed fundraiser by <a href="https://www.sunshinemeadows.org/sunnys.html" target="_blank">Sunny’s Café</a> at <a href="https://www.sunshinemeadows.org/" target="_blank">Sunshine Meadows Retirement Community</a> from 8 a.m. until 10 a.m.&nbsp;According to Sunshine Meadows’ Food Service Director and Chef Eric Beye, the funds raised from the Pancake Feed will be used to remodel Sunny’s Café's dish room.&nbsp;&nbsp;“It’s terribly outdated and we’ve got to get some things done,” Beye said. &nbsp;Sunshine Meadows has been talking about updating the dish room since pre-COVID. &nbsp;The Pancake Feed will consist of pancakes and sausage. Entry is&nbsp;$5 for children and $8 adults. &nbsp;Sunny’s Café is located at 400 S Buhler Road in Buhler. &nbsp;Following the Pancake Feed at 10 a.m. children from first to sixth grade, are invited to participate in Buhler’s annual Easter Egg Hunt. &nbsp;<figure>

Buhler is the place to be April 1

McPHERSON — The McPherson County Community Foundation (MCCF) is introducing a new initiative to further the development of McPherson County. Mastermind McPherson County is a three-year program set on creating a process to review and act on county needs. This is a collaborative program seeking involvement from many different sectors in all McPherson County communities. This includes involvement from school districts.

The first component of the initiative is a community survey that is now open for responses as of Feb. 21, 2023. Each community in McPherson County has different needs and this survey will help MCCF and partnering organizations prioritize future projects that meet those needs. The survey closing date has been updated to March 27.

Conducting the survey yearly will allow the program to adapt as needs are satisfied.

“Our hope is that this initiative will help more clearly identify what our communities value, what they need, and what challenges we have in common.” Betsy Davis, Director of Community Services said, “I’m excited to see what kind of learning, support, and collaboration will come out of this initiative to really strengthen our communities and help them thrive into the future.”

Another benefit will be to provide common information on each of the communities in McPherson County.

A similar survey performed in central Missouri showed that community input on the usage of community funds can be incredibly helpful to their overall effectiveness.

The second component is to hold a leaders summit every year. This summit will be one of the few opportunities for all the organizations in the county to be in the same room. The breakdown of the survey results and initial discussions of solutions will be the main interest of the meeting. These discussions can lead to organizational collaboration and provide solutions for each community’s needs.

The third component will be the time for action. Organizations will submit project plans along with what funding will be required. Approval of funding will come after being reviewed by a committee and voted on by the MCCF Board of Directors. Pending funding projects tied to Mastermind McPherson will begin the following year.

UPDATE: Mastermind McPherson County survey deadline extended

Kan. — The regularly scheduled Hutchinson Landmarks Commission meeting is Thursday at 4:15 p.m. in the East Conference Room at 125 East Ave. B.

On the agenda is an update on the Memorial Hall Grant. 

There will also be three public meetings next month as part of the Public Master Plan meeting. Those meetings will be April 11 from 8:30 a.m. to 11:30 a.m., April 12 from 4:30 p.m. to 5:30 p.m. and April 13 from 4 p.m. to 5 p.m. The Landmarks Commission will be a part of the April 13 meeting.

There will also be a continued discussion on Grain Elevators as part of Thursday's meeting.

Hutchinson Landmarks Commission to meet Thursday

HUTCHINSON, Kan. —&nbsp;The Wild Wind Circuit Horse Show will be held on March 31 through April 2 at the Kansas State Fairgrounds Expo Center.&nbsp;

The show will be the last competition for the sixth season of event proprietors, Wild Wind Productions. &nbsp;

While March 31 is check-in day for participants, the rest of the weekend is set to be a show. &nbsp;

“On one day, we'll do, we call them the performance classes, which are kind of a show class,” Deidre Moran, owner of Wild Wind Productions, said. “They do like western pleasure, horsemanship, things like that. They'll do kind of like a trail class, like an obstacle class type thing.” &nbsp;

That covers April 1, then on April 2, the show changes. &nbsp;

&nbsp;“Then the other day, we call it our cattle and ranch classes, those are geared towards cattle work, like cutting, herd work, boxing,” Moran said. “Cow horse work and then the ranch classes are a little bit different pace.”&nbsp;

&nbsp;Horses in the ranch class are&nbsp;geared more towards those that would be&nbsp;used for work at home or on the farm and ranch.&nbsp;

The Wild Wind Circuit Horse Show’s variety reflects Moran’s passion for horses. &nbsp;

“I've actually been involved in horses and horse competitions, all different types of horse competitions, my entire life,” Moran said. “I even started horse riding lessons when I was about three years old. I've always been involved with horses.”&nbsp;

As an adult, Moran worked at different stables.&nbsp;It was through that time that Wild Wind Circuit Horse Show&nbsp;was founded at one of those stables. &nbsp;

“One of the owners happened to start making this practice show years back and decided not to do it anymore,” Moran said. “I&nbsp;was kind of&nbsp;a limited show bill and things like that, but&nbsp;nobody really kind of wanted to step up to the plate.” &nbsp;

Taking her last 10-12 years of experience of putting on horse and rodeo events, Moran took the reins, and&nbsp;relabeled and rebranded the defunct show into what it is now. &nbsp;

“I revamped the entire show bill,” Moran said.” It's got quite a few different classes and levels and things like that. &nbsp;

The show is for all different types of riders, whether it is their first ever competition or more experienced competitors. &nbsp;

“We have people that are world champions&nbsp;that come and actually compete at our level of shows,” Moran said. &nbsp;

Moran said she finds it fascinating to watch these congress-level competitors coach and help novices. &nbsp;

While there is no registration for the Wild Wind Circuit Horse Show, Wild Wind Productions does have memberships for families and singles.&nbsp;

“They last one year and we basically just keep track of them,” Moran explained. “To be honest, it is to keep track of everybody who is there, how many horses they'll have on the property and things like that.”&nbsp;

The Wild Wind Circuit Horse Show and Wild Wind Productions are no strangers to the Kansas State Fairgrounds. &nbsp;

“I have quite a few events at the State Fairgrounds,” Moran said. “I actually originally started there and every single one of my events were there and we kind of branched out. I've had events at Dodge City, Salina, Lyons.” &nbsp;

Moran said she probably puts on seven to ten horse shows a year, with half of them in Hutchinson, except for the summer when she is focusing on her job giving horse lessons. &nbsp;

Moran said she sees a lot of foot traffic at her events.

“We probably see well over 150 horses, but probably twice as many people that are either competing or watching or coming to visit,” Moran said. &nbsp;

Moran said for this year’s show, they are planning something a little bit different that is hopefully going to bring quite a few people around.

“We’re actually doing a clinic,” Moran. “I have two clinicians coming in.” &nbsp;

These trainers will come&nbsp;in Saturday evening and do a clinic, starting at 6 p.m.&nbsp;

People will be able to come and watch the clinic for $10. Moran said 18 to 20 riders were invited to&nbsp;participate and receive some top-notch coaching from the two clinicians.&nbsp;

Those that&nbsp;cannot make the April 1 and April 2 competition still have an opportunity to compete in a bigger competition&nbsp;in June and also a big competition on Labor Day weekend. The latter will kick off Wild Wind Productions seventh season. &nbsp;

RENO COUNTY, Kan. —&nbsp; The Kansas Department of Transportation (KDOT) announced Friday that Nickerson Road from West 95th Avenue to West 108th Ave., the Rice/Reno county line, reopened late the afternoon of March 17 as part of ongoing work on the K-14 realignment project. The opening had been delayed briefly due to weather.

At Nickerson Road, ramps leading to the new K-14 alignment will be barricaded to prevent traffic from entering the new highway alignment until it opens as expected in June.

Additionally, a short section of Riverton Road is now permanently closed between West 95th&nbsp;and West 108th&nbsp;where Riverton intersects the new alignment.

West 69th&nbsp;Ave is also permanently closed between North Herren Road and North Dean Road where it intersects the new alignment.

The road changes are northwest of Hutchinson, to the Reno/Rice county line, and are part of changes associated with the new highway alignment.

A section of 56th&nbsp;Avenue northwest of Hutchinson also reopened Friday after being closed since October 2021 to allow for construction of the K-14 realignment.

That portion of 56th&nbsp;Avenue extends from the existing junction with K-14/96 east to Yaggy Road.

Construction of the K-14 realignment continues, so ramps leading from the reopened 56th&nbsp;Avenue to the realigned highway will be barricaded until the realigned highway opens.&nbsp;The project is expected to be completed by June 16.

The Kansas Department of Transportation realignment project started in the spring of 2021. This a 15-mile, $81.7 million realignment of K-14. The work stretches from near Hutchinson, to Nickerson, to Sterling. Bob Bergkamp Construction Co. Inc., of Wichita, is the primary contractor.

During the work, traffic will continue to use the existing K-14/96 alignment in Reno and Rice counties.

The Reno County portion of the realignment will be from about 4.5 miles southeast of Nickerson northwest to the Reno/Rice county line. The length is a little over 7 miles.

The Rice County portion of the realignment will be from the Reno/Rice county line to just north of the K-96/Avenue T junction. The length is about 8 miles.

The opening had been delayed briefly due to weather.At Nickerson Road, ramps leading to the new K-14 alignment will be barricaded to prevent traffic from entering the new highway alignment until it opens as expected in June.Additionally, a short section of Riverton Road is now permanently closed between West 95th&nbsp;and West 108th&nbsp;where Riverton intersects the new alignment.West 69th&nbsp;Ave is also permanently closed between North Herren Road and North Dean Road where it intersects the new alignment.The road changes are northwest of Hutchinson, to the Reno/Rice county line, and are part of changes associated with the new highway alignment.A section of 56th&nbsp;Avenue northwest of Hutchinson also reopened Friday after being closed since October 2021 to allow for construction of the K-14 realignment.That portion of 56th&nbsp;Avenue extends from the existing junction with K-14/96 east to Yaggy Road.Construction of the K-14 realignment continues, so ramps leading from the reopened 56th&nbsp;Avenue to the realigned highway will be barricaded until the realigned highway opens.&nbsp;The project is expected to be completed by June 16.The Kansas Department of Transportation realignment project started in the spring of 2021. This a 15-mile, $81.7 million realignment of K-14. The work stretches from near Hutchinson, to Nickerson, to Sterling. Bob Bergkamp Construction Co. Inc., of Wichita, is the primary contractor.During the work, traffic will continue to use the existing K-14/96 alignment in Reno and Rice counties.The Reno County portion of the realignment will be from about 4.5 miles southeast of Nickerson northwest to the Reno/Rice county line. The length is a little over 7 miles.The Rice County portion of the realignment will be from the Reno/Rice county line to just north of the K-96/Avenue T junction.  </figure>PRATT COUNTY—Three people died in an accident just before 3 p.m. Friday in Pratt County.The Kansas Highway Patrol reported a 2004 Ford Taurus driven by William Fowler Stevens, 32, Woodward, Oklahoma, was southbound on Kansas 61 two miles north of Preston.The Taurus crossed the center line and struck a northbound 2014 Ford Fusion driven by Joshua Jamal Townsell, 30, Omaha, head-on.Stevens,&nbsp;Townsell and a juvenile in the Fusion were pronounced dead at the scene.
