HUTCHINSON, Kan. — Hutchinson USD 308 and the Hutchinson Police Department work together to make sure that schools are secure and safe places for students to learn.

"Being inside the school and connecting with all the students that are in the school, it's a big thing that they do," said Hutchinson Police Chief Brice Burlie. "The second thing is providing security for the school. Being inside the school, they are able to quickly respond to any situations that might happen inside the school and also building that relationship with the faculty and staff at the school is very important, as well."

There are all sorts of drills that schools are required to conduct now on a regular basis.

"We have some soft lockdown drills," said USD 308 Superintendent Dr. Dawn Johnson. "We have evacuation drills. We have active shooter drills. We partner with the police department. Our principals will reach out to the police department and do a crawl, walk, run kind of phase about what a soft lockdown might look like. We'll get our maintenance operations involved, so they can check doors during this time. We have a way to lock down the building&nbsp; at the touch of a button. We exercise those to make sure that those are working."

The police also have keys to every building in the district if they are ever needed after hours.

"They ask for our input," Chief Burlie said. "We'll go do checks on the buildings and then provide them what we saw, advise maybe potential solutions to the problem. They have no problem listening to that and doing the best that they can to make sure their schools are as safe as possible."

An important piece of the School Resource Officer's job is building relationships with kids in the school so if they see something that isn't right, they will come to the officer and be honest. That's the most important thing students can do to be safe is to be willing to talk to the officer if they need to.

School Resource Officers important to safety in USD 308

HUTCHINSON, Kan. — StartUp Hutch is getting ready to start a class for new business owners later this month.

"This is Jump! by Entrepreneur and Business Basics," said Jackson Swearer with StartUp Hutch. "This program comes to us by way of NetWork Kansas. This is one of their, what they call board certified programs. They've basically gone out and looked for different programs for entrepreneurship and found ones that they think are really effective. This is one of those."

Grant dollars are able to make this affordable for new business owners, while still giving them some skin in the game.

"It's a $750 value," Swearer said. "Thanks to some money from StartUp Hutch and then also some grant funds from NetWork Kansas, we're able to provide that to local Reno County entrepreneurs at only $50 a person."

It's a 12-week course to learn all the basics to start a business.

"Our ideal folks to participate in that are people who have an idea that they are thinking about starting, or maybe people who have just gotten started out," Swearer said. "They are in that first year, maybe their first few years of business and they really want to take a step back, get a handle on things and look at how they can move forward."

One blessed business owner will also get some seed money, as well.

"It concludes at the end of the 12 weeks with a pitch contest on Dec. 4," Swearer said. "All of the participants will be invited to give a pitch for their business idea that they are hoping to launch, or that they are hoping to expand. The winner of that pitch contest can win a $2000 grant. Not a lot of funds, but to somebody just starting out, that can really help to get things going."

Zoo Paint & Sip coming up Sept. 23

MCPHERSON, Kan. — McPherson College announced the funding of an <a href="https://www.mcpherson.edu/2023/07/mcpherson-college-establishes-1-billion-endowment/">over $1.5 billion endowment in July</a>.

"A donor challenged us to raise $250 million and they would double match that up to $500 million," said President Michael Schneider. "In fact, this donor made a $1 billion irrevocable estate commitment. This is an estate commitment. We do not have the dollars right now, but we will have them in the future. In addition to the donor's $1 billion, we raised another $530 million."

The goal is to make McPherson College the small liberal arts college of the future.

"Not only does it secure our future, it secures the future that we want, it secures a strong future," Schneider said. "It infuses hundreds and hundreds of millions of dollars to Kansas, so that we can continue to work on our plans to build a rural healthcare degree program and programs that will support rural healthcare in Kansas. It will allow us to take that excellence we've built in automotive restoration and build out an engineering school. This really secures my vision for students to graduate, every student, to meet 100% of need for every student in the future and to ensure that any student who wants to participate in our Student Debt Project can graduate from McPherson College without any debt."

The Student Debt Project is where McPherson College donors match 25 cents for every dollar a student contributes to their education. The school is also improving its physical infrastructure.

"We've got a brand new campus commons coming on board, right off our beachfront property on Kansas Avenue, adjacent to campus, which will be all new dining services, student services, our one stop shop for students, registering for classes, paying their accounts, financial aid, everything in between, in addition to a brand new welcome center that overlooks campus. We're expanding our Sports Center. We're adding a campus bar and grill, to give our students some other options. We've remodeled all of our residential properties, but that's just the beginning. Our board finalized a framework for a campus master plan here this summer and we're going to be going out into the local community, out into our campus over the next year, to really have a conversation about, what does it look like to build a modern destination campus?"

It's hard to say what education will look like in the coming decades, though students after COVID especially, want to feel a part of a community that values them and their contributions, and McPherson College wants to become that community.

McPherson College secures its future with estate commitments

HUTCHINSON, Kan. — Dan Murray with the Kansas chapter of the National Federation of Independent Business said good help remains hard to find for their members.

"Forty percent of small business owners reported job openings that they could not fill," Murray said. "That's down two points from last month, but it's still very, very high. It is the lowest level since February 2021."

When you know it's going to be a struggle to find a replacement, sometimes you have to open up the checkbook a little more to keep someone.

"More small business owners are planning to increase their compensation in the next three months," Murray said. "The unfilled job openings slipped again in August. Owners are actively working to retain current employees and attract qualified applicants. To do that, they've got to raise compensation."

Murray isn't optimistic about the rest of the year, either.

"Unless we see a significant change in our economy, I don't see the problem improving," Murray said. "We have a population problem in Kansas, as you likely well know. Our population has remained flat or decreased in some respects, depending on where you live in the state. Until we address that problem and attract more folks to come to the state of Kansas, I'm not sure that we're going to see much improvement."

Thirty-five percent of small business owners have job openings for skilled workers and 18% have openings for unskilled labor.

The first is a request to donate property at 604 West 7th Street from&nbsp;Rebecca A. Hughes who is a co-heir with Thomas T. Lucas in the estate of Steven T. Lucas and Kenneth B. Lucas. Rebecca and Thomas wish to donate the property as they live far away from Hutchinson.

Land Bank Board to meet Tuesday

MCPHERSON, Kan. — McPherson College President Michael Schneider noted that in addition to the group of students that brought the 1953 Mercedes-Benz 300 S Cabriolet to Pebble Beach in August, there were many alumni that were there as part of the jobs they got after graduation.

"All the cars line up to go out on tour on Thursday before the car show on Sunday," Schneider said. "I counted our alums on at least 75 of those different cars that were lined up to go on that tour. They are out there. A lot of them couldn't enjoy some of the festivities, because, quite honestly, they were working on some of the other of the world's best cars."

The Auto Restoration program at McPherson College is the only one of its kind in the United States.

"You're talking about a cap of 170 students," Schneider said. "Forty-five students a year who come into the program, 45 to 50. It's a four year liberal arts degree program. Students turn down top engineering schools like Michigan, MIT and others to come to school at McPherson College."

There is an amazing demand for these graduates expertise.

"We stopped doing job fairs," Schneider said. "We do internship fairs. We have a very robust internship program. Students can have one, two, three, four, some students have four internships, that move right into a job. This industry is hungry for labor. They are hungry for students, not just to work in their shops, but take over their shop. These students are the future of this industry."

Over the years, more than 25 McPherson College students have earned college scholarships from Pebble Beach.

For McPherson College, Pebble Beach shows impact of Auto Restoration program

HUTCHINSON, Kan. — Reno County Commissioner Randy Parks said the commission's direction to consolidate the rural fire districts in the county is for good reasons.

"That was set in motion back in 2019, before the three new ones of us got in office," Parks said. "It's been that length of time to try to refine it to the point where Adam Weishaar could actually present it to us in redistricting. All the outside districts, outside of Hutchinson, if you look at it that way, they want to go to one district, too, to put it in there and break down the boundary lines. There's been some confusion, I think, in the county and some confusion about what will happen. I think, to simplify it a little bit, they want to break them down for the purposes of faster response times. I think Reno County and Hutch has great response times for emergencies and I appreciate that very much. But, you've got some that are grouped in areas where their response time to a corner could be closer to another fire station."

The hope is to also be able to get all the rural fire stations on an equipment replacement schedule.

"There is some hurdles with budgeting," Parks said. "Obviously, they all have their mill levies in their areas that raise money to fund them. There have been questions about that. That's just going to have to be refined on the budget part of it. I think there's been conceptions from some of the firefighters out there that it's going to take their autonomy away and their control. A lot of those things were brought up and discussed the other day in the meeting and I think aired out. It was a good time for them to speak what they felt, a couple good representatives there and some fire chiefs. I think it's headed in a good direction."

In addition to having a county fire chief, the idea of paying volunteer firefighters to stay at their station on Red Flag Warning days is also on the table.

"That's part of the development, I'm looking to see how that's going to happen," Parks said. "That may be a difficult sell. Most of them have jobs and other obligations, that kind of stuff. Even the chiefs, some of them do, because, obviously, it's not a full-time position. I don't know who that they are going to rely on to do that. It's going to be difficult to pull, obviously, volunteers in to do that, if they are working another job. We'll see how that shapes up. I'm sure that everybody's going to hear that before long."

The intent is to have public meetings in the different fire districts in the county to get feedback before bringing back a proposal as part of the 2025 budget process.

Parks: Fire district consolidation to help response time

HUTCHINSON, Kan. — Kansas U.S. Senator Jerry Moran talked to Hutch Post when he was in Hutchinson last week about the ongoing issues with water rights related to the Quivira Wildlife Refuge.

"In the last administration, we were successful in helping the Groundwater Management District and the U.S. Fish and Wildlife Service reach a memorandum of how to handle this issue of water rights. The U.S. Fish and Wildlife Service generally has the senior water rights holders to many of the irrigators in the Rattlesnake Creek watershed area. By Kansas law, senior rights prevail over junior rights. We were trying to find a way through this memorandum, that there would be some cooperation and give the&nbsp;Groundwater Management District an opportunity to do some things, including voluntary conservation, elimination of the ends on irrigation equipment and augmentation, bringing water in from another watershed to augment the water in Quivira."

The Fish and Wildlife Service has asked for their senior water rights. That case is pending at the state level.

The Director of&nbsp;the U.S. Fish and Wildlife Service told me that this was just a necessary step for them to take to prod this process along, to move it more quickly," Moran said. "If the Division of Water Resources, and seemingly by law they will reach this conclusion, will eliminate or reduce the water rights of the junior right holders, the consequences to Kansas and particularly to central Kansas are overwhelming. It's expected to be a billion dollar reduction in economic activity in those eight counties."

The eight counties are Kiowa, Edwards, Pawnee, Barton, Stafford, Pratt, Rice and Reno.&nbsp; Stafford, Kiowa, and Edwards counties cover more than 82% of the watershed area.

"We've asked the Governor and state legislators and other officials in Kansas to weigh in with the U.S. Fish and Wildlife Service," Moran said. "It troubles me that we, and I've been involved in these efforts, will try to attract businesses to Kansas, I was a supporter and was involved in the effort to bring Panasonic to Kansas. It's expected to be a two and a half billion dollar economic addition to our state. But, if we don't take care of what we have, we may lose up to a billion dollars. This just needs to be at the forefront of state and federal attention to try to resolve this before it's too late and damages the Kansas economy, agriculture and others."

The towns of Stafford, St. John and Macksville have water rights that are junior to the ones the&nbsp;U.S. Fish and Wildlife Service are claiming.

"The goal here is to get pressure on, or request, or a sense of a desire to make things work better, so that there is water there for Quivira, for wildlife and water available for irrigation," Moran said. "It will not be the same, but could we do something that's not so devastating."

The wildlife refuge holds a state water right that was established in 1957.

Moran still concerned about Quivira water rights issue

HUTCHINSON, Kan. — Roger McEowen, the Professor of Agricultural Law and Taxation at Washburn University School of Law is dubious about the latest iteration of the Waters of the United States rule that the Biden administration has put out in light of the Sackett Supreme Court decision.

"They have, on the surface, gotten rid of the significant nexus standard, which the court said that they can't follow," McEowen said. "They did all of this without any pre-published notification. They used a rare good cause exception under the Administrative Procedures Act, which allows them to forgo public comment and just put a rule out. Nobody's commented on this. We haven't had a chance to really analyze it."

The precedent that the administration will use may make things marginally better, but ag producers are not out of the woods at this point.

"What they will rely on is a Supreme Court decision out of 2000 out of Maui," McEowen said. "It's called Hawaii Wildlife Fund v. County of Maui. They gave us a very broad interpretation, the U.S. Supreme Court did, of what a discharge of a pollutant is. That still creates the distinct possibility that a contamination of a federal jurisdictional water, a WOTUS, could result from activities on land that's not subject to the Clean Water Act under the Sackett court's definition of a wetland. I think that's where we're at right now."

The <a href="https://texasfarmbureau.org/new-wotus-rule-announced-by-biden-administration/">Texas Farm Bureau says</a> WOTUS is still enjoined in Texas and 26 other states, blocking implementation of the rule.

"They'll try to enforce their new position," McEowen said. "We're going to end right back up in court."

The EPA and the Army Corps of Engineers will host a public webinar on September 12, 2023 to provide updates on the definition of WOTUS.

Ag law professor doesn't believe new WOTUS rule complies with Sackett decision

RILEY COUNTY —One person was injured in an accident just after 10 p.m. Saturday in Riley County.

The Kansas Highway Patrol reported a 2013 Ford Edge driven by Toby Jo&nbsp;Diringer, 43, Newton, was southbound on Kansas 18 one mile south of Ogden in the driving lane.

The Ford rear-ended a 2008 Nissan Rogue driven by Noelle Christine&nbsp;Doty, 28, Junction City, that was stopped due to heavy traffic. The impact pushed the Nissan over the center line into the passing lane.

The Ford then rear-ended a 2022 Buick Encore driven by Lyndy Maria&nbsp;Tischhauser, 25, Manhattan.&nbsp; The impact caused the Buick to rear-end a 2015 Ford F150 driven by Christopher James Unruh, 47, Lakin.

EMS transported&nbsp; a passenger in the Ford Edge identified as Victoria M.&nbsp;Diringer, 47, Newton, to Via Christi in Manhattan. There were no other injuries.&nbsp; All five were properly restrained, according to the KHP.

Newton woman hospitalized after 4-vehicle crash

HUTCHINSON, Kan. — According to the Kansas Association of Counties, Local Ad Valorem Tax Reduction (LAVTR) Funding&nbsp;has existed in&nbsp;Kansas&nbsp;statutes for many years, with the first formal introduction&nbsp;in&nbsp;<a href="https://www.ksrevisor.org/statutes/chapters/ch79/079_029_0059.html" target="_blank">KSA 79-2959</a>&nbsp;in 1965.

LAVTR in&nbsp;Kansas&nbsp;has not received any contributions since 2003. Reno County Commissioner Randy Parks explained that the underlying law is still on the books.

"It's actually still statutory," Parks said. "They're supposed to give us that money. I've been to a few meetings and I know we had a couple of representatives from the county commission, I believe Commissioner Hirst and Commissioner Bogner went to Topeka and met with some legislators up there to talk about what we could do to get that Ad Valorem back."

Per statute, LAVTR funds are calculated by a percentage of the total state sales and compensating use tax to local governments. LAVTR funding and distribution amounts are set by statute, 65 percent is distributed based on population and 35 percent is distributed based on property tax valuations.

"Statewide, if you've watched, there's been an excess of tax collections over the last several years that have left quite an abundance," Parks said. "I've talked to some representatives up in the state. They just seem like they've been kind of spend happy up there with money, It's money that,&nbsp; perhaps, part of that should be coming back to us."

The amount, if the old statute were funded, would be significant for Reno County.

"It would actually mean almost $2.5 million more money coming back to us, with about a 3.4 mill reduction," Parks said. "That's a big deal for Reno County. We'd like to have that back. We've had pretty good monies coming in the last several years. It enabled us to hold the revenue neutral, but I will say, there's some deep cuts that happened in departments and some other areas to be able to do that, to hold the taxes down. You don't want to become burdensome upon the people. That's who you're really working for, but, this LAVTR, that would be a great shot in the arm to keep that down and keep that under control."&nbsp;

An amendment to the budget was proposed and passed by the House to fund LAVTR in 2023, but ultimately the amendment failed to move forward in the Senate.

It enabled us to hold the revenue neutral, but I will say, there's some deep cuts that happened in departments and some other areas to be able to do that, to hold the taxes down. You don't want to become burdensome upon the people. LAVTR return would benefit Reno County

HUTCHINSON, Kan. — According to the update to Wichita State University's population growth model released last month, the total population of Kansas is projected to grow by over 468,000 residents, signifying an increase of nearly 16% compared to the 2021 population. The expected growth rate is 0.3% annually until 2071. Jeremy Hill with Wichita State said the metro areas are where a lot of that growth will be.

"They're still growing faster than the rest of the state," Hill said. "They're not growing as fast, just because of what's transpired over the last five to ten years. Once you get from the bigger, large metropolitan areas into more of our medium sized metro areas, like Dodge, Pittsburg and Hays, most of them are growing."

The research conducted by the Center for Economic Development and Business Research, with funding from the Patterson Family Foundation, forecasted population growth for different regions in Kansas by race, ethnic group, age, and gender.

"Hutchinson is already more diversified in race," Hill said. "It has some younger cohorts of families. Because of the underlying prevalence of those, there's higher fertility. They are creating more labor supply than McPherson, because it is less diversified."

That's the reason the projection has Hutchinson growing 7.2% and McPherson declining by 5.2% between now and 2071. There have been some recent events that may change those projections, though.

"Both communities have demand for labor," Hill said. "I realize, McPherson has a lot of demand for labor, not filling all of it. The reality is, you also have to have that supply. There are other factors beyond that, that could still impact this forecast, where it could be wrong. For example, all the foundation money that went to McPherson recently, which is being injected into the economy, could be transformative in the future, but this model doesn't see that."

Lawrence is projected to have the fastest metro growth rate between now and 2071 among the cities in the projection.

WSU's population forecast interesting for this area

HUTCHINSON, Kan. — The Creighton University Mid-America Business Conditions Index was below growth neutral for a second straight month and that concerns economist Ernie Goss.

"Things are weaker, certainly, compared to this time last year," Goss said. "It's still not into recession range, but it's certainly moving in that direction, but we've still got a ways to go if we're going to call this a recession, though."

It's also important to note that some people who haven't had one particular type of debt payment for some time will have it again soon.

"October 1, we're supposed to begin having student loans, those individuals are supposed to begin paying back their loans," Goss said. "That would likewise reduce consumption and reduce sales tax collections. I don't expect that to happen. I think it's become political."

Also, Goss does not like the headwinds he is seeing across the globe, either.&nbsp;

"China and Germany are two of the large global economies," Goss said. Germany's in a recession. China is moving toward a recession, so that's not good for the overall economy. That is telegraphed back to the U.S. economy, including Kansas. That's going to weigh on the manufacturing economy and the ag economy going forward."

The regional manufacturing economy has lost jobs for the last three months.

RICE COUNTY —One person was injured in an accident just after 2 a.m. Saturday in Rice County.

The Kansas Highway Patrol reported a 2003 BMW 3 Series driven by Paul Andrew Vasquez, 50, Lyons, was eastbound on Avenue V&nbsp;5 Miles South East of Raymond. 

The car left the roadway to the west and vaulted and rolled into a pasture. EMS transported Vasquez to Wesley Medical Center. He was not wearing a seat belt, according to the KHP.

HUTCHINSON, Kan. — All Hutchinson High School International Baccalaureate Diploma Programme (IBDP) and International Baccalaureate Career-related Programme (IBCP) graduates earned their IB diplomas, resulting in a 100% success rate for the program for the 2022-23 school year. The program is one of only eight IB Programs in the state of Kansas and the only one west of Wichita.&nbsp; Since beginning the IBCP in 2015 and the IBDP in 2005, the program boasts a near 100% graduation rate.

Ten students--Abigail Bryan, Abigale Davenport, Clark Denison, Magnolia Foster, Tia Hines, Rebecca Lewton, Caroline Miller, Brady Ollenburger, Hannah West, and Madilyn Yantes--completed the requirements for the IBCP diploma, showcasing their commitment to academic excellence intertwined with a specialized career-related focus. The IBCP program, known for its integration of practical skills and rigorous academics, has equipped these students to tackle real-world challenges head-on as they venture into their chosen career paths.

Morgan Hixson, now in her freshman year at the University of Nebraska, completed the International Baccalaureate Diploma Programme (IBDP) in 2022-23. Required to tackle a challenging curriculum of six IB courses, Hixson's dedication shone through as she not only fulfilled the academic requirements but also achieved outstanding results. With four scores of 7, the highest attainable, and two scores of 6, she has demonstrated an exceptional level of mastery in her studies.&nbsp; The IBDP program is renowned for its academic rigor and emphasis on critical thinking, research, and a holistic education. Morgan's exceptional performance speaks volumes about her dedication, commitment to learning, and her ability to excel in a challenging academic environment.

"IB helped me grow academically and personally and allowed me to enter college with organizational, critical thinking, and study skills and with a head start on the material in classes. I'm so grateful for my experience with the IB program and the wonderful IB staff at HHS”, Hixson said.

Looking forward, this year’s current IB students mention the rigorous standards and challenging coursework. They are optimistic about the increased career, academic and scholarship opportunities through their participation in the IB programs. IB students are well-rounded both in academics and in activities. Many IB students also participate in athletics and extracurricular activities such as debate, forensics, choir and band.&nbsp;

Green was recently announced as the lucky winner of IdeaTek's "Internet for Life" promotion. The online summer campaign drew nearly 3,000 entries from across the company’s service area, which stretches from Emporia to Garden City.
