SOUTH HUTCHINSON, Kan. — The South Hutchinson Fire Department responded to 103 E 7th at 10:08 a.m. Tuesday for report of an apartment fire.&nbsp; The first arriving unit reported heavy smoke coming out of a second story apartment. The crew made an interior attack and found fire in a bedroom.

There was heavy smoke and fire damage to one apartment, three apartments suffered minor smoke damage. Unfortunately three cats that were in the apartment perished. Red Cross was called to assist the residents. The cause is under investigation. 

South Hutchinson Fire Department was assisted by Hutchinson Fire, Reno County Fire Dist #3, Dist #8, Buhler Fire, South Hutchinson Police Department, Reno County EMS, Reno County Emergency Management, Reno County Dispatch, Evergy and Kansas Gas.

South Hutch firefighters deal with apartment fire Tuesday

HUTCHINSON, Kan. — A standing room only crowd showed up to Dillon Hall in the Encampment Building on the Kansas State Fairgrounds Tuesday night and with a loud unified voice spoke of family, fun and fairness between competing interests at the Kansas State Fair, but most of all, the message was clear, save the track.

"Please, really consider, why do we have to bring the axe down right now?" said William Nusser, mayor of Larned, winner of the 2023 Hutch Nationals and leader of the Save the Track group. "If there's things you want to address, let's see if we can get those accomplished first. It's been a facility that's been there since 1910. It doesn't deserve the axe."

Two proposals were brought forth to preserve racing on the Fairgrounds. Hutchinson Nationals promoter C. Ray Hall really could only promise to run the nationals just as he has for decades and a $1000 increase in the rental he pays to the facility.

Phil Nightingale with Mel Hambleton Ford had a more extensive idea, starting with fixing the walls at the track. He said to board member Herman Bliss in the public meeting that it could be done for $10,000.

"Me, Nic Ballman, my racing fund guy and Bill Johnson from Evans Construction and a gentleman from Andale Concrete came out here and we walked the track, inside and out and we counted the panels that we need to have to fix," Nightingale said. "It's not the whole walls that need to be fixed. Right now, to be safe and to be ready to go race, I need five panels. That's all I need. Now, throughout the year, it might be another ten, maybe 15, it depends how many cars hit the wall when it happens, or how much more of the wall cracks, but it's only five panels right now to make it safe for a racer to go out there and race."

The proposal with MHF is for a three-year contract, but right now, Nightingale's focus is to race one year and then come back to the Fair Board with real numbers.

"After one year, I want to come back to the Fair Board, I want to show them my financials," Nightingale said. "I've got a whole financial sheet set up, financial statement and everything I'm going to run with all the expenses, everything that goes into play and I want to come back after the first year and say, all right, board, here's my numbers, here's what I generated. Here's what we did. This second year, let's get everybody involved and let's make this even bigger and better. I love racing. I've been to so many racetracks. It's huge racing out there. I just want to build Hutch back in to where it used to be."

The intent from MHF's proposal is to run one race a month from April to October at the Kansas State Fairgrounds.

"There's not many half mile tracks," Nightingale said. "There's not many with big stands and the noise that comes along with this racetrack and everything else like that. It's an honor to race out here. It's fun to race out here and it's a great family experience from that part. Me and Jake, my son, have raced out here for several years. We've had some good success, we've had some bad success. It's just a fun environment this racetrack brings into play. Whether we keep it the half mile or have to move it to three eighths, I don't want to switch it to three eighths, but if it makes it we have to go to three eighths to attract more racers and sanctioned events, then we do it, but if not, let's keep the half mile and let's keep going."

The Fair Board's next meeting where they will have discussions about the track will be next Tuesday at 5 p.m. in the Administration Building on the Fairgrounds, where their board meetings are normally held.

Standing room only crowd for racetrack meeting Tuesday

NEWTON, Kan. — Daniela Rivas has been appointed Newton’s new city manager. The Newton City Commission approved her contract Tuesday evening.

“We were blessed to have several excellent candidates,” Mayor Leroy Koehn said. “Daniela rose to the top of our list with her experience in local government administration and finance and her obvious passion for public service. We think she will be a great fit for our community and a wonderful leader for the organization.”

Rivas has been the assistant city administrator/finance director in McPherson since March 2022. She previously served as city administrator in Columbus and as finance director in Park City and in Winfield.

Rivas was selected after a months-long search process that included interviews by the City Commission, City department heads, and community leaders.

She has a master’s degree in public administration from the Hugo Wall School of Public Affairs at Wichita State University and a bachelor’s degree in finance from the W. Frank Barton School of Business at WSU. She is a 2017 graduate of the Certified Public Manager program at the University of Kansas and is a Credential Manager by the International City/County Management Association (ICMA).

Rivas grew up in Wichita and has family in Newton, and her familiarity with the community is one of the factors that drew her to the job.

“Having spent my summers in Newton growing up, I know what a special community it is,” Rivas said. “I’m honored and excited to contribute to the growth and success of such a wonderful city.”

Rivas’ term with the City of Newton will begin Jan. 8, 2024, at a base salary of $142,813, plus a $5,000 annual vehicle allowance and $5,000 contribution to a deferred compensation plan. The contract also requires that Rivas move to Newton by Aug. 1, 2024.

City Attorney Chris Towle has been serving as acting city manager since the departure of Kelly McElroy in mid-October.

Youth Entrepreneurship Challenge Tradeshow next week

NORTH NEWTON, Kan. — Bluestem Communities’ Kidron Bethel Village life plan community has welcomed Shelby McCauley as its new Director of Nursing. McCauley will work closely with outgoing Director of Nursing, Blair Loganbill, before succeeding him upon his retirement at the end of 2023.

“We are delighted to welcome Shelby back to Kidron Bethel Village,” said Linda Peters, Kidron Bethel Village Executive Director. “Having worked here for several years previously, she understands Kidron Bethel Village’s and Bluestem Communities’ culture, environment and standards of high-quality, person-centered care. We are confident she will lead the nursing team with skill and professionalism while keeping resident needs and care at the forefront.”

McCauley comes to Kidron Bethel Village from six years at Wesley Medical Center (Wichita, Kan.), where she most recently served as a nurse manager. Prior to that, she served five years in nursing at Kidron Bethel Village.&nbsp;

McCauley completed her nursing education from Hutchinson (Kan.) Community College and Wichita (Kan.) Area Technical College.

Outgoing Director of Nursing, Blair Loganbill, has served the organization in the role for 11 years.

“I am thankful for the opportunities and challenges I have had while serving as director of nursing,” Loganbill said. “I consider it a privilege to have worked with so many talented and dedicated people.”

Recently under Loganbill’s leadership, Kidron Bethel Village earned a five-star quality rating from the Centers for Medicare and Medicaid Services (CMS). According to CMS, the rating is based on an organization’s performance on three sources: health inspections, staffing and quality measures. The rating system helps consumers, their families and caregivers compare health care options more easily.

2023 is the third year for the Resist program at Reno Valley Middle School in Nickerson-South Hutchinson USD 309. The purpose of the Resist program is to educate students about the dangers of tobacco and combat tobacco use in the schools. The students in the program spend time researching tobacco use and sharing their findings with students at Reno Valley, SHE, and NES, with the ultimate goal of decreasing tobacco use in the district.

As part of the event, Reno Valley Middle School is showing a movie about Dr. Victor DeNoble Tuesday night, Nov. 14 at 6 p.m. in the cafeteria. The movie, Addiction Incorporated, shares his story of going from a scientist for the tobacco industry, to exposing exactly what Big Tobacco knew about its product. About 34 million American adults still smoke cigarettes, and smoking remains the single largest preventable cause of death and illness in the world. Smoking causes an estimated 480,000 deaths every year, or about 1 in 5 deaths.

Resist program shows film before Great American Smokeout

HARVEY COUNTY —The Harvey County Commission approved regulation updates at its meeting Tuesday that will ban commercial wind and utility-scale solar renewable energy projects in the county. The vote was unanimous, according to a media release.

The regulations will take effect once legal notification has been published in the County’s newspaper of record.

The Commission approved updating Harvey County Unified Development Code Section 16.14, which addresses commercial renewable energy. The revisions prohibit commercial wind and utility-scale solar projects, while allowing limited-scale solar construction. Personal wind and solar energy installations, such as those used at residences, are permitted.

The changes to the code were recommended by the Harvey County Planning and Zoning Advisory Board. The advisory board voted at its Oct. 17 meeting to approve updating Section 16.14, which sent the revisions to the Harvey County Commission for review.

In October 2022, the county commission revised its commercial renewable energy regulations to update language regarding setback distance, permissible locations, restrictions and financial protections. Later, the Planning and Zoning Advisory Board requested the county commission institute a six-month moratorium on commercial renewable energy construction.

The county commission put a six-month moratorium in place on Feb. 21. The moratorium was later extended on Aug. 1 to continue through Dec. 5, 2023.

Harvey County bans commercial wind, some solar projects

PRETTY PRAIRIE, Kan. — The projects connected with the&nbsp;$7.7 million bond that was approved by voters this spring for Pretty Prairie USD 311 are moving along well right now.

"It's all going really smoothly, you know, besides the noise interrupting some classrooms here or there," said USD 311 Superintendent Ashley Anderson. "Otherwise, it's gone according to timeline and everything. We've been really happy with all of that. They finished, the roofing material has been laid on our high school and our middle school, so they are moving to the grade school. Just the metalwork is all that's left high school and middle school. We're right on schedule."

They are already having meetings about what's next.

"We had a meeting last week about windows," Anderson said. "That won't be started until probably March, once they get all the materials here. Everything looks good in terms of project lists and our budget. We're coming in under budget on things so far, so we're happy about that."

The process is continuing for the inside work that will be done when they are finished with the roofs and windows.

"The other project, we've had an engineering team come out for our ag shop and science lab, because we're getting new electrical both places and ventilation in both of those classrooms and so, they've been out to work on that. We haven't seen plans for that, necessarily, but they have been out to get their structures all outlined. The ceiling in our auditorium, we haven't started on that. The plans for the gym have been submitted. It's with the engineering team right now, so those things are moving along. I think that's the project that everyone's the most anxious for."

Anderson did note that it is the largest project and has the most moving parts to it, so they are trying to be patient and let the engineering firm do their work.

Landmarks Commission to meet

HUTCHINSON, Kan. — The long-awaited public meeting on the future of the racetrack at the Kansas State Fairgrounds is Tuesday beginning at 5 p.m. at Dillon Hall in the Encampment Building.

Larned Mayor William Nusser said to the Hutchinson City Council last week, "We're kind of in a weird gray, that we're going to get proposals about future promotion, but we don't know yet if there's a racetrack to promote, so there's going to be an hour session there for public comments, but the meeting will be open with the proposals."

State Fair General Manager Bryan Schulz is not publicizing the number of proposals received prior to the Nov. 14 meeting, but he did tell Hutch Post via email that if the board wants to dive deeper into any proposals they think might be viable after hearing them on Tuesday, it would likely take a special session of the board on a separate day to do that.

State Rep. Paul Waggoner is looking forward to the meeting, as he posted on social media,&nbsp;

"The Fair belongs to the people of Kansas, and is ran for the benefit of the people of Kansas.  I am cautiously optimistic that the Fair board will justify that trust we have placed in them on Tuesday.

There are, as a backstop,  multiple actions the Legislature can pursue in January to weigh in on this issue.  I truly hope it does not become necessary for us to do so."

At this point, the next scheduled Fair Board meeting after this one is not until January and that would be too long to wait if they want to go forward with keeping the track.

Public meeting on racetrack Tuesday 

NEWTON, Kan. — After four years of planning, fundraising, volunteer projects, and construction, the R. Michael Rhoades Wetland&nbsp;Park (1012 SW 14th St.) will open to the public after a dedication event Nov. 30.

The dedication and ribbon-cutting ceremony will take place at noon. Activities for the public, including prairie&nbsp;seeding, will run until 3 p.m., weather permitting.

Parking is very limited (15 spaces), so carpooling is appreciated.&nbsp;Overflow parking will be available across the street at both Bridges Inc. and Source of Light.&nbsp;

In the case of inclement weather, the opening will be rescheduled to Dec. 5.

The development of this new City park was led by the Kansas Alliance for Wetlands&nbsp;and Streams. KAWS is a nonprofit organization founded in 1996, whose mission is to “Connect the&nbsp;Waters, Lands, and People of Kansas.”

The idea for the Wetlands Park was&nbsp;multifaceted: There was a desire for access to the property by the birding community; this section of the City of&nbsp;Newton has little accessible greenspace; the park is located between the heavily traveled northern and&nbsp;southern sections of Newton's trails system; and there was not a nature-focused park within Newton’s&nbsp;city limits.

The 7.2-acre park is adjacent to the City’s existing manmade wetlands. Those wetlands, which were built along with the Sand Creek bank restoration project in 2009, are fed by effluent water from the adjacent Wastewater Treatment Plant. The area is very popular with wildlife, especially waterfowl, and bird counts have logged over 150 different species at this location.

This new wetlands project is fed by stormwater runoff rather than effluent. Its public access includes an elevated boardwalk, interpretative signage, and protected views of the wildlife in the existing City wetlands.

The park also incorporates birding-by-ear elements for blind and low-vision park users and five&nbsp;custom bird murals.

A committed group of stakeholders have given their time and funding in order to transform the site into a dynamic, community wetland space:

R. Michael "Mike" Rhoades was born and raised in Newton and spent many years as president of Rhoades&nbsp;Construction Company. Not long before his death, Mike was determined to help others in his hometown. He&nbsp;established the R. Michael Rhoades Foundation to benefit many causes in the Newton community and&nbsp;across Kansas. Core to Mike’s legacy is the foundation’s investment in outdoor opportunities. Mike knew the&nbsp;impact that valuable outdoor experiences had on his life and sought to continue that for future generations.

Wetland Park in Newton set to open to the public

HUTCHINSON, Kan. — Saturday, November 4th, Hutchinson High School band, orchestra and choir students traveled to Goddard to audition for the South Central Kansas Music Educators Association (SCKMEA) Honors Groups. Of the 57 students who auditioned, 23 have been selected for Honors Groups.&nbsp;

Band and Orchestra performances will be held at Maize High School. Choir will perform at Maize South High School.

HUTCHINSON, Kan. — This Thanksgiving Holiday, make sure to buckle up. If you don’t make occupant protection a habit now, start a new tradition. 

From Saturday, Nov. 18 through Sun., Nov 26, 2023 the Hutchinson Police Department will join many other law enforcement agencies across the state, including the Kansas Highway Patrol, in the Kansas Thanksgiving Safe Arrival traffic enforcement campaign. 

 Although all Kansas Traffic Laws will be enforced, this extra provision will be actively enforcing the occupant protection laws. The Hutchinson Police Department will also provide education that serves as a reminder that buckling up saves lives.

Scammers pretending to be Reno County deputy

Rural America has always been inhabited by optimists. People who accepted living in remote corners of the country came with challenges and even a little loneliness. Maybe they didn’t have any better options, like the homesteaders who populated Kansas. Or maybe they understood they were trading one set of challenges for another and, like a weed, loneliness can take root about anywhere.

My recent travels have made it clear that nothing has really changed, at least in rural Kansas. The optimists are still there. So are the challenges, but the biggest problem is the same as it’s always been. There’s simply not enough people to fulfill all of the opportunities available in the small cities, unincorporated towns and farms that dot the landscape across the countryside.

Time after time, it’s the same story. Jobs are plentiful, but the bodies to fill them aren’t there. The jobs not being done are across all sectors and all pay scales, from professionals like doctors, lawyers and veterinarians to blue collar workers like truck drivers, plumbers and welders.

The journey to these shortages has been slow. As difficult as it is to attract someone new to a small town, it can often be harder to retain someone who already lives there. I’m a perfect example. It was always explicit I’d leave my small town to attend college. That was the message I heard from the time I started kindergarten until I graduated high school.

I assumed leaving was a one-way ticket because the chorus was leave and get an education. There was no verse encouraging me to return, and I’ve met plenty of colleagues with similar backgrounds who heard the same song. So, most of us left, got our degrees and went searching for opportunities elsewhere. We got married, had kids and settled into comfortable lives elsewhere.

I suspect this is partly because more populous places seemed more prosperous to those of us in our youth. Life was a lot less convenient as a teenager when the nearest movie theatre was 30 miles away and your favorite restaurant was a similar distance in the other direction.

We were searching for amenities our towns didn’t offer. No one considered why they weren’t available or what message was received by our wanting.

Maybe because I’m now older, I look at things differently. In my recent travels it’s evident people are noticing the little things and working to find solutions. There’s efforts to keeps schools open, secure the local grocery store or help an entrepreneur get established on Main Street.

The negatives of rural life are now treated as temporary obstacles that can be overcome. This includes recasting nothing as one of the key amenities of living in a small town, like no traffic, no waiting and no commute.

Reversing a generation or two of pessimism will take time, but I’m optimistic it’s possible. Maybe rural Kansas creates optimists rather than attracts them. Afterall, it’s tough to not be filled with hope after seeing all the opportunities available. Now we just need others to notice.

HUTCHINSON, Kan. — Hutchinson Correctional Facility (HCF) inmate 55-year-old Michael Rogers died at the facility Monday, according to a media release from the Kansas Department of Corrections.

 The cause of death is unknown and is pending the results of an independent autopsy.

Per protocol, when a resident dies in the custody of the Kansas Department of Corrections (KDOC), the death is under investigation by the KDOC and the Kansas Bureau of Investigation. The investigation is ongoing.

Rogers was serving a 354-month sentence for a conviction of one count of First-Degree Murder in Shawnee County, Kansas.

Inmate convicted of murder dies at Hutch Correctional Facility

HARVEY COUNTY—One person died in an accident just after 10:30 a.m. Monday in Newton.

The Kansas Highway Patrol reported a 2015 Ford Transit van driven by&nbsp; Nathaniael&nbsp;Gingerich, 22, Wichita, was northbound on Interstate 135 Frontage Road approaching Broadway Street. The van rear-ended a 2021 Freightliner semi driven by John Jason Augustus, 23,&nbsp;Natchitoches, Louisiana, that had entered the roundabout at East Broadway Street.

A passenger in the van identified as Dandre Lorenzo Jones, 20, Wichita, was pronounced dead at the scene and was transported to&nbsp;Sedgwick County Forensic Science Center. Gingerich had a minor injury, according to the KHP. They did not indicate if or where he was treated.

Augustus and a passenger in the semi were not injured. All four were properly restrained, according to the KHP.

HARVEY COUNTY—&nbsp;Speed is believed to be a factor in a fatal crash at the roundabout at Broadway and I-135 in Newton.

Just before 11 a.m. Monday, a semi-truck was northbound on the access road between First Street and Broadway and had stopped at the roundabout when it was rear-ended by a Stanley Steemer cleaning van. A passenger in the van was pronounced dead at the scene. Neither driver had any apparent injuries. 

Kansas Highway Patrol is conducting the investigation because commercial vehicles were involved. KHP is working on identification and notifications, and the investigation is ongoing.

The roundabout at Broadway and Interstate 135 will be closed for the next few hours.

KHP IDs man who died after rear-end crash in Newton

WICHITA, Kan. — The Kansas Leadership Center (KLC), a Wichita-based nonprofit,&nbsp;is partnering with the U.S. Chamber of Commerce Foundation and four chambers of commerce across Kansas – including the Hutchinson-Reno County Chamber of Commerce – to host a first-of-its-kind statewide civics competition.

At the National Civics Bee competition in Hutchinson, at least 1,000 local middle school students will participate in a first-round essay competition. Judges will select 20 students from their essays to go to the final round – a live quiz event testing civics knowledge that will take place on April 17 at Stringer Fine Arts Center. Each finalist will be recognized and the top three winners will receive a cash prize.

“We are thrilled to have the opportunity to partner with the KLC and the US Chamber of Commerce Foundation in an event that will engage students across the state to recognize the importance of civics and being an informed student and citizen. This is just one of the many ways that we have enhanced our workforce partnerships with school districts across Reno County and the region to ensure a future talent pipeline for our businesses and members,” said Debra Teufel, president and CEO of Hutchinson/Reno County Chamber of Commerce.

The top three winners of the National Civics Bee in Hutchinson, along with the top three winners from each of the other Kansas communities also hosting a National Civics Bee competition, will attend the National Civics Bee Kansas state finals the summer of 2024 at the Kansas Leadership Center.

Hutchinson Civics Bee winners to go to state at KLC

HUTCHINSON, Kan. — According to City of Hutchinson Parks and Facilities Director Justin Combs, the city is looking to help those on the south side of town with knowing if their trees are viable or not.

 </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. — According to City of Hutchinson Parks and Facilities Director Justin Combs, the city is looking to help those on the south side of town with knowing if their trees are viable or not."We received a quarter million dollar grant from the U.S. Forest Service for tree removal south of 11th," Combs told the City Council last week. "We have five years to spend the money, so we are going to evaluate where we have our highest pockets of dead trees and then come up with a process to get those eliminated."The intent is to let the current conditions stand for the moment while they do the overall study."We also know that we do have dead trees right now that we're getting complaints on south of 11th," Combs said. "We're being very cautious that, when we get those complaints about a dead tree that is the responsibility of the homeowner, we're not going to push the issue with that homeowner right now. I'd hate for us to force a homeowner to remove a tree and then a year later, remove their neighbor's tree that's dead, using grant funding."It isn't clear yet what the most efficient use of the dollars will turn out to be."I don't have all the details of how we'll use that funding at this point," Combs said. "We're going to spend this spring evaluating all the dead trees, basically everything south of 11th, so we can come up with a plan," Combs said. "Do we do it a couple years at a time and do small blocks? Do we just hire one big contractor and do it all at one time? We're going to be very systematic and very intentional about how we spend that funding. We've had the funding for a little while. It's a great grant.
