HUTCHINSON, Kan. — With the repurposing of the Yoder Charter School building coming up after this school year, Haven USD 312 Superintendent Craig Idacavage wanted to be clear that the closure of the K-8 center was a decision made after much deliberation.

"It certainly wasn't done on a whim," Idacavage said. "This is something that, the discussions have been happening even before I came to USD 312, as they have looked at enrollment trends and different things like that. As we came on, we looked at those last year. They have seen a decline in enrollment since COVID, certainly. About half of their kids have left that building. This year, it's dropped again. The board, after that Sept. 20 date, they wanted to start having those discussions again. As we started those discussions, we looked at assessment data, we looked at enrollment trends, we looked at all this different information to see, is this the best use of our resources in our district?"

The Board of Education still has to approve any future uses of the building, but there are some ideas that have already come to the front.

"Can we use those resources better to offer some other programs in Haven?" Idacavage said. "We're also looking at growing our early childhood center there in Yoder. The building itself won't close, it's just going to turn into more of an early childhood center."

Lots of options are still on the table for the Board of Education to consider.

"It's very, very early in these discussions," Idacavage said. "We're going to work with our early childhood at the RCEC. They're interested in putting some spaces in and using some of our space. We've talked to Head Start here in Hutch about opening up more Pre-K possibilities. Then, also, our daycare that we opened up this year in Haven, both our toddler and our infant rooms have long waiting lists."

Yoder Charter School will no longer be a K-8 center after the 2023-2024 school year.

Idacavage: YCS closure 'wasn't done on a whim'

HUTCHINSON, Kan. — Join Cosmosphere Friday, February 2, 2024, from 3 to 5 p.m. as they welcome former NASA astronaut, Dr. Tom Jones. Jones will sign his book, Space Shuttle Stories (published by Smithsonian Books), in the Cosmosphere’s Grand Lobby.

In addition to his public book signing, Dr. Jones will also observe educational activities for local school groups visiting the Cosmosphere, explore the Hall of Space Museum, and lend his expertise to the Cosmosphere’s STEM educational programming.

Thomas D. Jones, PhD, is a veteran NASA astronaut, scientist, author, pilot, and speaker. In more than eleven years with NASA, he flew on four Space Shuttle missions to Earth orbit – including STS-59, STS-68, STS-80 and STS-98. In 2001, Dr. Jones led three spacewalks to install the centerpiece of the International Space Station, the American Destiny laboratory and has spent fifty-three days working and living in space.

Former astronaut Dr. Tom Jones to sign his book at Cosmosphere

HUTCHINSON, Kan. — Hutchinson USD 308 Superintendent Dr. Dawn Johnson explained at Monday's USD 308 Board of Education meeting that the YMCA and the school district both feel like the direction toward a new building is happening, but there may be issues in getting it done.

"It's now state law that says the state has right of first refusal before we would do something with any other building that goes to another entity," Johnson said. "Right now on the docket Wednesday, there is a hearing on House Bill 2489, I think it is, which is amending that statute a little bit to make sure it's only talking about attendance centers. Right now, let's say we wanted to get rid of the warehouse, we couldn't get rid of the warehouse."

The district has a building that the YMCA wants to have go away so they can expand next to the Y's current building.

"Randy and I were going to meet and then the snowmageddon happened, or however that word would go," Johnson said. "Just to start looking at where we might pull those, IT department, Special Ed department and then the transitional learning center, where they might go in our district, if this would all come to fruition, that we would vacate the building."

Right now, the plan is still for the Y to do its expanding next to Hutchinson High School.

State statute could slow YMCA progress

HUTCHINSON, Kan. — The Hutchinson Housing Commission will welcome and get to know new members; Suz McIver and Nichole Waggoner at their meeting on Wednesday. 

They will also hear from the Sherwin Williams&nbsp;Paint Program Manager and receive oral reports on Featured Neighborhoods from Adam Stewart and the Hutchinson Land Bank from Jim Seitnater and receive updates from&nbsp;Interfaith Housing, SCKEDD &amp; New Beginnings on their ongoing projects.&nbsp;

The board will also go over an attendance policy and assign sub-committee work and look at the RBG Housing Assessment Funding not to exceed $25,000 from ARPA funds.

The&nbsp;Hutchinson Housing Commission will meet Wednesday at 3:30 p.m. in the City Council Chambers Workroom at 125 E. Avenue B.

Hutchinson Housing Commission to meet Wednesday

HUTCHINSON, Kan. — The Salvation Army of Reno County isn’t only about Food and Toys, It Is About Hope. Yearly, over 8,000 community members utilize the services at The Salvation Army. All are looking for hope.

One of the programs that most of the clients utilize is The Salvation Army’s Emergency Assistance Program. More and more since COVID are seeking help with emergency rental and utility assistance. “As the cost of living goes up, the more we are seeing families and individuals who have never had to seek assistance before. Rent has gone up, the cost of groceries have gone up, utility rates have gone up, and it’s overwhelming to so many families,” said Major Paul James.

Most churches and organizations are stretched thin with helping families and the funds are limited. Major James said, “It’s hard to turn people away when you know they’re in need. You want to spread the amount of money you assist with, but it’s hard to make an impact when an average monthly bill has increased so much in just a few years.” Our county had received federal dollars that has helped with food, housing, and utilities in past years, but those dollars weren’t allotted to Reno County this year. Your donations make an even greater difference this year, and can bring hope to thousands of people in our community.

The money raised during November to the end of January is a large portion of The Salvation Army’s annual goal and helps with their cash flow at this time of the year. With a week and a half left in January The Salvation Army has $75,000 left to go in order to reach its goal. This amount is down $30,000 compared to last year. Please donate to help bring hope to your community.

You may drop off donations at The Salvation Army’s office located at 700 North Walnut, or send your donations in their return envelopes from their mailers. There has been confusion with their Iowa return address, but please know that all donations get processed at a central facility and return to their Hutchinson, KS bank accounts.

Salvation Army looking for help to bring hope to Hutchinson

HUTCHINSON, Kan. — Central Christian School will be hosting their annual Hoops &amp; Hospitality night on Friday, February 16. 

This is a great time for prospective families to come and attend a basketball game and tour the school. It is a casual evening and includes free admission and a complimentary meal from the school’s concession stand for those who RSVP by Friday, February 9.

Current CCS families will host guests during the game to answer questions and share what they love about CCS. At halftime of either the girls or the boys game, guests can tour the school.

Families attending this event who apply for admission for the 2024–2025 school year before Friday, March 1, will receive a waiver of the usual application fee. Match Day is an opportunity for nonprofit endowments at the community foundation to grow exponentially, as the foundation will match individual gifts from a pool of $100,000. This year’s event will be in person from 10 a.m. to 6 p.m. May 1 at the Wiley Building, 100 N. Main St., in Hutchinson, and online at hutchcf.org.

All 501(c)(3) organizations, schools, churches, and governmental entities that have endowed funds at Hutchinson Community Foundation may participate by completing the mandatory Participation Agreement at <a href="http://hutchcf.org">hutchcf.org</a>. Deadline to submit an agreement is Feb. 13.

Those 501(c)(3) organizations that establish an endowed fund with Hutchinson Community Foundation with a $10,000 minimum before Feb. 13 may also choose to participate. Please contact Aubrey Abbott Patterson at (620) 663-5293 if you would like to establish an endowed fund.

Reno County nonprofits invited to participate in Match Day

When I was in grade school there were very few things I enjoyed as much as a good snow day. When school was called off, I got to play outside in the snow making snowmen and having snowball fights. It’s funny how things change over the years.

Then, when I was old enough to be useful help, Dad saw a snow day as a chance for extra chore help. This made the day not nearly as much fun, but it still beat the alternative of being in school. Snow days were tolerable and even enjoyable.

Fast forward to the present, snow days are not nearly as much fun. In fact, I really don’t like them. Don’t get me wrong, I do appreciate the moisture they bring. I just wish there was some way to get moisture without mud.

Snow and the cold associated with it just add another layer of difficulty to everyday chores and come with added stress and worry when it comes to the livestock I care for. I do have to stop and appreciate the beauty of the snow, but that appreciation is short lived when it comes to feeding and bedding livestock.

We know that in agriculture there is no such thing as a snow day. I always get amused when the local news advises everyone to stay inside, rest and relax when the weather turns bad. There is no rest and relaxation for those of us who own livestock.

Am I complaining about this, well, maybe a little, if I am going to be honest. Would I trade taking care of my animals, even in the worst of conditions, for another job? &nbsp;I wouldn’t trade this way of life for any other, no matter how demanding or uncomfortable it may be.

Our livestock come first, and winter weather means long days before the storm, preparing for it. Longer days during the storm as we make sure all the animals are cared for as well as we can and more long days after the storm making sure that we are ready for the next round of inclement weather.

Even when we are inside, warm and dry, our thoughts are with our livestock. I think I have spent more nights pacing the floors, hoping and praying everything is OK than I want to admit. We dedicate our lives to the care of our animals, and we should be proud of that.

We take care of what is entrusted to us without giving it a second thought, coming inside just long enough to warm up, change into dry clothes before charging back into the cold, ice and snow. All of this to ensure that our consumers can be assured they will be able to have their bowl of chili or lamb stew.

Caring for livestock may not be as cool as flying as fast as a speeding bullet or driving the Bat Mobile, but make no mistake, it is our superpower.

I do have to stop and appreciate the beauty of the snow, but that appreciation is short lived when it comes to feeding and bedding livestock.We know that in agriculture there is no such thing as a snow day. I always get amused when the local news advises everyone to stay inside, rest and relax when the weather turns bad. There is no rest and relaxation for those of us who own livestock.Am I complaining about this, well, maybe a little, if I am going to be honest. Would I trade taking care of my animals, even in the worst of conditions, for another job? &nbsp;I wouldn’t trade this way of life for any other, no matter how demanding or uncomfortable it may be.Our livestock come first, and winter weather means long days before the storm, preparing for it. Longer days during the storm as we make sure all the animals are cared for as well as we can and more long days after the storm making sure that we are ready for the next round of inclement weather.Even when we are inside, warm and dry, our thoughts are with our livestock. I think I have spent more nights pacing the floors, hoping and praying everything is OK than I want to admit. We dedicate our lives to the care of our animals, and we should be proud of that.We take care of what is entrusted to us without giving it a second thought, coming inside just long enough to warm up, change into dry clothes before charging back into the cold, ice and snow. TOPEKA, Kan. — U.S. Department of Agriculture (USDA) Rural Development Kansas Director Christy Davis on Monday announced that Rural Development is investing $2.8 million in renewable energy projects to lower energy bills, boost energy production and create jobs.

“Rural Development is helping farmers, ranchers and small businesses be a part of the clean energy economy and directly benefit from it,” Director Davis said. “These investments expand renewable energy infrastructure and save Kansans money on their energy costs that can be invested back into their businesses and communities.”

The details of the Hutch Post area projects are:

A $98,720 grant will help purchase and install a 149 kW solar array for Mackey &amp; Sons Inc. of Newton. The project is estimated to replace 187,991 kWh per year, enough energy to power 17 homes. Mackey &amp; Sons Inc. currently has 22 employees.

A $100,728 grant will help purchase and install a 180 kW solar array for Bold LLC in Hutchinson. This project is estimated to replace 158,385 kWh per year, enough energy to power 14 homes. Bold LLC currently has 85 employees. 

A $25,182 grant will help purchase and install a 13.5 kW solar array for Mid Kansas Marine and RV Inc. of Hutchinson. This project is estimated to replace 19,068 kWh per year, enough energy to power one home. Mid Kansas Marine &amp; RV currently has eight employees. 

A $216,000 grant will help purchase and install a 180 kW solar array for Ade-Wifco Steel Products Inc. of Hutchinson. This project is estimated to replace 277,933 kWh per year, enough energy to power 26 homes. Ade-Wifco Steel Products currently has ten employees.

Solar projects approved by USDA

MANHATTAN, Kan. — Secretary of Agriculture Mike Beam announced this week that Josh McGinn has been named Assistant Secretary of Agriculture at the Kansas Department of Agriculture. McGinn began serving in the role on January 22. &nbsp;

“The Kansas Department of Agriculture is fortunate to have the leadership and expertise that Josh brings to our team,” said Secretary of Agriculture Mike Beam. “His agriculture background and commitment to public service makes him a perfect fit for KDA. In particular, his work in the state’s Office of Rural Prosperity provides a perfect foundation for the support we offer the state’s farmers, ranchers, and agribusiness.”

McGinn will take a significant role in the legislative agenda for KDA, including research and analysis of legislative issues and developing and supporting the legislative priorities of the agency. He will also assist the Secretary on development of agricultural and rural development issues and policies that can improve the landscape for Kansas agriculture. He looks forward to this opportunity to advocate for Kansas farmers and ranchers on issues affecting the agriculture community at the state and federal level.

McGinn has been part of the Kelly administration for nearly five years, serving as one of the first employees of the Office of Rural Prosperity and then as a Senior Policy Analyst and Deputy Director for Budget and Policy. He most recently served as Policy Director within the Governor’s Office.&nbsp;&nbsp;

McGinn grew up on a fifth-generation farm outside of Sedgwick, Kansas, where his family farms dryland and irrigated crops with recent expansion into specialty crops and agritourism. He attended Kansas State University where he earned a bachelor’s degree in English with minors in history and leadership studies.

McGinn named Assistant Secretary of Agriculture

HUTCHINSON, Kan. — The trial for a Wichita man who is charged with abducting a woman in Wichita and then trying to kill her at Cheney State Park and wounding a child has been continued again.&nbsp;

Paperwork was filed January 18 rescheduling the trial of Kamden Campos to Feb. 27 at 9 a.m. in Division I at the Reno County Courthouse.

Campos is facing 12 counts including six counts of attempted first degree murder one count of kidnapping, three counts of aggravated battery and two counts of criminal threat.

The six counts of attempted murder and the single kidnapping count carry sentences of up to 55 years in prison if Campos is convicted.

Campos was arrested after allegedly abducting a woman and her family in Wichita. They drove out to Cheney Lake. When the woman tried to escape in a vehicle, Campos allegedly shot at the vehicle hitting a 2-year-old girl.

The woman drove into Sedgwick County where she called 911. The child survived.

Reminder: No County Commission this week

HUTCHINSON, Kan. — For just the third time since 1980, the State of Kansas will hold a Presidential Preference Primary in March.

"Normally, the parties do their own caucus, sort of like what Iowa and New Hampshire is doing and then choose how their delegates are going to be allocated," said Kansas Secretary of State Scott Schwab. "The clerks and I take a little bit of redemption saying that both the chair of the Democrat Party and the Republican Party, their chairs ran against me in the 2022 election, saying we didn't know how to run elections in Kansas and then they asked us to run one for them."

The&nbsp;Presidential Preference Primary will be March 19. Each Party still has to officially ratify their plan to divide delegates, but the proposal for Republicans to vote on is a winner take all primary, where all 39 delegates would go to the top candidate, the Democrats, if they approve their proposal, would allocate their delegates proportionally to the voting on the March 19 ballot. You do have to register with a party to vote in its primary.

"We'll do what the legislature tells us to do," Schwab said. "They've basically said have the government run it. I'm not a big fan of the government running a party activity but that's basically what this comes to. The reason why it's called a&nbsp;Presidential Preference Primary is because whoever you choose, normally you win the primary, your name is on the ballot, whoever they choose March 19, they may not be on the ballot."

By that Schwab means that the person on the ballot is determined by getting a majority of all the delegates from across the country and Kansas does not, by itself, own such a majority.

"It will feel the same as a regular election," Schwab said. "You'll go out and vote, most likely at the same places you normally do a normal election. There will be early voting, you can vote advance by mail or in person on election day, as well. The deadlines are a little bit shorter than usual. You can go to <a href="https://sos.ks.gov/elections/elections.html">votekansas.gov</a>&nbsp;to get all the information that you'd need about that. If you have an opportunity to vote, please do so."

If you are affiliated with a party other than the Republicans or Democrats or if you are unaffiliated and you want to change that so you can vote in one of the primaries, the registration is due by Feb. 20.

Kansas to hold Presidential Preference Primary in March

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann admits the process to get to a new five-year Farm Bill has been slower than the melting of the snow in his district, but at least there are some signs of an eventual thaw, even if only in the forecast.

"Pretty good text is put together on the House side," Mann said. "It sounds like that it might come to the committee here in the next few weeks. On the Senate side, they are behind the House side, so there's quite a bit more work to do, but I'm cautiously optimistic that it's going to start moving here and we're going to get something done."

The current farm bill has been extended until September 30, 2024.

"First in is good," Also, on a conference committee, they have a House version and a Senate version. They come together in a conference committee. The conference committee rotates every farm bill on if it's the House's turn to chair it or the Senate's turn to chair it. It's the House's turn to chair the Farm Bill conference committee this year, which is a really, really big deal."

That means that Republican House Ag Committee chair&nbsp;Congressman Glenn "GT" Thompson from Pennsylvania will be in charge. Thompson visited Kansas in 2022.

"We've got to do the work," Mann said. "It's got to move in the House and Senate to get to that point and that's what we're working on right now."

The question is how fast can they get that work done before everyone in the House and 1/3 of the Senate all has to run for office again in the fall of 2024.

Library in Newton coming down the home stretch

HUTCHINSON, Kan. — It is still early in the legislative session, but there are a few educational issues that Dr. Dawn Johnson at Hutchinson USD 308 is following in particular.

"I do think there is some local control that seems to be slowly disappearing for local school boards," Johnson said. "I think the idea that right of first refusal of buildings...if I had someone come into town and say, you know, we'd really love to take Midtown, buy Midtown from you, which is a building downtown, because it's a great historical building, we'd like to put an office there, right now, the state gets the right of first refusal to buy that building."

This could complicate the issues USD 308 is already facing regarding its buildings and their future use, especially if the district would want to combine their middle school grades and build new, but in a larger footprint than either of their current middle school facilities, it would make it hard to divest those buildings, if that were found to be useful. Also, the way that open enrollment is structured in the latest law is difficult for some districts.

"Open enrollment, we'd like to see that go back away," Johnson said. "Property taxes are tied to helping pay for public education. When you start having open enrollment, a little bit of that starts to become a little bit more nebulous and harder to make sure we're getting the right funding for schools."

In addition, there is the ongoing issue of special education underfunding, which all the districts Hutch Post has spoken to believe is a huge problem that takes money away from general education kids, as well, because of having to comply with federal mandates with mostly state money.

"For us, we spend about $11 million on Special Education," Johnson said. "We get reimbursed for that, according to the statute. We only get reimbursed $7 million for that. About $4 million that should be going to general fund, we're having to transfer those moneys over to pay for the costs that are not being covered by the state."

Hutchinson was one of the Schools For Fair Funding plaintiffs in the Gannon lawsuit. Johnson notes that even though the legislature appears on one hand to be complying with that decision specifically, they are undermining that funding by not following the Special Education statute the way it is written.

Johnson: Several education topics to watch in legislature

HUTCHINSON, Kan. — The Hutchinson YMCA wants to have $20 million pledged for its new facility before breaking ground. David Foster told Hutch Post on Friday they are about halfway to the fundraising goal, so they are hoping to get plans before long.

"We'll probably see those here internally here rather soon, to the public a little bit further down the road," Foster said. "Not that long, because we're hoping to be at the end of our fundraising goal by the end of May."

That would make it possible to see actual construction within the calendar year.

"If everything goes as planned, there should be a lot of moving parts," Foster said. "A lot of things have to happen, but so far, everything's looking rather positive for that. We're going to keep our fingers crossed and heads down and keep moving in that direction."

Advisory Board Chair Shane DeWeese is looking forward to opportunities in the new facility.

"We want to offer more programs," DeWeese said. "We offer classes like the Parkinson's class, which is free for any community member, people struggling with Parkinson's Disease. We offer other classes for cancer survivors to help with their physical needs, as well. We can do that on a broader scale. It appeals to me to have a larger pool. I'm also a swim coach in our community. We want more lane space. We want more people to be able to share those kind of facilities. More opportunities for everybody."

The new building will be generally in the YMCA's current footprint next to Hutchinson High School.

YMCA about halfway to pre-groundbreaking fundraising goal

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said that the Federal Reserve may reduce interest rates this year, but it won't be by a lot, all things considered.

"The Fed has sort of indicated maybe two or three rate cuts this year," Goss said. "That would be 75 basis points or three fourths of one percentage point. Unfortunately, in my view, investors out there are saying, oh they are just kidding, they are going to do seven or eight. The only reason we would see seven or eight rate cuts in 2024 would be if the U.S. economy moves into a recession."

Goss isn't sure that will happen, as though growth has slowed, especially in the Midwest, it isn't clear if it has stopped entirely or not.

"At this point in time, it's looking more like very slow growth," Goss said. "That's true across the board, not just coming out of our survey, but other surveys are indicating the economy is slowing down, but still not a recession."

The Fed has also decided to keep things quantitatively the same for a bit.

"Instead of reducing the money supply, which they had been doing, they are going to hold it flat," Goss said. "That just means long term interest rates are not going to go up quite as fast as most economists expected them to go up."

That should at least give some certainty to longer term borrowers for a little while.

HUTCHINSON, Kan. — January’s Allen Samuels CDJR Teacher of the Month is Diana Harmony. She is a first grade teacher at Union Valley Elementary School.

Harmony has spent the last 10 years at Union Valley.

"When they are young, they still have this love for learning," Harmony said. "They love finding out new things. Even the smallest new thing that they find out is super exciting to them."

Harmony has been in lower elementary her entire time in the Buhler district, doing kindergarten and intensive reading teaching at different times before ending up in first grade in recent years. Harmony said there is a little bit of difference between kindergarten and first grade teaching.

"By first grade, there's more curriculum stuff academically that they need to learn," Harmony said. "They have the social skills a little bit better in place, but we still have to teach that part."

They got a chance to work on some of those social skills as Harmony's class received pizza from Pizza Hut and ice cream from Braums as part of her award.

"The rest of the stuff, the reading and the writing and the math, that, we can get to them, if they have those other social skills and those soft skills already in place," Harmony said.&nbsp;

Harmony was nominated by Gayla Stallknecht, “Diana is very caring and always wants the best for each and everyone of her students!”

The 2024 PACE Race marks the seventh year for the event, which benefits the Bluestem PACE Good Neighbor Fund to provide financial assistance to program participants in the event of unexpected circumstances. It also assists Bluestem PACE in providing the highly coordinated, integrated medical, social, physical and personal care.

&nbsp;The PACE Race is a flat course that begins and ends near the Bluestem PACE McPherson location at 113 S. Ash Street. The route winds through the central part of the McPherson community.

“We’re so grateful for the support of the local communities that help Bluestem PACE provide top quality care to participants and allow an older population to live in the comfort of their own homes,” said Bluestem PACE Executive Director Emilie Rains.

The 2024 Bluestem PACE Race is funded in part by a grant from the McPherson Convention and Visitor’s Center, as well as other local businesses and individuals.

McPherson Bluestem PACE Race taking entries

WICHITA, Kan. — The National Weather Service office in Wichita, KS has released the&nbsp;<a href="https://www.weather.gov/ict/spottertalks" target="_blank">schedule</a>&nbsp;for the annual Storm Fury on the Plains presentations if you haven't already seen it on&nbsp;social&nbsp;media.

They are starting about a week earlier than usual with&nbsp;the presentations focused in February and March.&nbsp;&nbsp;

The Reno County presentation is Thursday, Feb. 8 at the&nbsp;Fire Command and Training Center at 3201 E. 4th Ave in Hutchinson.

They are starting about a week earlier than usual with&nbsp;the presentations focused in February and March.&nbsp;&nbsp;The Reno County presentation is Thursday, Feb. 8 at the&nbsp;Fire Command and Training Center at 3201 E. 4th Ave in Hutchinson.The&nbsp;Harvey County presentation is Thursday, Feb. 22 at the Newton USD 373 Administrative Building.The McPherson County presentation is Thursday, March 21 at the McPherson Community Building at 122 E Marlin.The&nbsp;Kingman County presentation is Thursday, March 28 at the&nbsp;Kingman Activity Center North Room.Meteorologists from the National Weather Service office in Wichita will be presenting information that will help prepare storm spotters and weather enthusiasts for the upcoming storm season.
