HUTCHINSON, Kan. — Bill Medley is coming to Hutchinson Friday night at the Fox Theatre and he reflected on how the Righteous Brothers got started nearly six decades ago.

"Bobby Hatfield had a band, I had a band," Medley said. "We had a mutual friend that was working in Vegas all the time and he wanted to come back to Orange County and put a band together that could get a lot of work. He took Bobby and Bobby's drummer and myself and my guitar player and put us together. Boy, and it was fun. Every night, singing with Bobby, it was just fun. Bobby and I were just raised on exactly the same music. I didn't meet Bobby until I was 21. A record company came in, a friend of mine owned a local record company and we sang a song I wrote, Little Latin Lupe Lu. He said, boy, I love that song. Why don't we record it? So, we did. Then we needed a name."

That name came from some of their first fans.

"There was an El Toro Marine base," Medley said. "A lot of the Black Marines heard that there was these two guys down at the club singing Rhythm and Blues, so a lot of the Black Marines started coming in. If you saw a great, say a '55 Chevy, us White guys would say, boy, what a cool looking car. The Black guys would say, boy, what a righteous looking car. If they liked you as a friend, they would call you a brother. So, sometimes, coming to work, they would say, hey righteous brother, how you doin', which meant good friend. I think it was Bobby in the studio, he said let's just call ourself what the Marines have been calling us, the Righteous Brothers."

One of their biggest hits is a song they weren't sure would be big, You've Lost that Lovin' Feeling.

"We didn't necessarily think it was a hit record," Medley said. "It was too long and too dramatic and I sounded like I was singing on the wrong speed. In those days, bass/baritone voice wasn't used a lot. But, I think everything that was kind of wrong with it made it right."

Medley bringing Righteous Brothers to Hutchinson Friday

BUHLER, Kan. — As part of the Reno County Child Care Task Force, Buhler Schools has secured a portion of the Accelerator and Innovation Grant for almost $600,000.&nbsp; 

This money is dedicated to building a daycare facility at Buhler Grade School and at Plum Creek Elementary.&nbsp; Each facility will have 39 slots for children from birth to 3 years old.&nbsp; The need for child care is critical in the community and USD 313 is proud to be part of the solution to serve staff and families.&nbsp;&nbsp;

As part of the grant, local entities must raise a percentage of matching funds.&nbsp; The Buhler Education Foundation has committed to partnering with the school district to raise $150,000. 

The fundraising plan and opportunities to donate will come out in the upcoming weeks.&nbsp; Please consider making a tax deductible donation that can help generations of families secure loving and consistent daycare.

Reno County receives childcare grant, Buhler looking for donors

HUTCHINSON, Kan. — The Supreme Court is expected to release its ruling on the legality of President Biden’s student loan forgiveness plan in the coming days. Kansas First District Congressman Tracey Mann is hoping that the court reinforces the power of the purse for Congress.

"When the administration issues an Executive Order, Congress can move to strike it down, through what is called the Congressional Review Act," Mann said. "Last week, I voted to strike down what President Biden is trying to do there. The legislation to strike down that Executive Order passed on a bipartisan measure. It's a pretty widespread rebuke of what the President is trying to do."

The idea is that if student loan forgiveness should be done, it is the purview of those who authorize spending, not of the executive branch.

"President Biden's stroke of the pen is trying to wipe off up to $15,000 of student debt for folks, which is incredibly unfair to all the other taxpayers who are footing that bill, not to mention those that worked hard and already paid off their student loan and also those that never took out student loans in the first place."

Mann has been back in Kansas holding town halls throughout the Big First District this week.

Mann: President shouldn't 'forgive' debt without Congress

Today's "Throwback Thursday Collection" takes us to the northeast corner of East Second Avenue and North Elm. 

In 1901, D.E. Richards started selling candy out of the back of a feed store on Main Street. In 1902, he formed a partnership with A.R. (Rube) Scheble and built a three-story building at 400 E. 2nd. The Richards-Scheble Candy Co. was born. 

On the night of July 2, 1911, the candy factory burned completely to the ground. The first photo shows the residue from the next morning.

Poor water pressure caused the fire department big problems and the cause of the fire was unknown. They were well insured and vowed to rebuild even bigger and better. 

In 1912, they rebuilt the factory. The second photo shows the new structure in 1929 after an addition was added.

The third photo shows the candy packaging room with workers about 1930.

On Jan. 30, 1934, Rube died mysteriously at night in an elevator accident. Eventually, other family members and decedents took over the management of the business. The Candy Co. closed for good on July 4, 1954. 

The building was taken over by the Can-A-Pop Beverage Co. but only operated for two years. From 1958 to 1978, the Zephyr and Western Mfg. companies operated from here. 

In 1992, Chuck's Sheet Metal and Lee Contractors resided here. The fourth photo shows the building today at 400 E. 2nd, owned by Basil Wilson. His family also resides there.

HUTCHINSON, Kan. —&nbsp;<a href="https://hutchpost.com/posts/f2082b6f-34b7-4097-a926-b87581e9f60a">Friday is the celebration of the Hutchinson Public Library's 60th Anniversary as a&nbsp;Federal Depository Library</a>.

The 60th anniversary celebration will have cake from Holly's Sweet Treats in Hutchinson, ice cream, and more activities.

Additionally, there will also be a historic photo display featuring the library and Downtown Hutchinson from the Reno County Museum. 

Dillon Nature Center and the Cosmosphere will also be part of the celebration with activities and information inside the library on the second floor. 

Live music from the Hutchinson Mountain Dulcimers will be in the Kansas Room.

Whether you are researching Congressional reports, Supreme Court decisions, Kansas laws, election results, fiscal budgets, consumer information, or NASA projects, you will find helpful information in the documents collection at the Hutchinson Public Library.&nbsp;

Most items can be checked out for a three-week period and there is no charge to access federal depository information.&nbsp;

Reminder: Anniversary Celebration at Library Friday

HUTCHINSON, Kan. — For Kara Vaughn, a college student and substitute art teacher at HMS-7 in Hutchinson, she is still amazed at how her art has become something that has gone from the sidewalk to the world.

"I started on TikTok just for fun with 400 followers," Vaughn said. "Once that video took off, I'm now sitting at almost half a million followers on TikTok. In light of a conversation that I had with my landlord's wife, she mentioned that she didn't see any chalk art throughout town. It inspired me to ask TikTok if I should organize a Chalk The Town event in my area to bring the community together and to make a positive of the situation."

The Chalk The Town Scavenger Hunt will be going on Sunday, July 2 in Carey Park from 10 a.m. to 6 p.m.

"Families will get to go to different locations on the map and get a passport stamp on a piece of paper that spells out the word CHALK," Vaughn said. Then they'll get to exchange that for prizes at the end."

There will be food vendors and music at the Hutchinson Zoo from 10 a.m. to 8 p.m.&nbsp;

Artists can check in at each of the sites from 10 a.m. to 2 p.m. after 2 p.m., check in will be at the Zoo only.

Vaughn will be doing chalk demonstrations at each of the three entrance sites, on Carey Park Blvd at 10 a.m. at the Zoo at 2 p.m. and on Plum Street at 5 p.m.

Prize Drawings will take place at the zoo at 6 p.m. for those who have gone to the five sites to have their card filled out. Vaughn wants to get the community involved in bringing beauty to town, even if it is temporary.

"I did it with my students," Vaughn said. "I also run a gaming club, so I love characters and things like that. That's what inspired me to go ahead and start doing chalk art on my own and test the skills and see how much I could develop it, in that sense."

Vaughn now does most of her video work where she has been asked to chalk or at her parents and not in any of the areas where her landlord has asked her not to.

Viral artist invites Hutchinson to Chalk The Town this weekend

RENO COUNTY, Kan. —&nbsp;The Reno County Commission passed a new fireworks resolution 2023-12, repealing the former one 2012-30, during their meeting Tuesday, June 27. 

At the last joint city/county meeting with the City of Hutchinson, Commissioner Randy Parks suggested both bodies consider reviewing their fireworks policies. 

The City of Hutchinson will now allow consumer fireworks during the 4th of July Holiday. The&nbsp; resolution that was passed adopts the same policy as Hutchinson for unincorporated areas of Reno County. The resolution keeps in place other county fireworks policies.

Fireworks can be used in the City of Hutchinson and unincorporated areas of Reno County from 8 a.m. to 11 p.m. on June 30 through July 4. Fireworks emitting a shower of sparks more than six feet are now allowed under the amended county resolution. The new resolution keeps in place the ban on bottle rockets and aerial luminaries.

During the county commission meeting, Megan Davidson, Director of Reno County Solid Waste, reminded citizens how important it is to safely dispose of fireworks.

Five steps to safely dispose of fireworks are:

1. Allow fireworks to cool for one hour before handling.

2. Fill an appropriately sized trash can halfway up with water.

3. After one hour, place all used fireworks, including duds and sparklers, into the trash can with water.

4. Let the fireworks soak overnight in the water-filled bin away from structures.

5. Wrap or double wrap the fireworks in a plastic bag so they can’t dry out. Transfer them to your regular trash bin for pickup or take them to your local solid waste facility for disposal.

Reno County reminds citizens: Safely dispose of fireworks

KANSAS CITY, Mo. — Dixon Land from the FBI's Kansas City Field Office responded to an email inquiry from Hutch Post with their current statement on the case of letters sent to members of multiple state legislatures.

"The FBI is investigating a series of suspicious letters sent to a number of public officials. 

"Some of the letters contained an unknown substance and we are working closely with our law enforcement partners to respond to each incident and safely collect the letters. 

"Laboratory testing is ongoing but at this time has not indicated a risk to public safety. Additional testing will be needed to fully identify the unknown substance in the letters.

"Law enforcement and public safety officials are working to determine how many letters were sent, the individual or individuals responsible for the letters, and the motive behind the letters. 

"As this is an ongoing matter, we will not be commenting further regarding our steps or methods, but the public can be assured that law enforcement will continue to keep the public's safety as its top priority.

"The FBI would also like to remind everyone to exercise care in handling mail, especially from unrecognized senders. If you see something suspicious, please contact law enforcement immediately.

The threatening notes were sent to around 100 legislators in Kansas and additional mail has been sent to lawmakers in Montana and Tennessee. 

The letters appear to have been sent generally to Republicans.

FBI continuing investigation into letters sent to officials

NEWTON, Kan. —&nbsp;At their Tuesday night meeting, the Newton City Commission approved an agreement with USGA to host the 2024 U.S. Adaptive Open at Sand Creek Station Golf Course.

KemperSports regional manager Chris Tuohey, who serves as Sand Creek Station’s general manager, said hosting the tournament was one of the most illustrious opportunities in golf.

“This Championship is going to change lives – for the players, for our community, for our company at KemperSports,” Tuohey said. “We can’t thank the United States Golf Association enough for giving us this opportunity.”

Greg Sanfilippo, USGA senior championship director, said the USGA created the U.S. Adaptive Open to give golfers with disabilities the opportunity to play for a national championship.

The U.S. Adaptive Open includes 96 players, including at least 20 women. The players have one or more eligible impairments, such as limb deficiency, short stature, vision impairment, or intellectual impairment. All players must have a Handicap Index® of 36.4 or less and have a WR4GD Pass (World Ranking for Golfers with Disability).

Sanfilippo described the Championship as an event on the level of the U.S. Open or U.S. Women’s Open. The Golf Channel provides some live coverage.

The 2024 Championship is planned for July 8 through July 10, 2024. The City’s agreement with USGA lays out each party’s responsibilities for planning and hosting the event. The City’s financial commitment will be $200,000 to $250,000, with the USGA contributing about $950,000. The City of Newton will work with the Central Kansas Community Foundation to set up a fundraising mechanism to support the players and the tournament itself.

The inaugural U.S. Adaptive Open was held in 2022 at Pinehurst Resort &amp; Country Club in North Carolina, and this year’s Championship will be July 10 through July 12 at Pinehurst.

The last time Sand Creek Station hosted a USGA event was in 2014, when the course held the final U.S. Amateur Public Links Championship. Like that event, the U.S. Adaptive Open will offer many opportunities for residents to volunteer to help.

Newton to host U.S. Adaptive Open in 2024

BUHLER, Kan. — The Buhler Chamber of Commerce is holding a&nbsp;raffle fundraiser to benefit&nbsp;Carla Goertzen. 

Goertzen is a fourth grade teacher at Buhler Grade School. The goal of the fundraiser is to get Goertzen a prosthetic leg. She had to have her leg amputated to treat cancer.

The prize is a backyard BBQ package with over $2000 in value.

Tickets are $20 or 6 for $100. Only 1000 tickets will be sold. The items are on display at Bartel Kitchen and Bath in Buhler. The winner will be announced July 9 at the Buhler night at the Monarchs game.

HUTCHINSON, Kan. — Local non-profit occupational therapy practice Clothed in Compassion is holding their first #MoveWithCompassion weekend virtual event on July 15 through July 16. 

Registration is $25 per adult or $10 per child from 10-18 years old. 

You can also make a donation in addition to your registration fee when you <a href="https://givebutter.com/MoveSummer23">sign up online</a>. When registering, if you would rather not "tip" GiveButter, choose "Other" and input 0 as the amount.

Every registered participant will receive a special #MoveWithCompassion silicone wristband. You will also receive a printable "bib" to wear (if you want!) when you complete your activity. Your registered "ticket" name(s) will be used to create your bib(s), which the practice will mail to you with your wristband.

Clothed in Compassion is encouraging donors to get active for at least half an hour on either July 15 or July 16. Ideas for activities include:

Yoga or pilates in your living room or bedroom

Walk, run, roll, or bike outside (stay hydrated and wear sunscreen!)

Active play time with your family inside or outdoors

HUTCHINSON, Kan. — The City of Hutchinson is hosting this year's community Fourth of July celebration on July 4th at 9:45 p.m. at the Kansas State Fairgrounds parking lot at 23rd and Plum. The firework display is free and open to the public. No vehicle access will be allowed inside the 23rd and Plum parking lot except for public safety vehicles. All other Kansas State Fair parking areas will be open and free to the public.&nbsp;&nbsp;&nbsp;

For safety reasons, the use of personal fireworks on the Kansas State Fairgrounds property is prohibited before, during and after the fireworks display.

HUTCHINSON, Kan. — The bonds for the Sports Arena are still scheduled to be retired in mid-2024 if the Hutchinson City Finance Director is able to keep to her plan.&nbsp;

"I am working with bond counsel on this right now," said Angela Richard. "The City Council will have to approve the early payoff, so it may be on the agenda sometime soon."

The original intent was to retire a little less than $2.5 million in bonds by the end of this year and finish the rest out in mid-2024, but because of changes in interest rates and increases in collections due to inflation, Richard does not yet have the specific number.

The .35% sales tax was approved by voters in 2015 to fund the $29 million renovation project. The tax was originally expected to generate about $300,000 per year.

Sports Arena additional payment still planned

HUTCHINSON, Kan. — Reno County Administrator Randy Partington told Hutch Post Wednesday that the budget discussions from the Board of County Commissioners Tuesday resulted in more cuts than he had originally proposed.

"The actual number to get to the Revenue Neutral Rate was $1.3 million," Partington said. "They did make cuts in different departments, different areas, different outside agencies to come in at the 35.764 Revenue Neutral Rate."

"It moves it up about a month," Partington said. "The County Commission has to adopt and notify the County Clerk of the official budget by August 25, compared to October 1 if they had exceeded the RNR. We'll have a public hearing, probably at the middle of August to adopt a budget."

Much of the cut was a reduction in 2024 raises for county employees.

"They cut the level of pay increase," Partington said. "I had asked for 5% cost of living and 3% pay for performance. Each 1% is $200,000. They cut it down to four and a half total, so they saved about $800,000 just in that cut. That was the pay increase that current county employees will get next year is four and a half percent instead of the 8%. Then they made other cuts, a couple of departments that had asked for additional staff, they cut the number. They gave some of the additional staff."

As an example, Partington has been told to cut $55,000 from the request for his own department, but they left how to do that up to him. Also, the Commissioners trimmed about $310,000 off the amounts disbursed to outside agencies from the 2023 numbers.

Reno County to be revenue neutral in 2024

HUTCHINSON, Kan. —&nbsp; If you see non-emergency issues that need City of Hutchinson attention, such as potholes, graffiti, traffic signal/sign problems, code violations, and the like, Hutchinson Mayor Jon Richardson wants you to let the city know <a href="https://www.hutchgov.com/507/SeeClickFix">online</a>.

"There's a program on the city website called&nbsp;SeeClickFix," Richardson said. "You can report issues like this and it puts it on a map. It also allows department heads to trace where these issues are and then address it. It changes colors as it's been looked at, it's been assessed, it's been handled, it's been closed out, as far as a complaint ticket."

The City will acknowledge newly submitted issues and forward them to the appropriate City departments to take care of the requests. You will receive email updates and can come back to the City's website to check the status of submitted issues.&nbsp;

"It shows a map of the city and different types of issues," Richardson said Wednesday. "I pulled it up right now and there's a dirt alley maintenance grading and repair issue on 8th. It goes through, is it new, has it been looked at, has it been worked on, has it been closed out, so you can see progress. It gives better traceability on these issues."

Railroad crossing still closed in McPherson Wednesday

BUHLER, Kan. — The Buhler Community Foundation awarded a grant of $10,000 from the Fund for Buhler to save the Wheatland Park Gazebo.

The Wheatland Park Gazebo was built in 1988 in a joint effort between the City of Buhler and Buhler’s Kiwanis Club to commemorate the Buhler Centennial.&nbsp; It has become a landmark in Buhler and been the site of many community events.&nbsp; In recent years, the gazebo’s condition has deteriorated requiring urgent repairs to maintain its safety and usability.

The Buhler Community Foundation is proud of the history and cooperation represented in the gazebo and is excited to support the restoration efforts.

Established in 2009, Buhler Community Foundation is a 501(c)(3) nonprofit organization whose mission is to inspire philanthropy, collaboration and innovative leadership to strengthen the community.

Fund for Buhler to save Wheatland Park Gazebo

RENO COUNTY — The Board of County Commissioners approved an item to keep methane gas emissions in compliance with EPA and KDHE regulations as part of its meeting on Tuesday.

Reno County Municipal Solid Waste Landfill Facility conducts quarterly surface methane emissions monitoring at the landfill as required by EPA and KDHE. Surface emissions monitoring consists of using a calibrated instrument to scan the landfill cover and penetrations (such as around gas wells, sumps, etc.) for methane leaching through the cover and into the atmosphere. The threshold for a reportable exceedance is 500 parts per million.

After an initial exceedance, corrective actions (such as adjusting the waste cover or turning up the surrounding wells) are taken. The location is re-monitored within 10 days and again 10 days after that (if the first 10-day re-monitoring resulted in an exceedance). All locations are monitored again for a one month recheck.If three exceedances are detected at a location in one quarter, then a notification is submitted to KDHE and – in accordance with 40 CFR 63.1960 (c)(4)(v) – a new well must be installed within 120 days of the initial exceedance.The facility can submit an alternative remedy request in lieu of installing a new well. Two locations have had three exceedances in a quarter resulting in a notification being submitted to KDHE. In the third quarter of 2022 a notification was submitted to KDHE for Well 63, and in the fourth quarter of 2022 a notification was submitted for Well 78."There's six new wells total that we will be re-drilling," said Megan Davidson, Landfill Director. "Some of these wells, they have what we call, watered in. We have to pump these wells and get the water out of these wells. We're going to put pneumatic pumps inside these wells that will actually pump themselves so we don't have to manually pump the wells ourselves and do all the manual work that goes with it. There's a lot of new linear footage of pipe that we'll have to put in with these, as well, to help on the flow of the methane. It's an older well field, within time, it creates problems. It's just part of maintenance of a gas collection system."The RFP for companies to potentially use the methane generated by the gas collection system is still out, but Davidson said nothing they are doing will get in the way of that."When we get all of that back, a developer wouldn't want to have to come in and fix it," Davidson said. "It could help on the methane generation, yes, what we've got for methane and what's going in on the wells. It just depends on what developers we get and what they want to do with it."The cost of the project is not to exceed&nbsp;$532,077.
