HUTCHINSON, Kan. — The Board of County Commissioners approved issuing around $5.5 million in Industrial Revenue Bonds at their meeting on Wednesday for APAC Kansas, Inc., formerly known as APAC Shears.

"We office out of here," said Shawn Riley with APAC Kansas. "We've been officing out of here for, next year will be 150 years. This company was started by Jay Shears back in 1874. We love the community. We've been a big part of the community. We employ a lot of people in the community. What we do is, we build roads. We don't build offices. That's not something we typically do. I've been with APAC for 36 years and this is the first opportunity we've had to actually build an office. We're pretty excited about it."

The building for APAC will be at the corner of G Avenue and Airport Road on property they currently own and that is located outside the city limits of Hutchinson.&nbsp;

"These IRBs are only being done to offer a property tax exemption on the new facility," said Sarah Steele with Gilmore &amp; Bell, the bond counsel for the transaction. "It's not going to take anything off the tax rolls, and to offer a sales tax exemption on all of the materials being acquired for construction, plus any furnishings, things like that. They'll be able to use the sales tax exemption to get the project constructed, up and running, and then it terminates."

Debra Teufel with the Hutchinson/Reno County Chamber of Commerce spoke in support of the IRBs.

"We're really pleased that APAC is choosing this location to do this for a number of reasons, not just the investment and the jobs," Teufel said. "This is a division headquarters that allows them to bring people in to the community for training. They have several hundred employees across the state of Kansas and the region. This will be a place that, once they get it built out, they will be able to bring in teams from those other parts of their divisions to Hutchinson and have several overnight stays and really showcase Hutchinson and Reno County as the place for their headquarters for this division."

The motion to approve the IRBs passed unanimously.

Lonestar to play Fox Theatre Nov. 3

NORTH NEWTON, Kan. — Following a successful inaugural year, Bluestem U lifelong learning program is preparing for the fall semester of its second year beginning in September.

Bluestem U is a partnership program between Bluestem Communities, a nonprofit organization that serves seniors through various living options and care-centered services, and its local higher education neighbors, Bethel College and Hesston College. Short-term courses are offered community-wide to those that are age 55 and better.

“Continued learning experiences are so important to every person’s quality of life regardless of age and in keeping sharp both mentally and physically,” said Julie Miller, Bluestem Communities’ Lifelong Learning Program Manager. “We were so pleased with the way this new program was embraced in its first year, and we look forward to offering more engaging classes to the community in year two.”

The fall 2023 semester will feature two courses. Each course is $50. More information and registration can be found at bluestemu.org.

“Music Through the Ages” will be taught by Ken Rodgers, music faculty member at Hesston College. The course will journey through the history of western classical music and highlight stories of the composers and musicians who created great art illustrated through their music. The course will meet weekly on Tuesdays from 1 to 2:30 p.m., from September 12 through October 17, at the Schowalter Villa chapel in Hesston.

“Oops, We Got Here Again! Communication and Conflict” will be taught by Kevin Wilder, former Hesston College psychology and Bible instructor and current Bluestem Communities Director of Fund Advancement for Schowalter Villa. The course will discuss theories about conflict and explore a communication tool that is meant to help with the communication process and connect to day-to-day relationships. The course will meet weekly on Thursdays from 10 to 11:30 a.m., from September 14 through October 12, at the Mullet Place Theater in Hesston.

In its first year, the 2022-23 year, Bluestem U enrolled 95 participants over its two semesters. Participants came from communities throughout Harvey, Butler, Sedgwick, Reno and McPherson counties.

“Bluestem U is the best thing to happen recently in our community,” said Marjean Harris, a participant during the spring 2023 semester.

Clarification: David Foster with the Hutchinson YMCA noted that the formal fundraising for the YMCA related to the new building will begin following the United Way's blackout period when agencies that receive United Way funding are asked to allow their annual campaign to be the sole fundraising appeal.

HUTCHINSON, Kan. — David Foster with the Hutchinson YMCA said the expansion plans for the Hutch Y are going forward.

"Just knowing our current location and the proximity to the high school, to the college, to the Cosmosphere, to the Sports Arena, there's probably not a Y in the country that wouldn't want to be in a location like that," Foster said. "Kind of that central hub of activity. That's something that we're really excited about. As we look to move forward and build a new Y here in Hutch, we would love to stay in the location that we're in right now. That obviously would involve a little bit more space and land. That's what we're kind of exploring, that partnership with USD 308, to see what that might look like."

The cost for a new Y is going to be substantial.

"Just seven years ago, our Newton YMCA was built new," Foster said. "That was about a $20 million project. With the costs of things the way they are now, we're probably thinking around $30 million or something like that. We don't know that for a fact yet, but to plan accordingly. We're going to try to get to $20 million of that and then we'll be able to start moving forward with the new facility and everything."

It will take some time to raise those funds.&nbsp;

"Realistically, probably within the next year," Foster said. "Once you break ground and stuff like that, you're maybe talking another year. Obviously, if we could get the money part raised a little bit faster, that could speed up that time frame a little bit. As a general rule, that's probably a couple years, then hopefully be able to beat that a little bit, but you just never know with construction."

The hope would be to keep the current facility open as much as possible while working on the new building and they still need to find out from an architect if they will be able to keep any of the old building in the long run or not and they won't really get to that point in the process until they have raised around half of the cost.

The current Y is open Monday through Friday from 5 a.m. to 9 p.m., Saturday from 8 a.m. to 5 p.m. and Sunday from 1 p.m. to 5 p.m. at 716 East 13th.

HAVEN, Kan. — The Haven Fall Festival Committee has released the application for craft vendor spaces at the October 14 event.

Setup for those advertising crafts, hobbies, local services and merchandise is at 8 a.m. October 14 at the corner of East Main and South Kansas. After unloading, vendor vehicles need to park on side streets.&nbsp;

Craft Vendors will be open from 9 a.m. to 4 p.m.

Items must be of good quality and represent the festival in a pleasing manner. The festival reserves the right to reject or remove offensive products. No sales of weapons or weapon-type revenue are permitted.

There are no available electrical outlets or other utilities. Vendors are responsible for bringing any items needed to display products, including tables. Booth placement is at the discretion of the Haven Fall Festival committee. There are no refunds for bad weather or cancelation.

Vendors are responsible to provide their Tax ID number to be submitted to the Kansas Department of Revenue.&nbsp;

Haven Fall Festival seeking craft vendors

TOPEKA — Kansas Corporation Commission Staff has weighed in on Evergy’s request for a rate increase in both of its’ Kansas service areas. In testimony filed with the Commission Tuesday afternoon, Staff’s detailed financial audit of the company’s income and expenses determined that an increase of 1.66 percent or $34,706,527 was all that could be justified at this time to provide service to Evergy Central customers.&nbsp; Staff’s position is in contrast to Evergy’s request for a net revenue increase of $204,152,629 or 9.77 percent.

KCC Staff’s detailed financial audit of Evergy Kansas Metro’s income and expenses determined that a 7.32 percent rate decrease totaling $53,194,189 is appropriate.&nbsp; This is in contrast to Evergy’s proposed rate increase of 1.95 percent or $14,152,521.

While an important part in the process, these results are far from final at this stage.&nbsp; Tuesday served as the due date for direct testimony to be filed by KCC Staff and all other intervenors in the rate case. The next steps in the process include cross answering testimony, rebuttal testimony from Evergy, a settlement conference to determine if the parties can agree on a resolution to submit for Commission approval, followed by either a settlement hearing or evidentiary hearing before the Commission.&nbsp; KCC Commissioners will issue a final order in the docket in late December or early January.

Evergy Kansas Central serves 736,000 customers in Topeka, Lawrence, Olathe, Leavenworth, Atchison, Manhattan, Salina, Hutchinson, Emporia, Parsons, Wichita, Arkansas City, El Dorado, Newton, Fort Scott, Pittsburg and Independence, among other towns and rural areas.&nbsp;Evergy Kansas Metro serves approximately 273,000 customers in Lenexa, Overland Park and other communities near the Kansas City metro area.

KANSAS — Biking Across Kansas, the state’s longest running annual bicycle tour, has chosen long-time rider and volunteer Bryan Toben to lead the organization as it approaches its 50th year of celebrating cycling and Kansas.

“The Biking Across Kansas Board of Directors is pleased to welcome Bryan Toben as the new Biking Across Kansas Executive Director,” said BAK board chair Dave Rohr. “Bryan is not only a capable administrator, his long history with the organization also gives him a unique understanding of BAK, its traditions, and what makes this cycling experience so special for its participants and volunteers. We look forward to his leadership and collaboration as we embark on our 50th year of Biking Across Kansas in 2024.”

Toben will be the fourth director in BAK’s 50 year history, with the first cross-state ride taking place in 1975.

“I am truly honored to have been selected as the Executive Director for Biking Across Kansas,” said Toben. “This tour is comprised of an amazing family of riders, volunteers and communities that come from far and wide to make the experience incredible. I look forward to working with everyone as we build upon that legacy for our 50th Anniversary ride in 2024.”

Each year, hundreds of cyclists gather on the state’s border with Colorado to begin a weeklong journey across the state. Along the way, cyclists experience the rich history and hospitality of many Kansas communities, as well as the unmatched views across the Kansas prairie.

“This tour is rich with tradition, incredible volunteers and amazing memories for everyone involved,” Toben said. “Building upon that history is a challenge worth every moment to ensure this family moves forward into the future. Working together we pedal into 2024 celebrating not only our 50th anniversary, but those that made those years possible.”

Toben brings to BAK his years of experience as a leader with the Parks &amp; Recreation department for the City of Overland Park. With a educational background in recreation management, combined with his understanding of event management, Toben will help keep BAK running smoothly into the future.

Additionally, Toben’s personal connection to BAK will ensure that the annual ride remains fun and accessible to new and experienced riders alike. Toben first began working with BAK in 1989, helping to organize transportation for riders to and from the Kansas City area, then later as a Junior Route Leader and Route Leader. Over the years, he has assisted riders with equipment and nutritional needs along the route, and served on the organization’s board of directors.

Biking Across Kansas will celebrate its 50th year June 8-15, 2024. Registration for the 2024 ride will open on Kansas Day - January 29, 2024. Toben selected to lead BAK

HUTCHINSON, Kan. — A workshop for Kansas educators to help them count correctly for school funding purposes has been rescheduled.

The Counting KIDS workshop that was due to take place in Hutchinson on Wednesday, will now take place from 8:30 a.m. to noon Sep. 8.

The workshop is led by Laurel Murdie, director of the Kansas State Department of Education’s Fiscal Auditing team.

The workshop is designed for school leaders to learn more about counting kids on count day and the information needed to enter for funding purposes.

The official count day in Kansas is Sept. 20.

RENO COUNTY, Kan. — Rural fire crews were responding Tuesday afternoon just before 2 p.m. to multiple small grass fires near the K and O railroad tracks east of Yoder.

The relative humidity at the Hutchinson airport was just 28% as of 1:52 p.m.

Thanks to a quick call to dispatch, the fires were under control in about a half hour.

Road closure for bridge replacement in Reno County

HUTCHINSON, Kan. — Hutchinson Community Foundation awarded Fund for Reno County grants totaling $16,300 to three nonprofit organizations in May and July.

Established in 1990, the Fund for Reno County serves as a permanent resource for the changing needs of Reno County. Grants represent an innovative approach or collaboration, a new efficiency, a critical need that requires funding or an opportunity that needs a bit of local support to leverage resources for the community.

Proposals for the grants are accepted year-round, with awards decided in January, March, May, July, September and November.

The following organizations received grants:

Hutchinson School of Tae Kwon Do, $2,700: The school’s vision is to create a place where kids can learn discipline and work ethic and grow their physical and mental health while studying martial arts. It values teaching kids responsibility, hard work and resilience, while also creating friendships with their classmates. Replacing competition mats will benefit local youth as they train and allow the school to provide high-quality equipment when they host the state and national competitions annually in Hutchinson.

Kansas Legal Services (KLS), $3,600: The computers in the Hutchinson KLS office are outdated. Funding will allow KLS to purchase new laptops for the two attorneys and one staff member working in the office serving Reno County. The new technology will allow staff to do their jobs more effectively, ensuring that people who are marginalized and cannot afford to hire their own attorneys are able to secure legal representation and continue to benefit from the advocacy KLS provides.

Kitchen Hero Academy (KHA), $10,000 per year for two years: KHA, in year three of a collaboration with Spark United Church of the Nazarene, is a 10-week summer cooking program for low-income middle-schoolers in USD 308. The program supports the health and well-being of families through teaching them how to identify and prepare cost-effective foods with higher nutritional value. Multi-year funding will help ensure the program has the resources needed to continue providing this experience at no cost to participating low-income families, while allowing staff to allocate more time to programming and relationship building than fundraising. A high school version of KHA is being developed next summer.

Hutchinson Community Foundation’s mission is to inspire philanthropy, collaboration and innovative leadership to strengthen Reno County communities. Since 1989, the foundation has granted more than $93 million to organizations.

RENO COUNTY — Reno County Area Transit (Rcat) announces a new Shopping Route that starts on Tuesday, September 5, 2023, and is available to designated housing facilities, allowing transportation specifically for grocery and other shopping. The Rcat bus used for this route is larger than other Rcat vehicles and has more room for bags. People will also have more time to get their purchases on and off the bus.

Rcat will stop at these housing facilities on weekdays. They are Good Samaritan, Hutchinson Lofts, Legend of Hutchinson, Lighthouse, LINK, Mennonite Manor, Mission Place, Riverview, South Hutchinson Hi Rise, Washington Heights, Wesley Towers and Wiley Plaza.

Pick up times will rotate each day to allow people to shop at different times of the day. People must bring their shopping on and off the bus without assistance from the driver. The shopping route is different from Rcat’s regular wave and ride routes. It will only stop at housing facilities and stores and will NOT pick up other passengers along the route. Fares cost 50 cents for those age 60 and over, for those who are disabled, and for those who are students with a school ID card. Fares cost $1.00 for those age 59 and under.

Payment can be made with cash/coins or tickets which are available to purchase at the Rcat Transfer Station located at 120 West Avenue B.

A weekly schedule of pick up and drop off times and shopping locations are located at each housing facility.

People can call Rcat at (620) 694-2913 if they have questions.

Rcat is First Come First Served General Public Transportation. There are no special designations for priority trips such as medical or other appointments. This project is funded in part by the KDOT Public Transportation Program.

New shopping route to start after Labor Day

HUTCHINSON, Kan. — David Foster with the Hutchinson YMCA said Monday night's Open House was a big success.

"We had, probably during the 5 p.m. to 7 p.m. time frame, with regular members and then guests coming in, we probably had around 300 people pass through the Y last night and check out all the great things that we have to offer," Foster said.

A substantial number of those that came in left with new memberships.

"We ended up with 29 new membership units," Foster said. "It was pretty awesome. If you think about a typical month, our goal for a typical month would be somewhere around 60-80 membership units. To have a big chunk of that in one evening is pretty awesome and a great way to kick off the fall season at the YMCA, for sure."

The Y is open Monday through Friday from 5 a.m. to 9 p.m., Saturday from 8 a.m. to 5 p.m. and Sunday from 1 p.m. to 5 p.m. at 716 East 13th.

Hutch Y has successful Open House

HAVILAND, Kan. — Barclay College has revised its Online RN-BSN Degree Completion Program to allow students to complete the degree in as little as two semesters.

The RN-BSN Degree Completion Program requires 60 credit hours of nursing courses. Up to 30 credit hours of ADN (Associate Degree in Nursing) or diploma coursework may be awarded upon successful completion of degree requirements.

In addition, the Association of Biblical Higher Education (ABHE), one of Barclay College’s accrediting organizations, has allowed Barclay to fully integrate biblical studies into its curriculum with a purposeful approach to integrating faith into the program.

Kim Hansen, Dean of the School of Nursing, says, “We have worked with ABHE to meet their requirements for biblical studies, and we are appreciative of their response which allows us to offer a high-quality program that integrates biblical studies, yet allows students to complete their degree as quickly as possible.”

Barclay College offers the only RN-BSN Degree Completion program in Southwest Kansas. The program is approved by the Higher Learning Commission (HLC) and the Kansas State Board of Nursing (KSBN). Online RN-BSN program amended at Barclay College

HUTCHINSON, Kan. — The Hutchinson USD 308 Board of Education met Monday night and set their budget for publication.

"If anything, I estimate a little bit high," said Sheila Meggers with USD 308. "We set the maximum amount tonight that we can spend. It's easier to reduce that than go through this process and republish later in the year."

All of the numbers, except for the highest of the previous two years of student enrollment, are estimates, because weightings are based on the exact kids you have in the district and their needs, and the official count date isn't until later in September and the audit where the number is finally set doesn't come in until May or June after the school year is almost over.

"Our total dollar amount in the general fund this year, or the maximum that we can spend is $36,524,449," Meggers said. "That's the amount that you'll see at the very end that we're going to put in the paper."

The budget hearing and revenue neutral rate hearing will both happen next month.

"This will go in the newspaper," Meggers said. "It has to be in there for at least ten days before the hearing. When we meet again Sept. 11, we will hold the Revenue Neutral Rate hearing at 5:45 p.m. and at 5:50 p.m., we will hold the budget hearing."

The Board of Education approved the publication unanimously.

USD 308 budget, RNR hearings set for Sept. 11

HAVEN, Kan. — Haven USD 312 Superintendent Craig Idacavage is happy to be helping some of the littlest Wildcats in his district, thanks to some of the funding provided by a state grant designed to help create more child care slots.

"What it really is, is gap funding for us to get some things started," Idacavage said. "We had moved our pre-K three and four year olds to Yoder and opened the classrooms there. We added an extended day. Those kiddos would traditionally go for a half day, but now they can come for a full day."

The district also is almost ready to open up for even younger kids where they used to have the three and four year program.

"In that building in Haven, we're opening, hopefully next week, is the plan, a toddler room and a infant room," Idacavage said. "We'll have some child care options there in Haven, as well."

Idacavage said there were some modifications they had to make to the building.

"We had to add a fire system, just a sprinkler system, some upgrades to that building to have it ready for those little littles," Idacavage said. "We've got staff hired and are just finishing up some paperwork stuff."

Idacavage said their infant room is full right now, but they have a couple of toddler slots, but some of the infants will age out relatively soon, so parents-to-be in the Haven area should reach out to Megan Hett at (620) 465-3445 to see if the timelines fit together.

HUTCHINSON, Kan. — The Brush Up Hutch paint program is still taking applications. 

Houses appraised up to $150,000 can now qualify to receive up to $1,500 in paint, supplies, and a paint sprayer. Brush Up Hutch now provides vouchers, so no more waiting for a reimbursement check. Also, Sherwin Williams will provide a consultation to help you get the right amount of paint for your house. 

The application is quick and easy. Brush Up Hutch still looking for houses

NEWTON, Kan. — At the July 12 meeting of the Newton Lions Club, former Lions Club president and City Communications Director Erin McDaniel was presented with a Melvin Jones Fellowship for her dedicated service to the club and the Newton community. 

Erin serves as the Lions communications/marketing chair and has also organized the annual Halloween Walk and Parade of Lights for many years. 

The fellowship, named for the founder of Lions Club International, includes a $1,000 donation in Erin’s name to the Lions Club International Foundation.

McDaniel receives award for volunteer work

TOPEKA — Kansas Tourism, a division of the Kansas Department of Commerce on Monday announced $117,780 has been awarded in the 2023 Tourism Marketing Grant Awards Program. The grants are designed to assist local tourism organizations or attractions in new or first-time innovative marketing initiatives.&nbsp;

Area grant awardees include Diamond Springs Ranch in Harvey County and the Marquette Chamber of Commerce in McPherson County.

Kansas Tourism will provide funding for 22 projects to enhance and expand advertising efforts to attract new visitors to Kansas and to their destinations.

“Supporting tourist attractions and unique local events across the state just makes good business sense,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Kansas benefits greatly from the $11.2B in total economic impact that the travel and tourism generates annually, and the Department of Commerce will continue providing marketing assistance that helps increase that impact.”

“We are proud to provide support to our dedicated tourism industry partners through these marketing grants,”&nbsp;Kansas Tourism Director Bridgette Jobe said. “Increasing visitation to these exciting destinations boosts local economies in a variety of ways.”

Applications were reviewed by a committee of Kansas Tourism representatives. Funding through this partnership with Kansas Tourism is intended to increase travel to tourism destination sites while enhancing the state’s image. This grant leverages Kansas Tourism’s resources and extends the marketing reach of local communities.

Kansas Tourism announces Marketing Grant awardees

I admit going to Africa was never on my “bucket list”. Earlier this year I was offered the opportunity to travel there with the Kansas Farm Bureau Casten Fellows. Was I apprehensive? Absolutely. Was I nervous? You bet. However, after a quick check with my family it was clear this was a chance of a lifetime and something I could not pass up. Boy, am I glad I took that leap of faith because my perspective of the world will never be the same. I am not sure I ever completely wrapped my head around the fact I was halfway around the world from my home and my family. In some ways Uganda and Tanzania seemed so different but, in many ways, things seemed the same. On one hand I was in a land of banana trees and coffee plants; I saw giraffes casually walking through farm fields and monkeys dancing across the roof of my cabin. On the other hand, I talked to farmers with the same basic concerns I have — prices and weather. I met some of the most gracious, kind and caring people I have ever met. In many ways our worlds seemed very familiar. I have been asked to describe the trip and often I feel my explanation is very inadequate. What I experienced was so big that words and pictures are lacking. I do know, without a doubt, that my understanding of the world has grown immensely. I only wish that all of you could have experienced the same things I did. If you ever get that opportunity, make sure you take it. Your world will be richer because of the challenge you accepted. Here is the great thing, you will have that chance. Next year the Casten Fellows will be asking for applications. Do we know where they are going? No, but does it really matter? In my humble opinion, no. Like I said, Africa is somewhere I had not really ever thought about going and now I am very thankful I had that chance. Take that challenge and stretch yourself. Will it always be comfortable? Again, the answer is no. There were times that the trip took me far out of my comfort zone and that is a good thing. Real growth cannot happen if we are comfortable. It is tough to be gone for two weeks, I will not lie. I missed home, but the reward was more than worth it. I came away with both an appreciation of Africa and its people but also for what I have at home, my family and everything I have been blessed with in my life. If you at all think going abroad would be interesting or you are looking for a true growth experience, I highly recommend you apply for the Casten Fellows next year. Not only will you benefit personally from the trip, but our organization will also reap the rewards of having members who better understand the world we live in. Maybe travel to Africa wasn’t on my bucket list before, but I promise that list is much longer now.

HUTCHINSON, Kan. — As fast as fire crews returned from a 14-day deployment to Colorado, Hutchinson Fire crews were called to help southern California fight the growing number of wildfires. 

Engine Boss Cole Inghram, Fire Captains Justin Williams, and Matt Young packed their bags and headed out early Saturday morning. Crews were directed to head to the Sacramento area and will be assigned a fire once they hit the California State line.
