RICE COUNTY —One person was injured in an accident just after 2 a.m. Saturday in Rice County.

The Kansas Highway Patrol reported a 2003 BMW 3 Series driven by Paul Andrew Vasquez, 50, Lyons, was eastbound on Avenue V&nbsp;5 Miles South East of Raymond. 

The car left the roadway to the west and vaulted and rolled into a pasture. EMS transported Vasquez to Wesley Medical Center. He was not wearing a seat belt, according to the KHP.

HUTCHINSON, Kan. — All Hutchinson High School International Baccalaureate Diploma Programme (IBDP) and International Baccalaureate Career-related Programme (IBCP) graduates earned their IB diplomas, resulting in a 100% success rate for the program for the 2022-23 school year. The program is one of only eight IB Programs in the state of Kansas and the only one west of Wichita.&nbsp; Since beginning the IBCP in 2015 and the IBDP in 2005, the program boasts a near 100% graduation rate.

Ten students--Abigail Bryan, Abigale Davenport, Clark Denison, Magnolia Foster, Tia Hines, Rebecca Lewton, Caroline Miller, Brady Ollenburger, Hannah West, and Madilyn Yantes--completed the requirements for the IBCP diploma, showcasing their commitment to academic excellence intertwined with a specialized career-related focus. The IBCP program, known for its integration of practical skills and rigorous academics, has equipped these students to tackle real-world challenges head-on as they venture into their chosen career paths.

Morgan Hixson, now in her freshman year at the University of Nebraska, completed the International Baccalaureate Diploma Programme (IBDP) in 2022-23. Required to tackle a challenging curriculum of six IB courses, Hixson's dedication shone through as she not only fulfilled the academic requirements but also achieved outstanding results. With four scores of 7, the highest attainable, and two scores of 6, she has demonstrated an exceptional level of mastery in her studies.&nbsp; The IBDP program is renowned for its academic rigor and emphasis on critical thinking, research, and a holistic education. Morgan's exceptional performance speaks volumes about her dedication, commitment to learning, and her ability to excel in a challenging academic environment.

"IB helped me grow academically and personally and allowed me to enter college with organizational, critical thinking, and study skills and with a head start on the material in classes. I'm so grateful for my experience with the IB program and the wonderful IB staff at HHS”, Hixson said.

Looking forward, this year’s current IB students mention the rigorous standards and challenging coursework. They are optimistic about the increased career, academic and scholarship opportunities through their participation in the IB programs. IB students are well-rounded both in academics and in activities. Many IB students also participate in athletics and extracurricular activities such as debate, forensics, choir and band.&nbsp;

As these graduates step into the next chapter of their lives, they carry with them not only their hard-earned diplomas but also a wealth of knowledge, skills, and experiences that will undoubtedly propel them toward future success. MEADE, Kan. — While IdeaTek didn't have a giant cardboard check, they delivered something even better – "Internet for Life" to Savannah Green of Meade, Kansas.

Green was recently announced as the lucky winner of IdeaTek's "Internet for Life" promotion. The online summer campaign drew nearly 3,000 entries from across the company’s service area, which stretches from Emporia to Garden City.

Based down the road in Buhler, IdeaTek’s mission is to provide reliable and affordable high-speed fiber internet to every Kansas doorstep. The "Internet for Life" campaign reflects this belief in providing Kansans, including those in underserved areas, with the tools they need to succeed.

Green works at the local hospital and would like to advance her education online. IdeaTek’s high-speed fiber internet will help her do just that, she said.

“I’m excited for IdeaTek internet because it is going to help me and my husband further our education,” Green said. “We will now have better internet access and faster Internet access.”

HUTCHINSON, Kan. — On Friday, local businessman, trusted conservative leader and community volunteer Bob Fee filed to run in Senate District 34.

Fee is the President of Fee Insurance Group in Hutchinson. He is currently the Immediate Past-Chairman of the Independent Insurance Agents and Brokers of America also known as the Big “I”.

“Kansas faces many challenges and yet unfortunately too often political games get in the way of conservative results. I have spent 36 years working with individuals and businesses helping with their insurance and risk management needs. I have seen how big government can impede progress and real results. We need leaders in Topeka focused on getting results and stopping the liberal Democrat agenda which hurts our small businesses and Kansas values.

My responsibilities with the Big “I” are ending soon and with growing support from constituents and the blessing of my family, I have decided the timing is right for this opportunity.”

Fee will name local Republican activist Allison Reed as his campaign treasurer.

The Senate District 34 seat is currently held by Republican Dr. Mark Steffen.

Fire department says, careful of driveway

HUTCHINSON, Kan. — Hutchinson Regional Healthcare System Chief Operating Officer Nick Baldetti has stepped in as Acting CEO after Jeff Egbert's contract ended. He doesn't know how long a transition might take.&nbsp;

"The board of directors for the Hutchinson Regional Health System have expressed that they are going to do right by the system and the community," Baldetti said. "They are going to take their time. They are going to do it right and make sure that on the go forward for the permanent placement of a CEO, it is the right fit for both the system, the community and the future of healthcare for Reno County and the region."

Baldetti sees improvement in what was the hospital's big budget issue, the cost of travel nursing staff.

"We've significantly reduced the travel labor costs within the system, itself," Baldetti said. "You are never not going to have any travel labor, so to speak, but to put that into context, entering into the year, we had an expectation of a budget of about $18 million in travel labor. That's a significant impact and rise above a traditional $4 million that we would usually see in a pre-COVID environment. We're trending back down toward those levels right now."

The hospital still does not have enough staff to come anywhere close to filling its potential bed space.

"Right now, we would be hard pressed if we had every active bed that we have, about 95," Baldetti said. "If we were running 95 and tipping into 100, we would be at full capacity and then we would have to start having conversations about maybe diverting to other institutions in our region."

The head count is down from what was over 900 at one point at Hutchinson Regional Medical Center.

"We have about 700 employees within the hospital itself, about 1500 within the entirety of the health system," Baldetti said. "That encapsulates Horizons, Hospice and Home Care, as well as the hospital and Health Equip."

Baldetti also wanted to make clear that the hospital is not being sold.

"I have to commend the local board of directors in this regard," Baldetti said. "They are wholly and loyally committed to the aspect of maintaining the Hutchinson Regional Healthcare System as a not-for-profit independent entity and ensuring that this is a community asset for the many years to come."

Baldetti joined HRHS as the Chief Quality Officer in May 2022.

Baldetti sees Hutchinson Regional going in positive direction

NEWTON, Kan. — Harvey County Clerk and Election Officer Rick Piepho has been designated as a Certified Elections/Registration Administrator (CERA) – the highest professional achievement for election officials and election vendors in the United States.

CERA or CERV (Certified Elections/Registration Vendor) designation is achieved through a multi-year course of study taught by Auburn University’s master in public administration faculty in partnership with the National Association of Election Officials, commonly known as the Election Center.

“Attaining the completion of the CERA/CERV curriculum is a milestone to be lauded and celebrated – the election professionals who reach this goal have much to be proud of,” said Tammy Patrick, CEO of program for the Election Center and a 2007 CERA graduate.

Piepho becomes one of 1,497 election officials who have achieved CERA/CERV status, which aims to professionalize the management of elections administration, and promote and preserve public trust in the democratic process.

“Participation in this program helped to expand my knowledge of election history, processes and procedures,” Piepho said. “It was a good forum for engaging with my peers from other states to learn the differences and similarities for election activities. I think that this program and other education opportunities help me to be a better servant to the citizens of Harvey County.”

Piepho began working in the Harvey County Clerk and Election Office in 2011. He became County Clerk in 2014. Previously, he managed a printing and direct mail company for 25 years. Piepho has lived in Harvey County since 1986. He is a Pittsburg State University graduate.

Piepho serves on the Kansas County Clerks and Election Officials Association executive board, and chairs the KCCEOA elections legislative committee. He is a KCCEOA Certified Master County Clerk, and is one of the two local Kansas election officers who serve on the Local Leadership Council advisory board of the Election Assistance Commission.

The Election Center is a nonprofit association of voter registrars, elections administrators and providers of election services throughout the United States and its territories. It promotes and supports continuous improvement in the administration of elections and voter registration.

Harvey County Clerk Piepho earns national election administrator certification

BUHLER, Kan. — Kansas Maze has 140 craft, food truck and music vendors at this year's market on Saturday at the 6th annual Sunflower Festival. The market will be open from 9 a.m. to 4 p.m.&nbsp;

The farm is located 2.5 miles east of Buhler on 13209 E. 82nd Ave. In addition to the farm, there are 600,000 blooms of sunflowers that sit on 20 acres.&nbsp;

Tonya Gaeddert said the festival and market involves year-around planning.

"It's just a great time for families and individuals to come out," said Tonya Gaeddert. "It's a great time for photography. We have a lot of family pictures, senior pictures. It's just an enjoyable time to come out and see all the sunflowers."&nbsp;

Admission is $8 per person on the day of the market and $10 per person on the other days. One free sunflower is included with each admission and more are available for purchase.&nbsp;&nbsp;

Sunflower Festival market is Saturday

HUTCHINSON, Kan. — The City of Hutchinson will be collecting more actual dollars in taxes for its 2024 budget than it did in 2023. Exceeding the Revenue Neutral Rate was approved by the City Council on July 18.

In 2023, the mill levy was 41.555. The official budget is at 40.326 and the Revenue Neutral Rate is 39.104.

That is the ceiling for the city's budget. They can always spend less and do so almost every year, but they can't spend more than what they said in their budget publication from mill levy dollars.

The City budget also includes the Hutchinson Recreation Commission (HRC) budget with a proposed 2024 mill levy rate of 3.613, which exceeds their revenue neutral rate.The HRC has held their required public hearings.

Changes that have happened since publishing the proposed budget include possibly reducing amount paid to the Chamber of Commerce in order to transfer an additional $100,000 to the Economic Opportunity Fund.

On the state form, any projected 2024 ending cash balances are included in the expenditures to allow budget authority to spend the balance. This helps prevent budget amendments in the case of unexpected expenditures.

The city's 2024 budget authority including recreation is $ 108,790,336 on taxes levied of $15,898,861.

The Hutchinson City Council meets at 9 a.m. Tuesday at City Hall.

Official RNR and budget hearings at Hutchinson City Council Tuesday

NEWTON, Kan. — Newton Public Library revealed its new logo during a Newton Chamber of Commerce event on Thursday, Aug. 31.

“With the new library building slated to open this spring, we thought this would be a great time to refresh our visual identity,” said Dr. Cari Cusick, library director. “This new logo is contemporary, it’s colorful, and it gives us lots of great options as we update the designs of our library publications, marketing materials and swag.”

The logo was created by Wichita graphic artist Tracy Holdeman, creative director of Insight Design. Holdeman has designed high-profile logos such as those of Freddy’s Frozen Custard and Vornado. He also created the Newton Chamber’s new logo.

An inevitable question with any new logo is what it means, or what it represents. Sometimes, there is a clear answer; usually, not. Newton Public Library’s new logo is fundamentally abstract, but it is intended to suggest the library’s mission and role in the community.

“I kind of look at it as people coming together. The library is a hub for people of different stripes – different colors and beliefs. It’s a safe place for everyone,” Holdeman said.

The squared-off ends of the swirling shapes could also suggest the opened pages of books.

Holdeman spent childhood summers in Newton with his grandmother, then spent a few years living with her after college. He later designed a collection of bestselling calendars and figurines based on her sayings and stories, called “Grandma Mabel’s Legacy.”

“Doing a logo for the Newton Public Library was like the pinnacle for me, because of my grandma. It was a thrill for me,” Holdeman said.

Newton Public Library’s now-former logo was introduced in 2006, in conjunction with the institution’s 120th anniversary. The library held a public design competition, and the winning design was submitted by Susan Bartel, a well-known Newton artist who was then a member of the library’s staff.

Bartel’s design, which could perhaps be said to show the pages of a book transforming into the wings of a butterfly, will still be seen on library materials and signage for a long time to come and will always have a place as the “retro” or “throwback” logo.

“I try to plant all certified seed because we invest a lot of money into seed production, Millershaski, who also serves as the chairman of the Kansas Wheat Commission, said. “This year, if you didn’t speak for it early, you don’t have the option of any particular variety you want. Now there is seed available, but it is going to cost more this year.”

It is no shock that certified seed wheat supplies are limited this year due to the drought and short production from the Kansas harvest. Many seed dealers across the state are either sold out of certified seed wheat or have limited supplies.

“It’s extremely tight and it’s getting tighter by the day,” said Dan Dall, Central Plains regional commercial manager for Limagrain Cereal Seeds. “Guys need to be getting stuff ordered and taken care of so they can get what they want. I think we’re already down to second or third choice in a lot of places.”

Seed dealers and the companies they represent are trying to offset these shortages and meet the demand of their local customers by securing sources of certified seed wheat from other parts of Kansas or other states, but it may not be cost-effective to do so considering the high cost of freight.&nbsp;

Add more varieties to shopping list for seed wheat

Given the shortage of certified seed wheat supplies, wheat producers should be prepared to expand their list of preferred varieties to purchase, if they have not already locked in seed wheat.&nbsp;

“Instead of one or two options, be prepared to be thinking through three, four or five different options of the varieties you want,” said Bryson Haverkamp, Kansas Wheat Alliance CEO. “Your first or second choice may not be available.”

Luckily, Kansas growers have a wealth of resources available for this research, including K-State’s Kansas Wheat Variety Guide or the “Wheat Varieties for Kansas and the Great Plains” best choices book.&nbsp;

When looking at this data, Andrew Blubaugh, wheat commercial manager for WestBred, cautioned producers not to just look at this year’s data, but to look back at two, three or four years of data to get a better picture of a variety’s performance and consistency.

“Don’t be upset that your pick for this year isn’t on the top of the list because this year’s data was skewed with the challenging harvest,” Blubaugh said. “Make sure to look at that multi-year history.”

In addition to these publications, seed dealers and company representatives can help growers walk through the list of available varieties to source ones that will work for their operations.&nbsp;

“There’s a lot of good advice out there,” Dall said. “Most company representatives can provide you with pretty good guidance on new varieties or different varieties to try. There are resources out there and we’re more than happy to help.”

Another option for growers is to try out a new or different variety. Instead of relying on a go-to variety, producers could branch out to something with similar agronomic characteristics.&nbsp;

“The marketplace is full of great varieties,” Dall said. “It might be a good time to try something new. We like to be set in our ways, but this does give us an opportunity to take&nbsp;a look at something else.”

Producers should also have confidence that the varieties for sale, even if they are not their go-to selections or the hot, new pick for the season, are the result of an extensive wheat breeding process and the varieties that make it to market are there because they were consistent top performers in their generations.

“There’s a lot of varieties in the marketplace today and they’re all very competitive,” said Dave Abel, key account lead for AgriPro wheat. “There are products that perform better than others in certain areas, but I have confidence that everything in my portfolio that’s out in the marketplace is out there because it performs.”

Select good quality seed for certified sources

One action producers should not take this planting season is to purchase seed wheat from unlicensed neighbors. Certified seed wheat is subject to plant variety protection (PVP) laws that govern the development and sale of certified seed wheat by public and private wheat breeders. While farmers can retain seed wheat from the certified seed they plant for use in their own operations, the sale of that “brown-bagged” wheat is illegal and could carry serious ramifications for not only the seller but also the buyer.&nbsp;In addition, bin-run wheat likely has not undergone the rigorous standards that certified seed producers are required to undergo to ensure that the seed they are selling is a quality product to put out to customers.&nbsp;

If&nbsp;producers are using their own retained seed wheat, they should send samples out for germination tests, especially following this year’s challenging growing season. Haverkamp emphasized the importance of germination testing specifically this year to ensure seed is up to acceptable standards, especially considering the amount of head scab present in the western part of Kansas.&nbsp;

If not a regular practice, producers should also strongly consider seed treatments this year as the extra fungicide and insecticide will offer additional protection against seed-transmitted fungal diseases and fall-season insects.

“It’s always a good idea to look at seed treatments, but especially in years like this when disease pressure was increased in the western part of the state, seed treatment is got insurance to help get your wheat crop off to a good start,” Blubaugh said.

Overall, while sourcing seed wheat will be a challenge this season, Kansas growers should be rest assured there are good wheat varieties available to make a crop next year.&nbsp;

Kansas wheat industry offers resources to help producers address the challenge of short supplies of certified seed wheat

LYONS, Kan. —  The State will be in the Rice County Treasurer’s Office on Sept. 7 at 11:45 a.m., to complete computer and router upgrades. 

The Treasurer’s Office will not be able to process any motor vehicle transactions (titles or renewals) or Driver’s Licenses during the upgrade. 

The projected time frame is from noon to 4 p.m. Hopefully, it will be quicker than expected and the office will be back up and running sooner rather than later.

HUTCHINSON, Kan. — Kansas U.S. Senator Jerry Moran was at Hutchinson Regional Medical Center Thursday afternoon to announce federal funding for a partnership between the healthcare system and Hutchinson Community College.

"A couple of years ago, the Senate and the House changed the rules," Moran said. "There was a period of about 10 years in which, what we used to call earmarks were banned. We didn't reinstate earmarks, but we now have Congressionally Designated Spending. We are utilizing that opportunity, money that would be spent somewhere in the budget someplace in some state or congressional district elsewhere to try to make certain that those dollars find their way to Kansas."

A significant amount of those dollars are coming to Hutchinson.

"I am here to announce a Congressionally Designated Spending of $3 million to Hutchinson Community College for purposes of nursing education. President Carter File can describe better than I how the money will be spent, but it is mostly designed to increase the space available and increase the laboratory capabilities of the nursing program. My understanding is that this $3 million, when it's completed, will allow for 20 additional students to participate in nursing education at Hutchinson Community College."

File clarified that it is an additional 20 slots per year in the nursing program at HutchCC.&nbsp;

"There is not a community in Kansas, there's not a hospital in Kansas, there's not a health care provider in Kansas who doesn't wish we had more nurses," Moran said. "This is an opportunity for us to combine a very important institution, Hutchinson Community College, to this community, with another very important institution to this community, Hutchinson Regional Medical Center."
