HUTCHINSON, Kan. — Reflection Living and Hospice and Homecare of Reno County are joining forces March 29 for a senior fair in Hutchinson. The March 29 event will be at the Hutchinson YMCA. The event is from 9 a.m. to noon.

"I think I can speak for almost everybody who works in some kind of long term care situation," said Jo Mora with Reflection Living. "By the time they come to our office, they usually have a deer in the headlights look, because the information that is out there is just really hard to find. It's not disseminated well. Especially if it's Medicaid, trying to navigate governmental systems and find information that's not written in legal jargon is really hard."

"With the longevity that people are seeing these days, it's really turned into kind of a struggle for some folks," said Meg Green with Hospice and Homecare of Reno County. "They get to retirement age, they get to an age where they need a little bit more assistance to do their everyday things and they don't know where to get the right information."

The event will also include speakers on important senior issues. Austin Stout will talk about Estate Planning and Medicaid.

"People are living longer," Mora said. "What your long term care insurance was set up for 20 years ago isn't going to cover your care now. You have basic inflation and you have changes in laws and what Medicaid will and will not pay for. It's really important to do that planning now."

RENO COUNTY, Kan. — The Reno County Planning Commission finished the limited edits to the text of proposed regulations for Limited-Scale Commercial Solar Energy Projects at their meeting last week.

The Board provided clarification on what is not allowed underneath solar panels (think concrete and asphalt) and other minor tweaks to the regulations. 

They also prohibited battery energy storage because the groups who have been interested in projects have not expressed a desire to use batteries for that purpose anyway, and then that makes the question of a building where batteries would be stored moot.

The Planning Commission still needs to work on ground mounted solar for individuals, but that wasn't part of these regulations.

The Board of County Commissioners will see the edits on an April agenda.

County Counselor Patrick Hoffman has been researching the topic and will present to the commission.

Countywide zoning on commission agenda

HUTCHINSON, Kan. — Hutchinson Democratic Representative Jason Probst explained to Hutch Post that the child care legislation coming out of the House Commerce Committee does a few different things.

"The bill is House Substitute for Senate Bill 96, which is a combination of two primary bills," Probst said. "House Bill 2785, which was creating the Office of Early Childhood as a stand alone office that would work under an agreement with the Department of Administration. It is a very good piece of legislation and something I think everyone generally agrees needs to be done. The current child care structure crosses across four different agencies, including KDHE, DCF, the Children's Cabinet and the Department of Education. It consolidates all of this and streamlines this into one agency. There was a Task Force that worked over the summer. The product of that, one of the strongest recommendations was, can we please get this housed in one place, with one agency or one office that is completely focused on early childhood, childhood development, daycare. That includes things like drop in programs and after school programs."

The other bill that is part of the package is one that would change child care regulations by putting much of that into statute. Probst doesn't think that's the best way to fix that problem.

"You lose a lot when you put things into statute and don't give the flexibility to respond to on the ground matters," Probst said. "Most of the providers in the community don't like that bill, certainly, the governor's office doesn't like it. It was vetoed last year."

When legislation is drafted with too much specificity, it means that agencies have to sometimes punish unintended mistakes rather than regulating major wrongdoing. Probst expects debate to be robust and he voted against the bill in committee.

"Putting out a bill that increases the number of infants that can be allowed from, right now, it's three and increases it to four per provider," Probst said "The general consensus is that's not safe for infants. It's not safe for other kids in the child care setting. It definitely isn't going to produce as good of outcomes."

It is possible that the bill could be amended on the floor to narrow its scope, but that would have to get a majority vote of the Committee of the Whole.

Probst: Bill combination lacks flexibility

NEWTON, Kan. — Registration is open for volunteers to help work the 2024 U.S. Adaptive Open at Sand Creek Station Golf Course. The national championship for golfers with disabilities is scheduled for July 8-10.

Volunteer duties may include player registration, cart and scooter assistance, crowd control, ball spotting, refreshments, and shuttle transportation. You do not have to be a golfer to volunteer.

HUTCHINSON, Kan. — March's Allen Samuels CDJR Teacher of the Month is Randa Nickel, she is a pre-school teacher at South Hutchinson Elementary School with USD 309.

"Teachers get into teaching because they love children," Nickel said. "I taught kindergarten for ten years, then I was a stay at home mom for seven. Now, I'm back in the classroom again. I've been in preschool now for five years. I absolutely adore my job."

She sees the thought of getting ABCs and 123s into little kids as happening even more often than it did before she came back to the classroom.

"The state has really pushed us in a direction of academics earlier with kids," Nickel said. "I don't know that that's necessarily developmentally appropriate. There are a lot of things that I felt like, when I first started teaching kindergarten, that they are expecting preschoolers to know now. Some of that is just introduction."

Like many teachers of Pre-K and lower elementary grades, Nickel has to keep the kids in motion to keep their attention.

"We do a lot of movement," Nickel said. "We switch activities very frequently. We start our morning off by a morning story. Then, as soon as we're done with our story, we stand up and we do three wiggle songs, is what we call them, to get our wiggles out for the day, so that we are ready to sit and listen and learn. We don't do a lot of sitting. We do a lot of moving and playing. We do a lot of play based learning, where they are playing with a purpose. They don't realize that they are learning something while they are playing, but they are."

Nickel's class received pizza from Pizza Hut and ice cream from Braum's as recognition of her award.

"I don't know that that's necessarily developmentally appropriate. There are a lot of things that I felt like, when I first started teaching kindergarten, that they are expecting preschoolers to know now. Some of that is just introduction."Like many teachers of Pre-K and lower elementary grades, Nickel has to keep the kids in motion to keep their attention."We do a lot of movement," Nickel said. "We switch activities very frequently. We start our morning off by a morning story. Then, as soon as we're done with our story, we stand up and we do three wiggle songs, is what we call them, to get our wiggles out for the day, so that we are ready to sit and listen and learn. We don't do a lot of sitting. We do a lot of moving and playing. We do a lot of play based learning, where they are playing with a purpose. They don't realize that they are learning something while they are playing, but they are."<figure>

Easter Activities

RENO COUNTY, Kan. — Two ramp closures at the west K-14/U.S. 50 junction in Reno County -- part of a K-14 patching project – have been delayed by expected cold weather.

The first closure, on the ramp connecting westbound U.S. 50 to northbound K-14, had been scheduled to begin Monday, March 25. That closure has been delayed until around Wednesday, March 27, and is expected to be completed by the evening of Friday, March 29.

The second closure, on the ramp connecting southbound K-14 to westbound U.S. 50, had been expected to begin around Thursday, March 28. It has been delayed until further notice.

During the ramp closures, motorists should seek other routes.

The ramp closures are part of a nearly $3.6 million patching project on K-14. The Kansas Department of Transportation project is from the west K-14/U.S. 50 junction north to Yaggy Road.&nbsp;The length is almost 7 miles.

The work began Monday, March 18, and is expected to be completed around mid-August.

During the work, K-14 traffic will be restricted to one lane and controlled by flaggers or a pilot car. Ramps will be closed at times. Motorists should be prepared to slow down and stop and face delays of up to 15 minutes.

Iowa Civil Contracting Inc., of Victor, Iowa, is the primary contractor for the $3,559,085 project.

Ramp closure delayed until Wednesday

NEWTON, Kan. — Newton City Clerk Denise Duerksen has been selected as the 2024 Mildred Vance City Clerk/Finance Officer of the Year for the State of Kansas. The award was announced at the City Clerks and Municipal Finance Officers Association of Kansas (CCMFOA) Conference in Manhattan on Thursday, March 21.

Duerksen began her career with the City of Newton in 1991 as an administrative assistant to the city manager. She began serving as deputy city clerk in 1997 before being appointed city clerk in 2007.

Because of her long tenure in the field, Duerksen is regarded as an expert and valuable resource among her peers. Because of her caring nature, she’s also become a trusted mentor for many new city officials beginning their careers.

“Denise is such a valued member of our executive team,” City Manager Daniela Rivas said. “She’s a wealth of historical knowledge and is always willing to go the extra mile for her colleagues and the community. We are so fortunate to have her on our team.”

Over the years, Duerksen has led the City of Newton through dozens of projects to improve the organization’s professionalism, customer service, and efficiency – including implementing digital ordinance codification, new agenda management software, new permitting and licensing procedures, and a new records retention policy.

Duerksen earned her Certified Municipal Clerk (CMC) designation in 2000. She regularly teaches professional development sessions at state conferences, as well as the annual Clerks Certification Institute at WSU. In 2023, she earned her Master Municipal Clerk (MMC) designation from the IIMC. This is the highest recognition a city clerk can achieve, given only to clerks who complete the most demanding educational requirements and have a record of significant contributions to their communities.

She has served on numerous CCMFOA committees and the board of directors, and this year is serving as board president. She was also one of the founding members of Administrative Assistants of Kansas Cities (AAKC) and has been instrumental in the success of AAKC, serving on the executive board, various committees, reviewing certified municipal assistant applications, as well as playing a key part in the Nancy Crain Administrative Professional of the Year award.

She also has a passion for music and fitness and has taught many community fitness classes over the years. She is well-known in the cycling community across the state. She has been an organizer of Biking Across Kansas (BAK) for more than 20 years and now serves on its Board of Directors.

This award is presented each year to a City Clerk or Finance Officer who has made significant contributions to the State association, the profession and their city. The award was named in honor of Mildred Vance, former auditor and City Clerk/ Municipal Finance Officer of Parsons, who served her community from 1948 to 1988. Mildred was instrumental in developing and promoting professional education programs for city clerks and finance officers at the state and national levels and was one of the first 100 clerks to receive the Certified Municipal Clerk (CMC) designation in 1972. She strongly believed that city clerks and finance officers should contribute to their communities, and she unselfishly gave of her time and talents in church, community and civic activities.

To be eligible for the award, nominees must: 1) be a current Kansas city clerk or finance officer who has held the position for at least three years; 2) be a member of CCMFOA for at least three years; and 3) have attained the status of Certified Municipal Clerk (CMC); or have received the GFOA Certificate of Achievement in Financial Reporting.

A five-member panel of judges reviews all nominations and rates candidates on a point system. The Selection Committee consists of two prior year recipients of the award, the Missouri Clerk/Finance Officers Association President, the Illinois Clerk Association President and a League of Kansas Municipalities representative.

HUTCHINSON, Kan. — The Hutchinson/ Reno County Chamber of Commerce proudly announces the launch of the 2024 National Civics Bee, an initiative aimed at encouraging more young Americans to engage in civics and contribute to their communities. Organized in partnership with The Civics Trust of the U.S. Chamber of Commerce Foundation, the competition in Hutchinson will inspire middle schoolers to become better informed about American democracy to engage respectfully and constructively in the community, and to build greater trust in others and institutions.

Middle school students from public, private, charter and homeschools were invited to take part in the first- round civics essay competition. After a distinguished panel reviewed the 500-word essays, the top 20 students were selected to move on to the next round of competition: a live quiz event to test their civics knowledge. Over 100 submissions were received from local elementary and middle schools. The Hutchinson/ Reno County Chamber of Commerce will host this event on Wednesday April 17th at Noon at Stringer Fine Arts. The finalists and top winners will receive various prizes, including $500 cash for the first-place student.

Finalists include students from Central Christian School, Hutchinson Middle School 7, Hutchinson Middle School 8 and Morgan Elementary.

Businesses encouraged to take survey

HUTCHINSON, Kan. — The unemployment rate in Reno County was higher for the month of February 2024.

According to the Kansas Department of Labor, the jobless rate for the county went up four tenths of a percent to 3.3%. The jobless rate for the same period in 2023 was 3.2%.

There were 953 county residents out of work.&nbsp;

Statewide preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.7% in February. This is an increase from 2.6% in January and a decrease from 2.8% in February 2023.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 3,600 from January. Total nonfarm includes private sector and government employers. Private sector jobs increased by 3,800 over the month, while government decreased by 200.

“Kansas employers added jobs in February, with total nonfarm job estimates increasing by 3,600,” said labor economist, Emilie Doerksen. “The largest gains were in construction and leisure and hospitality. Both of these industries added more than 1,000 jobs.”

Since February 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 13,000. This change is&nbsp;due to an increase of 8,700 private sector jobs and an increase of 4,300 government jobs.

Reno Co. unemployment above 3% in Feb.

NEWTON, Kan. — Newton USD 373 announces the appointment of Chad Nulik as the new Newton High School head principal for the upcoming 2024-2025 academic year. With a notable background in education and a commitment to student and staff development, Mr. Nulik brings experience and enthusiasm to his new role.

Mr. Nulik's journey in education spans over two decades, with his initial 18 years at Salina Central High School, where he taught theater and speech, served on the Building Leadership Team, and coached baseball. 

Nulik then came to Newton and Chisholm Middle School in August 2020, where he has served as assistant principal since.

His dedication to education and leadership excellence was recognized statewide when he was named the Kansas Assistant Principal of the Year in fall 2023.

"It has always been one of my ambitions to run a high school and to help students develop into the last phase we have with them," Mr. Nulik says of his upcoming transition.

As he steps into his new role, Mr. Nulik brings with him a philosophy centered on collaboration. He emphasizes his commitment to being actively involved in the school community.

"Our goal is to help our students, but on top of that, if we work to make our teachers feel supported, then they in turn bring that onto the students,” Nulik said.

Nulik will begin his role over the summer, and hopes to have meet-and-greet opportunities for students and families to get to know him ahead of the upcoming year.

New Newton High principal appointed

HUTCHINSON, Kan. —&nbsp;Megan Ratzlaff, daughter of Ric and Susie Ratzlaff of Buhler, Kansas, is one of 459 community college students nationwide who were named semi-finalists in the 2024 Jack Kent Cooke Undergraduate Transfer Scholarship competition. She is the only student listed for the state of Kansas who will advance to the finalist round. In addition to this, she is one of 150 community college students nationwide who were named to the 2024 Coca-Cola Academic Team.

Over 1,600 applicants applied this year for the highly competitive Jack Kent Cooke Undergraduate Transfer Scholarship, which can supply up to $55,000 per year for two or three years to help transfer students complete a bachelor’s degree at any accredited four-year undergraduate institution in the U.S. This scholarship aims to help students who have demonstrated exceptional academic ability, leadership, and service transfer to top four-year universities and avoid student debt. Finalists for the Jack Kent Cooke Undergraduate Transfer Scholarship will be announced in May.

The Coca-Cola Academic Team Scholarship, for which over 2,200 students applied this year, is administered by Phi Theta Kappa, an international honors organization for two-year colleges. The academic team application is open to non-members in addition to members of Phi Theta Kappa with applicants having been nominated by their college’s designated nominator and having demonstrated outstanding academic achievement as well as significant campus and/or community leadership and service. Each of the 50 winners of the bronze-level designation will receive a $1000 scholarship and will be presented with a medallion at their respective All-State Academic Team ceremonies.

Megan is a sophomore studying Political Science and History. She currently holds leadership positions in Phi Theta Kappa, the Honors Program, and Campus Crusade for Christ as well as plays in the Symphonic Band at HutchCC. Outside of school, Megan works part-time at RCB Bank and serves the Lord with her church family at Medora Community Bible Church. She plans to transfer to Sterling College in the fall to pursue a bachelor’s degree in History with a double minor in Music and English, where she also plans on being involved in Sterling’s Symphonic Band, Piano Program, Choir, Honors Program and Student Government.

“It is such an incredible honor to be able to represent my community, my college, my state, and my Lord and Savior Jesus Christ on the national level in this way,” Megan says. “I view these awards as opportunities entrusted to me so that I can point others to Christ and say a special thank you to all the incredible people in my life. I couldn’t have gotten this far without God’s faithfulness or without all of the people He has blessed me with, so thank you all for your incredible support.”

Ratzlaff is Kansas finalist for transfer scholarship

HUTCHINSON, Kan. — New Hutchinson YMCA Aquatics Director Sharla Powell wants people to know that if you need to learn to swim, now is the time.

"The best way you can prevent your child from drowning is to teach them how to swim," said Powell. "What better gift to give your kid?"

David Foster with the Y said they are teaching a lot of kids right now.

"In just our monthly classes, we've got around 55 kids," Foster said. "That doesn't count our academy, so around 60-75 total, usually, a month, sometimes it goes up a little more than that, based on our Y swim team numbers."

It doesn't take long to learn how to not drown, and yet, swimming is also a sport you can do for a lifetime.

"Safety, we can do that in probably a month or two, depending on the child, after we, you know, go through all those steps, then we start teaching the stroke development and gearing everything towards our swim team and swim team in high school."

Learning to swim is fun at YMCA

HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel is pleased with the progress being made on the new Hilton Garden Inn and that it will be open for the 2025 NJCAA Tournament. However, she realizes that more rooms are still needed to get overall capacity in Hutchinson back to the levels that it was when the Atrium Hotel was still open.

"I think that could be a strong component to what we work on now that we have the Downtown Hutch Master Plan," Teufel said. "We're really hopeful that this hotel's going to be successful, and then we can defend the need for a hotel somewhere on the Main Street corridor at some point in the near future."

There was a study done in the past on where hotels should go that they are still paying attention to.

"When we looked at the hotel opportunities for development going back seven years ago, there was a study that was done about where is the right place for a hotel?" Teufel said. "Should it be downtown? Should it be near the fair or on the fairgrounds, or should it stay on the K-61 corridor? The reality is at that point, the study still proved out that the most successful place, at that point in time, would probably still be K-61. That's really led to where we are today. It doesn't mean that, for the future, as we continue to bolster the development of downtown, that there wouldn't be a place in the future for a hotel."

There is also the smaller concept that is already underway.

"We want to also see the opening of the Hoke and their new beautiful, boutique hotel," Teufel said. "That's really going to kind of help test the waters on can a downtown hotel be successful?"

The work on that building has been ongoing since the summer of 2021. They have not announced a date for completion yet.

Teufel: Downtown hotel concept may be next

HUTCHINSON, Kan. — <a href="https://www.facebook.com/bhappyphoboba">BHappy Pho &amp; Boba</a>, a Vietnamese restaurant, is slated to open downtown at the beginning of April at 19 East 2nd.&nbsp;&nbsp;

The owners of the new downtown restaurant are Diem Tran and her husband Hieu Nguyen.

"Right now we just need to wait for inspection so this week, we try to get everything done," Tran said."Deep cleaning all the equipment and then contact the health department for inspection."

&nbsp;Tran and Nguyen recently moved to Kansas to get away from the crowded city where they own a restaurant in Denver.&nbsp;

"We decided to go to Kansas City," Tran said. "Somehow late at night our son got a fever and then he woke up in the middle of the night and then my husband could hardly go back to sleep and he went online searching to find a spot for our business and then Hutchinson came up as his search result."

Just like it says in the restaurant name, pho and boba will be served. Pho is a vietnamese soup dish. Customers can order boba in iced tea, milk tea, smoothies and lemonade. Boba is pearl shaped and made of tapioca. It can be ordered in multiple flavors.&nbsp;

Tran said she and her husband are hiring for all available positions as of Wednesday afternoon.&nbsp;

"So we are hiring people that work at the front line, front server, cashier," Tran said. "I've already hired a few people for the front but I'm still needing people that can work in the back."

Tran said the plan is to have BHappy Pho &amp; Boba open Monday-Saturday from 7 a.m.-7 p.m. She said they will officially set business hours and the menu one week after opening.
