HUTCHINSON, Kan. — Cosmosphere is nearly done with a major renovation project.

"We're right now finishing renovations of about two-thirds of the museum, and the SpaceX Merlin will be in a rocket gallery where we'll have new interactives all about rocketry," said Cosmosphere CEO Jim Remar. "It's going to be a pretty awesome area for our visitors."

This is both going to move things around and make better use of the space. 

"The main spacecraft are staying where they have been, but all the other artifacts, the suits, the hardware will be moving," Remar said. "It's moving things around, it's updating, it's opening things up. It's going to allow us to really tell the story in a little better chronological order, a little more of an open environment, well-lit environment, with just updated lighting, graphics, floor treatment. It's going to be an impressive gallery for us."

The work should be done in just a few days.

"I am anticipating around the 19th of this month, those galleries should be accessible to the public," Remar said. "Our Spaceworks and curatorial team will continue to put the final exhibits in place, and it should be fully complete prior to the holiday season."

The project received around $4.7 million including both federal and state funds to complete the renovation.

Cosmosphere renovation to finish this month

HUTCHINSON, Kan. — Kari Mailloux with the Hutchinson Community Foundation let Hutch Post know that a three-year project called Love Where You Live is for all of those in Reno County, not just those in the Salt City.

"We're asking people all across Reno County to tell us how they feel about their communities," Mailloux said. "What do they love about their communities? What are they paying attention to? How will they know if the community is making progress? It starts with a survey right now that is open at <a href="http://renosurvey.com">renosurvey.com</a> through the end of July."

If you're not comfortable with an online survey, they still want to have your input.

"We are distributing paper copies across the county to like city halls and libraries," Mailloux said. "People can stop in and pick up a paper copy and either leave it there or mail it back or bring it back to the Hutchinson Community Foundation."

They are hoping to get a good response to the survey from all of the county's communities.

"Our goal is to get 1,150 responses," Mailloux said. "That breaks down to about 400 in Hutchinson and 125 in each of those smaller communities, at least.&nbsp;We are asking them what makes their community special. We're asking them what do they feel makes their community strong? We're asking them how do they feel about the future of their community? What makes their place unique? We're also asking them what are their priorities? What are they paying attention to in the community? Is it the aesthetics? Is it the jobs? Is it the accessibility of childcare? We want to know so that then we can help residents kind of come together and put collaborative action behind those priorities."

In addition to the survey, there will be community meetings this fall to narrow down priorities so that the foundation can hopefully put some funding behind the most important ones in the coming years.

As part of the agenda, there will be updates from the Kansas State Fair Foundation on fundraising for the Bison Arena project, an update on marketing for the fair from BowerComm, an update on racing at the fairgrounds from Phil Nightingale and a look ahead to the tabletop exercise from the Department of Homeland Security taking place at the Fairgrounds on Thursday.

Republican candidate for District 102 holding event

RENO COUNTY — The Board of County Commissioners will discuss a new policy for department heads at their meeting on Wednesday.

According to agenda documents, current policy is in place that states that all department heads must live in Reno County and are given 8 months to relocate once accepting a department head position. 

With the current struggles in some specialized professions, it may be necessary to be more flexible in residence. Below is the proposed procedure.

1. Residency Requirement: Department heads are required to establish residency within the County within a reasonable amount of time upon assuming their position. Residency shall be defined as maintaining a primary residence within the County limits.

2. Preference for County Residents in Hiring: Current residency within Reno County shall not be the sole factor in determining a successful candidate, but it may be the deciding factor in some instances.

3. Exceptions: Exceptions to the residency requirement may be granted on a case-by-case basis. The County Administrator will review requests for a residency exception and then make a recommendation to the Board of County Commissioners. Exceptions may be considered for department heads with unique qualifications or circumstances that warrant flexibility, such as specialized expertise, unique family situations, or family obligations. Criteria will be based on factors such as the time it would take for the department director to respond on-site in the case of an emergency and if there is a hardship to Reno County by granting the exception.

4. Waivers: Department heads may request waivers for the residency requirement due to extenuating circumstances such as significant hardship or medical reasons. Waiver requests must be reviewed and decided upon first by the County Administrator and then the Board of County Commissioners.

5. Enforcement: Failure to comply with the residency requirement with an approved waiver or exception will be subject to disciplinary action up to and including termination.

The Board of County Commissioners meets Wednesday at 9 a.m. in the Veterans Room of the Reno County Courthouse.

Board of County Commissioners take on department head residency policy

MCPHERSON, Kan. — In less than a year, McPherson College will open the doors to its new 55,000-square-foot landmark structure at the entrance to campus. The Campus Commons, currently under construction, is the centerpiece of a significant campus update, including two other new buildings. U.S. Senator Jerry Moran (KS) recently visited McPherson College and viewed the construction progress firsthand. The ongoing construction represents the largest-ever single investment in new buildings in the college's 137-year history.

The Campus Commons will serve as a hub for students with new dining, coffee shop, campus store, student clubs, activities and lounge spaces. The upper levels will contain student services, administrative offices, and a welcome center for events and gatherings.

The Boiler House and Holman Sport Center expansion are two additional major projects funded partly by a successful $55 million campaign. The Boiler House, a new campus café in the middle of campus with indoor and outdoor seating, will be completed in August 2024. The Holman Sport Center project, which features more than 4,500 square feet of added space and renovation of another 2,000 square feet, was completed in February 2024.

"We are changing the face of our campus in a way that puts the needs of our students first and provides them with a better academic and social life," said McPherson College President Michael Schneider. "The new Campus Commons is at the forefront of a campus redesign, moving McPherson College away from the traditional residential campus to a modern living community."

The prairie-inspired design of the new Campus Commons features two main entrances and numerous large windows that offer beautiful views of the prairie from the third floor. With a nod to the college's acclaimed Automotive Restoration program, the three-story atrium will include a chassis of a classic car suspended from the ceiling. Clearly seen when exiting I-135 into McPherson, the new building changes the landscape of the campus and community. Donlinger Construction of Wichita, builders of Exploration Place, is the general contractor for the project. It is expected to be completed by June 2025.

A few months ago, I registered my two children for two weeks of swimming lessons at our town’s pool. Registering my 8-year-old daughter for lessons was a nonnegotiable. She needs to continue learning skills that’ll help her keep her head above water while also gaining strength as a swimmer. My son, on the other hand, had a choice of taking lessons or not. 

When I presented him with the option of lessons, I warned him that he’d probably be the oldest kid in his swim level. I told him I’d again register him for the highest level offered at the pool. He easily met all of the required swim skills in that same level last summer, so this would be more like a review rather than an assessment. I half thought he’d decide to pass on lessons because of my warning. 

After a few minutes of contemplation, my son announced that if taking 45-minute swimming lessons guaranteed him pool time for two weeks, he’d do it!

Summer for my family is definitely spent a little differently than others. Yes, there’s guaranteed pool time in the form of swimming lessons for two weeks. Yes, there’s summer ball games with friends, and occasionally there’s a friend that can come over to play or spend the night. But summer for my family also means a steady flow of farmwork, and the kids are an active part of it all. Because of that, we generally experience long summer days and sleep hard at night before getting up and starting the day before it gets too hot.

Between wheat harvest, planting of fall crops, irrigation chores, checking livestock and debris cleanup following summer storms, my two kids will always have a different summertime story compared to their classmates. 

There have been times I have questioned my decision to haul the kids to town every day for two weeks during our busiest time of the year. Scheduling swim lessons in the middle of winter would work better with our farming schedule. However, I have to remind myself they need to experience the joys of summer as children. 

Yes, they need to understand the value of work. Yes, they need to be given responsibilities. Yes, they need to see that being part of a farming family includes helping when needed.

And honestly, leaving the farm and driving to town so the kids can get their guaranteed pool time also means that I have an opportunity to relax in the shade and read a book or listen to a podcast for 45 minutes by myself – something I might not do without this intentionally built-in time during the summer. It’s been a pleasant opportunity to pause and enjoy short breaks during an otherwise very busy time of the year.

The joys of summer can be had at any age, it’s just a matter of recognizing when the opportunity presents itself and making the time to take advantage of those moments.

This is day 12 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Officially, the Kansas wheat harvest is 92 percent complete, well ahead of 55 percent complete last year and 72 percent for the five-year average, according to the USDA’s National Agricultural Statistics Service crop progress report for the week ending July 7, 2024. Northwest Kansas has the most remaining wheat to be cut at 70 percent harvested.

Kansas had widespread rain over the weekend, which kept harvest on Monday at a standstill for many areas. Still, the southwest area is about 91 percent complete and wrapping straggling fields after beginning harvest early - the first week of June compared to the normal Father’s Day start.&nbsp;

Lori Deyoe, grain originator with Skyland Grain, covers a wide swath of the western third of the state - from Leoti to the southern Kansas border and from the western border with Colorado to Kismet. Based in Ulysess in Grant County, she reported good weather throughout the growing season. Snow in December made the crop and the cooler, wetter weather in May during filling finished it nicely - for those that received those rains.&nbsp;

She estimated taking in more than double the wheat from last year’s slap in the face. After thinking this year’s harvest would be sub-average, the final numbers look to hit average or maybe even a tick better. The wheat in the bins is headed via truck to the mills near Wichita, fulfilling demand within the state.&nbsp;

Yields range from 10 to 85 bushels per acre for dryland wheat and 85 to 115 bushels per acre on irrigated fields. Test weights started out tremendous above 60 pounds per bushel at the start of harvest, but after much-needed rains moved in have gone down. Proteins have been extremely regionalized ranging from 10 percent to above 12 percent.&nbsp;

“Everybody is extremely happy with their farm averages coming in from the field,” Deyoe said. “Everyone is ecstatic we’re getting the rains we’re getting, but wish we had been done with harvest before they started.”&nbsp;

The gully-washer on Saturday night will benefit fall crops, keeping producers delayed from the one or two cutting days needed to fully wrap up harvest. Farmers near Lakin would have finished Sunday or Monday and custom harvest crews are making quick work of remaining fields around Johnson. Last, but not least, irrigated fields north of Ulysses will likely be the last few to be cut.&nbsp;

Near Norton, Chris Tanner started cutting his WestBred Grainfield wheat on Monday, June 24, only to be delayed by rain the next day. They had been cutting a phenomenal crop with yields between 50 and 60 bushels per acre, strong test weights ranging from 59 to 63 pounds per bushel and great protein at 12 to 14 percent.&nbsp;

“We are in a sweet spot here,” Tanner said.&nbsp;

He credited an ideal growing season to good moisture throughout the year. Sufficient moisture at drilling meant the wheat came up early with well-established stands. In the spring, the wheat emerged from dormancy early, but in good shape and the luck continued.&nbsp;

While the weather was on-track, fertilizer prices were high, and Tanner noted he spent money on fungicide applications due to rust pressure. Producers did abandon some fields due to Wheat Streak Mosaic Virus, which has been bad in the area, in addition to some yield loss from Barley yellow dwarf virus.&nbsp;

A couple of 1.5 inch rains and several smaller showers have decreased yields 10 to 12 percent, test weights down to 55 to 57 pounds per bushel and protein averaging in the mid-11s. Even with the rain detriment, the year should end above average by the time harvest wraps up by the end of this week.

This year’s harvest is in stark contrast to last year’s disaster when a lot of wheat in northern Norton County was abandoned due to drought. The residue from this year’s crop is some of the best Tanner has had in his career and will benefit his subsequent crops.&nbsp;

“The most exciting part of this year’s harvest is the residue,” Tanner said. “The most disappointing part is the price.”

 </figure>JULIA DEBES Kansas WheatThis is day 12 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.Officially, the Kansas wheat harvest is 92 percent complete, well ahead of 55 percent complete last year and 72 percent for the five-year average, according to the USDA’s National Agricultural Statistics Service crop progress report for the week ending July 7, 2024. Northwest Kansas has the most remaining wheat to be cut at 70 percent harvested.Kansas had widespread rain over the weekend, which kept harvest on Monday at a standstill for many areas. Still, the southwest area is about 91 percent complete and wrapping straggling fields after beginning harvest early - the first week of June compared to the normal Father’s Day start.&nbsp;Lori Deyoe, grain originator with Skyland Grain, covers a wide swath of the western third of the state - from Leoti to the southern Kansas border and from the western border with Colorado to Kismet. Based in Ulysess in Grant County, she reported good weather throughout the growing season. Snow in December made the crop and the cooler, wetter weather in May during filling finished it nicely - for those that received those rains.&nbsp;She estimated taking in more than double the wheat from last year’s slap in the face. After thinking this year’s harvest would be sub-average, the final numbers look to hit average or maybe even a tick better. The wheat in the bins is headed via truck to the mills near Wichita, fulfilling demand within the state.&nbsp;Yields range from 10 to 85 bushels per acre for dryland wheat and 85 to 115 bushels per acre on irrigated fields. Test weights started out tremendous above 60 pounds per bushel at the start of harvest, but after much-needed rains moved in have gone down. Proteins have been extremely regionalized ranging from 10 percent to above 12 percent.&nbsp;“Everybody is extremely happy with their farm averages coming in from the field,” Deyoe said. “Everyone is ecstatic we’re getting the rains we’re getting, but wish we had been done with harvest before they started.”&nbsp;The gully-washer on Saturday night will benefit fall crops, keeping producers delayed from the one or two cutting days needed to fully wrap up harvest. Farmers near Lakin would have finished Sunday or Monday and custom harvest crews are making quick work of remaining fields around Johnson. Last, but not least, irrigated fields north of Ulysses will likely be the last few to be cut.&nbsp;Near Norton, Chris Tanner started cutting his WestBred Grainfield wheat on Monday, June 24, only to be delayed by rain the next day. They had been cutting a phenomenal crop with yields between 50 and 60 bushels per acre, strong test weights ranging from 59 to 63 pounds per bushel and great protein at 12 to 14 percent.&nbsp;“We are in a sweet spot here,” Tanner said.&nbsp;He credited an ideal growing season to good moisture throughout the year. Sufficient moisture at drilling meant the wheat came up early with well-established stands. In the spring, the wheat emerged from dormancy early, but in good shape and the luck continued.&nbsp;While the weather was on-track, fertilizer prices were high, and Tanner noted he spent money on fungicide applications due to rust pressure. Producers did abandon some fields due to Wheat Streak Mosaic Virus, which has been bad in the area, in addition to some yield loss from Barley yellow dwarf virus.&nbsp;A couple of 1.5 inch rains and several smaller showers have decreased yields 10 to 12 percent, test weights down to 55 to 57 pounds per bushel and protein averaging in the mid-11s. Even with the rain detriment, the year should end above average by the time harvest wraps up by the end of this week.This year’s harvest is in stark contrast to last year’s disaster when a lot of wheat in northern Norton County was abandoned due to drought. Day 12, Kansas Wheat Harvest Report

MCPHERSON, Kan. — According to a Monday release from Chief Chad Mayberry, a person was taken for medical attention from a fire scene early Saturday morning.

Fire crews were called out at 12:32 a.m. Saturday to the 200 block of Mockingbird Lane for a structure fire. MFD responded with two engine companies, a ladder company and a heavy rescue vehicle.&nbsp;

When they got there, crews found smoke and flames showing from a mobile home. Crews made an interior attack on the fire. One person was found inside. That man was taken out and resuscitated by fire crews. He was then taken to McPherson Hospital and then transferred from there to Via Christi St. Francis in Wichita.&nbsp;

The State Fire Marshal's Office is investigating.

Area departments receive grants

HUTCHINSON, Kan. — Julie Kallas is the Public Health Emergency Preparedness Coordinator for the Reno County Health Department. She urges the public to be prepared for events out of their control. 

"Preparedness is more than just tornadoes and fires and things like that," Kallas said. "It is a lost driver's license. It is underinsured in your home. It can look a million different ways depending on who you are and your situation. There are a lot of things that change regardless of your age or things like that. Just staying up with the times and making sure that you are prepared for as much as possible."

Preparedness isn't always about the unexpected.

"If you think about public health emergency preparedness, that is being ready for and being ready to respond to emergencies," Kallas said. "Whether it be natural disaster or a man-made or even already events that you're already looking forward to and that you'll be a part of like the state fair, for example."

There is a group that meets at regular intervals to make sure the community is prepared.

"There is several community partners that work together," Kallas said. "The hospital and Hutch Clinic, emergency management, the health department, the VOAD, which is volunteer organizations active in disaster through the United Way. There are several people that are ready to go just in case of a situation like that."

Preparedness starts with thinking ahead

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann has been doing town halls across the state while home for the Independence Day holiday.

"The thing that comes up over and over again is the border is just top of mind for people as it should be, you know, this wide open southern border is an absolute chaotic debacle, everybody's seen it for what it is," Mann said.&nbsp; "The other thing is inflation is still hitting people, you know, across our economy, people that are on fixed incomes, our seniors are especially impacted by that."

Also, continuing work on the Farm Bill is an emphasis in the counties Mann visits.

"Why are we even doing this in the first place? Mann asked, rhetorically. "Why do we have five-year farm bills? It's got to be long enough to provide some certainty for producers but short enough that it can adjust and change with the times and the bill that we passed out of the House Committee, I'm on the Ag Committee, I proudly voted for it. That was a really good bill, fiscally conservative bill that stewards taxpayer dollars well and that puts taxpayer dollars in places that we see high return on investment. A really good bill passed out of the House. We need the Senate to do their work, pass out their bill and then for those bills to come together and get them past those floors and signed into law."

Mann said they will get a good farm bill out, even if it takes longer than it already has.

"Worst case scenario is we pass a bad bill," We just can't, we'll not let that happen. Don't forget that crop insurance is mandatory which means crop insurance even if our bill expires or as it expires you know will stay in place and crop insurance is such an important risk management tool for our ag producers. A lot of other important things as well though so we got to get a five-year bill done that locks in certainty for our producers."

The current farm bill extension ends September 30.

Mann: Border and farm bill topic at town halls

HUTCHINSON, Kan. — Creighton University economist Ernie Goss expects a rate cut from the Federal Reserve in the coming months.

"I don't think they're going to do it in July, but the economy is just too weak for the Fed to keep interest rates this high," Goss said.&nbsp; "They're saying they defeated inflation. Well, they haven't defeated inflation, but weakness is a bigger problem than inflation right now."

The continued struggles of commercial real estate are just one area of the economy that a rate cut might help, in the long run.&nbsp;

"In commercial real estate, a lot of it's related to office space," Goss said. "Of course, that's not as much of an issue in this part of the country as it is in some of the big urban centers like San Francisco, New York, and others. So, in this part of the country, the real estate sector is not nearly in as much trouble here as nationwide, and we're going to see some of that going forward."

There are still some levers that the Fed can pull on to try to get the 'soft landing' they are looking for.

"They're going to pull on the interest rates," Goss said.&nbsp; "That's not the more important one right now. It's others that we're going to see, and that would be in terms of the balance sheet, the Federal Reserve's balance sheet. But right now, they're going to have to adjust some of it, and they're going to have to move fairly quickly now in my judgment once they begin. I think they will begin in September, but it's not going to have enough of an impact on the housing market to reduce the interest rates on the housing market."

The next two-day meeting of the Federal Open Market Committee is July 30-31.

 </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. — Creighton University economist Ernie Goss expects a rate cut from the Federal Reserve in the coming months."I don't think they're going to do it in July, but the economy is just too weak for the Fed to keep interest rates this high," Goss said.&nbsp; "They're saying they defeated inflation. Well, they haven't defeated inflation, but weakness is a bigger problem than inflation right now."The continued struggles of commercial real estate are just one area of the economy that a rate cut might help, in the long run.&nbsp;"In commercial real estate, a lot of it's related to office space," Goss said. "Of course, that's not as much of an issue in this part of the country as it is in some of the big urban centers like San Francisco, New York, and others. So, in this part of the country, the real estate sector is not nearly in as much trouble here as nationwide, and we're going to see some of that going forward."There are still some levers that the Fed can pull on to try to get the 'soft landing' they are looking for."They're going to pull on the interest rates," Goss said.&nbsp; "That's not the more important one right now. It's others that we're going to see, and that would be in terms of the balance sheet, the Federal Reserve's balance sheet. But right now, they're going to have to adjust some of it, and they're going to have to move fairly quickly now in my judgment once they begin. Kansas Senate candidate holding event in Nickerson

NEWTON, Kan. — The playground at Lincoln Park and the northeast playground at Athletic Park will be closed next week for repairs to the poured-in-place rubber surfacing.

The contractor will begin with Lincoln Park on Tuesday, July 9 and hopes to complete the work that day. Then they will begin work at Athletic Park on Wednesday, July 10.

Both playgrounds will be fenced off until the surfacing product has cured. Staff expects to have both playgrounds back open to the public no later than Friday, July 12.

RENO COUNTY — Reno County has scheduled three Town Hall meetings, in District 1 and District 2, to gather feedback regarding possible expansion of County Wide Zoning and Solar in the unzoned areas of the county.

Monday, July 8, 2024 in the Nickerson Community Center, 11 N. Nickerson St., Nickerson, at 6:30 p.m.

Monday, July 22 , 2024 in the Arlington City Hall, 900 W. Main Street, Arlington, at 6:30 p.m.

Tuesday, July 23, 2024 in the Pretty Prairie City Office, 119 W Main St, Pretty Prairie, at 6:30 p.m.

The Town Halls will all be attended by Reno County Public Works Director Don Brittain, Reno County Planner Mark Vonachen, Reno County Administrator Randy Partington and Reno County Commissioners Randy Parks and Ron Hirst, regarding possible expansion of County Wide Zoning and also Solar in the unzoned areas of Reno County. 

The informal meetings will start with information about what planning and zoning is and what it would mean to residents in the rural parts of Reno County and then gather their comments about zoning. 

Officials will look for feedback to see if there is any interest in commercial solar farms, either the prohibition or allowance of these farms, from people living in the unzoned areas of Reno County.
