WICHITA STATE UNIVERSITY STRATEGIC COMMUNICATIONS

In response to the expected inclement weather, Wichita State University will move to remote operations Tuesday, Feb. 18. Critical campus operations will remain open, and employees who support these operations should report to campus.

All other employees should work remotely when possible and speak with their supervisor for any specific concerns. Classes will be held remotely. Instructors are encouraged to connect with their students regarding the status of their classes, and students should reach out to their instructors for questions.

The university will resume normal operations as soon as possible, and additional updates will be shared via&nbsp;<a href="http://www.wichita.edu/shockeralert">Shocker Alert texts</a>, WSU email and WSU social media.

WSU moves to remote operations for Tuesday, Feb. 18; critical campus functions remain open

The previously scheduled Barton Speaker Series event at Wichita State featuring Ben Stein has been canceled. 

Stein informed the university&nbsp;in mid-February&nbsp;of his need to cancel due to personal circumstances. Stein, an economist, lawyer, actor and prolific author, was set to headline the speaker series and visit campus for other events March 11. Tickets to the event were free.

“We wish Ben well and hope there may be an opportunity to collaborate in the future,” President Rick Muma said.

News of the 2026 Barton series speaker will be announced later this year.

Not too long ago I had the privilege of representing Kansas Farm Bureau at the American Farm Bureau Federation Convention in San Antonio. For any of you who have never attended an annual meeting, it would be my hope that someday you might get that opportunity. If you do you should jump on it as fast as you can.

This year’s meeting was very good, and I have many takeaways from it. However, the one I keep going back to is the same one I have each year. I am always amazed at just how vast and different agriculture is across the country, and it’s all represented by the members of the American Farm Bureau Federation.

I talked to a potato grower from Idaho, a rancher from Wyoming and a peanut farmer from Georgia all in one day. I also met a cherry grower from Michigan, crop farmer from Wisconsin and a dairy farmer from Maryland. That is about as diverse as it gets, and it is a good representation of all the various kinds of agriculture at the American Farm Bureau Federation table.

At the annual meeting we discussed issues brought forward from state Farm Bureaus about dairy, honeybees, wheat, beef and just about every other commodity you can think of. We discussed conservation, water, trade, the farm bill and transportation, just to name a few topics. That is just a sampling of what makes the American Farm Bureau Federation the best general farm organization.

We had several fascinating discussions on those topics and the ideas and thoughts presented by the members were from many different angles. To be sure, not everyone agreed on what the policy should be, but at the end of that Tuesday afternoon we had hammered out policy positions that met the approval of a majority of the membership.

Did everyone agree? No, but we did come to a consensus.

The best part about the discussions we had was that each one of the proposals had worked its way up from an individual member or county Farm Bureau. It had gone through each state’s unique policy development process, the resolutions committee at the American Farm Bureau Federation and finally it was presented on the floor of the annual business meeting.

That rigorous journey is what makes the American Farm Bureau such a great organization. We find a way to represent everyone in agriculture no matter what the produce, how they produce it or where they live. Every kind of agriculture is welcome at the table.

It is amazing and comforting to know just how much we all have in common. Our dreams, challenges and hopes are all fundamentally the same. We are all proud producers of the food and fiber this nation and world need. We want to preserve our air, land and water for the next generation. Most of all we love what we do, and that is what you will find in the meeting rooms, hallways and dinner tables.

Insight: Grassroots consensus

This Saturday, HutchCC and the Cancer Council of Reno County&nbsp; &nbsp;will be holding their 13 Annual “Pink Out” night at the Sports Arena as the Blue Dragons host the Butler CC Grizzlies in a Jayhawk Conference Tilt. &nbsp;&nbsp;

The cause is not lost on the game. &nbsp;Gooch talked about how cancer touches everyone, even if it isn’t directly. &nbsp;&nbsp;

Gooch added that the Hutch CC ticket office will be open all week at the Sports Arena to purchase your pink out shirts. &nbsp;The office is open from 8:30 AM to 4:30 PM. &nbsp;&nbsp;

The games on Saturday begin at 1:30 PM. &nbsp;The women play Butler, followed by the mens game. &nbsp;You can hear the games on KWBW or Country 102.9.&nbsp;

On the BW Morning Show this morning Kansas State Fair director Bryan Schulz announced that Ludacris will be the grandstand act for the second Saturday of this year’s Kansas State Fair. &nbsp;&nbsp;

Ludacris has sold 24-million albums worldwide and has become one of music’s most celebrated artists. &nbsp;His innovative music videos and lyrical wit have solidified him as a trailblazer in the rap and hip-hop scene. &nbsp;&nbsp;

K-STATE SALINA COMMUNICATIONS AND MARKETING&nbsp;

K-State Salina is offering courses for students who desire to complete college credits while still in high school in the high-demand career pathways of aviation maintenance, applied business, applied cyber systems design and uncrewed aircraft systems. These courses will be predominantly offered through an online environment, allowing students to learn anytime, anywhere.

The pre-college pathways program is helping students who are still in high school gain a head start on their postsecondary education and careers while learning valuable skills and knowledge to help them prepare for in-demand careers.

Students who choose the aviation maintenance option will also have an opportunity to reduce the time it takes to earn an associate degree to just one year of postsecondary education instead of the typical two.

“These courses are unique education options that high school students might not otherwise be able to obtain,” said Monte Couchman, director of K-State Salina pre-college pathways. “Between learning how to become an aircraft mechanic or how to operate a drone or exploring virtual environments, the K-State Salina campus is offering nontraditional access to industries with budding career potential.”

While participating students get a jump-start on their college education, they also receive a significantly reduced rate per credit hour compared to traditional college students. Pre-college students can receive up to a 73% discount for these pathway classes through a scholarship, reducing the tuition rate to $85 per credit hour, making their education more affordable and helping them transition into a postsecondary learning environment.

The courses will be instructed by K-State Salina’s faculty experts, who have a wealth of knowledge and industry experience.

“High school students should be interested in a program like this because we’ve got campus data that supports that all four of our pathways are directly attributable to quality jobs,” Couchman said. “Students can also see what college education rigor looks like in a technical program, albeit in an online modality, but with less risk because of how affordable the price is.”

To qualify for pre-college pathways through K-State Salina, high school students should have reached junior or senior classification, have at least a 2.0 cumulative high school grade point average, and receive permission from a parent or guardian and their high school guidance counselor. More information about the program can be found at the pre-college pathways website.

Students interested in the program are encouraged to apply before March 14. To apply, students can talk with their high school guidance counselors or email K-State Salina’s pre-college pathways at salinaprecollege@k-state.edu.

“The flexibility of our pathways program is beneficial to the student,” said Couchman. “Depending on the program that you choose, you will not have to travel to get onto a technical college's campus. If a student has access to Wi-Fi and a laptop, this is a way for them to earn college credit and jump start their career.”

These courses will be predominantly offered through an online environment, allowing students to learn anytime, anywhere.The pre-college pathways program is helping students who are still in high school gain a head start on their postsecondary education and careers while learning valuable skills and knowledge to help them prepare for in-demand careers.Students who choose the aviation maintenance option will also have an opportunity to reduce the time it takes to earn an associate degree to just one year of postsecondary education instead of the typical two.“These courses are unique education options that high school students might not otherwise be able to obtain,” said Monte Couchman, director of K-State Salina pre-college pathways. “Between learning how to become an aircraft mechanic or how to operate a drone or exploring virtual environments, the K-State Salina campus is offering nontraditional access to industries with budding career potential.”While participating students get a jump-start on their college education, they also receive a significantly reduced rate per credit hour compared to traditional college students. Pre-college students can receive up to a 73% discount for these pathway classes through a scholarship, reducing the tuition rate to $85 per credit hour, making their education more affordable and helping them transition into a postsecondary learning environment.The courses will be instructed by K-State Salina’s faculty experts, who have a wealth of knowledge and industry experience.“High school students should be interested in a program like this because we’ve got campus data that supports that all four of our pathways are directly attributable to quality jobs,” Couchman said. “Students can also see what college education rigor looks like in a technical program, albeit in an online modality, but with less risk because of how affordable the price is.”To qualify for pre-college pathways through K-State Salina, high school students should have reached junior or senior classification, have at least a 2.0 cumulative high school grade point average, and receive permission from a parent or guardian and their high school guidance counselor. Hutchinson City Council to meet on Tuesday 

The Wichita Fire Department battled a two-alarm fire at a
vacant building on Saturday afternoon.&nbsp; 

Shortly after 4 pm the fire department was called to a fire
in the area of Ninth and Main.&nbsp; When first
crews arrived, the found heavy smoke in the area but no visible fire.

Firefighters from Squad One located a large two-story building
with flames and heavy smoke visible.&nbsp;
During a recent familiarization training crews from Station One had been
made aware that the building was being left open and under demolition. 

Earlier in the afternoon fire crews had walked through the
building to keep up with the demolition process and monitor it for homeless
activity. During the walk through crews encountered 14 different homeless
individuals staying in the building for shelter. 

Due to the known potential life hazards and heavy fire
involvement, an aggressive search was prioritized, and three attack lines were
put into service. With crews battling freezing temperatures, challenging
building construction, and the manpower needed to confine and control the fire,
a second alarm was started. 

Search crews reported an “all clear” on primary and
secondary searches. The cause of the fire is not known as of Sunday
afternoon.&nbsp;

Cause of two-alarm Saturday afternoon fire unknown

RENO COUNTY —One person died in an accident just after 7:30 PM Saturday in Reno County.

The Kansas Highway Patrol reported a 2017 Peterbilt semi driven by Ryan R.&nbsp;Purchase, 44, Ludington, Michigan, was northbound on Kansas 61&nbsp; and a 2024 Ford F150 driven by Martin P.&nbsp;McLaughlin, 68, Romulus, Michigan, was southbound two miles east of Turon.

The vehicles collided head-on in the southbound lane.&nbsp; After impact, the pickup became fully engulfed in flames and the semi traveled off the road to the left and came to rest in the ditch upright.

McLaughlin was pronounced dead at the scene. EMS transported&nbsp;Purchase to the hospital in Hutchinson.&nbsp; Due to the fire, the KHP had incomplete seat belt usage information.

The Kansas School Board Resource Center is hosting an event
in Wichita for those individuals who may be interested in running for their
local school board.&nbsp; 

The event is called “Thinking about running for your school
board?” and well be held in Room 138 at the Eugene M Hughes Metroplex at
Wichita State University.&nbsp; This is
located at&nbsp;5015 East 29 Street North.  This is just south of K-96 on Woodlawn Boulevard.

Dr. John Walker the Superintendent of Central Christian School stopped by the BW Morning Show on Friday to talk with us about happenings at the school. &nbsp;&nbsp;

The big project ongoing on the campus of Central Christian School is the new childcare facility. &nbsp;Recently the project reached full funding, and Dr. Walker talked about the project.

They hope to be able to occupy the facility in time for their summer programs.

Dr. Walker commented on the needs to finalize the facility they are looking for toys, cribs and equipment needed.&nbsp;&nbsp;

The school recently had an open house for another childcare facility, this one in Buhler.  Dr. Walker talked about it.

Central Christian School close to finishing new childcare facility, opens one in Buhler 

MCPHERSON COUNTY—One person was injured in an accident just before 11:30a.m. Friday in McPherson County.

The Kansas Highway Patrol reported a 2006 Nissan Sentra driven by Donald A.&nbsp;Long, 68, York, Nebraska, was eastbound on U.S. 56 just east of 25th Avenue.

The driver lost control of the car in the slush on the road. The Nissan traveled left of center and struck a 2019 Ram 2500 driven by Jason L.&nbsp;Bernhardt, 52, Marion, head-on.

EMS transported Long to Wesley Medical Center.&nbsp;Bernhardt and a passenger in the pickup were not transported for treatment. Long was not wearing a seat belt, according to the KHP.

Driver hospitalized after McPherson Co. head-on crash

The Hutchinson Fire Department responded to the 1600 block of North Dixie Street for a report of a structure fire. 

  First arriving crews entered a two and a half story structure and found fire in the wall on the second floor of the structure.  Crews were able to quickly extinguish the fire and limited damage to the home.&nbsp;&nbsp;

The fire caused damage to the first-floor ceiling and a wall on the second floor.

 The cause of the fire is currently under investigation by the Hutchinson Fire Department Fire Mashal. 

A family of 5 was displaced and placed in care with the American Red Cross. No working smoke alarms were found in the structure and no injuries were reported.&nbsp;

We are thinking he is shepherd/pyrenees mix. He is very playful and at 104lbs he sometimes forgets he is so large when he gets the zoomies and runs into a person or his dog friends. &nbsp;

Max has been with us for 6 months and he is a lovable, sweet, friendly dog who likes to lay in the sunshine, play in the snow with his best friend Phoebe and chase the ball when we throw it for him but he rarely brings it back to us. &nbsp;

Max is neutered, UTD on vaccines, microchipped, heartworm tested-negative and is ready to have a home of his own. &nbsp;

Prior to coming to PAHS, he belonged to a homeless gentleman and this man was no longer able to care for him properly, so Max came to us with hopes of finding a loving home of his own. &nbsp;

More than half of the base acres in Kansas are assigned as wheat base, meaning what’s going on with wheat has a major impact on the commodity programs established under the Farm Bill. K-State Research and Extension has new resources available and advises producers to carefully consider their selection choice this year between the two primary programs in Kansas — Price Loss Coverage (PLC) or Agricultural Risk Coverage (ARC). 

“With another extension of the 2018 Farm Bill, farmers are now able to make an election decision between commodity programs on their base acres for 2025,” Kansas State University farm economist Robin Reid stated in an extension publication on January 24. “The decision between ARC or PLC needs to be made by April 15, 2025, and will be for the crop harvested in 2025, with payment (if any) being made in October of 2026.” 

According to Reid in a webinar on Wednesday, February 12, Kansas wheat producers are now evenly split across the two programs with 54 percent enrolling in PLC in 2024, compared to 46 percent in ARC. This trend is a big difference from the first years of the program — 2019 and 2020 — when 93 percent of producers elected for PLC coverage. This year’s selection may not be as quick and easy as prior years; however, primarily due to a higher reference price for PLC and higher benchmark prices for ARC. This week’s edition of Wheat Scoop breaks down the basics and decision factors with resources from K-State’s resources through AgManager.info. 

Price Loss Coverage (PLC) is catastrophic price protection. For this program, producers should know two important numbers — the effective reference price and the national marketing year average price. 

The effective reference price is laid out in the Farm Bill. For 2025, the new effective reference price for 2025 is $5.56 for wheat. 

A payment is triggered when the national marketing year average price falls below this reference price. The national marketing year average price is set by the USDA National Agricultural Statistics Service (NASS). Each month’s price is weighted at the end of the marketing year based on the amount of grain sold in that month to determine a single national price for the entire marketing year. Two considerations are specific to wheat. First, the marketing year runs June 1 through May 31 with the most heavily weighted months in June through September when the most wheat is sold. Second, there is a single price set for all wheat in the United States, regardless of the class of wheat a producer may plant in their fields. 

That means the national marketing year average price will not be finalized until after the 2025 marketing year concludes on May 31, 2026. However, because NASS publishes data monthly, producers can track actual and projected prices as the marketing year progresses. 

The difference between these two numbers is the payment rate. If a payment is triggered, the payment rate is multiplied by the farm’s established yield (PLC yield), which producers see on their USDA Farm Service Agency (FSA) paperwork and then multiplied by 85 percent of the base acres for that commodity. The payment under this program is not capped until the national marketing year average price falls below the national loan rate, which is $3.38 for wheat. 

The takeaway here is that if the national marketing year average price for wheat falls below $5.56, a payment would be triggered, and producers would receive a payment in October 2026. 

The Agricultural Risk Coverage (ARC) is a shallow revenue loss program. Nationally, there are two different options for ARC — based on either county or individual benchmarks — but only ARC-CO (county-based) is commonly selected by Kansas producers. 

ARC-CO payments under this program are based on county yields, not those of individual producers. This means the county could have a revenue loss, a farmer not, and the farmer would still receive a payment. The inverse is also true — a farmer could have a loss, but the county does not, and no payment is triggered. 

County benchmark revenue is based on a five-year Olympic average of the national marketing year average price multiplied by the five-year Olympic average county yield.

For reference, a five-year Olympic average takes five years, removes the high and the low and then averages the remaining three years. Using an Olympic average means that the county’s benchmark revenue will change on an annual basis as new years are added to the data set and the oldest are removed. There is also a lag year, meaning that the five-year calculation for the 2025 marketing year is based on 2019 to 2023 county-level data.

An ARC-CO payment is triggered when the county revenue falls below 86 percent of the county’s benchmark revenue. It’s important to remember that these payments differ from crop to crop and from county to county, which producers can track at AgManager.Info. 

“If the current year revenue (national marketing year average price multiplied by actual county yield) falls below the guarantee, payment is made in the amount of the difference,” Reid wrote, cautioning producers that these payments are capped at 10 percent of the county’s benchmark revenue. “The payment being capped at 10% of the benchmark revenue is really the downfall of this program and in years of low prices can make PLC the better choice.”

Here’s how ARC-CO works in practice. The 2025 ARC-CO benchmark price for wheat is set at $6.72. This benchmark price does not change from county to county. 

Reid used an example from Rooks County to run the scenario, which has a five-year Olympic average county yield of 46.75 bushels. As a result, average yields (rounded up to 47 bushels per acre) in Rooks County would trigger a payment if the price falls under $5.78, which is 86 percent of the benchmark price. 

However, producers also need to run scenarios where county yields exceed or fall below average. A 10 percent yield loss would trigger a payment at a higher price — $6.42. In contrast, however, a 10 percent yield gain would result in a much lower price threshold needed to trigger a payment — $5.25. 

Reid noted that under current conditions, ARC-CO may trigger payments at a slightly higher price and could have higher payments, but producers must keep track of that maximum county payment rate and their own payment limitations. 

Don’t Forget About Supplemental Coverage Option (SCO)

A final consideration for producers is whether or not to use the Supplemental Coverage Option (SCO) on crop insurance. This option provides coverage from the individuals’ crop insurance level up to 86 percent of the projected revenue. The premiums are subsidized at 65 percent, meaning producers pay 35 percent of the premium. According to Reid, these policies are likely to pay out over time, but there the higher premiums from the additional coverage could have sticker shock for producers considering it for the first time. 

Also, SCO payouts are triggered on a county loss compared to an individual farm loss. As such, if the farm has a crop loss, but the county does not, no payment would trigger. Producers cannot enroll in SCO if they have enrolled base acres in ARC-CO for that commodity. 

“While it is county-based coverage and not individual, the subsidy level would lead a person to believe it should pay off in the long-run (assuming the product is properly rated),” Reid wrote. “However, the premiums may still be cost-prohibitive for many farmers.”

Ultimately, commodity programs are complex, and the final marketing year average prices and yields are only forecasts at this point. But, wheat base acres — at least those planted to winter wheat — have a leg up on spring-planted crops — the 2025 crop has been planted and producers know how much moisture they have or have not received to date. 

“The one advantage we have with winter wheat is that the crop is already in the ground,” Reid said. “Although it’s a long time until harvest, we do have some knowledge of the crop’s condition. Is it going to be a complete failure? Is everything looking great? So that is something we can gauge a little bit on wheat versus other crops.” 

It’s also important to note that the marketing year for wheat does not start until June 1, 2025. So while producers have to choose one of the two commodity programs by April 15, 2025, there is still a lot of time for prices to fluctuate before being included in the official calculations. 

“Current projections are near or even slightly below these ‘trigger’ prices for both PLC and 86 percent of the ARC benchmark,” Reid wrote. “ARC-CO will pay at higher prices in the event of yield losses at the county level, and vice versa, where higher county yields will require lower prices to trigger an ARC-CO payment. But, the overall price risk is really high right now with the current uncertainty in the market.” 

K-State does have a free, online trade-off tool to aid producers in making their decisions for this year. The tool allows producers to look up their county averages, apply their own program yields, determine when ARC payments will max out and, most importantly, determine at what price level PLC payments will exceed the maximum ARC-CO payments. The Reno County Sheriff's Office would like to express to all that we have been receiving reports of people claiming to be employed by the Reno County Sheriff's Office and are requesting money.&nbsp;

 These individuals have used the names Sergeant Brian Colling, Commander Brian Richardson, and an Officer Cloose. 

They are telling people that they have FTA charges, Direct Contempt charges, or just owe fines. They have requested payment by Bitcoin using "bitcoin machines." 

These individuals also have sent forged paperwork with the individuals name on it and the Reno County Sheriff's Badge on it to try and make it look legitimate. 

If the Sheriff's Office or the Reno County District Court needs to send you paperwork it will be sent through mail. As a reminder to all, the Sheriff's Office will never request payment of any kind including bitcoin, gift cards, or other currency over the phone.

 </figure>RENO COUNTY SHERIFF'S OFFICE&nbsp;The Reno County Sheriff's Office would like to express to all that we have been receiving reports of people claiming to be employed by the Reno County Sheriff's Office and are requesting money.&nbsp; These individuals have used the names Sergeant Brian Colling, Commander Brian Richardson, and an Officer Cloose. They are telling people that they have FTA charges, Direct Contempt charges, or just owe fines. They have requested payment by Bitcoin using "bitcoin machines." These individuals also have sent forged paperwork with the individuals name on it and the Reno County Sheriff's Badge on it to try and make it look legitimate. If the Sheriff's Office or the Reno County District Court needs to send you paperwork it will be sent through mail. As a reminder to all, the Sheriff's Office will never request payment of any kind including bitcoin, gift cards, or other currency over the phone.If you ever think it may be a scam, please call the Sheriff's Office main number at 620-694-2735 or contact the district court clerks to verify the information.&nbsp;&nbsp;
