KANSAS CITY, Kan. –&nbsp;The Kansas Bureau of Investigation is investigating an officer-involved shooting that occurred early Monday morning in Kansas City, Kansas, according to a media release from the KBI.

Around 2:45 a.m., officers from Kansas City, Kansas Police responded to a 911 call reporting a domestic incident. After meeting with the woman who called, they went to a storage unit at 235 N. 78th&nbsp;St., to interview the suspect, later identified as Timothy Cella, 41, of Kansas City, Kansas.

Preliminary information indicates when officers arrived, they attempted to establish contact with Cella, who they could view through a large window in the exterior storage unit. During negotiations, officers gave commands for him to come out, but Cella did not comply and made verbal threats to officers. Then officers believed Cella pointed a firearm at them. Additional officers responded to the scene.

At around 3:45 a.m., officers again observed Cella raising what was believed to be a firearm at officers. Six officers fired, striking Cella multiple times. EMS responded and transported him to an area hospital. Cella is currently in critical, but stable condition.

A butane torch was located at the scene and is believed to be the object Cella pointed at officers.

New website for federal employees seeking jobs in Kansas

KANSAS CITY, Kan.&nbsp;– The Kansas Bureau of Investigation (KBI) has issued a blue alert in Kansas on behalf of Missouri, after a Lee’s Summit officer was shot and critically injured Sunday night.

The Missouri State Highway Patrol (MSHP) issued the blue alert Monday morning trying to locate a suspect wanted in related to the shooting. The alert was later extended into Kansas.

Authorities are looking for Thomas Eugene Tolbert, 27. Tolbert is a black male, around 240 pounds, and is 6 foot 2 inches tall with brown eyes and black hair. At the time he was last seen, he was wearing a black top with a hood, and black shorts.

He is armed with a handgun and considered dangerous.

Around 11 p.m, Sunday, June 1, law enforcement responded to a domestic disturbance at 3560 SW Hollywood Drive in Lee’s Summit, Missouri. After a short foot pursuit between Tolbert and officers, Tolbert shot a Lee’s Summit police officer, seriously injuring him.

Tolbert left the scene in a vehicle that has since been recovered in Grandview, Missouri, but Tolbert remains on the loose.

A wireless emergency alert was issued in several Kansas City metro counties on the Kansas side.

Anyone who sees Tolbert should immediately call 911. Any other information about his whereabouts should be reported at 1-800-KS-CRIME.

JACKSON COUNTY—A police officer was injured in a shooting while investigating a domestic disturbance and the search for the suspect identified as 27-year-old Thomas Tolbert continues.

Just after 11:00 p.m. Sunday, police&nbsp; were dispatched to the 3500 block of SW Hollywood Drive in Lee's Summit on the report of a domestic disturbance, according to a media release from police.

 As the first officer arrived on scene in the apartment complex; and while waiting for his assisting officer, the officer observed a male subject running from the scene. 

 The officer chased the suspect on foot and quickly advised via the radio that shots had been fired.  No shots were fired by the officer. The officer was struck multiple times. 

 Investigators are working with area law enforcement partners to track Tolbert.

There is no perceived danger in the area of the original crime scene. Multiple witnesses gave a statement that the suspect fled the area in a vehicle.  The officer was transported to an area trauma center with serious injuries.

KBI extends alert for suspect after KC area officer shot multiple times

RILEY COUNTY —Law enforcement are investigating a suspect for alleged child sex crimes.&nbsp; Just after 1p.m. Friday police arrested 22-year-old Brendon Delarosa of Bronx, New York on a Riley County District Court warrant on requested charges of rape, aggravated criminal sodomy, and aggravated indecent liberties with a child, according to the Riley County Police Department activity report.

This warrant stems from a report filed in September 2019 for rape, aggravated criminal sodomy, and aggravated indecent liberties with a child. Delarosa is being held on a $200,000 bond.

Measles cases inched up slightly in the U.S. this past week, with a new county impacted in Texas and Colorado reporting a new outbreak.

There are 1,088 confirmed measles cases in the U.S., up 42 from last week, the Centers for Disease Control and Prevention said Friday.&nbsp;<a href="https://apnews.com/article/measles-outbreak-texas-rfk-vaccines-8cf4641b04731c713edb524ca943490c">Texas, where the nation's biggest outbreak</a>&nbsp;raged during the late winter and spring, reported 10 additional cases this past week for a total of 738.

There are three other&nbsp;<a href="https://apnews.com/article/measles-texas-mexico-canada-ontario-0956a30c043b030ae79bc9f67c6ce89c">major outbreaks</a>&nbsp;in North America.

One in Ontario, Canada, has resulted in&nbsp;<a href="https://www.publichealthontario.ca/-/media/Documents/M/24/measles-ontario-epi-summary.pdf?rev=3d8451977cd34084a8b494a6a11b4f1a&amp;sc_lang=en&amp;hash=48D1A6D0D037B39BD421AAF060204EE0">1,888 cases</a>&nbsp;from mid-October through May 27. Another in Alberta, Canada, has sickened&nbsp;<a href="https://www.alberta.ca/measles">628 as of Thursday</a>. And the&nbsp;<a href="https://apnews.com/article/mexico-measles-vaccines-misinformation-mmr-mennonites-misinformation-ea6158b9a4d513b20f33cbc09034e5c2">Mexican state of Chihuahua</a>&nbsp;had 1,693 measles cases and three deaths as of Wednesday, according to data from the state health ministry.

Since the outbreak in&nbsp;<a href="https://www.datawrapper.de/_/sxSwi/?v=7">Texas</a>, New Mexico and Oklahoma began,&nbsp;<a href="https://apnews.com/article/measles-texas-rfk-death-vaccine-4e28b0edf5cab47980b40b2d47f0ec50">two elementary school-aged children</a>&nbsp;in the&nbsp;<a href="https://apnews.com/article/measles-outbreak-west-texas-death-rfk-41adc66641e4a56ce2b2677480031ab9">epicenter in West Texas</a>&nbsp;and an&nbsp;<a href="https://apnews.com/article/measles-death-new-mexico-texas-outbreak-b9aef6fdd51fbb4ebd1ce9ce28e33299">adult in New Mexico</a>&nbsp;have died of measles. All were unvaccinated.

Other&nbsp;<a href="https://apnews.com/article/measles-kansas-ohio-mmr-vaccination-new-mexico-texas-569474272df9baaad1f6d73462ebe92a">states with active outbreaks</a>&nbsp;— which the CDC defines as three or more related cases — include Colorado,&nbsp;<a href="https://www.datawrapper.de/_/aP4Au/?v=3">Kansas</a>, Michigan, Montana, North Dakota, Ohio, Pennsylvania and Tennessee.

<a href="https://apnews.com/article/measles-texas-new-mexico-mmr-outbreak-vaccines-408371700e3ab548777bf0354e586549">Measles</a>&nbsp;is caused by a highly contagious virus that’s airborne and spreads easily when an infected person breathes, sneezes or coughs. It is&nbsp;<a href="https://apnews.com/article/rfk-vaccines-autism-measles-obesity-food-dye-f26089856550e978d28fd25b653d8103">preventable through vaccines</a>, and has been considered eliminated from the U.S. since 2000. Here’s what else you&nbsp;<a href="https://apnews.com/article/measles-outbreak-texas-rfk-vaccines-8cf4641b04731c713edb524ca943490c">need to know about measles in the U.S.</a>

<a href="https://www.datawrapper.de/_/aP4Au/?v=3">Kansas</a>&nbsp;has a total of 64 cases across 11 counties in the southwestern part of the state, with two hospitalizations. All but five of the cases are connected, and most of the cases are in Gray County.

Colorado has seen a total of seven measles cases in 2025 and one outbreak with three related cases, which the state health department announced Thursday.

All three cases appear to stem from an international flight that landed at Denver International Airport in mid-May. Two people with confirmed cases live in Arapahoe County, near Denver — one unvaccinated child under the age of 5 and an unrelated vaccinated adult. The other person was an out-of-state traveler who was infectious on the flight and stayed at a hotel near the airport. State health officials said Thursday there is no evidence of further spread.

The other counties with cases in 2025 are Pueblo, Jefferson and Archuleta counties with one each and Denver with two.

How many measles cases are there in Texas?

There are a total of 738 cases across&nbsp;<a href="https://www.datawrapper.de/_/sxSwi/?v=7">35 counties, most of them in West Texas</a>, state health officials said Friday.

Throughout the outbreak, 94 people have been hospitalized. McLennan County, which includes the city of Waco, was added to the state's list of counties with active cases.

<a href="https://www.dshs.texas.gov/news-alerts/measles-outbreak-2025">State health officials estimated</a>&nbsp;less than 1% of cases — fewer than 10 — are actively infectious. Fifty-six percent of Texas’ cases are in Gaines County, where the virus started spreading in a close-knit, undervaccinated Mennonite community. The county has had 409 cases since late January — just over 1.7% of the county’s residents.

The April 3 death in Texas was an&nbsp;<a href="https://apnews.com/article/measles-texas-rfk-death-vaccine-4e28b0edf5cab47980b40b2d47f0ec50">8-year-old child,</a>&nbsp;according to&nbsp;<a href="https://apnews.com/article/texas-measles-outbreak-rfk-jr-ben-edwards-2dd7c79d47c64ad2e6d4a4ac3c87ec1f">Health Secretary Robert F. Kennedy Jr.</a>&nbsp;Local health officials said the child did not have underlying health conditions and died of “what the child’s doctor described as measles pulmonary failure.” A unvaccinated&nbsp;<a href="https://apnews.com/article/measles-outbreak-west-texas-death-rfk-41adc66641e4a56ce2b2677480031ab9">child with no underlying conditions died of measles in Texas</a>&nbsp;in late February; Kennedy said the child was 6.

How many measles cases are there in New Mexico?

New Mexico added one new case on Friday for a total of 79.

Seven people have been hospitalized since the outbreak started. Most of the state’s cases are in Lea County. Sandoval County near Albuquerque has six cases, Eddy County has three, Doña Ana County has two and Chaves and Curry counties have one each.

An unvaccinated adult died of&nbsp;<a href="https://apnews.com/article/measles-death-new-mexico-texas-outbreak-b9aef6fdd51fbb4ebd1ce9ce28e33299">measles-related illness March 6</a>. The person did not seek medical care.

Oklahoma held steady Friday with a total of 14 confirmed and three probable cases.

The state health department is not releasing which counties have cases.

Michigan has a steady eight confirmed cases of measles, with an outbreak of four connected cases in Montcalm County in the western part of the state that health officials say is tied to the Ontario outbreak.

Montana has 13 measles cases as of Thursday. Ten are in Gallatin County, which is where the first cases showed up — Montana’s first in 35 years.

Flathead County has two cases and Hill County has one case.

Health officials said there is potential for community transmission in Hill County. There are outbreaks in neighboring North Dakota and the Canadian provinces of Alberta, British Columbia and Saskatchewan.

How many cases are there in North Dakota?

North Dakota, which hadn't seen measles since 2011, is up to 29 cases as of Thursday. Two of the people have been hospitalized, and all of the people with confirmed cases were not vaccinated.

There are 13 cases in Williams County in western North Dakota on the Montana border. On the eastern side of the state on the Minnesota border, there are eight cases in Grand Forks County and seven cases in Cass County. Burke County, in northwest North Dakota on the border of Saskatchewan, Canada, has one case.

Ohio remained steady for a second week at 34 measles cases and one hospitalization, according to the Ohio Department of Health. That count includes only Ohio residents.

The state has two outbreaks: Ashtabula County near Cleveland has 16 cases, and Knox County in east-central Ohio has 20 — 14 among Ohio residents and the rest among visitors.

Allen, Cuyahoga, Holmes and Defiance counties have one case each.

How many cases are there in Pennsylvania?

Pennsylvania remains steady at 15 cases overall in 2025 as of Thursday, including international travel-related cases in&nbsp;<a href="https://www.pa.gov/content/dam/copapwp-pagov/en/health/documents/topics/documents/2025%20HAN/2025-787-3-13-ADV-%20Measles.pdf">Montgomery County and one in Philadelphia</a>.

An outbreak of eight measles cases in Erie County in far northwest Pennsylvania has remained steady since it began in mid-April.

Tennessee has had six measles cases since early May, but no change since. Health department spokesman Bill Christian said all cases are the middle part of the state, and that “at least three of these cases are linked to each other” but declined to specify further. The state also did not say whether the cases were linked to other outbreaks or when Tennessee’s outbreak started.

Where else is measles showing up in the U.S.?

Measles cases also have been reported in Alaska, Arkansas, California, Florida, Georgia, Hawaii, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Minnesota, Missouri, Nebraska, New Jersey, New York, Rhode Island, Vermont, Virginia and Washington.

Cases and outbreaks in the U.S. are frequently traced to&nbsp;<a href="https://apnews.com/article/europe-asia-measles-rates-unicef-who-report-2f888732cc297090238956986fd89cc4">someone who caught the disease abroad</a>. The CDC says more than twice as many measles have come from outside of the U.S. compared to May of last year, and most of those are in unvaccinated Americans returning home. In 2019, the U.S. saw 1,274 cases and almost lost its status of having eliminated measles.

What do you need to know about the MMR vaccine?

The best way to avoid measles is to get the&nbsp;<a href="https://www.cdc.gov/vaccine-safety/vaccines/mmr.html">measles, mumps and rubella</a>&nbsp;vaccine. The first shot is recommended for children between 12 and 15 months old and the second between 4 and 6 years old.

Getting another MMR shot as an adult is harmless if there are concerns about waning immunity, the CDC says. People who have documentation of receiving a live measles vaccine in the 1960s don’t need to be revaccinated, but people who were immunized before 1968 with an ineffective vaccine made from “killed” virus should be revaccinated with at least one dose, the agency said.

People who have documentation that they had measles are immune, and those born before 1957 generally don’t need the shots because so many children got measles back then that they have “presumptive immunity."

Measles has a harder time spreading through communities with high vaccination rates — above 95% — due to “herd immunity.” But childhood vaccination rates have&nbsp;<a href="https://apnews.com/article/measles-texas-vaccines-funding-cuts-5785985d6b74024b0502f6a2fc1576e2">declined nationwide</a>&nbsp;since the pandemic and more parents are claiming religious or personal conscience waivers to exempt their kids from required shots.

Measles first infects the respiratory tract, then spreads throughout the body, causing a high fever, runny nose, cough, red, watery eyes and a rash.

The rash generally appears three to five days after the first symptoms, beginning as flat red spots on the face and then spreading downward to the neck, trunk, arms, legs and feet. When the rash appears, the fever may spike over 104 degrees Fahrenheit, according to the CDC.

Most kids will recover from measles, but infection can lead to&nbsp;<a href="https://www.cdc.gov/measles/signs-symptoms/index.html">dangerous complications</a>&nbsp;such as pneumonia, blindness, brain swelling and death.

The first shot is recommended for children between 12 and 15 months old and the second between 4 and 6 years old.Getting another MMR shot as an adult is harmless if there are concerns about waning immunity, the CDC says. Airline travelers urged to vaccinate as measles cases climb

As Missouri lawmakers prepare to debate a counter offer to keep the teams, economists say Kansas’ proposal may not be financially feasible

Kansas is the only state or local government to pass a plan to fund a Kansas City Chiefs or Royals stadium project.

Dysfunction in the Missouri General Assembly might also mean the Show Me State has nothing to offer. A last-minute plan by Gov. Mike Kehoe to&nbsp;<a href="https://thebeaconnews.org/stories/2025/05/01/missouri-legislature-stalls-bill-state-stadium-funding/" target="_blank">help finance stadium projects for the Royals and Chiefs</a>&nbsp;derailed in the state Senate.

Missouri lawmakers return Monday for a special session to, among other things, pass a stadium proposal. But as it stands now, Kansas is in the driver’s seat to get, in theory, both the Royals and Chiefs. Notably, an&nbsp;<a href="https://www.kcur.org/sports/2025-05-29/kansas-city-royals-stadium-aspiria-overland-park" target="_blank">affiliate of the Royals recently purchased a mortgage</a>&nbsp;in Overland Park secured by the Aspiria campus, which is at 119th Street and Nall Avenue.

But economists say Kansas can’t afford both teams.

“You are not going to generate enough net revenue to cover one of the facilities, let alone two,” said Geoffrey Propheter, an associate professor of public finance at the University of Colorado Denver.

Propheter did say there’s a way Kansas could afford both stadiums, but that requires “cannibalizing activity from other businesses.”

A majority of Kansas lawmakers disagree, and say getting the Chiefs or Royals is a once-in-a-lifetime opportunity. But whether STAR bonds can support one or two teams depends on who you ask.

<a href="https://www.kansascommerce.gov/program/community-programs/star-bonds/" target="_blank">STAR bonds</a>, or sales and tax revenue bonds, are bonds that are paid by taxes generated in a bond district — hence the name. In a stadium proposal, taxes collected from bars, restaurants or any other businesses in the bond district would pay back the debt. Typically, STAR bonds are paid off in 20 years.

“(Kansans are) not going to pay a dime unless they visit the district,” Rep. Sean Tarwater, a Stilwell Republican,&nbsp;<a href="https://thebeaconnews.org/stories/2024/06/18/kansas-star-bonds-chiefs-royals/" target="_blank">said last year</a>.

That’s the logic behind the state’s proposal. Lawmakers last year approved a plan that would authorize Kansas to finance up to 70% of stadium costs with the bonds.

Supporters say the Chiefs and Royals would spark an economic boom that will bring new dollars into Kansas. All that economic activity would literally and figuratively pay off in the long run.

Almost 80% of STAR bonds projects are on track to be paid off early, the Kansas Department of Commerce said in 2024. STAR bonds have been used to finance other sports stadiums like the Kansas Speedway and Sporting Kansas City’s Children’s Mercy Park.

But STAR bonds have never been used for projects of this magnitude. A Chiefs or Royals stadium would be by far the largest project in the program’s history. And previous STAR bonds have only funded at most 50% of construction costs, not 70%.

The Kansas Speedway’s original bond was $24.3 million for a stadium that opened in 2001. That’s equivalent to about a $47 million bond when adjusted for inflation. Children’s Mercy Park received a $150 million bond before its 2011 opening.

Those figures would only cover a small fraction of the construction for a new Chiefs or Royals stadium. New stadiums for the Texas Rangers, Las Vegas Raiders and the Los Angeles Rams and Chargers opened in 2020. They had $1.2 billion, $1.9 billion and $5.5 billion price tags, respectively.

A&nbsp;<a href="https://www.kslegislature.gov/li_2022/b2021_22/committees/ctte_h_cmrce_lbr_1/documents/testimony/20220118_01.pdf" target="_blank">2021 audit</a>&nbsp;from the Kansas Legislative Division of Post Audit found questionable returns from some STAR bonds. Notably, the Prairiefire project in Overland Park defaulted on its STAR bonds last year. Topeka Heartland Park and the Schlitterbahn Waterpark in Kansas City, Kansas, also failed to pay back their bonds. And Strataca, the Hutchinson salt museum, is only projected to break even in 43 to 118 years.

Propheter, the University of Colorado Denver associate professor, knows a lot about stadium funding plans. He said they don’t always work as advertised.

He said risk is unavoidable with these types of projects and they never start off profitably. It takes years to build the stadium and the surrounding district. That’s years of debt not being paid back.

Propheter said most of the money generated from the stadiums won’t be new to the metropolitan area. The Royals aren’t going to bring in tens of thousands of out-of-town fans for a Tuesday night game. But they will bring out tens of thousands of people who would already be spending money locally. These fans are spending money at the stadium instead of at a movie theater, bowling alley, restaurant or other local business.

Kansas wants projects financed by STAR bonds to attract 30% of their visitors from 100 miles away and 20% from outside Kansas. The 2021 audit of STAR bonds found that only three of 16 projects — the Hutchinson salt museum, Topeka Heartland Park and Kansas Speedway — met both goals.

A Chiefs or Royals stadium would likely draw a fair share of out-of-state visitors because the teams have been based in Missouri for so long. But Propheter isn’t convinced the economic activity will be worth it.

“A lot more people would travel to Kansas,” he said. “Would it be enough to generate the money needed to pay the debt? No.”

Nathaniel Birkhead, associate professor of political science at Kansas State University, also is wary of sales and other tax dollars being used to pay off bonds.

He said STAR bonds have struggled to pay off up to 50% of project costs before. Now, these bonds could pay up to 70% of one or more billion-dollar projects. That’s concerning to Birkhead.

“There’s some logic behind the STAR bonds,” he said. “However, I still fundamentally think it’s dishonest to say that something will pay for itself.”

Birkhead said the Chiefs, for example, are guaranteed no more than nine regular season games. The teams also could host concerts or other events to keep their stadiums busy, but there is no guarantee that happens.

He wonders how busy the STAR bond district will look when a game is not being played that day.

Then there’s uncertain economic projections. Ongoing concern about inflation and uncertainty around federal tariffs could make construction more expensive. A possible recession also would prevent people from spending money on sports events.

Brian Mayes, a lead political strategist who also worked on the Vote Yes! Keep the Rangers campaign in Texas, said there was a point in his life where he might have agreed that stadium debt is hard to pay off. But Mayes, who has worked on the Dallas Cowboys and Texas Rangers stadium funding, said new stadium development is just different. There’s just so much economic development around these stadiums, he said.

Mayes said Rangers and Cowboys games always keep the businesses around the stadiums busy. But so too do the concerts, conventions and other stadium offerings. The Cowboys offer tours of the locker rooms, and people show up.

That’s not to mention mega events like hosting a Super Bowl.

Mayes remembers when the Cowboys left Irving, Texas, for the new stadium in Arlington. The old site of the Cowboys stadium still sits undeveloped. Meanwhile, Arlington now has a booming tourism district that is helping pay off other government projects.

“(We said) put the Cowboys to work for Arlington,” he said. “It was the economic generator, and the additional tax revenue that was made by the Cowboys helped the city pay for roads and parks and police.”

Scott Sayers is a senior technical architect with Gensler Kansas City. Gensler has worked on dozens of sports projects, including the Rams Village in Los Angeles, Capital One Arena in Washington, D.C., and M&amp;T Bank Stadium in Baltimore.

Sayers said more people want to spend time before or after the game hanging around. Maybe they are talking about what they just saw or wanting to enhance the pregame experience.

Sayers doesn’t have specific opinions on STAR bonds and whether Kansas can afford one or two teams. But he does know that the Chiefs or Royals can create a prosperous stadium district if they work toward it — whether that would be in downtown Kansas City or suburban Kansas.

The state already did that when it created The Legends next to the Kansas Speedway and Children’s Mercy Park. Sayers said that area used to be an empty field before becoming a bustling, dense shopping and entertainment district.

The teams can build thriving entertainment districts when they treat the stadium and its surrounding areas as one cohesive community, he said.

“People have expectations,” Sayers said. “No longer are the days where 7:05, the event starts. I get dropped off at 6:40 … I want to start those experiences at 5 o’clock, at 4:30.”

They had $1.2 billion, $1.9 billion and $5.5 billion price tags, respectively.A&nbsp;<a href="https://www.kslegislature.gov/li_2022/b2021_22/committees/ctte_h_cmrce_lbr_1/documents/testimony/20220118_01.pdf" target="_blank">2021 audit</a>&nbsp;from the Kansas Legislative Division of Post Audit found questionable returns from some STAR bonds. Notably, the Prairiefire project in Overland Park defaulted on its STAR bonds last year. Topeka Heartland Park and the Schlitterbahn Waterpark in Kansas City, Kansas, also failed to pay back their bonds. And Strataca, the Hutchinson salt museum, is only projected to break even in 43 to 118 years.<h2>Economists concerns</h2>Propheter, the University of Colorado Denver associate professor, knows a lot about stadium funding plans. He said they don’t always work as advertised.He said risk is unavoidable with these types of projects and they never start off profitably. It takes years to build the stadium and the surrounding district. That’s years of debt not being paid back.Propheter said most of the money generated from the stadiums won’t be new to the metropolitan area. The Royals aren’t going to bring in tens of thousands of out-of-town fans for a Tuesday night game. But they will bring out tens of thousands of people who would already be spending money locally. These fans are spending money at the stadium instead of at a movie theater, bowling alley, restaurant or other local business.Kansas wants projects financed by STAR bonds to attract 30% of their visitors from 100 miles away and 20% from outside Kansas. The 2021 audit of STAR bonds found that only three of 16 projects — the Hutchinson salt museum, Topeka Heartland Park and Kansas Speedway — met both goals.<figure>

But Propheter isn’t convinced the economic activity will be worth it.“A lot more people would travel to Kansas,” he said. “Would it be enough to generate the money needed to pay the debt? No.”Nathaniel Birkhead, associate professor of political science at Kansas State University, also is wary of sales and other tax dollars being used to pay off bonds.He said STAR bonds have struggled to pay off up to 50% of project costs before. Now, these bonds could pay up to 70% of one or more billion-dollar projects. That’s concerning to Birkhead.“There’s some logic behind the STAR bonds,” he said. “However, I still fundamentally think it’s dishonest to say that something will pay for itself.”Birkhead said the Chiefs, for example, are guaranteed no more than nine regular season games. The teams also could host concerts or other events to keep their stadiums busy, but there is no guarantee that happens.He wonders how busy the STAR bond district will look when a game is not being played that day.Then there’s uncertain economic projections. Ongoing concern about inflation and uncertainty around federal tariffs could make construction more expensive. A possible recession also would prevent people from spending money on sports events.<h2>Building a stadium district</h2>Brian Mayes, a lead political strategist who also worked on the Vote Yes! Keep the Rangers campaign in Texas, said there was a point in his life where he might have agreed that stadium debt is hard to pay off. But Mayes, who has worked on the Dallas Cowboys and Texas Rangers stadium funding, said new stadium development is just different. There’s just so much economic development around these stadiums, he said.Mayes said Rangers and Cowboys games always keep the businesses around the stadiums busy. But so too do the concerts, conventions and other stadium offerings. The Cowboys offer tours of the locker rooms, and people show up.That’s not to mention mega events like hosting a Super Bowl.Mayes remembers when the Cowboys left Irving, Texas, for the new stadium in Arlington. The old site of the Cowboys stadium still sits undeveloped. Meanwhile, Arlington now has a booming tourism district that is helping pay off other government projects.“(We said) put the Cowboys to work for Arlington,” he said. “It was the economic generator, and the additional tax revenue that was made by the Cowboys helped the city pay for roads and parks and police.”Scott Sayers is a senior technical architect with Gensler Kansas City. Gensler has worked on dozens of sports projects, including the Rams Village in Los Angeles, Capital One Arena in Washington, D.C., and M&amp;T Bank Stadium in Baltimore.Sayers said more people want to spend time before or after the game hanging around. Maybe they are talking about what they just saw or wanting to enhance the pregame experience.Sayers doesn’t have specific opinions on STAR bonds and whether Kansas can afford one or two teams. But he does know that the Chiefs or Royals can create a prosperous stadium district if they work toward it — whether that would be in downtown Kansas City or suburban Kansas.The state already did that when it created The Legends next to the Kansas Speedway and Children’s Mercy Park. Sayers said that area used to be an empty field before becoming a bustling, dense shopping and entertainment district.The teams can build thriving entertainment districts when they treat the stadium and its surrounding areas as one cohesive community, he said.“People have expectations,” Sayers said. “No longer are the days where 7:05, the event starts. NEW CENTURY, Kansas. –&nbsp;Kansas Department of Corrections resident Anthony Mansfield was placed on escape status at approximately 10:00 p.m. on Wednesday after not returning to the Johnson County Department of Corrections (JCDOC) Adult Residential Center (ARC) or reporting to his job, according to a media release from the KDOC.

Mansfield, a 36-year old white male, is considered dangerous. He was reported missing when the resident could not be located at the minimum-security unit. This walkaway does not impact the security or operations of the medium-maximum secure compound.

Mansfield is 5-feet, 8-inches tall, and weighs 185 pounds with an average build. He has brown hair and brown eyes. He was last seen wearing a&nbsp;white t-shirt with black designs, long black sleeve undershirt, brown boots, brown baseball hat and stonewashed jeans .

Mansfield was convicted in Johnson County for eight-months of incarceration for criminal damage to property convictions. He is serving that sentence at the JCDOC-ARC from which he walked away. Under an agreement between the KDOC and JCDOC, residents who have release plans that are appropriate to Johnson County are housed at the ARC.

Dangerous Kansas inmate still missing from work release facility

WYANDOTTE COUNTY —Law enforcement are investigating a shooting that critically injured a teen.

The shooting occurred just after 3a.m. Saturday in Quindaro Park,&nbsp;3345 Sewell Ave, Kansas City, Kansas, according to a statement from the Wyandotte County Sheriff's office.&nbsp;

 The victim, identified as a Hispanic teen, was transported to a local hospital for treatment. Investigators identified and took a suspect into custody. The sheriff's office asked anyone with information on the incident to contact them.

Girl critically injured after Kansas park shooting

CLARK COUNTY —Law enforcement from three counties in southwest Kansas, the Kansas Highway Patrol and a muddy ditch helped capture a suspect who fled a traffic stop.

Over the weekend, a Clark County Sheriff’s deputy was conducting a traffic stop on a blue GMC Sierra, according to a social media report from the Kansas Highway Patrol

The driver of the pickup then fled from the stop and that prompted a vehicle pursuit.

Thanks to strong coordination and teamwork across Clark, Ford and Comanche Counties and the Kansas Highway Patrol, the suspect was taken into custody. The pursuit ended in Clark County east of Kansas Highway 34, south of Road M. 

The Patrol wrote, "Public safety is our top priority, and we are proud to support our fellow law enforcement partners. Thank you to the teamwork of the communications teams for partnering as well, to ensure the safety of their officers. Always remember, fleeing adds charges…and we will catch you. "

The patrol did not release names of the suspect or possible requested charges.

Just after 9p.m. Sunday, crews responded to a reported apartment fire in the 11500 block of Holmes, according to Battalion Chief Michael Hopkins.

 Crews reported smoke and fire showing from a two-story apartment on arrival. Searches of the structure came back all clear. One occupant was transported for evaluation for non-fire related issues. 

One firefighter was treated on scene for heat related issues. Eight to ten units were damaged. Red Cross has been ordered along with dangerous buildings.&nbsp;

BOULDER, Colo. (AP) — A man with a makeshift flamethrower yelled “Free Palestine” and hurled an incendiary device into a group that had assembled to raise attention for Israeli hostages in Gaza, law enforcement officials said Sunday. Eight people were injured, some with burns.

The suspect, Mohamed Sabry Soliman, 45, was booked into the Boulder County jail north of Denver and expected to face charges in connection with the attack the FBI was investigating as a terrorist act. Online records did not immediately show when he would make a court appearance.

The burst of violence at the popular Pearl Street pedestrian mall, a four-block area in downtown Boulder, unfolded against the backdrop of a war between Israel and Hamas that continues to inflame global tensions and has contributed to a spike in antisemitic violence in the United States. The attack happened on the beginning of the Jewish holiday of Shavuot, which is marked with the reading of the Torah and barely a week after a man who also yelled “Free Palestine” was charged with fatally shooting&nbsp;<a href="https://apnews.com/article/israel-embassy-jewish-museum-shooting-10307b3b1a2a337e76730736b12ebbcb">two Israeli embassy staffers outside of a Jewish museum in Washington</a>.

Israeli Prime Minister Benjamin Netanyahu issued a statement Monday saying he, his wife and the entire nation of Israel were praying for the full recovery of the people wounded in the “vicious terror attack” in Colorado.

“This attack was aimed against peaceful people who wished to express their solidarity with the hostages held by Hamas, simply because they were Jews,” Netanyahu said.

Across the U.S., the New York Police Department said it has upped its presence at religious sites throughout the city for Shavuot.

“Sadly, attacks like this are becoming too common across the country,” said Mark Michalek, the special agent in charge of the FBI's Denver field office, which encompasses Boulder. “This is an example of how perpetrators of violence continue to threaten communities across the nation.”

The eight victims who were wounded range in age from 52 to 88 and the injuries spanned from serious to minor, officials said.

The attack occurred as people with a volunteer group called Run For Their Lives was concluding their weekly demonstration to raise visibility for the hostages who remain in Gaza. Video from the scene shows a witness shouting, “He’s right there. He’s throwing Molotov cocktails,” as a police officer with his gun drawn advances on a bare-chested suspect who is holding containers in each hand.

Alex Osante of San Diego said he was having lunch on a restaurant patio across the pedestrian mall when he heard the crash of a bottle breaking on the ground, a “boom” sound followed by people yelling and screaming.

In video of the scene captured by Osante, people could be seen pouring water on a woman lying on the ground who Osante said had caught on fire during the attack. A man, who later identified himself as an Israeli visiting Boulder who decided to join the group that day, ran up to Osante on the video asking for some water to help.

After the initial attack, Osante said the suspect went behind some bushes and then re-emerged and threw a Molotov cocktail but apparently accidentally caught himself on fire as he threw it. The man then took off his shirt and what appeared to be a bulletproof vest before the police arrived. The man dropped to the ground and was arrested without any apparent resistance in the video that Osante filmed.

As people tried to help the woman on the ground, another woman who appeared to be a participant in the event yelled to others out of the camera’s view, defending their cause, saying they don’t talk about the government but just talk about the hostages.

Lynn Segal, 72, was among about 20 people who gathered Sunday. They had finished their march in front of the courthouse when a “rope of fire” shot in front of her and then "two big flares.”

She said the scene quickly turned chaotic as people worked to find water to put out flames and find help.

Segal, who said she is Jewish on her father’s side and has supported Palestine for more than 40 years, was concerned that she might be accused of helping the suspect because she was wearing a pro-Palestine shirt.

“There were people who were burning, I wanted to help,” she said. “But I didn’t want to be associated with the perpetrator.”

Authorities did not disclose details about Soliman but said they believe that he acted alone and that no other suspect was being sought. No criminal charges were immediately announced but officials said they would move to hold Soliman accountable. He was also injured and was taken to the hospital to be treated, but authorities didn’t elaborate on the nature of his injuries.

FBI leaders immediately declared the attack an act of terrorism and the Justice Department denounced it as a "needless act of violence, which follows recent attacks against Jewish Americans."

“This act of terror is being investigated as an act of ideologically motivated violence based on the early information, the evidence, and witness accounts. We will speak clearly on these incidents when the facts warrant it,” FBI Deputy Director Dan Bongino said in a post on X.

<a href="https://apnews.com/today-in-history/october-7">Israel's war in Gaza</a>&nbsp;began when Hamas-led militants stormed into southern Israel on Oct. 7, 2023, killing some 1,200 people, mostly civilians, and abducting about 250 others. They are still holding 58 hostages, around a third believed to be alive, after most of the rest were released in ceasefire agreements or other deals.

Israel’s military campaign has killed over 54,000 people in Hamas-run Gaza, mostly women and children, according to Gaza’s Health Ministry, which does not say how many of the dead were civilians or combatants. The offensive has destroyed vast areas, displaced around 90% of the population and left people almost completely reliant on international aid.

The violence comes four years after a shooting rampage at a grocery store in Boulder, about 25 miles (40 kilometers) northwest of Denver, that killed 10 people. The gunman was sentenced to life in prison for murder after a jury rejected his attempt to avoid prison time by pleading&nbsp;<a href="https://apnews.com/article/colorado-grocery-store-shooting-verdict-insanity-defense-5165e084ef220a9d65432a2e748979c9">not guilty by reason of insanity.</a>

BOULDER, Colo. (AP) — Several people were injured and some may have been set on fire at an outdoor mall in Boulder, Colorado, police said. Police said a man was taken into custody in the attack that the FBI immediately described as a “targeted terror attack."

Boulder Police Chief Steve Redfearn told reporters Sunday evening that it was too early to discuss a motive but that witnesses were being interviewed.

“It would be irresponsible for me to speculate on motive this early on,” he said.

The Boulder attack took place at a popular pedestrian mall known for attracting tourists and college students. On Sunday, demonstrators with a volunteer group called Run For Their Lives had gathered to call for the release of hostages who remain in Gaza. The group has multiple chapters across the world that regularly meet to walk to advocate for hostage releases.

Sunday's attack also occurred as law enforcement authorities in the U.S. grapple with a spike in antisemitic violence. And last week, a man was arrested on charges in the fatal shooting of&nbsp;<a href="https://apnews.com/video/capital-jewish-museum-reopens-after-shooting-that-left-two-dead-447ee0c93db14d20aac5c1461afd9ce8#:~:text=Capital%20Jewish%20Museum%20reopens%20after%20shooting%20that%20left%20two%20dead%20%7C%20AP%20News&amp;text=Capital%20Jewish%20Museum%20in%20Washington,couple%20about%20to%20be%20engaged.">two Israeli embassy staffers</a>&nbsp;and shouted “Free Palestine” as he was being led away by police.

Boulder police said there were “several victims” in the attack. The injuries authorities found were consistent with reports of individuals being set on fire, Redfearn said, adding that injuries ranged from serious to minor.

 </figure>LYON COUNTY—Law enforcement are investigating two suspect on multiple allegations after a wild chase in southeast Kansas.Just before 6a.m. Saturday, sheriff's&nbsp;deputies were conducting traffic control near the<a href="https://www.unboundgravel.com/"> Unbound Gravel bike race</a>&nbsp;near Emporia, according to a media releaseA Chevy Silverado, driven by Kaitlynn Mundell, 32 of Emporia allegedly disobeyed traffic control and drove through the intersection at Road J and Road 240 without slowing down. A deputy attempted to stop the vehicle which&nbsp; fled eastbound. Deputies pursued the vehicle to Road 250 and Road S when it turned back westbound and ran a stop sign.<figure>

As deputies began positioning to prevent the vehicle from entering the bike race route, Mundell turned the truck around and traveled back east where the truck passed three deputies and failed to stop. Mundell then turned south on Highway 99 towards Emporia.Due to the number of pedestrians and bicycles in Emporia at the time, a decision was made to use measures to disable the truck.In the 2200 block of N. Highway 99, a deputy was able to get in front of the truck in an attempt to slow it down. The truck attempted to pass the deputy in a ditch, but when the truck came out of the ditch, it struck the deputy’s vehicle causing it to slide into the ditch and roll over. The vehicle ended upright after rolling out.Mundell continued driving towards Emporia. Lyon County deputies and Emporia Police continued to look for the truck and did find it just before 6:30 a.m. at 8th Ave. and Merchant Street. Two patrol vehicles blocked the truck in.Mundell and Preston Ashburn, 42 or Emporia, who was a passenger in the vehicle, refused to exit the vehicle. They were removed by police and taken into custody.Mundell and Ashburn were booked into the Lyon County Detention Center. Mundell on requested charges of aggravated battery on a law enforcement officer, possession of a controlled substance and multiple traffic charges. Ashburn faces charges of obstruct of legal process and possession of a controlled substance.The deputy involved in the rollover was treated at a&nbsp; hospital for minor injuries and was released.
