
HUTCHINSON,
Kan. —&nbsp;USD 308 is changing its policy for meals to facilitate the distribution of USDA food boxes on Tuesdays.

According to a Facebook post from the district, the USDA Farmers to Families Food boxes will be distributed in the east Sports Arena parking lot. The distribution will occur from 11 a.m. to 12:30 p.m. 

Each box will contain at least 25 pounds of fresh produce and/or dairy items. The district will provide one box per car. In addition to the food boxes, the regular Tuesday meals/Wednesday breakfasts will be handed out to families.

Because of the temporary change, there will not be meals at distributed at HMS-7, HMS-8 and McCandless Elementary School on Tuesdays. 

Meals only will still be served at the Hutchinson Public Library from 11:30 a.m. to 12:30 p.m. and at the Fairgrounds Splash Park from 11:30 a.m. to 12:15 p.m. on Tuesdays.

The first is an office area in room 121 at Wiley to create another smaller classroom within a classroom for the purpose of giving students with autism who are easily distracted another quiet and controlled environment, either to separate them to learn or to de-escalate and calm if they are acting out. The cost of the project is $23,105.

The second is replacement of a rooftop HVAC unit and all associated items at $21,761.

The third is a re-roof of C Hall at Hutchinson High School for $124,726. The roof is 26 years old and out of warranty and it leaks.

The fourth is construction of a new parking lot at the Early Ed Center at Bigger and Maple on the north half of the property. Bids came in a range from $129,000 to $171,800. No recommendation is listed on the agenda.

The meeting will be at 6:00 p.m. at 200 East Sherman in Hutchinson.

Visions of Hope Radiothon for CASA

The Salvation Army in Hutchinson is providing families with a lower-cost option to get through the Kansas summer heat with free box fans, available at the Hutchinson Corps Community Center at 700 N Walnut Street. The fans will be available starting Monday, June 8 through the end of July.

“We know running the air conditioner can be extremely expensive, while a box fan only costs pennies to operate,” Major Paul James said. “Hopefully these simple fans can provide people some relief from the heat.”

The fans can be picked up from 8:30 a.m. to 11:00 a.m. any weekday the corps is opened.

Afternoon appointments will be available for those with work conflicts. Those wishing to receive a fan must provide proof of residency and a photo ID for all adults, plus proof of identity for all children in the household and fill out additional paperwork as may be required. 

Fans will be made available, one per household, on a first-come, first served basis.

HUTCHINSON, Kan. — Reno County Public Works announced that Sylvia Road between Parallel and Pleasant Valley Road will be closed for two days starting Monday.

Work crews will be replacing a culvert in that area. The area is located two miles northeast of Turon. If you need any more information on this or any other road project in the county, call Public Works at 620-694-2976.

Kan. —&nbsp;The City of Hutchinson Planning Commission is meeting for the first time in several months on Tuesday. 

"We haven't had a Planning Commission meeting since, I think, early March," said Ryan Hvitlok with the City.

Hvitlok said the number of issues before the commission is fewer than in past years.

"Last year, we were fairly busy," Hvitlok said. "By this time of year, we were up to about seven site plans. This year we have four. There's been a little bit of a drop off, but we've gotten a lot more phone calls and stuff in the last, probably two weeks"

Hvitlok expects the number of plans to pick back up in the second half of the year once businesses know how much of an impact COVID-19 will have on them. 

The Planning Commission has no action items on site plans scheduled Tuesday, but they will advise the City Council on a request to amend the Research and Development Design Standards and Use Restrictions as part of their 5:30 p.m. meeting via Zoom.

Kan. — Horizons Mental Health Center is preparing to open the Learn and Play Therapeutic Center for preschoolers who need mental health assistance in the south end of the former Dillon Living Center.

"We would have this intensive intervention, so that these children can successfully go back to the environment they were referred to us from," said clinical director Brenda Brown. "Our hope is for it to be somewhat short-term, depending on the needs of the child and the family to help them get back into a regular, normal environment and they can succeed in the school setting."

USD 308 Head Start students will be referred to the program if it is deemed necessary, but parents from other districts can access it, as well. 

"My attendant care workers will work in the classrooms at one to four ratios, so they are more like the teachers, especially during the summer," said Kylee Gross, licensed marriage and family therapist with Horizons. "During the school year, we'll have Head Start with USD 308 be able to provide the education piece. They'll be in the classroom as well as the attendant care workers. We also have a case manager that will be working with each of the kids one on one while they're in the smaller classroom sizes, being able to provide that support, being able to teach them the skills that they need and prompting them and practicing those things with them."

The primary source of funding for the program will come from Medicaid dollars.

"If parents want to know more, it's really simple, they can just call us at (620) 663-7595 and find out when our open access is," Brown said. "The reason I say that right now, is we're in the middle of this COVID crisis and some of the open access has been a little bit changed. Hopefully soon, we'll be back to normal and we'll be able to have people just come on down. They will be able to receive an intake from one of our six really qualified, trained intake clinicians and they will be able to hook them up with Kylie and get them into the program if they qualify."

The program will initially be limited to two or three classrooms with around 10 kids each.

Learn and Play Therapeutic Center prepares to open

For the first time ever, one lone bison will be roaming the Kansas State Fair this September. While fair visitors young and old will have the opportunity to meet the Fair’s new mascot, Ike the Bison, his symbolism goes deeper than just a fun-loving, woolly character.

Back in 1955, Kansas was the first state to name the American bison as a state symbol. Several other states followed Kansas’ lead and, finally, in 2016, Congress passed the National Bison Legacy Act making the bison a U.S. symbol.

The bison was an important part of the development and progress of Kansas. Yet, at the same time, it’s also an example of the overuse of a resource. According to the Kansas State Historical Society, prior to white settlers entering Kansas, there were an estimated 20 million American bison, commonly called buffalo, roaming the Great Plains. Bison shaped and maintained the prairie ecosystem that covered the plains. These animals were used by our state’s first resident, Native Americans, for food, clothing, housing and many other essential items.

The next part of the story is, most likely, familiar to anyone who has seen enough TV Westerns. Settlers began shooting bison for profit. Dodge City was a major shipping point for meat and hides. Black and white photos of the day show bone piles 20-feet high. Bone pickers were paid $4 to $6 a ton for dried bones, which were shipped to the east. The bones were ground and used for fertilizer, combs, dice, buttons and bone china dishes

There were also specialized hunting trips that attracted hunters from all over the world. In 1872, George Armstrong Custer took Grand Duke Alexis of Russia on a sport hunting trip through Nebraska, Colorado, and Kansas.

If this is where the story would have stopped, it would have been nothing short of a tragedy. A species that once numbered tens of millions had, by the end of 19th century, reached near-extinction — with only 500 of these iconic prairie mammals left in the United States.

Saving the American bison has been hailed as one of the great achievements of the conservation movement. Fearing the loss of a species, folks like Teddy Roosevelt and Kansan Charles Jesse “Buffalo Jones” of Garden City (who had both hunted bison decades prior) began to breed bison to restore the species. Today, there are an estimated 500,000 bison in the United States — a far cry from the 20 million that once roamed the Great Plains, but the species is thriving.

The Kansas State Fair is a celebration and a showcase of the best of Kansas, its agriculture, its industry, its education, its communities, its politics and, of course, fun, entertainment and food. Ike the Bison represents it all.

The symbolism does not stop there. Why Ike? Ike was the nickname of one of our most famous Kansans, President Dwight Eisenhower. Years ago, the Division of Tourism initiated a brand image campaign that had the tag line; Kansas, as big as you think. I really liked it. As I recall, there were several spots but there are two that stick out. There was one with a little boy in overalls running in a field, fading to General Eisenhower then to President Eisenhower. Another was of a little girl in Atchison who transitioned to famed aviator Amelia Earhart. The point of the ad being, in Kansas, if you can dream it, you can do it.

This year when you come to the Fair to Celebrate All Things Kansas and see Ike, think about how blessed we are to live in a state with great opportunity and abundant natural resources that are the building blocks of our economy. We’ve come a long way, and we’ve learned a lot. To progress and keep that economy growing for future generations, we need to be good stewards of the state.

Editorial: More than just a mascot 

HUTCHINSON, Kan. — Residents gathered for a protest march down Main Street in Hutchinson Saturday morning. The march, spearheaded by local resident Teresa Delgado was going to be held Friday but after social media posts showed the event could be threatened, it was postponed until Saturday. 

The decision for the postponement came after Delgado met with law enforcement and others. Police still urged organizers to cancel the event to another day but the march went on peacefully. The march started at 30th and Main then stopped at the intersection of 25th and Main where the group knelt for nine minutes before continuing south for several more blocks before turning back north.

The group of about 40 participants were peaceful and were heavily supported by law enforcement who had patrol cars in front and back of the group as well as officers blocking each intersection as the group passed by. Police did have word there could be some counter-protests or trouble from outside Hutchinson but nothing materialized. The Highway Patrol, South Hutchinson Police, and the Reno County Sheriff's department were all on hand.

Many residents supported the march by offering water on a hot day or displaying signs of support. Others drove by and honked in support. Some business owners stood in front of their buildings and one restaurant closed for the day and boarded up their doors and windows.

The group was marching to protest the death of George Floyd at the hands of Minneapolis Police. All four officers have now been arrested and charged in that case.

The big concern some Republicans have with Kobach is his electability, after losing the 2018 race for Governor to Democrat Laura Kelly. He believes this time around will be different and that it being a Presidential year will make a difference.

"President Trump is going to win Kansas by probably in the neighborhood of a 20% margin," Kobach said Friday. "That means that the vast majority of those people will also vote Republican in the Senate race. Whoever wins the primary is almost certainly going to win the general."

With that said, Kobach knows it is a close race between him and Kansas First District Congressman Dr. Roger Marshall and he's trying to draw some difference between them.

"Last week, Marshall signed a letter with 37 other House moderates calling for an additional 66,000 foreign workers to come in to the United States, when we have 42 million American citizens unemployed," Kobach said. "My position is the opposite. I don't think we need to be bringing in additional foreign workers at this time when so many Americans are struggling to put food on the table."

He also questions Marshall's position on current legislation related to cattle production.

"We've had almost 6000 Kansas ranches go out of business, not since COVID, but in the last 20 years," Kobach said. "The reason for that is the pricing practices of the big packing houses. Right now, ranchers are losing $200 a head on their cattle and the packing houses are making $1500. There's some legislation that would fix that in the House of Representatives right now and in the Senate. I'm in favor of that legislation, but Roger Marshall has not endorsed it."

Kobach also said that it is going to be hard to justify additional government spending beyond what has already been done to help businesses through COVID-19. He believes additional spending would be politically motivated by Democrats to bail out blue states.

McPherson Police release plans for Saturday BLM rally

There will be a new leader for Mennonite Friendship Communities next month. Lowell Peachey will be retiring after 13 years serving as the CEO of Mennonite Friendship Communities. His last day will be June 30. 

The board has been working to identify a strategy for leadership transition. In addition, the senior management team has been working to make operational changes that will improve financial performance and move the facility on a path to meet the needs of the future. These discussions have resulted in two decisions.

A new position titled Executive Director has been created. This position will have many of the duties and responsibilities associated with the CEO and Nursing Home administrator role. The Executive Director position is common among single site retirement communities. Several other changes that stem from creating this position will be announced by management at a later time.

Deb Cable has been offered and accepted the role of Executive Director. She will serve in an interim capacity until December 15, 2020. A decision about making this assignment permanent will be made by the board at a later time. Deb will officially begin in this capacity on Monday, June 15.

Lowell and Deb, along with the other senior leaders (Mark Oswald and Julie Graves, will continue to work together to create a successful transition. After June 15, Lowell will serve in an advisory capacity to assist Deb, Mark and Julie.

Reno County now has a second active case of COVID-19 in a resident who is not currently in the county.

According to the Reno County Health Department, the newest positive case is female, under the age of eighteen with an unknown source of exposure. The patient is currently out of state with extensive travel history over the last week and a half. She is currently in isolation out of state per guidelines from the Centers for Disease Control and Prevention. Further information cannot be released as case contact investigation is underway.

Forty-three previously confirmed cases of COVID-19 in Reno County have since completed recovery and are non-symptomatic per disease investigation guidelines furnished by the Kansas Department of Health and Environment.

Reno County has ran 1,879 tests with 1,835 negatives for a positive case rate of 2.34%. A total of 2.99% of Reno County has been tested thus far.

The health department continues to highly encourage Reno County residents to be dependent on health authorities to provide the most accurate information on COVID-19.

The health department also encourages social distancing guidelines, proper hygiene practices as well as recommends mask use during peaceful protest and marching activities.

Please practice good hygiene with frequent hand washing, proper respiratory etiquette such as coughing and sneezing into your elbow bend, limit handshakes and physical contact. Stay home if you are feeling ill and call your primary care physician to discuss your symptoms.

The Hutchinson Art Center has added an in-person artist talk June 25th featuring Ashley Lande, Kevin Kelly and Derrick Goon. 

The 6 p.m. event will be free to the public. Masks are encouraged, and there will be some available. Social distancing will be practiced during the event.

The conversation will focus on their current exhibition “Just Off Center” and discuss different processes and techniques within each work.

Both Kanopolis Reservoir in Ellsworth County and Marion County Lake are under a Blue Green Algae Watch.

A Watch means harmful algae is possible and may be present. As a result, signage will be posted at all public access locations.

Water that contains blue-green algae may be unsafe for humans and animals.

Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.

Swimming, wading, skiing, and jet skiing are discouraged near visible blooms.

Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact. Clean fish well with potable water and eat fillet portion only.

KDHE does not have the authority to close a lake. KDHE provides recommendations regarding health advisories based on analytical results.

Blue green algae watches in effect for Kanopolis, Marion County lakes

Kan. —&nbsp;Reno County Health Department Director Nick Baldetti believes that the hot temperatures we are experiencing may help us when it comes to COVID-19 exposure.

"It doesn't necessarily show a strong robustness in hotter climates," Baldetti said. "It does not like low humidity climates, as well. These 90 degree days certainly play in the favor of how long this virus can actually stand on its own outside of a body."

That means if we can keep up our vigilance in taking current measures, we can likely further mitigate the spread of the disease.

"I think that especially needs to be taken into account in indoor activities," Baldetti said. "I think there's less of a heightened sense, I think there's some leeway there when you're attending outdoor activities, at least from what we can see right now."

Mask wearing and respiratory etiquette and frequent handwashing are all still advised and when things cool back down in the fall, things will likely bounce back up.

"There needs to be an expectation that we are going to see a resurgence of activity in terms of new cases," Baldetti said. "This viral body shows a stronger resilience in cooler, more tepid temperatures. People gravitate inside, they cluster more in enclosed spaces. Those are the exact variables that have been shown to be conducive for spreading COVID-19."

As of Friday morning, there was only one active case of COVID-19 in Reno County.

Baldetti: Warm weather may help slow COVID-19 spread

Dr. Bill Clifford, an ophthalmologist from Garden City is running for Congress after working in local public service.

"I've been very involved serving in my community," Clifford said. "I was four times elected as a community college trustee, twice elected as a county commissioner. I've always been very interested government at the local level. I never view these as government dollars. These are your dollars and my dollars. These are taxpayer dollars. It was always important to me to be a part of the process, a part of the solution to create both a level playing field for businesses and our producers and an element of fairness."

Clifford intends to serve on the House Agriculture Committee, if elected.

"I've actually reached out to several sitting members of the committee and I have the full intention of serving every day in Congress with the interests of Kansas ag producers in mind," Clifford said. "I've been 25 years continuously living in the district. My neighbors are producers. My friends and fellow county commissioners are cattle men and women and I'm going to Washington to represent their interests."

Clifford believes his experiences have made him a good listener.

"People tell you where government gets in their way," said Clifford. "They let you know where the overregulation exists. Folks in Kansas want to be left alone, for the most part. They want our government to promote fair markets and fairness in trade, but, certainly, they don't want government intrusion or regulation. I think we've suffered from that."

HUTCHINSON — A seven-foot-tall, KEY overall-wearing bison is now roaming the grounds of the Kansas State Fair.

Gov. Laura Kelly declared Ike the official Kansas State Fair mascot in a video released this morning. He is the Fair’s first-ever mascot, and he will make stops at different locations across the state this summer as part of a campaign to celebrate Kansas and the Fair.  

“The Kansas State Fair is an event that commemorates the best of Kansas and nothing represents the state more distinctly than the official state animal – the American bison,” said the Fair’s General Manager, Robin Jennison. “He’s the ultimate Kansan and wants happiness and prosperity for our great state.”

Born on Kansas Day amid the Smoky Hills of Maxwell Wildlife Refuge, Ike is named after the 34th President from Abilene, Dwight D. Eisenhower. Now living in Hutchinson and taking on his new role as the Kansas State Fair mascot, Ike helps keep the grounds maintained and mowed while sporting his overalls manufactured by Key Industries of Fort Scott, Kansas. 

Ike loves all Fair food but has a fondness for Pronto Pups. Moreover, there are very few people who could ever beat him at Kansas trivia. Besides his birthday, Ike’s favorite day of the year is the Friday after Labor Day — the annual kick-off of the Kansas State Fair.

After several hours of communication between the protest organizers, the Hutchinson Police Department and other community leaders there is a process in place to move the official protest to Saturday (June 6th) between 11am-1pm. However, this does not guarantee that there will not be activity at the protest location today (30th and Main, Friday June 5th).

Due to increased threats against the protest organizers the Hutchinson Police Department is strongly asking them to cancel this protest for their own safety and the safety of our community.

In the event the protest continues as planned the Hutchinson Police Department is urging community members to avoid the protest area and allow us to perform our duties in protecting both the community and the protestors.

I understand there is great concern in our community regarding this event. Have faith in the men and women of the Hutchinson

Police Department and our emergency services partners. We have an operational plan in place and are prepared. We will work tirelessly to protect and service our community and see us peacefully through this event.

Police issue Friday morning release

The Reno County Sheriff's Office is looking for the public's help with a hit and run injury accident that took place Thursday night. 

According to a Facebook post from the department, just before 10 p.m., deputies were dispatched to the 7000 block of east 4th Avenue. Deputies were advised a 14-year-old pedestrian had been struck by a dark colored SUV which left the scene. The pedestrian was transported by private vehicle to Hutchinson Regional Medical Center for minor injuries.

Anyone with possible information is asked to call the Sheriff's Office or if you wish to remain anonymous call Crime Stoppers of Reno County at (620)694-2666.

The vehicle will likely have damage to the passenger side mirror and passenger side door.

Sheriff's office looking for help with Thursday injury accident

Kan. — Hutchinson City Manager Jeff Cantrell acknowledges that, due to COVID-19, the City budget may take more discussion in a shorter time window this year than it does in typical years.

"We're going to meet as many times as we would under a normal year, although the timing's going to be skewed a little bit," Cantrell said. "We're going to have to wait to see what those collections are in order to paint an accurate picture on the retail activity. We can do a lot of work towards goals and objectives in advance of that. Unfortunately, that work might not be completely relevant if we don't truly know what our collections are going to be."

It's always the hope of any employer to keep good people, especially when circumstances out of their control are causing the problems and the City is no different.

"I think it's about 65% of our whole budget on our outlay, labor," Cantrell said. "It is a big piece of our expense and it is one where, if you do furlough or potentially even cut jobs, you're going to lose that talent and in a lot of cases, you lose it permanently."

The hope is that if there are cuts, at least a portion can be done through natural attrition like retirements and those moving on voluntarily.

"I think that's always a piece of it," Cantrell said. "When you put a package together that involves downsizing or trimming your labor, you always look at that and you hope to grab a certain percentage of it that way. It's not what I have ever seen as being the exclusive solution to it, but it's definitely a piece of it."

Ultimately, Cantrell will provide the governing body with a menu of choices and it will be up to the City Council to make the final decisions on cuts, if they are necessary.
