NICKERSON, Kan. — Approval of the plan to reopen schools in Nickerson USD 309 will wait for another day after Monday's meeting was canceled.

The meeting was moved to Wednesday after it was determined that a quorum could not be reached with the board.&nbsp;

The Board will go over the revised calendar for teachers and students which will see classes begin September 2. The district will have both at home and in-person learning this year.&nbsp;

As an added safety precaution the Board will also seek approval to purchases 15 temperature check stations for students and staff as they enter buildings. The cost of the units is $12,583.

Wednesday’s meeting begins at 7 p.m. The meeting has been moved to the Nickerson High School gymnasium due to the road construction on W. 4th Avenue.

Kan. —&nbsp;The Hutchinson City Council has decided to lower its ending balance to allow for the full-time Human Relations Officer.

Aubrey Abbott Patterson with the Hutchinson Community Foundation said Tuesday the Foundation wants to help be sure the position has the resources it needs, but that the arrangement will be different than what was previously reported. Instead of the Community Foundation making up the difference in salary, the goal would be to use the additional hours of the Human Relations Officer to support proactive programming to get groups together to alleviate conflicts that result in discrimination hopefully before they happen.

"The officer needs more hours in the week to be able to do that well," Patterson said. "They also need money to be able to provide that kind of programming. I think that's probably the role for the Community Foundation. If you're willing to fund the full salary and benefits, we would provide funding of $20,000 a year for the next three years from the Fund for Hutchinson, which is a fund that hundreds of people have given to over 30 years. We think this is the time when she should use this money in this way to support the people of Hutchinson, so we're ready to do that if you're ready to do it."

Council member Jon Daveline, who had appeared to be reticent to making the change in previous public meetings, came around to be the one seeking consensus on reducing the ending balance to make the change happen.

"We would direct the city manager to proceed with restructuring the 2021 budget," Daveline said. "That would then allow for the creation of a full-time Human Relations Officer, including benefits."

The new full-time position would start January 1, 2021 and the difference in the salary and benefits would likely be around $30,000.

There were not enough members for a quorum on Monday, so the USD 309 school board meeting was moved to Wednesday at 7 p.m. at the Nickerson High School gym.&nbsp;

USD 309 meeting moved to Wednesday

SOUTH HUTCHINSON, Kan. — Reno County Public Works announced Monday that Olcott Road between Longview and Red Rock will be closed to through traffic until the end of the day Thursday.

Work crews will be replacing a bridge deck in that area. The closure is located one mile east and a half-mile south of Sylvia.

Olcott Road to close near Sylvia Tuesday

HUTCHINSON, Kan. — Hutchinson City Council meetings have continued to take place at City Hall as scheduled throughout the pandemic, however, comments have been limited to email and call-in options much of the time.&nbsp;

That's about to change as the city announced Monday it would resume public comment in person but with restrictions in place. Public comment in person will resume with Tuesday’s regular meeting. The decision to change back to the more restricted format is subject to change at any time based on health indicators.

The following precautions are being taken to ensure the safety of the public, councilmembers and city staff:

&nbsp;Per state mandate, masks are required within City Hall. Masks will be available for those who need them. Temperatures will be taken as you enter the building and the city asks that you stay home if you are sick. Hand sanitizer will be available and the podium will be sanitized between speakers.

Most of all, those not addressing the council are asked to not attend in person, including non-essential city staff and media. If you come to address the council, please be patient and be aware that there may be a wait to enter the building.&nbsp;

Fahler named COO at First National Bank

HUTCHINSON, Kan. — Hutchinson Clinic announced Monday that Michael Green, M.D., has joined the team to oversee the practice’s gastrointestinal (GI) department.&nbsp;

Dr. Green was born and raised in Hutchinson, attended the University of Kansas School of Medicine and completed his Gastroenterology Fellowship at the University of Missouri-Kansas City, where he also served as chief fellow. With the move to be closer to family, Dr. Green is also amongst relatives who have worked for the clinic.

“The Hutchinson community shaped me and prepared me for both my personal and professional successes,” Dr. Green said of his hometown. “Hutchinson has been a positive light in my life and I’m excited to now be in a position to contribute to others in the community.”

The tax rate will fall from 43.22 to 43.14 mills. If approved, the public hearing and final approval of the budget would come during the August 17 meeting.

Also this evening, the council will seek approval of a water supply study from PEC at a cost of $24,800 and make changes to the city code regarding grass clippings.&nbsp;

South Hutch City Council to set date for budget hearing

HUTCHINSON, Kan. — Tyson Foods reported stronger-than-expected third-quarter earnings Monday while noting that COVID-19 related costs will impact output volumes at the world's biggest meat producer until at least 2021.&nbsp;&nbsp;

Tyson said adjusted earnings for the third quarter, came in at $1.40 per share, down 4.8% from the same period last year. Revenue fell 8% to $10 billion.

With restaurants closing during the pandemic the prepared foods division suffered as sales fell by nearly 6%.

Tyson said it absorbed around $340 million in coronavirus-related costs, including those linked to plant closures, safety measures, testing, and product downgrades.

Getting everyone counted makes sure that the city is correctly represented both in people and in dollars.

"It's important for a wide variety of reasons," Hvitlok said. "Everything from how we reapportion our Congressional seats all the way down to how City Council districts are drawn. Financially, it's very important for the city and for the community as well. Every missed household, we can expect to miss out on about $40,000 over 10 years."

If you've moved recently, your Census address may not be the same as your current address.

"It's where you were at on April 1,"  Hvitlok said. "We've probably had some people that have moved in the meantime. Really, to meet both the spirit and the letter of the federal law, it is where you were at on April 1."

About one in three Hutchinson residents still hasn't filled out Census

HUTCHINSON, Kan. — One person suffered minor injuries in a two-vehicle accident at US 50 and Buhler Road on Sunday.&nbsp;

The Reno County Sheriffs Department reports 75-year-old Judith Fry of Wichita was going north on Buhler Road when she pulled out on to US 50 and into the path of a car driven by 34-year-old Nellie Grimes of Stockton, Kansas.&nbsp;

Grimes complained of shoulder pain while a passenger in the vehicle, 46-year-old Brandy Grimes, also of Stockton was uninjured. Fry also escaped injury in the crash which occurred around 1:30 p.m.

Accident at Buhler Road and US 50 injures one

Our family’s summer vacation plans changed three times over the course of the past few months. Initially my wife and I planned on taking our college senior daughter on a grand excursion to Glacier National Park, then hopping the northern border to sight see in Calgary, Banff and Jasper.

We scratched that idea well before Canada told U.S. citizens to take off, eh. We started scouting campsites in southern Utah, where five National Parks dot the landscape. Unfortunately, as the time came to reserve our campsites, we saw Covid-19 cases growing in Utah and here at home.

Retreating yet again, we looked within the borders of the Sunflower State. While we don’t have any glaciers, nothing close to the Canadian Rockies or the cool dry desert nights, there’s still some cool things to see in Kansas. We settled on a day trip to see Castle Rock, Monument Rocks and Little Jerusalem Badlands State Park.

I figured this would be an easy, hassle free trip to the northwest corner of our great state. No need to do extensive research on where to stay or look up things to do. We had a course and generally knew the area. I had a lunch recommendation from our colleague.

We loaded into my wife’s car a little after 8 a.m. and headed west. We initially planned on having lunch first then getting to the sightseeing. Instead, the sign for Castle Rock beckoned from Interstate 70 and we decided eating could wait. This was the first mistake, but the second would soon become more apparent.

Generally, the best way to spot a tourist is they either have way too much gear or not enough. We soon found ourselves in the latter category when we turned off a perfectly suitable gravel road to something giving minimum maintenance roads a bad name.

The same process that eroded everything but Castle Rock and the nearby badlands is still in progress, and that includes the loop around the attraction. It’s compounded by vehicle traffic from looky-loos. For the better part of a mile we held our breath as we navigated over ruts more than a foot deep in spots. Again, we were traversing this in a car capable of getting high-centered on a speedbump.

While our vehicle was unsuited to the local conditions, we managed to avoid getting stuck in a chasm, powered up a steep incline as the tires shot gravel behind us and then we took a wrong turn. The “road” narrowed in on us as it traced the side of a hill so the driver’s side was lower than the passenger side. Then, 15 yards from flat, smooth roadbed we came to a small gorge.

My daughter is old enough she didn’t learn any new words during this adventure, but it’s safe to say the plethora of profanity built to a crescendo at this point in our journey. After surveying the gully cutting across our path, I shouted to my wife and daughter we needed to dig to level the road.

We started using a jack handle to scrap dirt into the crater, and after about 30 minutes of “digging,” another group came along on the “good” road, stopped and offered their help. A half hour of poking at the dirt with a metal rod had dulled any semblance of embarrassment at our self-inflected predicament. We gladly accepted.

Two of the men in the group grabbed a second jack handle from one of their vehicles and began flinging dirt. Within 10 minutes, we’d leveled the ground just enough to cautiously drive out to safe ground.

We thanked our helpers and headed back to the Interstate to continue on our journey, which didn’t involve any other hiccups. We took in the badlands at Little Jerusalem with a thunderstorm in the background. At Monument Rocks, we dutifully posed for photos in a keyhole between two spires and then began our trek home, only stopping for dinner and to see the Cathedral on the Plains in Victoria.

While the trip wasn’t jumping from a bridge into a river fed by glacial melt, or hiking through Zion National Park, it did remind me of the beauty and wonder within our state’s borders. Kansas is also a place where complete strangers will take the time to help, even if it means piling dirt with a jack handle. Still, if I had to do it again, I’d take a different vehicle and toss in a shovel. Just in case.

Insight: A Tourist in Kansas

"Polls will be open tomorrow from 7 a.m. to 7 p.m.," said Deputy Election Officer Jenna Fager.

All the usual polling locations will be open.

"They can check our site at renogov.org," Fager said. "There's a list of polling locations there. They can also go to voteks.org. That will give them a sample ballot. They can look at that ahead of time and it will tell them what their polling location is."

You can also get results on election night online.

"That will also be on our website at renogov.org," Fager said. "It will just be on our front page. It will just say election results-unofficial."

Fager is not concerned that the number of mail in ballots will make it so that they can't get results on local races, but she can't comment on what might happen statewide.

Medicaid expansion continues as a hot topic of debate and discussion in this year’s legislative campaigns and preparations for the 2021 legislative session in Kansas.

The Medicaid expansion story began in 2014 following the passage of the Affordable Care Act. Federal funds were made available to hospitals in all 50 states starting in 2014 to offset cuts to Medicare, which was included in the final passage of the act.

Each state was given the option to accept these funds, after the Supreme Court ruled in 2012 that states could not be forced to expand their Medicaid programs. To date, Kansas has declined to participate in Medicaid expansion and, in doing so, has left more than $4 billion ($1.8 million each day) on the table. These funds are reallocated for programs in states other than Kansas. Not only have we passed on an opportunity to capture federal funds to boost our economy, but healthcare experts predict that more than 5,000 jobs would be created as a result of Medicaid expansion.

A call to the Internal Revenue Service (IRS) confirmed that hard-working Kansas taxpayers remit more than $24 billion annually to Washington, D.C., in the form of federal tax payments. An argument could be made that we would be wise to seek a return of as many of those dollars as is possible.

To date, 37 states and the District of Columbia have decided to participate in Medicaid expansion. It is interesting to note that our neighboring state of Colorado joined the program early on and report that everything from the state’s budget to the number of uninsured citizens has been positively impacted. Oklahoma and Nebraska passed referendums to join Medicaid expansion. Missouri residents will decide the fate of Medicaid expansion in the November general election.

A poll conducted by the American Cancer Society Cancer Action Network reports that 75 percent of Kansans support Medicaid expansion.

People frequently ask me what Medicaid expansion will do for Reno County and Hutchinson? The benefits will be significant. According to the Kansas Hospital Association (KHA), approximately 1,500 Reno County residents will gain access to health insurance coverage resulting in the creation of several dozen jobs that could potentially add more than $800,000 each year to the local economy. Sales tax collection and retail sales will increase, resulting in an economic windfall for the community. Nearly $5 million in additional federal monies will flow into Hutchinson Regional Healthcare System each year going forward.

Other benefits include increasing access to preventive care and chronic disease management and the availability of additional mental health services.

During the fiscal year just completed on July 1, Hutchinson Regional Healthcare System provided $23.5 million in uncompensated care. Medicaid expansion will reduce that figure by as much as one-third, which will provide additional funds to assist in the ongoing fight against COVID-19 and support the addition of specialty clinics (Oncology, Hematology, Neurology), so badly needed in our community.

Throughout our history, Kansas has a proud tradition of being good stewards of federal funds. We have utilized these funds to build one of the nation’s finest highway networks to provide support for our farmers and businesses. A similar argument can be made for the acceptance of federal funds to take healthcare to a new level of excellence throughout Kansas.

Dave Dillon, then the CEO of, Kroger’s, a Fortune 500 company, speaking at the Dillon Lecture Series in 2009, said our country would be far better off if every citizen had health insurance. No truer words could be spoken. Medicaid expansion will be a giant step forward in achieving that goal.

OPINION: Medicaid Expansion could help hospital

HUTCHINSON, Kan. — The Hutchinson City Council will get their look at the 2021 budget and set a public hearing date during Tuesday’s agenda session.

The budget holds the line on the tax levy at 44.431 mills, excluding Hutch Rec which will also remain the same at 3.6 mills.

The budget totals $91.9-million on total taxes levied of $13.8-million. The budget takes a large bite out of the ending fund balance for the city, dropping the cash reserve in the general fund to $3.9-million.&nbsp;

The proposed budget does not currently include funds to make the Human Resources position full-time. That came in the wake of the Hutchinson Community Foundation retracting their support to help fund the position over a three-year period. The agency stated that with the Council's mixed feelings on the matter, the offer was withdrawn.&nbsp;

The city expenditure increases to $54,352. There was much discussion regarding the position when some felt that the scope of the work did not justify the expense since so few cases were being presented. Some pushed to expand Detjaeda Moore’s duties with the city to enable it to go to a full-time job with benefits.

If approved by the Council, the public hearing on the budget will be held August 18, at 9 a.m. during the regular City Council meeting.

City Council to address final budget Tuesday

Kan. —&nbsp;The Cosmosphere, a Smithsonian-affiliated science center and space museum in Hutchinson, KS, has decided to cancel its 50th anniversary gala celebration for the Apollo 13 mission. The non-profit museum is instead planning to hold an online auction to celebrate the Mission on Nov. 13. The auction will feature signed memorabilia from the mission’s crew and more.

As home to the authentic Apollo 13 spacecraft—Odyssey— the Cosmosphere had planned an event originally slated for April 2020 which featured crew members from the ill-fated mission, including astronauts Jim Lovell and Fred Haise. In light of the outbreak of COVID-19, the event was rescheduled to November 13.

“Ultimately, we have learned that the thing we can predict about a pandemic is that it is completely unpredictable,” Mimi Meredith, Senior VP of Development and Chief Development Officer for the Cosmosphere said. “In March, we hoped maybe the pandemic would have subsided enough for us to continue with holding our spectacular event in the fall. The fact is, no event is worth jeopardizing the health and safety of our guests and we can’t choose a date that allows us to provide the level of experience guests would enjoy while keeping them safe. We hope we can have a fun virtual celebration on November 13 instead.”

50th anniversary Apollo 13 gala cancelled; online auction to be held

GOVE COUNTY – The Pratt Police Department reported that 79-year-old James Flummerfelt, the subject of a statewide silver alert, was located by the Gove County Sheriff’s Office in Gove County. He was then taken to a local hospital for treatment.

PRATT COUNTY –&nbsp;The Pratt Police Department requested that the Kansas Bureau of Investigation (KBI) issue a statewide Silver Alert for a missing Pratt man.

The whereabouts of James “Jim” E. Flummerfelt, 79, are unknown, and the public’s assistance is requested to help locate him, according to a media release from the KBI.

Jim is a white male, 6-foot-1, 180 pounds, with gray hair and hazel eyes. If anyone sees Flummerfelt or his vehicle, please immediately call the Pratt Police Department at (620) 672-5551.

KBI: Silver Alert cancelled; missing Pratt man found safe

Kan. —&nbsp;The need in Reno County remains great in the face of job losses and hour reductions related to COVID-19.

"Because of the pandemic, the cracks have become more like crevasses," said Lisa Gleason with the United Way of Reno County. "Certainly, as our working families were struggling and now they were laid off or furloughed or had reduction in hours, it made it more difficult for them to take care of their families. The unmet needs fund at United Way is a way for us to help support people who have been affected by COVID-19."

The unmet needs fund has provided money for things like rent and utlity assistance.

"They just go through the RallyReno.org website," Gleason said. "There is an unmet needs application there that they fill out that comes directly to United Way and United Way and the Reno County VOAD, we look at those every single week and we are processing them."

Many people have already been helped since the launch of the program this spring.

"I know we have worked with over 300 individuals in our community," Gleason said. "We have given out over $100,000 in assistance. We still have funds to give out and support those who are still struggling and trying to help support their families."

According to the site 119 families have been assisted through the Reno County VOAD thus far.

"There is an unmet needs application there that they fill out that comes directly to United Way and United Way and the Reno County VOAD, we look at those every single week and we are processing them."Many people have already been helped since the launch of the program this spring."I know we have worked with over 300 individuals in our community," Gleason said. "We have given out over $100,000 in assistance. We still have funds to give out and support those who are still struggling and trying to help support their families."According to the site 119 families have been assisted through the Reno County VOAD thus far.

While there are still details to work out, Senator Ed Berger is proud to announce he has obtained the commitment of the State of Kansas to finding a solution to ensure operations remain in place.

“I greatly appreciate the State of Kansas and the Department of Commerce helping the Kansas State Fair recover from this year’s serious setback,” Senator Berger said. “Working together, we will put together a plan to move forward and preserve a tradition that’s important for Hutchinson and the state as a whole.”

Toland said the state was prepared to provide support needed to ensure the State Fair’s future. “I'm grateful for Senator Berger’s leadership in working to preserve this important economic and cultural driver in our state,” the Secretary said. “His efforts will be instrumental in restoring the State Fair's strength and vitality as we plan its return in 2021.”

Hutch Post Presents the Class of 2020


HUTCHINSON,
Kan. — The Board of Reno County Commissioners will have two meetings next week.

Their regular agenda session on Tuesday will include a COVID-19 Update from Health Department Director Nick Baldetti and Emergency Management Director Adam Weishaar, the approval of the Consent Agenda, the public hearing on the 2021 Budget and discussion of the group health plan rates for the county and the Coronavirus Relief Fund.

The proposed budget for next year totals $75.1 million on total taxes levied of $25.6 million. With that, the mill levy will stay at 41.687 mills.

The county has been working to hold the line on the budget with significant drops in revenue projected in the coming months due to the pandemic. The commission had a choice to raise the mill levy on county citizens, but chose to hold the line on spending. Tuesday's meeting will be at 9:30 a.m. at the Reno County courthouse.

Commissioners will meet again on Wednesday at 8:30 a.m. for a work session on the Coronavirus Relief Fund. That work session will happen in the Courthouse Veterans Room.

Kan. —&nbsp;Gas prices are headed down at a national level, and also in Kansas.

"The national average fell one cent to $2.18," said Shawn Steward with AAA Kansas. "The Kansas average gas price is $1.97, which is also a penny cheaper than a week ago. Nationally, this is the first time since late April that the national gas price average has declined."

Reno County and Hutchinson are still below $2, as well.

Reno County, we're at $1.96," Steward said. "In Hutchinson, it's a little bit higher at $1.98, $1.99 depending on the station that you visit."

There are also isolated stations below both of those numbers, and Steward thinks prices may be headed down.

"With COVID-19 cases on the rise again and potentially some travel quarantines being put in again, we could be seeing a downward trend based on people's comfort level with traveling," Steward said. 

Also, with uncertainty about school calendars, it's possible any proposed during school vacation plans are being held off until those schedules solidify and so it's tough to know if demand might stay stronger longer where school starts later or if it will back off.
