Primary Election Results

The Hutchinson City Council set a public hearing date for the 2021 budget during Tuesday’s agenda session.

The budget holds the line on the tax levy at 44.431 mills, excluding Hutch Rec which will also remain the same at 3.6 mills.

The budget totals $91.9-million on total taxes levied of $13.8-million. The budget takes a large bite out of the ending fund balance for the city, dropping the cash reserve in the general fund to $3.9-million. 

The council chose to take the additional $30,000 or so for the increased salary and benefits for making the Human Relations Officer position full-time out of the ending balance, so as not to increase the mill levy.

The public hearing on the budget will be held August 18, at 9 a.m. during the regular City Council meeting.

Budget hearing for city set

HUTCHINSON, Kan. — The Reno County Commission will meet Wednesday morning as part of a work-study group to address more than $12 million in coronavirus relief funds that are available.&nbsp;

“This is the $12.6 million that the CARES act sent to the state of Kansas and then the state distributes to each county,” County Administrator Randy Partington said. “So $12.6 million is what Reno County has to primarily disburse to local entities.”

“Right now its really been all fo the public school districts, the private schools in Reno County and all the cities in Reno County,” Partington said. “Entities with ties to the county, such as EMS, Horizons, the State Fair, those are some of the entities I know have put in requests.”

Most if not all fo the entities are looking to recover some of the costs associated with personal protective gear, or technology needed to provide education to students or those who may have to work outside the office due to the pandemic.

Partington says they have most of the funding spoken for but if there are still some pockets of money available they will find ways to produce grants for businesses that may need financial help. Wednesday’s meeting is at 8:30 a.m. at the Reno County Courthouse.

Kan. —&nbsp;The Hutchinson Public Library is open, but the experience will be a little different, if you haven't been in since before COVID-19 became an issue.

"We are open to the public coming into the building for limited hours, said Library Director Gregg Wamsley. "They can come in. They'll find the stacks open just like they normally are, they can browse the collection. We have public computers available. That process has had to change slightly because of the world we live in, but those are available and many of our regular services are available, it's just that with cleaning for the coronavirus and making sure that the building is safe, we spend a lot more time doing processes that we've had to sort of improvise over the last few weeks and months."

Because of that cleaning, the library is open for shorter hours and not open on Sunday.

"The hours are Monday through Friday from from 10 a.m. to 1 p.m. and 3 p.m. to 6 p.m.," Wamsley said. "On Saturday, we're open from 10 a.m. to 1 p.m."

Also, when you return materials, the procedure works differently.

"We're asking patrons bring all of their items to our 24 hour book drop behind the building," said Kate Lewis with the library. "That's to prevent those items from coming inside the library through other means so we can have everything in one place. Then, we bring those items into our garage. They stay on our quarantine shelves for five days."

After that time, the covers are treated with a virucide and the item is put back in its normal place. If you have questions about the library's operations, feel free to call 620-663-5441 during the operating hours.

Salina real estate broker and former Lt. Gov. Tracey Mann has won the Republican primary in Kansas’ 1st District.

Mann defeated eye surgeon and Finney County Commissioner Bill Clifford, physician’s assistant Jerry Molstad and reverend Michael Soetaert.

Mann will face the Democratic nominee in the November contest for the congressional seat being vacated by Republican Rep. Roger Marshall, who ran for the U.S. Senate. But Mann will be heavily favored in a district that hasn’t been won by a Democrat since the 1950s.

Mann campaigned a an anti-abortion, pro-gun candidate. He said he planned to support President Donald Trump’s policies.

The mostly rural farming district is one of the nation’s most Republican and has elected three congress members who went on to become U.S. senators over the past 50 years.

Kan. —&nbsp;Dr. Mark Steffen won the Republican primary Tuesday night over incumbent Ed Berger in Kansas State Senate District 34.

"I'm just humbled," Steffen said. "We started with God, family and true conservatism and that created this family, this family of support that has spread all over both Reno and Kingman County. I'm humbled, I'm the face of it, but this is a family that we created."

"My head's already into the general election," Steffen said. "The need for us to be able to articulate our Republican, conservative ideals and values in a way that people will be drawn to us and that's what I'm going to go to work on first thing in the morning."

Steffen sees his role as that of a servant and one to cast a vision for the state's future.

"It's leadership with the best interests of the others in mind," Steffen said. "It's the equivalent of washing other people's feet. He who wants to be most has to be least. I want to represent the people in a way where we look toward the future and toward a successful future and not be in this cycle of living only for today, particularly financially."

Barnett wins Democratic primary in Kansas 1st

HUTCHINSON, Kan. — Reno County Commissioners have adopted the budget for next year with one change from the proposed numbers.

During Tuesday’s meeting, the board was in agreement to move $50,000 earmarked for the New Beginnings Detox shelter back into the general fund.

“We have no information on this and it’s been quite a while, Commissioner Ron Hirst said.&nbsp; "And so I would like to see that (funds) positioned elsewhere in the general or taken out.”&nbsp;

Commissioner Bob Bush said he wanted to be careful to make sure that the money was still there if the program did take off. Bush noted that the pandemic has slowed progress on getting such a detox facility up and running. All three commissioners agreed to move the funds into the general fund and be ready to move on the project once it gets started.

The budget totals $75,115,774 on taxes levied of $25,601,671. The mill levy will stay at 41.6-mills.

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council gave approval to the budget for next year during their regular meeting on Monday.

The council approved the $7,755,000 budget without changes and set the public hearing for August 17th. Total taxes levied for the year will be&nbsp; $1,082,000. The tax rate will fall from 43.22 to 43.14 mills.&nbsp;

The August 17th public hearing will be a part of the City Council regular meeting starting at 7 p.m. at the South Hutchinson Community Building at 101 West C.

The meeting was moved to Wednesday after it was determined that a quorum could not be reached with the board.&nbsp;

The Board will go over the revised calendar for teachers and students which will see classes begin September 2. The district will have both at home and in-person learning this year.&nbsp;

As an added safety precaution the Board will also seek approval to purchases 15 temperature check stations for students and staff as they enter buildings. The cost of the units is $12,583.

Wednesday’s meeting begins at 7 p.m. The meeting has been moved to the Nickerson High School gymnasium due to the road construction on W. 4th Avenue.

Aubrey Abbott Patterson with the Hutchinson Community Foundation said Tuesday the Foundation wants to help be sure the position has the resources it needs, but that the arrangement will be different than what was previously reported. Instead of the Community Foundation making up the difference in salary, the goal would be to use the additional hours of the Human Relations Officer to support proactive programming to get groups together to alleviate conflicts that result in discrimination hopefully before they happen.

"The officer needs more hours in the week to be able to do that well," Patterson said. "They also need money to be able to provide that kind of programming. I think that's probably the role for the Community Foundation. If you're willing to fund the full salary and benefits, we would provide funding of $20,000 a year for the next three years from the Fund for Hutchinson, which is a fund that hundreds of people have given to over 30 years. We think this is the time when she should use this money in this way to support the people of Hutchinson, so we're ready to do that if you're ready to do it."

Council member Jon Daveline, who had appeared to be reticent to making the change in previous public meetings, came around to be the one seeking consensus on reducing the ending balance to make the change happen.

"We would direct the city manager to proceed with restructuring the 2021 budget," Daveline said. "That would then allow for the creation of a full-time Human Relations Officer, including benefits."

The new full-time position would start January 1, 2021 and the difference in the salary and benefits would likely be around $30,000.

The Kansas State Fair Board will have a meeting Wednesday afternoon on Zoom and in the Cottonwood Court at the Kansas State Fairgrounds.

On the agenda for Wednesday's 1 p.m. meeting is routine business to allow the meeting to be conducted online, approval of previous minutes and then a look at the financial report for the fair, along with a report from interim General Manager David Tobias. Also, there is an update on the September Livestock Show and the Board will look at whether or not they can find a way to show static 4-H Exhibits this year.

The board will then go into executive session with Deputy Attorney General Athena Andaya. 

Kansas State Senator Ed Berger tells Hutch Post that the fair only has a few months of operating capital if it doesn't get help from state government, but a plan is in place to have Governor Laura Kelly approach the State Finance Council for assistance on the matter soon.

State Fair Board to meet Wednesday afternoon

There were not enough members for a quorum on Monday, so the USD 309 school board meeting was moved to Wednesday at 7 p.m. at the Nickerson High School gym.&nbsp; 

At that meeting, the Board will go over the revised calendar for teachers and students which will see classes begin September 2. The district will have both at home and in-person learning and will go over both plans. The onsite learning includes safety procedures for students, and how activities such as meals and extracurricular events will be held.

As an added safety precaution, the board will also seek approval to purchase 15 temperature check stations for students and staff as they enter buildings. The cost of the units is $12,583.

Also, the board will take action on whether to add new goal posts and game clocks to the new football field project. The board will also take action on putting the project out for bid. If approved, bids would be opened September 9. The board will also seek approval of the budget and set a date for the public hearing.

 </figure>There were not enough members for a quorum on Monday, so the USD 309 school board meeting was moved to Wednesday at 7 p.m. at the Nickerson High School gym.&nbsp; At that meeting, the Board will go over the revised calendar for teachers and students which will see classes begin September 2. The district will have both at home and in-person learning and will go over both plans. The onsite learning includes safety procedures for students, and how activities such as meals and extracurricular events will be held.As an added safety precaution, the board will also seek approval to purchase 15 temperature check stations for students and staff as they enter buildings. The cost of the units is $12,583.Also, the board will take action on whether to add new goal posts and game clocks to the new football field project. The board will also take action on putting the project out for bid. If approved, bids would be opened September 9. The board will also seek approval of the budget and set a date for the public hearing.

Olcott Road to close near Sylvia Tuesday

HUTCHINSON, Kan. — Hutchinson City Council meetings have continued to take place at City Hall as scheduled throughout the pandemic, however, comments have been limited to email and call-in options much of the time.&nbsp;

That's about to change as the city announced Monday it would resume public comment in person but with restrictions in place. Public comment in person will resume with Tuesday’s regular meeting. The decision to change back to the more restricted format is subject to change at any time based on health indicators.

The following precautions are being taken to ensure the safety of the public, councilmembers and city staff:

&nbsp;Per state mandate, masks are required within City Hall. Masks will be available for those who need them. Temperatures will be taken as you enter the building and the city asks that you stay home if you are sick. Hand sanitizer will be available and the podium will be sanitized between speakers.

Most of all, those not addressing the council are asked to not attend in person, including non-essential city staff and media. If you come to address the council, please be patient and be aware that there may be a wait to enter the building.&nbsp;

Fahler named COO at First National Bank

HUTCHINSON, Kan. — Hutchinson Clinic announced Monday that Michael Green, M.D., has joined the team to oversee the practice’s gastrointestinal (GI) department.&nbsp;

Dr. Green was born and raised in Hutchinson, attended the University of Kansas School of Medicine and completed his Gastroenterology Fellowship at the University of Missouri-Kansas City, where he also served as chief fellow. With the move to be closer to family, Dr. Green is also amongst relatives who have worked for the clinic.

“The Hutchinson community shaped me and prepared me for both my personal and professional successes,” Dr. Green said of his hometown. “Hutchinson has been a positive light in my life and I’m excited to now be in a position to contribute to others in the community.”

GI is an area of healthcare that is often overlooked even though it impacts overall wellbeing more than most realize – with GI complications being one of the leading causes of work absences. Dr. Green was diagnosed with Crohn’s disease early in medical school and is personally familiar with the various ways GI issues disrupt daily living and the extent to which access to GI care can change lives.

“There is a dramatic lack of specialists in this area, especially when looking west of Hutchinson,” Heck said. “Lack of access to quality GI care is one of many healthcare challenges in rural areas of our state. By investing in GI care for our region, we are committed to serving surrounding areas that are lacking this critical need.”

In addition to access challenges, GI care is also routinely delayed or ignored due to individuals being embarrassed to discuss GI-related symptoms, even with their doctor.

This year’s budget totals $7,755,000 on total taxes levied of $1,082,000.

The tax rate will fall from 43.22 to 43.14 mills. If approved, the public hearing and final approval of the budget would come during the August 17 meeting.

Also this evening, the council will seek approval of a water supply study from PEC at a cost of $24,800 and make changes to the city code regarding grass clippings.&nbsp;

Tonight’s meeting of the South Hutchinson City Council begins at 7 p.m. at the community building at 101 West C.

South Hutch City Council to set date for budget hearing

HUTCHINSON, Kan. — Tyson Foods reported stronger-than-expected third-quarter earnings Monday while noting that COVID-19 related costs will impact output volumes at the world's biggest meat producer until at least 2021.&nbsp;&nbsp;

Tyson said adjusted earnings for the third quarter, came in at $1.40 per share, down 4.8% from the same period last year. Revenue fell 8% to $10 billion.

With restaurants closing during the pandemic the prepared foods division suffered as sales fell by nearly 6%.

Tyson said it absorbed around $340 million in coronavirus-related costs, including those linked to plant closures, safety measures, testing, and product downgrades.

"As a city, we're at about 66, 67% of completion," said Ryan Hvitlok with the Complete Count Committee. "We're actually doing about what we would have expected back in 2010. Our final count for the City of Hutchinson in 2010 was about 72.5%."

Getting everyone counted makes sure that the city is correctly represented both in people and in dollars.

"It's important for a wide variety of reasons," Hvitlok said. "Everything from how we reapportion our Congressional seats all the way down to how City Council districts are drawn. Financially, it's very important for the city and for the community as well. Every missed household, we can expect to miss out on about $40,000 over 10 years."

If you've moved recently, your Census address may not be the same as your current address.

"It's where you were at on April 1,"  Hvitlok said. "We've probably had some people that have moved in the meantime. Really, to meet both the spirit and the letter of the federal law, it is where you were at on April 1."

About one in three Hutchinson residents still hasn't filled out Census

HUTCHINSON, Kan. — One person suffered minor injuries in a two-vehicle accident at US 50 and Buhler Road on Sunday.&nbsp;

The Reno County Sheriffs Department reports 75-year-old Judith Fry of Wichita was going north on Buhler Road when she pulled out on to US 50 and into the path of a car driven by 34-year-old Nellie Grimes of Stockton, Kansas.&nbsp;

Grimes complained of shoulder pain while a passenger in the vehicle, 46-year-old Brandy Grimes, also of Stockton was uninjured. Fry also escaped injury in the crash which occurred around 1:30 p.m.

Accident at Buhler Road and US 50 injures one

Our family’s summer vacation plans changed three times over the course of the past few months. Initially my wife and I planned on taking our college senior daughter on a grand excursion to Glacier National Park, then hopping the northern border to sight see in Calgary, Banff and Jasper.

We scratched that idea well before Canada told U.S. citizens to take off, eh. We started scouting campsites in southern Utah, where five National Parks dot the landscape. Unfortunately, as the time came to reserve our campsites, we saw Covid-19 cases growing in Utah and here at home.

Retreating yet again, we looked within the borders of the Sunflower State. While we don’t have any glaciers, nothing close to the Canadian Rockies or the cool dry desert nights, there’s still some cool things to see in Kansas. We settled on a day trip to see Castle Rock, Monument Rocks and Little Jerusalem Badlands State Park.

I figured this would be an easy, hassle free trip to the northwest corner of our great state. No need to do extensive research on where to stay or look up things to do. We had a course and generally knew the area. I had a lunch recommendation from our colleague.

We loaded into my wife’s car a little after 8 a.m. and headed west. We initially planned on having lunch first then getting to the sightseeing. Instead, the sign for Castle Rock beckoned from Interstate 70 and we decided eating could wait. This was the first mistake, but the second would soon become more apparent.

Generally, the best way to spot a tourist is they either have way too much gear or not enough. We soon found ourselves in the latter category when we turned off a perfectly suitable gravel road to something giving minimum maintenance roads a bad name.

The same process that eroded everything but Castle Rock and the nearby badlands is still in progress, and that includes the loop around the attraction. It’s compounded by vehicle traffic from looky-loos. For the better part of a mile we held our breath as we navigated over ruts more than a foot deep in spots. Again, we were traversing this in a car capable of getting high-centered on a speedbump.

While our vehicle was unsuited to the local conditions, we managed to avoid getting stuck in a chasm, powered up a steep incline as the tires shot gravel behind us and then we took a wrong turn. The “road” narrowed in on us as it traced the side of a hill so the driver’s side was lower than the passenger side. Then, 15 yards from flat, smooth roadbed we came to a small gorge.

My daughter is old enough she didn’t learn any new words during this adventure, but it’s safe to say the plethora of profanity built to a crescendo at this point in our journey. After surveying the gully cutting across our path, I shouted to my wife and daughter we needed to dig to level the road.

We started using a jack handle to scrap dirt into the crater, and after about 30 minutes of “digging,” another group came along on the “good” road, stopped and offered their help. A half hour of poking at the dirt with a metal rod had dulled any semblance of embarrassment at our self-inflected predicament. We gladly accepted.

Two of the men in the group grabbed a second jack handle from one of their vehicles and began flinging dirt. Within 10 minutes, we’d leveled the ground just enough to cautiously drive out to safe ground.

We thanked our helpers and headed back to the Interstate to continue on our journey, which didn’t involve any other hiccups. We took in the badlands at Little Jerusalem with a thunderstorm in the background. At Monument Rocks, we dutifully posed for photos in a keyhole between two spires and then began our trek home, only stopping for dinner and to see the Cathedral on the Plains in Victoria.

While the trip wasn’t jumping from a bridge into a river fed by glacial melt, or hiking through Zion National Park, it did remind me of the beauty and wonder within our state’s borders. Kansas is also a place where complete strangers will take the time to help, even if it means piling dirt with a jack handle. Still, if I had to do it again, I’d take a different vehicle and toss in a shovel. Just in case.

Insight: A Tourist in Kansas

Kan. —&nbsp;Advance voting for Tuesday's primary ends today at noon.

"Polls will be open tomorrow from 7 a.m. to 7 p.m.," said Deputy Election Officer Jenna Fager.

All the usual polling locations will be open.

"They can check our site at renogov.org," Fager said. "There's a list of polling locations there. They can also go to voteks.org. That will give them a sample ballot. They can look at that ahead of time and it will tell them what their polling location is."

You can also get results on election night online.

"That will also be on our website at renogov.org," Fager said. "It will just be on our front page. It will just say election results-unofficial."

Fager is not concerned that the number of mail in ballots will make it so that they can't get results on local races, but she can't comment on what might happen statewide.

Kan. —&nbsp;Advance voting for Tuesday's primary ends today at noon."Polls will be open tomorrow from 7 a.m. to 7 p.m.," said Deputy Election Officer Jenna Fager.All the usual polling locations will be open."They can check our site at renogov.org," Fager said. "There's a list of polling locations there. They can also go to voteks.org. That will give them a sample ballot.
