Today's installment from our "Throwback Thursday Collection" takes us to the Northwest corner of West 2nd Avenue and North Adams Street. 

In 1885, Hutchinson built its Gas, Light &amp; Fuel Company at 200 W. 2nd. G.W. Armstrong was the plant manager. This was a coal gasification plant. 

The first photo is of Hutchinson's earliest gas plant. This process filled the big vat on the right with coal and let it steep in water, then spray oil over the heated mix. 

This mixture then emitted a gas, referred to as carbureted water gas. It was then distributed — at that time — through square, wooden piping.

This gas was used for street illumination, and home heating and cook stoves. This process was later replaced and the plant was razed. This property was always owned by the power and light company with a warehouse on it. 

In 1962, KP&amp;L built an office complex at 200 W. 2nd and used it for billing purposes for many years. The second photo shows this building when newly completed. 

After other consolidations, this building was not needed any more. After sitting vacant for many years, it was purchased by the International Brotherhood of Electrical Workers Union. 

The third photo shows the 200 W. 2nd building today, still used as the IBEW Union hall and apprentice training facility.

📷 Throwback Thursday: Hutch - Then & Now Collection - Vol. 5

YODER, Kan. —&nbsp;This week, Yoder Charter School was selected as a semi-finalist for the 2023 Building Hope Impact Award for community engagement.&nbsp;

The Building Hope Impact Awards were created to recognize and support charter schools across the United States that are excelling in advancing education through community engagement, student empowerment, and educational innovation. Yoder Charter School was selected as one of just seven semi-finalist schools in the community engagement category, standing out because of the recently piloted Agriculture Learning Program’s impact within their community.&nbsp;

By the end of March, three finalists in their category will be announced. If selected as one of these three finalists, Yoder Charter School leadership will attend and present at the Building Hope Impact Summit on May 1-4 in Washington D.C., where finalists will find out if they have received one of the two $10,000 grants or the grand prize $20,000 grant to be used to support and enhance the Charter School’s mission.&nbsp;

All of the semi-finalist and honorable mention schools from across the country are examples of the impact that charter schools can have on students, families, and communities.

Winter Weather Advisory in effect until 9 a.m. Thursday

NEWTON, Kan. — At Tuesday night’s meeting, the City Commission approved a development agreement with GAF Materials and set the stage for its new manufacturing facility at the Kansas Logistics Park.

In the agreement, the City commits to issuing up to $350 million in Industrial Revenue Bonds, which provide GAF with a 10-year, 100% property tax abatement on the new development as well as a sales tax exemption for construction materials and equipment financed by the bonds. Unlike General Obligation Bonds, IRBs do not count against the City’s bonding authority and the City has no liability for repayment.

Before GAF can receive those benefits, the company must invest at least $75 million in the project. GAF also agrees to hire at least 137 full-time employees within four years.

Tommy Richardson, GAF’s vice president of operations, said it had been a great experience working with City and Harvey County Economic Development staff as they planned the project and negotiated terms.

A number of local residents and regional partners spoke during the public hearing for the IRBs. Andrew Nave, executive vice president of economic development for the Greater Wichita Partnership, spoke in favor of the project, calling it the largest capital investment in the Wichita region in the past five years.

New Jersey-based GAF is the largest roofing manufacturer in North America, with more than two dozen manufacturing plants in the United States. GAF has not yet announced its specific plans for the Newton development.

Since 2021, GAF has optioned 230 acres of land in the Logistics Park at Southeast 12th and Hillside. The property is currently owned by Tindall Corp. The City has an option to purchase the property back from Tindall for its original price, $1.18 million. And the City, in turn, has an agreement to sell the property to GAF for approximately $1.84 million. The deadline to complete the sales was extended to May 1.

The development agreement also calls for the City to provide rail improvements to the project site. In August of last year, the City was awarded $3.04 million from the Kansas Department of Transportation for rail extension to serve the site, contingent upon GAF moving forward with its plans. The City also committed to pursue grant funding to pave Hillside between East First and Southeast 12th streets, and approved rezoning the property to I-3 heavy industrial.

A Cost-Benefit Analysis performed by the Center for Economic Development and Business Research at Wichita State University showed a positive economic benefit for all taxing entities.

Newton City Commission approves GAF agreement

HUTCHINSON, Kan. — Hutchinson Regional Medical Center is adjusting its masking policy effective February 15, 2023 to no longer require visitors and staff to wear masks when entering the facility. The decision comes as COVID-19 hospitalizations and cases continue to trend downward in Reno County.

“We understand that wearing a mask can provide a sense of security and we want to ensure that our visitors and employees feel safe when entering our facility,” said Nick Baldetti, chief operating and quality officer. “Our commitment to infection prevention and control continues, including regular cleaning and disinfection of high-touch areas, providing hand sanitizer throughout the facility, and ensuring employees utilize appropriate personal protective equipment when taking care of patients with COVID-19.”

Masks will still be provided at hospital entrances and speciality offices for people who voluntarily wish to continue masking. Employees will continue to be required to wear masks when entering a patient room or while caring for a patient. Patients may be asked to wear a mask while seeing a healthcare provider one-on-one.

The move is in line <a href="https://www.cdc.gov/coronavirus/2019-ncov/hcp/infection-control-recommendations.html" target="_blank">with the guidance of</a> the Centers for Disease Control and Prevention, which lifted the federal mandate requiring masks in health care facilities where COVID-19 transmission levels are low in September. “After almost three years, we’re happy to take this step and get back to some sense of normalcy," said Baldetti.

HUTCHINSON, Kan. — Hutchinson Airport Manager Pieter Miller said there's a practical problem that a new grant from the State of Kansas announced Wednesday is going to solve.

"It's to keep any type of animal or critter out that digs underneath our fence and gets into the airport," Miller said. "We've got a couple sections. Over the last several years, we've been working our way around the rest of the perimeter to put dig barrier under there, so coyotes, dogs, whatever type of animals trying to get in here, won't be able to get in here."

The grant for Hutchinson Airport is $32,504. Sixty-six airport projects across the state have been selected for Kansas Airport Improvement Program (KAIP) funding for planning, constructing, or rehabilitating public-use general aviation airports.

"The KDOT Aviation Grants, they're pretty much open to anything you want to ask for that is kind of airport related," Miller said. "It's not a huge grant."

Pratt Regional also received a grant for apron and hangar area rehabilitation for $59,850 design and $653,400 to construct.

Lyons Rice County Municipal Airport also received a grant this cycle for a fuel system. Their grant was for $23,750 for design and $282,600 to construct.

The program is satisfying 22% of the requests it had for funding this year.

Airport gets state grant to help keep fence secure

HUTCHINSON, Kan. — Democrat Rep. Jason Probst said there is a House hearing Wednesday on an issue he's been working on for a while, decriminalizing fentanyl testing strips.

"This bill is actually broader than what we looked at last year," Probst said. "In addition to decriminalizing fentanyl test strips, we've included testing strips for ketamine and the date rape drug, because currently, under the law, those would be illegal as well. We put that in there, but also it would create an opioid overdose fatality review board."

The goal is to find out if there are circumstances that could have prevented the overdose deaths. The hope is to be able to deal with these issues by themselves.

"At this point in the session, there is a better chance that you can get a standalone bill through the House and the Senate," Probst said. "We've passed a couple of things out on the House floor already this year. If we can keep that going and get that done sooner, maybe it doesn't get wrapped up in the bundling that happens at conference committee."

The hearing begins at 1:30 p.m. in room 112-N in the Capitol.

HUTCHINSON, Kan. — The Salvation Army of Reno County finds itself slightly shy of its Christmas 2022 fundraising goal, despite raising over $75,000 through kettle donations this season.

"Our budgeted need is $395,000, we're at $365,000," said Maj. Paul James. "We still have the rest of the year to kind of make up the difference, but the need is there, all season long."

If you have received an appeal letter in the mail, no matter the return address, the money will come back to Hutchinson.

"We have a company that sends out letters on our behalf for donations," James said. "People have been confused as to why it would go to Iowa. It just happens to be a lockbox there. Territorial headquarters has changed some things this past year. It's not going to go to another community. It will come back to us, it's just more efficient. It helps the dollars that you donate stretch further."

You can also still donate by stopping by at their office at 700 North Walnut with your check.

Salvation Army does not meet overall goal

HUTCHINSON, Kan. — The Family Community Theatre will present The SpongeBob Musical at Memorial Hall, February 16-19, 2023.

"All of those people that make up Bikini Bottom are there," said Craig Williams with FCT. "SpongeBob is still that effervescent, optimistic character and he carries through and the other characters carry their same personalities throughout the show as they would see on Nickelodeon."

This weekend's show is the yearly performance by FCT at Memorial Hall and it is a distinct experience from the half-hour TV show.

"It's a little bit deeper into the characters," said Josh Duran who plays SpongeBob. "It's a little bit more of a serious story and that through line of the main storyline really helps tie it together there and kind of grounds it into a real world that you can be a part of."

The plot revolves around a nearby volcano, Mount Humongous and trying to save Bikini Bottom by stopping it from erupting.

"The people within Bikini Bottom, with their fear and misunderstanding of things, how are they going to keep the people from destroying Bikini Bottom?," Williams said. "Also, all the way along, it's about loyalty and friendship and the idea of doing more than what was expected of you or than you expected of yourself."

This meeting is with Dustin Avey of Piper Sandler, the company helping the board with its bond financing.

The board has held a few special meetings in the last few weeks, to inform the public and give them a chance for input on an&nbsp;<a href="https://hutchpost.com/posts/8b8f3759-af19-4284-9d72-c57dadf8773b">$8.75 million bond issue</a>&nbsp;due to go before voters soon.

USD 309 board to hold another special meeting

HUTCHINSON, Kan. — Instead of sending flowers for Valentine’s Day, some chose to say “I love you,” through music this year. The Hutchinson High School Expressives and Harmonics shared messages of love with the community with Singing Valentines on Tuesday, February 14, 2023.&nbsp;

For the last seven years, HHS choir director Roger Wilson has opened up Singing Valentines to the Hutchinson community as a fundraiser for the school’s vocal program. On Valentine’s Day, students travel to locations across Hutchinson to surprise individuals with love songs. It was a full day of serenading this year, with 40 total Valentines delivered.&nbsp;

The two vocal groups practice in the weeks leading up to Valentine’s Day, and have a repertoire of love songs they use for their Singing Valentines. This year those songs included “Seasons of Love” from the musical Rent, and “The Longest Time” by Billy Joel.&nbsp;

“The kids love singing and after we announced it this year spots filled up within 10 minutes. It’s big every year,” said Wilson.&nbsp;

Amber Carithers, English Language Arts teacher at Hutchinson High school, received a Singing Valentine, sent by her husband.

“It was wonderful receiving a singing Valentine, especially from so many of my own students. I love seeing my students in their element,” said Carithers.

Becki Ackley is a 4th-grade teacher at Wiley Elementary and also received a Singing Valentine.

“Having the Expressives come to my classroom to deliver a Singing Valentine today was so fun! I was an Expressive at HHS a long time ago, so it's special to receive a singing valentine from them. They did an amazing job!” said Ackley.

HHS Choirs share love through Singing Valentines Tuesday

HUTCHINSON, Kan. — Qualifying high school seniors are encouraged to apply for scholarships administered annually at Hutchinson Community Foundation.

The deadline to apply for the Denny Hart Family Athletic Scholarship, the Lois and Avory Johnson Scholarship for Reno County Students, the Hutchinson News Future Journalist Scholarship and the Myrtle F. &amp; M. Eugene Hobson Memorial Fund for Nursing Education is noon March 24.

The Denny Hart Family Athletic Scholarship is open to any Reno County graduating senior. This $1,000 scholarship will be awarded for the fall semester of the recipient’s freshman year at any accredited college or university. The award was established by the family of Denny Hart in honor of his commitment to a “behind the scenes” approach to helping young people.

The ideal applicant is involved in athletics, demonstrates a clear commitment to community through involvement in activities outside the classroom, demonstrates financial need and has a minimum GPA of 3.0.

Deadline to apply for the 2023 scholarship is noon March 24.

The Lois and Avory Johnson Scholarship for Reno County Students is open to seniors who are graduating from a Reno County high school and will be attending any certified institution of higher learning, including trade and vocational schools, beginning in the fall of 2023. Applicants should display academic ability and/or personal motivation to achieve goals, involvement in school, church or community activities or have been employed while still achieving academic success. Students pursuing any career may apply, but students entering the filed of Emergency Medical Services will be given preference.

Three scholarships are awarded annually. Each award is $2,000 ($1,000 per year for two years).

Community Foundation Scholarship deadlines soon

RICE COUNTY — The Kansas Department of Health and Environment (KDHE) announced on Tuesday that it has rescinded a stream advisory for Little Cow Creek to Cow Creek located South of Lyons, Kansas, that was issued on December 6, 2022. 

Water samples show no health risk associated with this stream. 

Water contact in the stream is now deemed safe and if you live or have activities near this stream, you may enter the stream and you can allow children and pets to enter the stream.

NEWTON, Kan. — The Newton USD 373 BOE voted Monday night to reduce Walton Rural Life Center to one section and to begin a staggered process to reduce Northridge Elementary to one section beginning with the 2023-2024 school year. 

According to a release from Superintendent Fred VanRanken, next year at Northridge, one section will be offered in grades K-2 and two sections will be offered in grades 3 and 4.&nbsp; Walton will offer one section for grades K-4.&nbsp;

Administration at the district and building level will work together to accommodate the decision, as there are many staffing and logistical items to work through in the reduction process. The BOE is adamant about working through staff reductions through attrition to the best of their ability.&nbsp;

Newton school board trims back elementaries

BARTON COUNTY —Law enforcement authorities are investigating a serial offender on new accusations after an arrest.

Just after 2:30 p.m. Monday, sheriff's&nbsp;deputies conducted a traffic stop on US 281 Highway just south of the city of Great Bend, according to Sheriff Brian Bellendir.

After contacting the driver, he was identified as Triston Maas-Rader, 29 of Pratt. It was discovered Rader had outstanding warrants through Barton County District Court for felony theft.

Rader was placed under arrest on the warrant and the Sheriff’s office K9 Maxx was deployed. Maxx indicated the presence of controlled substances and a subsequent search revealed methamphetamine and drug paraphernalia. Rader was transported to the Barton County Jail without incident and booked on requested charges of possession of methamphetamine, possession of drug paraphernalia and no valid driver’s license as well as the Barton County District Court warrant.

Rader has since posted a $10,000 bond on the drug charges and the $5,000 bond on the warrant. Rader has been booked at the Barton County Jail nine times since 2015 and has a 2019 drug conviction, according to the Kansas Dept. of Corrections.

Reno County teachers selected for LaunchLearning fellowship

HUTCHINSON, Kan. — The City of Hutchinson Small Business Relief and Recovery Grant Program is intended to respond to the negative economic impacts of the COVID-19 public health emergency, as well as responding to the needs of an adequate workforce to fully support our local Small Businesses. This grant focuses on the identified needs and impacts faced by local small businesses.

The following changes now apply to the Small Business Relief and Recovery Grant Application eligibility criteria.

1) The following criteria for grant eligibility is being modified from:

· Business is not facing any pending litigation or legal action.

· Businesses facing pending litigation or legal action will include an explanation and any supporting documentation. A letter from their attorney explaining the situation and risk to the business is preferred. The city will evaluate these applications on a case-by-case basis.

2) In addition, anyone who has applied for but not received a SAM UEI number by the deadline will be allowed to enter “pending.” The number must be received before any funds are awarded to the applicant.

3) The application deadline has been extended to March 3, 2023, at 4:30 p.m.

The official application was released on January 9, 2023, on the City’s website at <a href="https://www.hutchgov.com/">hutchgov.com</a>. An information session was held online via Microsoft Teams on January 27, 2023. All applications for funding are now due by March 3, 2023, at 4:30 p.m.

City amends its small business ARPA criteria, extends deadline

HUTCHINSON, Kan. — The Board of County Commissioners directed Public Works Director Don Brittain to get a study done to update the numbers from 2019 to now for expansion of the lagoon system that serves the Yoder and HABIT sewer districts.

The commissioners decided that connecting to the city of Hutchinson would not give them enough long-term flexibility if growth continues out in those sewer districts.&nbsp;

At the very least, it is the intent of the Kansas Law Enforcement Training Center that is served by that sewer system to seek to expand and to become more of a hub for training above and beyond its current scope, leaving aside any additional industrial growth that may happen in the HABIT area.

The original agenda item called for a study to consider both the lagoon option and connecting to the City of Hutchinson's system at a cost of $10,000. The commission cut the approval cost in half and limited the scope to just the lagoons at a cost not to exceed $5000.

HAVEN, Kan. — Evergy crews restored power to the north end of Haven after a transformer blew and caused a fire on one of their poles. 

Haven-Buhler Road was closed at Red Rock Road to let the Evergy crews work during the outage that happened in the 7 a.m hour Tuesday.

At its peak, the outage involved 53 customers outside the city, but the City of Haven posted on social media that the town also had to be shut off completely until they could come out and isolate the problem.

Power was back on to the north end of town in time for Haven High School students to attend classes without a delay.

There was still a road closure until shortly after noon Tuesday for Red Rock Road between Haven Road and Willison Road and Haven Road between Long View Road and Greenfield Road until the lines that were down in the area were fixed. The outage map showed no more outage as of 12:20 p.m. Tuesday.

Power out in Haven Tuesday morning

HUTCHINSON, Kan. —&nbsp;With 1,245 work zone crashes across Kansas in 2021, that was an average of 3.4 crashes every day of the year. While 963 of those crashes were property damage only, six people were killed and 387 were injured, and most of those people were motorists. AAA Kansas is looking at further expansion of the state's Move Over law in the coming years.

"Senate Bill 142, we introduced it this year, just to get it on the books," said Shawn Steward with AAA Kansas. "We're planning to spend the rest of this year educating legislators, meeting with legislators and other supporters on this issue and also educating the public in terms of the importance and the need for this."

The bottom line is, if you see a vehicle on the side of the road, no matter what the situation, and there is room to change lanes without endangering yourself, it is safer for everyone to move over.&nbsp;

"It's best addressed at the state level, we're finding," Steward said. "Every state has some level of Move Over law. Now, we're starting to look at ways to enhance those laws to include all disabled or stopped vehicles on the side of the road, including consumer passenger vehicles."

The intent is to work the bill in the Kansas Legislature during their 2024 session.

AAA: Move Over law expansion to be sought

HAVILAND, Kan. —Barclay College has been approved to offer the traditional Bachelor of Science in Nursing (BSN) degree program by the Higher Learning Commission (HLC), a regional accreditation agency recognized by the U.S. Department of Education. The Kansas State Board of Nursing approved the program in July 2022. Barclay College School of Nursing will immediately begin accepting applications. Courses will be administered on campus in a face-to-face format.

The approval finishes the work taken on by the Barclay College Board of Trustees in 2019. The initiative included raising over $1 million to finance the program and remodel facilities for classroom and clinical instruction.

“The challenge of adding a nursing program fits well within the mission of Barclay College,” said President Royce Frazier. “Both supporters and people in the medical profession affirmed that an institution that is committed to both faith and healing has a relevant place in our culture and our world today,” remarked President Frazier. “Holding to our deeply grounded roots in partnering any degree with an additional degree in biblical studies sets our students apart.”

As the only fully accredited college in Southwest Kansas and with the lack of face-to-face nursing programs in the region, it also affirms the commitment of Barclay College to the future of the region.

In July 2019, Kim Hansen, MSN/Ed, RN, CNE, was hired as the Dean of the Barclay College School of Nursing with the task of preparing the college for the accreditation process.

Community support was abundant. Susan Page, former President and CEO of Pratt Regional Medical Center, said, “We absolutely support Barclay College’s initiative to pursue accreditation toward a nursing program that could be so beneficial for the residents of Southwest Kansas! We stand ready to assist in any way we can.”

Momentum continued to build as a team of nursing professionals from the community and local hospitals, recruited by Hansen, met with an architectural team to discuss the details of what the simulation laboratory, skills laboratory, classrooms, and supporting faculty office requirements would be for our nursing program. Jackson Hall was remodeled to support two classrooms, a skills laboratory, and a simulation hospital.The traditional BSN program will be offered at the campus location in Haviland. The program meets the needs of the traditional or non-traditional student who desires licensure as a registered professional nurse at the baccalaureate level. This is a full-time offering with clinicals in healthcare facilities and on campus. As a faith-based school, Barclay College includes a dual degree in Biblical Studies (BBS). Applications to the Traditional BSN program are currently being accepted for Fall 2024. General applications are encouraged to be submitted immediately for pre-nursing students who have the goal of entering the traditional BSN program in the future. A Full Tuition Scholarship is available to all students who live in the dorms.The program is designed around high-quality professional nursing courses, taught by a faculty with over 34 years of combined nursing education experience. Kim Hansen, Dean of the School of Nursing, said, "As a faith-based college, the Barclay program offers an environment that integrates faith with nursing skills.”
