We had the opportunity to visit with&nbsp;Hutchinson City Councilmember John&nbsp;Richardson&nbsp;addressing&nbsp;questions about property taxes, regional cooperation with Reno County and&nbsp;the city of&nbsp;South Hutchinson, major economic-development projects, and compensation for local elected officials as his own term&nbsp;comes to an end.&nbsp;

Richardson said recent social media posts he shared&nbsp;regarding&nbsp;property tax data sparked strong community interest. Many residents assume Hutchinson and Reno County have the highest tax rates in Kansas, but Richardson pointed to Kansas Department of Revenue maps showing&nbsp;that’s&nbsp;not the case when compared objectively.&nbsp;

The map he posted last week focused on property tax dollars collected per capita—a measurement that reflects the total taxes paid in a county divided by the population. He noted&nbsp;it’s&nbsp;useful for comparing counties but does not&nbsp;indicate&nbsp;what an individual taxpayer pays.&nbsp;

Richardson encouraged residents to examine their own property trends through the Reno County GIS system, where tax histories for individual parcels show gradual annual increases rather than dramatic jumps.&nbsp;

He added that mill levies adjust based on rising property values and inflation pressures. The City of Hutchinson’s levy has hovered between 40 and 44 mills over the past several years and currently sits at about 42 mills. Even when the city cuts spending, he said, the inflationary cost of operating municipal services still pushes budgets upward.&nbsp;

Richardson also discussed&nbsp;the&nbsp;joint work session between the City of Hutchinson, City of South Hutchinson, and Reno County, held at&nbsp;the&nbsp;&nbsp;Sand&nbsp;Hills&nbsp;Center. The primary outcome was a collaborative agreement to pause any&nbsp;annexation&nbsp;actions related to&nbsp;Evergy’s&nbsp;planned facility south of Hutchinson.&nbsp;

“There was confusion about&nbsp;communications&nbsp;and which city would be responsible for services,” Richardson said. Because state officials sometimes misunderstand that Hutchinson and South Hutchinson are two separate cities, he said territorial assumptions can happen unintentionally.&nbsp;

To avoid conflict, all three entities agreed to&nbsp;set&nbsp;annexation aside while&nbsp;Evergy&nbsp;begins construction. As infrastructure needs arise, the parties will jointly&nbsp;determine&nbsp;which&nbsp;jurisdiction&nbsp;is best equipped to provide resources.&nbsp;

“We’re going to work together as a team,” Richardson said. “We’ve all vocalized that we want this done cooperatively.”&nbsp;

A non-annexation agreement&nbsp;formalizing that commitment is scheduled for discussion at the Hutchinson City Council meeting Tuesday night.&nbsp;

While details&nbsp;remain&nbsp;confidential, he said the three local governmental entities&nbsp;must coordinate resources and strategies so they can respond as a unified&nbsp;economic-development&nbsp;front.&nbsp;

And although much of the discussion centers on the industrial corridor north of town, Richardson emphasized the approach must be county-wide, aligning with the Hutchinson/Reno County Chamber’s recruitment efforts.&nbsp;

“Hutchinson isn’t an island,” he said. “The closer a project is to our city limits, the more service options we can provide—but economic development is a regional effort.”&nbsp;

Following the recent discussion by the Reno County&nbsp;Commission&nbsp;we asked&nbsp;Richardson&nbsp;about whether elected officials should receive improved compensation. While he cannot speak for the county, he noted Hutchinson City Council members receive no pay at all, despite the significant hours, travel, and time away from work that the role requires.&nbsp;

He recently raised the idea of discussing future compensation—not for the current council, but for future office holders—to ensure residents of all income levels can afford to serve.&nbsp;

“There’s a perception that only the well-to-do or the elites make decisions in Hutchinson,” he said. “If people&nbsp;can’t&nbsp;afford the time or the cost to be on&nbsp;the&nbsp;council, they simply&nbsp;won’t&nbsp;run. This is a challenge in every rural community.”&nbsp;

He said volunteer service is important, but added, “It shouldn’t cost you to be on a council or board.”&nbsp;

Richardson’s term ends in&nbsp;January, and he thanked the community for the opportunity to serve. He will continue to be active on other boards and in his professional work. Mayor&nbsp;Stacy&nbsp;Goss&nbsp;was recently elected to Richardson’s northwest district seat.&nbsp;&nbsp;

The American Legion Boys State of Kansas is accepting applications for its 2026 session. The event is set to be held Sunday, May 31, through Saturday, June 6, at Kansas State University in Manhattan. This will be the program’s 34th consecutive session at KSU and 88th overall.

Traditionally, Kansas Boys State has been for individuals who will complete their junior year of high school in the spring just prior to the start of each session. However, the ALBSK program will again expand the pool of applicants for this year’s session to also include those who will complete their sophomore year of high school this spring.

The American Legion Boys State of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility to inculcate a sense of individual obligation to community, state and nation. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government, and the price paid by members of the military to preserve democracy.

The cost to attend the Boys State of Kansas program is $375; however, in many instances, sponsors pay the majority of the fees, with the delegate or his family paying $50. Those wishing to attend the 2026 session should visit ksbstate.org to apply. The deadline to apply for the 2026 program is Thursday, April 30; applications are accepted after that date, but on a space-available basis. In addition, those who register by Saturday, Jan. 31, will receive a KBS sweatshirt or polo. Furthermore, delegates who are returning for a second year have the opportunity to attend the 2026 session for just $50 total, provided they get at least three people from their school (or another school) to attend.

The National Weather Service (NWS) has issued a Winter Weather Advisory through 6 p.m. on Monday. The NWS says to plan on slippery road conditions. The most hazardous conditions will be during the morning hours. This is when the  higher snowfall rates are expected which could impact the morning  commute.

Winter weather advisory issued

The Hutchinson Fire Department responded to a garage fire Sunday afternoon in the 700 block of Avenue C.

According to Battalion Chief Justin Holzrichter, crews were dispatched at 3:40 p.m. and arrived to find heavy smoke coming from a residential garage. Firefighters made an aggressive interior attack and located active fire after opening the walk-through door.

Crews worked quickly to bring the blaze under control and remained on scene afterward to investigate and clean up equipment. No injuries were reported.

The Hutchinson Fire Department expressed its appreciation for the assistance of Reno County EMS, the Hutchinson Police Department, and the City of Hutchinson’s Public Works Department.

Hutch Fire Department battles garage fire on Sunday

The Hutchinson Zoo is turning on the holiday magic a little early with a special adults-only celebration on Friday, Dec. 5. From 6 to 9 p.m., guests 21 and older are invited to Prairie Nights: Holiday Lights — an evening designed for sipping, savoring, and socializing amid a sparkling preview of the zoo’s seasonal light displays.

Dear Jacob, Your wife’s heart is in the right place. And generosity&nbsp;is&nbsp;a very attractive quality in a person. Still, that doesn’t make what she’s doing a good idea right now. &nbsp;

I’m going to be blunt with you, okay? This kind of behavior is financially irresponsible. Her intentions are admirable, but she’s going overboard. If it’s causing stress in your marriage, and you two are having trouble taking care of your own financial obligations, you have every right to be frustrated.

I want you to really hear this: Broke people can’t help broke people. By this, I mean only the strong can help the weak. Right now, you two should be working together—as a team—to get your own financial house in order. And by that, I mean working hard to become debt-free, then saving up a&nbsp;<a target="_blank" href="https://www.ramseysolutions.com/saving/quick-guide-to-your-emergency-fund">fully loaded emergency fund</a>.&nbsp;Once that’s done, you should start setting something aside for retirement. Then, and only then, once all that has been taken care of, and you have a friend or family member who’s truly in financial need, you can give whatever you both agree is a proper, affordable amount.

Look, I’m a big giver at my business and in my personal life. But you two need to take care of yourselves right now. Sit down with your wife, and gently explain this to her. She’s a good lady, Jacob. Praise her for her giving heart. But at the same time, show her what’s happening with your own finances and how you’ll be better able to help the people around you once you pay off your debt, and start saving money.

Foundation of Life Ministries has announced that the launch of The Refuge Project, originally set for December 1, will be postponed due to circumstances beyond the organization’s control.

In a statement released Friday, the ministry acknowledged the significance of the project for the community and expressed regret for the disappointment the delay may cause.

The Refuge Project is intended to provide compassionate, supportive services for Hutchinson’s unhoused residents. Foundation of Life Ministries said its team is working diligently to resolve the challenges that have temporarily stalled the launch and remains committed to moving forward as soon as possible.

In the meantime, individuals in need of shelter or housing support are encouraged to access services at Noel Lodge, located at 400 W. 2nd Avenue, Suite C.

Opening of The Refuge Project delayed

Central Christian School is inviting anyone interested in early childhood education to a public information session on Tuesday, Dec. 2, offering a chance to learn more about career opportunities within the school’s growing Early Education program.

The session begins at 6:15 p.m. at the Jay &amp; Connie Schrock Family Early Education School, located at 1910 E. 30th Ave. in Hutchinson.

Attendees will be able to tour the school’s new early education facility, meet the superintendent, and hear directly from the program’s director about open positions and what it’s like to work in a nurturing, Christ-centered environment.

School leaders say the event is designed both for those who are simply curious about early education and for those actively exploring employment. Guests will have the opportunity to ask questions, learn about job expectations, and see firsthand how staff members support young learners.

Central Christian encourages current staff, families, and community members to share the invitation and tag friends who may be interested in early education careers.

MCPHERSON COUNTY —One person was injured in an accident just before 9a.m. Saturday in McPherson County.

The Kansas Highway Patrol reported a 2015 Chevy Equinox driven by Raul S&nbsp; Juarez, 33, Milford, Nebraska,&nbsp;was southbound on Interstate 135 south of Pawnee Road. The driver lost control while passing a semi due to weather conditions. 

The Chevy made contact with the trailer of the semi, traveled through the median, across the northbound lanes and through a KDOT fence where it came to rest. The semi driver initially pulled over, but left the scene Juarez&nbsp; gave him a thumbs up, according to the KHP.&nbsp;&nbsp;

EMS transported Juarez to&nbsp;McPherson Center for Health. He was properly restrained, according to the KHP.

While protein levels came in slightly lower than recent drought years, overall yield and grain quality across Kansas reflected a resilient crop supported by improved moisture.

From November 3 to 10, the trio presented to key customers and stakeholders in Peru, Colombia, Ecuador and Chile. Reno County commissioners worked through a full agenda Wednesday, covering year-end financial housekeeping, annual departmental reports, and a key annexation agreement tied to one of the region’s largest upcoming developments.&nbsp;

The commission also announced that December meetings will shift from the normal schedule and will instead be held Wednesday, Dec. 3, and Wednesday, Dec. 17.

Commissioners approved a lengthy year-end consent agenda that included a series of fund-transfer resolutions commonly used to close out the fiscal year. County Counselor Patrick Hoffman said these transfers—completed annually in late November—create the documentation auditors require.

The consent agenda also included appointments to both the Planning Commission and the Public Building Commission.

Commissioners unanimously approved a Memorandum of Understanding between Reno County, the City of Hutchinson, and the City of South Hutchinson.

The agreement prevents any annexation of the Evergy project site until construction is complete—removing jurisdictional uncertainty and keeping the large-scale development on track. Commission members emphasized strong collaboration between all parties.

With home fires rising sharply during the holiday season, the American Red Cross of South Central and Southeast Kansas is urging families to take simple, proactive steps to stay safe. Increased cooking, candles, and holiday decorations all contribute to a spike in home fires this time of year.

“One in five people the Red Cross assists after home fires are helped in just the holiday months,” said Shannon Wedge, Executive Director of the regional Red Cross chapter. “Home fires can strike quickly, leaving you with as little as two minutes to escape. Help protect your loved ones by practicing your home fire escape drill until everyone can get out in less than two minutes.”

The Red Cross encourages the public to choose flame-resistant or flame-retardant decorations and to inspect all holiday lights before use. Residents should:

Three-day weather outlook

The Salvation Army’s $20 Bill Challenge returns to the Reno County community the final 4 Saturdays before Christmas. This is all thanks to the generous support of local donors putting up a $2,500 challenge to match every $20 bill dropped in a Red Kettle. Each Saturday, beginning Saturday Nov. 29, there will be an opportunity to have each $20 Bill matched.

 However, there’s a catch, in order for the match to take place it must be a $20 Bill only or by The Salvation Army’s new Tap To Give devices. The challenge serves two purposes, increase awareness about the iconic Red Kettles that will be out at Hutchison retailers now through Christmas Eve, and raise additional funds to support The Salvation Army’s programs designed to support Reno County families in need. 

“This year we’ve already helped close to 800 families with Dillon’s gift cards for Thanksgiving through our partnership with Project Concern. We now have a little over 800 families who have signed up for Christmas food baskets, and over 900 children who are signed up to receive toys.” “We are incredibly grateful for the generosity of Kiwanis, The Salvation Army Board, and a private donor who is matching so far and we’ll need more sponsors to help with the challenge for all four Saturdays this season. 

All of this is because they want to challenge the community to join them in support of our families being served during the Holidays and each day of the year,” said Major Paul James. Early weather forecasts from different weather services are showing the possibility of inclement weather affecting parts of Kansas as well as several northern and western states this holiday weekend.

If inclement weather does impact the highways, the Kansas Department of Transportation (KDOT) is ready to treat roadways as needed.&nbsp;KDOT&nbsp;employees have been preparing since September: Salt, sand and brine materials have been ordered, trucks and other equipment have undergone preventive maintenance and crews have completed training courses.

“Whatever the obstacle,&nbsp;KDOT&nbsp;crew members work together and find a way to get the job done,” said Director of Field Operations Ron Hall. “Our crews always do their best to serve the public in their efforts to clear the highways.”

Transportation Secretary Calvin Reed&nbsp;shared a reminder for all travelers: “Check on road conditions and weather forecasts in advance and possibly delay travel plans. It’s important to stay informed, plan ahead and travel safe.”

Resources and safety reminders for motorists:

Kansas maintains about 9,500 miles of highways, including more than 25,000 total lane and ramp miles. Clearing snow from these highways takes time, especially while the snow is still falling.

Secretary Reed emphasized the importance of safety for the crews working to keep roads open.

“KDOT&nbsp;employees work challenging 12-hour shifts to remove snow and ice from the highways,” said Secretary Reed. “Don’t drive in their blind spots and give them space to work so they can focus on the job.”

Hutchinson Police Department Warns Residents of Ongoing Phone Scam

&nbsp;The Hutchinson Police Department is alerting residents to a series of fraudulent phone calls in which scammers impersonate law enforcement officers and falsely claim there is a warrant for the recipient’s arrest.

According to the department, callers are telling residents they have missed a court date or failed to appear for jury duty—common tactics used to pressure victims into providing personal information or making payments.

Police stress that legitimate law enforcement agencies do not make phone calls to notify individuals about warrants.

“If you receive a call like this, hang up immediately,” the department said in its advisory.

Anyone who wants to verify whether a call is legitimate is encouraged to contact the Hutchinson Police Department directly at 620-694-2816.

Residents who believe they have been targeted or who have information about these scam calls are urged to report it to police.

With&nbsp;holiday&nbsp;retail sales&nbsp;expected to top&nbsp;$1 trillion for the first time ever, AAA is reminding shoppers to make safety a priority as they shop on Black Friday&nbsp;and throughout the&nbsp;holiday season.&nbsp;&nbsp;“Traffic will be heavy around shopping malls and retail centers beginning early Friday morning and throughout the weekend,” said Shawn Steward, public affairs manager, AAA Kansas. “It’s vitally important that motorists and pedestrians alike practice patience, avoid distractions, protect their valuables and vehicles, and keep aggression in check while navigating parking lots and roadways."

While the holiday season is synonymous with feelings of peace, charity and good will, not everyone enjoys the season. For some, hectic schedules, long to-do lists, loneliness, financial hardship and familial loss seem magnified during the holiday season. Heightened emotions can spill over into frustration and aggression behind the wheel at a time when vehicle and pedestrian traffic are at their highest. Motorists with too much on their minds may become easily angered or distracted on the roadway and in parking lots.

AAA reminds drivers not to let emotions lead to destructive choices. That reminder is also good advice for those who practice&nbsp;good driving behaviors but become overly agitated by other drivers who are less than courteous. Policing the driving behavior of others by engaging with them can quickly escalate the situation. “You never know how the other driver might react,” Steward said. “Instead, maintain a cool head and focus on driving your own vehicle safely.”

As the holiday shopping season gets under way and retail areas become congested with vehicle and pedestrian traffic, AAA offers these tips to help prevent aggressive driving and road rage:

Always use your directional.</li><li>Be Tolerant and Forgiving. Assume that another driver’s actions are nothing personal. The other driver may just be having a really bad day. Remember, your job is not to correct or police others on their driving behaviors. Your job is to reach your destination and return home safely.</li><li>Do Not Respond. Avoid eye contact, don’t make gestures and maintain space around your vehicle. If you feel another driver is targeting you with their aggressive behavior, call 911 if necessary.</li><li>Avoid Aggressive Behaviors Behind the Wheel. In addition to reducing the risk of road rage in others, practice cool headedness behind the wheel yourself. Do not speed, tailgate other drivers or ignore traffic signals in your quest to “get ahead” of other drivers. The minute or two you might save are not worth the risk to your life or the lives of others.</li><li>Give pedestrians the right-of-way. Parking lots are not only going to be crowded with vehicles, but with pedestrians as well, going to and from their vehicles. Do not accelerate as you approach a crosswalk in an effort to avoid waiting for pedestrians to cross. Proceed slowly down parking lanes and access roads; the parking lot is not the place to drive at road speed.</li>

Be aware of traffic and ensure a vehicle is coming to a stop before crossing.</li><li>Never walk impaired.&nbsp;Avoid drug or alcohol impairment.</li>
 </ul>For motorists, AAA has the following reminders:<ol>
 <li>Be alert. Look out for children and distracted pedestrians at all times and follow posted speed limits. Watch for pedestrians stepping out from between parked vehicles.</li><li>Drive with caution near crosswalks and near store entrances. Always yield to pedestrians in a crosswalk. When approaching a crosswalk, reduce your speed and prepare to stop.</li><li>Watch for pedestrians crossing outside of crosswalks and give them the same right of way as within posted crossing areas. Maintain a slow speed throughout parking areas, including access roads and lanes in shopping center and mall parking lot areas.</li><li>Do not clog the lanes in parking areas by leaving your vehicle curbside because you’re “just running in for a few minutes.” Park only in designated parking areas, do not idle or park in designated disabled spaces without a permit, and proceed in the correct direction down parking lanes and on access roads. Follow basic traffic rules and courteous driving behavior.</li><li>Do not drive under the influence of drugs or alcohol. Alcohol and drugs impair your reaction time, reflexes and decision-making skills</li>

Choose well-lit areas and stay aware of your surroundings when walking to and from your car. Do not be distracted by your smartphone. Keep your purse close to your body and your wallet in your front pocket. Before getting back in your car, check underneath it and in the back seat, stow packages out of sight and lock your doors as soon as you enter your vehicle.</li><li>Remember where you park. Spending added time walking around a parking lot looking for your car can bring frustration and distraction, which could be an open invitation to thieves who may grab your purse or shopping bags.</li><li>Keep children safe. If you are shopping with young children, hold their hands to keep them safe from traffic. Young children may make quick, unpredictable movements.</li>
