NEWTON — Newton Fire/EMS, along with multiple state and local partners, is investigating the source of natural gas detected in the Fox Ridge housing development.

Kansas Gas Service crews are using vacuum trucks to safely remove gas from the ground and reduce the risk of ignition. Officials emphasized that nearby homes are not in danger. The exact source of the gas has not yet been identified.

The situation first came to light last Friday during a routine site survey conducted by Kansas Gas Service near Southeast 10th and Logan. Subsequent inspections confirmed that the gas is not coming from the company’s own pipelines.

On Tuesday morning, the Harvey County Commission approved a disaster declaration to provide additional resources for the investigation. That declaration brought in two Regional Hazardous Material teams from the Kansas State Fire Marshal’s Office to conduct atmospheric monitoring in the area.

Several other agencies are assisting in the response, including Harvey County Emergency Management, the Kansas State Fire Marshal, the Kansas Geological Survey, the Kansas Corporation Commission, the Kansas Department of Health and Environment, and the Kansas Division of Emergency Management.

Officials say the investigation will continue until the source of the gas is identified and the situation fully resolved.

Three-day weather outlook 

The USD 308 Hutchinson Public Schools Board of Education held its regularly scheduled meeting on Monday, August 25, approving all agenda items, including the district’s 2025–26 budget.

Ahead of the meeting, the Board held its annual Revenue Neutral Rate and Budget Hearings. Superintendent Dawn Johnson noted that the total mill levy will remain unchanged at 52.418 mills—the lowest since 2008–09. By comparison, the levy peaked at 60.183 mills in 2013–14.

Johnson added that the difference between the current levy and the 2013–14 peak is greater than the estimated five mills that would be needed to fund proposed bonds for a new middle school and elementary improvements on the November ballot.

Finance Director Abby Stockebrand explained that, despite the unchanged rate, the levy will raise more money than last year due to increased property values. No members of the public spoke during the budget hearing.

The mill levy breakdown includes 20 mills in the general fund, 15.858 in the supplemental general fund, 14.948 in the bond and interest fund, and 1.612 in the capital outlay fund.

The Board also welcomed four new school leaders: •&nbsp;&nbsp;Emily Moore – Principal, Lincoln-McCandless Elementary •&nbsp;&nbsp;Christina Swedburg – Vice Principal, Lincoln-McCandless Elementary •&nbsp;&nbsp;Tim Porter – Vice Principal and Middle School Athletics Director, HMS8 •&nbsp;&nbsp;Jaime Tilton – Principal, Faris Elementary

Each spoke briefly about their passion for education and their excitement to join the Hutchinson community.

The Board approved a one-hour early release for Homecoming on Friday, September 26. The parade, which moved to a new route last year, will again run along North Plum to 11th Street, ending at the Stringer Fine Arts Center.

Feedback from parents, students, and staff was overwhelmingly positive about the new route, which keeps high school students closer to campus and allows younger students and families time to secure good viewing spots.

Homecoming festivities will include the traditional student council activities, spirit week events, and the Alumni Association’s Wall of Honor presentation on Thursday, September 25. The week concludes with the Hutchinson High School varsity football team facing the Salina South Cougars at 7:00 p.m. in Gowans Stadium.

The personnel report was approved without changes, and Gold Cards—providing free admission to regular-season athletic events—remain available at the Administration Center. All USD 308 employees also receive free entry with their district badge.

The next Board of Education meeting is scheduled for Monday, September 8, at 6:00 p.m. at the USD 308 Administration Center, 1520 N. Plum.

USD 308 BOE sets budget, approves early release for homecoming 

The Cosmosphere is entering the fall season with new hours, educational opportunities, and a variety of special events aimed at students, educators, and families. 

Sherry Treece, STEAM educator at the Cosmosphere,said that the museum is now closed on Mondays and Tuesdays to allow for cleaning and maintenance. Regular hours are Wednesday, Thursday, and Sunday from 9 a.m. to 5 p.m., and Friday and Saturday from 9 a.m. to 7 p.m. 

On Friday, Oct. 10, the Cosmosphere will host the Sphero Robotics Symposium, a free professional development day for teachers. Treece said "They're a great company. They have a bunch of different robots, and we actually have all of their robots." 

The event includes breakfast, lunch, breakout sessions on robotics, and a keynote by Cosmosphere CEO Jim Remar.&nbsp;

High school students in grades 9–12 will once again have the chance to take part in the Mark Cuban AI Boot Camp this fall. The bootcamp will take place over three consecutive Saturdays; Nov. 1, 8 and 15 from 11 a.m. to 4 p.m. Meals transportation assistance, and technology will be provided at no cost.  

Hosted virtually by Cuban himself, the camp gives students hands-on training in artificial intelligence.  

Cuban emphasized, “Our goal is to ensure that every interested student, regardless of background or resources, can explore AI and its limitless possibilities.”  Applications are encouraged from girls, students of color, first-generation collegegoers, and students from low-income backgrounds. The deadline to apply is September 30, 2025.     

Families can begin registering for the 2026 Cosmosphere Summer Camps starting on Sept. 1. Registrations made during Labor Day week receive a 10% discount. Treece encouraged families to consider giving camp experiences as gifts, noting that each year’s programs build on the last. A highlight next summer will be the return of the travel camp to Houston. 

The next Coffee at the Cosmo event will take place on Sept. 18 at 9 a.m. Dr. Ryan Hale will present on the psychology of space exploration. Attendees will enjoy refreshments, including the Cosmosphere’s popular coffee cake. 

The Cosmosphere’s renovations are nearly complete, featuring new interactive areas such as the Rocket Lab classroom, a wind tunnel, a lunar walk simulation, and a docking module display. One of the newest additions to the artifact collection is a Falcon 9 rocket engine from SpaceX.

HUTCHINSON, Kan. — The 2025 Community Health Needs Assessment (CHNA) is complete, the result of a partnership between the Reno County Health Department, Hutchinson Regional Healthcare System, United Way of Reno County, Horizon’s Mental Health Center, PrairieStar Health Center, Hutchinson Clinic and the City of Hutchinson.

“This achievement reflects the strong partnership” of those organizations, the announcement said. “This assessment, which takes place every three years, gives us a clearer picture of the challenges and opportunities in our community’s health. Most importantly, it helps us work together toward creating a healthier Reno County for everyone.”

Through community feedback and collected data, six priorities were identified: access to care, behavioral health and substance misuse, food security, transportation, affordable housing, and addressing health disparities and community voice.

Reno County partners release 2025 Community Health Needs Assessment, set next steps

As the drone industry continues to advance and develop new regulations at a rapid pace,&nbsp;<a href="http://salina.ksu.edu/">Kansas State University Salina's</a>&nbsp;Applied Aviation Research Center,&nbsp;<a href="https://www.salina.k-state.edu/research-training/applied-aviation-research-center/">or AARC</a>, prepares the next generation of drone pilots to be Federal Aviation Administration compliant through world-class uncrewed aircraft systems training and education.

The Federal Aviation Administration, or FAA, is planning new regulations aimed at standardizing operations beyond the visual line of sight for commercial drones. Currently, Part 107 regulations with the FAA do not permit drones to fly beyond the visual line of sight of the operator without a special waiver.

The new set of regulations will allow for more expansive uncrewed aircraft systems, or UAS, operations beyond the visual line of sight, impacting all industries, including agriculture, engineering and public safety.

Upcoming webinar explains proposed UAS regulations

With this immense change coming to the industry, the Applied Aviation Research Center will provide a&nbsp;<a href="https://www.salina.k-state.edu/professional-education/uncrewed-training/part-108-webinar.html">free informational webinar</a>&nbsp;explaining the proposed regulations on Sept. 4. The webinar will discuss the new regulations, including guidance on detect-and-avoid, minimum operational standards, certification and training requirements, and integration into the national airspace.

"The AARC has a close connection to the FAA from our years of UAS experience," said Kurt Carraway, executive director of the Applied Aviation Research Center. "As the first university to receive a waiver of beyond visual line-of-sight UAS operations back in 2018, we have proven to be detailed and system-oriented with our operations. K-State Salina to hold webinar for drone pilots on proposed FAA changes

The United States could have another trade deal.&nbsp; 

This time, it's with the European Union.&nbsp; &nbsp;The EU intends to eliminate tariffs on all U.S. industrial goods and provide preferential market access of U.S. seafood and agricultural products.&nbsp; 

That would include dairy products, fresh and processed fruits and vegetables, soybean oil, pork, and other products.&nbsp;

The Reno County Board of Commissioners will take up a full slate of items at its Wednesday meeting, ranging from community health initiatives to major facility upgrades and economic development incentives.

Commissioners are scheduled to hear from health educators Thomas Simmons and Gary Race, along with members of the Reno Recovery Collaborative, who will present a proclamation declaring September 2025 as National Recovery Month.

The proclamation recognizes the toll of substance misuse on families, schools, and the workforce, while highlighting the importance of resilience and recovery services. The Collaborative works with health providers, social service agencies, law enforcement, and Oxford Houses to strengthen local recovery networks. Commissioners will be asked to approve and sign the proclamation.

Another agenda item involves the planned remodel of EMS Station 2 in Hutchinson. Four bids were received, with MBC Construction submitting the lowest base bid of $570,000.

The project is currently under permitting review with the City of Hutchinson. Commissioners will consider a staff recommendation to award the bid to MBC, bringing the total project cost to about $659,600, funded through the county’s 099 Reserve Fund.

Commissioners will also review a second addendum to the county’s grant agreement with the United Way of Reno County, which administers childcare expansion programs funded by American Rescue Plan Act dollars.

The addendum would allow for upfront funding of $367,230 for the Kids Collective Project, helping alleviate financial strain on United Way and enabling more effective implementation of new childcare programs.

On the economic development front, the board will consider a request from ADE Wifco Steel Products, Inc. for job creation incentives as part of a major facility expansion.

Wifco plans to add 20 new jobs over the next year with wages starting at $21 per hour, supported by investments in new laser and welding technology. Commissioners will be asked to approve a letter of intent outlining incentive payments under the county’s job performance grant program.

Rounding out the agenda, commissioners will consider adopting a new policy to guide the use of the county’s Special Parks &amp; Recreation Fund, which is supported by liquor tax revenues.

The proposed policy establishes eligibility requirements, funding priorities, and accountability standards for projects such as playground upgrades, trails, community gardens, outdoor classrooms, and wellness programming. The goal is to ensure equitable access to recreational resources across Reno County communities outside of Hutchinson.

County Commission to meet Wednesday morning 

TOPEKA – Adam Jay Hrabik, 45&nbsp;of Lyons, was ordered to serve life in prison for the 2020 attempted murder of Lyons Police Officer Cory Ryan and aggravated assault of Lyons High School teacher Brian Friess, Kansas Attorney General Kris Kobach announced on Monday.

Senior Judge Merlin Wheeler sentenced Hrabik on Aug. 21 in Rice County District Court. In June, a Lyon County jury found Hrabik guilty of attempted murder of a law enforcement officer and aggravated assault with a deadly weapon. In addition, Hrabik was ordered to pay over $525,000 in restitution.&nbsp;

Assistant Attorneys General Nicole Southall and JD Hatcher prosecuted the case on behalf of the Kansas Attorney General’s Office. Hrabik was charged with attempted capital murder nearly five years ago in connection with the October 2020 shootings of Lyons Police Officer Cory Ryan. 

Officer Ryan was shot multiple times when responding to a 911 call from Friess, who reported being threatened with a gun. Friess suffered serious injuries during the incident. Ryan spent almost two weeks in a Wichita hospital but survived.&nbsp;

“The survival of Sgt. Ryan and Mr. Friess is a testament to the bravery of everyday citizens, the swift response of law enforcement, and the skill of medical professionals,” said Nicole Southall, “We extend our sincere gratitude to our law enforcement partners for their thorough and tireless investigation, and to the victims and their families for their steadfast support throughout this process. 

Nearly five years later, justice has been served.”The case was investigated by the Kansas Bureau of Investigation, with the assistance of Lyon Police Department, Rice County Sheriff’s Office, Sterling Police Department, Reno County Sheriff’s Office, and the Kansas Highway Patrol.

SaltCity Racing Weekend: Thiel, Leonard, Sweet highlight Fairgrounds action

HUTCHINSON, Kan. — The Reno County Learning Center will host its 2025 Enrollment Fair on Tuesday, Aug. 26, offering adults the chance to begin or continue work toward earning a high school diploma.

The event will run from 10 a.m. to 6 p.m. at the center, 1500 E. 11th Ave. in Hutchinson. Attendees will be able to meet instructors and advisors, learn about the free diploma program, and explore opportunities for higher education and career advancement.

Organizers said the program is designed to be flexible and supportive for adults balancing work, family and other responsibilities. It also provides on-site enrollment assistance for those ready to get started.

With over two decades of federal government experience, Wesner will provide technical assistance and build partnerships to help communities secure funding for infrastructure projects across the state.

"I am honored to lead the Kansas Infrastructure Hub and contribute to our state's future," Wesner said. "My goal is to apply my experience in fostering relationships to enhance our transportation, utilities and communication networks for all Kansans."

The Hub, formed in 2022, is a resource center connecting state agencies to Kansas communities. It offers free technical assistance, including grants capacity development and management support. The Hub facilitates partnerships to strengthen statewide infrastructure and promotes and tracks Infrastructure Investment and Jobs Act (IIJA) grant opportunities. It also serves as the processing and clearinghouse for the Build Kansas Fund.

Wesner's career includes serving in the Peace Corps, holding positions in four U.S. embassies and significant professional experience with the President’s Emergency Plan for AIDS Relief (PEPFAR) programs in multiple countries. She holds a bachelor’s degree from the University of Kansas, a Graduate Certificate in Public Management from American University and a master’s degree from The George Washington University.

"The work of the Kansas Infrastructure Hub is critical to securing our state’s future," said KDOT Secretary Calvin Reed. Weisner appointed to lead Kansas Infrastructure Hub

MANHATTAN, Kan. – When anticipating a new baby, oftentimes pregnant families face a challenge in trying to arrange infant care for their little one while they go to work.

But in Kansas and other places, meeting the demand for early childhood care and education is a challenge, said Bradford Wiles, a K-State Research and Extension specialist in applied human sciences.

“We would need to add 84,000 slots to meet the current demand for early childhood care and education in Kansas,” Wiles said. Not only is the need great, but the affordability for young families can also be a challenge, he added.

“Early care and education facilities are essentially private schools, and you are asking people at the start of their lifetime of earnings to pay for a private school at a time when they can least afford it,” Wiles said.

He said it is also hard for providers to make a living wage in many communities.

“By helping our communities solve early childhood care and education needs there is a collective benefit for the children, families, and businesses in those communities,” Wiles said.

Selecting an early childhood care and education provider

“In most counties in Kansas, home care providers provide 50% of the overall care in any community, and they go through the same licensing and professional development as those who serve in an early childhood care and education center,” Wiles said. “It is best to secure licensed care whenever possible.”

With that in mind, what do parents need to look for when evaluating a potential early childhood care and education provider?

“Look at how the providers talk to the children. Do they get down to talk with them at their level? What is their tone of voice? High-quality professionals use a tone of voice that is supportive of everyone,” Wiles said.

Other things to observe are the cleanliness of the facility and if there are any obvious safety issues. He also said to see if the children are ever out of the view of the provider.

When speaking to the provider, he encourages parents to ask about discipline protocols and learn about what type of early education curriculum they follow. Wiles also recommends asking for referrals.

“If the provider is concerned by the questions that you are asking, that is a sign; good providers are proud of how they care for children and welcome questions,” Wiles said.

Assessing early childhood care and education options

City leaders are working to prepare residents and developers for potential changes to FEMA floodplain maps that could expand regulated flood zones across Hutchinson by 2027.

City Engineer Evan Patterson, who recently presented the draft maps to the Hutchinson City Council, said the update is being driven by new high-resolution LiDAR mapping and improved flood-modeling tools adopted by the State of Kansas. While earlier drafts from June showed even greater impacts, Patterson noted the latest revisions slightly reduce the areas affected.

“The big threat to Hutch is not the river itself — our levee system, certified in 2019, protects against that,” Patterson explained. “It’s our flat terrain and poor drainage that create the real issue. When heavy rains hit, it’s hard to move that water away from homes and businesses.”

If finalized, the maps would place many more homes in the 100-year floodplain. For homeowners with federally backed mortgages, that could mean a new requirement to purchase separate flood insurance. Patterson warned that standard homeowner’s policies do not cover flood damage.

“Flood insurance can cover both the structure and its contents, so renters should be paying attention too,” he said. “But it’s important to note that groundwater seeping into basements — which we see often near the river — isn’t covered under the federal program.”

Residents who believe their property is inaccurately mapped may apply for a Letter of Map Amendment after obtaining an elevation certificate, which could exempt them from insurance requirements.

Developers will also face new hurdles. Any project within a mapped floodplain would need to raise structures above the predicted flood level, typically by bringing in fill dirt or using elevated construction. For homes, the required elevation is one foot above the flood level; for critical facilities like schools or police stations, it’s three feet.

That requirement could directly affect Hutchinson USD 308’s proposed new middle school site, which sits in the draft floodplain area. Patterson confirmed the district would need to account for additional costs if the maps are finalized.

Patterson and City Manager Enrico Vas emphasized that the maps are not final. FEMA’s adoption process will take years, and the earliest implementation would be 2027. In the meantime, Hutchinson is working on drainage improvements to reduce the mapped floodplain footprint.

The city has identified eight smaller projects — including potential detention basins near Cow Creek, Plum Street, and the Farmington neighborhood — that could temporarily store floodwaters without creating permanent ponds. Larger, long-planned projects, such as widening Cow Creek and expanding the State Fair detention basin, remain part of long-term strategies.

“We’re doing everything we can to show FEMA that improvements are being made before these maps are set in stone,” Patterson said.

Beyond residents, Vas said he is worried about the city’s ability to attract businesses and industry.

“When companies look at Hutchinson, they could see higher insurance and building costs if we’re labeled a floodplain community,” Vas said. “That’s why it’s critical we push back, pursue projects, and seek federal support.”

City leaders have already engaged Senator Jerry Moran’s office, which pledged interest in helping address the potential economic and residential impact.

The state mapping team will meet with Reno County communities this week to collect comments. Draft maps will then be posted online for public review. Final adoption will not occur until funding and review are complete, leaving time for Hutchinson’s planned projects to influence outcomes.

Patterson urged residents not to panic, but to stay informed.

While earlier drafts from June showed even greater impacts, Patterson noted the latest revisions slightly reduce the areas affected.“The big threat to Hutch is not the river itself — our levee system, certified in 2019, protects against that,” Patterson explained. “It’s our flat terrain and poor drainage that create the real issue. For homeowners with federally backed mortgages, that could mean a new requirement to purchase separate flood insurance. Patterson warned that standard homeowner’s policies do not cover flood damage.“Flood insurance can cover both the structure and its contents, so renters should be paying attention too,” he said. “But it’s important to note that groundwater seeping into basements — which we see often near the river — isn’t covered under the federal program.”Residents who believe their property is inaccurately mapped may apply for a Letter of Map Amendment after obtaining an elevation certificate, which could exempt them from insurance requirements.<h2>Development Challenges</h2>Developers will also face new hurdles. Any project within a mapped floodplain would need to raise structures above the predicted flood level, typically by bringing in fill dirt or using elevated construction. For homes, the required elevation is one foot above the flood level; for critical facilities like schools or police stations, it’s three feet.That requirement could directly affect Hutchinson USD 308’s proposed new middle school site, which sits in the draft floodplain area. Patterson confirmed the district would need to account for additional costs if the maps are finalized.<h2>City Response</h2>Patterson and City Manager Enrico Vas emphasized that the maps are not final. FEMA’s adoption process will take years, and the earliest implementation would be 2027. In the meantime, Hutchinson is working on drainage improvements to reduce the mapped floodplain footprint.The city has identified eight smaller projects — including potential detention basins near Cow Creek, Plum Street, and the Farmington neighborhood — that could temporarily store floodwaters without creating permanent ponds. Larger, long-planned projects, such as widening Cow Creek and expanding the State Fair detention basin, remain part of long-term strategies.“We’re doing everything we can to show FEMA that improvements are being made before these maps are set in stone,” Patterson said.<h2>Economic Concerns</h2>Beyond residents, Vas said he is worried about the city’s ability to attract businesses and industry.“When companies look at Hutchinson, they could see higher insurance and building costs if we’re labeled a floodplain community,” Vas said. “That’s why it’s critical we push back, pursue projects, and seek federal support.”City leaders have already engaged Senator Jerry Moran’s office, which pledged interest in helping address the potential economic and residential impact.<h2>What’s Next</h2>The state mapping team will meet with Reno County communities this week to collect comments. Draft maps will then be posted online for public review. Final adoption will not occur until funding and review are complete, leaving time for Hutchinson’s planned projects to influence outcomes.Patterson urged residents not to panic, but to stay informed.

The National Cattlemen’s Beef Association is celebrating a legal victory.

  That's because they landed protections for cattle farmers and ranchers from unnecessary and ridiculous air emissions reporting requirements.  For the past few years, they had to hire lawyers and sue in court to stop the mandate to file complex, overreaching reports with the federal government about emissions from cattle under not one but two emission laws that are on the books.&nbsp;

AG Minute: Emission reporting for farmers and ranchers

As Kansas lakes and reservoirs remain popular destinations for swimming, boating, and fishing, the Kansas Department of Health and Environment are reminding the public to stay alert for harmful algal blooms (HABs). KDHE monitoring runs April 1 through October 31, but experts stress that blooms can appear anytime and pose risks year-round.

HABs are unpredictable and can develop quickly, sometimes moving across a water body with wind or currents. Contact with, or ingestion of, contaminated water can cause illness in both people and animals. Officials urge lake visitors to use caution and follow posted advisories.

The Kansas Department of Health and Environment (KDHE) uses three levels of advisories for harmful algal blooms:

•&nbsp;Watch: A bloom is possible and may be present. Visitors should avoid algae accumulation areas, keep people and pets out of the water, and limit water activities near visible blooms. Boating and fishing remain safe, but fish should be cleaned thoroughly, with only the fillet portion eaten.

•&nbsp;Warning: A bloom is expected or confirmed. The water is unsafe for humans and animals. People should avoid contact with water and spray from boating or skiing. Pets should not drink from the water or eat dried algae. Fish may still be consumed if properly cleaned.

•&nbsp;Hazard: A severe bloom is present. Portions of the lake—or sometimes the entire water body—may be closed, along with adjacent land if necessary. Signage will be posted at public access points, and extreme caution is advised.

Livestock, pets, and working animals such as hunting dogs should not be allowed to drink from affected waters, eat dried scum on shorelines, or lick their fur after swimming in contaminated areas.The public is encouraged to stay informed on current advisories and exercise good judgment when enjoying Kansas waterways.
