HUTCHINSON, Kan. — Charges have been filed in Reno County against a former employee of USD 309.

On Friday evening, May 30, prosecutors filed five criminal charges against Whitney Shull following alleged incidents that occurred earlier this year.

According to court documents, the first four charges stem from events between Jan. 31 and Feb. 1. The fifth count is tied to an incident on or about March 15.

All charges were e-filed under case number 2025 CR 386. The most serious offenses are felonies, while others are class A misdemeanors.

Regarding the appointment of Marc Bennett, as Specially Appointed Prosecutor in the Reno County case, when a prosecutor’s office discovers a conflict with a particular case or defendant, the elected prosecutor typically seeks the assistance of the Office of the Kansas Attorney General, a prosecutor from another jurisdiction or a private attorney to prosecute the case in question.    

As a professional courtesy, Mr. Bennett agreed to handle the Shull matter at the request of Thomas Stanton, the District Attorney in Reno County.  Mr. Bennett will receive no compensation for his role in the Reno County case. 

A court date has not yet been announced. The Reno County District Attorney’s Office says a separate news release will be issued once the first appearance is scheduled.

Former USD 309 employee charged 

TOPEKA, Kan. — Evergy has filed a request with the Kansas Corporation Commission (KCC) seeking a rate increase of $196.4 million for its Evergy Kansas Central (EKC) customers. If approved, the new rates would take effect in September 2025, resulting in an average monthly increase of $13.05 for residential customers — an overall hike of 8.62%.

The utility company says the proposed increase reflects nearly $1 billion in infrastructure investments, along with adjustments for capital costs and rising operational expenses. However, the request does not include costs tied to the upcoming Panasonic electric vehicle battery plant or the two natural gas facilities Evergy plans to build in Kansas.

As part of the filing, Evergy also proposed a new pilot initiative — the Evergy Stay Connected program — which would provide monthly bill credits to help low-income customers remain current on their accounts.

The rate adjustment affects about 735,000 customers in EKC’s service area, which includes cities like Wichita, Topeka, Lawrence, Salina, Hutchinson, and Manhattan. Customers in the Evergy Kansas Metro area — including Overland Park and Lenexa — are not affected by this request.

The KCC, which regulates public utility rates and services, has scheduled two public hearings to gather input and provide information:

To participate online, registration is required by noon the day before the hearing at <a href="https://kcc.ks.gov/your-opinion-matters">kcc.ks.gov/your-opinion-matters</a>. KCC sets dates for hearings on Evergy rate increase request

The Kansas Department of Transportation (KDOT) has announced that a resurfacing project on U.S. Highway 50 in Harvey County is scheduled to begin around June 5, with completion expected by mid-July, weather permitting.

The project will involve applying hot-mix asphalt over a stretch of 11.7 miles, starting just north of the I-135/U.S. 50 junction and extending east to the Harvey/Marion County line.

During construction, drivers can expect intermittent delays, as traffic will be directed by flaggers and a pilot car. KDOT advises motorists to be prepared for stops and delays of up to 15 minutes in the work zone.

APAC-Kansas Inc. Shears Division, based in Hutchinson, has been contracted to complete the $2.7 million project.

KDOT encourages all drivers to remain alert, follow posted signage, and exercise caution when traveling through construction zones.

In the game of football, success hinges on strategy — coaches draw up plays, run them in practice and refine them before taking them to the gridiron. Researchers play a similar role in the fight against cardiovascular disease, designing new approaches to predict and prevent life-threatening conditions.

In Kansas State University’s&nbsp;<a href="https://www.hhs.k-state.edu/">College of Human Health and Sciences</a>, a team of researchers has been in the metaphorical film room, studying and validating a new playbook for heart health that they believe will lead to victory.

Britton Scheuermann, a doctoral candidate in kinesiology, working in associate professor Carl Ade’s&nbsp;<a href="https://www.hhs.k-state.edu/kines/about/people/cade.html">Clinical Integrated Physiology Laboratory,</a>&nbsp;was the lead author on&nbsp;<a href="https://jamanetwork.com/journals/jamanetworkopen/fullarticle/2824692">a paper in JAMA Network Open</a>, which validated the&nbsp;<a href="https://www.heart.org/">American Heart Association</a>’s new app Predicting Risk of cardiovascular disease EVENTs, or PREVENT, equations to calculate patients’ cardiovascular disease risk.

In the medical field, the relationship between researchers and practitioners is crucial to successful results.

“I look at it in terms of we’re the coaches, and we’re drawing up plays. Each study is a play,” Scheuermann said. “We pitch that play to the players, we run it in practice to see if it works, and then we take it to the game, and hopefully, it’s a huge victory because of our playbook.”

When running the PREVENT equations in practice, Scheuermann found a winning play.

The new equations,&nbsp;<a href="https://newsroom.heart.org/news/leading-cardiologists-reveal-new-heart-disease-risk-calculator">an update to the Heart Association’s previous models</a>, provide patients who are 30 years or older and their medical providers&nbsp;<a href="https://professional.heart.org/en/guidelines-and-statements/prevent-calculator">with more precise scores</a>. These scores use patient factors like age, cholesterol levels, blood pressure and other metrics to calculate their 10- and 30-year risks of total cardiovascular disease, such as heart attack, stroke and heart failure.

“Our research looked at these equations to see if they accurately predict the occurrence of cardiovascular disease risk, based on actual instances in a database of nearly 200 million participants,” Scheuermann said. “We found that these equations do a great job of identifying people at high risk versus low risk, as well as getting roughly correct estimations of the timeline and occurrences of cardiovascular disease events in different risk categories.”

The previous model used by the Heart Association was a playbook that worked well for many decades. But like any strategist, physiologists always know there is room for new ideas and refinement, and this type of innovation is precisely what the new model brings to the fight against cardiovascular disease, Scheuermann said.

“I look at PREVENT as being like the option offense in football because it gives you a lot more variety,” said Scheuermann. “We have things like kidney and liver health and all these other things that are coming into play with this score. It gives the quarterback a clear picture of what he needs to read once he’s in the game.”

As Scheuermann and his research colleagues lead a drive against cardiovascular disease, the PREVENT equations are poised to be a game-changing play — one that could redefine how medical professionals and patients tackle heart health nationwide.

“Each bit of work is a little step forward,” said Scheuermann. “With our partnership with Stormont Vail, we’re starting to make changes in our local community first, incorporating this into our health care here and helping people in Manhattan and surrounding communities to better understand their cardiovascular health.

“If we can start at this level then hopefully, we can continue to collaborate with other facilities across the country,” he continued. “The hope is that this score becomes something that helps people everywhere better understand their cardiovascular health.”

Document administration of medication on the Medication Record as outlined in the policies and procedures. Document outcome of giving PRN medications. 4. Notify the Licensed Nurses of stop orders, stock supply needs, drugs needing to be destroyed and medication errors. 5. Assist licensed nurse with removal of discontinued meds from medication cart. 6. Identify all residents utilizing photographs before administering treatments and medications. 7. Count controlled medications with a licensed nurse. 8. Keep medication cart clean and stocked for next shift. Responsibilities for Resident Care: 1. Treat all residents with dignity and respect, including those with disruptive behaviors and insure resident rights are maintained at all times. 2. Assist with implementing resident's plan of care and assist with interpreting plan of care to CNAs. Provide resident with opportunities for independence and choice consistent with their care plan. Set example of quality nursing care for CNAs on the team. 3. Some shift assignments will require the CMA to be responsible for passing the majority of the medications to assigned residents. 4. Support and foster good relationships with residents, families and visitors. 5. Answer call lights promptly. 6. Provide input into the assessment of the resident and the care planning process by sharing ideas with the Charge/Licensed Nurse and Unit Care Coordinator. 7. Complete documentation of tasks performed and other documentation according to Wesley Towers policy/procedures, including vital signs, meal percentages, weights and other documentation as needed. 8. Assist residents with transfers, promote ambulation and exercise, transport residents as needed and as designated on resident Plan of Care using Gait Belts, proper transfer techniques, and lifts per facility Policy and Procedures. 9. Make beds and change bedding as needed for resident comfort/hygiene. 10. Meet residents nutritional needs by assisting with meal set-up as each individual resident requires and provide assistance with eating as needed; Responsible for distributing and assisting residents with snacks. 11. Report any behavioral or physical changes in residents' condition, problems, concerns, grievances with residents and/or families/responsible parties to the Charge Nurse/Licensed Nurse or administrative personnel. 12. Provide personal care for the residents in a calm, friendly manner including but not limited to: a. Bathing b. Dressing c. Shaving d. Care of hair and nails e. Oral hygiene f. Toileting, incontinent care, catheter care and placement. g. Encourage self-sufficiency in performance of all ADLs. 13. Provide resident care in private, maintaining resident dignity and resident rights. 14. Maintain optimal resident mobility and skin integrity by promoting ambulation and exercise. 15. Check residents routinely to ensure all needs are met in a timely manner. 16. Maintain confidentiality of resident information. 17. Intervene appropriately to modify disruptive behavior. 18. Practice universal precautions and proper disposal of infectious waste at all times. 19. Perform treatments and document them in the nurse?s notes, including observations and progress. 20. Assist with activities/getting residents to activities to enhance resident functioning and well-being on both an individual and small group basis; become familiar with individual resident preferences. 21. Be aware of and follow plan of care; it is the responsibility of the CMA to maintain up-to-date knowledge of changes in plan of care. 22. Maintain open lines of communication with DON, Nursing Coordinator, professional nursing staff and other CMA's, CNA's. 23. Demonstrates a positive image to residents, families and other visitors, and peers to enhance the image of Wesley Towers, Inc. 24. Assist with and participate in continuous service improvement activities as directed. 25. Know the location of all standards/policy/procedure manuals, disaster manual, infection control manual, and Material Safety Data sheets. 26. Report all incidents and exposures immediately to supervisor. 27. Use and operate equipment in a safe manner. Report unsafe or defective equipment immediately to supervisor. 28. Demonstrate safety and cost effectiveness in the delivery of care according to Wesley Towers policies/procedures. 29. Is aware of cost to provide resident care. The Hutchinson Art Fair, a long-standing tradition in the Kansas arts community, celebrated another successful year with strong turnout, enthusiastic community support, and a wide array of artistic talent on display.

Once held in venues like Avenue A Park, Memorial Hall, and even the parking lot of The Hutchinson News, the fair has evolved into a staple event backed by the Hutchinson Art Center's Board of Directors, staff, and a dedicated team of volunteers.

This year’s top honors went to Michael Schlyer, who received the first place award and a $500 prize. Dennis Flores, known for his Bison Bead Jewelry, took second place and $400, while Heike Kirk of Three Doors North earned third place and $300.

In addition to the main awards, several special honors were presented:

Awards of Merit, each accompanied by a $100 prize, were given to Elizabeth Yutzy (Little Arrows Pottery), Phyllis Provost-Saas, Jocelyn Woodson, and Kathie Moore (Dragonfly Studio).

Organizers have already set the date for next year’s fair: Saturday, May 9, 2026.

The art festivities continue through the summer at the Hutchinson Art Center. Programming includes the annual Kids Summer Art Camp and “Saturday Morning Artists,” open sessions for teens and adults interested in drawing and painting.

In the Main Gallery, visitors can experience People - Places - Photography, an exhibit featuring work by Chicago-based photographer Michael Bracey. The collection highlights scenes from Colombia, Ghana, and Liberia, accompanied by documentary film work from David and Bobby Obermite.

The Front Gallery hosts Flora &amp; Fauna: Selections from the Permanent Collection, the first permanent collection exhibition curated by the center’s new Executive Director. It showcases artworks reflecting the natural world.

Coming later this summer are two additional exhibitions: Figuratively Speaking, drawn from the center’s Permanent Collection and set to open in late June, followed by new works by artists Melinda McDaniel and Susan Meyer on display in July.

Hutchinson Art Center announces Art Fair winners

For the first time in six years, cash rent rates for Iowa farmland are on the decline, dropping by 3% so far this year. The average rate has fallen to $271 per acre, down from last year’s peak of $279 per acre, marking the first annual decrease since 2019.

The dip in rates was widespread, with 68 of Iowa's 99 counties reporting reductions. The most significant drops were seen in counties with high-quality farmland. Premium acres, previously fetching as much as $328 per acre for corn and soybean production, experienced the sharpest declines. Even low-quality land, typically the most stable segment of the market, saw a 3% decrease, bringing the average rent down to $225 per acre.

Agricultural economists suggest that the decline may be due to a combination of factors, including lower commodity prices, rising input costs, and tightening profit margins for farmers.

While the dip offers some financial relief for tenants, landowners may begin to feel pressure as returns soften after years of steady growth in rental income.

Analysts will be watching closely to see whether this is a temporary correction or the beginning of a longer-term shift in Iowa’s agricultural land market.

 A beloved South Hutchinson tradition returns this weekend, as Our Lady of Guadalupe Parish prepares to host its 80th annual Fiesta, a three-day cultural celebration filled with food, music, games, and community spirit.

The festivities begin Friday, June 6, and run through Sunday, June 8. What began as a modest ice cream social decades ago has grown into the parish’s largest fundraiser and a hallmark event for the region's Hispanic community.

“We’re not exactly sure which year it started, but it’s been going on for about 80 years,” said Father Eric Weldon, pastor of the parish. “It started small—just some food and music—and now it’s a major event for the community and the church.”

Friday night kicks off with a steak dinner for the first 100 guests—first come, first served price is $20.00 —followed by a beer garden, live music, and a poker tournament. The evening’s entertainment includes classic American rock performed by VIERA Corel and the Brown family, while the Dinky Diner will serve its well-known burgers.

“There’s going to be poker at 7 p.m. and plenty of food and music to enjoy all evening,” Weldon said. “It’s a full slate.”

Saturday’s events begin at 4 p.m., timed to avoid the heat. Mexican food vendors will line the parish grounds, and local group Los Secretos will perform traditional Mexican music until dusk. A professional fireworks show by Kapow Fireworks is set to light up the night sky around 9:30 p.m.

Sunday’s programming includes a regular Mass schedule at 9 a.m. and noon, with Fiesta events starting at 11 a.m. Attendees can enjoy performances by folklorico dance groups from Wichita and Hutchinson, along with vocal performances by Jasmine, a young singer returning after a popular debut last year.

Traditional Mexican foods will be served throughout the weekend, including street tacos al pastor, carne asada, aguas frescas, and Micheladas.

“This is the biggest fundraiser for the parish,” Weldon said. “The proceeds go directly toward the operation of the church, which supports between 350 and 425 families.”

 </figure>“We’re not exactly sure which year it started, but it’s been going on for about 80 years,” said Father Eric Weldon, pastor of the parish. “It started small—just some food and music—and now it’s a major event for the community and the church.”Friday night kicks off with a steak dinner for the first 100 guests—first come, first served price is $20.00 —followed by a beer garden, live music, and a poker tournament. The evening’s entertainment includes classic American rock performed by VIERA Corel and the Brown family, while the Dinky Diner will serve its well-known burgers.<figure>

OLG Fiesta to celebrate 80th year 

The Hutchinson Municipal Band is pleased to announce its 2025 Summer Concert Series beginning on Tuesday, June 3, 2025, at 8:00 pm. Regular Tuesday performances are June 3, June 10, June 17, June 24, and July 1. Salt City Jazz Band takes the stage July 8 and 15. All Tuesday performances will be held at the Recital Hall at Stringer Fine Arts Center on the campus of Hutchinson Community College at 8:00 pm.

Through a partnership with HutchRec, the Concert and Salt City Jazz Bands will play additional performances on June 14, June 19, June 28, July 4, and July 25. Additional information regarding these concerts will be released in the coming weeks.

Hutchinson Municipal Band celebrating 150th season

ATCHISON COUNTY—One person was injured in an accident just after 9p.m. Saturday in Atchison County.

A motorcycle driven by Anthony Goote, 53, Newton, was westbound in the 1000 Block of U.S. 59,&nbsp; according to Atchison Police Chief Mike&nbsp; Wilson.

The motorcycle entered a construction zone west of 10th Street and struck a flashing arrow device. The driver was ejected from the motorcycle. EMS transported Groote to Mosaic Life Care in St. Joseph, Missouri.&nbsp; Police reported no additional details.

A Hutchinson nonprofit is taking a bold new approach to housing and community development. After more than 30 years of helping individuals transition out of homelessness and poverty, New Beginnings is now launching the Small House Project, an initiative that aims to revolutionize affordable housing while fostering job training and promoting sustainability. 

The first two homes have been completed near 8th and Main, marking the start of a project that could redefine how communities approach housing and economic development. 

“This is how we make affordable housing possible—faster and more sustainably,” said Shara Gonzales, President &amp; CEO of New Beginnings. “We’re not just building houses. We’re building futures.” 

A Regenerative Approach to Housing

At the heart of the Small House Project is a commitment to regenerative housing—a strategy that transforms vacant lots in the urban core into energy-efficient, cost-effective homes. By building on existing infrastructure, the project reduces environmental impact and revitalizes underused areas. 

Each 588-square-foot home is constructed using Structurally Insulated Panels (SIPs)—an advanced material that streamlines construction, cuts labor costs by 55%, and increases energy efficiency by 60%. Designed for individuals and small families, these homes will be available for purchase, offering an affordable path to homeownership and wealth-building. 

The project is primarily funded by the American Rescue Plan Act (ARPA), which covers 75% of the costs. A supplemental loan, made in partnership with the Hutchinson Community Foundation, is helping to close the funding gap. 

Gonzales emphasized that ARPA funding is about more than construction. “It’s about long-term community impact—from economic opportunity to job creation.” 

Training the Next Generation of Builders

One of the most innovative aspects of the Small House Project is its integration with New Beginnings’ Transitional Jobs Program. The homes are built by individuals receiving on-the-job training, giving participants hands-on experience in construction and the emerging green building sector. 

Looking ahead, New Beginnings plans to establish a local SIPs panel manufacturing facility and expand its workforce development efforts—training more people for sustainable careers in the trades and helping meet regional housing needs. 

“This project is a prototype,” Gonzales said. “We’re demonstrating that it’s possible to meet the housing crisis head-on while building a stronger, more inclusive economy.” 

Building Toward a Sustainable Future

Now that the first two homes are completed, the Small House Project stands as a model for how thoughtful design, strategic funding, and community-centered planning can converge to create lasting change.

Community Blood Drive Starts Monday 

Three Hutchinson Police Department officers recently returned from a solemn and meaningful mission in the nation’s capital, where they served as motorcycle escorts for the families of fallen law enforcement officers during National Police Week.

Lieutenant Levy Harris, Sergeant Matt Rucker, and Patrol Officer Cole Gilmore spent a week in Washington, D.C., supporting memorial events by transporting grieving families between airports, hotels, and various ceremonies honoring their loved ones. Their presence was part of a collaborative effort alongside the Wichita Police Department’s motor unit.

“This really came to fruition about a year ago,” Lt. Harris said. “We began training with Wichita PD, and their positive experience at Police Week last year opened the door for us to join them this year.”

The officers transported their motorcycles to Washington with the help of Wichita PD’s trailer, as well as a patrol unit from Hutchinson. Once in D.C., their duties varied, from escorting children to the FBI Academy to guiding entire families to memorial services and events honoring their fallen loved ones.

“For me, it was a huge honor,” said Officer Gilmore. “We did a lot throughout the week, and it was really about being there for the families who have made the ultimate sacrifice.”

The experience was emotional and humbling for all three officers. While each had different backgrounds and paths into law enforcement, they shared a deep sense of purpose during the trip.

“We got to see the monuments and the museums in our downtime, but being there for something so meaningful really made it special,” Harris said, noting it was his first time visiting D.C.

Although plans for next year’s event remain uncertain due to logistics and costs, all three officers expressed interest in returning.

“I don’t think it’s something we’ll be able to do annually, but we’d definitely like to go again,” Harris said.

Each officer’s journey to the motor unit was different. Sgt. Rucker, a Marine Corps veteran and lifelong Hutchinson resident, has been with the department for over 17 years and has served on the motor unit intermittently since 2017.

Officer Gilmore, who previously worked in fire and EMS services, joined Hutchinson PD after a stint with the State Fire Marshal. He described the motor training as physically demanding, involving hours of riding and even dropping — and lifting — 900-pound motorcycles.

Despite the challenges, Gilmore and his colleagues said the opportunity to participate in Police Week was a highlight of their careers.

“Training was tough, but the experience in D.C. made it all worth it,” Gilmore said.

The Hutchinson Police Department is near full staffing, with only a few vacancies and many new officers currently in training. Lt. Harris encouraged young people considering law enforcement to see it as a fulfilling path.

“It’s a tough but rewarding job,” Harris said. “You never know what each day will bring, and you truly get to serve your community.”

As the summer season begins, officers are reminding residents to stay safe, especially on the roads and during holiday travel. Enforcement efforts like “Click It or Ticket” remain in focus to promote safety.

The department also hopes to continue community engagement by making more regular appearances on local radio and in the public spotlight, helping build transparency and trust.

For now, the three officers carry the memories of their time in Washington — and the families they served — with a renewed sense of duty.

“It was an honor,” said Sgt. Rucker. “Something I’ll never forget.”
