MCPHERSON COUNTY —&nbsp; A booking has been made in connection with the fatal accident over the weekend in McPherson County. 

According to public records, 25-year-old Brice Kasting has been arrested on suspicion of Murder in the 2nd Degree, accident involving death or personal injury, Driving While Intoxicated and Reckless Driving.&nbsp;

MCPHERSON COUNTY — The Kansas Highway Patrol is seeking information on a fatal accident that occurred Saturday night in McPherson County. 

According to a social media post from Kansas Highway Patrol Troop C, on the night of September 30th, a fatal hit and run crash involving a vehicle and a bicyclist occurred on 17th Avenue just south of Mohawk Rd in McPherson County.

A witness described the vehicle involved as a white Chevy or GMC pickup truck, seen driving erratically on 17th before turning west onto Northview near the city of McPherson. Troopers found a sticker on the scene, linking the vehicle to a 2004-2012 GMC Canyon or Chevy Colorado. It's likely to have damage on the front right side and possibly a missing right turn signal bulb.

We are asking the community for their help in locating the vehicle involved, and the driver of the vehicle. We believe the person responsible might be local, given the route they took. Please be vigilant when driving through McPherson and keep an eye out for this specific type of vehicle.  Your assistance is crucial in helping us find the responsible party.

Kansas man dies after McPherson Co. hit and run 

RENO COUNTY —One person died in an accident just before 6 p.m. Saturday in Reno County.

The Kansas Highway Patrol reported a 1987 Peterbilt semi driven by Vernon H.&nbsp;Bontrager, 71, Hutchinson, was eastbound on Kansas 96 approaching Worthington Road.

The semi struck a 2015 Nissan Altima driven by Staci L.&nbsp;Eikleberry, 47, Hutchinson, who was stopped at the stop sign to Kansas 96 on&nbsp; Worthington Road and pulled out to turn onto Kansas 96.

Eikleberry was pronounced dead at the scene and was transported to the Johnson Co Forensics Lab. Bontrager was not injured. Both drivers were properly restrained, according to the KHP.

Hutchinson woman dies after crash with a semi

Clarification: An earlier version of this story misindentified the CEO of the portion of Panasonic that was at the gathering in Japan that Teufel attended. Hutch Post regrets the error.

HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel was part of a group from Kansas that went to Japan to make connections with companies from there in hopes to bring jobs back to the Sunflower State.

"It's actually a group called Team Kansas that Hutchinson is a member of," Teufel said. "The reason for our membership in Team Kansas is obviously to promote the message of investment in Kansas from companies around the globe. The reason we were in Japan is because of the relationship that an organization called the Midwest U.S. Japan Conference has. We are one of ten states in this&nbsp;Midwest U.S. Japan Conference. That's been a decades long relationship. Governor Kelly, as well as our community, the Kansas City area community, Olathe and some education partners, were there to spread the message about why Kansas is a place that companies in Japan would want to invest, but also thanking those that are Japanese firms that have invested in our communities."

Teufel spoke about a meeting she was able to have on Hutchinson's behalf.

"We have a firm right here in our community, Takako Industries, that we benefited from the investment over 30 years ago, all because of a man named Mr.&nbsp;Ishizaki, who learned about Hutchinson, learned about a site in our industrial park and Hutchinson made it very easy for him to find his way here and invest here in a facility," Teufel said. "That company has just celebrated their 50th year in Japan, in Kyoto. We had the opportunity to actually meet the founder,&nbsp;Mr. Ishizaki. He has since sold Takako and it's owned by a company called KYB, but it was great to get to meet him and thank him for that vision 30 years ago to invest in Takako Industries."

The conference itself gave Teufel an opportunity to do even more networking for Kansas and for Hutchinson.

"We were in Tokyo only two and a half days, but it was a very impactful two and a half days," Teufel said. "One of the things that we did get to do was meet with the U.S. Ambassador to Japan. The governors all met with him one on one. He kind of kicked off the conference, Rahm Emanuel. We got to actually visit his residence. He hosted an event there where those from the states and those from Japan could network. Then, we spent about a day and a half in the conference sessions, having meetings and then, from there, went on by train to Osaka. It was in Osaka that I got to meet&nbsp;Mr. Ishizaki. We hosted a reception in Osaka to also recognize the investment that Panasonic is making in the state of Kansas. As you know, they are investing in Desoto, Kansas. It's a large investment."&nbsp;

Panasonic Energy CEO, Kazuo Tadanobu, is happy to be bringing the battery plant to Kansas.

"He gave glowing remarks about why they chose Kansas and the experience they are having thus far in investing here," Teufel said. "That testimonial is important, because the others in the room that are looking at Kansas got the opportunity to hear that message. They continue to look at other ways to invest in our state and they hope to bring more suppliers here."

The $4 billion Panasonic investment is expected to create up to 4,000 new jobs, which represents the largest economic development project in Kansas history.

Chamber CEO traveled to Japan this month to promote economic growth

HUTCHINSON, Kan. — As families begin booking holiday travel, it's important to think about all of those that will be on the trip as you plan.

"Think about travel from the kids perspective," said Shawn Steward with AAA Kansas. "It can make life a lot more fun and more enjoyable as you are traveling. Traveling by air with kids, look for ways that you can entertain them on the flight. Kids love to look out the window, typically. If you can have your kids sort of trade off and sit by the window, give them a chance to look out and see what's going on outside the plane. That's always fun. Make sure that you are booking tickets that ensure that your family is going to be sitting together so you don't somehow get separated from your kids."

Some airfares are restricted and do not allow for seat selection in advance and that can make getting seats together a challenge. If you choose to drive instead, make sure that they can answer are we there yet on their own.

"Involve your kids in the travel," Steward said. "Help them sort of map out the trip or follow along on an old school map. It's always fun for them to see where you are and where you're headed. Look for hotels, restaurants and activities along the way that are geared toward kids, so you can make stops and keep those kids engaged and interested, especially if it's a long trip."

AAA travel advisors say if you’re planning to stay overnight at a hotel on your road trip, book your room in advance to guarantee lodging. Check your tire pressure, oil, and battery. Pack water, snacks, and an emergency kit complete with a flashlight, blanket, and phone charger.

HUTCHINSON, Kan. — The Hutchinson Land Bank board will go over properties it might be interested in at the annual tax sale at its meeting this week.

The tax sale is scheduled for Thursday, Oct. 12.&nbsp;Properties will be auctioned off at the tax sale and all bidders must register in person the day of the sale. <a href="https://reib.org/2023/09/11/reno-co-tax-sale-41-case-2023-cv-000130/">Buyers can look at potential properties online.</a>

Land Bank to discuss upcoming tax sale

NEWTON, Kan. — A Newton man was arrested on suspicion of attempted second-degree murder and other charges Friday evening after a disturbance in the 600 block of Southeast Fourth Street.

Newton Police responded to a report of shots fired just before 8:30 p.m. Friday. During the investigation, officers determined that a man and a woman were arguing when a second man intervened, and a physical fight ensued between the two men. A third man retrieved a handgun from a house and threatened to kill two of the people involved. The man then fired two shots toward the woman, both of which missed her and the others.

The man with the gun then confronted one of the men who were fighting and pointed the gun at him. This man punched the man with gun, causing another shot to be fired, which also missed everyone.&nbsp;

The man with the gun, 21-year-old Tyler Christiansen, was arrested at the scene on preliminary charges of attempted second-degree murder, aggravated assault, criminal threat, criminal discharge of a firearm, disorderly conduct and drug offenses. When the investigation is complete, the case will be presented to the Harvey County Attorney’s Office to be reviewed for formal charges.&nbsp;

A search warrant was served on the house, and evidence was taken. The Wichita Police Department assisted with the use of a police service dog specially trained in locating gun violence evidence.

Newton man booked on attempted murder and other charges

HUTCHINSON, Kan. — Hutchinson firefighters were busy Friday afternoon with a brush fire and early Saturday morning with a structure fire.&nbsp;

According to a release from the department, crews were called out to 8900 North Lorraine Friday afternoon, where a large brush pile had caught a nearby tree line on fire, with two other fires 100 and 200 yards from the original fire. It took about 4 hours to get that under control.

Then at 2:14 a.m. Saturday, crews were called out to a structure fire at 121 North Bonebrake St. Heavy smoke was coming from a single-story house. Flames were coming from the back side of the home. The fire was quickly brought under control, though it did spread to the attic space. No one was hurt.

HUTCHINSON, Kan. — The Hutchinson Zoo staff and board recognized Dan and Shirley Power for their $103,000 contribution to build a new up close bison viewing area.&nbsp; The Powers also donated their 15- year- old Bison, Norman, to the bison herd in September of 2021.&nbsp;

Zoo staff and board members recognized and celebrated the Power couple's contribution on Friday morning. Dan and Shirley stamped  their hands into the front of the new viewing area.&nbsp;

"When I came down here I said, my biggest knock with the zoo was that they've done a lot of wonderful things but the bison are on the other side of the pond," said Power at the ceremony. "You wouldn't even know they were there half the time unless someone told you, hey I think I see one over there."&nbsp;

&nbsp;Zoo Director Nicole Mantz said the timing for Norman to become an addition to the zoo's bison herd was perfect because their alpha male had recently died.&nbsp;

"We are super fortunate that you have helped us make this a reality," Mantz said to the Powers.&nbsp;

Dan formed a close relationship with Norman who resided with the Powers on Monroe Street in Hutchinson for most of his life. When Dan and Shirley bought 26 acres of land a couple of years ago, they had to face the decision of moving Norman away from their home.&nbsp;

"The home association people around there had rules against building fences and then having livestock go into those fences so that was my dilemma," Power said.

In 2021, Power struck up a conversation with a Hutchinson Zoo employee about potentially having Norman live at the zoo.&nbsp;

"She goes...she had this funny look on her face and she goes, you know we lost our alpha male, and I said no, I didn't know that and so it was just one of those God things," Power said.

The Hutchinson Zoo Board committed to raise the rest of the money for the new exhibit which was $80,000. After the city council approved it, design for the new area was completed in 2022 and construction started in the summer of 2023.&nbsp;

"It's something I think everyone in Hutchinson will enjoy," Power said.&nbsp;

To visit Norman, head to the south end of the zoo where the viewing area renovations will continue to take place as a part of the Zoo's <a href="http://hutchinsonzoo.org/212/Strategic-Master-Plan?fbclid=IwAR1Di963cfyB3gBHg7G7GYFlUCrMNv22NmcZJonU93l86ghxjC26lc-Bu8E">strategic master plan.</a>

Zoo holds ceremony for bison viewing area Friday

HUTCHINSON, Kan. — Mark your calendars for October 21st at 5:00 or 7:30 for Stage 9’s production of Talking Tombstones. Tickets are $10, $15, and $20 and can be purchased on the stage 9 website or at Eastside cemetery before the show. Please bring your own lawn chair.

If the dead could talk, they would have a lot to say. Well, for one day in October, Stage 9 will bring to life the stories of nine deceased people who are buried in Hutchinson. The following is a brief look at the lineup of characters this year.

Our first deceased character is Barney Shamberg, who moved to Hutchinson, opened a Mercantile and spearheaded a campaign to open a Jewish Center here.

Father Ted Blakeley will portray Barney’s life from Germany to Hutchinson.

W.C. Boyd is next. He was gruesomely murdered, but who was the culprit. Joe Woody will relate the sordid tale full of twists and turns.

Returning to tell her woeful tale is Mattie Blanchard, whose five children were bludgeoned to death and left to die in a house fire. P.J. Ford will explain the heinous crime.

Two well-known sisters will also make an appearance. Isabel and Phyllis Obee were pioneering women at the beginning of the 1900s and both excelled in law and politics. Diane Roth will depict Phyllis, a teacher and politician. Deanne Martin will become Isabel, who became a renowned Garden City lawyer.

Ellen Fairchild, played by Rachel Hein ,was a child of pioneers. She will relate the stories of frontier life, traveling and living in Kansas and Oklahoma and meeting some famous people.

James O’Loughlin returns with a somber firefighter’s tale. Tony Carpenter plays James, a hardworking man with little luck who died early in life from a fatal accident.

Auriol Lee, actor, director, and pilot joins us because she made an offhand remark to a friend about where to be buried. Deb Teufel will paint a vivid portrait of this famously talented woman.

John Shamberg, portrayed by Matt Christian, will be the finale for this year. John was Barney Shamberg’s son and became an eminent Kansas Lawyer, always battling injustice for famous and ordinary people.

Stage 9 announces Talking Tombstones performers

TOPEKA, Kan. — Friday afternoon, the parties in the Evergy rate case filed a unanimous settlement agreement with the Kansas Corporation Commission covering all issues in the case.&nbsp; 

The parties include KCC staff, Evergy, the Citizens Utility Ratepayer Board, and a variety of groups representing industrial, commercial, educational, and environmental interests. &nbsp;The Commission still needs to evaluate the proposed settlement, and may approve, reject, or modify the agreement.

In its Application, Evergy sought a net revenue increase of $204 million (9.77% increase) for Evergy Kansas Central (formerly Westar) and a net revenue increase of $14 million (1.95% increase) for Evergy Kansas Metro (formerly KCP&amp;L).&nbsp; Under the settlement agreement, Evergy Kansas Central would receive a net revenue increase of $74 million (3.54% increase), and Evergy Kansas Metro would receive a net revenue decrease of $32.9 million (4.53% decrease). 

If the settlement agreement is approved, the average monthly impact to residential customers will be an increase of $4.64 per month for Evergy Kansas Central customers and a decrease of $6.07 per month for Evergy Metro customers.

Evergy Kansas Central serves 736,000 customers in Topeka, Lawrence, Olathe, Leavenworth, Atchison, Manhattan, Salina, Hutchinson, Emporia, Parsons, Wichita, Arkansas City, El Dorado, Newton, Fort Scott, Pittsburg and Independence, among other towns and rural areas. Evergy Kansas Metro serves approximately 273,000 customers in Lenexa, Overland Park and other communities near the Kansas City metro area.

Evergy rate case settled, now to go before KCC Oct. 9

HUTCHINSON, Kan. — On Friday, BrightHouse posted on social media concerns that they have regarding the upcoming national emergency test that will happen on all electronic devices at 1:20 p.m. Central on Wednesday, October 4. 

"Those of you who have a 'back-up' cellphone for the purposes of trying to escape abuse, or have a cellphone that you don't want your abusive partner to hear once the audible warning goes through, be ready to have it relocated in a place where they cannot hear it before the warning occurs, or simply turn it off until it is safe to turn it back on," the post said.&nbsp; "Bear in mind, once you turn the phone back on, the audible warning will still go through regardless of how much time has passed."

According to the Federal Emergency Management Agency, the purpose of the Oct. 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level. In case the Oct. 4 test is postponed due to widespread severe weather or other significant events, the back-up testing date is Oct. 11.

Beginning at approximately 1:20 p.m. Wednesday, cell towers will broadcast the test for approximately 30 minutes. During this time, WEA-compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA, should be capable of receiving the test message.&nbsp;

This will be the third nationwide test, but the second test to all cellular devices. The test message will display in either English or in Spanish, depending on the language settings of the wireless handset.

BrightHouse expresses concerns about national emergency test

Time will tell whether an oil spill upstream on Rattlesnake Creek will harm the birds that flock to Quivira National Wildlife Refuge, a migratory bird stop in Stafford County.&nbsp;

Its manager, Mike Oldham, said the refuge, owned by the U.S. Fish and Wildlife Service, had deployed absorbent barriers to catch any oil in case it made it downstream.

“We’re watching,” Oldham said. “We’re waiting. We’re monitoring.”

So far, the refuge hasn’t seen any oil reach its waters or contaminated birds fly in.

About 10 barrels — or 420 gallons —&nbsp;of oil and 1,500 barrels of saltwater spilled into the creek.

Berry said the remediation is 99% complete, but staff will continue to inspect and take samples. She said no regulations had been violated in connection with the spill.

The spill poses another risk to the Quivira refuge, which is already threatened by insufficient water supply on Rattlesnake Creek.

Because of groundwater pumping upstream on Rattlesnake Creek,&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/24/kansas-farm-irrigation-still-hinders-quivira-national-wildlife-refuge-water-rights/">Quivira is not getting all the water it’s entitled to</a>. Farm irrigation reduces the amount of groundwater that flows into the creek and becomes surface water.

The creek flows into the refuge, which contains more than 22,000 acres of grass, sand prairies and inland marshes.

The facility has a right to water under Kansas law that was established in 1957, making its water rights older than most others in the area. Under Kansas’ “first in time, first in right” policy, the refuge takes priority over junior water rights.

Quivira is entitled to more than 14,000 acre-feet of water each year, but has been impaired in about two out of every three years between 2008 and 2021.

The U.S. Fish and Wildlife Service filed a request to secure water with the Kansas Department of Agriculture in February, a move criticized by Democratic Gov. Laura Kelly and Republican members of Congress.

Because there is virtually no streamflow from Rattlesnake Creek into the refuge, Oldham said, the oil and contaminated water hasn’t made its way to the refuge.

Flows into the refuge have generally been less than a cubic foot per second, Oldham said. But in early September, the water stopped flowing at all.

“As far as how it’s going to affect us, we don’t really know right now until we start getting a little more flow coming down the creek,” Oldham said, “and we’ll see if any oil comes our way.”

Salt Creek Equine Rescue holding end of season party Saturday

HUTCHINSON, Kan. — Haven USD 312 has been able to expand its childcare offerings, thanks to being able to repurpose space both in Yoder and in Haven.

"We are going to be open all year around," said Megan Hett with USD 312. "In Yoder, that will be our three and four year olds, we'll provide year-round care and then in Haven, we were able to add some infant and toddler spots and those will also be year-round."

The infant and toddler space is limited, but it is an important service for that community.

"We are currently licensed for six infants and eight toddlers there in Haven, in our old Pre-K building," Hett said.&nbsp;

The ratio with infants makes keeping cost reasonable a tough task, as they can only have three infants to each caregiver, the toddler ratio is four toddlers to each caregiver. However, they know the demand for those ages well outpaces the supply.

"We're already talking about expanding," Hett said. "We could have filled our infant and toddler rooms twice by now. We would love to add some more rooms in the future. Right now, we don't have any space designated for that. We are kind of maxed out on classrooms across the district, but we would love to see this thing grow."

Hett said the best way to get in the system is to start in the infant room, so if your family is expecting in the next few months, you should reach out to her to see about availability at (620) 465-3445.

Haven USD 312 with year-round childcare, thanks to changes

HUTCHINSON, Kan. — Nickerson-South Hutchinson USD 309 is going forward with work on its school buildings after passing a&nbsp;9 year, $7.6 million bond this past spring. The first milestone happened this week.

"We did a punch list walk through of the science classrooms," said USD 309 Superintendent Curtis Nightingale. "Based on all of that work to be done, those science classes will be back in by the 9th. Hopefully, we'll be moved back into those classrooms. They look great. We did have a meeting last week with the architects and the construction company and started looking over initial drawings for all of the rest of the work."

The quicker the process can get done, the more of the work can be completed under the amount that is bonded.

"We have what's called a guaranteed max price," Nightingale said. "Basically, what that means is the construction company's job is to make sure whatever the drawing goes out for bid, will fall within that scope. If we have to back off of our plans a little bit, in certain areas, that's what we'll do, but we will not exceed that amount."

The hope is to start some of the other work as soon as this spring, if everything can get planned and bid quickly enough.

"A lot of the work is going to be next summer," Nightingale said. "I believe the room additions at South Hutch Elementary, because a lot of that work is going to happen outside of the building, that is something they are going to be able to start this spring, because it won't interfere with classes and students attending class."

Specific dates are contingent on when they can get bids back, which have not gone out yet, because they need to look over the drawings first and get approval from the school board.

HUTCHINSON, Kan. — All USD 308 schools have a one hour early release on Friday, so that students can attend the Homecoming Parade downtown from Ave. B to 7th Street.

Boys &amp; Girls Club, Trinity Treasures, and Hadley DayCare will be picking up students for the early dismissal. Durham bus will also bus students home as usual with the early release.

Hutchinson High School and Hutchinson Community College are raising hunger awareness through art at the Empty Bowls fundraiser supporting the Reno County Food Bank. The event has been a collaboration between the two art departments, along with support from numerous community sponsors.

There is a $10 suggested donation to enter the event, which will provide guests with a hand-made ceramic bowl created by HHS and HCC students, as well as food provided by Traveling Bowl. All proceeds will go directly to the Reno County Food Bank.

Empty Bowls coming up Oct. 12

HUTCHINSON, Kan. — The Cancer Council of Reno County will host its annual Starlight event in partnership with the Pointe School of Dance on Saturday.&nbsp;

The event's purpose is to honor loved ones who have battled or are in the battle with cancer.&nbsp;

The celebration and ceremony is at Avenue A Park.&nbsp; Dance performances will take place from 6:00 p.m. to 8:00 p.m., with a luminaries ceremony at dusk.

Attendees are encouraged to bring a blanket or chair with them.

Cancer Council Starlight event is Saturday

Wheat Streak Mosaic Virus is a devastating disease in Kansas, and volunteer wheat in your field and all surrounding fields must be removed prior to planting. As farmers are currently drilling winter wheat across the state, be a good neighbor and control volunteer wheat.&nbsp;An infected field can impact thousands of acres in immediate proximity, depending on environmental factors.

The drought over the previous years, combined with multiple issues during harvest, have created conditions that make wheat streak mosaic and related diseases an increased threat this year. Abandoned wheat, weedy patches that weren’t harvested and hail-shattered fields all favor an increased incidence of volunteer wheat.

Wheat streak mosaic virus (WSMV) causes considerable damage to the Kansas wheat crop each year, primarily in the western portion of the state. In 2017, this disease caused a conservative $76.8 million in direct losses to wheat farmers, a loss of 19.2 million bushels of wheat. The 2017 loss was a 5.6 percent yield loss, up from an average 1.5 percent loss. For the past couple growing seasons, however, tests determine the disease showed up not only in western Kansas but also in central Kansas.

Wheat curl mites that spread WSMV and other diseases survive the summer on volunteer wheat and certain other grasses. As those plants die off, the wheat curl mites leave in search of new plants to feed on. Early planted wheat is likely to become infested and thus become infected with wheat streak mosaic virus, high plains virus and Triticum mosaic virus. The wheat curl mites are moved by wind and can be carried a mile or more before dying, so if wheat is planted early, make sure all volunteer wheat within a mile is completely dead at least two weeks before planting. For growers considering planting early, a good management consideration would be to select wheat varieties with resistance to the wheat streak mosaic virus and/or tolerance to the wheat curl mite, especially in the western portions of the state.

There are no effective ways to treat, so the only way to stop it is to prevent it through one or more of the following ways.Control Volunteer WheatThe best way to prevent the spread of the wheat streak mosaic virus is to remove volunteer wheat and other grassy weeds. Volunteer wheat must be completely dead and dry for two weeks before planting a new wheat crop. Volunteer wheat and other grassy weeds can be removed with herbicides or tillage, but it’s absolutely essential to allow time for herbicides to work.Avoid Early PlantingAvoid early planting; plant after the best pest management planting date, or BPMP (formerly known as the “Hessian fly-free”) date. By avoiding early planting, Kansas wheat farmers can avoid times when wheat mite populations are the highest in late summer and decrease the interval between planting and fall freeze events.Plant Resistant VarietiesPlant varieties with moderate or high levels of resistance to WSMV. “Kansas Wheat Variety Guide 2023” is a new publication in the Kansas Wheat Rx Series and addresses steps to ensure a successful variety selection.It is very difficult to rate varieties for WSMV. There are three separate virus diseases in the Central Plains that can all occur, separately or in combination: wheat streak mosaic virus, high plains virus and Triticum mosaic virus. They have similar symptoms and are vectored by the wheat curl mite. If two or more of these diseases occur together, all wheat varieties become susceptible.At this point, there are no chemical options such as insecticides or pesticides that are effective at controlling the wheat curl mite.
