RENO COUNTY, Kan. —&nbsp;Reno County government is reminding citizens, effective in July the Board of County Commissioners will now hold their regular meeting on the second and fourth Wednesday of each month. 

When there is a fifth Wednesday in any month, a regular meeting will be scheduled for the purpose of transacting a regular business meeting or holding a work session.

Reno County Commission meetings will continue to be held at 9 a.m. in the Veterans Room of the Reno County Courthouse located 111 W. 1st Ave. 

The next scheduled Reno County Commission meeting will be held on Wednesday, July 12.

Any cancellation of the fifth Wednesday meeting will be announced the week prior to a fifth Wednesday. All second, fourth and fifth Wednesday meetings will be convened pursuant to K.S.A. 75-4317 et seq.

Reno County commission meeting dates moved

HUTCHINSON, Kan. — The Hutchinson City Council will look at a resolution for sending out for the bonding of previously approved city projects at its meeting Wednesday morning after the July 4 holiday.

The approval amount is $2,600,000. The bonding would be for&nbsp;$2,444,000, with additional monies going toward the cost of the bond sale.

The projects this would encompass include:

14th at Marland &amp; Hoagland Bridge, estimated at $1,050,000

Harsha Park Improvements estimated at $350,000

Playgrounds -Grandview and Herman Bunte estimated at $275,000

City Hall HVAC Replacement estimated at $160,000

Woodie Seat Design and Study estimated at $450,000

Approval of the resolution will allow staff to place the bonds out to bid and advertise the bonds.

The bond sale is scheduled to be August 14th, with council approval at the August 15th council meeting. Closing on the bonds is anticipated to happen September 12th.

The Hutchinson City Council meets Wednesday at 9 a.m. at City Hall.

City council to bond projects after holiday

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas is reminding everyone to look out for and yield to roadside workers.&nbsp;

"There's still going to be emergency responders out there on the road helping people with broken down cars or whatever the situation is," Steward said. "We're urging drivers to just remember the Move Over law in Kansas and across the country. Move over a lane, if it is safe to do so. Definitely slow down whenever you see flashing lights of a tow truck, a police or a highway patrol vehicle. Just give those people some extra room to do their jobs."

This can save the lives of those on the road just trying to help others out.

"Often times, they are working just feet from speeding traffic," Steward said. "It's an unfortunate anniversary for our organization. There have been two AAA tow drivers struck and killed over the July 4th weekend in recent years. It hits home for us, for sure."

AAA Kansas, with support from other traffic safety organizations, will be introducing a bill during the 2024 Kansas legislative session to expand the Kansas ‘Move Over’ law to cover any disabled vehicle on the side of the road.

"We just want that to start being people's mindset as they are driving," Steward said. "If you see a work vehicle or a stranded motorist on the side of the road, just be courteous and safe and move over a lane and slow down."

On average, 24 emergency responders die each year while working at the roadside. That is one death every 14 days.

AAA Kansas: When you see flashing lights, move over

HUTCHINSON, Kan. —&nbsp;<a href="https://www.kasb.org/45132?articleID=138966">Kansas ranks 17th in the nation in people who have a "high quality" postsecondary credential, according to a group that promotes learning after high school</a>.

"Even with recent concerns about, is a college degree worth it and student debt and all these things, which are real concerns, the fact is, the higher level of education a person has, on average, the more they make, the less likely they are to be in poverty, the more likely they are to be employed, the more household wealth they are likely to achieve," said Mark Tallman with the Kansas Association of School Boards.&nbsp; 

The Lumina Foundation&nbsp;<a href="https://www.luminafoundation.org/stronger-nation/report/#/progress/state/KS" target="_blank">report</a>&nbsp;says 55.7 percent of Kansans aged 25-65 have such credentials.

"If a state has higher educational attainment, all those benefits apply to the state, as well," Tallman said. "It's an important outcome of education, both at the individual and at the state, or for that matter, even national level."

The key here is that, other than the very young end of that range, those credentials were most likely earned before the pandemic.

"The average earnings, if you have not finished high school, is about $30,000 a year. Every other educational increment increases that. Graduate and professional degree earnings are more than double that. Over a lifetime, that really compounds. That doesn't count other benefits."

As income rises with credentials, poverty declines. In 2021, Kansans without a high school diploma had a 20 percent poverty rate; high school graduates had a 15 percent; up to two years of college, 9 percent; and those with a four-year degree or more, 4 percent.&nbsp;

KASB: Kansas doing well in educational attainment

HUTCHINSON, Kan. —&nbsp;&nbsp;Mid State Street Rods will present a Show-N-Shine car show at Carey Park in Hutchinson on July 3.

This popular event has been held on July 3 for more than 20 years.&nbsp;&nbsp;

This free show will feature a public display of street rods, classics, antiques, street machines, motorcycles, and more.&nbsp;

The first 100 cars will receive dash plaques.&nbsp;

There is no entry fee required. No judges, no trophies, the Show-N-Shine car show is just a relaxing evening in the park.&nbsp;

Food trucks will be present, but no alcoholic beverages will be allowed nor served in the park.&nbsp;

The Show-N-Shine will take place from 6 p.m. until dark.&nbsp;

HUTCHINSON, Kan. — Cherie Sage with Safe Kids Kansas reminds us that it's important to know where the little ones are when you go to a summer get together.

"They can be pretty chaotic," Sage said. "You know, when everyone is watching the children, no one's really watching the children. Definitely having designated spaces that are safe for kids to play, having kid-free zones around like, the grill or a fire pit. Definitely keeping kids away from fireworks, all of those things are important. Also, that active supervision is important, maybe having a designated person that you can take turns and say, okay, for the next 15 minutes, you're the one that's watching the little kids."

Sparklers in the hands of little ones are not okay.

"Sparklers, people somehow got the idea that these are kid-friendly fireworks," Sage said. "They're really not. They actually burn at a temperature that is hot enough to melt glass. They also fly these sparks off, so if kids are waving them in the air, making patterns, there's a chance for those sparks to fly into their eye, things like that. We recommend give those little kids a glow stick."

The glow stick not only is safer than a sparkler, but it will help you keep track of them in the dark, but even better than that is to join the community at a public event.

"If you can, go to a public display," Sage said. "Leave it to the professionals. That is the safest way to enjoy fireworks. However, if you are going to be setting off fireworks, then have a safe distance between the fireworks and your family. Have that be a child free safety zone."

In 2022, there were a total of 102 injuries caused by fireworks in Kansas.&nbsp;

Safe Kids Kansas: Keep an eye on kids during summer gatherings

HUTCHINSON, Kan. —&nbsp; At Wednesday's meeting of the Hutchinson City Council, Finance Director Angela Richard will provide the City of Hutchinson’s 2022 Annual Financial Report for review. 

This audit was performed by the firm of Lindburg, Vogel, Pierce, and Faris Chartered. The audit opinion concludes the City’s financial statements are fairly presented in all material respects based on regulatory basis of accounting. 

Lindburg, Vogel, Pierce, and Faris did not have any findings or recommendations.

City audit on Wednesday agenda

University of Missouri-Kansas City

Lumen “Lou” N. Mulligan, J.D., M.A., begins July 10 as the new dean of the School of Law at the University of Missouri-Kansas City.

Mulligan&nbsp;served as Interim Vice Provost for Faculty Affairs at the University of Kansas, as well as the Earl B. Shurtz Research Professor of Law. 

Mulligan is an award-winning classroom professor and prolific researcher, including authoring five books and treatises. He ran KU Law’s bar passage initiative, which lead that school to the 11th-best passage rate in the nation last year.&nbsp; He founded KU’s successful state-wide 3+3 program. He also oversaw KU Law’s Medical-Legal Partnerships, which aid low-income clients and provide law students with field placement experiences at both the Lawrence Memorial Hospital and the University of Kansas Hospital in Kansas City, Kansas.

“I am thrilled and honored to serve as the next dean of my hometown’s law school,” Mulligan said. “I look forward to teaming with faculty and staff colleagues, students and alumni as we strengthen our community engagement and expand our programs, while embracing UMKC School of Law's student-focused and justice-centered mission. I am also thankful for the strong and thoughtful leadership of Dean Glesner Fines, which places UMKC School of Law as one of the nation's leading best-value law schools.”

In his legal practice, Mulligan served as a clerk on the Tenth Circuit U.S. Court of Appeals, practiced with Polsinelli (a UMKC School of Law alumnus-founded firm), and opened his own two-person firm. He continued to practice as a professor, where he engaged in complex civil matters, Criminal Justice Act appointments, U.S. Supreme Court amicus briefing and representing the Kansas governor in her COVID litigation.

Mulligan received his J.D. Magna Cum Laude from the University of Michigan Law School in 2002. He also has a master’s in philosophy from University of Colorado and a bachelor’s in philosophy from KU.

Mulligan frequently assists Hutch Post in understanding of decisions made by the United States Supreme Court and the Kansas Supreme Court and their applications to ongoing Constitutional law.

PRATT COUNTY—One person died in an accident just after 4:30 p.m. Friday in Pratt County.

The Kansas Highway Patrol reported a 2015 Honda motorcycle driven by Gino Oglie Zavatta, 67, Apache Junction, Arizona, was northbound on Kansas 61 sixteen miles northeast of Pratt.

The motorcycle crossed the center line to pass a vehicle.&nbsp; A southbound 2017 Freightliner semi driven by Samuel Ghebremeskel, 31, Las Vegas, struck the motorcycle.&nbsp;

Zavatta was pronounced dead at the scene.&nbsp;Ghebremeskel was not injured. Zavatta was wearing a helmet, according to the KHP.

ELLSWORTH COUNTY—One person was injured in an accident just before 6 p.m. Friday in Ellsworth County.

The Kansas Highway Patrol reported a 2002 Freightliner semi driven by Robert R. Denton, 53, Lyons, was eastbound on Avenue V at 10th Road in Lorraine.

The driver failed to yield to southbound traffic and struck a 2020 Honda Pilot driven by Melissa J. Rolfs, 38, Lorraine.

EMS transported Rolfs to the hospital in Ellsworth. Denton was not injured. Two juveniles were present in the Honda. Juvenile records are protected data, according to the KHP.

Kansas woman hospitalized after semi, SUV crash

NEWTON, Kan. —&nbsp;The Newton Public Library in partnership with Newton Murals and Arts Project, will be offering a walking tour highlighting some of Newton's amazing murals on July 10 and July 13.&nbsp;

The tours will set out from Newton Public Library at 7 p.m. both days and follow the same route.&nbsp;

"We'll just meet at the library and then I think it will probably be about an hour depending on how long people want to stay at the murals and stuff," Sam Jack, Newton Public Library Adult Services Librarian, said. "But within an easy walking distance I think there are about eight community murals."&nbsp;

The Newton Mural and Arts Project will be the tour guides for the walking groups. They will take the time to talk about each mural as people in the tour admire them.&nbsp;

"It's just going to be fun to admire all the murals," Jack said. "A lot of them have come into being in the last decade or so thanks to community efforts."&nbsp;

The Mural Walk ties into Newton Public Library's summer reading program.&nbsp;

Past activities include a talking event with one of the artists of the mural on the walk, Dave Loewenstein. He is best known to Newton citizens as the artist behind "The Imagineers," the large mural located at 304 N. Main St. He is a prolific mural artist, and a co-author of "Kansas Murals: A Traveler's Guide."&nbsp;

Other projects include one in the children's department where kids get to work with an artist to paint a temporary mural. That mural will hang in the Newton Public Library until their new building is ready to be moved into.&nbsp;

The Newton Public Library's <a href="https://hutchpost.com/posts/12404692-8b61-442e-980b-d0e6741272b0">new building is currently under construction</a>.

Murals are a large part of the theme for Newton Public Library's summer reading program.&nbsp;

"It just goes with our theme, 'All Together Now,' which is all about unity and community," Jack said. "We thought murals would be a good focus for some activities this summer because of how the murals are community projects that kind of reflect community spirit."&nbsp;

Registration is not necessary for the mural walk and there is not a maximum number cap on tour groups. Those wanting to experience the walk can just show up at the Newton Public Library.&nbsp;

HUTCHINSON, Kan. —&nbsp;Hutchinson Police Department (HPD) said they arrested a juvenile for burglary on June 30.&nbsp;

At approximately 3 a.m. on June 27 while on routine patrol, HPD officers heard an audible alarm in the area of 30th Avenue and Lorraine Street.  Shortly after it was determined to be coming from the Dollar General at 3030 N. Lorraine St..  Officers secured the scene and located evidence consistent with a burglary.  Upon search of the building nobody was found inside but multiple items were reported as missing. 

Investigators were ultimately able to identify a 16-year-old male juvenile as the suspect. 

 On June 30 at approximately 12:30 p.m. the juvenile was placed into custody without incident and multiple items from the burglary were recovered. 

HPD is not releasing the suspects name at this time. The juvenile is considered innocent until proven guilty in a court of law.

HAVEN, Kan. —The Haven pool will open Friday, June 30 at 1 p.m.

The pool was filled with water earlier this month and the pumps have been tested, the bathhouse has been prepared for use and the water chemistry is correct and holding within parameters.

The pool was closed in 2019 after necessary repairs failed to correct several problems, but those problems have now been addressed.

Haven pool to open

NEWTON, Kan. — NMC Health and the City of Newton have launched a Hospital Resource Officer (HRO) program, the first of its kind in the state, to help ensure the safety of patients and staff on the NMC Health campus while building bridges in the community.

The program follows years of partnering between the two organizations and expands the presence of Newton Police Department officers at the NMC Health Medical Center, the NMC Health campus, and surrounding neighborhood between the hours of 6:30 pm and 6:30 am. NPD officers assigned to cover the neighborhoods which include the NMC Health campus serve as the nightly HRO. These officers add frequent rounds of campus parking lots as well as interior rounds at the Medical Center to ensure patient, family, and staff safety.

“According to the Bureau of Labor and Statics, ‘Healthcare workers accounted for 73 percent of nonfatal workplace injuries and illnesses due to violence in 2018.’ Unfortunately, that figure is growing. That’s why both the City of Newton and NMC Health have invested in this program for the good of the hospital and the community,” says Vallerie Gleason, president and CEO of NMC Health.

While the community policing model brings officers to NMC Health multiple times during the night shift for patrol and surveillance, the program also serves the following purposes:

To build confidence in each other through interactions with NMC Health on-duty staff and NPD;

Enhance perceptions of feeling safe in the workspace;

Inform HRO officers of potential points of behavioral escalation with patients or guests;

Pre-empt known issues from escalating whenever possible by working together in advance; and build trust.

“Our goal in this program has been to ensure the welfare of the staff and patients at the hospital and make sure it remains a place of safety and care for the community,” Chief Craig Dunlavy said. “It’s very gratifying to see how the partnership is already making a positive difference.”

“When we started piloting the program a few months ago, we knew we were breaking new ground so we wanted to evaluate its effectiveness and potential future,” noted Gleason. “Suffice to say, it has been an enormous success, and we can’t thank the City of Newton and our NPD officers enough.”

As part of this continued safety partnership, NMC Health designated space in its Medical Center starting in 2018 for NPD officers. This dedicated space provides officers a safe place where they can decompress after an event, wait on a situation in the Emergency Department, and relax as they complete reports.

Newton to have Hospital Resource Officer at NMC Health

RENO COUNTY —&nbsp;The Reno County Child Care Task Force, in cooperation with the Hutchinson/Reno County Chamber of Commerce, received two significant grants, a Child Care Capacity Accelerator Grant of $2,173,887 and an Innovative Communities Grant of $247,600.

"There are eight projects that will create over 300 child care spots, that we will create until 2026," said Abby Stockebrand with the Task Force.

Hutchinson Regional Medical Foundation will receive $769,211 to create 84 spots.

Buhler USD 312, with locations at Plum Creek Elementary and Buhler Grade School will receive $596,494 to create 78 spots.

Central Christian Preschool &amp; Child Care will receive $341,225 to create 29 spots

City of Pretty Prairie will receive $230,279 to create 18 spots.

Abundant Life Child Care &amp; Preschool will receive $159,811 to create 63 spots.

Haven USD 312 with locations in Haven and Yoder, will receive $76,867 to create 36 spots.

"Of those 308 spots, there were 38 that are going to be school age," Stockebrand said. "Primarily, we are talking zero to five, which we know is the highest demand that is needed around Reno County."

The current child care deficit in Reno County is significant, with an estimated 1,800 additional slots currently needed.

"The Chamber understands and a lot of our workforce and our businesses, they understand, this is a workforce issue," Stockebrand said. "A lot of them have raised their hands and said, when it's time, let us know how to help. That's a lot of what the Reno County Child Care Task Force is doing is asking, how do we build an industry around child care and how do we make it so that businesses can get plugged in easily, so that parents can get plugged in easily and just make everything a lot more collaborative and cohesive."

Additionally, the Innovative Communities Grant will support strategies to enhance child care capacity in Reno County, particularly for infants, a crucial area in need. The Task Force will use the funds to incentivize providers to accept infants, effectively increasing the availability of slots for this age group. A part of these funds will also be utilized for concentrated local training for providers, ensuring that they can continually enhance their skills while receiving wage reimbursements to maintain their financial stability.

Child Care grants to create hundreds of spots, incentivize infants

RENO COUNTY — There is an opening on the Juvenile Corrections Advisory Board for an Education Representative.

The Juvenile Corrections Advisory Board (JCAB) is a multi-disciplinary board that consists of 12 or more members who represent law enforcement, prosecution, judiciary, education, corrections, ethnic minorities, social services and the general public. 

The members of JCAB are selected according to Kansas statute 75-7044. 

The function of each JCAB is to develop a local comprehensive plan to address the concerns that are impacting the youth within the community, which is then presented to the Board of County Commissioners for approval. 

JCAB directs state funds that are allocated to our district for prevention, intervention and graduated sanction programs for juveniles and acts as the oversight committee for the community to ensure that the comprehensive plan remains at its peak of effectiveness. 

JCAB meets a couple times a year to go through a process of assessment, planning, implementation, and evaluation of the comprehensive plan in order to make modifications and to ensure maximum effectiveness with the funds available. &nbsp;The appointments are for a term of 3 years, and members can be reappointed for additional terms if desired.&nbsp;

Requirements: The applicant must be a Reno County educational professional.

Juvenile Corrections Advisory Board looking for Education Representative

RENO COUNTY — The Board of County Commissioners on Tuesday decided to complete the purchase of land for the waste lagoons to serve the Yoder and HABIT sewer districts at a cost of $350,000. 

According to Reno County Administrator Randy Partington, the commission will be presented with two resolutions at the next meeting to issue temp notes covering the land purchase in HABIT for the Yoder/HABIT Sewer Districts expansion.

"We would issue a temp note, the county would," said Reno County Administrator Randy Partington. "The county would use reserve money of ours to pay for the land purchase. Then, the utility districts would have to pay the county back, with whatever interest rate we determine, what it would do on the retail market. What that interest rate would be, we would charge the utility districts and they would pay that back. We would put that into the financing for the overall project."

The commission also had the option of paying for the project out of ARPA funds, which would have reduced that amount remaining to be spent, but not left the utility districts on the hook for the debt, a motion to that effect was defeated by a 3-2 vote before deciding on the temporary note path. 

Also, commission chair Daniel Friesen still wants to explore the option of what it would cost to pipe the Yoder and HABIT sewer up to the City of Hutchinson's system before they actually build the new lagoons.

"That would be for the pumps and everything, to get it to Hutchinson and then we'd pay Hutchinson to take it."Given that the estimate of the lagoon and infrastructure project is $6 million, Friesen wants to know if they would take it or not."I continue to be baffled, why we can't work really hard to negotiate with the city," Friesen said. "Even if they've said no, it's $2 million on the table at this point.
