TOPEKA&nbsp;–&nbsp;The State of Kansas ends April 2025 with total tax collections at $1.33 billion. That is $17.6 million, or 1.3%, above the estimate. Total tax collections were down 5.9% from April 2024.&nbsp;&nbsp;

“Kansas' current financial health is strong, but we must remain committed to fiscally responsible budgeting to ensure lasting stability in the future,"&nbsp;Governor Laura Kelly said.&nbsp;&nbsp;

Individual income tax collections were $684.8 million. That is $10 million, or 1.5% above the estimate, and down 7.5% from April 2024. Corporate income tax collections were $316.5 million. That is $1.4 million, or 0.4% above the estimate, and down 6.4% from April 2024.&nbsp;&nbsp;&nbsp;

Combined retail sales and compensating use tax receipts were $296.3 million, which is $5.5 million, or 1.9% above the estimate and up $1.2 million, or 0.4%, from April 2024.&nbsp;&nbsp;&nbsp;

April total tax collections at $1.33B - 1.3% Above Estimate

JEWELL COUNTY, Kan.&nbsp; — Authorities rescued 49 dogs from what officials described as “horrific conditions” this week during a large-scale animal cruelty operation in rural Jewell County.

Newton Police Animal Control Officer L. Robinette joined forces with Manhattan Animal Control, Sedgwick County Animal Control, Hutchinson Animal Shelter, and the Greater Humane Society of Kansas City to assist the Jewell County Sheriff’s Department with the seizure.

Several deceased dogs were also found on the property, according to officials. The surviving animals—ranging from puppies to seniors over 7 years old—displayed signs of prolonged neglect. Many suffered from visible scars, untreated wounds suspected to be caused by fighting, and severe flea and tick infestations.

“This was an extremely difficult scene, but we’re thankful these dogs are finally safe,” said a spokesperson for the Greater Humane Society of Kansas City.

The rescued animals are now receiving medical care and shelter at facilities in Hutchinson, Manhattan, and Kansas City.

The investigation remains ongoing, and no charges have yet been announced.

Authorities say they are committed to pursuing justice in the case and improving the welfare of animals across the state.

 The new plan would also eliminate segments that connect the ethanol plants where there is significant landowner opposition.&nbsp; The company filed a petition with the state that says they could reduce the number of plants connected to the pipeline, and therefore, lower the number of opposed landowners.

Ag Minute: Eminent Domain

The Harvey County Sheriff’s Office will supervise a DUI check lane enforcement effort in Harvey County this weekend.

The check lane will begin Saturday evening and continue into Sunday morning.

The enforcement effort will be held in coordination with other Harvey County law enforcement agencies and the Kansas Highway Patrol.

The intent of the DUI check lane is to educate drivers about the dangers of intoxicated driving, ensure the safety of those traveling in Harvey County and to remove any driver from the road who is under the influence of drugs or alcohol.

The Sheriff’s Office most recently conducted a local check lane this past October.

HUTCHINSON, Kan. — Betsy Mueller is running more than 3,000 miles across America to prove that life with multiple sclerosis doesn’t have to come to a stop.

Diagnosed in August 2021 with relapsing remitting multiple sclerosis (RRMS), Mueller is on a mission to raise awareness for the disease while becoming the first person with MS to run across the United States. She began her journey March 9 in Santa Monica, California, and expects to finish in New York City on June 22, though she's aiming for an earlier finish on June 14.

She will pass through Hutchinson this weekend.

“I'm really excited about Hutchinson,” Mueller said. “I grew up in West Allis, Wisconsin, where the Wisconsin State Fair is, so I love towns with state fairs. They’re just such cool places.”

Her cross-country route spans more than 3,000 miles and climbs a total of 112,745 feet in elevation, a physical and mental test for any runner, let alone someone managing a chronic neurological condition. But for Mueller, the run is not just about mileage. It's about reclaiming her life.

“In 2021 I was diagnosed with multiple sclerosis, and that first six months was really hard,” she said. “When the feeling finally came back on the left side of my face, it gave me hope again — that maybe this disease isn’t in control of me.”

RRMS affects everyone differently. Symptoms can include fatigue, mobility issues, cognitive challenges and sensory disturbances. Mueller’s initial treatment, high-dose steroids, failed to ease her symptoms. Only after undergoing plasma exchange therapy did her condition improve.

Even now, she continues to deal with “pseudo flares,” symptoms that mimic true relapses and can be psychologically difficult to navigate.

She credits her progress to a strong support system, a plant-based diet and the therapeutic power of running.

“I've always enjoyed running,” Mueller said. “Eventually, when we moved to Flagstaff, Arizona, I’d see people running across America and thought, ‘That’s what I want to do.’ I wanted to show people MS isn’t a death sentence, you can still do the things you’ve always dreamed of doing.”

Mueller aims to run roughly 30 miles a day, often starting around 6:30 a.m. She is accompanied by rotating support drivers, including family and friends who’ve helped guide her journey across multiple states.

“The support has been amazing,” she said. “I’m usually the helper, so at first it was hard to accept help. But now I’ve learned it’s OK. It’s actually been great.”

Mueller has faced intense conditions — from heat in California to snow and hail in New Mexico — but said the mindset shift has been key.

“While people are rushing to work or the store, I get to experience nature — even if it’s snowing and hailing,” she said. “It was fun to me.”

Her advice to others with MS is to connect with others, and don’t lose hope.

“Joining a support group really helped me early on,” she said. “You feel like you're with your people. Everyone’s MS is different, but knowing you’re not alone matters. Life doesn’t have to stop. It’s part of you, but it doesn’t have to control you.”

Mueller hopes her story helps foster empathy and understanding while encouraging others with MS to keep moving forward — one step at a time.

Cross-Country MS advocate running through Hutch on mission of awareness

See a need, fill a need. That was the vision of the Kansas wheat farmer who first proposed donating surplus Kansas grain to people in need around the world. Today, U.S. food aid programs continue to serve this goal, using about one million metric tons (36.74 million bushels) of U.S. wheat annually.&nbsp;Kansas Wheat CEO Justin Gilpin joined a recent learning journey, organized by U.S. Wheat Associates (USW), to get an up-close look at food aid programs at work in East Africa and how this goodwill lays the foundation for future trade relationships.

“Food for Peace and Food for Progress are key programs and policies that were originally started by U.S. farmers and still supported by U.S. farmers,” Gilpin said. “We are in an increasingly important environment right now with dynamic changes in policy, seeing the critical work that food aid provides for those who are in need.”

“We are also introducing our product into a market. Africa creates a unique opportunity where we can provide humanitarian assistance to those who are in need through food aid with wheat, specifically being a high priority food, but then ultimately building goodwill and developing a commercial partner.”

The food aid learning journey took U.S. wheat industry leaders to Kenya and Lesotho to examine the transportation, distribution and impact of the two main U.S. food assistance programs — Food for Peace and Food for Progress.&nbsp;

Food for Peace Feeds Hungry People

The Food for Peace program supplies in-kind donations of food products, of which wheat makes up the largest proportion of emergency food assistance. The program started as a proposal by Kansas farmer Peter O’Brien in September 1953. In 1954, U.S. Senator Andy Schoeppel, a Kansas Senator, sponsored the precursor to today’s food aid programs as legislation, which was later signed by another Kansan, President Dwight D. Eisenhower.

The team saw the impact of Food for Peace donations firsthand at the Kakuma Refugee Camp, which hosts about 300,000 refugees from a variety of countries across East and Central Africa. The camp is managed by the World Food Programme (WFP), which aims to provide refugees with the standard 2,100 calories each person needs daily. Reaching that goal is not always possible.&nbsp;

Peter Laudeman, USW director of trade policy, explained that due to other global conflicts and distribution issues, the camp was only able to provide 65 percent of the caloric need in the provided ration. At the time of the learning journey, that ration was down to 40 percent with the expectation that it could move as low as 20 percent, making it imperative to get resources — like available U.S. HRW wheat — moving into these programs.&nbsp;

“This is not a well-rounded meal of fresh fruits and vegetables; it’s truly just the basic calories of what you need for the month to live,” Laudeman said. “When you think visually about it, you’re basically getting a two-cup scoop and that’s what you get for the month. What we saw more than anything is that there is a substantial need for more food in that camp. We know we have wheat available in the United States."

The Food for Peace program is administered by the United States Agency for International Development (USAID), which is set to be absorbed by the U.S. Department of State. The U.S. wheat industry is actively advocating for the Food for Peace program to be administered by the U.S. Department of Agriculture, which already administers the sourcing and procurement of commodities like wheat for the Food for Peace program.&nbsp;

“Moving Food for Peace into USDA is going to be more efficient and more effective,” Laudeman said. “Not just for farmers in the United States to have more predictability, but also for groups like the WFP to have consistency, so we are working really hard to make sure that’s a possibility.”&nbsp;

Food for Progress Builds Economies&nbsp;

The second major food aid program in the United States is the Food for Progress program. Under this program, donations of wheat are monetized, which refers to the sale of in-kind donations of U.S. food commodities in recipient countries for local currency. Through monetization, the United States, through USDA and USAID, provides food commodities, like wheat, to a cooperating sponsor, a recipient government or a non-governmental organization. The recipient then can sell that commodity to local processors or traders and the proceeds can be used for developmental projects.&nbsp;

On the learning journey, Gilpin traveled with Laudeman to Maseru, Lesotho, to get a look at the STEPS Food for Progress project run by Venture 37. The project was funded by wheat monetization in Tanzania that is building capacity for the poultry sector within Lesotho.&nbsp;

“The project in Lesotho is actively working across the entire poultry value chain to enhance productivity, target strategic long-term investments and build economic opportunity in partnership with the United States,” Laudeman said. “As an added benefit, many elements of the STEPS project connect to commercial export opportunities for U.S. farmers.”

This project is an example of the vision of the Food for Progress program — how government-facilitated commercial scales can build up economies and establish relationships with future trading partners. The wheat industry actively advocates for this program, including recent support to ensure a spring food aid shipment of 286,000 metric tons (10.5 million bushels) of HRW wheat proceeded as planned.&nbsp;

That shipment came through the port of Mombasa in Kenya, which the team visited earlier in the learning journey, along with the mill that worked to bring in the shipment of wheat and move it through Kenya to the end destination of the Democratic Republic of the Congo. While no subsequent shipments are currently scheduled, this shipment represented the work needed to ensure food aid programs provide the right resources in the right places without market distortions.&nbsp;

“We worked to make sure that shipment went out to commercial partners in different markets that were planning on receiving that wheat,” Laudeman said. “We’re hopeful that once we have a better vision of how food aid will be structured in the long-term there will be more opportunities to share how shipments of wheat like this one work well in these programs, whether it is in Kenya or anywhere else.”&nbsp;

Overall, the USW learning journey underscored the enduring legacy and critical role of U.S. wheat in food aid programs. For Kansas wheat farmers, this work serves as a strong reminder of the power of feeding the world — both those in need today and those who will buy tomorrow.&nbsp;

“This USW learning journey gave us a great opportunity to learn about these important food aid programs that were originally started by farmers and still supported by farmers,” Gilpin said. “We were able to see tremendous growth through East Africa, including the role wheat plays in that market as humanitarian assistance and the market potential for future commercial activity.”

In 1954, U.S. Senator Andy Schoeppel, a Kansas Senator, sponsored the precursor to today’s food aid programs as legislation, which was later signed by another Kansan, President Dwight D. Eisenhower.The team saw the impact of Food for Peace donations firsthand at the Kakuma Refugee Camp, which hosts about 300,000 refugees from a variety of countries across East and Central Africa. The camp is managed by the World Food Programme (WFP), which aims to provide refugees with the standard 2,100 calories each person needs daily. Reaching that goal is not always possible.&nbsp;Peter Laudeman, USW director of trade policy, explained that due to other global conflicts and distribution issues, the camp was only able to provide 65 percent of the caloric need in the provided ration. At the time of the learning journey, that ration was down to 40 percent with the expectation that it could move as low as 20 percent, making it imperative to get resources — like available U.S. HRW wheat — moving into these programs.&nbsp;“This is not a well-rounded meal of fresh fruits and vegetables; it’s truly just the basic calories of what you need for the month to live,” Laudeman said. “When you think visually about it, you’re basically getting a two-cup scoop and that’s what you get for the month. What we saw more than anything is that there is a substantial need for more food in that camp. We know we have wheat available in the United States."The Food for Peace program is administered by the United States Agency for International Development (USAID), which is set to be absorbed by the U.S. Department of State. The U.S. wheat industry is actively advocating for the Food for Peace program to be administered by the U.S. Department of Agriculture, which already administers the sourcing and procurement of commodities like wheat for the Food for Peace program.&nbsp;“Moving Food for Peace into USDA is going to be more efficient and more effective,” Laudeman said. “Not just for farmers in the United States to have more predictability, but also for groups like the WFP to have consistency, so we are working really hard to make sure that’s a possibility.”&nbsp;Food for Progress Builds Economies&nbsp;The second major food aid program in the United States is the Food for Progress program. Under this program, donations of wheat are monetized, which refers to the sale of in-kind donations of U.S. food commodities in recipient countries for local currency. Through monetization, the United States, through USDA and USAID, provides food commodities, like wheat, to a cooperating sponsor, a recipient government or a non-governmental organization. The recipient then can sell that commodity to local processors or traders and the proceeds can be used for developmental projects.&nbsp;On the learning journey, Gilpin traveled with Laudeman to Maseru, Lesotho, to get a look at the STEPS Food for Progress project run by Venture 37. The project was funded by wheat monetization in Tanzania that is building capacity for the poultry sector within Lesotho.&nbsp;“The project in Lesotho is actively working across the entire poultry value chain to enhance productivity, target strategic long-term investments and build economic opportunity in partnership with the United States,” Laudeman said. “As an added benefit, many elements of the STEPS project connect to commercial export opportunities for U.S. farmers.”This project is an example of the vision of the Food for Progress program — how government-facilitated commercial scales can build up economies and establish relationships with future trading partners. The wheat industry actively advocates for this program, including recent support to ensure a spring food aid shipment of 286,000 metric tons (10.5 million bushels) of HRW wheat proceeded as planned.&nbsp;That shipment came through the port of Mombasa in Kenya, which the team visited earlier in the learning journey, along with the mill that worked to bring in the shipment of wheat and move it through Kenya to the end destination of the Democratic Republic of the Congo. While no subsequent shipments are currently scheduled, this shipment represented the work needed to ensure food aid programs provide the right resources in the right places without market distortions.&nbsp;“We worked to make sure that shipment went out to commercial partners in different markets that were planning on receiving that wheat,” Laudeman said. “We’re hopeful that once we have a better vision of how food aid will be structured in the long-term there will be more opportunities to share how shipments of wheat like this one work well in these programs, whether it is in Kenya or anywhere else.”&nbsp;Food Aid Makes Good CentsOverall, the USW learning journey underscored the enduring legacy and critical role of U.S. wheat in food aid programs. Areas within Kansas and surrounding states are experiencing a fuel shortage causing long lines at fuel terminals thereby causing a disruption in supply delivery and a need for drivers to increase the number of hours of service to deliver product. &nbsp;Diesel has been the earliest affected, but gasoline could be affected as well.

“I am issuing this declaration to help alleviate the delay in getting the fuel to the end user,” Governor Laura Kelly said. “This is not just a Kansas issue; our neighboring states are experiencing the same delays.”

“In support of Governor Kelly’s Disaster Emergency Proclamation, the Kansas Corporation Commission has issued an order granting a temporary 14-day waiver of federal regulations limiting hours of service for all intrastate and interstate motor carriers or drivers operating commercial motor vehicles who are providing direct assistance,” said Andrew French, Chairman of the Kansas Corporation Commission. “This action will assist in efforts to prevent a disruption in supply delivery related to the current fuel shortage by allowing drivers to increase their hours to deliver products.”

“The Kansas Highway Patrol acknowledges the Governor’s proclamation and will ensure enforcement efforts concerning commercial motor vehicles are consistent with these developments,” said Colonel Erik Smith, Superintendent of the Kansas Highway Patrol.

NEWTON, Kan. — USD 373 has launched a Facilities Master Planning project in collaboration with RSP, a Kansas-based firm known for its expertise in school and community planning. The initiative aims to develop a long-term strategy for the district’s facilities by engaging a diverse group of stakeholders and analyzing key data.

Since November 2024, the district’s planning group—composed of community members, educators and other stakeholders—has met monthly to evaluate current facility conditions, enrollment trends and educational needs. Their work is intended to provide the Board of Education with data-driven recommendations for the future of USD 373’s facilities.

Community members are encouraged to attend an upcoming engagement session to learn more about the group’s findings and offer feedback. The event will be held from 5 to 7 p.m. on Tuesday, May 14, at Chisholm Middle School.

A proposed expansion of a Community Improvement District (CID) at the Uptown Hutch Mall will be the subject of a public hearing Tuesday night, as city officials weigh a plan aimed at revitalizing the aging retail space through self-imposed taxation and redevelopment incentives.&nbsp;

Hutchinson City Council Member John Richardson said&nbsp;that the proposal seeks to double the current CID sales tax from 1% to 2% to help finance an estimated $16 million redevelopment project. The owner’s goal is to convert the traditional indoor mall format into a more modern, mixed-use retail environment with exterior store entrances and revamped interior spaces.&nbsp;

“This is a way for property owners to help fund improvements by collecting a little extra sales tax within a designated area,” Richardson said. “Those funds then go back into the property for development.”&nbsp;

CIDs are increasingly used across the country to fund renovations in declining commercial zones, particularly in older malls and downtown shopping districts. The Uptown Hutch Mall project, if approved, would follow that national trend, converting part of the mall into drive-up shopping and other modern configurations in response to shifting consumer habits.&nbsp;

The CID&nbsp;includes most of the main mall building—formerly home to stores like JCPenney, Dillard’s and Sears—as well as the movie theater on the east side of the property. &nbsp;

The CID excludes the former Walmart space, now occupied by Bomgaars and Hobby Lobby, and some surrounding retail on the entrance road from 17th Street.&nbsp;

“The developers believe this will ultimately benefit their tenants and their bottom line, even with the slight increase in cost to customers,” Richardson said. “It’s essentially capitalism at work—shoppers can choose to spend there or not.”&nbsp;

The current CID for the property was established in 2015. Tuesday’s hearing will give residents the chance to voice support or concerns over the expansion, which Richardson stressed is part of a broader effort to revive local retail and attract new businesses.&nbsp;

“There’s potential for real benefit to the city if this is done right,” Richardson&nbsp;said. “But the public hearing is our opportunity to make sure we’re looking at it from all angles.”&nbsp;

United Way of Reno County will host its fourth annual United Read Connect event on Saturday, May 3, offering families a free “community book fair” filled with books, games and resources at DCI Park.

From 11 a.m. to 1 p.m., children and families are invited to stop by the downtown park to receive one of 1,200 free Scholastic books, enjoy bounce houses, face painting, and even interact with a local fire truck. Organizers say the goal is to make reading fun and accessible — no wallet required.

“You might remember Scholastic book fairs from your school days,” said Elizabeth Burke, a spokesperson for United Way. “Some kids could buy whatever they wanted, and some weren’t able to visit at all. This is our way of leveling that playing field.”

Books will be geared primarily toward younger children, ranging from birth to elementary school levels. Titles from the Dolly Parton Imagination Library, which serves children ages 0-5, will be available alongside new Scholastic selections.

“Reading at home, even with help from a sibling or parent, builds those essential kindergarten and early elementary reading skills,” Burke said. “When we started the Dolly Parton Imagination Library in 2011, kindergarten readiness in our area was around 30%. Within five or six years, that number rose to 70%. It’s a testament to the power of early literacy.”

The Hutchinson Public Library curated this year’s book selection, and local partner organizations will be on hand to provide information about free or reduced-cost programs for families.

“There’s a lot happening downtown that day,” Burke added. “But swing through DCI Park and pick up a free book. It’s all about making connections — to stories, to resources, and to each other.”

 </figure>“Reading at home, even with help from a sibling or parent, builds those essential kindergarten and early elementary reading skills,” Burke said. “When we started the Dolly Parton Imagination Library in 2011, kindergarten readiness in our area was around 30%. Within five or six years, that number rose to 70%. It’s a testament to the power of early literacy.”The Hutchinson Public Library curated this year’s book selection, and local partner organizations will be on hand to provide information about free or reduced-cost programs for families.“There’s a lot happening downtown that day,” Burke added. “But swing through DCI Park and pick up a free book. It’s all about making connections — to stories, to resources, and to each other.”

The Federal Reserve Bank in Chicago says their share of farm loans are having “major or severe” repayment problems.&nbsp; In the Kansas City Fed district, farm debt is growing and the delinquent loans are increasing right along with it.&nbsp; 

So far, the state of Iowa has had the most bankruptcies this year.&nbsp;

AG Minute: Farm bankruptcies on upward trend

Today's "Throwback Thursday Collection" takes us to the southeast corner of West 2nd and North Washington.

The Model Steam Laundry first started at this location in 1902 and was owned by John Boehm and Jacob Schwartz. The first photo shows that building in 1912.

In 1928, they completely remodeled the building and added dry cleaning to the business model. The second photo shows the very successful business in the early 1930s next to the Dafforn Motor Co., the Desoto auto dealership at the time.

In 1946, the building was subdivided and the #29 slot became the Ogden Motor Co. (Packard Dealer). The third photo shows that enterprise in 1949. They were there until 1951.

In 1948, Herbert Haskard purchased the cleaners from the Boehm family, but still called it the Model Cleaners.

In 1958, the Haskard family — Herbert, Ray and Richard — closed the downtown property and expanded to two locations: 721 E. 4th and 1224 N. Main. They also changed the name to Haskard's Cleaners in 1960. The fourth photo shows the 25-29 W. 2nd property today. The present tenants are: Rejuvenate Massage, Express Employment Professionals and H&amp;R Block. The property is owned by Tax Associates Inc. of 29 W. 2nd.

HAVEN, Kan. — The City of Haven extends its sincere gratitude to the electrical crew from the City of Marion for their swift and professional response following damage to a utility pole over the weekend.

Crews worked efficiently to repair the pole and electrical lines without disrupting city services, despite the challenges of the incident.

The damage occurred around 8:30 a.m. Sunday, April 27, when an unknown driver of a white extended-cab Chevrolet pickup struck a utility pole on Industrial Drive and left the scene. The vehicle sustained damage to its front right side.

Anyone with information about the incident is asked to call the Haven Police Department at 620-465-3415 or contact Reno County Crime Stoppers at www.p3tips.com or 620-694-2666.

A video clip of the crash shows the incident in the top inch of the screen.

City of Haven seeks public's assistance following weekend incident 

EMMITSBURG, Md. – Ty Montgomery Voth, a Newton native and firefighter with the Wichita Fire Department, will be among those honored during the 44th National Fallen Firefighters Memorial Weekend, set for May 3-4 in Emmitsburg, Maryland.

Voth, 27, died on Aug. 1, 2024, after suffering a heart attack while responding to a residential structure fire. His name will be added to the National Fallen Firefighters Memorial alongside 69 others who died in the line of duty in 2024 and 70 additional firefighters who died in previous years.

He was a 2015 graduate of Newton High School, before attending the Fire Science program at Hutchinson Community College, where he graduated in 2017. Voth then worked at the Manhattan Fire Department before moving closer to home in 2019, when he started with the Wichita Fire Department.

A total of 140 fallen firefighters will be recognized during the weekend ceremonies, held at the National Fallen Firefighters Memorial Park on the grounds of the National Emergency Training Center.

The tribute includes a Candlelight Service on Saturday at 7:30 p.m. ET and the National Memorial Service on Sunday at 10 a.m. ET. Both events are open to the public and will be livestreamed on the National Fallen Firefighters Foundation website and social media platforms.

Voth’s dedication to public service will be remembered as part of a national tradition that seeks to honor the ultimate sacrifice made by firefighters and support their surviving families.

Sbarro Pizza set to return to Hutchinson 

HUTCHINSON, Kan. — Two Hutchinson residents were identified as suspects in a theft from a local nonprofit after a video posted on social media showed them taking items without permission, police said.

The video, posted on April 29, 2025, showed two individuals removing items from the Christian Soup Ministry at 301 East 3rd Ave. A citizen who saw the video recognized the suspects and reported the information to law enforcement later that day, authorities said.

Following the tip, officers conducted a follow-up with staff at the Christian Soup Ministry to determine what had been taken.

Police identified the suspects as James C. Henry, 50, and Charlette A. Jenkins, 52, both of Hutchinson. Henry was arrested for theft, while Jenkins was issued a notice to appear on a theft charge.

All items taken in the incident were returned to the ministry, police said.
