WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) hereby gives notice to the public of its intent to reimburse state and local Kansas governments and agencies, and eligible private non-profit organizations for eligible costs incurred to repair or replace facilities damaged by severe storms, straight-line winds, tornadoes, and flooding on May 19, 2024. This notice applies to Public Assistance (PA) and Hazard Mitigation Grant Programs (HMGP) implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 USC §§ 5121-5207, as amended.

Under the major disaster declaration for Kansas (FEMA-4811-DR-KS), signed by the President on August 20, 2024, the following counties in the state of Kansas have been designated adversely affected by the May 19, 2024, disaster incident, and are eligible for PA:

Barton, Ellsworth, Harvey, Hodgeman, Lincoln, Morris, Ottawa, Pawnee, Reno, Rush, Russell, Stafford, Wabaunsee, and Wyandotte Counties.

No counties in the state of Kansas are eligible for Individual Assistance (IA).

All counties in the state of Kansas are eligible for assistance under the HMGP.

This public notice concerns Public Assistance activities that may affect historic properties, activities that are located in, or affect wetland areas or the 100-year floodplain (areas determined to have a one-percent probability of flooding in any given year) and critical actions within the 500-year floodplain. Such activities may adversely affect the historic property, floodplain, or wetland, or may result in continuing vulnerability to flood damage.

FEMA also intends to provide Hazard Mitigation Grant Program (HMGP) funding under Section 404 of the Stafford Act to the State of Kansas for the purposes of mitigating future disaster damage. Hazard mitigation projects may involve the construction of a new facility (e.g., retention pond, or debris dam), modification of an existing undamaged facility (e.g., improving waterway openings of bridges or culverts), and the relocation of facilities out of the floodplain. Subsequent Notices will provide more specific information as project proposals are developed.

Such activities may include restoring eligible damaged facilities located in a floodplain to pre-disaster condition. Examples of such activities include, but are not limited to, the following:

Repair/replacement of roads, including streets, culverts and bridges;

Repair/replacement of public dams, reservoirs and channels; 

Repair/replacement of public buildings and related equipment;

Repair/replacement of public water control facilities, pipes and distribution systems;

Repair/replacement of public utilities, including sewage treatment plants, sewers and electrical power distribution systems; and

Repair/replacement of eligible private, non-profit facilities (hospitals, educational centers, emergency and custodial care services, etc.).

The President’s Executive Order 11988, Floodplain Management, and Executive Order 11990, Protection of Wetlands, require that all federal actions in or affecting the 100-year floodplain or wetland areas be reviewed for opportunities to move the facility out of the floodplain or wetland and to reduce the risk of future damage or loss from flooding and minimize harm to wetlands. However, FEMA has determined that in certain situations there are no alternatives to restoring an eligible facility located in the floodplain to its pre-disaster condition. These situations must meet all the following criteria:

The FEMA estimated cost of repairs is less than 50 percent of the estimated cost to replace the facility and is less than $100,000.

The facility is not located in a floodway or coastal high hazard area.

The facility has not sustained structural damage in a previous presidentially declared flood disaster or emergency.

The facility is not defined as critical (e.g., hospital, power generating plant, contains dangerous materials, emergency operation center, etc.).

FEMA will provide assistance to restore the facilities described above to their pre-disaster condition except when measures to mitigate the effects of future flooding may be incorporated into the restoration work. For example, insufficient waterway openings under culverts and bridges may cause water backup to wash out the structures. The water backup could wash out the facility and could damage other facilities in the area. Increasing the size of the waterway opening would mitigate, or lessen, the potential for this damage. Additional examples of mitigation measures include providing erosion protection at bridge abutments or levees and extending entrance tubes on sewage lift stations.

Disaster assistance projects to restore facilities which do not meet the criteria listed above must undergo a detailed review. The review will include a study to determine if the facility can be moved out of the floodplain. The public is invited to participate in the review. The public may identify alternatives for restoring the facility and may participate in analyzing the impact of the alternatives on the facility and the floodplain. An address and phone number for obtaining information about specific assistance projects is provided at the end of this Notice. The final determination regarding the restoration of these facilities in a floodplain will be announced in future Public Notices.

Due to the urgent need for and/or use of certain facilities in a floodplain, actions to restore the facility may have started before the federal inspector visits the site. Some of these facilities may meet the criteria for a detailed review to determine if they should be relocated. Generally, facilities may be restored in their original location where at least one of the following conditions applies:

The facility, such as a flood control device or bridge, is functionally dependent on its floodplain location.

The facility, such as a park or other open-use space, already represents sound floodplain management and, therefore, there is no need to change it.

The facility, such as a road or a utility, is an integral part of a larger network that could not be relocated economically.

Emergency action is needed to address a threat to public health and safety.

The effects of not relocating the facilities will be examined. In each case, the examination must show an overriding public need for the facility at its original location that clearly outweighs the requirements in the Executive Order to relocate the facility out of the floodplain. FEMA will also consult state and local officials to make certain that no actions taken will violate either state or local floodplain protection standards. The restoration of these facilities may also incorporate certain measures designed to mitigate the effects of future flooding. This will be the only Notice to the public concerning these facilities.

Presidential Executive Orders (EO) 11988 (Floodplain Management), 13690 (Establishing a Federal Flood Risk Management Standard, reinstated by EO 14030 and per Interim FEMA Policy 104-22-0003), and 11990 (Wetlands Protection) require that all federal actions in or affecting the floodplain or wetlands be reviewed for opportunities to avoid, minimize, or mitigate the risk of future flood hazards in light of social, economic, historical, environmental, legal, and safety considerations. Where there is no opportunity to relocate, FEMA is required to undertake a detailed review to determine what measures can be taken to minimize future damage. The public is invited to participate in the process of identifying alternatives and analyzing their impacts through this notification.

The National Historic Preservation Act requires that federal agencies take into account the effects of their undertakings on historic properties. Those actions or activities affecting buildings, structures, districts, or objects 50 years or older or that affect archeological sites or undisturbed ground will require further review to determine if the property is eligible for listing in the National Register of Historic Places (NRHP). If the property is determined to be eligible for the NRHP, and FEMA’s undertaking will adversely affect it, FEMA will provide additional Public Notices. For historic properties not adversely affected by FEMA’s undertaking, this will be the only Public Notice.

Presidential Executive Order 12898, Actions to Address Environmental Justice in Minority Populations and Low-Income Populations, directs each federal agency to avoid disproportionate and high adverse human health or environmental effects to low-income and minority populations. FEMA aims to identify low income and minority communities at the onset of a declared event to gain better understanding of how response and recovery efforts, including mitigation may impact such groups and communities. Additionally, once low income and minority communities have been identified, FEMA aims to minimize any potential adverse impacts to those communities through encouraging alternative selection of response and recovery actions including HMGP projects.

The Rehabilitation Act of 1973 protects the civil rights of persons with disabilities. It prohibits discrimination on the basis of disability by the federal government, federal contractors, and by recipients of federal financial assistance. Any recipient or sub-recipient of federal funds is required to make their programs accessible to individuals with disabilities. Its protections apply to all programs and businesses receiving any federal funds. This applies to all elements of physical/architectural, programmatic and communication accessibility in all services and activities conducted by or funded by FEMA. FEMA intends to comply with the Rehabilitation Act in all federally conducted and assisted programs in alignment with the principals of whole community inclusion and universal accessibility.

HESSTON, Kan. — A cement truck crashed early Tuesday afternoon at the intersection of Lincoln and Randall in Hesston.

"A builders employee took the turn at Lincoln and Randall too fast and put the loaded cement truck on its side," Hesston Police Chief Chris Eilert said. "The driver was transported by Hesston EMS to Newton Medical Center with minor injuries. Auto House Towing &amp; Recovery used two heavy wreckers to get it back on its wheels."

Cement truck overturns in Hesston Tuesday afternoon

HUTCHINSON, Kan. — According to numbers provided to the Kansas State Fair Board at their meeting on Tuesday, attendance at Monday night's Demolition Derby was strong.

Kansas State Fair General Manager Bryan Schulz told the board it was a record attendance since at least 2015, with 1,681 of the over 2800 in attendance being walk-up tickets.

Also, the bingo on Monday showed strong numbers, with over $1,100 coming back to the fair from tickets purchased.

The carnival also had a strong day, with $140,000 in receipts, which is well above last year, but last year also had some drizzle, which likely kept attendance down on Monday in 2023.

Some of the bids may include multiple projects that have been bundled based on proximity and type of work.

KDOT announces approved bids

HUTCHINSON, Kan. — Hutchinson fire crews fought a garage fire early Tuesday morning. 

According to a release from the department, crews responded to the 700 block of East Ave. C, where they found a 24 by 24 garage with smoke showing from the front of the building.&nbsp;

Crews entered the garage and quickly put out the fire.&nbsp;

The fire was called in by a neighbor. No one was inside. No one was hurt. The fire damaged a large portion of the attic space. The fire is currently under investigation.&nbsp;

Assisting on the call were Reno County Emergency Communications, Hutchinson Police, Reno County EMS, Evergy and Kansas Gas.

According to a release from the department, crews responded to the 700 block of East Ave. C, where they found a 24 by 24 garage with smoke showing from the front of the building.&nbsp;Crews entered the garage and quickly put out the fire.&nbsp;The fire was called in by a neighbor. No one was inside. No one was hurt. The fire damaged a large portion of the attic space. The fire is currently under investigation.&nbsp;Assisting on the call were Reno County Emergency Communications, Hutchinson Police, Reno County EMS, Evergy and Kansas Gas.

HUTCHINSON, Kan. — The pig races are back at the Kansas State Fair after a year hiatus, and have been a huge success so far at its new location.

"They've went really well," Aryn Hedrick with Hedrick's Exotic Animal Farm said. "I love the response down here. I know there have been some questions of where they are since they're not in the normal location, but they're right here between the petting zoo and the grandstand on the south end."

Hedrick and his staff were thrilled to be back at the State Fair this year.

"They were excited about it," Hedrick said. "We had a lot of calls wondering why we weren't here and I don't know, there was miscommunication or something somewhere, so we're back and have had a good crowd response. My guys are excited to be doing it again."

The pig races will run at 10 a.m., noon, 2 p.m., 4 p.m. and 6 p.m. every day for the remainder of the fair, which ends on Sunday.

The pigs live a pretty simple life during their time on the fairgrounds.

"The pigs have a pretty lazy life," Hedrick said. "They don't have to do a whole lot. We have a couple sets of pigs we rotate around. They run five races a day that takes a few seconds. The rest of the time they're back here in the Hog Hilton. We have air conditioner and fans on them, and they get feed and water, so they don't have to do a whole lot."

Each race has an Oreo cookie placed on a silver platter at the finish line for the winning pig.

"I'm not sure where it originated," Hedrick said. "We've used that for probably 30 years and they love them. They'll really race for that cookie. We call it the oink-e-o cookie."

The pigs don't just see the Oreo cookie during the fair.

"Sometimes when we're getting close to fair time we'll give them some," Hedricks said. "That way they kind of know what they are. They know when you start walking up to the fence what's going on. They want that cookie. They have a sweet tooth, I guess."

The new location has helped Hedrick and his team not have to go back and forth between two locations like years past.

"It saves running across the fairgrounds to another location," Hedrick said. "It keeps my guys right here close where they can be doing other things also."

Fairgoers can expect to see fun family entertainment when checking out the races.

"It's fast and furious," Hedrick said. "They're running really well. They were in Nebraska for a short time and then we switched them out. They had about a week and a half off and then came here. They know it's time to run again and they want to get that cookie and go out and beat their fellow pigs."

New location a success for pig races at State Fair

HUTCHINSON, Kan. — Last week, USD 308 Hutchinson Public Schools announced the nominees for the Kansas State Department of Education (KSDE) Horizon Award Program. This year’s nominees are Sammy Crawford and Roylin Page.

The Kansas State Department of Education (KSDE) Horizon Award Program recognizes exemplary first and second-year teachers in the elementary and secondary classrooms of the state who perform in a way that distinguishes them as outstanding.

Sammy Crawford: Inspiring Active Learning at Morgan Elementary

USD 308 Hutchinson Public Schools is proud to announce that Sammy Crawford, Physical Education teacher at Morgan Elementary, was nominated to KSDE for the Horizon Award. Sammy attended Southwest Baptist University and Wichita State University where she earned a Bachelor of Arts in Physical Education.

Sammy believes in the importance of teaching life skills alongside athletic skills, inspired by her father, who was both a coach and mentor. When asked about her inspiration to teach, she says,  “My dad was my biggest inspiration to become a teacher. He was my coach in all sports growing up. He not only taught my teams what it means to be an athlete, but also taught us life skills that I still carry with me today. I hope that I can only be half the coach, and teacher he was to me. I hope to teach my students how to create opportunities to be active for a lifetime, so that they can live a life of wellness.”

In her classes, Sammy aims to create an inclusive environment where all students can thrive and take risks regardless of their abilities. Sammy’s innovative approach includes interactive family involvement, such as hosting a "Bike to School" day and a "Family Week" unit to foster collaboration between students and their families. Through these initiatives, Sammy hopes to instill lifelong wellness habits in her students, encouraging them to engage actively in their lives and communities.

She looks forward to working with students of all abilities. “Another way I envision creating inclusion in PE is by adapting skills to reach the needs of EACH student's abilities. Whether that be a regular education student or special education student.” Sammy is gearing up for an inspiring school year focused on wellness, creativity, and engagement. 

Roylin Page: Inspiring 7th Graders at HMS-7 Through Science and Support

USD 308 is excited to spotlight Roylin Page, 7th-grade science teacher who is dedicated to creating a supportive learning environment for her students. A graduate of Kansas State University with a Bachelor of Arts in Educational Studies and a minor in Biology, Roylin is currently pursuing a Masters in Curriculum and Instruction at the same institution.

Inspired by her own teachers, Roylin strives to be a source of encouragement and guidance. She says, “School was always a place where I felt supported, and my teachers had a lasting positive impact on me. I hope to be that same source of encouragement and guidance for my students, helping them discover their strengths and inspiring them to achieve their best.”

Roylin is creating a positive and inclusive science classroom. “I aim to make every student feel valued by acknowledging their individual strengths and contributions. I incorporate collaborative activities where students can work together, combining their ideas to solve problems,” she says.

Additionally, classroom lessons are linked to real-world experiences through a scenario-based curriculum, equipping students to confidently address challenges with knowledge. This problem solving is essential in seventh-grade science classrooms because it enhances critical thinking skills, encourages creativity, and helps students apply scientific concepts to real-world situations. Students are encouraged to investigate, hypothesize, and experiment, fostering a deeper understanding of the scientific method. Roylin says, “I plan to create opportunities for students to apply what they learn to real-world problems/scenarios so that when problems arise, as they do, they are equipped with the knowledge to be successful.”

Each fall, USD 308 submits its Horizon Award nominations to KSDE. Both nominees submit a packet to KSDE that includes essays and student learning examples demonstrating effective instructional practices. The packets also include letters of recommendation, documentation of professional development, and descriptions of innovative teaching strategies or programs implemented in the classroom.

KSDE reviews packets from nominees across the state and selects 32 first year Kansas teachers for the award, to be announced in the beginning of 2025.

Whitney Aves Competing for Kansas Teacher of the Year

Family and Consumer Sciences teacher at Hutchinson Career &amp; Technical Education Academy, Whitney Aves, is still in the running for the 2025 Kansas Teacher of the Year. Aves was announced last fall as a USD 308 nominee, and advanced to finalist for Region 1 in the spring of 2024. The winner will be named during a ceremony on Saturday, September 28th in Wichita.

The Kansas Teacher of the Year program consists of local, regional and state competition. The regions correspond to the state’s four U.S. congressional districts.

The Kansas State Department of Education appoints regional selection committees responsible for reviewing the nomination forms and selecting three elementary teachers and three secondary teachers designated as semifinalists. Two regional finalists, one elementary teacher and one secondary teacher, are chosen from among these six teachers. Regional selection committees are comprised of education administrators and teachers.

BCBS members sent message regarding Hutch Clinic changes

HUTCHINSON, Kan. — The AAA Foundation for Traffic Safety released its 2023 American Driving Survey, providing insights into U.S. daily driving trends after the initial impact of the COVID-19 pandemic. The survey reveals that overall driving patterns have rebounded.

"We've looked at some driving habits and seen that those have, for the most part, stabilized since the pandemic," Steward said. "We have also found some safety issues regarding older vehicles and a lot of those are on the road these days."

The percentage of Americans who drove at least occasionally remained steady at 95.3% compared to 2022. Driving trips averaged slightly less than 2.5 per day, with a duration of just over an hour and nearly 30 miles.

"The largest percentage of driving trips were related to running errands, about 31%," Steward said. "Driving to and from work comprised about 22.5% of driving trips."

Older cars are still out there being driven quite a bit.

"According to S&amp;P Global Mobility, the average age of vehicles on U.S. roads is 12.6 years," Steward said. "That's up by two months over last year. When you break out passenger cars from the total, the average age jumps up to 14 years."

&nbsp;That’s 53% higher than back in 2000 when the average age of passenger vehicles was 9.1 years.

Driving survey says we're about the same, but cars are older

MCPHERSON, Kan. — A new space to socialize and collaborate with classmates, faculty, and staff opens its doors in a repurposed building on campus this week. The Boiler House is a new café in the middle of campus offering additional food options for lunch and dinner with a hip vibe and indoor/outdoor seating.

"I love the modern vibe," said McPherson College student Malia Pfieff. "I think it's what students are looking for on campus."

The Boiler House is an imaginative reuse of an existing utility building on campus that housed the campus boiler system. It offers new spaces for the campus and community to gather.

"I'm excited about having a place to eat outside," said McPherson College student Carlos Jacobo. "I really like the aesthetics, and the food is good."

Another student, Kenya McCain, added, "I can definitely see students grabbing a seat in the corner and studying here."

The Boiler House will offer a limited menu of sandwiches, wraps, salads, and soups managed by the campus food service partner, Sodexo. An additional treat at the new venue is homemade ice cream served by Indigo Moo'd of Lindsborg. Students can use their dining dollars, included in their meal plans, to purchase food. The Boiler House will also serve pre-bottled alcoholic drinks only indoors after 5 p.m.

"This is a great place for teams to walk over after practice and grab dinner," said Reilly Murphy, a McPherson College volleyball player. "I also like that it's open to the community. I think students are excited about sharing our campus with the community and feeling a part of McPherson."

Operating hours are Monday through Friday from 11 a.m. to 2 p.m. and 4:30 to 9 p.m., with food service ending at 8 p.m. The Boiler House will be open some weekends for special events, such as home athletic games. To-go options are available, and Sodexo plans to add an online ordering feature to its app.

 </figure>&nbsp;TINA GOODWIN McPherson CollegeMCPHERSON, Kan. — A new space to socialize and collaborate with classmates, faculty, and staff opens its doors in a repurposed building on campus this week. The Boiler House is a new café in the middle of campus offering additional food options for lunch and dinner with a hip vibe and indoor/outdoor seating."I love the modern vibe," said McPherson College student Malia Pfieff. "I think it's what students are looking for on campus."The Boiler House is an imaginative reuse of an existing utility building on campus that housed the campus boiler system. It offers new spaces for the campus and community to gather.<figure>

 </figure>"I'm excited about having a place to eat outside," said McPherson College student Carlos Jacobo. "I really like the aesthetics, and the food is good."Another student, Kenya McCain, added, "I can definitely see students grabbing a seat in the corner and studying here."The Boiler House will offer a limited menu of sandwiches, wraps, salads, and soups managed by the campus food service partner, Sodexo. An additional treat at the new venue is homemade ice cream served by Indigo Moo'd of Lindsborg. Students can use their dining dollars, included in their meal plans, to purchase food. The Boiler House will also serve pre-bottled alcoholic drinks only indoors after 5 p.m."This is a great place for teams to walk over after practice and grab dinner," said Reilly Murphy, a McPherson College volleyball player. "I also like that it's open to the community. I think students are excited about sharing our campus with the community and feeling a part of McPherson."Operating hours are Monday through Friday from 11 a.m. to 2 p.m. and 4:30 to 9 p.m., with food service ending at 8 p.m. The Boiler House will be open some weekends for special events, such as home athletic games. To-go options are available, and Sodexo plans to add an online ordering feature to its app.

McPherson College opens new café

HUTCHINSON, Kan. — Kansas Big Brothers Big Sisters (KSBBBS) serving Reno County is proud to celebrate BBBS Month this September by shining a light on its urgent need for volunteer mentors (Bigs) with the goal of matching 10 youth by the end of the year who are currently waiting for a Big.

Volunteerism across the nation has decreased by approximately 30% over the last decade, and Kansas is no exception, falling from 8th to 13th in the nation for citizens volunteering in their communities since 2021. Currently, KSBBBS serving Reno County has nearly 85 youth who are waiting for a mentor, with about 70% being Little Brothers.

“Our mission is to empower youth through meaningful, one-to-one mentoring relationships, but we can't do it alone,” said Shelly Chinberg, Reno County' s Area Director.

Kansas’ governor underscored the importance and impact of KSBBBS’ mission to help youth facing adversity via one-to-one mentorship by proclaiming September 2024 as Big Brothers Big Sisters Month in Kansas.

Chinberg continued, “With increased youth suicide rates in Kansas and the everyday struggles families face, the need for our services has continued to grow, and we are asking the help of our community to match our youth who simply need a friend.”

KSBBBS serving Reno County has been present in the community for nearly 25 years, having served thousands of youth facing adversity by pairing them with caring adult mentors in the community at no cost to families.
