HUTCHINSON, Kan. — Now that the Hutchinson USD 308 Board of Education has given the go-ahead to a bond amount, it's time to let the public know what that would likely cost.

"Sixty five percent or more of the 1,700 people that took the survey said they would support around an $8 increase on $100,000 house on a monthly basis. So an $8 a month increase. That equates to about $110 million," said USD 308 Superintendent Dr. Dawn Johnson. "The board made the decision that they would approve up to $110 million going forward. Now our next steps are finding the time that they want to do that."

This bond will likely include a 6-8 grade attendance center and a center for child care.

"It really kind of comes into four areas," Johnson said. "The middle school being the largest part of that, early learning center. So our pre-K population is just growing that need for getting students ready for kindergarten and the three and four year old population is growing. Conversations around a daycare because we know that's a huge need in our community and then just some upgrades to our elementary schools. And so we may have to prioritize, obviously the middle school is gonna be the biggest part of that 110 million and then really start prioritizing some of those other pieces. But early learning is definitely a priority in there and then how can we, is there a way to combine maybe early learning and daycare so that we have a one-stop shop for our parents if we can make that happen? Not a lot of land in our footprint."

The 6-8 center would need to go where the practice soccer fields are now to make it work.

"We need about 25 acres for our middle school for a 900 person, 900 student school is gonna take about 25 acres," Johnson said. "The only place that we have land in our 14 square mile boundary is at 23rd and Severance where the soccer fields are, and so as we were having this conversation about new middle school, the first thing we said was, would it even fit there? Because if it's not going to fit there, that's really gonna determine can we even approach a project like this?&nbsp; It will fit there at the 23rd and Severance. So I'm working with the city about how we can move those two ball diamonds, and so the conversation hopefully will be that we'll get those ball diamonds moved where there are some other ball diamonds and we'll work with the city on that. Then I've asked them, where could we maybe put some soccer fields? We are the last school in our league that has a grass soccer field. Everyone else plays on turf. So when our students leave and they go play at other schools, they're playing on turf. A lot of times in order to get ready to go play at those schools and be competitive, they're practicing on some of our turf fields. So I think we'll just maximize some facilities that we already have. But we do know that that is a huge community gathering spot."

The vote for the bond will most likely take place in early to mid 2025.

The Kansas Department of Transportation project – involving a chip seal – will be on K-15 from the south city limits of North Newton north to the Harvey/Marion county line. The length is 7.4 miles.&nbsp;&nbsp;

The work is expected to start around Monday, June 10, and be completed around Friday, June 21.&nbsp; During the work, traffic will be controlled by flaggers and a pilot car, and motorists should be prepared to stop and expect delays of up to 15 minutes.&nbsp; The map below shows the approximate project location, marked in red.

K-15 project to start soon in Harvey County

 RENO COUNTY —&nbsp; Low-income Kansas seniors may be eligible for a program that provides coupon vouchers to purchase fresh, unprocessed fruits and vegetables and honey at farmers markets in selected counties throughout the state.

The Kansas Senior Farmers Market Nutrition Program (KSFMNP) is providing low-income seniors who meet age and income requirements with $50 in coupon vouchers to purchase fresh fruits, vegetables, herbs and honey from authorized farmers at local participating farmers markets. Coupon booklets containing 10 vouchers worth $5 each will be distributed.

To be eligible to receive KSFMNP coupon vouchers, the following criteria must be met:

1.      Age: A senior must be 60 years old or older, or at least 55 years old and a member of an Indian Tribal Organization, on the day the money is issued.

2.      Income level: A senior’s annual gross household income (before taxes are withheld) must be at or below 185% of the federal poverty level. For example, a household of one must have an annual gross income at or below $27,861, or a monthly gross income at or below $2,322.

The Kansas Senior Farmers Market Nutrition Program application process in Reno County will again be conducted by telephone. However, those who do not have a telephone may visit the Reno County Department of Aging at 120 W Avenue B in Hutchinson for assistance. The application period begins June 18, 2024.

To apply, Seniors may call 620-694–2985 or 620-694- 2909 beginning June 18, 2024, between the hours of 8 a.m. and 5 p.m. M – F. No early calls will be accepted.

Farmer's Market voucher call date is June 18

HUTCHINSON, Kan. — Four nonprofit organizations are the recipients of a total of $57,000 from the first year of Community Health Improvement Grants.

The grant program launched in the fall of 2023 out of a new three-year funding partnership between Hutchinson Community Foundation, Hutchinson Regional Medical Foundation and United Way of Reno County. Each organization is contributing $10,000 annually through 2025 to fund the yearly competitive program intended to help Reno County communities and partners make progress on the goals outlined in the 2023 Community Health Improvement Plan (CHIP).

“We believe when we are working on goals for improvement that can impact our entire community, much more is accomplished when working collectively and collaboratively with other organizations and the CHIP supports that philosophy,” said Jessica Flax with Hutchinson Regional Medical Foundation.

The CHIP is based on the Community Health Assessment, a survey taken every three years to gauge the health of Reno County and identify emerging issues. From the survey data, Reno County’s Healthcare Access Taskforce then does further community engagement to determine the priority areas for the improvement plan. The current priority areas are substance misuse, mental health, access to care, and child care. The assessment and improvement plan may be viewed <a href="https://reno-county-community-health-improvement-plan-reno.hub.arcgis.com/">here</a>.

A joint selection committee of board members from the three funding partners reviews proposals and chooses the grant winners.

The following organizations received grants:

NAMI Reno County, $4,000: The grant will strengthen mental health resources in Hutchinson by offering support, education and advocacy, aiming to bridge the gap between those affected by mental illness and the resources available.

Milestone Clubhouse, $18,000: This grant distributed over three years aims to reduce the stigma of mental health in Reno County and increase engagement of individuals experiencing severe mental illness through employment, education and enhanced relationships.

Fight the Stigma Inc., $5,000: The grant will help identify and assist individuals with mental health challenges in Reno County by improving the health, safety and organizations of their homes, removing barriers to individuals receiving access to care.

Open Door Health Services, $30,000: This grant distributed over three years will address early sexual activity and sexually transmitted infection concerns by providing sexual health and wellness programs to all Reno County middle school, high school and college-aged students to eliminate threats from high-risk sexual behaviors.&nbsp;

Hutchinson Community Foundation announces health improvement grants

HUTCHINSON, Kan. —With the Board of County Commissioners hearing from outside agencies as part of their budget discussions on Wednesday, Hutchinson and Reno County Chamber of Commerce CEO Debra Teufel told Hutch Post, what they get from the county is big for them.

"Ten percent of our economic development funding comes from Reno County, and it's a really important piece," Teufel said. "If we did not have that funding, we would not be able to do and staff the way we do to be able to service this number of projects."

The City of Hutchinson pitches in, too, and its portion is greater still.

"The city requests for the Greater Hutch piece of economic development funding is roughly about 20% of it," Teufel said. "Then we raise about 70% from the private sector for economic development purposes."

There are two other things that the city funds that are different than the county. Those are Downtown Hutch and the Market Hutch Fund. Those are standalone separate budgets.

The eco-devo discussion with the Board of County Commissioners is scheduled for 1:30 p.m. Wednesday in the Veterans Room of the Reno County Courthouse.

Chamber eco-devo funding from county is 'important piece'

HAVEN, Kan. —&nbsp;National nonprofit Wreaths Across America (WAA) announced Tuesday that Laurel Cemetery in Haven, Kansas will be joining in the mission to Remember, Honor, Teach, as an official location for 2024. This is the first year that the cemetery will participate in this national program.&nbsp;

This year, there will be more than 4,225 participating locations placing veterans’ wreaths on National Wreaths Across America Day – Saturday, Dec. 14, 2024 – with more than three million volunteers coming together.&nbsp;

&nbsp;Wreaths Across America started as a simple gesture of thanks that has grown into a national, yearlong movement of dedicated volunteers and communities coming together to not only remember the nation’s fallen and honor their service, but to teach the next generation about the value of freedom.&nbsp;

The goal for Laurel Cemetery is to raise enough funds to place 170 sponsored veterans’ wreaths on the headstones of all the local heroes laid to rest there, to ensure that the individuals who served to protect the freedoms of our country never be forgotten and to bring the community together in patriotic commemoration.

“We are forever grateful for the thousands of supporters who dedicate their time, energy and resources to fulfilling our mission all year long,” said Karen Worcester, executive director, Wreaths Across America. “These individuals and their communities know the value of remembering the fallen, honoring those who currently serve and teaching the next generation about the sacrifices made for our freedom every day, and because of their continued support, Wreaths Across America continues to grow and touch new people each year.”

Haven cemetery selected for national Wreaths Across America Day 

RENO COUNTY — As part of a bill passed by the Kansas Legislature this spring, K-96 from the junction of 56th Avenue to the junction of Nickerson Road will be named in honor of the 96th "Deadeye" Infantry Division.

According to Reno County Commissioner Ron Hirst, who testified in Topeka in support of the bill, there were at least four men from Reno County that served in the 96th in Okinawa and Leyte, including Sgt. J.L. Mock, S/Sgt. Clyde C. Thrasher, Harold Garrison and PFC William N. Hirst.

William N. Hirst is the commissioner's father and he was killed in action on May 27, 1945. William Hirst received the Purple Heart, the Bronze Star and the Distinguished Unit Citation.&nbsp;

 </figure>RENO COUNTY — As part of a bill passed by the Kansas Legislature this spring, K-96 from the junction of 56th Avenue to the junction of Nickerson Road will be named in honor of the 96th "Deadeye" Infantry Division.According to Reno County Commissioner Ron Hirst, who testified in Topeka in support of the bill, there were at least four men from Reno County that served in the 96th in Okinawa and Leyte, including Sgt. J.L. Mock, S/Sgt. Clyde C. Thrasher, Harold Garrison and PFC William N. Hirst.William N. Hirst is the commissioner's father and he was killed in action on May 27, 1945. HUTCHINSON, Kan. — According to a social media post, the City of Hutchinson in partnership with Reno County Volunteer Organizations Active in Disaster (VOAD), will have a clean up day on June 8. 

Individuals and groups of volunteers will be needed to help with tree limb and brush removal for homeowners unable to do these tasks.

The Kansas Highway Patrol reported a 2007 Cadillac Escalade driven by Carrie June&nbsp;Stasch, 64, Marion, was eastbound on U..S. 56 just east of Mustang, when the&nbsp;SUV traveled left of center and into the opposite lanes of travel. The driver over corrected. The SUV came back onto the road and crossed the center line again, left the road way to right and rolled into the south ditch coming to rest on its roof.

EMS transported Stasch to&nbsp;Hillsboro Community Hospital. She was properly restrained, according to the KHP.

Reno County to host county mayors 

SOUTH HUTCHINSON, Kan. — Governor Laura Kelly today announced six Kansas communities, including South Hutchinson, have secured nearly $5 million in federal Bipartisan Infrastructure Law (BIL) funding from the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) Program.&nbsp;

Combined with more than $1 million in matching funds from the Kansas Infrastructure Hub and Build Kansas Fund toward two of the projects and local matching dollars, the total investment in Kansas for this round of SS4A grants totals more than $6.2 million.

“Leveraging federal dollars to supplement our state and local investments into critical infrastructure is vital to economic growth,”&nbsp;Governor Laura Kelly said. “The Safe Streets and Roads for All program ensures that our communities have the resources to build, operate, or maintain critical infrastructure. I appreciate the Legislature's continued support of this initiative as it is a true bipartisan win for Kansas."

South Hutchinson was awarded for a Transportation Safety Action Plan. Local funding was $35,000, with $140,000 in federal funds awarded for a total of $175,000.

South Hutch gets federal grant

HUTCHINSON, Kan. — The Hutchinson Community College athletic department has announced dates and kickoff times for the 2024 Blue Dragon football season.

The Blue Dragons will open the season against New Mexico Military Institute on Thursday, August, 29, at Gowans Stadium with a 6 p.m. kickoff.

HutchCC will play four of its first five games at home, including games against Iowa Central, Ellsworth (IA) and Dodge City. The lone road game during that stretch is at Iowa Western on Saturday, September 7 in Council Bluffs.

The Blue Dragons will have just one evening game, which will be the season opener, all of the other games will kickoff at 11&nbsp; a.m., 12 p.m., or 1 p.m.

The Blue Dragons will be carried on the flagship station for HutchCC athletics, KHUT-FM (102.9), as well as sister station KWBW-AM/FM (1450) with Countdown to Kickoff beginning 30 minutes prior to each game.

MANHATTAN, Kan. — The farmers and ranchers of the state’s leading agriculture advocacy organization today announced their endorsements of incumbent Rep. Tracey Mann in Kansas’ 1st District.

The formal endorsement came from Kansas Farm Bureau’s (KFB) political action committee, Voters Organized to Elect Farm Bureau Friends (VOTE FBF), comprised of active farmer/rancher members elected by their peers from each of KFB’s 10 geographic districts. 

The KFB VOTE FBF endorsement process began earlier this year with individual recommendations from the autonomous county Farm Bureau organizations.

“Rep. Tracey Mann has represented the Big First with distinction,” Joe Newland, president of KFB says. “Feedback from county Farm Bureaus cited Rep. Mann’s continued outreach as one of the reasons members are confident he is the best choice for the 1st District.”

KFB's VOTE FBF endorses Rep. Mann for re-election to U.S. House

HUTCHINSON, Kan. — The Hutchinson City Council approved Industrial Revenue Bonds for a gun range project to be built east of Walmart on 17th Avenue.

"We started meeting with the owners of GunBros and their developer a few months ago," said Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel. "GunBros located in downtown Hutch a few years ago and currently have a retail sales operation, but what they really are finding is customers that are purchasing guns and ammunition really like to try the product."

They have a large YouTube following and they'd like to bring some of those fans from across the planet to Hutchinson to buy.

"GunBros would like to have an opportunity here to grow and they really think it's going to be kind of a tourism attraction in some sorts," Teufel said. "They did some modeling about what size of facility would make sense for this market and there was a lot at 17th and Faubion and it's owned by Selwyn Investments. Selwyn is going to be the developer of their building, leasing it currently to GunBros. I think probably at some point, GunBros will purchase the building, but our role was really helping them look at what tools can help with financing that give them the best bang for their buck, so to speak."

Industrial Revenue Bonds do not obligate the issuing governing body to any sort of payment arrangement.

"The city takes title to the ground while the IRB is in place, and they still have to have their private financing," Teufel said. "The bonds then, basically, they pay the bond holder through the duration of the loan, but it does give the business some preferential tax treatment as a virtue of being funded with an industrial revenue bond. "GunBros located in downtown Hutch a few years ago and currently have a retail sales operation, but what they really are finding is customers that are purchasing guns and ammunition really like to try the product."They have a large YouTube following and they'd like to bring some of those fans from across the planet to Hutchinson to buy."GunBros would like to have an opportunity here to grow and they really think it's going to be kind of a tourism attraction in some sorts," Teufel said. "They did some modeling about what size of facility would make sense for this market and there was a lot at 17th and Faubion and it's owned by Selwyn Investments. Selwyn is going to be the developer of their building, leasing it currently to GunBros. I think probably at some point, GunBros will purchase the building, but our role was really helping them look at what tools can help with financing that give them the best bang for their buck, so to speak."Industrial Revenue Bonds do not obligate the issuing governing body to any sort of payment arrangement."The city takes title to the ground while the IRB is in place, and they still have to have their private financing," Teufel said. "The bonds then, basically, they pay the bond holder through the duration of the loan, but it does give the business some preferential tax treatment as a virtue of being funded with an industrial revenue bond. Teufel: IRBs will give GunBros 'opportunity here to grow'

HUTCHINSON, Kan. —&nbsp;The only full time one-way street in the City of Hutchinson is going away. That is Cleveland Street in front of Graber Elementary.

"We've been in conversations with the city a number of different times over the past years to remedy that issue of drop-off, pick-up in the morning and then again in the afternoon with the one-way street, the challenges that it causes for safety for our students and our families," said Randy Norwood with Hutchinson USD 308.

This will require some changes over the summer, but no big-time construction.&nbsp;

"We think we have a good plan in place," Norwood said. "We're gonna try to execute that this summer and have it in place for the start of the school year.&nbsp;We're going to restripe the streets, paint the curbing so it's appropriately identified where they can have short-term parking. We're going to establish a three-lane area at the entrance exit onto 17th and off of 17th. We'll have two lanes that will allow a right turn or a left turn onto 17th Street and then a one-lane turn off of 17th going, which would be south, onto the street as well. Our drop-off area now will be to the east side of the street and then the one lane on the west side of the street will be continued traffic through with no parking and no stopping."

This adjustment is important as a lot of parents drop their kids off these days, but not all of them.

"We've done some studies and some surveys of our parents to try to determine how many students are actually walking or riding their bikes to school," Norwood said. "It's not very many. Most students are dropped off via their parents in their vehicle in the morning. We just want to make sure that we provide safe passage for that. Those students that are walking or riding their bike, do need to cross the street there at Cleveland to the west. We want to have some safe crosswalks in that area. That's kind of what has brought this to the forefront, is that some of our crosswalks that we've had traditionally in the past, we can no longer have because of the guidelines. We needed to provide some other aspects to be able to pick up, drop off, and for kids to be able to cross the street as well."

The intent is to have all the changes made by the end of July.

Cleveland to become two way street

BUHLER, Kan. — The Buhler City Council will hear a recap of the first-ever Ripples from the Well 5K at its meeting on Tuesday.

Also, the council will handle the annual City of Buhler Appointments of City Treasurer, Municipal Judge, City Attorney, Chief of Police and City Clerk and consider filling a&nbsp;Library Board position.

The council also will have additional discussions on a proposed water line project and elect a City Council President.

The council will also consider the&nbsp;2024 Spark in the Park/Fireworks Display permit.

HUTCHINSON, Kan. — The annual James “Buddy” Bryant Memorial Golf Tournament returns, Saturday, June 22. 

The benefit event in honor of former Haven High School Student James Bryant will be held at the Crazy Horse Golf Club at the Highlands.

The format will be a four-person scramble with lunch and awards after the golf. Entry forms can be mailed in to 18 for Buddy, P.O. Box 2487, Hutchinson 67504. 

Bryant was killed in a motor accident in 2005. Since then, the tournament has helped raise funds for college scholarships that require only a few hours of community service to qualify.

HUTCHINSON, Kan. — In late December, through the Kansas Honor Flight, Wesley Towers learned that American Airlines is hosting a once in a lifetime opportunity for a select group of WWII veterans by taking them to Normandy, France to commemorate the 80th anniversary of the D-Day invasion in June 1944. 

Wesley Towers own WWII Veteran, Olen Mitchell will be going. Contact was made with his family as who might be available to travel with him. A great nephew, Jordan Mitchell, who lives in Malibu, CA said he would be most honored to accompany Uncle Olen on this extraordinary trip.

Mitchell will be traveling to France on a chartered Boeing 787 aircraft from Dallas-Ft. Worth to Paris for two nights then a bus ride to the Normandy region where they will honor those who have served and sacrificed as part of the Greatest Generation. 

This will be a 9-day trip May 30 through June 7. 

Only approximately 150 WWII veterans were selected from across the U.S. 

Priority was given to those that participated in the D-Day Invasion and those who served in the European Theater.

Mitchell served in the European Theater in the U. S. Army 337th Infantry Regiment in Italy-Rome ARNO-GO33 War Dept. He later served in the 1763rd Service Command.

On May 23, 1944, Olen Mitchell was wounded in combat by being hit by a bullet in the jaw and mouth. He spent 9 months in the hospital undergoing numerous reconstructive surgeries. Mitchell was awarded the Purple Heart, the Bronze Star for meritorious achievement in ground combat, the European Theater ribbon, the Good Conduct Medal and the Combat Infantry Badge.

Olen lives alone in his Wesley Towers Apartment, drives his car where he wants to go and is 102 years old.

Wesley Towers will be hosting a special event to honor Olen Mitchell prior to his trip on May 29 at 4 p.m. at&nbsp;Wesley Towers at 700 Monterey Place in Hutchinson. The public is encouraged to attend and send Olen off with gratitude.

Hospice and Homecare of Reno County is joining with the Cosmosphere again for the Space to Grieve Kids Kamp on Saturday, June 29th from 9:00 a.m. to 1:30 p.m.

The kids benefit from having a place and time, space dedicated to addressing their grief, as well as enjoyment of the Cosmosphere activities," said Cindy Dubovich with Hospice and Homecare of Reno County. "During that day, we address the needs of grief, regardless of the kids age. We also, with the partnership of Cosmosphere staff, allow the kids to relax and have fun and enjoy themselves."

The free camp is for kids ages 6 to 17. Kids often come to the camp for multiple years.

"I've had the great pleasure of helping support it for about three years," said art assistant Jace Chambers. "Just seeing the way that the kids and the volunteers at this camp connect, through oftentimes a shared experience with grief and loss, and also how caring the curriculum is for this camp, we put in a ton of before work to make sure its really an enriching experience, despite being only about a half day long."

Those children who have experienced loss need to get registered right away.

"The maximum number of kids is 50," Dubovich said. "The registration is open now. We have already been receiving the registrations in. There is no cost to the kids or their families, because of the wonderful partnership of community organizations that have stepped in to cover and defray the expense for this camp."

"Just seeing the way that the kids and the volunteers at this camp connect, through oftentimes a shared experience with grief and loss, and also how caring the curriculum is for this camp, we put in a ton of before work to make sure its really an enriching experience, despite being only about a half day long."Those children who have experienced loss need to get registered right away."The maximum number of kids is 50," Dubovich said. "The registration is open now. We have already been receiving the registrations in. HARVEY COUNTY — The Harvey County Health Department and Healthy Harvey Coalition are launching a new initiative in Newton in celebration of World No Tobacco Day on May 31.

Community members can enjoy a self-led message walk May 28-31 at Athletic Park near West First Street. The walk emphasizes early education on the dangers of tobacco and vaping, aligning with this year’s World No Tobacco Day theme, Protecting Children from Tobacco Industry Interference.

The City of Newton stands out as a regional leader in promoting policy to deter tobacco use. Beginning this year, the City implemented a Tobacco-Free Parks policy. Previously, Newton was one of the first cities in Kansas to adopt a clean indoor air ordinance, and a city-level T-21 ordinance preceded later statewide policy.

“This community walk is meant to serve as a reminder for protecting parks, trails and recreational areas from tobacco and vape exposure in order to safeguard individuals and families from hazards like secondhand smoke and vape emissions,” said Aline Albrecht, chronic disease risk reduction coordinator for the Health Department. “No level of tobacco or vape exposure is considered safe, which underscores the need for tobacco-free public areas.”

The message walk was developed with the assistance of Newton High School National Honor Society students Virgil Guo and Jackie Roldan. Policy change was spearheaded by NHS graduate Taylor Redington. The project promotes a tobacco-free environment – the American Lung Association recommends beginning educational conversations as early as 5 years old.
