This is day 4 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

With hot, dry wind blowing sideways, Kansas wheat producers are off and running in full harvest mode. While many growers are pleasantly surprised with better-than-anticipated results, severe hailstorms over Father’s Day weekend sunk the sail for others by mowing down ripened fields.

Officially, the Kansas wheat harvest is 28 percent complete, well ahead of 6 percent complete last year and 8 percent on average, according to the USDA’s National Agricultural Statistics Service crop progress report for the week ending June 16, 2024. Winter wheat conditions were rated at 25 percent poor to very poor, 36 percent fair and 39 percent good to excellent.

Backed by 50 mile-per-hour winds, six producers were steadily cutting around Bucklin in Edwards County on Monday, June 17, according to Josh Schmitt, general manager/CEO of Offerle Coop Grain &amp; Supply Co. After starting on June 6, the area is having a below average harvest, due primarily to a lack of spring moisture. Average yields are between 15 and 20 bushels per acre with the best fields hitting in the high 30s.&nbsp;

“This year, we came out of winter with really good optimism that we would have a pretty good harvest,” Schmitt said. “But the moisture did not come and yields are really seeing that.”&nbsp;

To add insult to injury, two really bad hailstorms mowed down wheat across the elevator’s western territory — particularly in a stretch from north of Bucklin almost to Spearville. This past Saturday’s storms came at almost the same date as a 2020 Father’s Day hailstorm that broke windows and damaged the coop’s Bellefont location.&nbsp;

That Bellefont location typically takes in between 750,000 to 900,000 bushels. But with the drought, the hailstorms and some freeze damage, Schmitt is hoping for between 120,000 and 150,000 bushels delivered before producers finish up cutting around July 1. The wheat that is coming in has good quality with test weights between 57 and 59 pounds per bushel and proteins averaging 13.5 percent.&nbsp;

The great white combine in the sky also ended harvest hopes for some in Ford County, where harvest is in full speed near Wright. But for folks whose fields caught spotty rains and avoided the three or four rounds of hail (more toward Spearville), harvest is looking better than projected in April, according to Blake Connelly, vice president — grain for Alliance Ag &amp; Grain, LLC.&nbsp;

As a result, Connelly reported there is no real consistency in yields, ranging from 15 to 60 bushels per acre, depending on if that field got moisture and missed hail. The wheat is of good quality, however, with test weights between 59 and 62 pounds per bushel and proteins averaging around 12 percent. He expects producers to continue cutting for the next week or so.&nbsp;

Further north in Ellis County, it’s a tale of two wheat crops, according to Eric Werth with the Golden Belt Coop Association. There are fields that germinated in the fall, looked like they would die, but made far enough to receive moisture and fill heads, and then there are fields that didn’t germinate until January or February and are still a week out from being ready to cut.&nbsp;

As a result, harvest has been slow to get going with trucks trickling into the elevator starting on Wednesday, June 12. The coop has received about 100,000 bushels so far, putting the harvest at 10 to 15 percent complete, as producers finish planting their fall milo crop and wait for those later fields to mature. Despite the year’s meteorological challenges, including random rains and some hit-or-miss hail, Werth noted the wheat coming in has good quality at 61.5 pounds per bushel and 11.8 percent moisture, on average. Low-end yields are around 20 bushels per acre with better fields hitting 40 to 50 bushels per acre.&nbsp;

“If we’re surprised this year, it’s on the good side from what we can see today,” Werth said. “From the start of things and with everything that this crop has had thrown at it, we are pleased so far.”&nbsp;

Day 4, Kansas Wheat Harvest Report

HUTCHINSON, Kan. — As the Hutchinson City Council prepares to consider night meetings at its regular meeting Tuesday morning, new City Manager Enrico Villegas, who comes from a city in Warrensburg, Missouri, where the meetings are held at night, went over with Hutch Post what the reasons might be for making such a move.

"I'll start with the rationale behind going to evening meetings for many cities," Villegas said. "It typically hinges on two points. Point one is it opens up the candidate pool for future for future council members.&nbsp; The thought is that that way someone doesn't have to take time off of work in order to attend a business meeting, because that's what council meetings are business meetings. If it were in the evening that opens it up really for anyone that would want to apply for council.&nbsp; Point two is applied to community engagement and so if the meetings are in the evening that could potentially draw in more people to discuss the business of the city or be able to point something out that maybe the city should be looking at. That's typically the two points there, but you know as with anything there are a series of trade-offs. One of those, with it being in the evening, that could cause a challenge for say consultants to want to come in to present on items or just anything like that."

Council member Jon Richardson has been pushing for the council to take a vote on the issue. It is on the Tuesday agenda.

City council to consider night meetings 

HUTCHINSON, Kan. — Tony Helfrich started at Hutch Rec as the Director of Nature Education &amp; Outdoor Recreation at Dillon Nature Center on May 28. 

He comes to Hutch Rec with past parks and recreation experience, most recently as the Director of Wellness &amp; Adventure Programs at McPherson College. He also has a background in fitness administration as the director of a gym and aquatic facility. Helfrich was born and raised in Hutchinson and attended Kansas State University, where he received a bachelor’s degree in kinesiology.

In his role at Hutch Rec, Helfrich is responsible for operations at Dillon Nature Center, including the facility and grounds as well as program development, namely in nature education and outdoor recreation. He offices at Dillon Nature Center, located at 3002 E. 30th Avenue in Hutchinson.

“I look forward to the next chapter of my career serving Hutch Rec and Dillon Nature Center. Four generations of my family have enjoyed creating memories at Dillon Nature Center and I have a deep respect for its history,” Helfrich says. “My vision is to honor the past by continuing to progress our mission of outdoor recreation and nature education into the future through increased programming, facility improvements, on-site engagement, and outreach efforts into our community.”

Jordan Gray started at Hutch Rec as the agency’s Sports Coordinator on May 6. He comes to Hutch Rec after working at the Hutchinson-Reno County YMCA in youth sports.

In his role at Hutch Rec, Gray is responsible for the coordination and implementation of youth and adult sports programs, including recreational and competitive leagues, tournaments, and non-traditional sports. He offices out of Hutch Rec Downtown, 17 E. 1st Ave and the Hutchinson Sports Arena. Gray graduated with an associate’s degree from Hutchinson Community College and is currently studying sports management at Wichita State University, where he will graduate with his bachelor’s degree in Spring 2025.

“I’m incredibly grateful for this opportunity, and I can’t wait to dive into the exciting journey ahead at Hutch Rec,” Gray says. “I’m ready to take our community’s love for sports to the next level, combining my local roots with education to serve the community.”

The National Weather Service in Wichita has issued a Wind Advisory from noon to 9 p.m. Monday.&nbsp;

South winds 25 to 35 mph with gusts up to 45 mph expected in Barton, Ellsworth, Lincoln, McPherson, Rice, Russell, Saline, Harvey, and Reno Counties.

Gusty winds will blow around unsecured objects. Tree  limbs could be blown down and a few power outages may result.

Winds this strong can make driving difficult, especially for high profile vehicles. Use extra caution.

Cosmosphere to host free advance screenings of Space Cadet

TOPEKA — Governor Laura Kelly announced today that $4.1 million in Community Service Program (CSP) Tax Credits have been awarded to support the fundraising efforts of 26 nonprofit organizations across Kansas. These funds will enhance local access to quality childcare, healthcare, education, arts, and housing services.

Two Hutch Post area projects are part of the awards.

Lindsborg Old Mill &amp; Swedish Heritage Museum will receive&nbsp;$166,600.

The internationally known historic treasure of the World’s Fair Swedish Pavilion is not only the venue for multiple community and educational events, it also is a major attraction for tourists around the world, bringing significant revenue to the local and regional community. However, the Pavilion is in dire need of repair. Structural repairs are needed to prevent it from collapse, and a new roof is needed to protect it from water damage.

Also, McPherson County Community Foundation (Cradle to Crayons) will receive&nbsp;$166,600.

Cradle to Crayons Childcare seeks to develop a new 18,000 square foot Moundridge Early Childhood Center and use tax credits to cover the new center’s facility safety items that include fire alarm and suppression systems, hardened space, playground turf, site fencing, and site lighting.

“These tax credits are vital to ensure our nonprofit organizations have the necessary resources to positively impact communities across Kansas,”&nbsp;Governor Laura Kelly said. “Community Service Program Tax Credits are a valuable tool that encourages investment and engagement in local nonprofits."

Established in 1994, CSP provides substantial tax incentives to donors. A 70% tax credit is available for contributions in rural communities (populations less than 15,000), and a 50% tax credit in larger communities. The credits are a direct deduction from the donor’s state tax obligation.

Each project addresses unique community needs, from modernizing infrastructure to enhancing cultural and recreational resources. The awarded projects include initiatives such as replacing city pool facilities, expanding and renovating community libraries, historic preservation efforts, and expanding arts facilities and senior care services.

Awardees were selected through a competitive, score-based process. Out of 54 applications requesting over $9.8 million in tax credits, 26 projects were chosen.

However, the Pavilion is in dire need of repair. Structural repairs are needed to prevent it from collapse, and a new roof is needed to protect it from water damage.Also, McPherson County Community Foundation (Cradle to Crayons) will receive&nbsp;$166,600.Cradle to Crayons Childcare seeks to develop a new 18,000 square foot Moundridge Early Childhood Center and use tax credits to cover the new center’s facility safety items that include fire alarm and suppression systems, hardened space, playground turf, site fencing, and site lighting.“These tax credits are vital to ensure our nonprofit organizations have the necessary resources to positively impact communities across Kansas,”&nbsp;Governor Laura Kelly said. “Community Service Program Tax Credits are a valuable tool that encourages investment and engagement in local nonprofits."Established in 1994, CSP provides substantial tax incentives to donors. A 70% tax credit is available for contributions in rural communities (populations less than 15,000), and a 50% tax credit in larger communities. The credits are a direct deduction from the donor’s state tax obligation.Each project addresses unique community needs, from modernizing infrastructure to enhancing cultural and recreational resources. The awarded projects include initiatives such as replacing city pool facilities, expanding and renovating community libraries, historic preservation efforts, and expanding arts facilities and senior care services.Awardees were selected through a competitive, score-based process. Two McPherson County projects get state tax credits

HUTCHINSON, Kan. — If you had limbs come down over the weekend, you can take them to the same places that have been available with the earlier storm in Hutchinson.

"Obviously, with the storm and the limbs that fell down we realized that it was important to open up the sites that are in the arena and the parking lot in the arena as well as in Carey Park," said Mary Grace Clements with the City of Hutchinson.&nbsp; Those are not manned by city employees right now, but you're able to go in and drop any debris brush and limbs only and we will take it to the the landfill for you."

They don't know yet exactly how long the sites will remain open for.

"It's vital that you continue to work to clear these things off your yards in your area," Clements said. "At some point we will get back to, hopefully soon, that we will get back to what the codes say. We'll be at that point but this is an opportunity to get that done and work through to clean the area from the debris of the storm I know myself I had a couple trees down. I'm lucky it didn't hit my house."

City staff will be taking a look around town to see what is still needed.&nbsp;

"I think the most important thing right now is to assess the needs for the community and we'll make the best decisions for everyone involved," Clements said. "I mean it is a benefit for the residents right now to be able to come in and drop that without having to take to the landfill what we found in the first rendition of this scenario the lines to get into the landfill were were extremely long so this does expedite the process for the residents so right now we're going to assume that it's going to be a couple days, if we need to extend that, we will."

The original date of return to regular enforcement was to be July 1. A new date has not been set yet.

Limb drop sites reopened

MCPHERSON, Kan. — Les Mason's seat in the Statehouse will be filled for the Special Session Tuesday.

The Republican Party is holding a meeting for District 73 on Monday night at 7 p.m. at the McPherson Senior Center. Sign in for those there to vote will be at 6:30 p.m.

Precinct Committeemen and Committeewomen from the district will vote for someone to fill the seat.&nbsp;

Those who cannot attend must fill out a proxy form and have it notarized prior to the meeting, to allow someone else to vote on their behalf.

This meeting is required to fill the seat of Mason, who died earlier this month from complications from a brain aneurysm.

Republicans to hold meeting to replace Mason

HUTCHINSON, Kan. — Hutchinson Police Chief Brice Burlie told Hutch Post that his department will be doing some important training later this month.

"This training is armed intruder training," Burlie said. "It's a yearly training event put on by the Reno County SWAT team. The Reno County SWAT team is a multi-agency team. It has members from the Hutchinson Police Department, Reno County Sheriff's Department, Hutchinson Fire Department, who provides medics for us, and then the South Hutch Police Department. This year the training will be held up at Hutchinson High School, and it's an opportunity for us to invite all first responders inside Reno County to train and practice simulations of an armed intruder event to make sure that in the unlikely event of an armed intruder scenario that we are prepared to handle that type of situation."

That training is especially important given how young his department is.

"We are a very young department," Burlie said.&nbsp; "We have a lot of officers that have less than two years of experience and a lot of officers that even have less than five years of experience. So giving them this opportunity to, as you know, Chief Beer alluded to earlier, get them into these scenarios and bring up the stress level and allow them the opportunity to make mistakes and then learn from those mistakes in an environment where it's just training and no harm comes to anybody is super important for us to make sure that they have the opportunity to be successful in a case that one of those events would occur."

Burlie also still needs officers, they have 11 vacancies right now, with six additional officers still in the midst of the initial training process.

Hutch PD plans active shooter training

HUTCHINSON, Kan. — In the latest national edition of the Annie E. Casey Foundation 2024 KIDS COUNT National Data Book, Kansas still ranks in the bottom half of the country for education at 28th. Adrienne Olejnik with Kansas Action for Children is clear. Education doesn't just happen K-12, and it doesn't just happen in the school building.

"I think the most important takeaway from this report is the interplay how much outside of school time affects children's educational outcomes," Olejnik said. "Also in the report, we're seeing increased rates of chronic absenteeism and adverse childhood experiences that are affecting children's ability to learn."

Getting a good start for kids even before they are thinking about school is an area the state has been working on.

"This data really points to the need for increased investment in childcare and early learning systems," Olejnik said. "We've been talking to the legislature about that for several years and they've really started to listen. Childcare was more of part of the conversation this year than we've seen in past years."

It is important to help those kids that were in school during the not normal years of the pandemic to get back to speed, as well.

&nbsp;"I think the takeaway is that we know that targeted investments that teachers and other educational professionals are making for these students to mitigate the impact of what children experienced during the pandemic is starting to make a difference," Olejnik said.&nbsp;

Kansas education data still a concern

Inman, KS —&nbsp; The Inman Museum Association is excited to announce the commissioning of their new mural project on the iconic grain elevator east of Highway 61 when entering Inman. This significant project is part of a broader initiative to celebrate Kansas heritage with 150 years of Turkey Red Winter Wheat and the settlers that brought it to Kansas.

The mural is being painted by Mindy Allen of Mindy’s Murals, a renowned muralist based in Junction City, Kansas. Known for her vibrant and intricate designs, Mindy’s Murals transforms public spaces into visual masterpieces that reflect the unique spirit of their locations.

“We are thrilled to bring this project to life,” said Ron Regehr, representative of Inman Museum. “The mural will serve as a landmark for Inman history and future aspirations as we embark on a new 15,000 sq. ft. facility that will share the stories of custom cutters from the Inman/Buhler area and across the Great Plains. It’s a beautiful way to celebrate our heritage and welcome travelers passing through the area.”

This project is made possible through the support and collaboration with Inman residents, local organizations, the Kansas Department of Commerce and the Office of Rural Prosperity.

Surrounding community are invited to witness the mural’s progress at the Inman Harvest Celebration on June 29th. The celebration includes an Inman parade, fishing derby, custom cutting demonstration, pedal tractor pull, food trucks and fireworks. HUTCHINSON, Kan. —&nbsp;According to Dan Murray with the Kansas NFIB, now that legislative leadership and the Governor potentially have a deal on taxes, the special session could go quickly.

"They do plan to come in on Monday," Murray said. "The special session starts on Tuesday. They had indicated all along that they were going to come in only for a day. This certainly makes it more clear that that's probably a more likely possibility, but it does many of the same things that previous plans have done outside of including property tax relief, which certainly we had championed and others had as well."

Still there is significant income tax relief in the bill.

"It takes our tax code from three tiers to two tiers, reduces those rates slightly to 5.2% and 5.58%," Murray said. "If you're filing as a single filer and you make below $23,000 or jointly $46,000, your rate will be zero, and then it increases slightly the standard deductions. Again, those were included in previous versions of tax relief, and provides for personal exemptions for couples filing jointly. That'd be around $18,000 and for single filers around $9,000.

There's also some help for seniors in this version.

"Then, many have wanted to see in tax relief this year, the elimination of Social Security or the income tax on Social Security benefits for seniors," It does not include any, again, any property tax relief, and it doesn't include any speeding up of the elimination of the food sales tax because that's set to eliminate at the end of the year anyway."

The process of debating the bill will work a little differently, too.

"They're doing an informational hearing without a bill number on the tax bill on Monday, that, we anticipate being Monday afternoon," Murray said. "What they'll do is come to early morning on Tuesday and introduce the bill directly on the floor in both the House and Senate, and they'll debate it on the House and Senate floor, much like they would in the committee process, so essentially,they bypass the committee process in terms of allowing the committees to mark it up and advance it to the to the full Senate and or House."

If leadership can keep their caucuses in line, this could get done in a day or less.&nbsp;

HUTCHINSON, Kan. — The Hutchinson Human Relations Commission will be introduced to&nbsp;J.K. Vann as the new Human Relations Officer at their meeting on Tuesday.

Also on the agenda is approval of the Commission's Strategic Plan, rescheduling the DEIB training with Dr. Mildred Edwards. It is a three-day intensive workshop through the Kansas Leadership Center.&nbsp;

The board will also discuss moving its meetings to the evening and creating a systems map for the Human Relations Commission to use to connect those with issues to the proper resources, both inside and outside the city.

HUTCHINSON, Kan. —&nbsp;At about 2:30 p.m. on Saturday, a small red car accidentally backed into the front left corner of the Salvation Army Thrift Store at 200 S. Main St.&nbsp;

No injuries have been reported at this time. Store Manager Cinda King said that the store was occupied at the time of the incident but nobody was hurt.&nbsp;

King said she hopes the store will be ready to open on Monday, pending safety measures.&nbsp;&nbsp;

Wreck at Salvation Army Thrift Store Saturday afternoon

HUTCHINSON, Kan. — A Saturday afternoon thunderstorm rolled through Hutchinson and had torrential rain and golf ball size hail.

The Hutchinson Airport reported a 77 mile per hour wind gust with the storm.&nbsp;

At one point, over 5,000 customers in Hutchinson were without power, according to the Evergy outage map.

There was also a report of some significant tree damage near South Hutchinson, along with a report of golf-ball size hail four miles south of South Hutchinson.

Fairgrounds Splash Pad closed

RENO COUNTY — As part of a bill passed by the Kansas Legislature this spring a portion of K-96 will be named in honor of the 96th "Deadeye" Infantry Division, but they still need to finish the fundraising for it.

"It is from the 56th Avenue junction with the new K-96 to the Nickerson Road, north of Nickerson," said Reno County Commissioner Ron Hirst. 

His dad was a part of the 96th&nbsp;in Okinawa and Leyte.&nbsp;Hirst is still looking for funds for the road signs for the 96th.

"We need right at $1600 more," Hirst said. "I just want to get the word out. I've spoken with some people and I've got a couple of nice additions to the money I put in, donations to the community foundation for that project."

If you would like to help with money for that, you can give to the Hutchinson Community Foundation and put 96th Infantry on the memo line of your check.

HUTCHINSON, Kan. —&nbsp;Hutchinson Fire Chief Steven Beer said the new station on North Main is helping get his people to fire scenes faster.

"I don't have a full year's worth of data," Beer said.&nbsp; "I can tell you that before we moved the ladder truck up from 11th and Halstead, if we had a fire west of Main Street, that ladder truck took over 10 minutes to get on scene. I can tell you right now our ladder trucks are on scene within probably four to five minutes anywhere in the city now."

The North Main station gets the majority of calls in Hutchinson.&nbsp;

"Having that second apparatus to take the secondary calls that come in that area has been priceless," Beer said. "We're just starting the reaccreditation process and starting to run some numbers on everything and we'll have a lot of data coming forward."

The one year anniversary of the dedication of the station is Saturday.

HUTCHINSON, Kan. — The Hutchinson Monarchs got a solid 5 innings of relief from Josia Ross to edge the Wichita Diamond Kings 3-1 Friday night at Hobart-Detter.

HUTCHINSON, Kan. — City of Hutchinson Public Works Director Brian Clennan will bring a traffic calming policy to the Hutchinson City Council at their meeting on Tuesday.

According to agenda documents,&nbsp;the Engineering Department receives numerous requests and complaints each year regarding traffic issues, particularly concerning speed and volume on residential streets.

Addressing these issues helps improve the livability and vitality of our neighborhoods. To evaluate and determine the necessity for traffic calming measures, JEO Consultants, in collaboration with city staff, has developed a comprehensive Traffic Calming Policy.
