HESSTON, Kan. — A cement truck crashed early Tuesday afternoon at the intersection of Lincoln and Randall in Hesston.

"A builders employee took the turn at Lincoln and Randall too fast and put the loaded cement truck on its side," Hesston Police Chief Chris Eilert said. "The driver was transported by Hesston EMS to Newton Medical Center with minor injuries. Auto House Towing &amp; Recovery used two heavy wreckers to get it back on its wheels."

Cement truck overturns in Hesston Tuesday afternoon

TOPEKA, Kan. — The Kansas Department of Transportation announced on Monday approved bids for state highway construction and maintenance projects. The letting took place Aug. 21, 2024, in Topeka. Some of the bids may include multiple projects that have been bundled based on proximity and type of work.

KDOT announces approved bids

HUTCHINSON, Kan. — The pig races are back at the Kansas State Fair after a year hiatus, and have been a huge success so far at its new location.

"They've went really well," Aryn Hedrick with Hedrick's Exotic Animal Farm said. "I love the response down here. I know there have been some questions of where they are since they're not in the normal location, but they're right here between the petting zoo and the grandstand on the south end."

Hedrick and his staff were thrilled to be back at the State Fair this year.

"They were excited about it," Hedrick said. "We had a lot of calls wondering why we weren't here and I don't know, there was miscommunication or something somewhere, so we're back and have had a good crowd response. My guys are excited to be doing it again."

The pig races will run at 10 a.m., noon, 2 p.m., 4 p.m. and 6 p.m. every day for the remainder of the fair, which ends on Sunday.

The pigs live a pretty simple life during their time on the fairgrounds.

"The pigs have a pretty lazy life," Hedrick said. "They don't have to do a whole lot. We have a couple sets of pigs we rotate around. They run five races a day that takes a few seconds. The rest of the time they're back here in the Hog Hilton. We have air conditioner and fans on them, and they get feed and water, so they don't have to do a whole lot."

Each race has an Oreo cookie placed on a silver platter at the finish line for the winning pig.

"I'm not sure where it originated," Hedrick said. "We've used that for probably 30 years and they love them. They'll really race for that cookie. We call it the oink-e-o cookie."

The pigs don't just see the Oreo cookie during the fair.

"Sometimes when we're getting close to fair time we'll give them some," Hedricks said. "That way they kind of know what they are. They know when you start walking up to the fence what's going on. They want that cookie. They have a sweet tooth, I guess."

The new location has helped Hedrick and his team not have to go back and forth between two locations like years past.

"It saves running across the fairgrounds to another location," Hedrick said. "It keeps my guys right here close where they can be doing other things also."

Fairgoers can expect to see fun family entertainment when checking out the races.

"It's fast and furious," Hedrick said. "They're running really well. They were in Nebraska for a short time and then we switched them out. They had about a week and a half off and then came here. They know it's time to run again and they want to get that cookie and go out and beat their fellow pigs."

New location a success for pig races at State Fair

HUTCHINSON, Kan. — The AAA Foundation for Traffic Safety released its 2023 American Driving Survey, providing insights into U.S. daily driving trends after the initial impact of the COVID-19 pandemic. The survey reveals that overall driving patterns have rebounded.

"We've looked at some driving habits and seen that those have, for the most part, stabilized since the pandemic," Steward said. "We have also found some safety issues regarding older vehicles and a lot of those are on the road these days."

The percentage of Americans who drove at least occasionally remained steady at 95.3% compared to 2022. Driving trips averaged slightly less than 2.5 per day, with a duration of just over an hour and nearly 30 miles.

"The largest percentage of driving trips were related to running errands, about 31%," Steward said. "Driving to and from work comprised about 22.5% of driving trips."

Older cars are still out there being driven quite a bit.

"According to S&amp;P Global Mobility, the average age of vehicles on U.S. roads is 12.6 years," Steward said. "That's up by two months over last year. When you break out passenger cars from the total, the average age jumps up to 14 years."

&nbsp;That’s 53% higher than back in 2000 when the average age of passenger vehicles was 9.1 years.

HUTCHINSON, Kan. — The most visible security for the Kansas State Fair may be the drone that is flying above the grounds thanks to Kansas State University, but that has worked in concert with the other measures to make this a safe fair for the over 100,000 people that attended so far from Friday, Sept. 6 to Sunday Sept. 8. 

One of the concrete barriers set up for emergencies actually got caught on a Hutchinson Fire apparatus trying to turn into the fairgrounds Monday morning for Emergency Management day at the fair. That happened around 8:45 a.m. Monday.

"It looked like they turned a little too soon, got the tire of the truck caught and they stopped it, immediately," Schulz said.&nbsp;

The drone, in particular, was a help on the first night of the Fair.

"One of the situations we were told of yesterday was where we had two medicals up in the grandstand during Wynonna," Schulz said. "We had a little child and I think, a lady, one on each side. We were able to actually get the drone so that they could tell exactly, for the paramedics, where to go. They were able to pinpoint, go up about five more rows, that's where she's sitting. Those kinds of things have helped us immensely."

Lt. David Golden also told the fair board at their meeting on Monday that they have an ongoing case regarding brandishing firearms on the fairgrounds where the cameras helped them find an abandoned weapon before anyone could pick it up and that had they not had the camera access, it could have taken them much longer to get that situation resolved.

Strong first weekend for State Fair shows off new security measures

HUTCHINSON, Kan. — Jon Austin, DVM with Hutchinson Small Animal Hospital asks you to think of your pets and help keep them safe by spaying or neutering at your veterinarian's recommended schedule.

"There's always been more pets than there've been available people to take care of them," Austin said. "It's a function of mathematics and reproductive capability. They can just make more of themselves too fast. That's why the responsibility lies on the pet owners and just everybody to spay and neuter their pet. It's never been more important than it is right now. The shelters all across the nation are overfull and turning people away, which that's not what they want to do. I know the Hutchinson shelter has been overfull as well. They want to help those pets. They want to find homes for them. They want to keep them alive. Sadly, that's not what's happening right now. Euthanasias are up across the nation in shelters and in those kinds of facilities."

Other than breed-specific dogs with jobs like hunting or herding, there's really no need to breed.

"No one needs to be breeding right now," Austin said. "There are very few needs in terms of animals being bred. I know there'll always be purebred dogs being made and people wanting those and a market for them. The doodles in the last five years have kind of taken over the world. They're pretty wonderful. I've got a lot of those patients. I see why people are drawn to them and like them, and maybe there's a cause or a home for breeding doodles right now. But man, just go spend a minute at any animal shelter and you'll see there's just a ton of animals whose sadly their lives are never even getting started. They're having to be put to sleep because there's nobody to take them."

People who were home during the pandemic are headed back to work because of the tough economy and that is making things more difficult.

"Apparently those people now are casting off those animals or relinquishing those animals and turning them back into shelters," Austin said. "It just, you know, amazes me, blows my mind that you could take a pet, grow a relationship and love it and then surrender it. I just, I cannot imagine that. It's a lifetime choice. It's a 10 to 15 year commitment when you take a dog or a cat, you know, you kind of agree to give that animal a home for its entire life. That's certainly the way it should be and the way we like to see it."

Austin said most animal hospitals in Hutchinson can spay or neuter a young animal for a very reasonable fee, and it is much less expensive than potential reproductive problems or cancer could be.

Vet: Spay and neuter pets, please

PRETTY PRAIRIE, Kan. — According to a message to Hutch Post from Pretty Prairie USD 311 Superintendent Ashley Anderson, Pretty Prairie USD 311 will hold a beam-raising ceremony on Tuesday, Sept. 10 at 101 N Maple Street in Pretty Prairie for their middle school gym expansion project.

Instead of a traditional&nbsp;groundbreaking, they are going to do a beam raising! 

Before the beam is lifted high in the air, and secured into the structure, they are going to get the signatures of all the students&nbsp;and staff on it. The Bulldogs will sign the top area of the beam- it won't be visible once it hangs in the gym, but they will know the signatures are there. The other three sides of the beam will be painted to match the ceiling.

The school will be managing this in three waves- to accommodate&nbsp;the schedules of students and staff.

HUTCHINSON, Kan.&nbsp;— Chronic absenteeism is an issue for every school district, but Buhler USD 313 is putting a focus on reducing that number this year.

"Chronic absenteeism, let's define what that means, it means missing 10% or more of your school days," said Buhler USD 313 Superintendent Cindy Couchman. "If we're in school roughly 170-ish days, that means missing 17 or more days of school, so chronically absent is quite a bit. Pre-COVID, Buhler schools ran around 8%, that's pretty low. Since COVID, the year after COVID, 2021-22, we jumped to 32%. Then that was when we had a lot of people home sick, we understand that. That's a little bit of an anomaly, but the following year was around 22%. We really made a considerate effort last year to get it down, and we're working on it again this year. Last year it was 11.8% for Buhler schools. Our goal is to get that back below 10%. And the state average is almost 20%."

Couchman notes that you usually get better results with better measurement.&nbsp;

"We're tracking it closely," Couchman said. "We're communicating with parents. We think, you know, we even see it, I think I've talked to a lot of employers in our county and across the state, showing up to work and it's become an issue since COVID, and I think it starts by forming habits and expectations that you need to show up. That's what we're trying to communicate to our families and to our students is important that you show up to school. There's a lot of things you can do to combat that. We need to make students feel like they belong, and that's a big one. If you feel like you're gonna be missed, then I think you're more likely to show up."

When it comes to the statistics, there's nothing better than being at school.

"Chronic absenteeism is for any reason, whether you're sick, whether you're at a school activity, you're counted, that's, it counts as an absence," Couchman said. "I know when I taught calculus, it didn't matter if they were gone for an activity or they were sick, they were still gone. I still had to reteach the lesson to them. You know, when you have students that are gone, it makes the community of your classroom, it changes it. When the teacher's gone, it changes the community of the classroom. That is part of it. We obviously don't want students to show up to school if they're sick, because that actually hurts our absenteeism because it then exposes other kids to being sick, but if you are able to come to school, we want you there."

Buhler USD 313 working to keep kids in class

HUTCHINSON, Kan. —&nbsp;Roger McEowen, the Kansas Farm Bureau Professor of Agricultural Law and Taxation at Washburn University School of Law told Hutch Post that estate planning is especially important for those who want their farm businesses to outlive them.

"One problem is just simply not having done any estate planning and leaving it up to state law to dispose your property to death," McEowen said. "Well, that might be your estate plan, but if you want to transition the business to the next generation, that's probably not a good way to do it. Another problem is just thinking that I will leave all my land in particular in co-equal ownership to my kids. When I'm gone, I'll let them sort things out. Well, often that ends up in a judge trying to figure things out with a partition and sale action, because you may have some children that want to continue farming and others that don't, but they want cash out of the inheritance, and so that creates a natural problem right there that has to be solved."

It's also important to designate beneficiaries where possible, as then those assets can sometimes avoid some of the other estate issues.

"That would include retirement plans," McEowen said. "It would include life insurance. Pension plans, for example. Make sure you have those lined up correct with your intentions. Maybe you need a buy-sell agreement if you've got a farm business that, again, you want to transfer to the next generation.&nbsp;I could go on and on. There are just so many things that need to be considered, because we don't know how much sand is in the top of each of our hourglasses, and we need to get these things done probably sooner than later."

In addition, there could be some policy change coming if the Tax Cuts and Jobs Act provisions regarding estate tax are allowed to sunset.

"Sunset occurs at the end of next year on just about all of the provisions," McEowen said. "On the estate tax, we're going to have one more inflation adjustment on the basic exclusion amount. We're at $13.61 million right now. The projection is that's going to go to $14.3 million per person next year, and then in 2026, if Congress doesn't do anything, the projection is it'll be $7.15 million, because it readjusts down to $5 with an inflation adjustment. So we think it'll be about $7.15 million. So essentially cutting it in half."

The issue is that with increases in land values, farms with a lot of ground could pass those lower limits more easily than the current ones, possibly resulting in some need to divest some of the land to pay estate tax, if planning isn't done in advance to mitigate the changes.

Tax law expert encourages farm estate planning

HUTCHINSON, Kan. — Virginia's Lt. Governor is coming to the Kansas City area next month to speak, thanks to the Kansas Black Republican Council (KBRC), the Kansas Federation of Republican Women (KFRW), and the Republican National Hispanic Assembly of Kansas (RNHA). Winsome Earl Sears will speak October 14th, 2024, at 7:30 p.m. at Fiorella's Event Space in Overland Park, Kansas.&nbsp;&nbsp;

"We're really excited about the impact that Lieutenant Governor Winsome Earl Sears, her trailblazing career, is going to have in Kansas," said Michael Austin with&nbsp;the Kansas Black Republican Council. "We think that she's the embodiment of the American dream, and she can really serve as an inspiring figure to not only Kansans, but most certainly those in the 3rd Congressional District. So we're proud to have her come."

The hope in having the event is to energize Republicans for a tough race in Kansas 3rd District.

"When you talk to folks in the community, they want to participate," Austin said. "They want to support. They have traditional values, but they may not be, you know, your true diehard Republicans. We think that having Winsome Earl Sears can once again bring people back to believing in those traditional values and conservative ideals, and something that we think could be really inspiring for those who might feel disaffected with the current political environment."

Winsome Sears is the first woman of color and second woman to hold statewide office in Virginia.&nbsp;

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann was in Hutchinson on Saturday at the Kansas State Fair, and he talked to Hutch Post about the work that still needs to be done before the end of the federal fiscal year on Sept. 30.

"We go back for votes in D.C. this week," Mann said. "The House is in session the next three weeks here in September. It looks like there is momentum to do some kind of an extension. We'll know a lot more once we get to Washington D.C. this week and talk about what the plan is and what we do to fund the government moving forward."

Also up at the end of the fiscal year is the extension to the five-year farm bill that has now gone through a sixth, will it see a seventh? Quite possibly, according to Mann.

"I've been frustrated at how slow this farm bill process has been," Mann said. "I've been to the floor 33 times imploring members of Congress to get serious about getting a five-year farm bill done. It looks like, potentially, there'll be an extension. The House passed a really good version out of the House Ag Committee, that still needs to go to the floor and we need to conference with the Senate. Unfortunately, there's still a long way to go on the farm bill."

The political question is will the House Ag Committee continue under Republican control of the gavel? In other words, will Republicans still be in the House majority come January 2025?

"We're going to find out in November," Mann said. "Elections have consequences. It sure seems like Republicans are going to continue to have the majority in the House. I'm optimistic they will in the Senate as well, and win the White House, but we'll have to see what happens in November."

The most likely scenario at this point for all of this pending work is that it gets extended until at least the next Congress is seated, so that those who have tough elections on both sides of the aisle can come home and campaign.

"The House is in session the next three weeks here in September. It looks like there is momentum to do some kind of an extension. We'll know a lot more once we get to Washington D.C. this week and talk about what the plan is and what we do to fund the government moving forward."Also up at the end of the fiscal year is the extension to the five-year farm bill that has now gone through a sixth, will it see a seventh? Quite possibly, according to Mann."I've been frustrated at how slow this farm bill process has been," Mann said. "I've been to the floor 33 times imploring members of Congress to get serious about getting a five-year farm bill done. It looks like, potentially, there'll be an extension. The House passed a really good version out of the House Ag Committee, that still needs to go to the floor and we need to conference with the Senate. Unfortunately, there's still a long way to go on the farm bill."The political question is will the House Ag Committee continue under Republican control of the gavel? In other words, will Republicans still be in the House majority come January 2025?"We're going to find out in November," Mann said. "Elections have consequences. It sure seems like Republicans are going to continue to have the majority in the House. I'm optimistic they will in the Senate as well, and win the White House, but we'll have to see what happens in November."The most likely scenario at this point for all of this pending work is that it gets extended until at least the next Congress is seated, so that those who have tough elections on both sides of the aisle can come home and campaign.

🏈 Week 1 area high school schedule

HUTCHINSON, Kan. — The United Way of Reno County kicked off their 2024-25 campaign this Friday with people standing on 10 street corners in Hutchinson attempting to get drivers to honk to raise awareness of the campaign.

"I think we've got a group of people that truly believe in the mission and the reason why we're trying to raise this $1.3 million," said Lacey Mills with the United Way. You sit in that room and you hear the work that these nonprofits in our community are doing and the lives that they are touching and who wouldn't want to go out and shout from the street corners and from every rooftop why giving back to our community is so important."

It's important that people understand that nonprofit organizations are helping those who are already trying to help themselves.

"ALICE stands for Asset Limited, Income Constrained, Employed," Mills said. "We're talking about people who are working, sometimes they are working two, three jobs to try and make ends meet. On our website, I was looking, <a href="https://www.unitedforalice.org/household-budgets/kansas">we have a budget calculator</a>. In Reno County, in order to just make basic needs met, if you're renting a home, your salary has to be upwards of $50,000 to $60,000 annually, just to cover your basics. That's a challenge for people."

The hope is that by giving a hand up to these nonprofits, those people can continue to be a part of the community.

"Our goal, I think, through supporting these nonprofits is very directed at trying to help with certain things like mental health and physical health, basic needs, food insecurity, housing, etc. and then also, financial stability. How do we help people come up out of that ALICE family moment and really thrive here in Reno County, because we want them to stay here."

United Way campaign is underway

HUTCHINSON, Kan. — The Kansas State Fair will be a safer place at night this year, and also less expensive for the Kansas State Fair Board to run.

"We've invested over $300,000 in lighting, changing out all of the old metal halogen lighting to LED," said Kansas State Fair General Manager Bryan Schulz. "It's going to be a lot brighter out here and cost effective."

Schulz sees the potential for continued growth at the fair in his fourth year.

"When I first started my first year, we were at about 278,000 people," Schulz said. "We went to 316, last year, we were just shy of 331. I'm thinking just looking at concert tickets and pre-sales, we could be back into pre-COVID of the 350,000 mark."

If you're still looking at coming to a concert later in the fair, there are lots of options available.

"We've got three tiers of seating," Schulz said. "You can actually sit up in the grandstand. If you want to get down in the VIP area, if you purchase a table, you get six people to come sit with you. If you want to do a standing room only, that gets you up on the concrete. But the nice thing about it is you also get a couple beverages and some food that goes with it. So you kind of get your VIP experience. Then you step down into Kansas Star Casino's party pit, which is right in front of the stage."

Progress continues on fairgrounds

HUTCHINSON, Kan. — Tentative dates are being held for Salt City Racing for an upcoming 2025 season. 

The Kansas State Fair Board did not vote on the dates at their meeting on Thursday, because there is some contract language still to be worked out between the lawyers on both sides, and because there are additional governing bodies that would like to race in Hutchinson that aren't ready to set dates yet.

April 25 May 9 May 30 June 6 June 20 July 18-19 August 22 September 19 October 10-11

The July date still needs to be run by the Reno County 4-H Fair Board, as that is the weekend before their livestock shows start and is the typical weekend for the dog show that happens before the county fair. 

The July date, if it is worked out, would be the return of the Silver Crown series to Hutchinson.

This would be ten race dates in 2025, up from eight this year and, with the exception of the two day events, they would all be on Friday nights.

Fair board holding dates for a 2025 race season

HUTCHINSON, Kan. — Creighton University economist Ernie Goss says struggles in agriculture have pushed themselves over into his manufacturing survey, as well.&nbsp;

"This, of course, is a survey of manufacturing supply managers in nine, what we call the mid America states, which includes Kansas," Goss said. "The overall reading was below growth neutral for the month. That's the month of August. And this is the fourth time in this year."

Economic optimism is low in this month's survey.

"Approximately 35% see a recession as the number one challenge to their business, and that's even with a rate cut from the federal reserve, which is almost a hundred percent likely on September the 18th," Goss said. "Now the question becomes, is it a quarter percent cut or is it a half percent cut?"

Goss thinks they might consider a half percent cut if the jobs report is bad enough, but he actually noted that rate cuts have not historically held off recessions.&nbsp;

"Every recession since the 1950s, every one of those recessions has been preceded by significant rate cuts by the federal reserve," Goss said. "Back in the last time we had a deep recession back in 2008 and nine, the fed began cutting rates to near zero and launching new programs to stimulate growth, what we call quantitative easing. That was a mistake on their part then, and it's a mistake now."

Goss said that whatever the Fed chooses to do later this month likely will not have a meaningful effect between now and the November election.
