HUTCHINSON, Kan. — The unemployment rate in Reno County was higher for the month of January 2024.

According to the Kansas Department of Labor, the jobless rate for the county went up seven tenths of a percent to 2.9%. The jobless rate for the same period in 2023 was 3.1%.

There were 839 county residents out of work.&nbsp;

Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.6% in January. This is unchanged from 2.6% in December and a decrease from 2.8% in January 2023.

“The average unemployment rate for Kansas was 2.7% in 2023,” said Secretary Amber Shultz. “January 2024 shows continually low unemployment, with an unemployment rate of 2.6%.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 1,200 from December. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 1,800 over the month, while government increased by 600.

Since January 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 8,500. This change is due to an increase of 7,000 private sector jobs and an increase of 1,500 government jobs.

“Total nonfarm jobs showed little change over the month in January,” said labor economist, Nathan Kessler. “Since January 2023, Kansas has added 8,500 nonfarm jobs, with 7,000 of those in the private sector.”

The February 2024 Labor Report will be released Friday, March 22.

TOPEKA — The Kansas Department of Transportation announced Friday approved bids for state highway construction and maintenance projects. 

The letting took place Feb. 21, 2024, in Topeka. Some of the bids may include multiple projects that have been bundled based on proximity and type of work.

Reno County project among KDOT approved Feb. bids

NEWTON, Kan. — Newton City Manager Daniela Rivas will host two coffee meet-and-greet events in the coming weeks to engage with the community:

The events are designed for relaxed conversation in a comfortable environment with residents and business owners to meet the city manager, ask questions, and discuss City-related topics of their choice.

The events are open to the public and all are encouraged to attend. The event at Our Lady of Guadalupe is especially focused on the Hispanic community, and Spanish speakers are welcome.

Rivas was the assistant city administrator/finance director in McPherson before coming to Newton. She previously served as city administrator in Columbus and as finance director in Park City and in Winfield.

If you polled 100 meteorologists, I would venture to guess 70% of them would tell you the song “Cruel Summer,” sung by&nbsp;Travis Kelce‘s girlfriend (you know…T-Swizzle) is about the weather. They would be wrong, but you couldn’t blame them for thinking that.

Indeed, for everything great about the summer months, it can be quite cruel. Days of relentless heat can take a toll on us physically, our air conditioners, and in the most extreme circumstances, the electrical infrastructure. More to the point, when you break down all the weather-related fatalities, there is one that stands alone.Heat.Before we get into how to protect yourself from the heat, let’s start by talking about the heat index, and giving you some of the watch, warning, and advisory verbiage the National Weather Service will be using to raise awareness about it this coming summer.

We’ve all heard this at some point: “Currently in Hutchinson, it’s 95 but feels like 110.” The summer version of the “feels like” temperature is called the heat index, a measure of how hot it feels when relative humidity is factored in.There is a second heat scale, called the Wet Bulb Globe Temperature, that is more skewed for athletes and those who work outdoors. We’ll come back to the Wet Bulb Globe Temperature in a later article.

Generally, the heat index table looks like this:

The higher the relative humidity, the greater the likelihood of heat illness with prolonged exposure or strenuous activity.Now, about that lingo…When you hear me or Scott talk about heat advisories, watches or warnings on the air, here is what we mean:

HEAT ADVISORY:&nbsp;Typically less than 12 hours in length and generally issued when maximum heat indices of 105 or higher are forecast.

EXCESSIVE HEAT WATCH:&nbsp;Issued when there is a greater than 50% confidence of the area experiencing a days-long stretch of daytime heat indices above 105 degrees, overnight lows at 80 and above, or both.

EXCESSIVE HEAT WARNING:&nbsp;Issued when excessive heat indices above 105 degrees, or lows above 80 are ongoing or are anticipated. The warning means the expected impacts are forecast to last for at least two days.

According to the&nbsp;<a href="https://www.cdc.gov/disasters/extremeheat/heat_guide.html" target="_blank">Centers for Disease Control and Prevention</a>, heat is the number one weather-related killer in the United States. Each year, over 1,220 people are killed by extreme heat. That’s more than tornadoes, hurricanes, floods, lightning, and extreme cold.And each heat-related death is 100% preventable, too.Protecting yourself from excessive heat takes some planning and generally comes down to three things: 1) Planning for the heat 2) dressing for it, 3) knowing your body and the warning signs:

Sunburn affects your body’s ability to cool down and can make you dehydrated. If you must go outdoors, protect yourself from the sun by wearing a wide-brimmed hat, sunglasses, and by putting on sunscreen of SPF 15 or higher 30 minutes before going out. Reapply as needed.</li>
 </ol>Knowing Your Body<ol>
 <li>Cut down on exercise during the heat. If you’re not accustomed to working or exercising in a hot environment, start slowly and pick up the pace gradually. If exertion in the heat makes your heart pound and leaves you gasping for breath, STOP all activity. Get into a cool area or the shade, and rest, especially if you become lightheaded, confused, weak, or faint.</li><li>Drink more fluids, regardless of how active you are. Don’t wait until you’re thirsty to drink.</li><li>Avoid alcoholic and sugary drinks</li>

TOPEKA — Governor Kelly and Kansas Transportation Secretary Calvin Reed announced the 2024 Development Pipeline projects on Thursday in the Kansas Statehouse. A total of 17 projects totaling $932 million from across the state are now included in the pipeline.

“These highway projects tackle long-standing transportation needs across the state – improving safety, expanding economic development opportunities and strengthening our communities,” Governor Kelly said. “My administration is committed to making short- and long-term infrastructure improvements to benefit future generations of Kansans.”

Secretary Reed said input from Kansans helped determine what investments were of the highest priority to rural and urban communities. He said the selection process is flexible to meet economic needs and is based on engineering data, local consultation and geographic distribution. The Hutch Post area projects are listed below.

U.S. 54 expansion project, bypass/4-lane freeway from 1 mile west of K-11/U.S. 54 to existing 4-lanes east of Kingman in Kingman County, $173 million

Several Hutch Post area projects part of IKE development pipeline

HUTCHINSON, Kan. — Join the Hutchinson Art Center for this month’s make-and-take art projects for children on March 23. 

This is an opportunity for children aged 6 through 12 to create their own work of art! Students will be divided into two groups: Group A and Group B. Each group art class costs $8 per child.

Group A and B will both be learning fun and interesting facts about peacocks as we celebrate the upcoming National Peacock day (March 25)! Children will be making collage artwork using watercolors and a variety of tools such as colored pencils, markers and oil pastels to create one of a kind peacocks. 

Children will learn about analogous colors, experiment with creating different textures through various water color techniques and explore pattern, line, and color through mark making as they design their peacock collage.

Parents and guardians are encouraged to sign up their child for either Group A or Group B depending on skill level and interest. In general, the Group A project is simpler and aimed toward children aged 6-7, while the Group B project is a bit more complex and is aimed toward children aged 8-12.

Group A will meet from 1:00 p.m. to 2:30 p.m. and Group B will meet from 3:00&nbsp; p.m. to 4:30 p.m

HUTCHINSON, Kan. — Kansas State University President Richard Linton and Connected 'Cats Students visited Reno County this week. This is the second year of regional&nbsp; community visits for the college. More specifically, t<a href="https://www.k-state.edu/105/">he K-State 105.</a>

"K-State 105 is about taking the advantage of the networks we have and the relationships that we have with the extension and every single county and community in the state," Linton said. "And it's about business development, it's about economic growth and its about job creation and it's also about how do we build partnerships to able to make it attractive for industry and companies to want to build more in Kansas or want to come to Kansas to be able to build out their businesses."&nbsp;

Linton also emphasized the importance of visiting Kansas&nbsp; due to Kansas State's status as a land grant university. <a href="https://www.aplu.org/about-us/history-of-aplu/what-is-a-land-grant-university/">A land grant university</a> has been designated by its state's legislature or Congress to receive the benefits of the Morrill Acts of 1862 and 1890 or the Equity in Educational Land-Grant Status Act of 1994.&nbsp; The purpose of the Morrill Act is to teach tactics of a practical education which include agriculture, military tactics and mechanical arts.&nbsp;

<a href="https://k-state.com/about/kstatehistory.php#:~:text=On%20July%202%2C%201862%2C%20President,colleges%20in%20eligible%20U.S.%20territories.">Kansas State</a> became the first operational school created under the Morrill Act on Feb. 16 of 1863.

"The next generation land grant university is about really how can we create a land grant university as if we were doing it from scratch," Linton said. "Taking into account what we have done over the last 160 years, but thinking forward about what's going to be important for communities in the future."

The Connected 'Cats students for the Reno County tour were senior animal science and industry major Taylor Hedrick&nbsp; and senior biology student Kyser Meninger. Hedrick is a graduate of Pretty Prairie High School and Meninger graduated from Hutchinson High School.&nbsp; Hedrick and Meninger made a visit to StartUp Hutch on Tuesday, March 5. Linton joined the students on Tuesday, March 6 at Hutchinson Correctional Facility.&nbsp;

Linton said he learned about Hutch Correctional's master gardening program. More specifically, the program is called Garden for Good. Inmates are taught by Reno County Extension Master Gardener volunteers from K-State Research Extension office.

Linton said his visit to Hutchinson Correctional is one of the most inspiring visits he's had in the last two years of K-State 105. He said the master gardening program is more than just learning how to teach and be successful in gardening. It's about teaching life skills.

&nbsp;"I had an opportunity at the end of the program to be able to say I've now been to all 105 counties and communities and I don't know of a program that's more life changing than what I saw today," Linton said.&nbsp;

The community visit ended with an open forum on Wednesday, March 6 at the Kansas Cosmosphere where Hedrick and Meninger got to share about the impact Kansas State has had on their education and personal life. Hedrick and Meninger also had the opportunity to present the Connected Cats Spirit Award. The award recognizes teachers who made a positive impact on their lives. The recipients of the spirit award receive a $1,000 scholarship.

Hedrick chose to present Jon Johnson, Social Studies teacher at Pretty Prairie with the Connected Cats Spirit Award.&nbsp; Hedrick, whose dad is the principal at Pretty Prairie High School, said it was special to go back. Hedrick said Johnson plans to retire from teaching this year.&nbsp;

"So to be able to give back, to a teacher who had a big impact on me and encouraged me to go to K-State when none of my other classmates were going to a big four-year university," Hedrick said.&nbsp;&nbsp;

Meninger chose to present the Connected Cats Spirit Award to Judy Goetz, an English teacher at Hutchinson High School.&nbsp;

"I picked her because I was a senior when COVID hit, so school had been canceled and she just did a really amazing job at trying to keep the students and her connected," Meninger said. "She reached out. Told us all what we needed to do homework wise. How to graduate on time still so she just really did an amazing job at that."&nbsp;&nbsp;

Kansas State also visited Jackson County and the surrounding region in February of this year. After their visit to Reno County this week, they traveled to Seward County and held an community open forum on Wednesday, March 6 in the evening.&nbsp;

Kansas State University president visits Reno County

HUTCHINSON, Kan. — Kansas U.S. Senator Dr. Roger Marshall sees a challenge in front of President Joe Biden as he gives his State of the Union speech on Thursday. He spoke on a press conference from Washington Thursday afternoon.

"I think that the challenge before him tonight is to go in front of America and convince them that he's mentally and physically capable of doing this job another four years, does he have the stamina? Does he have any fire in the belly left?"

When Hutch Post pointed out that if former President Donald Trump, the presumptive Republican nominee, is elected again, he would be about the same age at this point in a four-year term as Biden is now, Marshall was quick to cite Senate colleagues who are currently older than Biden who he sees as still sharp.

"I think it's way more than just their age," Marshall said. "Bernie Sanders, a person I've gotten to know really well up here, I'm sure he's at least as old as Joe Biden (Sanders is almost a full year older), mentally is as sharp as anyone I've ever met. Senator Grassley (Chuck Grassley from Iowa) is over 90, he spoke in prayer breakfast this week, physically and mentally, he acts like he's a 60 year old."

The doctor, who was a long time obstetrician in Great Bend, Kansas before entering politics, ultimately said that it is up to the American people who they believe will be the best choice and that's why we have elections.

HUTCHINSON, Kan. — The second Legislative Forum for the 2024 legislative session is scheduled for Saturday, March 9th from 9:00 to 10:30 a.m. at HCC Stringer Fine Arts Center, 600 E 11th Ave.

The Reno County legislators invited to participate are Senator Mark Steffen, Representative Joe Seiwert, Representative Paul Waggoner, Representative Jason Probst, and Representative Michael Murphy.  This event will also be live streamed on the Hutch Chamber Facebook page.

Legislative Forum coming up Saturday

TOPEKA, Kan. — The Kansas Department of Transportation announces the launch of a three-month pilot study exploring whether a pay-per-mile road usage charge (RUC) could potentially replace the current state fuel tax as a new way to fund roads and bridges. The study, part of the Kansas Midwest RUC Study, asks Kansans to try out mileage reporting options and provide feedback about their experience.&nbsp;

Today, gasoline-powered vehicles pay 24 cents per gallon for state gas tax, and diesel-powered vehicles pay 26 cents per gallon for state diesel tax. As vehicles transition to being more fuel efficient or not use gas or diesel at all, state transportation funding may fall short.

KDOT is proactively exploring whether a RUC could be a sustainable, long-term funding source for transportation in the state. KDOT, in partnership with Minnesota Department of Transportation, is utilizing federal grant money available to states to study potential alternative approaches to transportation funding. To date, most states exploring RUC are on the East and West coasts — and Kansas is adding a Midwest perspective to this national conversation.

KDOT is actively recruiting pilot participants to take part in the study, which is scheduled to begin in April. Drivers across the state are asked to take part, especially rural Kansans who drive passenger vehicles or medium-duty trucks, people working in the agriculture industry and owners or operators of large trucks. Participants who fully complete the pilot can earn a $100 incentive.

Today's "Throwback Thursday Collection" takes us to the 2500 block of North Main Street on the east side.

In 1932, Harry Coberly partnered with Carl Hayes and opened a drug store at 4th and Plum.

By 1935, Harry was on his own and eventually opened many more stores: Locations like 5th and Adams in 1935, 1301 N. Main in 1938, 26th and Main in 1953 and even in the Northgate Center in 1965.

In 1956, he partnered with Vivian Mammel and they constructed the Larkland Shopping Center at 26th and Main, with Haskard Construction as general contractor. The first photo shows the shopping center at construction completion in April of 1956, with signage starting to go up.

The second photo shows the shopping center at opening in May 1956 with seven retail stores like Ben Franklins and Roberts Sports Shop.

The third photo shows the Larkland Shopping Center today with more stores like the Larkland Barber Shop with Bruce and Cheryl Hoyle. The current owner is the Larkland Shopping Center, Inc., c/o Mark Coberly.

📷 Throwback Thursday: Larkland Shopping Center - Vol. 60

On a large-scale, the weather pattern was still in transition during the month of October, which meant the region was mostly warm and dry. That regime carried into the first half of November, but changed in the back half of the month to a cooler and wetter setup. The end result of this was a snowstorm that would bring one of season’s biggest snowfalls to the region on the Saturday after Thanksgiving. In a 12-16 hour period, Central Kansas was walloped by more than a foot of snow! One of the big winners was the town of Hesston, where Eagle’s own Rob Dreher recorded more than 13 inches of powder.

As we moved into December, the pattern once again eased up, but got active to finish out the year and included a significant cold snap. The region saw some light wintry events, but not to the extent of the post-Thanksgiving storm.The season’s second big storm came around the tenth of January, when a major blizzard rolled up the western half of Kansas and eastern Colorado. At the height of the event, highway 54 was closed from Pratt to the Oklahoma/Texas line, and interstate 70 was shuttered from Topeka to Limon, Colorado. Snow amounts of 2-8+ inches fell across central and western Kansas, along with winds of 55-70 mph. Once the storm passed by, we went through a brutal cold stretch which lasted about five days.

Thankfully, the month of February was pretty tame, with just one precip event in the beginning of the month, which produced over an inch of rainfall for some locations.When you put it all together, Hutchinson received 7.39 inches of moisture (there was a two-week outage at the reporting station in town, so the data is considered incomplete) during the cold season, which is about three-quarters of an inch above normal. Additionally, the Salt City picked up close to 18 inches of snow since October 1.&nbsp;&nbsp;

Here is how that stacks up to the rest of Kansas:

When you combine the snowfall we’ve received, along with the liquid precip, a signficant dent has been put into the drought in the last three months.

Looking at the nation as a whole, we appear to be slightly below average on tornado reports through March 5, according to this graphic from the Storm Prediction Center. One reason is in part due to cool near-shore waters in the Gulf of Mexico limiting tornado potential during robust severe weather setups along the Gulf Coast. Curiously, though, we’ve seen tornadoes in Wisconsin (of all places) and California this year!

Speaking of sea-surface temperatures, they continue to be warm in almost every basin on the planet; and particularly in the Gulf of Mexico, where observed sea surface temps are in the 72-80 degree range, which is roughly 1-3 degrees Celsius above the long-term average.&nbsp;

We are also seeing a not-so-slow transition from the El Niño (warmer waters) of this winter to a neutral phase – where temps are neither cool nor warm – in the Equatorial Pacific. Forecasts from the&nbsp;<a href="https://link.getmailspring.com/link/B2C86674-046C-433C-9B85-BC9613227C12@getmailspring.com/0?redirect=https%3A%2F%2Firi.columbia.edu%2Four-expertise%2Fclimate%2Fforecasts%2Fenso%2Fcurrent%2F%3Fenso_tab%3Denso-cpc_update&amp;recipient=bmljay5nb3NuZWxsQGVhZ2xlcmFkaW8ubmV0" target="_blank">International Research Institute for Climate and Society at Columbia University</a>&nbsp;indicate the transition from El Niño to La Niña (cooler waters) should be completed as we get into the summer months.&nbsp;&nbsp;

What Does All This Mean for Severe Weather Season?

Well, we’re working in some pretty rarified air here. Since 1950, there have only been nine instances where we’ve flipped from an El Niño to a La Niña during the spring months; 1973, 1983, 1988, 1995, 1998, 2005, 2007, 2010 and 2016. In six of those nine years, there have been more than 70 tornadoes in the state.The flip means more unsettled weather in the Western United States, and more ridging out east, with a persistent southerly flow off the Gulf of Mexico. Given the anomalously warm water, moisture should not be an issue this season. The wet conditions we’ve seen in the Fall and Winter months should help keep the moisture locked in, as well.

After a quiet period beginning in the second half of this month, some of our more reliable seasonal models are showing an uptick in activity from late April into mid June across the state. I would expect during this time, we will see most of our severe weather and tornado activity, before the pattern shuts down for the summer doldrums. Overall, it looks like this could be a fairly robust year for tornadoes in Kansas.

Of course, all it takes is one tornado to come down your block and it’s your Greensburg, Haysville, Andover or Hesston, so make a plan and be ready to go whenever severe weather strikes!

SWPW: Forecasting for the Spring-start with looking at Winter

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas told Hutch Post the statewide average for gas has popped above $3 a gallon.

"We typically see gas demand starting to go up this time of year," Steward said. "As the weather warms up, so does demand for gasoline. We're certainly seeing that. It's being reflected recently in some pretty hefty jumps at the gas pumps."

The average in Kansas as of Wednesday was $3.10 a gallon.

"That's up 21 cents from just a week ago and up about 35 cents in the past month," Steward said. "Pretty significant and quick rises there."

"Demand has been up recently," Steward said. "The domestic supply of gasoline has been a bit tighter. We've also seen crude oil prices close to $80 a barrel, after hovering in the low to mid 70s for most of the first part of the year."

A reminder, more than half of the price of a given gallon of gasoline is found in the underlying price of the oil from which it is refined.

AAA: Not quite spring, but gas prices already have upward momentum

NEWTON, Kan. — Construction work on Main Street’s ADA ramps between 5th and 11th Streets will begin next week ahead of a major road project this spring.

Pavement patching in the driving lanes north of Eighth Street will begin April 22. Traffic will be narrowed to one lane in each direction. Beginning May 6, after the Newton Car Show, APAC will begin milling the asphalt on Main from the BNSF Railway crossing to 11th Street, which will take several days. 

Any additional needed patch work will then be completed, followed by asphalt overlay.

All phases are expected to be complete by the end of June, weather permitting.&nbsp;&nbsp;
