HUTCHINSON, Kan. — Joel Michaelis, Ed.D., serves as the Vice President of Instruction at Southeast Community College in Lincoln, Nebraska. Previously, Dr. Michaelis also served in the Chief Academic Officer role at Southeast Kentucky Community and Technical College in Middlesboro, Kentucky and also at Hill College in Hillsboro, Texas. Dr. Michaelis earned a Doctor of Education in Higher Education Administration from Baylor University, a Master of Education in Higher Education administration from The University of Texas, and a Bachelor of Business Administration in Management from Texas A&amp;M University.

Third HutchCC President finalist on campus Tuesday

HUTCHINSON, Kan. — The public hearing on the closure of Hutchinson USD 308's Education Service Center building at 700 East 13th Avenue was held on Monday evening immediately prior to the regular Board of Education meeting.&nbsp;

The purpose of closing that building is to allow it to be torn down and for the Hutchinson YMCA to build on that land in an effort to stay as close to their original location as possible. This may take a while to happen, because all of the different pieces that are in that building have to be relocated for it to be able to be given to the Y.

"They're still working with getting drawings and things done," said USD 308 Superintendent Dr. Dawn Johnson. "We're still in conversation with them. They'd love to say they'd love it now, but I don't think they are ready to do it now. We are having conversations with them about, what is our capacity and time line that we can get out and what they want. I think, as we have been talking with them the past couple of years, our truly expected timeline would be sometime next year."

This closure would result in a shuffling of resources within the district's buildings, but a lot of that may be happening anyway if the facilities changes being proposed to the community in public meetings in April go forward. There was no substantive objection at the hearing and action on the changes will be made at a future meeting.

Public hearing held on building closure to make way for YMCA

HUTCHINSON, Kan. — Sue Wray with BrightHouse said that numbers for them in 2023 were nominally down, but it's not clear if that's because of fewer incidents or less reporting of them by victims.

"Just a few fewer people came in," Wray said. "We also had some things happen in some of our counties. One of our county people had a baby, so was not available as much, so we may not have had people coming in as much. Also, the hospital was doing things a little bit differently, so there may have been people going through the hospital who weren't coming to BrightHouse, they may have been going there instead. We're not sure whether the numbers were actually down for the year or whether they just weren't coming to BrightHouse."

Historically, rape incidents reported to BrightHouse actually outpace those reported to the Kansas Bureau of Investigation. In 2022, the KBI recorded 37 rape cases in Reno County, with BrightHouse working with 133 victims. Wray said there are reasons that women sometimes don't go through with cases.

"People don't want to report, they don't want to go to the police," Wray said. "There are a lot of reasons for that. A big one is that, it's just a really difficult thing to take to law enforcement. It's a difficult thing to go to court with. Out of all of the rapes, out of a thousand rapes nationally, 25 will go to jail. Two percent. That is actually our average, too. Two percent are incarcerated. Part of it is that you just look at that when you're looking at what you want to do and you think, is it worth it?"

The legal process, by its very nature, requires the retelling of the incident multiple times.

"We will go with the victim," Wray said. "BrightHouse will accompany them to every law enforcement encounter. They'll go with them to court. It's difficult. You have to tell that over and over. You get questioned. You get challenged on everything. They bring up your past. It's really hard. We don't encourage anybody to do it, if they don't want to."&nbsp; 

April is Sexual Assault Awareness Month. Every 68 seconds, an American is sexually assaulted. And every 9 minutes, that victim is a child.&nbsp;&nbsp;

BrightHouse still sees lots of need, even with lesser numbers

HUTCHINSON, Kan. — The City of Hutchinson Fire Department and the Hutchinson Public Works Water Division will be working together over the next two weeks to complete annual fire hydrant flow testing.

The flow testing is generally at 30th and points to the north.

Some areas may experience discolored or cloudy water during this time, but this will only be temporary, and the water is safe to use. Allow the water to run from the faucet for several minutes and it will eventually return to a clear color.

Testing hydrants and flushing water mains is a normal, preventive maintenance procedure to test the water distribution system for fire flows and to improve water quality and safety. This program is an important part of the City's ability to provide fire protection service and to ensure that hydrants on the system are in good working condition.

Hutchinson Fire Department and Public Work Water Maintenance personnel will be flow testing Monday through Friday from about 8 a.m. to 2 p.m. in primarily the Northeast part of the City. Unfortunately, due to operational requirements, a specific schedule of where and when hydrants will be tested is not available. If the discoloration lasts longer than a few hours or you have any questions, please contact the Water Department at (620) 694-1900

Please note that it is against the law to drive over fire hose. Driving over a fire hose can cause significant damage to the hose and violators can be ticketed.

Testing is done to ensure the hydrants operate properly. Like most water valves, fire hydrants need to be exercised periodically. During testing, fire flows are measured and maintenance issues are identified. The water-distribution system is also flushed to remove settled particles such as iron and sediment accumulation in the water lines. This helps to reduce discolored water in the system.

Should I use the water during hydrant testing in my neighborhood?

Rarely, customers experience discolored water during and immediately following hydrant testing in your neighborhood. If the system is stirred up when you use water in your home, you could draw the discoloration into your internal plumbing causing discoloration at your faucets, etc. The Fire Department and Public Works Water Division recommend trying not to use the water at all when flushing is occurring on your street and limit activities that cause the greatest discoloration concern such as doing laundry on all dates that the system is flushed.

I did my laundry during the system flush and now it is stained, what do I do?

If the clothes in your washer are stained, do not dry them. Rewash the load when the water is clear. Some customers have used iron removal products in their wash to remove staining. Iron stain removal products can be found in the detergent aisle at most grocery stores.

Do I need to check/run my outside faucet each day of the flush?

It doesn't hurt to check the outside faucet in the morning. If the water is discolored after running the faucet for several minutes, limit indoor water use.

Can I landscape around the fire hydrant in my yard?

The City's ordinance states that no landscaping or screening shall be installed in a manner that might impede access by the Fire Department. No tree shall be planted within a distance of ten (10) feet from any fire hydrant. Consideration should be given to plant species that, upon reaching maturity, may block connections.

Fire hydrant flow testing underway

BUHLER, Kan.&nbsp;— The Buhler USD 313 Board of Education approved the motion to set the capacity for new non-resident students for the 2024-25 school year based on the projected enrollment numbers that were presented at Monday night's board meeting. 

The board amended the motion to increase the capacity for non-resident enrollment to eight in the fifth grade based on availability at Buhler Grade School. In addition, Superintendent Cindy Couchman will have the ability to alter the numbers to maximize the available space across the district.&nbsp;

"So what we did is we looked at our previous enrollment patterns, and we took our last year's enrollment and projected it forward to next year and then we sent out a survey to all current students both resident and non-resident," Couchman said. "Any current student on their intent to return and we are collecting that data and from that data and our enrollment projections that we viewed, (historical projections of retaining students from each grade level) that's how we are going to set capacity for our new non-resident students.&nbsp;

<a href="https://hutchpost.com/posts/bfcd9703-2c39-4175-ab3a-dc1d91471831">In March, Couchman said that legally speaking, every school district has to take any kids in good standing that actually live in the district.</a>&nbsp;Therefore, capacity at each grade level in each school of the USD 313 district is how many non-resident seats are available for the following school year.&nbsp;

The numbers will be finalized and posted on the district website by May 1.&nbsp;

Buhler BOE adopts capacity numbers for 2024-25 school year. 

HAVEN, Kan. — The family of PFC Henry Lee Fisher will be hosting a spaghetti feed fundraiser at the Haven Community Center located at 215 S Reno in Haven on Sunday, April 14, 2024, from 11 a.m. to 1 p.m.

The purpose of this fundraiser is to raise the funds needed to pay for memorial highway signs to honor the service and sacrifice of PFC Henry Lee Fisher who was KIA in Vietnam in 1967.

Kansas House Bill 2481, which has passed the House and Senate with unanimous support, will designate 96 Highway between the eastern and western city limits of Haven the PFC Henry Lee Fisher Memorial Highway. The family is responsible for 100% of the costs of these signs.

Henry Lee Fisher grew up in Haven along with his three siblings and graduated Haven High School in 1965.

He joined the Army with two buddies right out of high school but was actually rejected due to a hernia they found during his physical. He could have walked away at that point and almost certainly avoided Vietnam but he felt so strongly about serving his country that he came home, had a surgery to repair the hernia, and went back and joined again.

Henry Lee Fisher was assigned to the 16th Infantry- 1st Infantry Division and sent to the frontlines of Vietnam. Sadly, he would not return home as he was KIA in Vietnam in 1967.

Henry believed deeply in serving his country and he gave the ultimate sacrifice doing just that.

It is only fitting that we memorialize his service and sacrifice and want to encourage everyone to come enjoy some spaghetti and garlic bread and help us to make this local soldier’s highway memorial a reality.

HUTCHINSON, Kan. —&nbsp;APAC has notified the City of Hutchinson Engineering Department that the Woodie Seat Freeway Improvements Phase 1 project will have traffic control installed by their subcontractor Roadsafe starting April 15th, 2024. The roadway will be closed to all traffic.

The roadway will be closed for the projects remaining work including bridge overlay, concrete pavement, and roadway surface mill/overlay. The closure is expected to last approximately 10 weeks. The City of Hutchinson and APAC greatly appreciate the resident’s patience during this project.

There is still another phase to get through, which will include the roundabout at Avenue A. That is in the engineering process and will likely be worked on in 2025.

The portion still to be resurfaced is the city's portion of a project that also includes a county bridge over the Arkansas River. That bridge still needs a polymer overlay, in addition to the resurfacing of the city's portion.

HAVEN, Kan. — The Kansas Department of Health and Environment (KDHE) is issuing a boil water advisory for the City of Haven public water supply system located in Reno County beginning at midnight tonight.

Customers should observe the following precautions until further notice:

The advisory will take effect on April 9 at midnight and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a loss of pressure due to water tower maintenance. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether the water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water public advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Greg Nichols is President and CEO of Salina Area Technical College. As a lifelong learner, he earned a BBA from the University of Oklahoma, MS from Emporia State University, completed coursework for a Doctorate in Education with an emphasis in Organizational Leadership and is pursuing a Doctor of Business Administration. He holds a post-graduate certificate in District Level Leadership and Superintendent License. Nichols began his career as a math teacher in Ness City then moved to El Dorado to continue his teaching career. He began teaching in higher education at Butler Community College as an adjunct instructor, then he accepted a position at Cowley College as a math instructor earning the 2010 Outstanding Teacher Award and later promoted to Associate Dean of Instruction. Prior to coming to Salina, he served as Vice President for Academic Affairs at Colby Community College. While there, he helped to move Colby Community College from probation status to fully accredited with the Higher Learning Commission - HLC. He also helped Colby CC grow their online college 400 percent in three years.

Nichols began his tenure at Salina Tech July 1, 2016, as the college’s second president. During his tenure, Salina Tech has initiated new programs that meet the needs of the community including Early Childhood Education, Dental Hygiene, Nursing, Police Science, and Fire Science. Additional new programs coming in 2024 include Industrial Maintenance and Automation and Pharmacy Technician. The college also expanded its relationships with area USDs to provide affordable general and technical education to area high school students. In addition, SATC partnered with the Kansas Army National Guard to promote synchronized training for soldiers. The college experienced significant growth since gaining HLC accreditation in November 2016 adding approximately 500 students enrolled annually, 30 full-time employees, and growing the foundation assets nearly 10 times. The growth trajectory overcomes trends and remains a pinnacle of success in educating Kansans.

Nichols is married to Melissa, who teaches math at Abilene HS, and they have four children: Samantha and husband Matt, Isaac and wife Jennifer, Gabriel, and Joelle and one grandchild Gentry. He is a former college quiz bowl coach and an avid sports fan who remains active by coaching and officiating youth, middle and high school athletics.

HUTCHINSON, Kan. — Join the Cosmosphere and the Hutchinson Public Library on Monday, April 8, from 12:00 to 3:00 p.m. in the Cosmosphere’s south parking lot for a partial solar eclipse viewing party.

"We're going to have activities, telescopes set up, food trucks, music," said educator Mary Smith with Cosmosphere. "We will have a planetarium show about eclipses playing at 11 a.m. just before the event. As long as it's not raining, we're still going to try to do something."

While Hutchinson, Kansas, won’t be in the path of totality, we will still experience an 85% obscuration or partial eclipse.&nbsp;

Cosmosphere will have several binocular and telescope stations to view the partial solar eclipse safely. Families can make UV (ultraviolet) bracelets, plus there will be many eclipse activities from the Cosmosphere and Hutchinson Public Library to enjoy. So bring your lawn chairs (don’t forget your eclipse viewing glasses) and prepare to have some solar fun!

All parking will need to occur in the Cosmosphere’s main lot, Stringer Fine Arts Center, or the Sports Arena parking lot. Handicap parking is available in the main lot between the Cosmosphere’s building and Gowans Stadium.

When viewing a partial or total solar eclipse, the number one rule is to NOT LOOK DIRECTLY AT THE SUN. Regular sunglasses won’t cut it. Eclipse viewing glasses are what’s needed.

"Even one percent of the sunlight is still going to be too bright," Smith said. "I don't talk down to a partial eclipse. I encourage people to get out there and look at it."

Cosmosphere highly recommends purchasing your eclipse glasses before the event.

Eclipse viewing party this afternoon

LANSING, Kansas. –Lansing Correctional Facility (LCF) Minimum-custody resident Bradley G. Verstraete has been apprehended.

Verstraete was taken into custody Monday morning by officials from the Lansing Police Department, according to a statement from the Kansas Department of Corrections. He was arrested on the Kansas Department of Corrections escape warrant without incident.

LANSING, Kan. — Minimum-custody resident Bradley G. Verstraete was placed on escape status at approximately 9:00 p.m. after it was reported that he walked away from Lansing Correctional Facility on Sunday, April 7, 2024.

Verstraete, a 54-year-old white male, was reported missing when the resident could not be located at the minimum-security unit. This walkaway does not impact the security or operations of the medium-maximum secure compound.

Verstraete is serving a 102-month sentence for convictions of attempted murder in the 2nd&nbsp;degree and aggravated assault on a law enforcement officer that occurred in 2017 in Pratt County.

Verstraete is 6 feet 1 inch tall and weighs 130 pounds. He has Hazel eyes and brown hair. He was last seen wearing blue jean jacket, blue jeans, and red hat. His hair was in a ponytail, and he had a goatee-style beard.

Anyone with information on Verstraete can call the Kansas Department of Corrections at 913-727-3235 ext. 58224, the Kansas Bureau of Investigation at (800) 572-7463, or local law enforcement at 911.

The&nbsp;walk-away&nbsp;is currently being investigated.&nbsp; New information will be released as it becomes available.

The Lansing Correctional Facility, formerly the Kansas State Penitentiary, opened in 1867. The facility serves only males and maintains maximum and medium units totaling 1,920 beds and a 512-bed minimum security unit.

Pratt Co. inmate who walked away from prison is back in custody

HUTCHINSON, Kan. — The Treasurer’s Office and Tag Department will be closed on Monday, April 8, 2024 from 1:15 to 2:15 p.m. 

 The Register of Deeds and the Clerk’s Offices will also be closed during this time.  The Appraiser’s Office will remain open for previously scheduled appointments.  

Closing during this time for lunch will allow employees the opportunity to view and experience the historic solar eclipse.

Closure of offices at Annex for eclipse

HUTCHINSON, Kan. — The Hutchinson City Council is going through the process of approving a donation of public art for the new trailhead of the Bad Bobby Helfrich trail. 

<a href="https://www.facebook.com/bad.bobby.trail.updates.page">According to the trail updates page on Facebook</a>, with input from the family, sculptor Amos Robinson is creating a kinetic sculpture of Bad Bobby Helfrich doing what he loved the most. It will be mounted on a tall pole at the 39th and Plum trailhead. The wheels will spin with the wind.

Very generous private donors got the ball rolling on the project. 

Donations will help complete the sculpture, along with many other amenities at the trailhead and along the trail. All donors will have their name on a "Friends of Bad Bobby" plaque, located at the trailhead.

Kinetic sculpture to go at new 39th and Plum trailhead

HUTCHINSON, Kan. — Hutchinson Police and Reno County Sheriff Chaplain Richard Haley went as a Chaplain with the International Conference of Police Chaplains to Israel February 20-28, 2024. He is going to present to the Board of Reno County Commissioners at their meeting on Wednesday on his experiences in Israel.

The purpose of the trip was to assist the Israeli National Police with meeting with families in Israel affected by the October 7 attack. 

Chaplain Haley is Jewish through his mother and his grandfather was a Rabbi. Chaplain Haley has many relatives in Israel.&nbsp;

Chaplain Haley has been a Reno County Police/Sheriff Chaplain for the past 3 years.

The Board of County Commissioners meets Wednesday at 9 a.m. in the Veterans Room of the Reno County Courthouse.

Chaplain to update commissioners on Israel trip

BUHLER, Kan. — Citizenship Day for Buhler USD 313 students is coming up on Wednesday.

"I believe it started around 2010, we're either on 13 or 14 years coming up here," said USD 313 Director of Finance Shane Hecox.&nbsp; "I can remember (former superintendent) Mr. Mike Berblinger kind of charged our relationship team to come up with a way to help the community and give kids some opportunity to do some volunteer work, which kind of goes right in line with the new graduation requirement. A way to kind of make a bridge between the school and the community is an awesome thing."

All of the students will get a chance to help.

"Each of our students has, we call it Cru time," said Buhler High School principal Michael Ellegood. "In their Cru time, each of those will take and go to do a different activity, or combine together to go do activities. They can range from cleanup around the school, going to the elementary school, reading with some elementary kids, helping businesses there in Buhler, going up and down Main Street actually, picking up trash, or helping some elderly people that maybe need the leaves from last fall picked up, lots of opportunities."

Cru time is usually in the morning. On Wednesdays it is from 8:53 a.m. to 9:23 a.m.

MCPHERSON, Kan. — McPherson Police arrested a Hutchinson man on outstanding warrants after a Sunday morning foot chase in Walmart there.

According to a release, around 8 a.m. Sunday, McPherson County Sheriff's officers responded to a vehicle in the ditch and an individual walking away from the area of K-61 and 14th Avenue. The vehicle was discovered to have been stolen from Hutchinson.

Around 10:40 a.m., McPherson police received a report of a vehicle burglary in the 2100 block of East Kansas Avenue. The description matched the person they had been looking for earlier.

At about 11:20 a.m., officers were notified that the person of interest was inside the McPherson Walmart. Officers confronted him in the store and he fled through the store and out an emergency exit. After a brief foot chase, officers caught him in the 2200 block of Kansas Avenue.&nbsp;

Seth Gilliam was arrested on outstanding warrants. Additional charges, if any, will be determined by the McPherson County Attorney's Office.&nbsp;

All persons are presumed innocent until proven guilty in a court of law.

HUTCHINSON, Kan. — The public hearing on the closure of Hutchinson USD 308's Education Service Center building at 700 East 13th Avenue will be held on Monday evening at 5:45 p.m. immediately prior to the regular Board of Education meeting.&nbsp;

The purpose of closing that building is to allow it to be torn down and for the Hutchinson YMCA to build on that land in an effort to stay as close to their original location as possible.

This closure would result in a shuffling of resources within the district's buildings, but a lot of that may be happening anyway if the facilities changes being proposed to the community in public meetings in April go forward.

The regular Board of Education meeting will start at 6 p.m. Both meetings will be at the Administration Center, 1520 N. Plum.
