Kan. —&nbsp;Kansas First District Congressman Dr. Roger Marshall received the endorsement of the man who holds the office he wants to hold next, U.S. Senator Pat Roberts on Tuesday.

"My wife and I have had just a great relationship with Senator Roberts and his wife, Franki," Marshall said. "They've been such great mentors to us, friends, teachers. To have someone who knows you so well endorse you, I think, just means something special. There's a lot of work to be done yet, especially in agriculture. Senator Roberts has spent 40 years working for Kansans with a focus on agriculture. I think he believes we are the best person to continue that legacy."

Marshall notes that agriculture impacts the entire world, not just the farm.

"It's not just milking a cow and growing wheat," Marshall said. "There's trade involved. There's policy. Biofuels is a big opportunity for Kansas. Goodness, 40% of Kansas economy is driven by agriculture. It's way more than just what's happening on the farm. There's conservation issues and ecology issues. Agriculture just touches the entire country. We're so blessed to have this. We're only spending like eight or nine percent of our budgets on food, so we're kind of taken for granted, but this COVID has really brought it out. There's plenty of opportunities to make sure that this country has safe, affordable groceries."

Marshall is one of eleven Republicans in the August 4 primary.

Marshall looking to continue Roberts' legacy

Kan. —&nbsp;Hutchinson USD 308 is committed to making education happen for its students regardless of their economic challenges, even if there is some anxiety that causes parents to want to keep their children at home, but those same parents can't afford high speed internet connectivity.

"If a student is in the circle of, I'm going to stay home, because of whatever reason and I don't have access, we're working as a district to make sure that we provide some different ways that kid can still access education," said Krystal Young, director of special programs with USD 308. "Our job is to provide an education for every student in Hutchinson public schools. We believe, working through our teams that we will be able to do that."

There is likely a combination of delivery methods for the internet connection necessary to reach all students, whether it is providing wireless internet at places like the public library, providing hotspots to individual families to use in their homes or providing password access to the internet connections at the school buildings so kids can sit in the parking lot and do their homework.

"We're talking about all of those," Young said. "We're really looking forward to kind of solidifying some different monies that we might get at the state level to help us. As we solidify those things, we can make plans, but those are three different topics that came up as possible solutions. While we don't know the exact solution, what we do know is, we're going to find a solution and be able to make sure our kids have access to the internet and are learning, if it's virtual."

More direction will likely come in the coming weeks as districts find out exactly what their enrollment will be in each of their buildings and how that will impact any potential hybrid models used.

USD 308 still working out internet issues for students in upcoming year

HUTCHINSON, Kan. — Hutchinson's Memorial Hall is an underused but antiquated facility with no air conditioning and severe ADA limitations. It’s come under the gun several times and was saved by a public vote 15 years ago.

The building came up for discussion again during last week’s budget meeting. The city spends about $50,000 per year to keep the building functioning for what limited use it provides.

During the budget meeting, the City Council asked that the building be offered up to possible development. So at this week’s Landmarks Commission meeting, Planning Director Ryan Hvitlok will propose that for the historic building.

“There’s really no harm in it,” Hvitlok said. “That’s what I reiterated to the council last week, we can always go out and see if we get any bites.”

Getting a response may not be so simple for a large and old facility like Memorial Hall. Hvitlok says trying to lure someone into taking on such a project could be difficult.

“Any RFP we get is going to be difficult to gauge,” Hvitlok said. “Because really there needs to be some sort of a reuse plan to give a developer an actual clear idea of what it would take to refurbish a historic building like Memorial Hall.”

Hvitlok says he would like to see the building better utilized and that the city certainly has nothing to lose when it comes to finding a prospective developer.

“I think it could have good use somehow in downtown, but it is a large building and even in previous communities I’ve worked in . . . buildings that size, it’s kind of a Pandora’s Box once you actually figure out what needs to be done,” Hvitlok said. “But we’re certainly going to recommend to the Landmarks (Commission) that they put out an RFP. Even if we’re not successful in getting an RFP, I think it helps build an even stronger application for us to actually get some grant funds to do a reuse plan for that building.”

The Landmarks Commission meeting is set for 4 p.m. Thursday.

City could entertain reuse proposals for Memorial Hall

HUTCHINSON, Kan. — One person was killed in a single-vehicle accident in Hutchinson Tuesday evening.

The report from the Kansas Highway Patrol says a 2002 Jeep Liberty was traveling south on Van Buren around 9:30 p.m. when witnesses report the vehicle left the road at 4th and Van Buren and sped across the open field south of the VFW. The Liberty crossed Second Avenue before striking a small building at 635 W. 2nd next to Dan Dee Air. The jeep then burst into flames.

Law enforcement tried to rescue 52-year-old Gary N. Lane of Hutchinson but had to retreat due to smoke and fire. Authorities were not pursuing him. There is no explanation for the driver's actions.

The officers were treated for smoke inhalation but were released. No other injuries were reported.

One person killed in fiery accident in Hutchinson Tuesday

PRATT COUNTY — Two people were injured in an accident just after 2p.m. Tuesday in Pratt County.

The Kansas Highway Patrol reported a 2017 Dodge Grand Caravan driven by&nbsp; Sharron K. Miller, 74, Garden City, was eastbound on U.S. 54 two miles west of SW 170th Avenue.&nbsp;

The vehicle left the roadway, traveled up a paved crossover and went airborne before landing in the median.

EMS transported Miller and a passenger Eric L. Miller, 79, Garden City to the hospital in Kingman. They were both properly restrained at the time of the accident, according to the KHP.

HUTCHINSON, Kan. — The first glimpse of what the pandemic has done to major companies with ties to Hutchinson could be revealed on Thursday when Union Pacific releases its second quarter earnings.

The nation's largest railroad reported first quarter net income of $1.5 billion, or $2.15 per diluted share, back in April. But at the time, the railroad noted that it expected carloads to fall by as much as 25% in the following three months.

Union Pacific operates about 25 trains per day through Hutchinson.

Union Pacific to provide first look into pandemic-driven earnings session

HUTCHINSON, Kan. — With a new state executive order coming down the pike mandating masks in public schools, many are scrambling to find enough protective gear for their teachers and students as the school year starts.&nbsp;

“Something that is coming down the pike that is going to change for those schools is, before they were able to request any supplies through the county including masks and face coverings, anything they could not readily get,” Adam Weishaar, emergency management director, said. “Since the past week, it’s not quite as easy for school districts to request supplies through the county.”

Weishaar says the new stance on PPE availability will also apply to other entities.

“This same rule applies to long-term care facilities,” Weishaar said. “So to be able to request anything through the county and in turn through the state, they have to prove that they tried to get it through a private vendor.”&nbsp;

Hutchinson USD 308 Director of Operations Randy Norwood says they have reached out to numerous companies to find masks, but it has been a challenge.

“It’s going to be close to get enough masks on hand to meet the needs of both our students and staff,” Norwood said. “We’ve placed orders with several different vendors trying to get our resources in line here in the district, but it’s going to be a challenge.”&nbsp;

Weishaar says things will get further complicated by the state leaning toward having school districts and nursing care facilities fend for themselves when it comes to securing masks.

“I think that’s something we’re going to see more of soon, is the state will not be supporting our school district or long-term care facilities quite like they were in the past,” Weishaar said. “They’re wanting them to take care of themselves (rather) than relying on the county and the state for that.”

Norwood says with the possible shortage he’s asking that parents and guardians of students take matters into their own hands by securing masks for their children.

“A lot of parents already have masks for their children. I’ve been around town and a number of locations and I see moms and dads out with their kids. And a lot of kids grade school age are all wearing a mask,” Norwood said. “If they (parents or guardians) have a resource for that, I would encourage them to look into that and try to provide their own personal masks.”&nbsp;

Norwood says the district is also looking to secure funding to make mass purchases of masks for teachers and students.

State leaving it up to school districts to acquire protective gear

Kan. —&nbsp;The National Baseball Congress has announced a portion of its games will be at Hobart-Detter Field in Hutchinson. Reno County Health Department Director Nick Baldetti is satisfied at this point that they are doing all they can to make those games safe.

"I've been working really closely with NBC and obviously advocating for the prudent public health measures," Baldetti said. "The benefit of the NBC World Series is that it's outdoors, coupled with social distancing, mask wearing within the facility. Additionally, the last conversation that we had, my understanding is they were installing temporary seating, potentially along the first base and third base lines to spread out, as well as some tent overhangs. I'm confident in terms of all the steps. The NBC is taking it very seriously."

There have been a handful of outdoor graduation ceremonies and other outdoor events in recent weeks, including the Patriots Parade in Hutchinson.

"I'm much more confident with outdoor events than I am with indoor events," Baldetti said. "Obviously, the caveat to any outdoor event is that there's adherence to social distancing and hygiene practices and then if the six foot social distancing can't be adhered to, an application of mask use. There's a much stronger confidence for outdoor events than there is for indoor events."

The Kansas State High School Activities Association has yet to give schools guidance regarding fall sports. That was originally due last week, but now they are waiting to see if Governor Laura Kelly's Executive Order keeping schools closed until after Labor Day makes it past the State Board of Education before releasing that guidance.

NBC working with Reno County Health Department, Baldetti more comfortable with outdoor events

HUTCHINSON, Kan. — Possible zoning regulations for wind farms will be up for further discussion by the Reno County Planning Commission during their regular meeting on Thursday.

The Planning Board has been discussing regulations for wind farms ever since a proposal by NextEra to build a wind farm near Pretty Prairie failed to get support from the County Commission. The wind farm has been met with support from most of the business community but opposition from area landowners.

No action will be taken during the meeting and there will be no public comment session. The matter is the only item on the agenda for the Planning Commission meeting which begins at&nbsp; 4:30 p.m. at the Public Works facility at 600 Scott Blvd in South Hutchinson.&nbsp;

There will be just six chairs for the audience and masks will be required. The meeting can be viewed on the county’s YouTube channel.

Reno County Planning Commission to further discuss wind regulations Thursday

NICKERSON, Kan. — The Nickerson School Board continue to work around some major improvements to the high school football field and track during a busy Monday meeting.

After much discussion, the Board decided to put out a request for bids for a new natural grass field. The Board hopes to have bids in about two weeks. Once the issue of the football field is taken care of attention will then turn to the track. 

The Board is prepared to accept a bid from Mid America Contractors at a cost of nearly $440,000. The work will include an all-new track, runways, and the rest of the needs for field events. With the football field needing attention the track will likely have to wait until 2021 to be completed.

The Board also approved spending $45,000 for new furniture at South Hutch Elementary School for two 5th and two 6th grade classrooms. Plus other furniture for various spaces. The Board had been discussing how to keep up with such replacements over the past several meetings.

And the Board elected Dan Switzer as Board President and Brett Engelland as Vice President as part of the new year housekeeping duties.

Kan. —&nbsp;The Hutchinson City Council appeared to want to figure out a way to make Human Relations Director Datjeda Moore's position full-time, especially in light of the Hutchinson Community Foundation's willingness to fund the salary difference for 36 months, but they were still working on the details at their meeting Tuesday morning.

"The fiscal note on this is quite small," said Mayor Jade Piros de Carvalho. "Considering the fact that it's already being funded at 30 hours and we have outside private funding being put forth for this too. We're looking at maybe 20 grand to cover benefits and program expenses."

The main criticism leveled of having the position in the first place is that the city's caseload doesn't justify a person for that when there is the same function at the state level. The council appeared to have an appetite for changing the director's job description to better fit more of an outreach role.

"I think it's super important that we talk about job description, the ordinance and the scope of duty," said council member Sara Bagwell. "I think we could create something that's new."

Council member Jon Daveline didn't want to spend any additional city funds on the position beyond the current budget. The Mayor wanted to take the benefit dollars out of the ending balance, but she was willing to look at what else could be done. City Human Resources Director Tom Sanders was asked to get a potential revised job description together and have it to look at by the next council meeting August 4.

The Mayor wanted to take the benefit dollars out of the ending balance, but she was willing to look at what else could be done. City Human Resources Director Tom Sanders was asked to get a potential revised job description together and have it to look at by the next council meeting August 4.

City commission hammering out Human Relations Director details

David Tobias, director of operations for the Kansas State Fair, has been named the agency’s interim general manager.

The Kansas State Fair Board unanimously approved Tobias’ promotion at a special board meeting Tuesday. The decision comes following the July 14 resignation of Robin Jennison. Jennison had held the job since September 2018.

Tobias joined the Fair in 2011 and has held several positions during his tenure. As the operations director, he oversaw operations and human resources, plus spent time working with the maintenance team on long-term strategic initiatives.

The Fair Board chose Tobias to help guide the staff through a transitional time, which includes the cancelation of the September fair and the lack of anticipated revenue. 

“As this pandemic has been rough on all Kansans and fellow fairs, we are continuing with plans for a special livestock event in September as the youth of Kansas look forward to showcasing what they have been working hard on all year,” Tobias said. “The Kansas State Fair will continue to seek out revenue-generating options during the non-fair period to bring back the Kansas State Fair in 2021.”

Tobias grew up on a farm near Lyons. He has a bachelor of crop sciences degree from Fort Hays State University. He and his wife have two children.

HUTCHINSON, Kan. — Several area school districts are extending their summer meal programs in the wake of the soon-to-be signed executive order delaying the start of school until after Labor Day.

Nickerson USD 309 announced recently that it will extend the summer meal program to Aug. 21. Serving will be held at Nickerson Elementary, South Hutch Elementary and the two South Hutchinson bus stops. Serving will be suspended at Reno Valley Middle School so the building can be readied for the school year.

Haven USD 312 will serve lunches until Aug. 7 if school starts on time and Aug. 28 if school begins after Labor Day.

Buhler USD 313 has not indicated if it will extend its meal program, which ends July 31.

Area schools extending summer meal programs

NEWTON, Kan. — The Harvey County Health Department has confirmed eight new cases of COVID-19 in Harvey County. The confirmed cases include:

· A female in her 60s. This case is under investigation.

· A female in her 40s. She was in contact with a known active case.

· A female in her 20s. She was in contact with a known active case.

· A male in his 40s. He was in contact with a known active case. He has already met recovery criteria.

· A male in his 30s. This case is under investigation.

· A male in his 20s. He had known out-of-state travel.

All individuals are in home isolation. The Health Department will regularly monitor the health of the individuals, as well as follow up on all close contacts.

Harvey County has had 116 COVID-19 cases to date, including 112 confirmed and four probable cases. There are 37 known active cases in Harvey County. One individual remains hospitalized.

There have been 2,890 tests for COVID-19 conducted in Harvey County.

YODER, Kan. — Another traditional celebration in Reno County has fallen victim to the pandemic.

Organizers of the Yoder Heritage Days celebration announced Monday that this year’s event has been canceled. The event was to be held on Aug. 22.

The organization said that it was unable to guarantee physical distancing during the event and the health and safety of the community was a top priority.

The group says it looks forward to bringing the event back in August of 2021.

Kan. —&nbsp;Reno County Health Department Director Nick Baldetti says in terms of active case count, we're generally worse than we've been through most of the pandemic. The count briefly bounced above 50 active cases Monday morning.

"We're certainly trending in the highest number of active cases that we've had since the beginning of this event," Baldetti said. 

The numbers are constantly changing, but the general trend is in a higher case count direction with more coming on to the list than going off.

"If we are extremely conservative, technically, the tests positive that we're receiving now, if we look at the average two-week gestation period, plus you add the 7 to 10 day lag from the laboratory confirmation stage, the positives that we're running through right now have the potential of being active over the last three weeks, if that makes sense."

This is why you have to act as if you're infected even if the test is still outstanding.

"Hopefully, individuals who get tested, they should be getting educated by their primary care physician to be isolating at home as soon as they are tested," Baldetti said. "You can see the challenge in investigation when there's a time lag and lag of confirmation because we're not immediately contacting case contacts who may very well have been exposed."

Because of that, there are likely at least some people walking around either asymptomatic or pre-symptomatic within the county, so it is important to continue mask wearing and hand washing and proper respiratory etiquette, as well as staying home when you are sick.

HUTCHINSON, Kan. Its been nearly 60 years since Gus Grissom took off in the second American space mission. The Liberty Bell 7 eventually landed and then sank into the bottom of the Atlantic Ocean. 

Today and Tuesday the public is invited to the Cosmosphere to celebrate the 59th anniversary of Liberty Bell 7.

Visitors to the museum can learn about the recovery of the spacecraft by watching the Discovery Channel documentary: “In Search of Liberty Bell 7” in the Cosmosphere’s Grand Lobby or by reading the special blog piece about the mission and recovery. 

On Tuesday, at 3:00 p.m. Cosmosphere curator, Shannon Whetzel will offer a virtual behind-the-scenes presentation featuring Liberty Bell 7 artifacts that are not on public display. 

The event will be live-streamed on the Cosmosphere’s Facebook page.

State Fair Board to address GM position on Tuesday

Kan. —&nbsp;Not Worth Your Salt is a melodrama being put on this Friday on Hutch Post by the Family Community Theatre.

"Melodramas generally have a downtrodden family, or a person who is having an extreme lot of bad luck," said director Craig Williams. "That bad luck is being intensified by a villain. The villain can be any number of people or whatever, but they are after whatever the hero's assets are and they are trying to make it worse for them."

In Not Worth Your Salt, the Salts, a family with a long and proud history, live in Salt City. The town was founded by I.Scream Salt. However, the obsession of I.Scream Salt’s to create a salt shaker, led to financial woes resulting in the loss of the salt mine that is under Salt City. Through tenacity and will-power the Salts were able to remain in control of one, very important tunnel in the mine.

The rest of the salt mine now belongs to the villainous family who have schemed and cheated the citizens of Salt City, the Rosions. Since the founding of Salt City the Salts and Rosions have been pitted against one another. Corr Rosion is the head of the Rosions and he is a cruel, black-hearted villain intent of gaining complete control of the salt mine and all the money in Salt City.

Our story tells the events of the final showdown between the Salts and Rosions. The Rosions are intent on destroying the Salts and becoming the wealthiest family in Salt City. The poor, but trustworthy Salts only want to protect their reputation, their heritage and the citizens of Salt City.

"We have modified this stage play so that it would be given as a radio show as you might have heard back in the 1930s and 1940s," Williams said. "Though it will be streamed live over Hutch Post, we will be doing it as a radio show."

The melodrama uses Hutchinson as its basis. You will find references to the Salt Shakers, the Hutchinson High School dance team, Allagaroo, the name of the annual and a cheer as well as Salt City, a named used frequently in referring to Hutchinson.

"We'll be utilizing a number of sound effects," Williams said. "We'll do it by actually doing those sound effects live, such as the steps, where shoes will be used on tables or wood to give the sound effects. Aaron Parker will be doing all of the sound effects for us. That's another fun aspect of doing this particular type of show."

The cast will be performing in the Flag Theatre. The stream will begin at 7 p.m. Friday on Hutch Post.

"It's a three-tiered plan, opening up with our students coming back to school, with all the safety precautions, of course," Stroh said. "Then, an online option, in addition to our virtual school. At some point in the year, it may be necessary to go to 50% of our kids coming to school and the other 50% being online and switching that back and forth."

Stroh explained the difference between virtual school and the online option.

"In virtual school, we have a teacher who works with our virtual students on a prescribed virtual curriculum," Stroh said. "Those students don't come in to school. She's in touch with those students and their parents on a regular basis, but not every single day. The expectation with virtual school is that students move at their own pace and complete assignments in units and so on. With an online school with our own district curriculum, that would be very different. It would be daily with a district teacher and students would keep a log and it would be our curriculum."

The Kansas State High School Activities Association has yet to say how activities will work.

"We're waiting for guidance from KSHSAA," Stroh said. "They met on Friday and will meet again this week and we'll proceed from there once we have their guidance."

Kansas Governor Laura Kelly is planning to issue an executive order delaying the start of school until after Labor Day.

Nickerson USD 309 Interim Superintendent explains preparations

Kan. — 
A domestic dispute on Friday night turned into a standoff on Saturday in Reno County. 

According to the Reno County Sheriff's Office, Justin Mario Kidd was involved in a domestic dispute between himself and his spouse around 8 p.m. Friday. This resulted in criminal charges being sent to the District Attorney for prosecution. The Sheriff’s Office exhausted resources that evening attempting to locate him while the spouse was placed into a shelter. 

Late morning on the 18th, Justin began to text his spouse again with suicidal threats. Deputies attempted to contact Justin at his residence and he walked into the street and fired twice at deputies. No injuries or damage to property occurred.

It took until just after 5 p.m. for the Reno County Emergency Response Team to talk him into coming out peacefully. Local neighbors were evacuated.

Kidd was booked on aggravated assault of a law enforcement officer with a deadly weapon and criminal threat charges. His bond is set at over $100,000. 

Deputies executed a search warrant over the weekend at Kidd's residence. Eight firearms and ammunition were seized.

A domestic dispute on Friday night turned into a standoff on Saturday in Reno County. According to the Reno County Sheriff's Office, Justin Mario Kidd was involved in a domestic dispute between himself and his spouse around 8 p.m. Friday. This resulted in criminal charges being sent to the District Attorney for prosecution. The Sheriff’s Office exhausted resources that evening attempting to locate him while the spouse was placed into a shelter. Late morning on the 18th, Justin began to text his spouse again with suicidal threats. Deputies attempted to contact Justin at his residence and he walked into the street and fired twice at deputies. No injuries or damage to property occurred.It took until just after 5 p.m. for the Reno County Emergency Response Team to talk him into coming out peacefully. Local neighbors were evacuated.Kidd was booked on aggravated assault of a law enforcement officer with a deadly weapon and criminal threat charges. His bond is set at over $100,000. Deputies executed a search warrant over the weekend at Kidd's residence. Eight firearms and ammunition were seized.
