HUTCHINSON, Kan. — The Hutchinson Community College Board of Trustees will hold their budget and revenue neutral hearings during Thursday’s monthly meeting.

The board received a preliminary presentation on the 2022-23 Hutchinson Community College budget at its monthly board meeting earlier this summer. The budget totals $ 68.3 million on total taxes levied of $14.7 million. The budget includes a mill levy set at 21.829, the same as the year prior and its lowest level in at least ten years. This is made possible by an expected increase in county valuations. Tuition is slated to remain consistent with 2021-22 while fees will increase by $2.00 per credit hour.&nbsp;

Also Thursday, the board will consider the purchase of the former Homeplate baseball training facility located at 513 W. 5th. The facility has been used by the softball team and will become the indoor training facility for Blue Dragon softball once the purchase is complete. The board will also take action on the purchase of a new nursing patient simulator for the Allied Health Center at a cost of $57,898 by CAE Healthcare.

HutchCC board to take action on budget Thursday

HUTCHINSON, Kan. — Hopefully you’re getting some exercise so you're slimmed down and ready to indulge in some great Kansas State Fair food starting Friday.

Aside from the usual Pronto Pups, fried cheesecake and other delights, there are three new delicacies to try this year. The three new foods to debut include the burnt end burger and waffle cheese curds which will be located at the original beer garden. The third is the OMG chicken sandwich featuring a donut with chicken, bacon and syrup. That will be available at a food vendor called Chicken City.&nbsp;

Your chance to sample these delights and the others will be available during the annual Taste it Tuesday where you can sample many of the fair’s foods for just $2 a stop. A brochure will be available at any gate on that day.

Three new foods come to the 2022 Kansas State Fair

Kan. — There are going to be four strains in the flu vaccine this year.

"You have to pre-book them," said Karen Hammersmith with the Reno County Health Department. "Try to figure out how much you're going to be able to use and how many you're going to be able to schedule and we usually go off the year before."

The Health Department will get the flu vaccine in later this month.

"We should be getting it in next week," Hammersmith said. "We order from Sanofi, which I think quite a few people in town order from them. I'm sure a lot of other agencies do, as well."

You should be able to get the latest COVID booster and your flu shot at the same time, if you want to, but you'll need to wait to book an appointment until they get both of the vaccines in.

"I hate to schedule something without the vaccine being there," Hammersmith said. "We generally get our shipments on Wednesday or Thursday. That's what pushes us to later in the week and then we don't have much wiggle room. If you waited to that following week, then we would be good to go."

PRETTY PRAIRIE, Kan. — Pretty Prairie USD 311 voters appear to have rejected a $10.5 million bond proposal Tuesday.

According to Reno County Deputy Elections Clerk Jenna Fager the initial count was 277 No to 212 Yes with just seven provisional ballots.

The bond would have replaced windows and roofs at the district's schools and the ceiling in the high school auditorium.

It also would have resulted in the redesign and expansion of the middle school gymnasium into the main competition facility for the school district.

As of last year, 317 students were enrolled in USD 311.

Pretty Prairie patrons reject bond issue

HUTCHINSON, Kan. — One of the fun annual events of the Kansas State Fair is back again this year. The Kansas Department of Agriculture will host the 16th annual Kansas Grape Stomp on Saturday, Sept. 10, at 1 p.m. on the Lake Talbott Stage at the Kansas State Fair in Hutchinson.

Gather around the grape tubs to watch state and local leaders and others stomp grapes to salute the Kansas grape and farm winery industries. The competitive stomp-off will lead the event and an open stomp for all Kansas State Fair attendees will follow.

As of August 2022, there are 57 farm wineries throughout Kansas.

The board will go over orientation with the Kansas Highway Patrol, travel reimbursement for the board, and the function and mission of the board during the fair. The board will also go over the use of golf carts and board events.

Also Thursday, the board will go over the memorandum of understanding with the city on the water retention pond and approve travel to two conventions.&nbsp;

The meeting will be capped off with the ribbon cutting at the Lake Talbott stage.

Fair board to meet Thursday

ASSARIA, Kan. — First District Congressman Tracey Mann has announced his support for Steven Johnson for state treasurer.&nbsp;

“I am confident Steven Johnson will serve Kansas well as our next state treasurer," Mann said. "Steven will work to stop Environmental Social Governance investment strategies that put Kansas families, pensioners, and businesses last."

Johnson made eliminating woke ESG investment strategies a centerpiece of his campaign. ESG funds only invest in companies based on their environmental and corporate policies, making returns on investment a secondary concern. The state treasurer is tasked with managing Kansas' investment portfolio, including the Kansas Public Employees Retirement System.

“We need a state treasurer who will ensure Kansas taxpayer dollars are invested with high returns and with companies that share our Kansas values,” Mann said. “I urge all Kansans to vote for Steven Johnson for state treasurer this November.”

Last week, former state treasurers and congressmen Ron Estes and Jake LaTurner announced their support for Johnson’s campaign.

IdeaTek sponsoring students, providing wi-fi at Kansas State Fair

STAFFORD COUNTY — Three adults and three juveniles were injured in an accident Tuesday morning in Stafford County.

The Kansas Highway Patrol reported a pickup driven by 47-year-old James Lee Estes of Castle Rock, Colorado, was westbound on U.S. 50 when his vehicle traveled left of center and struck an eastbound car driven by 36-year-old Juan Carlos&nbsp;Gonzalez-Saldana of Dodge City head-on.&nbsp;

EMS transported Estes to the Stafford County Hospital with minor injuries while Gonzalez-Saldana was taken to a Wichita hospital with serious injuries.

EMS also transported two passengers in the Gonzales-Saldana vehicle. They were 41-year-old Lucia Velez and a 15-year-old girl, both from Dodge City, to the hospital in Pratt. Two additional passengers in the car, a 5-year-old boy and a 12-year-old girl, both from Dodge City, were transported to Wesley Medical Center.&nbsp;

The accident happened around 9:40 Tuesday morning, two miles east of St. John.

Local insurance company recognized for work environment

LOUISVILLE, Ky. — The man police say admitted to taking hydrocodone before hitting Nickerson High School coach and teacher Trey Jones and his family in downtown Louisville in July was back in court for his arraignment Tuesday morning.

Thirty-three-year-old Michael Hurley was arraigned at the Hall of Justice where a not guilty plea was entered on his behalf. Hurley was also assigned a public defender in the case. Along with the plea, the judge kept Hurley's bond at $500,000 cash.

The family was attending an AAU basketball tournament in Louisville when the accident occurred. Trey Jones died a few days after the accident at the hospital. His wife, Amy, and teenage daughter, Ava, spent weeks in the hospital after the crash and continue to recover at home.

Hurley was already on probation for drug possession and drug use in Indiana at the time of the crash. His next court appearance is set for Oct. 6.

Hurley enters not guilty plea in Jones family accident

HUTCHINSON, Kan. — A Wichita woman is jailed in Reno County on potential drug and traffic charges.

Hutchinson police arrested 30-year-old Nichole Chaffin around 12:30 Tuesday morning. According to law enforcement, a car Chaffin was in was stopped for a traffic violation near 4th and Plum. As Chaffin was asked to get out of the vehicle, she jumped into the driver's seat and took off at a high rate of speed. The chase ended when Chaffin struck four parked vehicles in the 600 block of North Pershing. She was taken to the hospital, then to the Reno County Correctional Facility.

Chaffin faces possible charges of felony flee and elude, possession of meth and drug paraphernalia, felony interference with law enforcement, DUI and driving while suspended.

Chaffin is also wanted on a failure to appear warrant out of Meade County. Her bond has been set at $19,500.

Wichita woman arrested after chase


HUTCHINSON,
Kan. — The Kansas Attorney General’s office will provide Kansans with consumer protection and public safety information at the Kansas State Fair, which opens Friday.

The booth will be in the Meadowlark Building on the fairgrounds in Hutchinson. Staff from the attorney general’s office will be available throughout the fair to answer questions.

The Kansas State Fair opens Friday, September 9, and runs through Sunday, September 18.

Kan. — The Kansas Attorney General’s office will provide Kansans with consumer protection and public safety information at the Kansas State Fair, which opens Friday.The booth will be in the Meadowlark Building on the fairgrounds in Hutchinson. Staff from the attorney general’s office will be available throughout the fair to answer questions.The Kansas State Fair opens Friday, September 9, and runs through Sunday, September 18. AG's office to hold regular State Fair booth for consumer questions

Kan. — The Revenue Neutral Rate and budget hearings for the City of Hutchinson were held Tuesday.

City Manager Gary Meagher met with department heads earlier this year and they were able to find more than $1.2 million in cuts to close out 2022 and for 2023.

They include holding some open positions vacant in the police department saving about $493,000, cutting $238,000 from the motor and equipment reserve fund, and making another $245,000 in cuts in department operating expenses. It also includes more than $224,000 in cuts to the street department.

The city made the cuts to keep the mill levy at 41.556 mills. The cuts offset a 7% increase in valuations for 2023 and will, if nothing else changes, keep the budget at revenue neutral for the coming year. 

There was some pushback from the local SEIU representation that holding the line on revenue neutrality would not leave them enough money for raises to keep up with inflation, but ultimately, the council voted unanimously to pass the budget.

The city held the&nbsp;Revenue Neutral Rate hearing and passed an exceeding resolution just in case an emergency event or a miscalculation by another agency would inadvertently push them above a flat actual collection, because if that happened and they didn't hold the hearing, they would have to give the excess back.

The city budget also includes the Hutchinson Recreation Commission budget with a 2023 mill levy rate of 3.613, which is above revenue neutral for them, but they have held the required hearings.

Since the budget was discussed, the opioid fund was added, because there was some money passed down from the state. Police department salaries were increased by $24,262 for the FOP negotiations and a $2 million transfer happened from the stormwater fund to the CIP fund to pay for the Mine Road project. Estimated costs on that are about $1.9 million.

The budget as passed is the most that can be spent by the city, but they can always spend less if they can find areas to save as the year goes along.

City passes budget with intent to stay revenue neutral Tuesday

HUTCHINSON, Kan. — The removal of the 30th and Lucille stoplight was the big topic in public comment at the Hutchinson City Council meeting Tuesday, with more than an hour of comment and both pro-traffic light and anti-traffic light people represented. 

One council member believes a light should be there. Steve Garza was a senior technician working on traffic lights during his career with the city.

"I do believe they need a light, just based off of my experience," Garza said. "I was a certified traffic signal technician for a long time. They do need a light. Those cars coming off that one from the school, ain't no way they can get across, especially that time of day, and I can see the bus problem."

The traffic study done last spring before school got out said not enough cars go through there to warrant a light.

"What a warrant for a traffic signal is, I guess I should explain that," said consultant Jim Tobaben with JEO Consulting Group. "That is a threshhold condition. It's not a requirement to put a signal in if you meet those traffic volumes, but it is at that point or above, you can consider whether a traffic signal is the right device. In this case, we looked at three different warrants."

One was an eight hour traffic volume warrant, another was a four hour warrant and a third was a peak hour warrant. None of the three warrants had high enough traffic even using absolute peak numbers on both 30th and Lucille, even though both streets did not have peaks on the same day. Nonetheless, the council does want to be sure the numbers it is basing its decisions on are correct, so another study will likely be ordered, but not for a couple of months, because they want to let traffic get used to not having the light and see how the patterns shift before looking at the numbers again. A recommendation on that date will be set by the next council meeting on September 20th.

PRETTY PRAIRIE, Kan. — Patrons in&nbsp; Pretty Prairie USD 311 are going to the polls today to vote on a $10.4 million bond issue.

USD 311 bond vote is today

HUTCHINSON, Kan. — A Reno County man suffered minor injuries in a single vehicle accident over the weekend.

The Reno County Sheriff’s Department reports that 30-year-old Austin Vanatta of Abbyville was going east on K-96 around 12:50 p.m. Sunday when he suffered a medical condition. His pick up went into the median and struck a guardrail.&nbsp;

Vanatta was taken by EMS to Hutchinson Regional Medical Center for treatment of the medical condition and minor injuries.&nbsp;

Department of Ag boards to meet at Fair

RENO COUNTY — Sunday afternoon, Reno County Fire District # 8 Firefighters were kept busy with two calls for service. 

The department reports that the first call was for a motor vehicle accident with injury in the area of K-96 and Yoder Road at approximately 12;50 p.m.  A single vehicle hit a guard rail.  The patient was able to get out on their own, and was transported by Haven EMS to Hutchinson Regional Medical Center. 

  South Hutchinson Fire Department was requested by Fire District # 8 for a K12 Rescue Saw to cut the guard rail away from the vehicle so that it could be towed.   Two apparatus and 9 volunteer firefighters responded for the accident.

A second page occurred for the same department at about 4:30 p.m. for a corn field fire in the area of Red Rock and Switzer.  Approximately 6 acres of corn was burned.  The fire was brought under control by about 5:15 p.m.  Fire District # 8 units remained on scene until 6 p.m. looking for hot spots and mopping up.  Reno County Fire District # 9 was called for mutual aid.   Eight apparatus and 12 volunteers responded for the incident. 

  The field fire was caused by a control burn that got out of hand.&nbsp;&nbsp;

"We really push our staffing up during that 10 day period," Johnston said. "For us, the prep for that fair really starts September of last year. We go through and we look at the issues we encounter the previous year and we start prepping. Last year, we encountered a really high call volume."

With that in mind, they will have lots of resources on the fairgrounds.

"At the high volume times, we're going to have two roving units out there, along with our first aid station staffed," Johnston said. "Then, we'll have a supervisor on scene out there to help, kind of direct the calls as they occur out on the fairgrounds."

These aren't ambulances, they're just conveyances to get someone to the ambulance.

"We have an ATV or UTV style cart," said special projects chief Monika Heller. "That allows us to get around the fairgrounds a little bit easier. These carts allow us to transport patients to the gates, carry all the equipment that we need and respond in a safe manner on the fairgrounds."

Through the weekends and on dollar day on Monday, they will have two carts running, with plans for a single cart on the other days. In addition to the EMS staff, the firefighters that work the fair are also well trained and can help in an emergency. The main way to avoid most types of emergency on the fairgrounds is simple, drink enough water.

"If you know you're headed out the next day, it would be best to start out your hydration that evening, so you're hydrated well," Johnston said. "The fair has done some good things this year. There are four refill points for water bottles out on the fairgrounds this year. That's going to expand, I understand, to eleven next year."

Also, if you're drinking an alcoholic beverage as you walk around the fair, once you've had one, have a couple of bottles of water before having another, if at all possible, so that you can stay safe with that additional activity.

Reno County EMS preparing for start of fair Friday

HUTCHINSON, Kan. — An agricultural tax law professor from Washburn University doesn't see a whole lot of positives in the government expansion bill euphemized as the inflation reduction act.

"This is an example of government picking winners and losers,"&nbsp;said Roger McEowen, the Kansas Farm Bureau Professor of Agricultural Law and Taxation at Washburn University School of Law. "If you're in a certain type of industry, if you're into renewables, so called green energy, you are being favored. If you're in the oil and gas industry, if you are a major manufacturer of the old style economic system of production in this country, you are disfavored."

McEowen sees the economics behind the legislation as detached from reality.

"This whole bill is based on&nbsp;Modern Monetary Theory, which, in essence, is just simply warmed over Keynesianism from 90 years ago," McEowen said. "It didn't prove true then. It won't prove true now. What that theory means is, we can spend, the government can spend as much money as it wants and has no impact on inflation. That's again, trying to redefine the laws of economics. It doesn't work."

He goes further to say that renewable energy is parasitic in nature, feeding the urban needs at the cost of rural America.

"This is cost shifting problems from the urban areas to you," McEowen said. "They don't have space to put up wind farms in urban areas. They find space out here. They use your land. They scar the aesthetics of the countryside and then they ship that electricity back to them."

The non-partisan Joint Committee on Taxation also says that average tax rates will increase for nearly every income category in 2023. 

According to McEowen's <a href="https://lawprofessors.typepad.com/agriculturallaw/2022/09/declaring-inflation-reduced-and-being-forgiving-recent-developments-in-tax-and-law.html">blog post</a>, the JCT says that taxes will rise by $16.7 billion in 2023 on those earning less than $200,000 annually and those making between $200,000 and $500,000 will pay $14.1 billion more. The JCT also concluded that 61 percent of taxpayers making between $40,000 and $50,000 will see a tax increase, and that 91 percent of taxpayers making between $100,000 and $200,000 will see higher taxes.&nbsp;

 </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. — An agricultural tax law professor from Washburn University doesn't see a whole lot of positives in the government expansion bill euphemized as the inflation reduction act."This is an example of government picking winners and losers,"&nbsp;said Roger McEowen, the Kansas Farm Bureau Professor of Agricultural Law and Taxation at Washburn University School of Law. "If you're in a certain type of industry, if you're into renewables, so called green energy, you are being favored. If you're in the oil and gas industry, if you are a major manufacturer of the old style economic system of production in this country, you are disfavored."McEowen sees the economics behind the legislation as detached from reality."This whole bill is based on&nbsp;Modern Monetary Theory, which, in essence, is just simply warmed over Keynesianism from 90 years ago," McEowen said. "It didn't prove true then. It won't prove true now. What that theory means is, we can spend, the government can spend as much money as it wants and has no impact on inflation. That's again, trying to redefine the laws of economics. It doesn't work."He goes further to say that renewable energy is parasitic in nature, feeding the urban needs at the cost of rural America."This is cost shifting problems from the urban areas to you," McEowen said. "They don't have space to put up wind farms in urban areas. They find space out here. They use your land. They scar the aesthetics of the countryside and then they ship that electricity back to them."The non-partisan Joint Committee on Taxation also says that average tax rates will increase for nearly every income category in 2023. According to McEowen's <a href="https://lawprofessors.typepad.com/agriculturallaw/2022/09/declaring-inflation-reduced-and-being-forgiving-recent-developments-in-tax-and-law.html">blog post</a>, the JCT says that taxes will rise by $16.7 billion in 2023 on those earning less than $200,000 annually and those making between $200,000 and $500,000 will pay $14.1 billion more. The JCT also concluded that 61 percent of taxpayers making between $40,000 and $50,000 will see a tax increase, and that 91 percent of taxpayers making between $100,000 and $200,000 will see higher taxes.&nbsp;

McPherson Fire holding meet and greet Saturday, Sept. 10

HAVEN, Kan. —The City of Haven will hold its Revenue Neutral Rate and budget hearings at its meeting on Tuesday. 

The budget was based on keeping the mill levy the same as it was last year at 60.851 mills. In 2022, that yields around $458,816.54. Because the City’s assessed valuation has increased from $7,540,732 to $8,065,691, in 2023, 60.851 mills will yield around $490,763.31. 

Keeping the mill levy the same means the City will exceed the Revenue Neutral Rate. The motion to do that passed unanimously in July.

Also on the agenda will be bids for tree trimming in Haven, a resolution in support of a Moderate-Income Housing Grant Application, a look at the revised Financial Policies &amp; Procedures Manual and prospective changes to an ordinance regarding golf carts and work site utility vehicles.

The council will also continue discussions on the ongoing pool related litigation with its attorney in an executive session.

The Haven City Council will meet at 7 p.m. Tuesday at the city offices at 120 South Kansas Avenue.

Haven to hold required budget hearings Tuesday

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council will discuss water and sewer rates as part of its meeting on Tuesday. 

According to Joseph Turner, City Administrator, South Hutchinson's water rates are some of the lowest in the state. 

"We will need to make extensive investments in the future to ensure we have enough water to meet our growing needs," Turner said in documents prepared for the council. "We will also need to explore capital intensive options to improve the quality of our water as it gradually deteriorates, and government regulations become more onerous."

Utility rates in South Hutchinson are slated for review in the fall of each year. 

The city ordinance currently calls for a 1.5% per year increase in the minimum base charge for water rates but does not regularly increase the per gallon usage rate. 

All South Hutchinson water customers pay the same per gallon rate regardless of residential or commercial classification, pipe diameter, or total usage.

The city's sewer rates have not increased since January 1, 2018.

The South Hutchinson City Council will meet Tuesday evening at 6 p.m. at the city offices at 2 South Main.
