Chamber membership breakfast is Wednesday

HUTCHINSON, Kan. — Kansas Honor Flight continues to raise money to send war Veterans to see the memorials for the conflicts they fought in.

"We send World War II, Korea and Vietnam Veterans and era Veterans to Washington, D.C., on a two night, three day trip, all expenses paid for the veteran," said John Hooker with Kansas Honor Flight. "It's the trip of a lifetime."

There are only a few flights every year. Twenty-two western Kansans left over the weekend for the last 2022 flight.

"They are chartered flights," said Gordon Roth with Kansas Honor Flight. "They are full with veterans and flight leaders and guardians. We fly directly out of Wichita to Baltimore. Next year, right now, they are scheduled four flights."

The cost for a veteran is about $900. Guardians pay their own way. You can help here locally with fundraising, even if you don't have a veteran in your family.

"We meet at the Hope Church at 17th and Main on the first Tuesday of the month at 7 p.m.," Roth said. "We all can come and learn about the issues, things we're doing and fundraisers around the community and the area."

Kansas Honor Flight constantly fundraising for trips of a lifetime

HUTCHINSON, Kan. — Creighton University economist Ernie Goss saw the latest inflation numbers as further evidence that the Federal Reserve will continue to try to apply the brakes to the American economy.

"The inflation rate is declining, but not as fast as we expected," Goss said. "With the Federal Reserve raising rates fairly dramatically and likely to continue that on November 2, I expected inflation rates to come down even faster."

The increase in short term interest rates will be relatively large again this next time, most likely.

"The governors that do the rate increase, those governors tell us that they are going to be raising rates more dramatically than I think is appropriate," Goss said. "November 2, we're likely to see a 75 basis point, that's three-quarters of one percentage point rate increase then and probably another one in December. It may not be a 75 basis point increase in December, but, nonetheless, we're talking about the prime interest rate will go up by three quarters of a percent on November 3 and probably again in December."

This does not necessarily mean long term rates will go up, though they have been rising, too.

"The Fed sets short term rates, not long term rates," Goss said. "They do influence them, there's no doubt. They probably are headed higher, even if the Fed pulls back or stops raising. What's happening on the long term interest rates, the Federal Reserve is actually selling off and allowing some of their bonds to mature. Long term interest rates are rising for a different set of policies by the Federal Reserve and also the market investors."&nbsp; 

Freddie Mac reported last week the 30-year fixed-rate mortgage reaching its highest level since&nbsp;April of 2002. Goss sees a longer-term policy change potentially on the horizon for the Fed.

"The Fed is going to change their target, I believe," Goss said. "Their target is two percent on the inflation front. They are likely to raise that a bit, from two to two and a half, maybe as high as three percent on the inflation front. In my judgment, that would be a good thing. We need to accept a bit more inflation."

Some economists believe a slowly increasing price level keeps businesses profitable and prevents consumers from waiting for lower prices before making purchases.

Hutchinson City Council with light agenda Tuesday

HUTCHINSON, Kan. — OPEC and its allies, known as OPEC+, announced earlier this month that they will make their largest cut in output since 2020 to support the overall oil market. Though that move hasn't impacted the pump yet, it may mitigate traditional seasonal decreases.

"That really hasn't provided much of an impact in terms of gas prices to date," said Shawn Steward with AAA Kansas. "What seems to be balancing that out is the continued concerns with the global economy, in terms of, will a recession impact global demand for crude oil? That's kept crude oil prices fairly reasonable."

Fall and winter tend to be times when some relief is felt at the pump.

"As we head into fall and winter months here domestically, it is typically a lower demand season for gasoline," Steward said. "Just fewer people out driving."

More than half of the price at the pump can be attributed to crude oil prices.

"We still have ongoing lockdowns due to COVID in China, which can impact global demand," Steward said. "There's always, this time of year, hurricanes that could impact supply. There's the Russian situation with oil, based on their war with Ukraine. There are a lot of factors still out there that can impact the crude oil market and the price that we see at the pumps."

Reno County was still one of the least expensive counties in Kansas as of the weekend, with average gas prices in the county at $3.33 a gallon.

AAA: Gas prices will remain volatile with oil market uncertainty

HUTCHINSON, Kan. — October's Allen Samuels CDJR Teacher of the Month is Special Education teacher Ruth Ford from Wichita South High School.&nbsp;

"When I was young, I knew I wanted to make a difference," Ford said. "I wanted to make a difference in who I helped, but I didn't know who or what that was going to look like and so, I took psychology classes and special ed classes and about 18 years ago, I landed my first Special Ed job and it has evolved into working with students who have the greatest behavior needs."

It takes a special kind of love to know that you are going to come up against actions every day that others don't even want to see and to take that on as a challenge rather than trying to avoid it.

"The tougher they are, the more passion I have for working with them," Ford said. "I feel like they are often the ones that are misunderstood and already have that negative attitude about school. I just want to be the person that can try to help show them the positive things that they have going on with themselves, that may not be the standard things that school looks for. It's the qualities in each individual kid that I try to bring out, so that they can walk away feeling good about themselves."

Getting kids whose parents may be at the end of their rope with their behavior and who are looking at giving up to have hope that school is going to be a safe, growing place for their child and giving that same hope to a child where home may not be safe is part of Ford's daily work, too.

"It goes to the very basics," Ford said. "It starts with relationship building. It doesn't have anything to do with academics in the beginning. It's really, what does the student like. Meet them where they are at. Just all of their outside interests, the things that make them who they are. I think, as you build on that relationship, then you are able to build trust and, once the trust is there, then you are able to help them come out of their comfort zone and start participating more and then you can start adding the academics. That's how I do it with each of my students."

Working in the high school setting, there are some behaviors that may happen that put the kids in legal jeopardy in the other parts of their day if their behaviors make others unsafe. That's hard to see.

"It's very hard, because, inevitably, there are some that, you know will end up making choices that you can't protect them from," Ford said. "They will make choices that land them in trouble outside of the school. No matter what you see within them at the school, or how vulnerable they really are, you know, it's hard to see when they have to learn really tough, hard life lessons."

The amount of calm required to do that job for one child is more than some can bear. To do it for a whole classroom of kids is truly heroic.

Also on the agenda for the council is consideration of bids for a Concrete Flume at 8th &amp; Emporia in a possible joint venture with USD 312, along with consideration of a resolution amending rules for golf carts in the city.&nbsp;

The city will also have a brief executive session on the ongoing pool litigation with the City Attorney, City Clerk and the Assistant Public Works Director.

'Boo'seum is Oct. 20

HUTCHINSON, Kan. — If you got an extension on the deadline to file your 2021 tax return, the IRS wants to remind you, your time is almost up.

"For those folks who got a six month extension, the deadline to file normally would be October 15," said Michael Devine with the IRS. "Since that's on a weekend, it goes to the next business day, which this year is Monday, October 17. That is the day that you need to file your tax return and avoid any chance of being tagged with a failure to file penalty."

The failure to file penalty&nbsp;is 5% of the unpaid taxes for each month or part of a month that a tax return is late.

"It needs to be in the system by midnight on Monday, so that you don't have to worry about any penalties," Devine said. "You can do it yourself. There's a lot of ways to do that. <a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free">IRS Free File</a>&nbsp;is still available. Just go to IRS.gov. Right at the top, the first box you see is File Your Taxes for Free. If you made less than $73,000, you can pick a company that you want to do your taxes, put all the information in, and it will go."&nbsp;

For taxpayers whose AGI is greater than $73,000, there’s the&nbsp;<a href="https://www.irs.gov/e-file-providers/free-file-fillable-forms" target="_blank">Free File Fillable Forms</a>&nbsp;option. It provides electronic federal tax forms that can be filled out and filed online for free.&nbsp;&nbsp;

"If you owed money, that was due back in April," Devine said. "Penalties have been building up on that amount of money. The worst thing you can do is nothing. File your tax return. If you need help, contact the IRS."

Deadline to file taxes for those with extensions is Monday

HUTCHINSON, Kan. — School has been in session for about two months and some drivers on area social media pages have said they see others passing stopped school buses.

"Whenever the STOP sign goes out and the red lights are flashing, both directions of traffic have to come to a complete stop and not pass the school bus," said Hutchinson Police Capt. Bryce Burlie. "They are not to move again, the traffic is not to pass the school bus until the sign is closed and the red lights are off."

Know that if a law enforcement officer sees that, it could be quite expensive.

"It starts off with the first conviction, the fine's $315, second conviction, it's $750 and the third conviction in five years, it's $1000."

Buses stop on whichever side of the road they can safely. Students can go either direction when they get off the bus. Please stay stopped for the safety of all.

Bryce Burlie. "They are not to move again, the traffic is not to pass the school bus until the sign is closed and the red lights are off."Know that if a law enforcement officer sees that, it could be quite expensive."It starts off with the first conviction, the fine's $315, second conviction, it's $750 and the third conviction in five years, it's $1000."Buses stop on whichever side of the road they can safely. Students can go either direction when they get off the bus. Please stay stopped for the safety of all.

MARION COUNTY — Marion Reservoir continues to be under a watch regarding blue-green algae problems.

The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) issue public health advisories for Kansas lakes due to blue-green algae throughout the spring and summer.

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red.

A Watch status means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water. 

During the watch status, KDHE recommends the following precautions be taken: 

Signage will be posted at all public access locations. 

Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water. 

Swimming, wading, skiing and jet skiing are discouraged near visible blooms. 

Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact. 

Clean fish well with potable water and eat fillet portion only. 

Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. 

Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. If you, or your dog, come into contact with algae rinse the area with clean, fresh water. 

Suspected HAB-related health incidents, whether human or animal, regardless of season, should be reported to KDHE.

He also serves as the medical director for the local emergency services and the free health clinic in town. He practices a full range of family medicine services, including surgical obstetrics, hospital, nursing home, and clinical medicine.&nbsp;

While at MNU, Eric met his wife,&nbsp;Dr. Amy (Morsch ’99) Clarkson, who was the recipient of the Alumna of the Year Award in 2016. The couple now has three children and are active in their community and their church, Abundant Harvest Church of the Nazarene, where Eric serves on the board, acts as youth director, and has taught Sunday school for six years.

“MidAmerica provided the backdrop and was the catalyst for nearly every good thing in my life,” says Eric. “It provided me critical leadership experiences through being a part of the residential life team as an RA my sophomore and junior years. It is where I met my best life-long friends. These friends, and now their families, continue to provide joy and encouragement 25 years later. While at MidAmerica I was given the opportunity to be a member of a student ministry team in Papua New Guinea with Youth in Mission. While there I met Dr. Bill McCoy and decided I wanted to be a physician. Most importantly, MNU is where I first rollerbladed past Amy Morsch and thought, "I need to get to know that girl!". Two years later, I finally asked her out!”

Clarkson was introduced Friday at Homecoming Chapel and will also be a part of the Homecoming Celebration Breakfast, Homecoming Football Game, and the Alumni Showcase on Saturday, where he will be presented with his award.

TOPEKA — The Kansas Supreme Court upheld the sentence in a Kingman County killing in a decision handed down Friday.

The Kingman County District Court denied a motion by William D. Albright to modify his sentence of life with no possibility of parole for 40 years, a hard-40 sentence, which the district court had imposed for a premeditated first-degree murder that Albright committed in 1999. 

Writing for a unanimous court, Justice K.J. Wall affirmed the district court's denial of the motion under the court's recent precedent holding that K.S.A. 21‑6628(c) does not provide a statutory vehicle for a sentence modification based on a defendant's claim that a hard-40 sentence violates the Sixth Amendment to the U.S. Constitution as interpreted by the U.S. Supreme Court in Alleyne v. United States, 570 U.S. 99 (2013).

HUTCHINSON, Kan. — October 15 is National Move Over Day and AAA Kansas is reminding drivers that it's important to keep workers and anyone else on the side of the road safe.

"We are using this as a reminder, not only that day, but every day, to always look for, especially, emergency responders, law enforcement, towing operators, construction crews, even people dealing with a broken down vehicle on the side of the road."

With 1,245 work zone crashes across Kansas in 2021, that was an average of 3.4 crashes every day of the year. While 963 of those crashes were property damage only, six people were killed and 387 were injured, and most of those people were motorists.

"Move over a lane if you can," Steward said. "Slow down, as well, to protect those people.&nbsp; Those roadside workers, they are set up in their office, if you will, sometimes operating just a few feet away from speeding traffic. We want to make sure that they get home safely to their families."

Between 2013 and 2020, work zone fatalities increased 45%.

"We have, within the AAA family, have lost a number of employees, tow truck operators and contractors, just in the last year and a half or two. It happens very regularly. It happens with law enforcement officers being struck on the side of the road. It's just an important reminder to always move over and give those folks a safe place to work."

Move Over laws exist in all 50 states. AAA and other traffic safety advocates have been instrumental in the passage of laws to better protect tow truck drivers, road construction workers and other first responders. The hope is to extend that to motorists with mechanical breakdowns in future years.

CaveGrass film day at Strataca Oct. 22

HUTCHINSON, Kan. — The Hutchinson City Council will have a meeting next month to narrow down candidates for the full-time city manager's position.

The&nbsp;meeting with the city's consultant Art Davis will happen on November 1, 2022 at 6:00 p.m. to review the applications that have been received for the new City Manager. 

The council will have an opportunity then to review the applications and select those for further consideration. The goal is to have someone in place by the end of the year.

Hutch City Council will look at city manager applications Nov. 1

HUTCHINSON, Kan. — After being away for three years due to the pandemic, the Ulster Project will return to Hutchinson in July of 2023. The event for parents and teens interested in hosting is this weekend.

"We have an event coming up on Sunday," said Keith Neill with the project. "That's October 16th at First Presbyterian Church at 210 East Sherman at 6 p.m. If all the families and the students who are freshmen, sophomores and juniors want to come to the information night. They can pick up application forms, they can hear a bit about the project if they don't know much about it and get the process going."

The project brings Catholic and Protestant youth from both Hutchinson and Portadown, Northern Ireland together to find common ground and build fellowship. The students usually come to Hutchinson at the very end of June and stay for about a month.

"It's a church based project and we're really looking for families and young people who are active in their churches," Neill said. "We go through an interview process and we hopefully pick people who are really going to get something from this."

The Ulster Project was started in 1975 by Rev. Kerry Waterstone, a priest in Northern Ireland, in order to provide a safe place in North America for Northern Irish teenagers to discuss the climate of  “The Troubles” that was facing them at home. Neill was among that first group of teens to come to Connecticut.

"You know what it's like when you live somewhere and everybody thinks it's boring?" Neill said. "All these kids arrive from another country and think it's the most wonderful place in the world. It just sheds a different light on things. It's all about them being together. They are together 24-7 and it's just an awesome experience."

Applications are currently available and must be in by Nov. 3 with interviews happening shortly after.

Ulster Project information night is Sunday

HUTCHINSON, Kan. — Reno County Deputy Elections Clerk Jenna Fager reminds voters they have just a few days to register.

"The last day to register to vote is going to be October 18th, next Tuesday," Fager said. "You can register to vote here at the Reno County clerk's office, you can go on <a href="https://www.renogov.org/138/Elections">our website</a> and there's a <a href="https://www.ksvotes.org/">link to click there and register</a>. You can also go to the DMV, or you can go to the library."

Action for the election really gets fast once the poll books close.

"Once the registrations are done, we'll actually start advance voting on the 20th," Fager said. "That will be in person. We'll begin sending our mail ballots out on the 19th. That always goes out 20 days prior to the election. Our advance voting will be open at the Reno County Annex, here in the conference room, just like it always is. Those hours will be eight to five and then on Wednesdays, we'll be open until 7 p.m. We'll also have a Saturday voting. That's going to take place on November 5 from 9 a.m. to 1 p.m."

You do not have to declare a party affiliation to vote in November.

The National Weather Service in Wichita has issued a Red Flag Warning for extreme grassland fire danger, which is in effect from noon to 7 p.m. Friday. The Fire Weather Watch is no longer in effect.

Extreme Grassland Fire Danger is forecast. West winds will be sustained from 15 to 25 mph with gusts up to 35 mph.

Relative Humidity will drop as low as 15 percent.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not  recommended.

A red flag warning means that critical fire weather conditions are either occurring now, or will shortly. A combination of strong winds, low relative humidity and warm temperatures can contribute to extreme fire behavior.

YODER, Kan. — Yoder Charter School Principal Shannon Atherton told Hutch Post that their students have been busy this first quarter working on their PBL projects – biome bubbles. 

Each classroom chose and created a different biome. You can go and see the different biomes, plants, and animals that you would find living there. 

An open house will be held on Tuesday, October 18, from 2:00 p.m. to 3:00 p.m. for the community to come visit and look through the biomes. 

They will also be available to see on conference night.

Biome bubbles available to see at Yoder Charter next week

MCPHERSON, Kan. — A McPherson nursery is missing one of its trucks. 

According to McPherson County Crime Stoppers, on Tuesday, October 11, 2022, at approximately 1:09 p.m., the McPherson Police Department were dispatched to the 600 block of West Northview Road in reference to a stolen pickup truck with a dump bed. 

Officers contacted the victim in the case and the truck was last seen on the property on Saturday, October 8, 2022, at approximately 6:00 p.m. The victim stated on Sunday, October 9, 2022, at approximately 8:00 a.m. the truck was not in the parking lot. 

The vehicle was described as a white single cab 2001 Dodge Ram 3500 dually with a white dump bed, bearing Kansas tag 436 KXY, with straight pipe exhaust. On the side of the truck has lettering stating, “Smokey Valley Nursery”, along with USDOT # 01012709.

According to McPherson County Crime Stoppers, on Tuesday, October 11, 2022, at approximately 1:09 p.m., the McPherson Police Department were dispatched to the 600 block of West Northview Road in reference to a stolen pickup truck with a dump bed. Officers contacted the victim in the case and the truck was last seen on the property on Saturday, October 8, 2022, at approximately 6:00 p.m. The victim stated on Sunday, October 9, 2022, at approximately 8:00 a.m. the truck was not in the parking lot. The vehicle was described as a white single cab 2001 Dodge Ram 3500 dually with a white dump bed, bearing Kansas tag 436 KXY, with straight pipe exhaust. "If you're looking at what's the best quality of nutrition, you should talk to your veterinarian," Smith said. "The main thing to remember, I tell people all the time is, pets need nutrients, they do not need ingredients. What that means is, don't buy the shiny object. Don't buy what's popular on the internet or what you heard on the TikTok videos. Go to your veterinarian."

There is a specific heart condition that eating the wrong type of food can allow to happen.

"In 2019, the FDA was starting to research pet foods, specifically grain-free pet foods," Smith said. "They were starting to see an uptick in animals, specifically dogs that were having a condition causing an enlarged heart, which is called canine dilated cardiomyopathy. It is a non-reversible condition, for the most part and usually, it means an early end of life. They were finding it was associated with these grain-free foods. Most of them had like sweet potatoes, peas, lentils. They were starting to research that, showing proof that it was happening. It's kind of gotten lost. I think they did update it a couple years ago, but they're still finding it to be a problem. Unfortunately, we do see it around here."

Dilated cardiomyopathy is recognized as a genetic condition in dogs, typically in large or giant breeds, such as the Doberman Pinscher, Great Dane, or the Irish Wolfhound. It is also seen in Cocker Spaniels associated with taurine deficiency. This is why it's important to ask your vet what your pet needs and those needs will change.

"There are some animals that do need grain-free diets, but not all of them," Smith said. "That's the point, just because it's the bright, shiny object. We've got to remember that everything in that bag of pet food, the color, the shape, the size, what's on the bag, even the smell when you open the bag is geared toward the consumer. As far as I know, I haven't seen a dog or a cat yet drive to Dillons and pick up a bag of food out of the pet food aisle. That's their target. On the other hand, the other thing I'll tell people is that the food we recommend at the veterinary office. We don't get a kickback on it. People think we get rebates and stuff. We don't. We pay the same price as the local big box store, but we recommend products and sell products that we know are consistent in their quality and good nutrition for your pet."

Put more simply, don't decide on a pet food in the pet store without talking to your veterinarian first. It is that important.

Coffee for moms of kids with disabilities coming up Saturday

HUTCHINSON, Kan. —&nbsp;Kansas First District Congressman Tracey Mann wrote the agency that regulates truck drivers and asked them to look at some new rules they recently put into place.

"This week, I led a letter, 34 other members of Congress signed on to it, it's basically to the administrator of FMCSA, the Federal Motor Carrier Safety Administration. It's regarding these new ELDT regulations. This agency implemented these regulations earlier this year. They require new drivers can only take a CDL exam once they've been trained by a specially certified entry level training provider."

The issue with that is particularly across the Big First, that can delay the ability to train and hire those drivers and cause additional cost for trucking companies.

"Of course, we all want safe drivers, but the requirement has forced many small businesses to utilize third party providers," Mann said. "That's costing thousands of dollars, taking weeks to complete, and is yet another problem in helping people employ drivers and yet another issue to be added to the supply chain."

Supply chain issues are just one of the larger problems that continue to drive inflation up to 40-year-highs.

"The cost of everything is up," Mann said. "Even when I see numbers that are printed, I think those are low. When I talk to Kansans about what they are actually paying, so far as percent increases. Tell our ag producers that are paying 200, 300, 400% increase in the price of fertilizer. The cost of everything is going up."

Before the ELDT regulations took effect, states implemented the requirements to obtain a CDL. These are new federal regulations.
