HUTCHINSON, Kan. — As Stacy Goss looks at the city of Hutchinson before her installation as a council member next month, there are several issues the council may have the opportunity to address.

"There is an issue with water," Goss said. "Not only our own water, but what are we going to do with what is being asked of us, some of the water rights. There is a childcare crisis, which I'm sure a lot of people are aware of. That's gotten a lot of media attention, but then there is also, there is a lot going on with the drug epidemic. Workforce development needs attention, a lot of things that received feedback during the ARPA discussions."

Not all of those will get ARPA funding, or even if they do, will get all of their funding needs met that way. However, whenever it is possible to leverage other tax resources to accomplish city goals, Goss believes that is good practice.

"If there's an avenue, a revenue stream that we can look forward to and we can meet those grant requirements, then absolutely, that's something that the city would want to do, it's the same with the county and the state. If there's money that can come from another taxing resource and it's already there and it's just waiting to be distributed, then, by all means, we should be looking for our piece of the pie."

CCS hosting Hoops & Hospitality Feb. 3

HUTCHINSON, Kan. —Archer Daniels Midland (ADM) released its quarterly earnings report and it was good news again for the oilseed company.

Q4 2022 Earnings Per Share as reported of $1.84 includes a $0.10 per share charge related primarily to impairments, restructuring, and settlement contingencies; a $0.02 per share gain related to the sale of certain assets; and a $0.01 per share tax expense related to certain discrete items. Adjusted EPS, which excludes these items, was $1.93.

The company had net earnings of $1.0 billion for Q4, adjusted net earnings of $1.1 billion.

“ADM delivered another very strong quarter to complete an outstanding year, and the strategic work we have done throughout 2022 has positioned us well for 2023 and beyond,” said Chairman and CEO Juan Luciano.

The company also announced it is raising its quarterly dividend by 12.5%, to $0.45 per share, representing the 50th consecutive year of dividend increases.

The dividend is payable on March 2, 2023, to shareholders of record on Feb. 9, 2023. This is ADM’s 365th consecutive quarterly payment, a record of 91 years of uninterrupted dividends.

Locally, ADM operates five elevators in Hutchinson, employing around 65 workers.

ADM announces Q4 results

KINGMAN, Kan. — <a href="https://www.dol.gov/sites/dolgov/files/OPA/newsreleases/2023/01/OSHA20230115.pdf">The Occupational Safety and Health Administration this week issued a Citation and Notification of Penalty to Great Lakes Polymer Technologies LLC, which operates as FabPro Polymers in Kingman.</a>

The OSHA report noted that on August 4, 2022, an employee was fatally injured while working on the Compression Auto Bagger machine and attempting to unjam a clog in the chute connected to Tipper #1 without utilizing procedures for the control of potentially hazardous energy.

In the CAB Area, the rotating agitator on the Compression Auto Bagger (CAB) machine at Tipper #1 was guarded by a metal grate. The metal guard was connected to an interlock switch designed to shut the machine off when the grate was opened. 

On August 4, 2022, an employee was fatally injured when he opened the metal grate and the machine failed to shut off. The employee became entangled in the rotating agitator and died. The machine failed to shut off because the interlock was bypassed with duct tape so that when the guard was opened the agitator continued to rotate.

As a result of the bypassed interlock, employees, including the person that died, were exposed to struck-by, amputation, and caught-between hazards from the unguarded rotating agitator on Tipper #1 when the grate was opened.

Also, the report said that the company had a repeat violation.

In the Extrusion Area, employee(s) engaged in production activities at the #2 Godet of the Line 11 extrusion machine were exposed to amputation and caught in hazards in that the protruding rollers for the machine were not guarded. The company had previously been cited for a violation of the same occupational safety and health standard in a 2019 inspection report.

The total proposed penalties from all violations equal $292,421.00.

Fabpro produces synthetic fibers for reinforced concrete and other applications.

The company has 15 days from the receipt of the citations to comply or contest the findings.

OSHA cites Kingman plant after August death

HUTCHINSON, Kan. — Bills introduced on behalf of the Kansas Chamber in the Legislature would lower personal and corporate income taxes to 5% and exempt the first $15,000 for all taxpayers to avoid a tax increase on lower income Kansans and businesses. Republican Rep. Paul Waggoner wants to hear more about the idea.

"It has a lot of merit," Waggoner said. "You do have a number of states, there is a growth in sort of a flat tax approach. It does help solve some of the inflation problem, because you don't keep getting pushed up into higher rates because of just simply inflation. You can have flat tax that are basically revenue neutral, where the totality of taxes raised is identical to currently."

The Chamber's proposal, if passed, would likely slightly lower revenues, especially if the growth trigger in the bill remains. That provision states any revenue more than what is estimated to be received by the Kansas Consensus Revenue Estimating Group would be split to further buy down income taxes on both personal and corporate income. Speaking generally, Waggoner would like to see a closer match between the budget and revenues.

"We're being overtaxed, effectively," Waggoner said. "We need to drop it down to where we don't have this just continual surplus building. We're paying down debt. We're putting more money in a rainy day fund, doing a number of things to not just be expanding spending, but to kind of get our fiscal house in order, so when a recession, or any sort of flattening happens, that the State of Kansas can sail through it better and not have to have budget gyrations, because we just didn't prepare in time."

Waggoner noted that the Republican-controlled Legislature will have much more ability to stick to their agenda if they can remain together than Gov. Kelly will have to keep it from happening.

Waggoner says idea of single income tax rate 'has merit'

TOPEKA, Kan. — The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) are issuing fish consumption advisories for 2023. 

The advisories identify types of fish or other aquatic animals that should be eaten in limited quantities or, in some cases, avoided altogether because of contamination. 

General advice and internet resources are provided to aid the public in making informed decisions regarding the benefits and the risks associated with eating locally caught fish from Kansas waters.&nbsp;

Bottom-feeding fish:&nbsp;buffaloes, carps, catfishes, sturgeons and suckers.

Shellfish:&nbsp;mussels, clams and crayfish.

Getting outside to catch fish and eating fish has many health benefits, but all fish contain some amount of mercury. Anyone who routinely eats fish or serves fish to their children should carefully consider the types and amounts they eat, including store-bought fish. Too much dietary mercury can harm the development of fetuses, nursing babies and growing children. Therefore, mercury-sensitive individuals (women who are pregnant, nursing, or may become pregnant, and children younger than 17 years old)&nbsp;should follow the guidelines presented below for eating fish caught in Kansas.&nbsp;

The advisories identify types of fish or other aquatic animals that should be eaten in limited quantities or, in some cases, avoided altogether because of contamination. General advice and internet resources are provided to aid the public in making informed decisions regarding the benefits and the risks associated with eating locally caught fish from Kansas waters.&nbsp;Definitions:&nbsp;Bottom-feeding fish:&nbsp;buffaloes, carps, catfishes, sturgeons and suckers.Shellfish:&nbsp;mussels, clams and crayfish.Serving size (skinless fish fillets before cooking):<ul>

 </ul>Statewide Mercury Advisories for Fish:Getting outside to catch fish and eating fish has many health benefits, but all fish contain some amount of mercury. Anyone who routinely eats fish or serves fish to their children should carefully consider the types and amounts they eat, including store-bought fish. Too much dietary mercury can harm the development of fetuses, nursing babies and growing children. Therefore, mercury-sensitive individuals (women who are pregnant, nursing, or may become pregnant, and children younger than 17 years old)&nbsp;should follow the guidelines presented below for eating fish caught in Kansas.&nbsp;Fishing and Eating Guidelines:<ul>

Envista rewards checking made big pay outs in 2022

MANHATTAN, Kansas — The Kansas Department of Agriculture is accepting applications for the 2023 Specialty Crop Block Grant Program. 

Funds for the program are awarded to the agency by the U.S. Department of Agriculture’s Agricultural Marketing Service.

The grant funds are in turn granted to projects and organizations to enhance the competitiveness of specialty crops by leveraging efforts to market and promote specialty crops; assisting producers with research and development relevant to specialty crops; expanding availability and access to specialty crops; and addressing local, regional, and national challenges confronting specialty crop producers. Specialty crops are defined by the USDA as “fruits, vegetables, tree nuts, dried fruits, horticulture, and nursery crops, including floriculture.”

Applications will be evaluated by a team of external reviewers. The team will rate proposals on their ability to successfully promote specialty crops in Kansas and make a positive impact on the Kansas economy. Those recommendations will be submitted to the Kansas Secretary of Agriculture, who will make the final awards.

Today's installment from our Throwback Thursday collection takes us to the northwest corner of North Lorraine Street and East Eleventh Avenue. 

After the discovery of salt in Hutchinson in 1885, salt evaporation plants popped up everywhere. One of those was the Western Salt Co. 

It was chartered on Aug. 17, 1888, with a capital stock of $50,000. By October of 1889, it was producing a capacity of 1,200 barrels of salt daily, with R.R. Price as the president of the company. 

In 1890, it was shuttered but was started up again in 1893 by Samuel Matthews. By 1895, due to consolidations and buyouts, Western was gone as well as many more, and Hutch was down to the big three: Barton, Carey and Morton. 

This property then became nothing more than a sand pit and landfill until 1960 when George and Frank Stuckey built a large Morton metal building and moved their lumber yard from downtown at 15 E. 4th to this location. 

This business was here from 1961 to 2004. 

The second photo shows the Stuckey Lumber facility in 2004, right before closing. 

The structure was then razed and the property was sold to Tractor Supply Co., who built a new building there at that time. 

The third photo shows the property today, still Tractor Supply and now addressed as 1203 N. Lorraine. Owned by the Hansen Trust of Eagle Nebraska.

HUTCHINSON, Kan. — Hutchinson firefighters were called just after 3 a.m. Thursday to Hutchinson Health and Rehab at 2301 North Severance for a fire in the facility.&nbsp;

They found light smoke coming from the laundry room. Residents in the north wing of the building were evacuated while the fire was put out.

The sprinkler system was working at the time of the fire and helped keep the fire contained to the laundry room.

Firefighters removed a smoldering laundry basket and&nbsp;ventilated the north wing of the building. 

There are no injuries and residents have been returned to their rooms.&nbsp;

Sprinklers do their job in care facility fire

HUTCHINSON, Kan. — USD 308 staff took part in a two-day training on Bal-A-Vis-X, a brain-body integration program used in classrooms to assist students in nervous system regulation.&nbsp;

On the weekend of January 14, 2023, staff from Faris Elementary and McCandless Elementary participated in interactive training on the Bal-A-Vis-X (BAVX) program, which consists of rhythmic exercises used to help students regain focus and regulate emotions during the school day. Staff received training on how to perform the exercises, and had the opportunity to practice with peers and student volunteers.&nbsp;

Meagan Baldwin is a behavior intervention teacher for Wichita Public Schools and is a sanctioned Bal-A-Vis-X practitioner and trainer. Baldwin travels across the country to help organizations and schools become familiar with the BAVX program, and was the leader of the USD 308 training.&nbsp;

“Bal-A-Vis-X is an acronym for Balance Auditory Vision eXercises. It is a set of about 300 exercises that are based on physical technique and rooted in rhythm. We can teach this to anyone,” said Baldwin.

The exercises are a way for students to practice executive functioning skills, such as task initiation or waiting for their turn. BAVX is a way for young students to practice skills needed for a successful classroom experience.&nbsp;

“All of our exercises can be done individually or in a partner configuration or in a small group configuration. As an example, a class may have just come in from recess, which is a time when stress responses are heightened, so we need a strategy for calming so students are in the best state for learning. So, you might see a teacher with a small group of students passing sandbags to one another, or bouncing racket balls, all in a patterned and intentional way,” Baldwin explained.&nbsp;

During the training, staff at Faris and McCandless had the opportunity to practice these rhythmic exercises so that they could take them back and implement them in their classrooms. The training was hands-on and focused on the idea that anyone could perform these exercises.

“When Meg said these exercises were for everyone, she wasn’t kidding. In just one weekend I watched her work with kids as young as three, all the way through to the adults that were attending the training,” said Melanie Goering, a first-grade teacher at Faris Elementary.&nbsp;

One of the unique aspects of the BAVX training is that it includes students in the skills practice. After the adults at the training learn the exercises, students are invited to attend on the second day to allow teachers to practice the skills they’ve learned.&nbsp;

“I really enjoyed having hands-on learning time with other adults from several different areas. I liked the fact that we can take this back to our classrooms instantly. My favorite part though was actually getting to watch Meg work with my daughter. We recently received a diagnosis of severe anxiety. I could visibly watch her anxiety lower as she got in the rhythm of working with Meg,” said Goering.&nbsp;

Following the training, participants were able to immediately implement their new skills in their schools, which they shared with Baldwin.&nbsp;

“I’m already receiving multiple videos of teachers using BAVX in their classrooms. It’s going to be interesting to see where this goes. I often don’t get that piece of follow-up, so it will be interesting to watch them through this process,” said Baldwin.&nbsp;

USD 308 Staff Participate in Bal-A-Vis-X Training

HUTCHINSON, Kan. — Residents in the seventh and newest featured neighborhood in southeast Hutchinson voted on their neighborhood name during a Jan. 24 meeting. Residents selected the name, “The Founders Neighborhood,” recognizing the neighborhood’s history and area where several early civic leaders lived in Hutchinson.

The Founders Neighborhood boundaries include: Between East Avenue D and the railroad right-of-way between 1st&nbsp;and 3rd&nbsp;avenues, from the Ken Kennedy Freeway to Walnut Street. A map with more detailed boundaries can be found on the Hutchinson Healthy Neighborhood Initiative Facebook page. Next steps for the neighborhood include designs of neighborhood street sign-toppers, as well as continued engagement of residents for future events, activities, and initiatives.

Work continues on the six remaining featured neighborhoods that are a part of the Hutchinson Healthy Neighborhoods Initiative (HHNI). Hutch Rec and HHNI met with Farmington Park residents for their annual meeting on Jan. 17, with the other five neighborhoods meeting in February. These annual meetings give neighborhood residents a chance to review 2023 and determine priorities for the year ahead.

Newest featured neighborhood picks name

NEWTON, Kan. — At Tuesday night’s meeting, the Newton City Commission approved the final plat for the QuikTrip development on East First Street between Spencer and I-135.

The Commission also received the developer’s petition for a traffic signal at First and Spencer and approved an engineering agreement with MKEC Engineering for the improvements. The City will pay for 67% of the cost of the signal (estimated total cost of $672,000), and the developer will pay for the rest of the improvements.

The existing special assessments for the water, sewer, drainage and Manchester Avenue street improvements on the previous plat will be re-spread to the new lots.

QuikTrip representatives have said they hope to submit plans for a building permit and break ground in March, with construction taking about a year.

QuikTrip development in Newton approved

HUTCHINSON, Kan. — A Hutchinson man was arrested after Jimmy Johns at 900 East 30th Suite B was robbed Tuesday night. Officers were called to the restaurant at 8:53 p.m.&nbsp;&nbsp;

Employees reported that a male suspect who attempted to conceal his identity, entered the store and demanded currency out of the register. 

The suspect implied that he was armed but no weapon was displayed. He obtained an undisclosed amount of currency and fled the location. They figured out who it was quickly and made an arrest. 

During the investigation, police were able to link the robber to a robbery at the 1330 East 30th Kwik Shop back on Jan. 16 just after 10 p.m. The robber in that case also tried to hide who he was and said he was armed but never showed a weapon.

As a result of the investigation, 28-year-old William R. Webster of 903 East 31st was arrested for the following:

Kwik Shop: 1) Robbery 2) Aggravated Assault: committing felony, placing subject in fear while disguised.

Jimmy Johns: 1) Robbery 2) Aggravated Assault: committing felony, placing subject in fear while disguised.

All suspects are considered innocent until found guilty in a court of law.

This case is still under investigation, and this is all the information that is being released at this time.

Hot off the heels of their successful 2022 35th Anniversary Tour, Blue Traveller&nbsp;announced a series of 2023 shows to coincide with the impending release of their Live and Acoustic: Fall of 1997 limited edition, double EP in spring 2023. &nbsp;

The spring tour will kick off at the Fox Theatre in Hutchinson and run through the end of May, culminating at the Flying Monkey on Wednesday, May 24 in Plymouth, New Hampshire. &nbsp;

During the shows, the band will perform a large catalogue of songs spanning more than three decades and 14 hit albums. These include&nbsp;the iconic four, which went six-times Platinum and spawned the definitive “Run-Around,” which garnered the band’s first Grammy® Award.&nbsp;

Audiences can also expect to hear the band’s Billboard-topping smash singles like “Hook” and “But Anyway,” as well as their new, jam-infused renditions of some of their favorite classic blues songs, originally recorded by artists such as Aretha Franklin, Freddie King, Big Mama Thornton, and Little Willie John.&nbsp;

Blues Traveler will also be promoting their forthcoming spring 2023 release of Live and Acoustic: Fall of 1997, which is a selection of highlights from the ensemble’s legendary tour, 25 years ago. &nbsp;

The 25th anniversary limited edition double LP will include unreleased, remastered material from the initial two-track soundboard recordings. &nbsp;

Among the tracks on the upcoming drop are fan favorites and some of the band’s best-known material like “Run-Around,” “But Anyway” and “The Mountains Win Again,” interspersed with several deep cuts.&nbsp;

The tour that spawned the album came after the success of Blues Traveler’s October 1997 performance at Neil Young’s Bridge School benefit, where the band delivered two entirely acoustic shows. Inspired by the magic they created, the group integrated mini acoustic sets between their first and second electric frames during their 1997 Fall tour.&nbsp;

Fox Theatre presents Blues Traveler 

MCPHERSON, Kan. — McPherson College will partner with the Center for Automotive Research (CAR) — considered the most respected research source in the automotive industry — on a study exploring the future of transportation and mobility to create a new engineering, design, and mobility program building on its existing Automotive Restoration program. Creating a national center for the future of engineering, design, and mobility is one of the key initiatives supported by the college's $500 million double-match estate commitment.

The CAR study will examine a wide range of approaches to the future of mobility, including electrification, mobility ecosystem, urban planning, roadway design, and more, to create a dynamic curriculum for the new program.

"For decades, the Auto Restoration program at McPherson College has been offering a one-of-a-kind experience for students interested in the history and hands-on restoration of classic cars," President Michael Schneider said. "We want to build from this unique program and offer students more opportunities based on what the future looks like for transportation and mobility. CAR will help ensure we move in the right direction."

CAR, a non-profit organization based in Ann Arbor, Mich., is focused on the future direction of the global automotive industry. Its mission is to inform and advise through independent research, education, and dialogue, enabling a more viable and sustainable automotive ecosystem. CAR maintains close collaboration and relationships with automakers, suppliers, industry associations, government, non-profit, labor organizations, and educational institutions to provide leading, thought-provoking, and impactful research.

CAR specializes in connecting the automotive industry's needs to what academic curriculums require to match those needs. This includes analyzing degree programs, evaluating student preparedness, and assessing facilities, classrooms, and equipment.

"CAR engages with academic institutions, automotive industry leaders, and municipal organizations to understand the required skills and competencies of the future workforce," said Alan Amici, President and CEO of CAR. "Our findings will enable McPherson to create an academic program that meets the needs of students and employers in a rapidly changing environment. The Auto Restoration program at McPherson College is 45 years old and recognized as the only program of its kind in the nation. It offers a bachelor's degree in technology with an emphasis on automotive history, restoration management, automotive communications, restoration design, and automotive restoration technology. Students are immersed in the automotive industry through hands-on experiences and internships across the country and around the globe. Current students are restoring a 1953 Mercedes Benz 300 S Cabriolet to compete at the Pebble Beach Concours d'Elegance in August.

The CAR study will include benchmarking existing engineering programs at other colleges and universities, analyzing the engineering skills needed to succeed and lead in the future mobility ecosystem, and making recommendations for curriculum. CAR will also consider additional certification programs to supplement and enhance the new program. McPherson College will receive a final report at the end of May 2023.

To date, the college has raised close to $150 million of the $250 million needed to secure the $500 million match, including a $50 million commitment from Californian philanthropists and car enthusiasts Melanie and Richard Lundquist. McPherson College to research engineering, design, and mobility

NEWTON, Kan. — US Outdoor First Aid is holding its first Wilderness and Remote First Aid Classes for 2023 training season on Saturday and Sunday, February 25 and 26, 2023 and Saturday and Sunday, April 15 and 16, 2023. 

The February class will be held at Camp Hawk, just south of Newton, Kansas. The April class will be held in Volunteer Hall at Harvey County East Park, east of Newton. 

Each class is the 16 hour Intensity Level II class that goes well beyond Standard First Aid training and is patterned after the training that Emergency Medical Technician students receive. 

The goal is for the participants to be confident in their ability to competently provide lifesaving First Aid skills in an emergency situation until EMS arrives.

● Active in recreational activities such as Hiking, Hunting, Cycling, or Camping

● Coaches and parents with youth participating in Organized Sports

● Involved in remote and rural occupations such as Farming and Ranching

● Located where Natural Disasters such as Winter Storms, Tornadoes and floods could occur

By completing this course, the participant will earn certification in:

● CPR/AED/Choking (2-year certification)

● Wilderness/Remote First Aid (2-year certification)
