HUTCHINSON, Kan. — According to Hutchinson Police, an 18-year-old from Pretty Prairie was arrested following an injury accident in Hutchinson Monday afternoon. The accident happened just before 5:30 p.m. near 17th Ave. and K-61. 

Blake Reyes of Pretty Prairie was heading west on 17th when he lost consciousness and struck another vehicle and a light pole. David Shadel of Hutchinson was riding as a passenger in Reyes vehicle. Reyes and Shadel were transported to Hutchinson Regional Medical Center with serious injuries. The other driver, Beth Sheppard of Hutchinson, was treated on scene by EMS and released.

According to the booking sheet, Reyes was arrested on charges including Aggravated Battery/DUI causing great bodily harm and Abuse of Toxic Vapors. 

The collision is being investigated by the Hutchinson Police Department Traffic Unit. If you have any information regarding the crash, please contact Traffic Officer Hammond at (620) 694-2854.

UPDATE: Teen arrested after accident in Hutchinson Monday

TOPEKA, Kan. — Governor Laura Kelly today announced that the Kansas Department of Health and Environment (KDHE) is awarding $10 million from the agency’s Small Town Water and Sewer Infrastructure Assistance (STWSIA) grant program to help 18 small communities improve water and wastewater services. Three of those communities are in Reno County, with one in McPherson County.

That program received the funds through the Strengthening People and Revitalizing Kansas (SPARK) program funded by the federal American Rescue Plan Act (ARPA).&nbsp;

Grant applicants were comprised of water and wastewater utilities with a population of less than 1,000 and that have a public health or regulatory compliance issue that infrastructure improvements would help resolve.&nbsp;&nbsp;

“These investments go a long way to provide the necessary resources to update wastewater infrastructure and meet the needs of our communities,”&nbsp;Governor Laura Kelly said. “These upgrades will make sure small towns are able to provide safe and clean water, improving the livelihood of their residents.”&nbsp;

“There is a great need for investment in water and wastewater infrastructure,”&nbsp;said Leo Henning, KDHE Deputy Secretary for Environment. “The Small Town Water and Sewer Infrastructure Assistance program allows for improvements and developments in communities that may otherwise be prohibited due to cost. KDHE will partner with the awarded communities to implement the projects outlined in their applications.”&nbsp;&nbsp;

The four Hutch Post area utilities recieving grants are:

The City of Arlington ($1,035,000, population of 431) for new public water supply wells in a new area to replace existing water supply wells that exceed the maximum contaminant level for nitrate. 

The City of Galva ($1,016,230, population 870) for new public water supply wells, transmission mains, a disinfection treatment facility, and a blending facility to resolve arsenic contamination. 

The City of Sylvia ($1,000,000, population 210) to construct new wells to supply water with nitrate contaminants below the maximum contaminant level.  

Reno County Rural Water District 101 ($600,000, population 200) to interconnect with Hutchinson and blend the existing water supply to reduce nitrate contaminants below the maximum contaminant level.

Four area water grants awarded

HUTCHINSON, Kan. —&nbsp;Mike and Kristen Musick and one of their grandsons were the <a href="https://hutchpost.com/posts/85840973-1805-4a71-a137-c787ca99fe2a">victims of the accident</a> at the Kansas State Fair Friday night and according to a <a href="https://www.gofundme.com/f/musick-family">gofundme page</a> to raise funds for their medical expenses, they are currently in ICU at Wesley Medical Center.

According to the page organizer, Casey Clapp, they both have several serious injuries that are going to take a lot of time and medical help to heal.

Mike and Kristen have 4 children, Trent, Danielle, Alexis, and Lauren. 

The three girls live in Hutchinson. Trent lives in Illinois. Trent drove up here the next day to be with his family. The kids are taking turns staying overnight in the hospital with their parents. 

According to Clapp, Alexis and Danielle both have younger children and have been driving back and forth each day to take care of their families in Hutchinson.

The family is going to need help with the medical bills that will soon be piling up, but the cost of going back and forth to Wichita and the meals connected with those trips.

The fundraiser has raised just under $5,000 as of Tuesday at noon with 75 donations.

Fundraising ongoing for victims of State Fair crash

HARVEY COUNTY —&nbsp;The Harvey County Sheriff’s Office has released the name of the individual found dead at Harvey County East Park this past Sunday.

Tyler Lee Ford, 31, of Hutchinson, was found in the Sunset Ridge area of East Park, west of North East Lake Road and north of Northeast 12th Street.

Ford’s death is being investigated as a homicide.

Ford’s body was found by passersby Sunday afternoon. Deputies were dispatched to the area Sunday around 12:45 p.m.

Ford’s body was found lying on a dried-out section of the lake bed. Much of the lake is without standing water due to drought conditions.

Ford is believed to have died within the past week, and the body placed in the park within the past week.

An autopsy by the Sedgwick County Regional Forensic Science Center determined Ford died of a gunshot wound.

The investigation is ongoing. No arrests have been made. Anyone with information about the incident is asked to contact the Sheriff’s Office.

Hutchinson man identified as possible homicide victim

HUTCHINSON, Kan. — The Kansas Leadership Center (KLC) and the Ewing Marion Kauffman Foundation (EMKF) have launched Heartland Together, a program to encourage local business growth in towns and cities across the American heartland. Reno County has been chosen as a pilot community for this program.

"We hope, through this process, to engage community members broadly that uphold entrepreneurs," said Kari Mailloux with the Hutchinson Community Foundation. "Whether you are an entrepreneur yourself, or an entrepreneur support organization, or someone who cares about the success of entrereneurs."

The first step of this work is to better understand the persistent challenges in the support system around entrepreneurs. To do this, KLC and EMKF are hosting a Diagnosis Event on Tuesday, September 19. Thirty-one entrepreneurs have signed up for the daytime event.

Also, Tuesday night Heartland Together is the subject of the monthly Entrepreneurship Connections event at Sandhills Brewing at 5:30 p.m. and the public can attend that event.

The Heartland Together flagship experience will happen November 14-16, 2023. There are 25 slots for that experience.

HUTCHINSON, Kan. — Hutchinson Vice-Mayor Greg Fast said the executive session the City Council held on Friday was productive in narrowing down the field of permanent city manager candidates.

"We had 45 applicants for the city manager position in Hutchinson," Fast said. "Quite frankly, we've drug our feet a little bit, because we really like what Mary Grace is doing in kind of getting some of the culture where we want it with our city employees, so we haven't been in a big hurry. We had about 10 people we were discussing on Friday afternoon. We've narrowed that down to four."

Those four were to be notified of their finalist status on Monday and asked to come to Hutchinson for an in person interview.

"What I can tell you is, there's a couple from the area," Fast said. "There's a couple not from the area. The two not from this area do have a regional connection. For good reason, they want to be the city manager of Hutchinson. We're going to see what those four have to say. Hopefully, they will all accept the offer for an interview and we'll move forward with that search. I suspect we'll start those interviews in two to three weeks."

Even when they make an offer, it will still be some time before the new person is here.

"Most of them want to give 30 to 60 days notice," Fast said. "I think all but one are currently working in that capacity. The one thing I've learned in the two years that I've been involved in city government is nothing happens very fast. It's very frustrating. I know there's three of us on the council right now that have small businesses. We just make decisions and get things done. It doesn't always work that way in government. We're trying to change that, but there's value in taking our time and doing it right."

Vice-Mayor gives update on city manager search

MCPHERSON, Kan. — From now through September 23, 2023, the McPherson Police Department will join other Kansas law enforcement agencies to stop what has been likened to an epidemic in Kansas. In 2019, 8 children ages 0-13 lost their lives due to car crashes in Kansas. Sadly, 62% of those children were not wearing their seat belts.

Wearing a seatbelt properly is the best prevention of serious injury or death in a vehicle. According to the 2019 Kansas observational seatbelt survey, children are much more likely to be buckled up if the driver is wearing their seatbelt. If the driver is buckled, about 97% of the children are restrained. If the driver is not buckled, only about 30% of the observed children were buckled. We want adults to model safe driving behaviors for children.

Law enforcement across Kansas will be extra vigilant this week when patrolling around schools. For more than 20 years, officers have educated and warned drivers and passengers regarding the importance of using seatbelts while in their vehicles. There should be no surprises when it comes to this enforcement effort. Officers will issue citations to anyone who does not obey Kansas law.

Police Chief Mikel Golden says, “Even one child’s death is unacceptable. McPherson in seatbelt enforcement campaign this week

HUTCHINSON, Kan. — ESSDACK will be hosting a Poverty Simulation event on Sept. 28 from 9:00 a.m. to 11:00 a.m. at their office at 1500 East 11th.

Up to 250 people can experience what it is like to live in poverty for one month. Each participant will role play a person experiencing survival mode for one month simulation in four, fifteen minute weeks. The results are new understandings of why families on the lower economic scale do the things they do. The simulation is built to be taken into communities and into schools to initiate the paradigm shifts necessary to activate great generational change.

Poverty simulation to be held at ESSDACK Sept. 28

HUTCHINSON, Kan. — Tuesday is National Voter Registration Day and Reno County Deputy Elections Clerk Jenna Fager said that there are plenty of ways to register between now and Oct. 17 so that you can vote in the city and school board elections Nov. 7.

"You could come in to our office," Fager said. "<a href="https://sos.ks.gov/elections/elections.html">You can go online and register to vote. We have a link on our website for that</a>. You can also go to the DMV, the local library or any city office. They forward them on to us."

Registering to vote is simple, just have proof of you who are when you do so.

"You just need to fill out the voter registration card and then you'll need to put your driver's license number on there," Fager said. "If you don't have your driver's license number, you'll need to send in a copy of your ID."

The number of voter registrations in Reno County stays pretty static from year to year.

"It doesn't fluctuate too much, until you get into the federal elections," Fager said. "Then, we start getting a lot more voter registrations in. We've got about 42,000."

Fager said that there are three ballot questions on local ballots this November. 

One is a county-wide question regarding whether or not their should be a minimum food purchase to sell beer or liquor in the county. A second is a local question in Pretty Prairie about whether or not to keep their breed specific dog ban and a third is a question in The Highlands about whether or not to allow short term home rentals (think Airbnb) in that incorporated city.

Those questions are in addition to contested local office and/or school board races in most of the cities in the county.&nbsp;

Fager: Local elections worth registering for

HUTCHINSON, Kan. — Drawing is the basis for all other types of art but is also an art form in itself. Join artist and teacher Cinde Smith at the Hutchinson Art Center for a 4-week workshop to learn or review the basics of using pencil, pen, charcoal and black paint to capture the essence of a subject on paper. 

When we learn to draw, we learn to see and think better, too. Join us to become a better artist, enrich your life and perhaps even make some new friends.Classes will be held Tuesdays from October 10 through October 31 from 3:30 to 5:00 p.m. 

The entire workshop costs $30, which covers the cost of provided materials. Plus, students will be able to keep these materials once the workshop is over!

Hutchinson Art Center hosting beginning drawing class next month

AgTrax Summit is a success

Kansas farmers and ranchers set a new record for agricultural exports in 2022 by shipping nearly $5.5 billion worth of food and farm-grown products to other countries. About half of that total came from our neighbors. Mexico and Canada, first and third, respectively, are crucial partners not only because of proximity but also a robust free-trade framework. Japan’s desire for quality beef put it in the second spot to round out the top three.

That’s a big impact for a small state, but this trade wasn’t a one-sided deal either. As Kansas and the U.S. in general shipped corn and wheat to Mexico, we also imported tequila, tomatoes and avocados to make taco night more fun and tasty, too.

Trading with Canada and Japan is a similar give and take with beneficial results for everyone, especially those who enjoy seafood. I enjoy a good filet of fried catfish as much as anyone, but I’m willing to bet bluefin tuna is superior for making sushi.

These exchanges are a lot like life, and not every trade partner is a good or desirable one. But for farmers and ranchers, trade is vital for two reasons. First, American farms and ranches are the most efficient in the world, and they grow far more than the domestic market would ever come close to consuming. Second, overseas consumers also have different tastes than you and I do.

There’s not a large market for things like tongue, intestines and organ meat in the U.S., where offal is more likely to be discarded than consumed. But for other regions, these items are often sought after as delicacies. Trade helps meet this demand, lowers the local price and increases the value of animals raised by U.S. farmers and ranchers.

Food isn’t the only thing that benefits from trade, it’s just a personal favorite. Cross-border transactions have the potential to create wealth by leveraging comparative advantage and specialization across the globe. Different climates and soils paired with opposing seasons and tastes are just a few reasons why food trade is valuable to anyone who likes variety.

Agriculture is the reason the United States has the largest economy in the world, but it’s not because we grow the most food. While farmers and ranchers occupy much of the vast area of the United States, they’re just a small portion of the 330 million Americans. Less than 2 percent, in fact. And while we certainly enjoy the fruits of the labor, the other 98 percent of us are free to hone our skills and innovate to create things we couldn’t have otherwise.

If you break down Kansas’ ag exports by commodity, then the state’s second most valuable export was meat and offal. Grains like corn and wheat were fourth, followed by oil seeds like soybeans in sixth place. First, third and fifth were aircraft and parts, industrial machinery and electric machinery, respectively.

So, the next time you fly on an airplane or pick up a power tool or just check your cell phone, give thanks to farmers and ranchers. They didn’t invent airplanes, power tools, cell phones or any of the other 21st&nbsp;century technologies we enjoy, but their work made them possible.

According to the Gofundme page, they are seeking to cover the cost of the three funerals. As of Monday afternoon, over $30,000 had been raised from over 400 donations to help the family. Details on funeral arrangements are not yet available.

Fundraising continues for family in McPherson County tragedy

SOUTH HUTCHINSON, Kan. — The City of South Hutchinson plans to keep their mill levy flat for 2024, while exceeding the Revenue Neutral Rate.

The Revenue Neutral Rate and budget hearings are scheduled as part of Monday's meeting.

South Hutch will have budget authority of $8,033,137, while levying&nbsp; $1,178,333 in Ad Valorem tax in 2024. 

The mill levy will be 43.500, with the majority of reallocated mill levy going to the general fund, as the bond and interest levy went down considerably.

The South Hutchinson City Council meets Monday night at 6 p.m. at the city offices at 2 South Main.

South Hutch budget and RNR hearings Monday

HESSTON, Kan. — According to a social media post from the Hesston Police Department, Southern Star is putting in a new piece of pipeline across Ridge Road north of that town starting Monday morning. 

Ridge Road will be closed.  You can still access Interstate Park but no further north on Ridge.  

As part of the project they have to flare some gas at the facility west of town Monday morning as well.  Ridge will be closed for a week if all goes well.

Harvey County road closed due to pipeline project

HUTCHINSON, Kan. — The regularly scheduled Hutchinson Planning Commission meeting for Tuesday, September 19, 2023 will be a Study Session with the Housing Commission, Land Bank and Landmarks commissioners discussing housing in Hutchinson. 

No cases or official business will take place.

The next scheduled meeting of the Planning Commission will be held Tuesday, September 26, 2023, at 5:30 p.m. in City Hall.

No public business at Tuesday study session

HUTCHINSON, Kan. — LeAnn Cox with Visit Hutch acknowledges that the Kansas State Fair is a great event for hotels in Hutchinson.

"During the State Fair, because it's a 10-day run over two weekends, the weekends, obviously are always 100% sold out," Cox said. "There are, occasionally, rooms to be had in Hutchinson, on say, Tuesday, Wednesday nights. That has lessened since we lost our largest hotel a few years back, but it's a heavy lift for the hundreds of thousands of people that are in town over those ten days."

When looking at building more hotel capacity, Cox notes that in order for a hotel to be viable and profitable, it needs to be 70% full all the time. Hutchinson, right now, has a chicken and egg problem in that they have trouble drawing the events to get to that minimum without the hotel and convention space to bring in non-sports related events.

"There are different types of events that just happen year after year after year," Cox said. "Some that come to mind for instance, would be national ag events out at the Fairgrounds. We've done a really good job of hosting those in the past. The problem is, oftentimes, groups don't want to return year after year. They want to rotate it around the country. We'll get back in that rotation, but it's a tough challenge to build up to a 70% threshold in a community our size."

The new hotel and convention center to be built near 23rd and Waldron that is going to be a Hilton Garden Inn will help with some of that issue, but it won't be ready for a State Fair crowd until 2025.

Kansas State Fair helps fill hotels, but more events needed

HUTCHINSON, Kan. — According to Shawn Steward with AAA Kansas, the pain for drivers at the pump is increasing.

"We've seen quite a spike in gas prices here, not only in Kansas, but basically the entire Central Plains and Upper Midwest," Steward said. "There's been some talk through the industry that refineries in the region have been down for regular maintenance or some repairs."

Area counties are up considerably from last week. Prices were checked on Saturday, Sept. 16.

The statewide average is $3.74 and the fundamentals suggest that prices may stay up for the short term.

"In addition to the refinery issue, we've also seen crude oil prices rising back to around $90 per barrel amidst trader's concerns that crude supplies will remain tight through the rest of the year," Steward said. "Specifically, Saudi Arabia and Russia, some of the top OPEC+ producers have played a role in tightening supplies by continuing their output cuts."

It's not really that more people are driving, in fact, it's the opposite lately.

"We're in a period here where we typically see lower demand," Steward said. "We are seeing that, in terms of gasoline demand in the U.S. currently being down, but all these other factors with tightening supply in the global market and then these issues with refinery outages, hopefully those will be temporary, but all of those factors are driving prices up at the pumps."

A year ago, the statewide average was $3.41 a gallon.

AAA: Gas prices rise significantly

HAVEN, Kan. — The next Coffee in the County sponsored by the Hutch Chamber and StartUp Hutch is Friday from 8 a.m. to 9 a.m. at the Haven branch of Heartland Credit Union at 103 South Kansas in Haven.

Next Coffee in the County in Haven Friday

HUTCHINSON, Kan. — Kansas State Treasurer Steven Johnson is pleased so far with how his office is implementing the new&nbsp;Kansas Public Investments and Contracts Protection Act.

"What we know is we need the highest return investments at the lowest risk," Johnson said. "That's what we need. We don't need a policy mandate that says you must do x, y or z, whether or not you make money at it. We've got to look at, what works to feed the world, what works to fuel the world, then, for our assets, what gives us the highest return? The legislature passed a bill this last year, we implemented it in June and it took effect in July that in our investments, in our state contracts, we are neutral on the issue."

Environmental, social and governance (ESG) is a framework used to assess an organization's business practices and performance, but most ESG factors aren't tied directly to financial data. All the legislature wants Johnson's office to look at, is what makes the most money in the safest manner for Kansas.

"We look at what the return and risk are and we make the decision based on that," Johnson said. "The neutral piece relates to, we do not put an overlay of policy initiatives to make that decision. It is simply on the return and risk."

There are currently $25 billion in the KPERS trust fund.

HARVEY COUNTY —&nbsp;The Harvey County Sheriff’s Office is investigating after the body of a man was found at Harvey&nbsp;County East Park Sunday afternoon. &nbsp;Emergency personnel were dispatched to East Park around 12:45 p.m. 

The body was found on&nbsp;park property west of North East Lake Road near Northeast 12th Street. &nbsp;The body was discovered and reported by passersby in the park. The body was found on the&nbsp;ground of a dried-out portion of the lake bed.

The identity of the individual nor the cause of death have been identified. &nbsp;The incident remains under investigation. Drivers are asked to avoid the area while the&nbsp;investigation continues.

City Beverage appreciates your support and inquiry about the reason the most popular beers in Kansas are not at the Kansas State Fair this year (Budweiser, Bud Light, Michelob Ultra and Busch Light). This was a State Fair vendor decision, not a decision of City Beverage Management or the Kansas State Fair Management. We understand fairgoers are being told the reason they do not have our products is because we will not deliver to the State Fair. This is untrue.
