TOPEKA, Kan. — U.S. Department of Agriculture (USDA) State Director for Kansas Rural Development Christy Davis today announced that USDA is investing $2,383,384 in domestic fertilizer production through a cooperative in Canton, Kansas.

“The USDA is committed to Kansas agriculture and agri-business,” Davis said. “This investment will increase domestic fertilizer production and strengthen our farming communities.”

Today’s announcement is part of a larger national announcement which include 11 other states through the Fertilizer Production Expansion Program (FPEP). This program provides grants to independent business owners to help them modernize equipment, adopt new technologies, build production plants and more. The details of the Kansas project are:

· A $2,382,384 grant will provide financing for construction and equipment of a new replacement facility in Canton. Mid-Kansas Cooperative Association, a farmer owned cooperative with 11,000 members and 600 employees will construct the new state of the art facility to provide more efficient access to customers in the region. The facility will support a production of 3,000 tons of liquid fertilizer annually, of which will be made available to 250 local producers. The project is expected to create eight additional positions.

MKC gets $2.3 million USDA grant for Canton facility

WICHITA, Kan. — According to a Wednesday report from the National Weather Service office in Wichita, a rapidly moving line of storms called a derecho moved out of western Kansas and into Reno and Kingman counties shortly after 7 p.m. Sunday, May 19. This intense line of storms produced widespread 70 to 90 mph winds as it raced off to the northeast at 70 to 80 mph. Hardest hit were the communities of Hutchinson, Haven, Burrton, Halstead and Newton where widespread tree damage and power outages were reported. 

Damage was also reported across southern Marion and northern Butler counties with  tornado damage was documented near Burns.  The destructive line of storms continued to produce damaging winds as it tracked toward Kansas City late Sunday night.&nbsp;

This was following the development of a high precipitation supercell that moved along the I-70 corridor earlier that afternoon.

Around 2:30 p.m. on Sunday May 19, a high precipitation supercell developed near Hays along a warm front. This storm tracked east along I-70, producing a few brief tornadoes across Russell and northern Ellsworth county.  As it progressed east, the wind and hail threat ramped up as it moved into Saline County.  The Salina Airport measured a 100 mph wind gust.  There was also numerous reports of golf ball size hail across Salina.&nbsp;

NWS says Reno, Harvey counties hit by derecho

HUTCHINSON, Kan. — The Sports Arena dump site is open for your convenience from 8 a.m. to 5 p.m. The site will operate Monday through Saturday from 8 a.m. to 5 p.m. with the exception of next Monday, Memorial Day, when it will be closed.

Residents are responsible for disposing of their own limbs. To accommodate everyone during this time, The City will not be enforcing debris pick up over the next two weeks. These sites are available to residents only. 

Contractors need to dispose of their debris at the landfill as normal. At this time, they are only taking tree limbs. Other household waste, mulch, wood chips, and other bulky items are not permitted.

Added limb location at Sports Arena

HUTCHINSON, Kan. — Cosmosphere is thrilled to participate in Sunflower Summer once again.

This summer will be better than ever as Kansas families will each receive All-Access Mission Passes to the Cosmosphere through the Sunflower Summer program. In years past, families have only received admission to the Hall of Space Museum and CosmoKids.

The All-Access Mission Pass includes access to the Hall of Space Museum, CosmoKids, a documentary in the dome theater, a show in the planetarium, live science in Dr. Goddard's Lab, and a ride on the naviGATOR simulator.

Sunflower Summer starts Saturday with more at Cosmosphere

Today's "Throwback Thursday Collection" takes us to the unit block of East 3rd Avenue on the north side.

All along the Santa Fe Railway right-of-way was an abundance of eateries. The first photo shows two of them in 1928.

On the left, at 6 E. 3rd Ave., is Brownie's Lunch Room, owned by S.L. Brown of Nickerson. In 1929, it became the Joy Cafe, owned by L.L. Joy.

On the right was the Good Eats Cafe, at 8-10 E. 3rd Ave. In 1929, it became George's Cafe, owned by George Gilbert, who owned several properties on this block.

These two properties have had a long, long list of businesses since. The majority of these enterprises have been either cafes, taverns, used furniture stores, used clothing stores, antique stores and even pet supplies stores.

Fast forward 96 years to the second photo of the properties today. The 6 E. 3rd on the left was last known as Debbies Place and the property is owned by Mayfield &amp; Sons Inc.

The 8-10 E. 3rd property on the right is now the Clothestime Shop and the property is owned by Ghassan Shaban Trust.

Dillons gives discount on Memorial Day

WASHINGTON, D.C. — With Thursday scheduled as the day for the markup of the next five-year Farm Bill in the House Agriculture Committee, Kansas First District Congressman Tracey Mann went to the House floor to praise the initial product that he has seen thus far heading into the process.

Mr. Speaker, this is a week that farmers, ranchers, and agricultural producers in my state have long-awaited. The House Agriculture Committee will finally markup a five-year Farm Bill. I want to start by saying thank you to Chairman G.T. Thompson for leading the committee in developing a bipartisan, comprehensive, fiscally conservative Farm Bill that gives our farmers, ranchers, and agricultural producers the certainty they deserve.

Around this time last year, the Chairman and I hosted a Farm Bill listening session in the middle of a wheat field in my District. We heard from 150 Kansans about their priorities for a Farm Bill. They were clear—they need a Farm Bill that gives them certainty as they work day-in and day-out to feed, clothe, and fuel the world. The Farm, Food, and National Security Act does just that.

This Farm Bill strengthens the farm safety net and protects crop insurance. Agricultural producers in Kansas understand firsthand how important that is. In February 2021, Kansas had 13 consecutive days of below freezing temperatures which was a 40-year record. Our producers worked around the clock to protect their cattle and ensure they survived. Just last summer, drought and market conditions in Kansas caused producers to abandon the highest number of acres of wheat since World War One. Wheat farmers have seen a 35% decrease in production in the last year as a result. Mr. Speaker, the reality is Mother Nature is a very difficult business partner. One bad crop year could put the livelihood of our producers and their families at risk. This Farm Bill gives these hardworking individuals more certainty by strengthening the farm safety net, adjusting reference prices, and modernizing the Livestock Indemnity Program, dairy supports, and Conservation Reserve Program.

The committee’s Farm Bill also maintains American food independence and invests tax dollars in places we can see a return on those dollars. America is the freest country in the world, in part because we have never had to rely on another country to feed us. At the heart of that independence is agricultural research and innovation.

The Big First is home to some of the crown jewels of the animal health corridor—Kansas State University and the National Bio and Agro-Defense Facility. These institutions give the nation a scientific hub of world renown research. Kansas State University is conducting groundbreaking research into areas, including new heat-tolerant wheat varieties and higher yielding sorghum. The U.S. Department of Agriculture’s state-of-the-art National Bio and Agro-Defense Facility in Manhattan, Kansas, will conduct research into serious animal disease threats and be an important backstop in protecting our nation’s food supply. This work, and America’s continued ability to feed ourselves for generations to come, depend on a five-year Farm Bill that prioritizes food security as national security.

Mr. Speaker, this Farm Bill makes robust investments in the Market Access Program and Foreign Market Development cooperator programs that ensure our American producers remain in the international marketplace. It proactively addresses issues like deferred maintenance costs at land-grant institutions and the country’s veterinarian shortage before the problem gets worse.

I’ve been to this floor nearly thirty times to push for my priorities in the Farm Bill—to protect and strengthen crop insurance, promote trade programs that help America remain competitive and secure, conduct rigorous oversight of the executive branch to fight big government overreach, and invest in agricultural research at America’s land-grant universities.&nbsp;I’m pleased that the Farm, Food, and National Security Act does just that.

We need to pass a five-year, fiscally conservative Farm Bill long enough to provide certainty and short enough for Congress to respond to market changes. Farm Bills feed every corner of the nation from New England to the islands of Hawaii, both our coasts, down to the Gulf, and even the heartland of the country, including Kansas.&nbsp;American agricultural producers and consumers are counting on it. The legislation we markup this week will have ripple effects for the next half-decade. This body, and Congress, must use this legislation to address the concerns we have all heard over the last several years.

When we kicked off our Farm Bill listening session last year there were three combines parked behind us – John Deere, Case, and Gleaner. When you grow up on a farm, you’re born into a loyalty to one of these trusted American brands. They have different styles and features, but they are all designed to do the same thing – harvest. Our listening session that day, and the bill the House Agriculture Committee markup this week are no different. We all have different priorities and backgrounds, but we’re all here to do the same thing – harvest, work hard, and effectively churn out a product – the Farm Bill.&nbsp;American farmers, ranchers, and agricultural producers deserve it, America’s food and national security depend on it, and Congress must deliver it.

This Farm Bill is something our agricultural community can be proud of. It&nbsp;puts&nbsp;dollars in places where Americans&nbsp;can see&nbsp;a good return on&nbsp;their&nbsp;investment. It tightens budgets and reins in reckless spending that doesn’t serve taxpayers. Most importantly, this&nbsp;bill ensures that American farmers, ranchers, and agricultural producers can continue to keep us all fed, fueled, and clothed.&nbsp;The Farm, Food, and National Security Act&nbsp;is the first step in the right direction, and I look forward to this week’s markup.

HUTCHINSON, Kan. — Kyle Fisher was introduced as the 16th head men's basketball coach in Hutchinson Community College history on Wednesday afternoon at a news conference at the Hutchinson Sports Arena.

"It's incredible to be named the next men's basketball coach at Hutchinson," Fisher said. "When I walk into this place, I'm in awe, so now when I walk in here and have an office in here, pinch me, because it's so special. I take a lot of pride in the seat I get to sit in and I will work as hard as I can to maintain the proud tradition of this program."

HutchCC athletic director Josh Gooch formally introduced Fisher to the Blue Dragon fans and media seated on Sam Butterfield Court.

"The next men's basketball coach at Hutch needed to be someone that could lead," Gooch said. "Someone that could lead the program in all aspects, someone that could respect the past accomplishments of Blue Dragon basketball, while having a vision of what it needed to be moving forward. The goal will always be to hang banners, and a national championship banner at that."

Fisher said the past couple of weeks have been pretty intense.

"It's been an emotional whirlwind," Fisher said. "I knew how special Hutchinson was, but I knew what we had built and I take pride in what we had built. The opportunity to be the head coach at Hutch was tremendous, so it's been going real fast, but we take a lot of pride in the way we do things and the people we want to surround ourselves with, so it's been a lot of fun."

Fisher comes to Hutchinson after five successful seasons as the head coach at Butler Community College in El Dorado, where he led the Grizzlies to a 113-42 record, including 78-34 in the Jayhawk Conference. Fisher led the Grizzlies to 20-plus wins four times in his five-year tenure.

Although it has been a whirlwind, Fisher was thrilled when he received the call from Gooch telling him it was his gig.

"Coach Gooch and I spent two days together where it seemed like we talked all day," Fisher said. "I was in Florida on family vacation when I officially accepted the job, so we started making arrangements to come back early and get to work. It was clear to me that this opportunity was too good to pass up, and I truly think we can do some great things with this program moving forward."

The Hutchinson Sports Arena is known to many as the mecca of junior college hoops, and Fisher is excited to call it home.

"I've got a lot of great memories in here on different sidelines in this conference," Fisher said. "It certainly is a big responsibility, you know a lot of people talk about rivalries and Hutch, but the reality of it is when you're at Hutch, everyone is your rival."

Although Fisher is now officially the head coach, he knows there is still a lot of work to get done and it starts with getting his staff complete.

"The roster will take care of itself, but I want to make sure I have the right people around me," Fisher said. "If I have the right people in the room then we will be able to go find the right players that will fit our style and the way we want to play, and be able to meet our expectations as a staff and as a program."

Fisher hopes to have his coaching staff complete by later this week.

"I do see some clarity in a staff and being able to finalize that unofficially by the end of the weekend," Fisher said. "We'll be recruiting all the way through August. The good thing is there are still a lot of really good players available, and a lot of guys that will want to come play at a place like Hutch, so we'll get all of the right pieces in place."

While off the court, Fisher enjoys spending time with his wife, Kathryn, and daughters, Grace and Rose.

"They're everything to me," Fisher said. "The first thing I tell recruits when I meet them or they're on a visit is I'm about family and I'm about winning. The program and the players and their families are an extension of my family. We'll look out after them as if they're my own."

As a player, Fisher was a four-year member of Washburn's basketball team where he played for Hall of Fame coach Bob Chipman.

A native of Liberty, Missouri, Fisher graduated from Liberty High in 2003. Fisher holds a Bachelor of Business Administration from Washburn University and an M.S. in Sports Administration from the University of Central Missouri.

 </figure>HUTCHINSON, Kan. — Kyle Fisher was introduced as the 16th head men's basketball coach in Hutchinson Community College history on Wednesday afternoon at a news conference at the Hutchinson Sports Arena."It's incredible to be named the next men's basketball coach at Hutchinson," Fisher said. "When I walk into this place, I'm in awe, so now when I walk in here and have an office in here, pinch me, because it's so special. I take a lot of pride in the seat I get to sit in and I will work as hard as I can to maintain the proud tradition of this program."HutchCC athletic director Josh Gooch formally introduced Fisher to the Blue Dragon fans and media seated on Sam Butterfield Court."The next men's basketball coach at Hutch needed to be someone that could lead," Gooch said. "Someone that could lead the program in all aspects, someone that could respect the past accomplishments of Blue Dragon basketball, while having a vision of what it needed to be moving forward. The goal will always be to hang banners, and a national championship banner at that."Fisher said the past couple of weeks have been pretty intense."It's been an emotional whirlwind," Fisher said. "I knew how special Hutchinson was, but I knew what we had built and I take pride in what we had built. The opportunity to be the head coach at Hutch was tremendous, so it's been going real fast, but we take a lot of pride in the way we do things and the people we want to surround ourselves with, so it's been a lot of fun."Fisher comes to Hutchinson after five successful seasons as the head coach at Butler Community College in El Dorado, where he led the Grizzlies to a 113-42 record, including 78-34 in the Jayhawk Conference. Fisher led the Grizzlies to 20-plus wins four times in his five-year tenure.Although it has been a whirlwind, Fisher was thrilled when he received the call from Gooch telling him it was his gig."Coach Gooch and I spent two days together where it seemed like we talked all day," Fisher said. "I was in Florida on family vacation when I officially accepted the job, so we started making arrangements to come back early and get to work. It was clear to me that this opportunity was too good to pass up, and I truly think we can do some great things with this program moving forward."The Hutchinson Sports Arena is known to many as the mecca of junior college hoops, and Fisher is excited to call it home."I've got a lot of great memories in here on different sidelines in this conference," Fisher said. "It certainly is a big responsibility, you know a lot of people talk about rivalries and Hutch, but the reality of it is when you're at Hutch, everyone is your rival."Although Fisher is now officially the head coach, he knows there is still a lot of work to get done and it starts with getting his staff complete."The roster will take care of itself, but I want to make sure I have the right people around me," Fisher said. "If I have the right people in the room then we will be able to go find the right players that will fit our style and the way we want to play, and be able to meet our expectations as a staff and as a program."Fisher hopes to have his coaching staff complete by later this week."I do see some clarity in a staff and being able to finalize that unofficially by the end of the weekend," Fisher said. "We'll be recruiting all the way through August. The good thing is there are still a lot of really good players available, and a lot of guys that will want to come play at a place like Hutch, so we'll get all of the right pieces in place."While off the court, Fisher enjoys spending time with his wife, Kathryn, and daughters, Grace and Rose."They're everything to me," Fisher said. "The first thing I tell recruits when I meet them or they're on a visit is I'm about family and I'm about winning. The program and the players and their families are an extension of my family. We'll look out after them as if they're my own."As a player, Fisher was a four-year member of Washburn's basketball team where he played for Hall of Fame coach Bob Chipman.A native of Liberty, Missouri, Fisher graduated from Liberty High in 2003. Fisher holds a Bachelor of Business Administration from Washburn University and an M.S. in Sports Administration from the University of Central Missouri.

"The Governor can call a special session," Waggoner said. "People aren't obligated to show up, though I think, just out of duty, we definitely will. She had her initial proposal that was presented back in January. That just went nowhere in committee. It's a very unusual situation. I don't really see what Kelly thinks she has to gain by it."

The Revisor of Statutes states that because of the pressing nature of special sessions, the governor’s proclamation is typically issued less than a month before the start of the special session and can be within a few days. It has not been issued yet.

"Look at the numbers on how much money the state of Kansas has piled up from taxpayers that we basically overpaid over the last five or six years," Waggoner said. "There is literally $3.5 to $4 billion sitting in the bank. That is your money, sitting in Topeka. The difference between the final version that was passed and what Gov. Kelly, like three weeks earlier had said was a good plan was about $30 million a year. I mean, give me a break."

It is possible for the legislature to pass largely the same bill again, do it in a day next month and dare her not to sign it, or they could go completely back to the drawing board. We don't know yet which path they will take.

Waggoner: Special session 'very unusual situation'

RENO COUNTY — The Board of County Commissioners on Wednesday approved looking at how much it would cost to bond on three building projects that county staff would like to see be able to be bonded together.

According to agenda documents, there have been discussions of the Sheriff’s Office shooting range Phase II that consists of a training building. Phase I is almost complete and consists of the shooting platform and awning. Reno County Sheriff’s Office is requesting consideration to move forward on Phase II. If the commission agrees to move forward, the Sheriff’s Office will be in contact with Hutton Construction to revise details and cost estimates to get to an amount not to exceed.

The Reno County Administrator will then work to prepare documents for a short-term bond to pay for phase II and two fire district projects described below.

Fire District #7 in Turon and Fire District #3 in Nickerson both need a new fire station/building. FD 7’s station has an estimated cost of around $400k but needs to go out to bid to follow county policy.

The district will pay all but about $150,000 of this from their reserve fund. FD 7’s reserve fund has a balance of $341,530. This reserve fund has been built up for both the cost of new trucks/engines and also to prepare for the need of a building that has been discussed for several years.

Emergency Management would like to keep at least $100,000 in the reserve fund for non-building costs.

FD 3 (Nickerson) has been discussing a new station for well over four years. Emergency Management and FD 3’s Chief feel the new building can be built similar to the one for FD 7 (Turon), which is smaller and a better cost than what was proposed four years ago.

A few years ago, they had an estimated cost of approximately $1 million to build a new station. If they used a building similar to what FD 7 is requesting, the cost would be closer to $400,000, though the county has not gone out for quotes on this building. The reserve fund balance for FD 3 is $313,020. Like FD 7, the FD 3 reserve fund does not have enough to cover the entire cost but can use around $200,000 to go toward the building cost.

The remaining amount for both districts will need to be financed.

Partington has researched the avenues to finance such a small amount that allows for a short-term pay off. His goal as expressed to the commission would be a five year bond at 3% interest, as the current reserve funds are earning 5% interest, so the county would come out ahead, theoretically, instead of paying cash. The plan is to get more recent quotes for both the fire district buildings, so there is a more concrete amount that needs to be financed. The financing must be determined before a contract is signed for the building purchases and installation.

Commissioners approved that step on a 4-1 vote, with John Whitesel voting against the motion, because he would rather see the projects saved for in advance instead of bonded. 

A final full amount is not yet available, though the back of the napkin estimate given by Partington was around $1.7 million, give or take.

Commission allowing look at bonding multiple projects

HUTCHINSON, Kan. — As Kansas legislators continue to await Gov. Laura Kelly's promise of a special session to work on tax policy, Hutchinson Democrat Jason Probst isn't sure a special session is a great idea overall.

"The sense I have is that leadership probably just wants to address taxes and get out," Probst said. "What I expect to see is that they'll try to keep the session short, they'll address taxes and they will adjourn, but they'll leave the ending date open, so that we can come back and do a veto override, if necessary."

However, with a special session being a brand new session with the ability to do brand new things, anything is possible.

"It could run the gamut," Probst said. "We could get a whole bunch of bills that are ugly. We could get this Chiefs package that was not finalized before the end of the session. There were several pieces of legislation, just anything. Anything that anyone could imagine can come up in a special session. It's a really dangerous play."

A reminder that the last major changes to school finance in the Kansas Constitution happened when legislators were in special session.

According to the Revisor of Statutes, the current constitutional provisions in Article 6 came from a 1966 constitutional amendment that was passed by the Legislature during the 1966 special session and later ratified by the people of Kansas in the November general election of 1966.

Probst: Special session is 'dangerous play'

RENO COUNTY, Kan. — According to a 6 a.m. Wednesday update from Evergy, around 300 customers are still without power in Reno County as of that point. A reminder that at its peak, there were over 18,000 customers out in Hutchinson alone.

Power has been restored to 95% of the nearly 110,000 customers affected by severe storms in Kansas and Missouri. More than 1,600 personnel are working on power restoration. Evergy crews, contractors, and Liberty Utilities are assisting with the work. Extensive tree damage is being cleared by 175 vegetation crews.

Some customers may be without power until Wednesday evening. Crews will continue to work until everyone’s power is back on.&nbsp;

Around 300 Reno Co. customers still without power early Wednesday

MCPHERSON COUNTY — Tuesday was election day for the extension of a sales tax in McPherson County.

Voters approved the ten year extension of the sales tax with 2,024 in favor and 426 against unofficially. Official results are pending a canvass by McPherson County Commissioners on Tuesday.

The hospitals in McPherson County have benefited from funds from a half-cent sales tax in the county since 2015. 

McPherson Center for Health receives approximately $2.3 million annually, and Mercy Hospital and Lindsborg Community Hospital receive an average of $380,000 annually.​

McPherson County hospital sales tax extension approved

YODER, Kan. — Nineteen new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on May 17, 2024, in a ceremony held in KLETC’s Integrity Auditorium.&nbsp; KLETC Police Instructor Senior Rob McClarty was the class coordinator for the graduating class, and the commencement speaker for the ceremony was Kansas Supreme Court Chief Justice Marla Luckert.

Chief Justice Luckert was proud to be one of the first to congratulate the newest members of the profession and to welcome the graduates to the justice system.&nbsp; “Although our titles and our roles vary, we share goals of protecting the rule of law, for seeking justice, enforcing the laws that protect our communities, and upholding the constitutions of the United States and the state of Kansas.”&nbsp;

“I have a deep respect beyond your commitment to our shared goals,” said Luckert, who has served as Chief Justice since 2019.&nbsp; “That respect comes to all of those in your profession, and that respect emanates from my experience not only as a judge but as a citizen, and for my gratitude for what you do for my community, my state, and my country as you provide protection and your service to all of us.”

Under the authority of Vice Provost and Director of Police Training Darin Beck, graduates received certificates attesting to the satisfactory completion of a full-time basic course of instruction, and certification as Kansas law enforcement officers from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority.

RENO COUNTY — The Reno County Landfill reported that at the end of the day on Monday, a day after the severe storms hit Reno County, that they took in 728 loads of just brush with a grand total of 250 tons of brush in one day!

The landfill is open 8 am - 5 pm through Saturday this week but will be closed on Monday, May 27, 2024, for the Memorial Day holiday.

A reminder that there are two places to take brush in Hutchinson.&nbsp;

&nbsp; The City of Hutchinson is accepting only tree limbs/brush from Hutchinson city residents at the Carey Park dump site, 8 am - 5 pm through Saturday. The site is closed on Sunday and Monday.

Starting on Thursday, May 23, 2024, Hutchinson city residents can also take their brush to the southeast corner of the Sports Arena parking lot.
