Today's "Throwback Thursday Collection" takes us to the 1300 block of East Sherman where it would intersect with Lorraine.

In 1891, two Canadian manufacturing businesses merged to form the Massey-Harris Mfg. Co. They concentrated on making combines and tractors.

In the 1930s, they introduced the first self-propelled combine harvester and the first four-wheel-drive tractor.

In 1925, Massey-Harris opened an assembly plant in Hutchinson at 1200 E. Sherman. Where better than the heart of farming country? The first photo shows the sprawling plant in 1930, more than one block long.

Scott Symcox was the plant manager. The second photo shows a zoomed-in view, better showing the huge number of tractors and combines.

It was a viable concern through 1941, but apparently World War II affected the company's restructuring and, by 1942, the assembly plant was gone. The facility was purchased by the Master Mfg. Tool Co. that was moved here from Dodge City.

In 1953, Massey-Harris merged with the Ferguson Co. to become the Massey-Harris Ferguson Co. Then, in 1958, it took the Massey-Ferguson Co. name.

The facility became the R.L. Polk Co. (publishers of the city directories) addressed as 1 S. Lorraine. Then later the Board Foot Co. was there. The third photo shows the 1 S. Lorraine facility today, housing the Bin Shop'n warehouse, with the property being owned by the Gray Group L.L.C. of McPherson.

A Plan Can Help Small and Medium-Sized Businesses Fuel Growth

It’s best practice for all businesses to have a strategic plan, from self-employed professionals to Fortune 500 Companies. Strategic plans provide vision, direction, focus and help business owners align their goals with actionable steps. Without a strategic plan, businesses risk drifting without clear priorities, leading to missed opportunities.&nbsp;&nbsp;

Additionally, strategic plans help businesses anticipate potential challenges and respond to competition in a proactive manner. By setting clear objectives and identifying competitive advantages (and disadvantages), the business can develop strategies to differentiate themselves from competitors and stand out in the market.&nbsp;&nbsp;

The business owners and executives we’ve seen successfully develop and execute strategic plans were the ones willing to step outside of the normal “day-to-day” and dedicate the time to working on their company. The investment made in designing the plan, executing the plan and being held accountable to the plan, were just as, if not more important, than the actual plan itself.&nbsp;

How Does a Strategic Plan Work?&nbsp;

Simply put, a strategic plan is a roadmap to get you from Point A and Point B. We like to think of a strategic plan as if we were planning on a cross-country road trip. Before getting on the road, wouldn’t you want to take a look at a map? Of course. Yet it’s surprising how many companies attempt “to drive from LA to New York” without a map.&nbsp;

The first thing to consider is what kind of trip you want to have. Is the goal to take the fastest, most direct route? Is the goal to meander and stop to catch a show in Vegas or hike in the Rockies? Or is the goal to drive to Kansas City as fast as possible, but stay with family for a few days?&nbsp;

In other words, setting goals and objectives is the heart of a strategic plan.

In the business world, it looks like this:&nbsp;

ABC Company is making $5 million in revenue and has EBITDA of $1 million. It has 25 employees and sells products into three customer groups. Its owner’s top goal is to grow. But growth is an amorphous goal until you quantify it with some numbers.&nbsp;&nbsp;

Industry research – an essential aspect of strategic planning – shows other companies in ABC’s industry have typically achieved growth of 2x to 3x revenues over the past five years. But ABC’s owner wants to achieve growth of 5x revenues and add two more customer groups over the next five years.&nbsp;

A key characteristic of a good strategic plan is the probability of success i.e. realistic. The ABC owner’s goal is aggressive, but is it realistic? A market analysis shows the owner’s goal may be realistic if ABC can acquire a competitor company in addition to achieving organic growth, and if the economy and interest rates are favorable. But those are big “ifs,” and ABC would have to be extraordinarily disciplined to adhere to the strategic plan’s roadmap.&nbsp;

Quantitative &amp; Qualitative&nbsp;

Building a strategic plan requires both quantitative and qualitative thinking. Your goal may be quantitative – say you want your company to grow from $10 million in revenues to $15 million over the next three years before going out to market. That’s quantitative. You have quantified a goal.&nbsp;

But a market analysis may show that the best-in-class companies in your sector (e.g. manufacturing industry) are selling products at gross margins of 40% to 50%. Yet your company is selling products at a gross margin of 30%. It is also a quantitative thought: 30% vs 40%-50%. But it is also a qualitative thought: why? Why are your company’s products selling at a lower gross margin than your competition? Are they buying raw materials cheaper? Does your workforce lack certain skills and training to manufacture complex, more profitable products? Do you need to invest in better equipment in an attempt to improve production efficiency? The numbers point to a qualitative question, and you need to look at what’s behind your gross margin and figure out how to improve it before you go to market.&nbsp;

In essence, math can be easy. The numbers speak for themselves. But it’s the qualitative factors behind the numbers that reveal the challenges that will define much of a company’s strategic plan.&nbsp;

An effective strategic plan should mirror where a company is in its business lifecycle. If your company is a startup, the strategic plan will look different than the plan for a mature business. For a startup, the goal may not be to become profitable within a year, but rather obtain additional rounds of funding, prove its concept and identify a growth track.&nbsp;&nbsp;

Compare this plan to a company that is mature, profitable and has shareholders. They may not be looking for additional investments. But say the company has had a great year and has grabbed the attention of several private equity groups for a future acquisition. Its strategic plan might be one built around selling the company in two or three years and cashing out. What was once a mature company has now prepared a strategic plan around exit planning.&nbsp;

No matter where a company is in its business lifecycle, the process of building a strategic plan is the same: you have a starting point, which is where you are today. You envision an end point. Your strategic plan is the roadmap that gets you from the starting point to the end point.

Characteristics of a Good Strategic Plan&nbsp;

A good strategic plan rests on three important characteristics:&nbsp;

Who is Involved in Building a Strategic Plan?&nbsp;

Ultimately, a strategic plan will impact nearly everyone in a company. It needs to be finalized and approved by key stakeholders, including top management, investors and perhaps the company’s attorney and accountant.&nbsp;

But the team that actually puts together the plan should be selected based on their skills and the relevance of their roles to the content of the plan. For instance, if the plan calls for a reorganization of the ownership group, an attorney will need to be involved, and most likely a tax advisor, as well.&nbsp;

Some companies have the internal talent and skills to put together a comprehensive strategic plan. Others don’t and need to reach outside for expertise. Depending on the key goals and strategies laid out in the plan, input from an attorney, an accountant, a banker, a wealth advisor or a business consultant may be advantageous.&nbsp;

In the end, your strategic plan needs to be short, sweet and to the point. But it needs to be supported by a lot of work behind it. When you understand where you are today and where you want to get to, that will dictate your scope and the professional team that will help build your strategic plan.&nbsp;

But those are big “ifs,” and ABC would have to be extraordinarily disciplined to adhere to the strategic plan’s roadmap.&nbsp;Quantitative &amp; Qualitative&nbsp;Building a strategic plan requires both quantitative and qualitative thinking. Your goal may be quantitative – say you want your company to grow from $10 million in revenues to $15 million over the next three years before going out to market. That’s quantitative. You have quantified a goal.&nbsp;But a market analysis may show that the best-in-class companies in your sector (e.g. manufacturing industry) are selling products at gross margins of 40% to 50%. Yet your company is selling products at a gross margin of 30%. It is also a quantitative thought: 30% vs 40%-50%. But it is also a qualitative thought: why? Why are your company’s products selling at a lower gross margin than your competition? Are they buying raw materials cheaper? Does your workforce lack certain skills and training to manufacture complex, more profitable products? Do you need to invest in better equipment in an attempt to improve production efficiency? The numbers point to a qualitative question, and you need to look at what’s behind your gross margin and figure out how to improve it before you go to market.&nbsp;In essence, math can be easy. The numbers speak for themselves. But it’s the qualitative factors behind the numbers that reveal the challenges that will define much of a company’s strategic plan.&nbsp;Business Lifecycle&nbsp;An effective strategic plan should mirror where a company is in its business lifecycle. If your company is a startup, the strategic plan will look different than the plan for a mature business. For a startup, the goal may not be to become profitable within a year, but rather obtain additional rounds of funding, prove its concept and identify a growth track.&nbsp;&nbsp;Compare this plan to a company that is mature, profitable and has shareholders. They may not be looking for additional investments. But say the company has had a great year and has grabbed the attention of several private equity groups for a future acquisition. Its strategic plan might be one built around selling the company in two or three years and cashing out. What was once a mature company has now prepared a strategic plan around exit planning.&nbsp;No matter where a company is in its business lifecycle, the process of building a strategic plan is the same: you have a starting point, which is where you are today. You envision an end point. Your strategic plan is the roadmap that gets you from the starting point to the end point.Characteristics of a Good Strategic Plan&nbsp;A good strategic plan rests on three important characteristics:&nbsp;<ul>
 <li>Clarity:&nbsp;Even if someone doesn’t agree with your plan, can they read it and understand it? Does it make sense? If a business owner hears from key stakeholders that the strategic plan doesn’t make sense or can’t hit its goals, such criticism should be taken seriously.&nbsp;</li><li>Relevance:&nbsp;Does the plan support the owner’s goal? A strategic plan should tie back to specific goals and timelines. If analysis and financial projections show the strategies and objectives in the plan, such as acquisitions or expansions of product lines, won’t be enough to help the company reach its goals, where does the problem lie? Are the strategies out of kilter or are the goals unrealistic?&nbsp;</li><li>Reality:&nbsp;Perhaps the most important characteristic is whether the plan is realistic. You should be able to map goals, objectives, milestones and outcomes to the plan in a way that makes sense. If a company is valued at $8 million and its owner’s goal is to sell for $10 million, and industry projections support that growth, that’s a realistic goal. But if they’re valued at $8 million and they want to sell for $20 million within two years, that’s an unrealistic goal.&nbsp;</li>
 </ul>Who is Involved in Building a Strategic Plan?&nbsp;Ultimately, a strategic plan will impact nearly everyone in a company. It needs to be finalized and approved by key stakeholders, including top management, investors and perhaps the company’s attorney and accountant.&nbsp;But the team that actually puts together the plan should be selected based on their skills and the relevance of their roles to the content of the plan. For instance, if the plan calls for a reorganization of the ownership group, an attorney will need to be involved, and most likely a tax advisor, as well.&nbsp;Some companies have the internal talent and skills to put together a comprehensive strategic plan. Others don’t and need to reach outside for expertise. Depending on the key goals and strategies laid out in the plan, input from an attorney, an accountant, a banker, a wealth advisor or a business consultant may be advantageous.&nbsp;In the end, your strategic plan needs to be short, sweet and to the point. But it needs to be supported by a lot of work behind it. The Kansas Department of Transportation is hosting six listening sessions as part of the Southwest Kansas Highway Mobility and Expansion Strategy&nbsp;-&nbsp;a study&nbsp;looking at various ways&nbsp;to improve&nbsp;highway&nbsp;mobility, safety and accessibility in&nbsp;44 counties in and near southwest Kansas.

KDOT to host listening sessions on improving highway mobility in southwest Kansas

The YMCA of Hutchinson and Reno County has introduced a new aquatics program called splash. &nbsp;

David Foster the Executive Director of the YMCA explains what the program entails, "So this is a program that we just brought over to the Hutch Y, we do it at a lot of our other greater Wichita branch locations, and its free water safety classes for second graders.”&nbsp;

So, it's any second grader they need to be in a school that has at least 60% free or reduced lunch. And the good news is, all of our schools here in hutch, all of our elementaries qualify. So, we started with Ferris Elementary, which is here today, and Lincoln McCandless.” said Foster &nbsp;

The splash program isn't swimming lessons, it's a water safety class for the students. &nbsp;

Foster said, We’ve got 95 students between the two schools that will have gone through the six-week program. It's just wrapping up this week. So, they're learning basic water safety skills. So not just swim lessons, per se, but they are learning how to be safe in and around water, and how to get themselves to safety if they find themselves in water that would be over their heads, whether they can swim or not."

The classes not only teaches water safety, but sometimes it helps reduce the fear of people being around water. &nbsp;

“A lot of times, we find kids that maybe have never been in a body of water, not much less a pool. So they can come with some fears, but we want to make sure that we're removing those and making sure they understand.” Said Foster,  “You know, pools and water can be fun and it's very attractive, but it can also be very dangerous if it's not, you know, done with some supervision or done with some safety and care. And we want to make sure that we're making sure kids are aware of that and also their parents.”&nbsp;

We asked Aquatic Supervisor and instructor Charlotte Powell, how the first session was going. &nbsp;

“I think they've had a blast. Said Powell, “They listen. They do a good job. As you can see, they kind of, we kind of back it back to back and they do a good job sitting quietly and patiently and waiting for their turn.”&nbsp;

This is a class so we asked Powell what the students would be tested on. &nbsp;They had a pre-test at the beginning, and the day that we were there they would be giving the post-test to the students. So we asked Powell what they would be tested on. &nbsp;&nbsp;

Powell said that they test on blowing bubbles, and&nbsp;back float,  swimming seven feet. and the pool rules. &nbsp;

Foster said that they invite them back to do a free session of swim lessons too, once they complete this class, so they will get a voucher so they can come back to the Y and continue what they learned in an actual swim lesson.&nbsp;

New YMCA progam teaches water safety to second graders 

HUTCHINSON, Kan. — The Reno County Board of County Commissioners voted 4-1 to contribute $100,000 to Prairie Dunes Country Club for the United States Golf Association’s 2029 U.S. Senior Open, which will take place in July 2029.

Commissioners Don Bogner, Ron Hirst, Randy Parks and Richard Winger voted in favor of the funding, while Commissioner Ron Vincent voted against it. The decision came during the board’s regular meeting Wednesday morning in the Veterans Room at the Reno County Courthouse. Prairie Dunes requested the same amount it received when it hosted the 2006 U.S. Senior Open.

“The month of the actual tournament (in 2006), our sales tax receipts went up a little over $50,000 for that one month,” Reno County Administrator Randy Partington said. “I compared the year before and the year after to get that one month when the USGA was here, so the county return on investment directly got half of it back in 2006. The contribution, as the county has done on other projects with businesses, supports grants to help show local support for events. We would get a portion of this back and hopefully get Reno County’s name out there at Prairie Dunes in front of thousands of people to promote the community.”

The tournament is expected to bring more than 75,000 visitors to Hutchinson. The county’s contribution will be paid over the next four years.

“It will come out of economic development reserve funds, which have more than $1 million,” Partington said. “This would be earmarked and paid out probably between now and mid-2029; it wouldn’t all come at once.”

Commissioner Randy Parks questioned the financial arrangements with the USGA and whether Prairie Dunes would receive any money from the organization at the event’s conclusion.

“We give them money,” said Allen Fee, co-chair of the tournament. “They get a cut of ticket sales and a cut of corporate hospitality. All the TV revenue and everything else goes to the USGA. They hold the championship here. We get nothing from the USGA—none of the events they do involve them paying anything.”

Fee also noted that Prairie Dunes would be shut down for three weeks during the summer to prepare for the championship.

“When kids use the pool, when people play tennis, when I like to play golf, and when many of our national members like to come in and use the club, it’s closed,” Fee said. “We have to continue paying our staff because they’ll all be working at the event. Most of our members will be affected by not being able to use their club, and many will volunteer hundreds of hours and contribute financially through hospitality events.”

Commissioner Ron Vincent, who had previously requested the decision be tabled, said many of his constituents in District Three were unaware the county contributed to Prairie Dunes in 2006.

“I’ve talked to several people, and hardly any of them knew we did this in 2006,” Vincent said. “I’m not getting a positive response about giving $100,000 because people don’t see it as a community deal; they see it as a Prairie Dunes project. Giving money to a private entity to better itself is why I asked for more time to talk to more people, and I’m just not getting a positive response.”

Commissioner Richard Winger highlighted the tournament’s broader impact on the community.

“I work at the college now after retiring from Pools Plus, and we have a golf team with four international students who came here because of Prairie Dunes,” Winger said. “The fact that we have such great golf facilities in the area has led to family and friends traveling from Ireland to play here. This tournament will be broadcast worldwide, giving us valuable exposure. Even if we don’t break even, we’re still getting that publicity.”

Tournament co-chair Brad Pryor emphasized Prairie Dunes’ evolution from a local country club to a nationally recognized golf destination.

“In 2006, Prairie Dunes was a country club. Now it’s a destination golf course known nationally,” Pryor said. “We’re on bucket lists all over the world. People fly private jets here, take commercial flights to get here and play our course. Back in 2006, we had 500 regular members, and that’s down 40%. But we’ve backfilled that with national members, and we have a long waiting list of people wanting to come and spend money in Hutchinson. Some even want to retire here because of Prairie Dunes. It’s a $22 million direct impact to our community, and the sales tax revenue nearly offsets the investment. The national exposure is invaluable.”

Commissioner Ron Hirst reflected on the economic impact of past tournaments.

“I attended in 2006, and I’m not a golfer, but I wanted to see what was happening,” Hirst said. “I was really impressed with the number of people there from all over—not just internationally but from across Kansas. Even if I cut your economic impact estimate in half, it’s a great return. In my conversations with the chamber, they’re making a concerted effort to fill Airbnbs and lodges. We can enhance our ability to promote Hutchinson and Reno County through that kind of effort. Even if the return isn’t immediate in 2029, maybe it takes two years—but that’s how economic development works. Based on what I saw in 2006, I think it’s worth the effort.”

Chairman Don Bogner stressed the importance of keeping visitors’ spending within the county.

“Every one of those people we keep from going to another county is going to spend money here—they’ll eat, they’ll fill their car up. I’d rather have them do that in Reno County than somewhere else,” Bogner said. “We can help with this by advertising our businesses. We have world-class museums and things happening in Hutchinson beyond the golf tournament. If visitors bring their families back, they’re more likely to return to play—and that benefits everyone.”

Before the vote, Bogner shared one final thought.

“This is the second time in my lifetime we can get this kind of exposure,” he said. “If we can get the advertising right and work with community partners to promote Reno County, it will make a difference. These are people who have done business in this community for years, and if they say they’ll do their best to promote our local businesses, that means a lot in how I vote.”

We have world-class museums and things happening in Hutchinson beyond the golf tournament. If visitors bring their families back, they’re more likely to return to play—and that benefits everyone.”Before the vote, Bogner shared one final thought.“This is the second time in my lifetime we can get this kind of exposure,” he said. “If we can get the advertising right and work with community partners to promote Reno County, it will make a difference. In a Facebook post, the city stated that they are changing the intersection of Avenue F and South Main to a all-way stop intersection.&nbsp; The are also reducing the lanes on Main Street.&nbsp;&nbsp;

They are making this change because of the truck traffic involved with the ongoing Woodie Seat Freeway project.&nbsp;

The city&nbsp;asks for your patience and cooperation as we work to enhance safety and convenience for all road users during this construction period.

WASHINGTON —The&nbsp;House passed legislation Tuesday&nbsp;to avert a partial government shutdown and fund federal agencies through September.&nbsp;Republicans needed overwhelming support from their members to pass the funding measure, and they got it in the 217-213 House vote.&nbsp;

The GOP members of the Kansas congressional delegation voted with the majority.

On his social media account, Kansas First District congressman explains his vote in the support of the bill.

Kansas Second District Congressman Derek Schmidt's wrote,&nbsp;“Federal spending has grown unsustainably in recent years and has exploded since the pandemic. Our national debt is more than $36 trillion."

"I told Kansans that as their congressman, I will be part of the solution to this serious problem – and this bill is a small step in the right direction. This bill freezes federal spending slightly below current levels to prevent a costly government shutdown that would delay or derail the America First agenda that Kansans voted for by a large margin. Enacting this bill is important to make clear we are serious about reforming how Washington does business.”

In the Senate, the bill will need support from at least eight Democrats to get it to&nbsp;<a href="https://apnews.com/hub/donald-trump">President Donald Trump’s</a>&nbsp;desk. It’s one of the biggest legislative tests so far of the Republican president’s second term.

In moving the bill ahead despite the lack of buy-in from Democrats, House Speaker Mike Johnson, R-La., is essentially&nbsp;<a href="https://apnews.com/article/government-spending-shutdown-house-senate-426823710920756447076d15077c33d7">daring them to oppose it</a>&nbsp;and risk a shutdown that would begin Saturday if lawmakers fail to act.

Kan. First District Rep. explains his vote for short term government funding bill

HUTCHINSON, KS- In an exciting new initiative to enhance school spirit and community engagement, the Hutchinson Public Schools District unveiled one of two wrapped activity school buses at Monday night’s Board of Education meeting. The buses, designed by 308 students and expertly executed by Lowen Corporation, have already started rolling through Hutchinson and the surrounding communities. The project aims to foster a sense of school pride and unity while providing student transportation. Durham School Services, USD 308’s longtime transportation contractor, funded the project.

The design process involved students from Hutchinson High School and the Career &amp; Technical Education Academy. Under the guidance of their teachers, Dalton Luce and Brad Yoder, the students got hands-on experience in graphic design, brainstorming sessions, and artistic expression.&nbsp;One of the student designers, Cruz Cannon, Hutchinson High School sophomore, shared his excitement: “Working on the bus wrap project was exciting. We got to see our ideas come to life, and now each ride will showcase what makes our school special.” The project was personal for Cannon, as a state wrestler, he’s spent plenty of time on the activity bus.

Lowen Corporation, a Hutchinson company renowned for its innovative approach to vehicle advertising, worked closely with the students to ensure that the final product reflected their creativity. Students were empowered to take ownership of the project from start to finish. This project kicked off late in 2024 when Mr. Luce introduced the concept to his students along with Steve Kappenman, Athletic Director, and Stacy Goss, Director of Communications. After the design phase, Lowen printed a large sample for the students to preview and check for color accuracy. The design was approved by the students in late January.

During the application phase, Lowen staff identified an issue with a vent on the side of the bus that would prevent the vinyl wrap from adhering correctly. Consequently, the design was returned to the students for adjustments, presenting another chance for their involvement, as the metal vent needed to be painted to match the black vinyl. Mr. Yoder's Collision Repair class stepped in to assist with this task. The vents were painted in the paint booth at the Career &amp; Technical Education Academy. The exterior of each bus contains one painted vent, seamlessly matching the vinyl wrap.

One of the two wrapped buses was unveiled at the March 10th Board of Education meeting marking a significant milestone for the district, as the buses are not just modes of transportation but moving billboards of school spirit and student achievement. During the Board of Education meeting, Board President Laura Corey expressed her thanks to the students, faculty and partners who worked on this project. As the buses hit the road, they are expected to travel within the local community and regionally to competitions and events. Each bus holds approximately 55 high school students. The overarching hope is that these eye-catching wraps will spark conversations, inspire community pride, and encourage greater participation in school activities.&nbsp;

The excitement surrounding this project is reflected in Cannon’s words: “We’re not just riding to competitions; we’re showing everyone who we are and what we can achieve together.”

Parade of Quilts happening through March 31 

UPDATE:&nbsp; Caring Hands Humane Society says that Bullseye has been adopted, but they have more Furry Friends to adopt.&nbsp;

I’m Bullseye Noggin but the staff here call me Bullseye for short. I currently have a bad haircut but don’t judge me for it. 

When I came to the shelter, I was a stray. I earned my name by my gnarly head injury that I came in with. 

The staff have nurtured me and given me lots of love here. Now that I’m feeling better, I love to get head rubs!

Adopt a Furry Friend: Bullseye - ADOPTED

Reno County Fire Districts 3, 4, and 8 were dispatched to the 7000 block of west Illinois for a structure fire Monday night.&nbsp;

The first unit on scene advised that there were two sheds that were fully involved with many other out buildings threatened. The fire had spread to a tree row and several brush piles along with a pile of lumber.&nbsp;

A mutual aid request was made for additional tender trucks to haul water from District 9, Hutch Fire, and Buhler Fire. Two brush trucks were also requested from Hutchinson &nbsp;and South Hutchinson Fire.&nbsp;

Crews were on scene for 4 hours. There were no&nbsp;injuries. The cause of the fire is believed to have been from a previous fire in a burn barrel.&nbsp;

Police say that there are several reports of tire slashing occurring over the weekend in a specific area on the north side of town.

On an annual basis, the RCHD must have the Board of County Commissioners sign their Aid-to- Local Grant Application Signature page. The grant period is from July 1, 2025, to June 30, 2026, for $975,950.27. 

This signature page is then submitted to the Kansas Department of Health and Environment (KDHE) for review and approval.

The only difference is that the city pledged $200,000 to Prairie Dunes for the event.&nbsp;&nbsp;
