HUTCHINSON, Kan. — The Kansas State Fair will be a safer place at night this year, and also less expensive for the Kansas State Fair Board to run.

"We've invested over $300,000 in lighting, changing out all of the old metal halogen lighting to LED," said Kansas State Fair General Manager Bryan Schulz. "It's going to be a lot brighter out here and cost effective."

Schulz sees the potential for continued growth at the fair in his fourth year.

"When I first started my first year, we were at about 278,000 people," Schulz said. "We went to 316, last year, we were just shy of 331. I'm thinking just looking at concert tickets and pre-sales, we could be back into pre-COVID of the 350,000 mark."

If you're still looking at coming to a concert later in the fair, there are lots of options available.

"We've got three tiers of seating," Schulz said. "You can actually sit up in the grandstand. If you want to get down in the VIP area, if you purchase a table, you get six people to come sit with you. If you want to do a standing room only, that gets you up on the concrete. But the nice thing about it is you also get a couple beverages and some food that goes with it. So you kind of get your VIP experience. Then you step down into Kansas Star Casino's party pit, which is right in front of the stage."

Progress continues on fairgrounds

HUTCHINSON, Kan. — Tentative dates are being held for Salt City Racing for an upcoming 2025 season. 

The Kansas State Fair Board did not vote on the dates at their meeting on Thursday, because there is some contract language still to be worked out between the lawyers on both sides, and because there are additional governing bodies that would like to race in Hutchinson that aren't ready to set dates yet.

April 25 May 9 May 30 June 6 June 20 July 18-19 August 22 September 19 October 10-11

The July date still needs to be run by the Reno County 4-H Fair Board, as that is the weekend before their livestock shows start and is the typical weekend for the dog show that happens before the county fair. 

The July date, if it is worked out, would be the return of the Silver Crown series to Hutchinson.

This would be ten race dates in 2025, up from eight this year and, with the exception of the two day events, they would all be on Friday nights.

Fair board holding dates for a 2025 race season

INMAN, Kan. — The Inman Heritage Museum is proud to announce their ribbon-cutting ceremony to commemorate the Inman Harvest Mural on September 13, 2024, at 11:00 a.m. near the Inman Grain Elevator. This event marks a significant milestone in the celebration of the town's rich agricultural heritage.

The 108 ft. tall mural, beautifully painted by Kansas-artist, Mindy Allen, of Mindy's Murals, serves a dual purpose: to honor Inman’s strong history in custom cutting and to celebrate the 150-year anniversary of Turkey Red Wheat, which was brought to the United States by German-Russian immigrants in 1874. This wheat variety has played a pivotal role in Kansas' agricultural success and helped to grow Inman as the Custom-Cutting Capitol of Kansas, making this mural a powerful tribute to both the past and the present.

Mindy Allen will speak at the ceremony, providing insights into her artistic process and the inspiration behind the mural. The event will also feature guest speaker, Trisha Purdon, Kansas Office of Rural Prosperity Director, and other guest speakers.

"We are thrilled to unveil this mural, which not only celebrates the agricultural roots of Inman but also serves as a symbol of our Inman’s enduring spirit," said Ron Regehr, Inman Board Member. HUTCHINSON, Kan. — Creighton University economist Ernie Goss says struggles in agriculture have pushed themselves over into his manufacturing survey, as well.&nbsp;

"This, of course, is a survey of manufacturing supply managers in nine, what we call the mid America states, which includes Kansas," Goss said. "The overall reading was below growth neutral for the month. That's the month of August. And this is the fourth time in this year."

Economic optimism is low in this month's survey.

"Approximately 35% see a recession as the number one challenge to their business, and that's even with a rate cut from the federal reserve, which is almost a hundred percent likely on September the 18th," Goss said. "Now the question becomes, is it a quarter percent cut or is it a half percent cut?"

Goss thinks they might consider a half percent cut if the jobs report is bad enough, but he actually noted that rate cuts have not historically held off recessions.&nbsp;

"Every recession since the 1950s, every one of those recessions has been preceded by significant rate cuts by the federal reserve," Goss said. "Back in the last time we had a deep recession back in 2008 and nine, the fed began cutting rates to near zero and launching new programs to stimulate growth, what we call quantitative easing. That was a mistake on their part then, and it's a mistake now."

Goss said that whatever the Fed chooses to do later this month likely will not have a meaningful effect between now and the November election.

Goss: Survey sees manufacturing struggles

HUTCHINSON, Kan. — Hutch Rec, in a partnership with the Downtown Hutch Rod Run, is excited to announce the return of Hutch Fest. This year’s Hutch Fest will take place Friday, October 4 and Saturday, October 5 in Downtown Hutchinson.

Downtown Hutchinson Rod Run: Oct. 4 &amp; 5:

The 17th annual Downtown Hutchinson Rod Run &amp; Classic Car Show starts at noon on Friday, Oct. 4 and continues through the evening of Oct. 5.

This two-day event features hot rods, classic and antique cars, trucks, and motorcycles, as well as a Show &amp; Shine, Main Street Cruise, vendor demonstrations, food trucks, and more. More details are available at the Downtown Hutch Rod Run website.

The Hutch Rec Foundation is once again hosting the 4th annual Hutch Brewfest: A Craft Beer Festival, presented by Clayworks at Disability Supports. This event will take place in front of Hutch Rec Downtown at 17 E. 1st Ave. Proceeds from the event benefit the Hutch Rec Foundation, a nonprofit organization whose mission is to support Hutch Rec by advocating for program improvements and recreational opportunities through charitable giving.

Hutch Brewfest will feature 12 craft breweries from across the state. Returning in 2024 – a special Homebrewer’s Competition, which will feature 10 home brewers. More information on the Hutch Brewfest, including ticket purchasing, is available on the Hutch Fest web page.

Hutch Fest Kids Zone: Oct. 4 from 6-8 p.m. and Oct. 5 from 10 a.m. to 3 p.m. near DCI Park, 2nd &amp; Main

Families of all ages are invited to 2nd &amp; Main and the DCI Park area for the Hutch Fest Kids Zone, sponsored by First National Bank.

The Kids Zone area will include inflatables, Touch-a-Truck, treat trucks, community booths and activities, live entertainment, and more

Salt City 5K/10K Races: Oct. 5 at 8 a.m. in front of Salt City Brewing

Take the urban challenge of a road race at the Salt City 5K/10K races, presented by Salt City Brewing. The event starts in front of the brewery at 514 N. Main with the 10K race starting at 8 a.m., 5K race starting at 8:15 a.m.

Participants are officially chip-timed and receive a medal and shirt. All ages and both runners and walkers are welcome. Additional race details and registration can be found on the Hutch Fest web page.

Hutch Fest returns this fall

HUTCHINSON, Kan. — The Sons of the American Revolution National society created an initiative to place a 250th Anniversary bench in every state. 

The Sons of the Plains chapter created a joint project with two Daughters of the American Revolution (DAR) chapters, Uvedale and Dodge City, as well as a Children of the American Revolution Chapter, the Kansas Buffalo Society to raise funds to purchase the granite bench. They also received a donation from The Edgar Grover Family in remembrance of Edgar and Emalene Grover. Edgar was one of the founding members of the SAR Color guard and was at one time a National Commander.

"We are all very proud of our Patriotic Heritage and honored that the State Fair Committee has allowed us to place this Granite Bench as a memorial to those who gave us this great nation 250 years ago," the group said.

The bench dedication will take place Thursday, Sept. 12 at 10 a.m. on the north side of Lake Talbot between the professional arts buildings.

HUTCHINSON, Kan. — The Reno County Child Care Task Force is expanding and seeking committed individuals to join in building systematic, sustainable, and equitable child care solutions for providers, parents, and businesses throughout Reno County.

Over the next five years, the Reno County Child Care Task Force has outlined several critical goals: increasing the availability of quality child care options based on established assessment criteria, ensuring that both parents and providers have access to high-quality choices, fostering sustainability and systemic improvements in the child care sector, and supporting the development of local co-ops and infrastructure to strengthen the child care system in Reno County.

The task force is responsible for several key functions, including creating a transparent and trustworthy process for initiatives, securing and managing funding through a separate decision-making group, and developing effective communication systems. Additionally, the task force provides the necessary structure and support to execute its goals, ensures that the right members are involved to achieve its objectives, and holds organizations and partners accountable within the system. Monitoring progress on project plans, overseeing the budget, and identifying additional resources are also central to the task force’s responsibilities.

Commit to attending monthly meetings and participating in additional activities

Reno County Child Care Task Force seeking new members

PORTLAND, Ore. (AP) — The chief executive officer of Kroger insisted Wednesday that&nbsp;<a href="https://apnews.com/article/kroger-albertsons-grocery-merger-ftc-9fdb26cc044ee21a7a486c03caae6a5d">merging with rival Albertsons</a>&nbsp;would allow the two supermarket companies to lower prices and more effectively compete with retail giants like&nbsp;<a href="https://apnews.com/hub/walmart-inc">Walmart</a>, Costco and Amazon.

Kroger CEO Rodney McMullen argued in favor of what would be the&nbsp;<a href="https://apnews.com/article/business-albertsons-companies-inc-0cfbd68f81ba8aab7c1d3012c69804d9">largest grocery chain merger</a>&nbsp;in U.S. history while testifying during a federal court hearing in Oregon on the&nbsp;<a href="https://apnews.com/article/kroger-albertsons-antitrust-grocery-merger-competition-71b47dc86ec7449f29b2b488c1d3f9de">U.S. government's request</a>&nbsp;for a preliminary injunction that would block the $24.6 billion deal.

“The day that we merge is the day that we will begin lowering prices,” McMullen said while under questioning by a lawyer representing his company.

Addressing another issue that has worried shoppers in communities with both Albertson and Kroger-run stores, McMullen said Kroger was committed to not closing any branches immediately if the merger is finalized but might down the road if it decides location changes or consolidations are needed.

The Federal Trade Commission sued early this year to stop the merger the two companies proposed in Oct. 2022 after&nbsp;<a href="https://apnews.com/article/opioid-crisis-settlement-kroger-79356d42ded9c5099e1c2b88d3ffc061">Kroger</a>&nbsp;agreed to purchase Albertsons. The commission alleged the deal would&nbsp;<a href="https://apnews.com/article/kroger-albertsons-merger-federal-trade-commission-2fda44d9d8b82ef20d6c7e7cffb2ccc3">eliminate competition</a>&nbsp;and lead to higher food prices for already&nbsp;<a href="https://apnews.com/article/kamala-harris-price-gouging-ban-inflation-65dc8844bb41159d76886f752b6cab28">struggling consumers</a>.

<a href="https://apnews.com/article/opioid-crisis-settlement-kroger-79356d42ded9c5099e1c2b88d3ffc061">Kroger</a>, based in Cincinnati, Ohio, operates 2,800 stores in 35 states, including brands like Dillons,&nbsp;<a href="https://apnews.com/article/ralphs-supermarkets-california-job-applicants-46a287ac76515ffbbd196202c4ee3c38">Ralphs</a>, Smith’s and Harris Teeter.&nbsp;<a href="https://apnews.com/article/business-dividends-8c6e67bf9fb0cc3da523c672a6ca9141">Albertsons</a>, based in Boise, Idaho, operates 2,273 stores in 34 states, including brands like Safeway, Jewel Osco and Shaw’s. Together, the companies employ around 710,000 people.

FTC attorneys argued during the U.S. District Court proceedings on the commission’s injunction request that in the 22 states where the two companies compete now, they closely match each other on price, quality, private label products and services like store pickup. Shoppers benefit from that competition and would lose out if the merger is allowed to proceed, they said.

McMullen countered that argument by saying that Albertsons prices are 10-12% higher than Kroger’s and that the merged company would try to reduce the disparity as part of a strategy for keeping customers.&nbsp;<a href="https://apnews.com/article/walmart-settlement-weighted-grocery-class-action-62405b8c5fda5e63f0b0e4f1f64949e6">Walmart</a>&nbsp;now controls around 22% of U.S. grocery sales. Combined, Kroger and Albertsons would control around 13%.

“We know that pricing is going to continue to go down,” McMullen said.

His statements and the upcoming testimony of Albertsons CEO Vivek Sankaran were expected to be critical components of the three-week hearing, which is at its mid-point. What the two say under oath about prices, potential store closures and the impact on workers will likely be scrutinized in the years ahead if the merger goes through.

FTC Chief Trial Counsel Susan Musser referred to Kroger’s 2021 investor fact book to make the argument that the merger would affect competition in areas where the two company’s stores overlap. According to figures included in the document, Albertsons is Kroger’s biggest competitor in multiple metropolitan areas, including Portland.

A Kroger attorney countered by saying that Walmart remains Kroger's largest competitor in a majority of markets around the country.

The FTC and&nbsp;<a href="https://apnews.com/article/kroger-contract-west-virginia-471b61f4212e4a803e0777c9a6b0ab67">labor union leaders</a>&nbsp;also claim that workers’ wages and benefits would decline if Kroger and Albertsons no longer compete with each other. They’ve additionally expressed concern that potential store closures could create so-called food and pharmacy “deserts” for consumers.

Albertsons has argued the deal could actually bolster union jobs, since many of it and Kroger’s competitors, like Walmart, have few unionized workers. McMullen said Wednesday that Kroger was committed to honoring existing labor contracts.

FTC lawyer Musser said the merger still might affect working conditions since union contracts are typically renegotiated every three years.

Under the proposed deal, Kroger and Albertsons would&nbsp;<a href="https://apnews.com/article/kroger-albertsons-merger-cs-grocery-9a1d40ba06f752d3c5c3d5db78fede4c">sell 579 stores</a>&nbsp;in places where their locations overlap to&nbsp;<a href="https://apnews.com/article/kroger-albertsons-merger-cs-wholesale-grocer-401520f2a25ea2ae5fd06be4973b7c48">C&amp;S Wholesale Grocers</a>, a New Hampshire-based supplier to independent supermarkets that also owns the Grand Union and&nbsp;<a href="https://apnews.com/general-news-b50f18e7e7dc4701823b2d4346a8bd28">Piggly Wiggly</a>&nbsp;store brands.

The FTC alleges that C&amp;S is ill-prepared to take on those stores. Laura Hall, the FTC’s senior trial counsel, cited internal documents that indicated C&amp;S executives were skeptical about the quality of the stores they would get and may want the option to sell or close them.

C&amp;S CEO Eric Winn, for his part, testified last week that he thinks his company can be successful in the venture.

The FTC is seeking the injunction to block the merger temporarily while its lawsuit against the deal goes before an administrative law judge. U.S. District Judge Adrienne Nelson was expected to hear from around 40 witnesses before deciding whether to grant the request.

If Nelson agrees to issue the injunction, the FTC plans to hold the in-house hearings starting Oct. 1. Kroger sued the FTC last month, however, alleging the agency’s internal proceedings are unconstitutional and saying it wants the merger’s merits decided in federal court.

The attorneys general of Arizona, California, the District of Columbia, Illinois, Maryland, Nevada, New Mexico, Oregon and Wyoming all joined the FTC's lawsuit on the commission's side. Washington and&nbsp;<a href="https://apnews.com/article/kroger-albertsons-merger-colorado-06a59a420139ef8f4400b128778d408d">Colorado filed</a>&nbsp;separate cases in state courts seeking to block the merger.

Laura Hall, the FTC’s senior trial counsel, cited internal documents that indicated C&amp;S executives were skeptical about the quality of the stores they would get and may want the option to sell or close them.C&amp;S CEO Eric Winn, for his part, testified last week that he thinks his company can be successful in the venture.The FTC is seeking the injunction to block the merger temporarily while its lawsuit against the deal goes before an administrative law judge. Today's "Throwback Thursday Collection" takes us to the southwest corner of East 4th Avenue and North Pershing, where a long string of service stations began in 1922.

The first photo shows the new Derby Oil Co. service station #4 in 1922, managed by Benjamin Reger, Perry Reger's grandfather.

In 1951, Ralph Canfield bought the property from Richard Zeiset. The second photo shows what the property looked like then.

The third photo shows the station after Canfield added on to it with a garage and rebranded it to the Conoco Company.

In 1958, Canfield completely remodeled the station. The fourth photo shows the grand opening of Canfield's Conoco Service at 735 E. 4th in September 1958.

In 1977, Dillons needed to expand its presence from across the street. Dillons purchased the entire half-block of properties, razed everything and constructed the new Dillons Grocery Store #10 at 725 E. 4th and turned the old store on the north side of the street into the Kwik Shop Offices. The fifth photo shows the 725 E. 4th property today, still Dillons #10 and owned by Dillon Real Estate Co. Inc. c/o Kroger Co., Westborough, Massachusetts.

HUTCHINSON, Kan. — Buhler USD 313 Superintendent Cindy Couchman said a change in cell phone policy at Buhler High is going well.

"Before this year, the students were able to have their cell phones basically out and about as long as the classroom teacher said it was OK, and so some teachers utilized the cell phone in classroom," Couchman said. "Then sometimes kids had them out when they shouldn't have had them out during the hour and probably were not paying attention, but there was probably a little bit of both. This year, they put in a new policy that said you can only have your cell phone out between passing periods and at lunch. And so during the actual class time, the cell phone must be in the book bag in a way and shut off or put on silent. I will tell you, it's gone really well. The students are very cooperative with the policy. We haven't had any discipline issues, any referrals. It's gone very well. The families have been very supportive of it."

She added that real interaction is happening instead.

"Families have been supportive," Couchman said. "Ironically, we even did a look at checkouts at our library of books. And since we've put this policy in, the number of checked out books compared to last year has really risen, and it goes to show you, when they're done with their assignment, instead of just getting out their phone and playing or being on apps, they are now reading. I know our aides in the office have put together more puzzles than they've ever put together in a short amount of time when they're done with their work, so there's some really great benefits. You hear a lot more talking at lunch and a lot more talking in the hallways and kids interacting."

The kids have to help keep each other on task.

"They're just all on the honor system," Couchman said. "They have to keep them away. If the teacher sees them out, they can send them to the office. There is some discipline referrals, but we really haven't had any of that. If the teachers have seen them out and they say, remember that needs to go in your book bag, kids have just not had them out. They know the expectation and as with most people, when you set the expectation, hold them accountable. Most people go along with it because they understand, even the students really can reflect on it and say, yeah, it's probably been a good change for us."

Buhler High cell phone policy succeeding

HUTCHINSON, Kan. — The Hutchinson City Council on Tuesday approved usage of funds from the state revolving loan fund to pay for water line improvements.

"This project involves the replacement of approximately 1.4 miles of six-inch cast iron water line," said Public Works Director Brian Clennan. "It's located generally between 9th and 17th Avenue and between Maple and Cochran. Those water lines were installed between 1922 and 1961 and have had a combined 82 water line breaks on that series of 1.4 miles in their lifespan. To fund this project, the city of Hutchinson is seeking a loan of $1.2 million from the Kansas State Revolving Fund, with an estimated principal forgiveness of $600,000."

The interest on the loan is estimated at 2.36% for up to 20 years.

"We submitted plans to KDHE back in early August," Clennan said. "We expect approval of those plans and specifications to be done around the first of February, which means, we'll be opening bids somewhere in mid-March, with construction beginning around mid-June and wrapping up toward the end of November."

This doesn't fix the overall water line problems in the city, but it's a start.

"We're slowly building," Clennan said. "Ideally, I'd like to be replacing three to three and a half miles a year. That's really where we need to be in order to start catching up to replacing some of that aging infrastructure and helping correct the number of water main breaks. Also, the affordability of our water rates is also important, so trying to walk that balance and have rate increases that are affordable and still have enough money and revenue generated so we can invest in our infrastructure."

Where possible, the water lines will be placed behind the curb so they don't have to tear up streets, except where lines tie in.

HUTCHINSON, Kan. — In an update earlier this week, the Hutchinson Clinic clarified that it will consider Blue Cross Blue Shield plans through employers as out of network in 2025.

 </figure>HUTCHINSON, Kan. — In an update earlier this week, the Hutchinson Clinic clarified that it will consider Blue Cross Blue Shield plans through employers as out of network in 2025.Only patients with a Blue Cross Blue Shield insurance plan are affected. Medicare Supplemental or Medigap insurance plans from Blue Cross Blue Shield will not be affected.The clinic was opaque about how much of a difference this would make in the cost of services to individual patients, though they say that patients will not need to find new providers and that there will not be an additional out of pocket cost before seeing a doctor.For specific questions, the Clinic urges patients to call their Patient Advocacy Center (PAC). This dedicated team supports patients in navigating questions or concerns related to insurance coverage, medical costs, and payment plan options.
