HUTCHINSON, Kan. — In his commissioner comments on Wednesday, Reno County Commissioner Ron Hirst urged people who use natural gas to make comments regarding the rate increase proposed by Kansas Gas Service earlier this year.

"There is a time for written comments to go to the Kansas Corporation Commission regarding the increase in gas, natural gas prices, to the individual homes," Hirst said. "I'm not sure that I know the definition of that, but it's going to be drastic on all of us, that use less than 72 units. Most of the houses, we use somewhere around 13 or 14, 12 to 15 at the most. That will go up tremendously. That's going to hurt a lot of people. I would urge you, check with the Kansas Corporation Commission. Most of you, if you've got natural gas in your house, you got a letter regarding this. There's a Zoom meeting coming up, but you can put written statements."

The closest in person meeting is Monday, June 17 at 6:00 p.m. Wichita State University, Lowe Auditorium Hughes Metropolitan Complex 5014 E 29th St. North, Wichita, KS.

For those unable to attend in person, a virtual option through Zoom is available to allow remote participants to comment. County commissioner urges KGS rate case comments

HUTCHINSON, Kan. — The Board of County Commissioners on Wednesday tabled a zoning case involving the Mary Magdalene House at 7201 East 4th, because they wanted to talk about it with all of the commissioners there.

"Since we have three today, there's AG's opinions that say, a majority of those present is enough to pass normal business," said County Counselor Patrick Hoffman. "Because amending a Planning Commission meeting requires a supermajority, if the commission's interested in amending that, I think it would be more appropriate to wait until we have the full body here, just because then, there would be an unusual situation. Even if we had three, a supermajority of who is here, would that be enough? I think it would be just clearer if you waited."

With that in mind, the three commissioners present voted to table the case until the next meeting on June 26.

Newton cleanup almost complete

YODER, Kan. — Twenty-seven new law enforcement officers graduated from the Kansas Law Enforcement Training Center (KLETC) on June 7, 2024, in a ceremony held in KLETC’s Integrity Auditorium.  KLETC Police Instructor Senior James Buettgenbach was the class coordinator for the graduating class, and the commencement speaker for the ceremony was Hugoton Police Chief Courtney Leslie.

In what she referred to as a celebration of dedication, perseverance, and achievement, Chief Leslie was honored to stand before the graduates of the 326th Basic Training Class.   Chief Leslie recognized that the completion of basic training is not an easy feat, and that the graduates faced challenges head on, were pushed beyond their limits, and emerged victorious. “It could be argued that we are coming out of one of the most challenging periods in our profession’s history,” said Leslie, a graduate of KLETC’s 177th Basic Training Class.  “As we move forward it’s crucial to acknowledge the gravity of these challenges while remaining committed to upholding the principles of justice, accountability and community trust; it’s an opportunity for law enforcement agencies to engage in constructive dialogue with communities, embrace transparency, implement necessary reforms, and rebuild fractured relationships.”

Under the authority of Vice Provost and Director of Police Training Darin Beck, graduates received certificates attesting to the satisfactory completion of a full-time basic course of instruction, and certification as Kansas law enforcement officers from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority.

KLETC Police Instructor Senior James Buettgenbach was the class coordinator for the graduating class, and the commencement speaker for the ceremony was Hugoton Police Chief Courtney Leslie.In what she referred to as a celebration of dedication, perseverance, and achievement, Chief Leslie was honored to stand before the graduates of the 326th Basic Training Class. KLETC graduates 326th Basic Training Class

SOUTH HUTCHINSON, Kan. — When the Reno County Planning Commission meets Thursday, June 20, they will work more on solar regulations in the county that they plan to send up to the Reno County Commission.&nbsp;

On the agenda is discussion on a proposed text amendment to create an article that would prohibit large-scale commercial solar in the zoned area of Reno County.

Also up for discussion and possible action is setting a public hearing date for provisions that would clarify that small scale solar would require a conditional use permit, create regulations for private ground-mounted solar systems as an accessory use, and create the previously named section to prohibit large-scale commercial solar in the zoned areas of the county. A reminder, much of the western half of the county does not fall under these regulations, as it is not zoned.

Further solar discussion on county planning agenda

HUTCHINSON, Kan. — With Click It or Ticket once again in the rear view mirror, Hutch Post asked Hutchinson Police Chief Brice Burlie how special enforcement periods like that work with staffing. 

"It's based off the funding amount that we get," Burlie said. "Usually we'll put out two to four officers to enforce seatbelt violations. The enforcement is an opportunity for us to get out and remind people about buckling up and driving safely. This gives us the opportunity to put additional two to four officers out during periods of the day where the traffic's at its highest. It's not only for enforcement, it's a reminder to everybody and it's also an education piece to make sure that they know that driving with your seatbelts on is the way to go because seatbelts prove to save lives. That federal grant money allows us to put those additional officers out there and do the enforcement plus the education."

Burlie said they actually do write seatbelt tickets.

"I don't have the numbers. I know it's still quite a few. I would say it's still about the same amount that we would issue year to year. I would like to say that we're getting a little bit better at it, and I think really overall we are, especially when it comes to the education piece with children. Those parents have done a far better job than what it used to be back when I came on many, many years ago. I think we've done a real good job on that front. Also technology in vehicles, I think have helped us out a lot. Good reminders with the red lights and bells dinging, gets the people to put their seatbelts on too, so I think we're moving in the right direction. It's just a continual process though for right now."

According to KDOT, observed belt use rate for drivers and outboard passengers was at 85.92% in 2021.

Burlie: Seatbelt enforcement still happens in Hutch

HUTCHINSON, Kan. — Hopeful entrepreneurs can learn the fundamentals of starting and running a business through the Entrepreneurship Business Basics JUMP© (EBB JUMP) program June 24 through September 16, sponsored by StartUp Hutch, The City of Hutchinson – Human Relations Office, and Network Kansas. Led by facilitator Kira Cheree’ Cobb, the 12-week program offers a unique opportunity for individuals to accelerate their business growth, scale operations, or launch ventures with confidence. On the last day of the course, a pitch contest will be held with the winner earning $1,000 to help make their business a reality.

Beloved food and drink events return to Sand Creek Summer Daze

This is day 2 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Rain is an ironic concern for this year’s wheat crop, but producers are asking Mother Nature to hold off just a bit so they can get a quickly ripening crop out of the field and into the bin before weed pressure sets in.&nbsp;

Harvest is a family affair near Garden Plain in Sedgwick County, where Martin Kerschen is harvesting alongside his son Justin — the sixth generation on the farm. Since starting harvest on Wednesday, June 5, they are seeing yields from 50 to 70 bushels per acre on fields planted to SY Monument. Proteins range from 12 to 13 percent. Rains from the weekend took a slight toll on test weights, but Martin Kerschen is extremely pleased with how this year’s crop is turning out — especially compared to last year.&nbsp;

“I enjoy years like this,” he said. “You try the best you can, and we’re happy with yields and how our wheat looks this year. There’s a big smile on my face.”

While still variable across some fields, the wheat crop is also looking much better in Dickinson County, where fourth-generation producer Bryant Olson farms near Gypsum with his father Gary, brother Trenton and uncle David. The family started cutting on Friday, June 7, in hopes of getting as much cut as possible ahead of last weekend’s storms.

While still good quality, test weights did fall after the rain — from 62 pounds per bushel to 60 pounds per bushel. Protein is ranging from 12 percent to above 13 percent. High quality is essential as 10 percent of the Olsons' wheat acres are grown for their certified seed operation.&nbsp;

The operation planted several varieties, including LCS Atomic AX, LSC Helix AX, KS Mako, KS Providence, KS Larry and Bob Dole. Two more weeks and harvest should be wrapped up for this family.&nbsp;

“Wheat harvest will be early enough that we won’t have to worry about weed pressure,” Olson said. “Hopefully it doesn’t rain too much before we get it all up, and we will be sitting a lot better than last year.”

Sumner County missed the recent rains and Tim Turek, who farms near South Haven, is praying rain stays out of the forecast so farmers do not have to worry dealing with pigweeds or crabgrass until harvest is over. Then, he welcomes the moisture to benefit his cattle and fall crops.&nbsp;

Turek started cutting at least a week earlier compared to a normal year and avoiding the rain delays meant he kept cutting over the weekend. He’s seeing field yields anywhere from 40 bushels per acre to above 70 bushels per acre. Test weights are hitting 62 pounds per bushel thus far, with proteins averaging between 10 and 12 percent. He has been especially pleased with the varieties AP Prolific, AP18 AX, AP24 AX and Bob Dole.&nbsp;

“There is no comparison to last year,” Turek said, “Honestly, I can’t believe the recovery we’ve had with the whirlwind weather this year. You have to attribute it to the progress of the genetics over the past several years because when I was a kid, wheat wouldn’t have survived what this wheat has been through.”

Turek hauls quite a bit of his wheat to the Scoular Grain elevator in Wellington, where grain merchandiser Doug Zeller is seeing both excellent yield and proteins across the board.&nbsp;

Zeller reported they started taking in wheat about two weeks ago and plans on receiving grain for at least 10 more days. Test weights are averaging 62 to 63 pounds per bushel and proteins are staying steady at 11 to 12.5 percent.&nbsp;

“This year is much better than expected on both spectrums,” he said. “With higher yields, we typically see lower protein and test weights. This year that isn’t the case.”&nbsp;

With heat indices estimated to reach 100 degrees by Thursday, harvest is likely to continue progressing quickly across the lower two-thirds of the state.

Since starting harvest on Wednesday, June 5, they are seeing yields from 50 to 70 bushels per acre on fields planted to SY Monument. Proteins range from 12 to 13 percent. Rains from the weekend took a slight toll on test weights, but Martin Kerschen is extremely pleased with how this year’s crop is turning out — especially compared to last year.&nbsp;“I enjoy years like this,” he said. “You try the best you can, and we’re happy with yields and how our wheat looks this year. There’s a big smile on my face.”While still variable across some fields, the wheat crop is also looking much better in Dickinson County, where fourth-generation producer Bryant Olson farms near Gypsum with his father Gary, brother Trenton and uncle David. The family started cutting on Friday, June 7, in hopes of getting as much cut as possible ahead of last weekend’s storms.While still good quality, test weights did fall after the rain — from 62 pounds per bushel to 60 pounds per bushel. Protein is ranging from 12 percent to above 13 percent. High quality is essential as 10 percent of the Olsons' wheat acres are grown for their certified seed operation.&nbsp;The operation planted several varieties, including LCS Atomic AX, LSC Helix AX, KS Mako, KS Providence, KS Larry and Bob Dole. Two more weeks and harvest should be wrapped up for this family.&nbsp;“Wheat harvest will be early enough that we won’t have to worry about weed pressure,” Olson said. “Hopefully it doesn’t rain too much before we get it all up, and we will be sitting a lot better than last year.”Sumner County missed the recent rains and Tim Turek, who farms near South Haven, is praying rain stays out of the forecast so farmers do not have to worry dealing with pigweeds or crabgrass until harvest is over. Then, he welcomes the moisture to benefit his cattle and fall crops.&nbsp;Turek started cutting at least a week earlier compared to a normal year and avoiding the rain delays meant he kept cutting over the weekend. He’s seeing field yields anywhere from 40 bushels per acre to above 70 bushels per acre. Test weights are hitting 62 pounds per bushel thus far, with proteins averaging between 10 and 12 percent. He has been especially pleased with the varieties AP Prolific, AP18 AX, AP24 AX and Bob Dole.&nbsp;“There is no comparison to last year,” Turek said, “Honestly, I can’t believe the recovery we’ve had with the whirlwind weather this year. You have to attribute it to the progress of the genetics over the past several years because when I was a kid, wheat wouldn’t have survived what this wheat has been through.”Turek hauls quite a bit of his wheat to the Scoular Grain elevator in Wellington, where grain merchandiser Doug Zeller is seeing both excellent yield and proteins across the board.&nbsp;Zeller reported they started taking in wheat about two weeks ago and plans on receiving grain for at least 10 more days. Test weights are averaging 62 to 63 pounds per bushel and proteins are staying steady at 11 to 12.5 percent.&nbsp;“This year is much better than expected on both spectrums,” he said. “With higher yields, we typically see lower protein and test weights. HUTCHINSON, Kan. — Just after 1 p.m. Tuesday, the Hutchinson Fire Department (HFD) responded to the 1800 block of south Buhler Road for a brush fire. The first crews to arrive were met with heavy smoke conditions that were drifting across Buhler Road.

HFD requested the Reno County Sheriff's Office to shut down Buhler Road in both directions. Approximately 25 acres of prairie grass were burning along with seven brush piles and one pile of tires. Because of muddy conditions from recent rains, crews resorted to using UTVs and hand work. The fire damaged one Evergy electrical pole and was contained to 25 acres of the 158-acre lot. 

Crews remained on-scene for multiple hours extinguishing hotspots. No injuries were noted. The fire was caused by an out-of-control prescribed burn. 

HFD would like to thank the following departments for their help: Buhler Fire Department, RNSO, Reno County Emergency Communications, Hutchinson Public Works and Evergy.

Fire department puts out brush fire 

HUTCHINSON, Kan. — The Senate Republicans released their <a href="https://www.agriculture.senate.gov/imo/media/doc/Senate%20Republican%20Framework%20Short%20Summary.pdf">Farm Bill framework</a> Tuesday, and Kansas U.S. Senator Dr. Roger Marshall held a press availability on Zoom to talk about it.&nbsp;

"This Farm Bill touches, I would think, every Kansan, in some way, somehow," Marshall said. "What are the next steps? I would explain it like this. A farmer goes in to buy a combine and he agrees with the dealer, all the ins and outs he wants, what type of header he wants on that combine. What we haven't agreed on yet is the price."

It sounds like the difference really isn't that large, all things considered.

"The Democrats and Republicans, we both want strong crop insurance, we both want strong nutrition programs," Marshall said. "We want rural economic development. I think it's just a matter of where we're going to move some dollars from one place to the other and still keep this on budget, because our Farm Bill is completely paid for. We're not asking for any more monies. The Democrats Farm Bill has a request for, I think $20 or $30 billion more each year."

Practically speaking, there's not a lot of legislative time between now and the end of the federal fiscal year on September 30.

"We'll see how far apart we are," Marshall said. "There will be a lot of talks between the two staffs, the two ag committee staffs, as well and see where we can close the gap. There really aren't very many legislative days left up here this summer. We have an election in November. I understand. We'll see if we can mark up something here in the next month or so. It will probably be this summer."

If the deal doesn't get done by the deadline, there is still the idea of a short term continuation of the current bill, which has already been extended for a sixth year, at least to past the election. Ag state legislators really don't want that, as they'd like more certainty, if possible.

Farm Bill framework released

HUTCHINSON, Kan. — Cosmosphere CEO Jim Remar announced Tuesday that Claire Ludes has joined the Cosmosphere team as Senior Vice President of Development and Strategic Relationships.

“We are excited to bring Claire onto our staff,” said Cosmosphere President and CEO Jim Remar. “Her background and experience will allow us to focus on the Cosmosphere’s strategic growth and building new relationships within the aerospace industry.”

In her new position, Ludes will play a key role in advancing the Cosmosphere with current and new audiences, growing the development program, increasing strategic relationships, and strengthening recognition of the Cosmosphere nationally and internationally. 

Prior to joining the Cosmosphere, Ludes was the Executive Director of the Salina Area United Way in Salina, Kansas.

Ludes is new Senior Vice President at Cosmosphere

HUTCHINSON, Kan. — The USD 308 Hutchinson Public Schools Board of Education held their regularly scheduled meeting on June 10th&nbsp;with a light agenda. The Board approved all items. There were two action items.

First, Supplemental Salary Recommendation presented by Jon McLean, Director of Activities. This item requested three additional coaches, two for wrestling and one for cheerleading. The wrestling program has seen explosive growth since 2020-2021, now serving over 60 student-athletes. The additional wrestling coaches not only provide the recommended ratio of participants to coaches but allows for better competition coverage as Varsity Boys, Girls, and Junior Varsity frequently compete at different sites on the same day. The Hutchinson Middle School girls wrestling program made its debut in the 2023-2024 school year and is expected to flourish in the years to come.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Salthawk Cheerleading program is requesting a second assistant coach to supervise the freshman level squad. This would bring the number of coaches to three which better aligns with NIAA &amp; KIAA recommendations. There are three levels of cheerleading: Varsity, Junior Varsity, and Freshman. NIAAA and KIAAA recommend 1 coach per 16-20 students in non-contact activities such as cheer. Salthawk Cheerleading has experienced a notable resurgence in recent years, rebounding from its lowest numbers in 2021 to become a highly competitive program once again. The 2023-2024 team brought home Superior ratings for team and individual performances during their end of year competitions.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The request for additional coaches was presented to the supplemental committee, made up of members of HNEA and the USD 308 administrative team and passed unanimously. The total cost would be approximately $13,000. After the Board’s approval the final approval will occur with the ratification of the contract for the 2024-2025 school year.

Second, was the purchase of a welder for HCTEA. HCTEA received Board approval to purchase 10 Lincoln Electric 300C welders for the Welding Technology program. These welders are multi-process machines that meet industry standards and curriculum outcomes set by the Kansas Board of Regents Welding program alignment, as well as course competencies for the Kansas Department of Education Manufacturing Pathway. These welders will replace existing equipment. Trade-ins of the existing welders were included in 2 of the 3 sealed bids from vendors.

The District’s strategic plan for 2024-2028 outlines career and technical education as a competitive advantage. Hutchinson High School’s Career &amp; Technical Education Academy (HCTEA) programs offer 23 career pathways. The award winning program is delivered in conjunction with Hutchinson Community College. In May, the program and its students competed in the SkillsUSA Kansas State Championships held in Hutchinson on the CTEA campus. 22 students placed in the top three, 6 gold winners qualified for the National conference to be held later this month, and Alan Beck was recognized for Outstanding Service Award. The program was recognized with the Quality Chapter Award and the Largest 5/6A Chapter Award with 102 members. In 2023, HCTEA was named Best Technical/Trade School by The Hutchinson News.

All other items were approved unanimously. During Board Discussion, Boardmember Cheryl Thompson asked to revisit the current agreement with the YMCA. This was directed to be put on the next meeting agenda. Coaches added for wrestling, cheerleading

HUTCHINSON, Kan. — Rise Up Reno will hold the annual Putting For Prevention Golf Tournament on June 21, 2024 at Crazy Horse Golf Course.

"We still have some spots left," said John Young with Rise Up Reno. "We're shooting to get probably about 70 to 80 golfers is what we're shooting for this year kind of to grow on. Last year was the first year of our event so we're still looking to fill a couple more spots. This year we're having a two-man scramble. Last year we did a four-man. This year we decided to do a two-man and then we're also looking for a few more hole sponsors and stuff just kind of finish that out as well."

Check-in will be at 8:00 a.m., with a shotgun start at 9 a.m.

"This is something we started last year and I know everyone that came said they had a great time," Young said. "I know it was fun to put on and also just fun to be able to go out and also talk to people about some of the things we do during the day and we had a lot of a lot of contests that make it a little bit unique."&nbsp; 

The winner of the longest putt contest will receive a 7-night 8-day resort stay for two with their choice of several destinations. There will be&nbsp;a hole-in-one contest where the winner will receive $10,000. Longest Drive contest for a&nbsp;man &amp; woman's drive, where the winners will get a spa package.&nbsp; Four lucky players will be chosen to compete in the $100,000 Shoot-out, as well. Lunch will be held after the tournament.

&nbsp;"Last year, you know on all the tee boxes we tried to put some facts about drug misuse, suicide prevention, and also just the benefit of having mentors," Young said. "People can kind of learn about those opportunities as well as why the programs that we have are very important as they go around and play golf and visit and have a good time."

Community Health Improvement meetings begin Wednesday

HUTCHINSON, Kan. — Last week, the Kansas State Fair Board accepted the bid for the first phase of the Bison Arena Project.

"Lowest bidder was HarmanHuffman Construction out of Kechi and that is the base bid plus four alternates, which will include some site utilities, interior demolition, some interior masonry restoration, and also some exterior coping replacement," said State Fair General Manager Bryan Schulz.

This is basically a new roof, new doors, tuckpointing and lifting the building.

"There are a couple areas where it's starting to sag a little bit, just kind of getting the whole envelope put together," Schulz said. "Then with the alternates, it's bringing in some of the utilities into the facility and then also some of the tearing out some of the areas within the building, doing some interior demolition as well."

They don't know a timeline for construction yet.

"Probably in the next week or so, we'll get together with them to kind of get timelines, all that kind of stuff and working around all the stuff that's going to happen during fair," Schulz said.&nbsp;

The base bid came in at $4.440 million and then all of the alternates for a total of $5.105 million. The Kansas Legislature appropriated $10 million for the project, but the fair will be doing a lot of other fundraising to finish it out, as estimates have been north of $30 million for the full project, and costs of materials continue to rise.

Bid accepted on first phase of Bison Arena project

TOPEKA — The Kansas Corporation Commission (KCC) will begin public hearings this week to give Kansas Gas Service customers an opportunity to learn more about the company’s rate increase request, ask questions and make comments before the Commission.

On March 1, 2024, Kansas Gas Service filed an application with the Commission requesting a net increase in base rates of $58.1 million. The requested increase would affect the portions of a customer’s bill that relate to the delivery of natural gas by KGS, including the fixed monthly service charge and delivery charge. If approved, the average monthly residential bill will increase by approximately $6.71 (10.41%) for customers who use less natural gas (73 Mcf or less per year) and $9.48 (8.25%) for those that use more natural gas (more than 73 Mcf per year).

Kansas Gas Service provides natural gas service to approximately 648,000 homes and businesses in 360 communities in Kansas.
