TOPEKA, Kan. — U.S. Department of Agriculture (USDA) Rural Development Kansas Director Christy Davis announced on Friday that USDA is awarding more than $650,000 in grants to help rural Kansans in seven communities build renewable energy generation systems or improve their existing energy efficiency.

“With this program Kansas farmers and rural business owners can expand their operations while lowering energy costs,” Davis said. “These grants will support rural communities with clean energy production and improved efficiency.”

A $65,201 grant will help purchase and install a 31.9 kW solar array for Advance Termite and Pest Control Inc. of Hutchinson. The project is estimated to replace 44,098 kWh per year, enough energy to power four homes.

🏈 Week 7 area high school schedule

HUTCHINSON, Kan. — Thursday afternoon just before 2:30 p.m. the Hutchinson Police Department was dispatched to a hit and run which occurred at 4th Ave and Hendricks in Hutchinson. 

The suspect vehicle, a white Ford F350 continued west bound on 4th Ave with the other vehicle following behind. The occupant of the other vehicle called 911 and was giving Dispatch their location and the description of the suspect vehicle. 

An officer with the Hutchinson Police Department located the Ford F350 at the Reno County Landfill, in the Pit area. The officer pulled in behind the Ford F350 in the pit area and activated their emergency lights. The driver of the F350 put the vehicle in reverse and accelerated rapidly crashing into the front of the Hutchinson Police Department patrol vehicle, causing it to be disabled. The driver of the F350 then fled the scene.

Reno County Sheriff's Deputies located the vehicle driving toward the scale house in the landfill. Deputies attempted to make a traffic stop on the vehicle; however, the driver refused to pull over. At the scale house, HPD units had set up stop sticks, and the driver of the F350 stopped the vehicle. A felony stop was performed, and the driver who was identified as Tommie Jones failed to comply with orders to exit the vehicle. 

Eventually Mr. Jones exited the vehicle and was taken into custody with no further incident. Thomas Jones, the passenger of the F350 was temporarily detained at the scene before being interviewed and released. Tommie was taken to the Reno County Correctional Facility on charges connected with the chase and the hit and run.&nbsp; 

The Kansas Highway Patrol worked the initial hit and run at 4th Ave and Hendricks. The Reno County Sheriff's Office worked the criminal case. South Hutchinson Police Department also assisted in this situation.&nbsp;&nbsp;

Arrest made after hit and run and chase Thursday

HUTCHINSON, Kan. — Hutchinson USD 308 Superintendent Dr. Dawn Johnson told Hutch Post this week that the district plans to use the information learned by Laura Corey on a statewide screen time task force to shape where the district goes with that policy.

"She's one of, I think about 36 folks who were selected to serve on that Blue Ribbon task force," Johnson said. "I was just talking with her a little bit about it because it has come up as her time and commitment to that committee is going to be an opportunity for us to take a look at it in our district as well. So I think she's learned a lot on that and she told me that really the purpose of that meeting or that group is to develop guidance and recommendation based on research, understanding students' personal use of personal devices in school, mental health and related to screen time and then parental oversight of those. The first several meetings she said they were learning about the implications of cell phone use on children utilizing cell phones and other screen time, iPads, what have you. They've read The Anxious Generation, a book, several articles that are published about that. So the first parts were just about understanding the effects of screen time on students' mental health. Then the remaining meetings, I think they're maybe about to wrap up here soon, is to summarize the findings that they've had and then maybe that group will make a vote and make a recommendation to the State Board of Education about maybe how to go forward."

USD 308 will then have some decisions to make on its own.

"We're going to start a committee in USD 308 to take a look at this," Johnson said. "We'll learn a lot from what Laura has learned. She'll share some of the articles and stuff that she has read and information from the book. Ours will have kind of the same makeup of teachers, administrators, students, parents on that committee. We're hoping to meet, I think the state board's going to make a recommendation in November or December coming up."

The hope is to get that committee together either right before or right after the state board's action.

USD 308 to pursue local screen time task force

HUTCHINSON, Kan. — According to Shawn Steward with AAA Kansas, prices have been stable for the most part in the last few weeks.

"Here in Kansas, we're actually down in the past week, one cent," Steward said. "We're at $2.83 a gallon on average, and that's seventh lowest in the nation right now. The national average, also a small fluctuation downward, down two cents to $3.19 a gallon this week. We have seen mostly a downward trend over the last several months. There was a slight fluctuation last week where we saw a small jump in the national average. But overall, we've been fairly seasonal in terms of that downward trend, both in demand and prices at the pump."

Area county average prices are on both sides of the state average.

Reno $2.677 (2nd&nbsp;lowest in the state; Leavenworth Co. is $2.675)

"Right now, crude oil prices are very low," Steward said. "They're just under $70 a barrel, and that's despite the ongoing tensions in the Middle East between Israel and Iran. Those really haven't, to this point, had any kind of impact on the prices we're seeing at the pumps here domestically."

There isn't any reason to believe that gas will get back above $3 a gallon through the rest of 2024.

"Barring any kind of unforeseen big changes, I don't see any major changes in what we see in terms of the gas prices the rest of the year," Steward said. "It kind of takes a while for all the summer blends to be used up and out of the system, but this is the time of year where we start seeing those winter blends coming back into market. And those are less expensive to produce and refine, so there is usually a slight downward impact on gas prices based on that."

MCPHERSON, Kan. — Tucky Allen with KansasWorkforceONE confirmed to Hutch Post Thursday morning that there have been layoffs at Pfizer in McPherson and that it was a reduction of 80 workers between Wednesday and Thursday.&nbsp;

Allen said he would be meeting with those who were laid off&nbsp; and provided dislocated worker services and will be hosting a Q &amp; A next week for the affected employees. 

 This RIF did not affect production.  These were professional/salaried positions.

This is following layoffs for the drugmaker in Ireland this fall, amid larger cost cutting measures.

Professional layoffs at Pfizer in McPherson

HUTCHINSON, Kan. — The Central Christian School football team is one win away from locking up the district title, and the Cougars can accomplish that feat on Friday night at Pretty Prairie.

"It's a huge step for us," head coach Matt Barnett said. "I mean these guys have been working hard for the last couple of years here to really put themselves in this situation, so it's really the guys that have put that work in, and we're starting to see the rewards of that, so it's a nice thing to see."

The Cougars started the season with a 54-50 loss to Sunrise Academy, but since then CCS has won five straight games.&nbsp;

"It was definitely a tough test for us to have in the first game," Barnett said. "We also learned a lot from that game and we've made some changes moving forward, so we actually got better from it."

CCS has district wins over Fairfield (46-6) and Argonia-Attica (28-12) with two games to go. The Cougars hold a 0.5 game lead on Argonia-Attica, but with a win on Friday, the Cougars would hold any possible tiebreaker scenario.

The offense has put up 45 or more points in five of the six games, and are averaging 45.3 points. Three of the five wins have come via the 45-point mercy rule.

"Coach Barnett, my brother actually, he's the offensive coordinator and he's really had them going this year," Barnett said. "We've had a lot of different weapons, especially when we stay healthy. Nathan Reed at quarterback is such a solid guy to have at the helm and kind of controlling things out there. We've had good running from our backfield with Ry Kooiman being able to find some holes, and that all stems from seniors that came back on the line. We've had the best offensive line that we've had as long as I've been there for sure, we've been doing a really good job. Piercen Huff is back, he had been out injured for the first part of the season, so with him being healthy now that gives us a great weapon at the slot. Brody Froese, another senior at our wide receiver position has become a weapon for us, as well."

The defense has also been stout, allowing just 13 points per game.

"We moved some guys around a little bit," Barnett said. "We've got some great senior leadership and that really helps us out defensively. Konnor Sullivan played a lot of defensive line for us, but we've got him playing some mike linebacker and he's doing such a good job of leading the team out there. We've just had good play all around, from the defensive line, keeping guys off of our linebackers. Guys like Keaton Miller, who has been dominant up front. Jayden Linscheid is so quick and hard to deal with, kind of gives people fits. Kaleb Sullivan really has had a couple of his best games of his career, he's another senior that is kind of coming into his own, figuring things out."

CCS will close the regular season with a home game against Norwich on Oct. 25.

🏈 CCS can lock up district title Friday

Nick Gosnell: Democratic incumbent from House District 102, Jason Probst, with us. His opponent, Kyler Sweely, will join us later on this morning. Good morning, Jason.

Jason Probst: Good morning, Nick. Thanks for having me.

Nick Gosnell:&nbsp; You bet.&nbsp; So, first of all, do you still do the door-to-door canvassing like a lot of candidates do, or is it more events for you at this point?

Jason Probst:&nbsp;Oh, I'm doing a mix of everything, but pretty much every day I've been out knocking doors. Last night I was just out with my granddaughter. She goes with me once a week at least, and we go out and hit as many doors as we can before the sun goes down.

Nick Gosnell: All right. So, what have folks been telling you as you've been talking to them on the canvass?

Jason Probst:&nbsp;Well, mostly what I hear is, of course, people are concerned about inflation, and people are concerned about property taxes. I probably hear more about property taxes than anything else.&nbsp; There's also a surprising number of people who I think feel, or at least they tell me that they're doing okay and that they feel pretty good about things. I feel like maybe people are trying to approach this election season with a measure of calm and hopefulness, and I like that.

Nick Gosnell: Okay. So, that's an important piece for you is to just be connected with the community. You've been around here a long time, Jason. Just go through your background a bit.

Jason Probst:&nbsp;Well, I was here. I mean, I grew up in Nickerson, graduated from Nickerson High School, and then came to Hutchinson right after that. Moved away for a couple of years, and then came back, I think it was 96, and had my family here. Raised my family all through up to adulthood, and now my grandkids are here. My son lives in Wichita, but my daughter lives here. And I worked at Mega Manufacturing as a machinist. I worked at Home Depot when it first opened as a part-time second job. I worked at the Hutchinson News for quite a while, and then ended up in the legislature, and I've done some small business work. I have a small business writing business that I do some contract work and some newsletters, but that's the brief history of Jason and Hutchinson.

Nick Gosnell: All right. I'm going to ask you to go back in the wayback machine a little bit, because Patsy Terrell was the previous holder of your seat before she passed. And I just want you to talk a bit about grabbing the torch from her and being appointed to that seat, and then what you've done since.

Jason Probst:&nbsp;Well, Patsy had a very untimely and sad passing. She beat the incumbent at the time. Sorry, my voice is cracking. She beat the incumbent at the time and went and served one year in the legislature, and that was a very important year. There was a new class of representatives that came in specifically to turn around the Brownback tax experiment, which at that point had completely wrecked the state. So they were able to do that.&nbsp; And of course, she then had a tragic death right after that. And immediately upon her passing, people had started reaching out to me and said, we think maybe you should fulfill her seat. People who didn't know the whole story, people who did know the whole story knew that prior to Patsy running, I had been approached about running, both by Republicans and Democrats at the time, actually, and decided that it wasn't the right time for me to do it. Patsy did it. And I was very happy to fill out her term, honored that people thought I would be able to fill her shoes.

Nick Gosnell:&nbsp; All right. So talk about since then, what has, what has Jason Probst gotten accomplished in the legislature?

Jason Probst:&nbsp;Well, one of the things that I, a couple of things that I specifically worked on that put a lot of my energy behind was a bill that increased penalties for fentanyl dealers, people selling fentanyl in our community, but also gave resources to people with addiction so that they could make sure that if they were in addiction and using drugs, that they could do that safely. And that was a legalization of fentanyl testing strips. I worked on that legislation for three years solid to try to move the rest of the legislature to understand that allowing people, you know, fentanyl testing strips are used to test the use of drugs, but they could also be used to test the presence of drugs prior to use. And it was this fentanyl epidemic was killing people in incredible numbers. And we got that through and made it so that people wouldn't face a criminal charge. And we could actually distribute those strips. And we've seen fentanyl deaths in Reno County dropped significantly since that law has come into effect. So I'm particularly proud of that. I believe that we have actively saved lives in that. And then another thing that I worked on was the contract for deed act, which creates some provisions to make sure that people who are bad actors in this space can't sell property that they don't have the right to sell. And that there has to be some declarations around that.

Nick Gosnell:&nbsp;Jason, what committees do you currently serve on? And do you want to stay on those if you get back?

Jason Probst:&nbsp;Yeah, I serve as the ranking minority member on the House Commerce Labor and Economic Development Committee. I love the work we've done on there. I've built some really strong relationships with members of that committee. And I think that's a good place for me to be. Also serve on the Agriculture Committee. That committee I really enjoy because it is probably the least partisan committee that we have. And most of what we do in there is really a lot of technical detail that affects the ag industry. But it's so important. And what I really appreciate about that committee is that it's solution oriented. We get a problem brought to us, and there's not a lot of bickering. There's just a lot of how can we solve this problem in the best way possible. The other committee that I really enjoy is Legislative Post Audit. And that kind of has a different meeting schedule. But I really like that. We can go in, and we can look at audit requests that any legislator can make. And then we can put some of the brightest minds in Kansas on finding the answers to those questions.&nbsp; And I've really, really enjoyed being on that committee.

Nick Gosnell:&nbsp;Have you seen post audits turn into policy? Can you give me an example?

Jason Probst:&nbsp;I'm trying to think offhand. We had one that I think will turn into policy. There was an audit on education and whether the special, not special, the weighting was being spent right. And whether the Department of Education is providing the right instruction to local school districts. And the finding in the audit was that the Kansas Department of Education needed to do a better job to explain to local schools how they needed to spend that money. And that was creating the problem. So now that we have done the audit, and we can see the actual source of that, we can create legislation that addresses that.

Nick Gosnell:&nbsp;At the risk of making you dig back into your memory once again, Jason, the rhetoric around the reason why that audit happened, if I'm remembering it correctly, was chiefly because at-risk funding was going to pay for administration. I think that was the political point in it. Is that really what the audit showed?

Jason Probst:&nbsp;I'd have to go back and look at it to see the details. What I remember is that it was, there's certain costs, and I think you're right, some of it was administrative, but there are certain costs that the local districts were saying, this is part of the special education or at-risk spending. And it didn't meet the statutory requirement. And the Department of Education wasn't providing the right instruction to local districts about what was in the statute as far as what they can spend. Another audit that we've done that I think is really helpful, we have in Dodge City and Ford County clerk out there who refused to give us some of the documents that we wanted when we were doing a look at elections. And we've continued to audit that county to make sure that they are complying with the law in the way that it's written. So we have some really good resources in that committee and some good tools that we can bring to bear.

Nick Gosnell:&nbsp;And what I find interesting about that is, I'm not going to say that that's nonpartisan because that's not true, but generally speaking, if you're asking for the real, how is the money being spent, that's one of the ways that you can find out.

Jason Probst:&nbsp;Yeah, that's one of the things I really love. The questions and their framing might be partisan and the way that the stuff comes out of the committee might be partisan. But once it gets in an auditor's hand, they are not partisan at all. And so again, legislative post audit, ag and commerce basically are where you've been with that. Now, Commerce Committee, that's one of those catch-all committees. Lots and lots of things come across your desk.

Nick Gosnell:&nbsp;Did the, I'm going to call it what it was. We had a Chiefs promo in the previous break. Did the Chiefs proposal come across Commerce?

Jason Probst:&nbsp;It did come through Commerce.

Nick Gosnell:&nbsp;Okay. What did you hear then? And have you heard anything since then on where that's at?

Jason Probst:&nbsp;I haven't heard anything really substantial since, but the idea at the time was that voters in Missouri had rejected a bid for a new stadium. And the idea is that there might be an opportunity for Kansas to catch that. So they were looking at using an existing program, Star Bonds program as a way to try to attract the chiefs to build a stadium over to the Kansas side of the border, which I know a lot of people growing up, everybody said, why are they called Kansas City Chiefs if they're not in Kansas? So I think there's kind of a big desire to get them over here. But right now we're probably in a game that's being played in the region, in the Kansas city metro region about who can offer the best deal and where's the money going to go. But I was important to have that discussion in the Kansas legislature too.

Nick Gosnell:&nbsp;All right. And speaking of Star Bonds, the Hutchinson area is getting a Star Bond project. Forgive me for asking this, but because of your position on the committee, do you have anything to do with that or did that all happen independent of you?

Jason Probst:&nbsp;Well, I did in the fact that we created some provisions, we go in and adjust the Star Bond program over time to pull in more options. And one of the things we did in the Commerce Committee was expand that specifically and increase the self-bonding amount. Local governments are able to bond some of their own programs and dedicate their own sales tax to that instead of going through the state. And one of the things that we've been able to do, and we will be able to use here is the expansion of that local funding option. And that's going to allow us to do things like update and improve the Landmark, which is for years has been a blight in the community. But I'm really excited about what Star Bond program can do to revitalize that building.

And so again, legislative post audit, ag and commerce basically are where you've been with that. Now, Commerce Committee, that's one of those catch-all committees. Lots and lots of things come across your desk. Nick Gosnell:&nbsp;Did the, I'm going to call it what it was. We had a Chiefs promo in the previous break. Did the Chiefs proposal come across Commerce? Jason Probst:&nbsp;It did come through Commerce.Nick Gosnell:&nbsp;Okay. What did you hear then? And have you heard anything since then on where that's at? Jason Probst:&nbsp;I haven't heard anything really substantial since, but the idea at the time was that voters in Missouri had rejected a bid for a new stadium. And the idea is that there might be an opportunity for Kansas to catch that. So they were looking at using an existing program, Star Bonds program as a way to try to attract the chiefs to build a stadium over to the Kansas side of the border, which I know a lot of people growing up, everybody said, why are they called Kansas City Chiefs if they're not in Kansas? So I think there's kind of a big desire to get them over here. But right now we're probably in a game that's being played in the region, in the Kansas city metro region about who can offer the best deal and where's the money going to go. But I was important to have that discussion in the Kansas legislature too.Nick Gosnell:&nbsp;All right. And speaking of Star Bonds, the Hutchinson area is getting a Star Bond project. Forgive me for asking this, but because of your position on the committee, do you have anything to do with that or did that all happen independent of you? Jason Probst:&nbsp;Well, I did in the fact that we created some provisions, we go in and adjust the Star Bond program over time to pull in more options. And one of the things we did in the Commerce Committee was expand that specifically and increase the self-bonding amount. Local governments are able to bond some of their own programs and dedicate their own sales tax to that instead of going through the state. And one of the things that we've been able to do, and we will be able to use here is the expansion of that local funding option. And that's going to allow us to do things like update and improve the Landmark, which is for years has been a blight in the community. But I'm really excited about what Star Bond program can do to revitalize that building. Today's "Throwback Thursday Collection" takes us to the corner of 16th Avenue and Plum on the east side.

In 1905, Mattie Hoke began the Apostolic Holiness Bible School at 215 E. 4th. It grew to become the two-year Bresee Nazarene Theological College and by 1926, they built a new building at 600 E. 16th. The first photo shows that building at completion.

It was well-attended in the 1930s and merged with the Bethany College of Oklahoma City, but by 1940, attendance had fallen off and the school here closed.

In 1962, the city school system bought the property and built a dormitory on the east edge of the property.

In 1967, U.S.D. 308 built a new administration center here. The second photo shows the property and the building today, now addressed as 1520 N. Plum Street, still the administration center and still owned by U.S.D. 308.

HUTCHINSON, Kan. — As Hutchinson USD 308 prepares to put a bond issue before voters in 2025, Superintendent Dr. Dawn Johnson said the Board of Education wants to get a Construction Manager at Risk involved.

"A CMAR is an opportunity for early collaboration between a construction manager that we would hire if a bond would go forward, and then between the owner, 308, and then the design team, which is our architects," Johnson said. "Really this benefit leads to accurate cost estimates, better project planning, reduced risk of cost overruns, because essentially the at-risk piece in the CMAR means that the construction company is assuming the financial risk."

This means after discussion with the architects, the CMAR will set a final price for the project as a whole.

"We all know if you've ever built something, how the prices go up, and we've had supply chain issues and some of those kinds of things," Johnson said. "This will ensure the accountability for delivering the project on time and within budget, and then if it goes over budget, the construction manager is at risk for that cost of going over budget."

Having a CMAR involved will also allow the Board of Education and the public to understand the process a little better.

"Our public really just wants transparency in the process," Johnson said. "This is an opportunity for us to provide one more piece of digging into really what are the costs are and where are we asking for exactly what we need and can we get that price down to exactly what is necessary so that we can have confidence as we go to the polls if we get there."

The Board will need to send out a request for proposal from potential construction managers before bringing one on.

USD 308 looking at CMAR to help keep future bond costs in line

HUTCHINSON, Kan. —&nbsp;Kansas State Fair General Manager Bryan Schulz updated Hutch Post on the progress of repairs and construction at the Bison Arena.

"Right now we have the construction company, Harman Huffman is over there, they are starting on Phase I," Schulz said. "Phase I will include a brand new roof, doors, windows, redoing all of the brick work, all that kind of stuff."

Schulz says people that have driven by the arena on the grounds should notice work being done.

"If you've driven by there lately, you'll see a lot of work has been done," Schulz said. "They're in the process right now of redoing the roof. All of the windows have been taken out, so they're working very diligently to try getting all of that ready to go."

Schulz also gave a timeline of the construction process.

"Phase I is scheduled to be done middle of August next year," Schulz said. "We're also looking at Phase II, which is with the architects right now, they're getting all of the final paperwork done, and then that will go out to bid, which will include quite a bit of the interior on the main floor, including a restroom, HVAC system, about 50 percent of the concrete on the main floor. There are some alternates that if the bids come in low enough, we'll be able to do some more work."

Schulz says there is a chance the arena could be open next year for the fair.

"There is a chance, depending on how quickly we get the bid out and how long it's going to take," Schulz said. "There might be a possibility being able to use some of it next year for fair, as well, but we're not 100 percent sure."

The 2025 Kansas State Fair will be held Sept. 5-14.

Schulz gives update on Bison Arena construction

HUTCHINSON, Kan. — The snow removal plan for the coming winter for the city of Hutchinson will include side streets for the first time this year.

"We have broken the category to storms of five categories," said interim public works director Cecil Weible. "They range from anything from a light mist on a freezing day where we might get slip spots on bridges or something higher up in the air, all the way to a category, condition five, which would basically be for this area where there's a whiteout, you can't see it."

In the lighter events, an on-call operator will come in and drive the roads to see how fast conditions are getting worse.

"At the moment that they start seeing any issues, they'll start calling in a crew as needed," Weible said. "That crew can range from just two more operators to run some bridges while that other operator maintains contact with the dispatch if anything else comes in, all the way up to our full blown, we'll run a full crew of 15 people, 12-hour shifts around the clock,so we'll have two shifts running 24 hours a day, and we'll run that as long as it takes to get the streets back to normal."

There are eight primary routes, according to Weible.

"All of our routes are designed so one truck should be able to leave the shop, be able to go out, and if it's just salting, they should be able to salt that whole route and be back at the shop before they're in. That's at 250 to 300 pounds per one mile. The routes are designed around that distance. We're being as efficient as we can. We don't have to go half the way out to the shop and come back and get more salt. Our eighth route is what we call our school route. If we know schools are gonna be in session the next day, then we make sure we hit those schools with plows in the afternoon and salt them as well. If we already know schools are canceling, we can use that as a truck to help on some of these other routes. Then as we're moving forward, we're gonna be throwing residentials into this."

Because of the size of the residential streets, they intend to use four one-ton trucks to do the residential neighborhoods.

"On a normal Kansas storm, two inches to four inches, we're planning on being able to go into those residential areas and plowing basically in and out. So we'll plow that street twice, giving everybody about a 16-foot pass to get to a street to drive," Weible said. "Now they may have to jump over a little bit of a windrow to get to that street, but right now, until we can get all the residents to understand, we don't know if we can safely get curb-to-curb on residential streets that are too tight."

The city does have GPS on its plows so that they can send the closest one if needed in case of a fire or other emergency.

HUTCHINSON, Kan. — David Foster with the Hutchinson YMCA told Hutch Post that the date is firm for the ceremonial groundbreaking on the new Y.

"We are going to do that December 4th at 2 p.m. and we'll actually be at the new YMCA site which as you know is near the corner of 20th and Lorraine in that open field over there," Foster said.&nbsp;

They won't be able to start right away, most likely, because of the winter weather.

&nbsp;"It will be somewhat ceremonial till it warms back up a little bit," Foster said. "We can start moving some dirt and doing some other things over there which will be really exciting and we'll have some renderings of what the new Y will look like inside and out and it will just be a great time to get everybody excited and that aren't already excited and on board about it that'll be a great time to get that project officially kicked off."

The hope is to get the work done in about 18 months, once they start.

HUTCHINSON, Kan. — The Hutchinson City Council will move the public comment portion of the meetings, along with any proclamations to the beginning of those gatherings going forward, after comments from Vice Mayor Stacy Goss at the meeting on Tuesday.

"I think that when we moved to night meetings and we said that one of the metrics that we wanted to use to judge the success of night meetings is how many people attend council meetings, but then we, at the same time, moved the comment to the end of the meetings, I think that we kind of screwed up the experiment," Goss said. "It just doesn't seem like we're truly listening to what people want to say if we make them sit through an hour meeting before we allow them to speak."

The original rationale was to get through the business so that employees that had to be there all day would have to stay less time, but there was consensus to change it back.

Public comment going back to beginning of Hutch City Council meetings

HUTCHINSON, Kan. — The Hutchinson City Council officially approved the date and location change for the SW Bricktown Fiesta after it was rained out last month at their meeting on Tuesday.

"It's October 26," said City Attorney Paul Brown. "The location is right outside City Hall. It will be the section of East B in front of City Hall, it will be George Pyle Park and also the block of South Walnut in front of Memorial Hall."

The special event district was approved unanimously.

Fiesta reschedule approved

HUTCHINSON, Kan. — People near the Atrium Hotel should see movement on the site right away, according to a Tuesday update from City of Hutchinson Building Official Jason Lady.

"We did talk with the contractor today," Lady said. "The contractor is going to start with some pre-asbestos work on Wednesday. That's going to take approximately three days for that pre-asbestos work. What that includes is moving a lot of the furniture and the loose materials out of the facility, so the asbestos company can get in there and actually lay down all their mats and everything they need to do to do the asbestos work."

"Fencing will go up on Thursday," Lady said. "We still have about eight days to wait for the KDHE notice, for the asbestos contractor to get started. We anticipate six to eight weeks for removal of the asbestos and demo will begin right after that."

How quickly demo can go will be somewhat weather dependent, but the deadline set in the city's previous action is&nbsp;within 120 days of the completion of the asbestos abatement.

"The contractor is going to start with some pre-asbestos work on Wednesday. That's going to take approximately three days for that pre-asbestos work. What that includes is moving a lot of the furniture and the loose materials out of the facility, so the asbestos company can get in there and actually lay down all their mats and everything they need to do to do the asbestos work."The fence will also be going up soon."Fencing will go up on Thursday," Lady said. "We still have about eight days to wait for the KDHE notice, for the asbestos contractor to get started. We anticipate six to eight weeks for removal of the asbestos and demo will begin right after that."How quickly demo can go will be somewhat weather dependent, but the deadline set in the city's previous action is&nbsp;within 120 days of the completion of the asbestos abatement.

Atrium pre-asbestos work to start

"We let the state of Kansas know," said City of Hutchinson Finance Director Angela Richard. "We received confirmation back that they received that. They put out a quarterly guide of tax rate changes. Businesses are responsible for checking that."&nbsp;

The sales tax rate was reduced from 1.1 to 0.75 for the city portion of the sales tax.&nbsp;

Hutchinson sales tax went down as of Oct. 1

HUTCHINSON, Kan. — After the announcement by KDHE earlier this month that there have been <a href="https://hutchpost.com/posts/3acec202-e039-4bc2-8e5e-f681515000a2">rabid cats</a> found in the state, Erica Miller, DVM with Apple Lane Animal Hospital reminds us to get those barn cats vaccinated.

"One of those cats I think was in Jewell County,which is where my in-laws are from," Miller said. "I sent that article to my husband to show his parents, yes, even the barn cats, outdoor only. Truly, I mean, those are the ones that need to be vaccinated for rabies because they have the most exposure."

The outdoor cats in particular are exposed to the wildlife.

"I'm sure everyone's seen videos where we've got the plate of cat food out, and we've seen, you know, then we've got like possums and raccoons coming up to eat it too," Miller said. "We can see that, so more exposure to the wildlife with our outdoor pets, and you know, not only that, but rabies is required in the state of Kansas, so you know, I have to tell you, everything has to be vaccinated for rabies."

If you find a litter of kittens in your barn, remember to get those new ones vaccinated as soon as possible.

"Specifically rabies vaccine, you know, four months, 16 weeks," Miller said. "We do recommend other vaccines for cats, even barn cats, you know, one of the vaccines helps prevent against kind of the upper respiratory tract infections, they'll pass to one another being outdoors, and then the feline leukemia vaccine that they can also pass, and so most people with barn cats, or, you know, that aren't kind of the family cats, they will just do the rabies."

Vet: Get barn cats vaccinated

HUTCHINSON, Kan. — The nationwide shortage of IV fluids has had a minimal impact thus far on operations at Hutchinson Regional&nbsp; Medical Center.

"There's basically three main manufacturers of IV fluids," said Nicole Brand, director of pharmacy at Hutchinson Regional. "One of them is Baxter, and Baxter's plant that produced like 60% of the nation's IV fluids was hit by the hurricane in North Carolina."

Hutch Regional uses a different supplier as its main supplier for IV fluids. 

"We had allocation with ICU medical, and so far we're able to maintain that allocation," Brand said. "It technically hasn't affected us at all yet."

The system is looking ahead, though, if the shortage continues for a lengthy period.

"We have implemented some mitigation strategies on our end to just reduce the usage of IV fluids to kind of help prolong our inventory just in case it does go longer than the end of the year," Brand said. "We are still doing some things internally that will just kind of help us reserve our IV fluids just in case."

Some medicines have IV as an option, but not the only option.

"People who are able to tolerate oral products, we'll have them take more fluids instead of infusing IV fluids. There are also, the main thing that we can impact is antibiotics. There's a lot of IV antibiotics that are available and equivalent in the oral form. So if the patient is able to take and tolerate oral, then we would give them oral instead of IV."

Baxter is telling pharmacists the plan is to be back at capacity by the end of the year.
