HUTCHINSON, Kan. — The Hutchinson City Council spent more than a half hour Tuesday evening discussing whether or not to put allowed legal notices solely on their website and not print some of them any longer in the Hutchinson News.&nbsp;

The charter ordinance that would begin the process of rolling back the printing of some legal notices ended on a 3-2 vote, with Mayor Greg Fast and council members Jon Richardson and Scott Meggers voting in favor and Vice-Mayor Stacy Goss and council member Steve Garza voting against. Because a change in a charter ordinance requires a two-thirds majority and not a simple majority, that means that the motion failed and the official publication will remain the same for now.

The item ended up being a wide-ranging discussion. Current Hutchinson Tribune owner and operator Michael Glenn, despite the fact that his publication is online only, passionately advocated for the presence of legal notices in a physical newspaper.&nbsp; 

Glenn believes that having them in the paper that is not owned or controlled by a governmental entity is an important point in favor of government transparency.

No one on the council argued that the Hutchinson News, as currently constituted, is an effective newspaper, but with no other alternative that fulfills legal requirements and has physical media, it is and was the way it has been done.

Those voting in favor of the charter ordinance see it as a way to trim costs without effectively reducing the reach of the government notices, because they have confidence in city staff and in the public to use the city's website for that purpose when an issue arises that needs to be published.

According to agenda documents, the city still intends to have on its website

2. Entire ordinances, resolutions and other public notices on the website will appear without summaries.

3. The publications will appear on the City’s existing website without additional cost.

4. The citizens have the ability to request notices by email of new publications appearing on the website.

Those things will all still happen, in addition to the physical publication that will remain.

Council will keep printing notices

HUTCHINSON, Kan. — Hutchinson Mayor Greg Fast gave Hutch Post an update on the Woodie Seat Freeway project.

"We know that the the bids have come in lower than expected, which is a very good thing," Fast said. "We know that we'll probably award a contract before the end of the year or right after the first of the year. We know that it'll start, the project will start in the spring and it will take about a year to complete and then after that will be all of the other things that we're gonna do in that neighborhood and around that roundabout, improving the look and feel of that neighborhood."

"The bridge will be torn down, be replaced with dirt," Fast said. "It will start sloping down from C Street all the way down to A Street with a roundabout being at A Street with sidewalks in every direction and folks that live on B Street will be able to get around on C Street and around on A Street."

The project is going to come in under the initial $4 million price tag.&nbsp;

"Part of the funding for that was through some ARPA funds," Fast said. "When we were dividing up ARPA funds we wanted to make sure that we held back money to help with this very large project."

The authorization for beginning to spend on this phase of the project is part of the city council's agenda on Tuesday.

Woodie Seat work will go forward in the spring

HUTCHINSON, Kan. — The Reno County District Attorney's Toy Drive started Monday and there are many places across Hutchinson and Reno County where you can drop off toys.

"This is our 24th year, started my first year in the office back in 2001 and we have been doing it annually so it's it's a real fun time for the office and we get to give back to the community," said Reno County District Attorney Tom Stanton. "We are ever expanding so we have boxes on the first and the fifth floors of the courthouse, at the Annex, Youth Services,&nbsp; Health Department, Sheriff's Office, the jail, Public Works, South Hutch City Office, South Hutch PD and all three Heartland Credit Union locations."

Bring new unwrapped toys and they will be picked up and distributed to local organizations.

"What we're asking people to do is give a little bit back to the community," Stanton said. "The children that these toys go to are all Reno County children. These toys stay in Reno County they do not go outside the county, so you're helping your community."

The community has just been more and more generous over the years.

"In 2001 we probably collected three-quarters of a box maybe and turned over we thought that was pretty good," Stanton said. "As things have gone on we have done a lot better. Last year, for example, we collected 16 full boxes of toys that was 572 toys and then we also collect hats and gloves and mittens and those types of things we have a hat and mitten tree down on the first floor of the courthouse."

You can give at any of the above locations or you can bring a toy to the UTV event in South Hutchinson on Saturday, as well, as they will be adding to the South Hutch totals from that.

HUTCHINSON, Kan. — The Board of County Commissioners agreed this past week to merge most of the rural fire districts in the county into one district.

"Now, there will be Reno County Fire District 1 and then there's Reno County Fire District 2 which is covered by Hutch Fire and then there's South Hutchinson Fire," said Reno County Emergency Management Director Adam Weishaar. "Burrton runs into a little piece in the eastern part of the county and then Rice County runs into a portion of the northwest portion of the county."

What used to be fire districts 3,4,6,7,8, and 9 Reno-Kingman Joint Fire District 1 and Reno-Harvey Joint Fire District 2 are now merged into what will be the new Reno County Fire District one starting on January 1st of 2026. This will not move any of the current fire stations.

"Fire stations, they need to be centered around a volunteer hub so that means that if you placed a volunteer fire station out in the middle of nowhere that means people are driving a long distance to get to that piece of apparatus to respond to an emergency," Weishaar said. "If you put it where your volunteers are like where the stations currently are, you have the volunteers right there they can respond directly to the stations and then run to the emergent call."

The two new fire stations, one in Turon and one in Nickerson that are currently out for bid will be built.

"The emergency management office really doesn't see anything out of this," Weishaar said. "It's going to be a big lift for us for the next couple years between doing a budget and redoing all the response plans it's really going to create more work for us we're really focused on what it's going to provide to our citizens and provide to our community and we really think it's going to be a better response."

Eventually, the department would like to add one more employee to be in charge of operations and to work in tandem with the volunteer chiefs to make sure they have what they need.

HUTCHINSON, Kan. —&nbsp;Roger McEowen, the Kansas Farm Bureau Professor of Agricultural Law and Taxation at Washburn University School of Law told Hutch Post that he thinks the Farm Bill will get put off until 2025.

"I'm expecting an extension again, and I'm not sure that that's going to be one of the first things that the new Congress addresses," McEowen said. "I think the lame-duck session will pass on it. There's just too many issues out there for them to come to an agreement between the House and the Senate on a farm bill. They already have it on extension, so there's really no imminent pressure on them right now to get something done."

One thing he thinks will get done is the defense reauthorization, but there are other things that need to be accomplished in December.

"Disaster assistance for such things as hurricanes and wildfires, tornadoes, and the rebuilding of certain types of infrastructure, including the bridge that was collapsed in Baltimore earlier this year," McEowen said."Also, they need to pass a discretionary funding bill, which makes up about 30% of the federal budget. That expires at the end of this year. The deadline on that one has Dec. 20 as the date that they have to must pass that by to avoid a government shutdown."

The election also will change priorities for some in Congress and may move different types of legislation come January.

"The election clearly will result in a ramp up in oil and gas production in the U.S. and a de-emphasis on the less efficient, less reliable, heavily subsidized by taxpayers forms of energy production or generation," McEowen said. "But I can't see the currently constituted Congress pushing that through. They're not in favor of those types of things, so that's going to have to wait until the new administration and the new Congress is seated."

One other thing that the new administration will try to do is reduce the size of the federal government. It remains to be seen how much cutting can happen and where, and what Congress will allow.

HUTCHINSON, Kan. — Nickerson-South Hutchinson Superintendent Curtis Nightingale notes that the expansion of child care and preschool slots across the county is one way that all of the districts in the area are trying to make sure kids are ready for kindergarten.

"One of the things schools are being currently graded on by the state is the level of kindergarten readiness, that students when they come into kindergarten, you know are they prepared for school," Nightingale said. "If you think about that, you know holding schools accountable for that, if we don't have some sort of a preschool programming or something developed, we're dependent upon the families to know what their kid needs to be able to do. Are they prepared to make sure the kid's ready?&nbsp; It behooves us as a district as a system to to create something to help those families."

School districts are measured on a lot of factors that they can't control.

"State assessments, they're constantly changing those those actual exams that we provide those kids," Nightingale said. "It's a one-day one-shot test and then we're held accountable based on a kid's ability to be successful on that particular exam, regardless of where they're at in the curriculum, regardless of how strong of a test taker they are."

It's also important to know that standards in Kansas are high.

"The state of Kansas sets a higher cut mark than pretty much any other state in the United States and yet we're compared to those other states," Nightingale said. "We hear a lot about well Florida's education system is so great. If you look at the nationally normed tests Florida rates near the bottom and Kansas rates near the top, but no one wants to hear that when we start comparing state assessment scores, because each state is allowed to set their own cut score."

Knowing how to measure kids against what they are capable of and not what everyone is capable of is part of the Kansans Can initiative where students can be treated as individuals and not just as members of a group.

Hutchinson (6-4, 2-2 KJCCC) trailed 61-53 at halftime after Independence shot 68% from the floor in the first half, and knocked down 21 of 26 free throw attempts.

The Blue Dragons picked up its first lead with 14:56 to play thanks to an Isaiah Jackson basket to cap an 8-0 run and a 70-68 lead. The two teams would trade leads back and forth in the second half, combining for nine ties and four lead changes in the final 20 minutes.

Hutchinson tied the game at 92 apiece on a 3-pointer knocked down by Bobby Cannon with 4:38 to play, but that was the last time the Blue Dragons had a tie.

Independence (5-4, 1-2) then went on an 8-0 run to lead 100-92 with 1:02 left to play. The Pirates never let the Blue Dragons get any closer than five within the final minute of the game.

The Pirates knocked down 32 of 46 free throw attempts for the game and hit 56% of their total shots, including seven 3-pointers made.

Hutchinson shot 52% from the floor, but only got to the free throw line 27 times, converting 17.

Isaiah Jackson scored a career-high 22 points and brought down 10 rebounds for his first double-double of the season and second of his career. Jaquez Thornton also finished with a double-double, going for 22 points and 10 assists. Bobby Cannon finished with 18 points and Khalil Arnold 13.

Indy was led by Chiante Tramble with 22 points. Four other Pirates scored in double figures.

The Blue Dragons are back at home on Wednesday to host Coffeyville (7-2, 3-0) inside of the Sports Arena. The Red Ravens had a bye on Saturday, and will come into Wednesday's game after a week off. Hailey Jackson led the Blue Dragons with 12 points and seven rebounds in 19 minutes of play, while Katie Duncan notched her second consecutive double-figure point game with 11.

The Blue Dragons are now 10-0 overall, 4-0 in the Jayhawk Conference.

Independence (1-8, 0-3) had six players suited up, but only five played, playing all 40 minutes. The Pirates were led by Asmin Tanhan with 15 points.

The Blue Dragons struggled to shoot the ball, finishing 39% from the floor, while going 4 for 24 from beyond the 3-point line. Hutchinson committed just nine turnovers, while Independence committed 27, which resulted in 23 Blue Dragon points.

HutchCC held a 35-point lead late in the fourth quarter, the largest of the game. Independence never held a lead in the loss.&nbsp;

🎧 LISTEN: 'Happening Around Hutch' this weekend 

TOPEKA, Kan. — Governor Laura Kelly announced this week that more than $10 million in federal funding will be allocated to community-based organizations and local and state agencies providing services directly to crime victims and survivors. This funding comes from the federal Victims of Crime Act (VOCA) Victim Assistance grant program.&nbsp;

“These services are vital to the well-being of Kansans impacted by crime,”&nbsp;Governor Laura Kelly said. “This funding gives organizations the ability to continue providing the assistance crime victims and survivors deserve as they stabilize their lives, navigate the criminal justice system, and regain a sense of safety and security.”

VOCA grants help organizations in delivering essential services, which include court advocacy and criminal justice support, provided by law enforcement and prosecutors. Other services involve crisis counseling offered by sexual assault and mental health centers, forensic interviews conducted by children’s advocacy centers, as well as shelter, transportation, and transitional housing provided by domestic violence programs.&nbsp;

A total of $10,289,285 was awarded to 65 agencies.  The Hutch Post area agencies include the following:

Harvey County&nbsp;CASA:&nbsp; A Voice for Children at $17,443. &nbsp;

Harvey County Domestic Violence/Sexual Assault Task Force at&nbsp;$278,923.

Heart to Heart Child Advocacy Center in Harvey County at&nbsp;$23,900.

BrightHouse in Reno County at&nbsp;$163,944.

Horizons Mental Health Center Child Advocacy Center at&nbsp;$52,410.

Federal funds distributed to local agencies

HUTCHINSON, Kan. —&nbsp; Chuck Caisley with Evergy provided an email to Debra Teufel with the Hutchinson/Reno County Chamber of Commerce that she read to the Board of County Commissioners at their meeting on Wednesday to give commissioners and the public an idea of the timeline for the new Evergy natural gas plant and steps that will happen between now and the beginning of construction.

"While the announcement has been made, there's going to be a lot of steps over the next few years to work towards an actual construction project," Teufel said. "He just wanted to clarify a few things."

Caisley noted that these plants are still early in their development cycle and are awaiting approval from state and federal regulators.

"Evergy plans to engage with all adjacent landowners, as well as those who are potentially impacted or feel like they've been impacted by the proposed plant," Teufel read. "It is our intention to work with landowners to enter into good neighbor agreements, which among other items could result in financial compensation."

They still have final work to do on the due diligence with the land they have an option on, as well as any negotiation with neighboring landowners.

"Between now and the end of January,they will develop some form of what they call good neighbor agreements for the projects," Teufel read. "They will conduct real estate diligence in the area. They will also be assembling a team that will work with potentially impacted landowners during this time period.Then from February to March, they're going to prepare and file an application for annexation and rezoning of the property in conjunction with the cities of South Hutchinson and Hutchinson, as well as Reno County. There will be public meetings through this process."

This will result in an island annexation much like the one that was made for the K-96 industrial park. The hearings for state regulatory approval will likely happen in August 2025, with a potential start of construction as early as late 2026, but the plant not going online until 2030.

 </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. —&nbsp; Chuck Caisley with Evergy provided an email to Debra Teufel with the Hutchinson/Reno County Chamber of Commerce that she read to the Board of County Commissioners at their meeting on Wednesday to give commissioners and the public an idea of the timeline for the new Evergy natural gas plant and steps that will happen between now and the beginning of construction."While the announcement has been made, there's going to be a lot of steps over the next few years to work towards an actual construction project," Teufel said. "He just wanted to clarify a few things."Caisley noted that these plants are still early in their development cycle and are awaiting approval from state and federal regulators."Evergy plans to engage with all adjacent landowners, as well as those who are potentially impacted or feel like they've been impacted by the proposed plant," Teufel read. "It is our intention to work with landowners to enter into good neighbor agreements, which among other items could result in financial compensation."They still have final work to do on the due diligence with the land they have an option on, as well as any negotiation with neighboring landowners."Between now and the end of January,they will develop some form of what they call good neighbor agreements for the projects," Teufel read. "They will conduct real estate diligence in the area. They will also be assembling a team that will work with potentially impacted landowners during this time period.Then from February to March, they're going to prepare and file an application for annexation and rezoning of the property in conjunction with the cities of South Hutchinson and Hutchinson, as well as Reno County. There will be public meetings through this process."This will result in an island annexation much like the one that was made for the K-96 industrial park. The hearings for state regulatory approval will likely happen in August 2025, with a potential start of construction as early as late 2026, but the plant not going online until 2030.

Evergy staff timeline read to county commission

HUTCHINSON, Kan. — Phil Kerpen with American Commitment expects some significant moves early in the Trump Administration to roll back what the Biden Administration has done over the past four years.

"Biden has been a hyper regulatory president, about fifty thousand dollars per household in new regulatory compliance costs just in the last four years," Kerpen said. "All of that's going to be dialed back, and we're going to see some pretty sweeping reforms, I think, to federal regulation."

Getting spending under control will be a priority.

"We're also going to have kind of a double spending fight," Kerpen said. "This year's spending bills haven't been done and they'll probably be punted to next year. And so we'll have both fiscal 24 and fiscal 25 to do. You know, if we and I think there's going to be a lot of wind at the back of trying to get some major spending reductions just because the whole country experienced what happens when you spend trillions of dollars you don't have in terms of the inflation episode we just had."

The changes in spending will have some guardrails, though.

"They're going to do the tax bill under the budget reconciliation process," Kerpen said. "This is the way they did it last time. This is the way the Democrats did all of their big spending bills. And that's because the reconciliation process is really the only thing you can do in the Senate with a bare majority. It's not subject to filibuster, and so you don't need those 60 votes. And so what we'll see is a budget resolution that will include a reconciliation instruction, and then that reconciliation instruction will determine the amount of tax cuts that they can do sort of within the budget window. And then sort of related to that is there are all these complicated procedural rules about whether you're making policy changes that are outside of what's allowed in reconciliation, and then they make points of order, and they sort of lobby the parliamentarian who's the decider on this, all of which is to say I think that they will make policy changes if Senate rules allow it without being subject to filibuster, but that gets very complicated very quickly."

This is setting aside any actions Trump may take via executive order, which are not clear yet heading into January.

Today's "Throwback Thursday Collection" takes us to the southeast corner of East 2nd and North Walnut.

On Aug. 17, 1882, the first telephone line was strung between the water mill at Avenue C and Main to the Stone Front Livery at 2nd and Main, about where Payton Optical is today.

In 1885, the first long-distance line was strung from Hutchinson to Arlington to Medicine Lodge. There were many phone exchanges granted, like the Electric Light &amp; Telephone Co. in 1885, the Pennington Telephone Exchange in 1900 and the Bellamy &amp; Burns Telephone Co. in 1901.

The Mo-Kan Telephone Co. began operations in The News' building at 13-15 E. Sherman on Aug. 31, 1889.

In 1897, Hutchinson was connected to Kansas City to connect with the Bell System. The first photo shows their new building at 101 E. 2nd in 1912.

The second photo shows the local operating board ladies in that building.

The third photo shows the toll switchboard operator ladies, also in that building, all in 1912.

The fourth photo shows the Bell building and the Ark Valley Interurban Railway terminal in 1926.

The fifth photo shows the Bell building during the 1929 flood.

The sixth photo shows the vastly-expanded Southwestern Bell Telephone building today at 101 E. 2nd, now under the AT&amp;T umbrella of St. Louis.

HUTCHINSON, Kan. — Ernie Goss, an economist with Creighton University, notes that despite a bit better news regarding inputs for farmers and Rural Main Street, it's still a rough business to be in as we get ready to wrap up 2024.

"Most of us could not live with the volatility that the farmer is faced with," Goss said. "You can't have this this volatility and stay in business very long and have a positive outlook. You just go do something else."

President elect Donald Trump has said he will impose tariffs right away when he gets into office. Goss hopes that is just posturing.

"I hope, upon hope, he's not, he's not going to follow through with across the board tariff increases, that would be very bad for the overall U.S. economy," Goss said. "For that matter, we would just have retaliation. I'm sure none of your listeners were around when Smoot-Hawley was passed. We had a depression right after that."

The hope is that trade policy doesn't drag on the rural economy any more than it already is.

"Hopefully we don't get into a tit for tat there, but that's not good," Goss said. "A trade war, even trade skirmishes are not good for agriculture and manufacturing as well."

The direct impact of tariffs, if they are implemented, remains to be seen, but Mexico is already saying they plan to retaliate, if Trump imposes what he says he will.

You're not alone."Thanksgiving is typically the busiest holiday for travel," said Shawn Steward with AAA Kansas. "This year we're expecting to set new records across the board. Nationwide, we're projecting 79.9 million people will be traveling 50 miles or more from home. Here in Kansas, a little more than 861,000 Kansans will be headed out of town, about 90% of them in Kansas will be driving to their Thanksgiving destination."With the roads so busy, be sure to buckle up."Slow down, have everybody in your vehicle wearing seatbelts or in a child seat," Steward said. "Don't drive distracted and certainly don't get behind the wheel if you've been drinking or consuming any kind of drugs. It was a dangerous time last year in Kansas, there were about 1,100 traffic crashes over the Thanksgiving holiday that resulted in 258 injuries and two fatalities."The Wednesday night before the holiday is colloquially known as "Drinksgiving", when many people go out with friends who are in town for the holiday."People like to celebrate and have fun, which is understandable, but it's just important to not get behind the wheel if you've been drinking. Make sure that you have a safe and 100% sober driver to get you where you need to be," Steward said. "You know, a less drunk person is not the best option to drive home. You need to have somebody who hasn't been drinking."The TSA anticipates&nbsp;that they may break their overall daily screening record for air travelers on Sunday, December 1st. The record was set this past summer when TSA screened about 3 million travelers and they're expecting they may beat that.
