HUTCHINSON, Kan. — The Youth Philanthropy Council of Hutchinson Community Foundation awarded $5,000 in grants to nine organizations at a ceremony Sunday at the Hutchinson Art Center.

Led by students from across Reno County, the Youth Philanthropy Council is a grantmaking program designed to involve area students in philanthropy: the practice of giving money, time and talents to help make life better for other people. The group began meeting in November to discuss local issues of concern to youth and the community, learn about grantmaking, and present grants to youth-serving organizations. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

The grants were awarded from the Richard W. Dillon Memorial Fund, established by the Dillon family to honor Dick Dillon for his extensive philanthropic work in the community.

The 14 members of the 2023-2024 council are Claudia Taylor and Libby Trumpp, Buhler High School; Aubrey Brown and Lucy Steen, Fairfield High School; Lee Harper and Kayla Rose, Haven High School; Ellie Foos, Jaylee Harvey, Kaydence Hines, Mahleah Marshall-Guest and Hollyn

BrightHouse, $500:&nbsp;Funds will purchase curriculum and materials aimed at helping middle school students improve their interpersonal skills.

Buhler Public Library, $300:&nbsp;Funds will purchase youth-friendly books and activities.

Fairfield-USD 310, $450:&nbsp;Funds will purchase craft supplies and educational materials to enhance the quality of the district’s after-school care.

Fairfield-USD 310, $450:&nbsp;Funds will assist with the purchase of audio books for the district’s preschool and kindergarten reading students.

Family Community Theatre, $100:&nbsp;Funds will help the theater expand its reach and resources.

Reins of Hope, $850:&nbsp;Funds will help purchase supplies for this collaboration between Reins of Hope and the Hutchinson Career and Technical Education Academy to construct an equine feed storage facility.

Rise Up Reno Prevention Network, $600:&nbsp;Funds will assist with expenses for youth to attend a Substance Misuse Prevent Conference and Capitol Advocacy Day in Topeka.&nbsp;

Spark United Church of the Nazarene, $1,000:&nbsp;Funds will be used to purchase cookbooks and workbooks for youth participating in the 2024 Kitchen Hero Academy, a program that teaches cooking skills to middle school students living in food deserts.

Stage 9, $750:&nbsp;Funds will assist with set expenses for the theater’s youth-oriented end-of-summer show, “Androcles and the Lion.”

Hutchinson Community Foundation’s mission is to inspire philanthropy, leadership and collaboration to strengthen Reno County. Since 1989, the foundation has granted more than $104 million.

SWPW: Pets and Disasters

HUTCHINSON, Kan. — On Tuesday, March 5th, Buhler USD 313, Simpson Construction Services, and Landmark Architects proudly announced the commencement of renovations for their future Crusader Corner Daycare and Ad Astra Academies facilities. This milestone project represents a significant step forward in addressing the critical need for childcare in our community while also enhancing educational opportunities for young learners.

As part of the Reno County Childcare Task Force initiative, Buhler Schools has secured the prestigious Accelerator and Innovation Grant, amounting to nearly $600,000. This grant is dedicated to renovating spaces at Buhler Grade School and a purchased property located at 56th and Plum. In accordance with grant requirements, local entities are tasked with raising a percentage of matching funds. The Buhler Education Foundation, in close partnership with USD 313, has undertaken the commitment to raise $150,000 in matching funds. Community members and supporters are encouraged to contribute by donating online today at <a href="http://usd313.org">usd313.org</a>.

The renovated facilities will offer a combined total of 78 slots for children from birth to 3 years old, distributed between the two locations. These renovations and expansion in childcare services reflects Buhler Schools' dedication to serving their staff, families, and the broader community.

"We are thrilled to embark on this transformative journey alongside Simpson Construction Services and Landmark Architects," stated Cindy Couchman, Superintendent of Buhler USD 313. "By expanding our daycare services and renovating the Ad Astra Academies, we are not only helping meet the immediate needs of our district staff and community, but also laying the groundwork for a brighter future for our students."

The demand for quality childcare continues to grow, and Buhler Schools are proud to play a pivotal role in addressing this pressing issue. Through collaborative efforts and community support, the future Crusader Corner Daycare and Ad Astra Academies facility and the renovations to Buhler Elementary will help provide a nurturing environment where children can thrive and flourish.

Official start to USD 313 renovation projects marked Tuesday

HUTCHINSON, Kan. — Thanks to action from the Board of Reno County Commissioners at their meeting last week, Reno County EMS will be moving to the building formerly occupied by Nelson Heating and Air on West 5th across from Dillons. The county is purchasing that building for $300,000.

"The building is almost empty," said County Counselor Patrick Hoffman. "It's not an ongoing concern. There's a few things for them to move out that we'd coordinate with them. In terms of being a real estate contract, it's pretty straightforward."

The move will actually help both EMS and the Health Department, according to Reno County Administrator Randy Partington.

"The purchase of this building will move EMS out of the current Health Department building, giving, in the long term, the Health Department more space without having to buy a building, just to renovate internally," Partington said. "The EMS department, which is part of the hospital, their space there is limited. Sleeping quarters is a problem they have."

There's also going to be space on the back side for some storage for Reno County, as well. The move will also put EMS closer to where call volume is beginning to grow, according to the hospital.

"It might be wise to have another building, another EMS station in northwest Hutchinson because of call volume and response time," Partington said. "By moving them, even though it's only a couple blocks, moving them to this location, according to the EMS director, will delay that need for another station in northwest Hutchinson for a few years."

Partington also said in an email provided to Hutch Post, "The purchase was taken from ARPA funds.  The plan is to also use ARPA funds for the renovation of this new property to better house the EMS agency."

These particular funds must be allocated by the end of 2024.

Reno County EMS to move out of Health Department building

HUTCHINSON, Kan.— A reminder that the statewide tornado drill is at 11 a.m. Wednesday across Kansas, so if you are outdoors, don't be surprised to hear the outdoor sirens sounding.

While the outdoor warning system can be an effective method of notifying those outdoors, it is only one component of a comprehensive emergency warning system including the use of NOAA weather radios, resident emergency alert system, internet, cell phone applications, local media outlets, and sky conditions.

Designed as an outdoor warning system, the sirens should not be relied upon to provide sufficient warning indoors or in noisy areas. Air conditioning, thunder, wind, rain, and other conditions can cause the sirens not to be heard indoors or outdoors (even if sirens can be heard during tests).

Sirens are also subject to lightning strikes and other equipment malfunction. For these reasons, everyone is encouraged to have multiple ways to receive information about severe weather.

If you are in an area that normally hears a siren and you do not hear one during the test time on Wednesday, contact local officials. In Hutchinson, that is the Street Department at (620) 694-1900.

PHMS Spring Market next month

HUTCHINSON, Kan. — At the request of Bruce Carey, Hutch Post is commemorating the events of March 6, 1944, when American pilots battled the Luftwaffe over Berlin in what the Germans would later call Bloody Monday.

Merle Carey was one of the crew of the lead bomber for the mission. The retired farmer from Sterling spoke to Hutchinson News reporter Roger Verdon for a 1984 story.

Carey was 32 years old and manned the top turret gun on the B-17 bomber, stationed in Bassingbourne, England. He was the oldest of the ten men on the flight. The youngest was 18.

All of them were in their final five missions, as it took 25 missions to be rotated back home to the United States.

Carey told Verdon that the crew wore electric suits, that work like electric blankets, to stay warm aloft in the unheated plane.

The crew normally worked on a plane they called Blue Dreams, but were given an alternate plane, simply called 504, for the March 6, 1944 mission.

Carey said in the 1984 story that the flak over Berlin was so close that he could have reached out of the top turret of the bomber and grabbed it.&nbsp;

The candy bar that had been given to Carey along with the rest of the crew so they could keep up their energy during the flight froze before he could eat it.&nbsp;

The fate of Blue Dreams was different. Carey was told that plane crashed elsewhere. He didn't know what happened to that crew.

Most people who are part of war history don't necessarily know it at the time and men who live to tell about it are even more rare. 

This was especially the case for Black Monday, as <a href="https://web.mst.edu/rogersda/american&amp;military_history/Doolittle-Black%20Monday-Need%20for%20Innovation-1944.pdf">according to a paper from J. David Rogers</a>,&nbsp;America lost 69 heavy bombers, equaling the greatest single day losses to that point, which translated to 700 Americans lost on that day alone.

The sacrfices made by American airmen to allow for victory in World War II, especially in that March week in 1944, cannot be overstated. Again, according to Rogers,&nbsp;26,000 Americans paid the supreme price in that week alone.

Bloody Monday: Central Kansas native part of history 80 years ago

Robert B. “Bob” McDowell, 75, of Hutchinson, passed away March 4, 2024, at his home. He was born January 13, 1949 to James and Lena (Standley) McDowell, in Pratt.

Bob retired from Panhandle Eastern after 31 years of service. Some of his accomplishments during his life were cabinet maker and owning his own upholstery business. Bob loved restoring old cars and doing woodworking projects. More than anything he loved to spend time with his grandkids and great-grandkids.

Bob is survived by: his wife, Ginny McDowell; sons, Terry and Jeremy McDowell; daughter Angela Branscom (Steve); Ginny’s daughters, Bobbie Bascue, Kristie Wichert, and partner, Trevor Blake; nine grandchildren, 3 great-grandchildren; and extended family and friends.

Funeral service will be 1 pm Friday, March 8, 2024, at Elliott Mortuary. Burial will follow in Memorial Park Cemetery. Visiting hours will be from 9 am to 8 pm on Thursday with family present from 5 to 7 pm at Elliott Mortuary.

In lieu of flowers memorials are suggested to the ASPCA or Traditions Hospice, in care of Elliott Mortuary, 1219 N Main, Hutchinson, KS 67501.

HARVEY COUNTY —Authorities are working to determine the cause of a house fire in Newton.

Just after 4 a.m. Tuesday, crews responded to the fire in the 900 block of east Broadway, according to a social media report from Newton Fire and EMS.

The fire caused significant damage to the house before it could be stopped. No occupants, firefighters, or pets were injured in the incident. 

Officials did not have a damage estimate Tuesday afternoon. Halstead Fire/EMS and Hesston Fire/EMS assisted.

HUTCHINSON, Kan. — Rusty's Room, a safe space for students to put self-regulation skills into use, is in its second year at Hutchinson High School.&nbsp;&nbsp;

"Last year is what I would call a real trial run,"&nbsp;Hutchinson USD 308 social worker Jan Young said.&nbsp;

<a href="https://hutchpost.com/posts/57efc57d-7dfb-46f4-99a6-87598c2c25a9">Rusty's Room is set up in the same classroom that former Hutch High math teacher and golf coach&nbsp; Rusty Hilst, taught in for 53 of his 54 years of teaching.</a>&nbsp;The self-regulation room's goal is for students to learn how to cope with any anxiety or outside factors that may be affect a students ability to to focus on classroom learning. Young said the room is not a free pass to skip school.&nbsp;&nbsp;

"But If you are at school, we have intentional spaces to do that with," Young said. " We teach mindfulness. They can self teach themselves basically on the clear touch. We have just quiet spaces. You can color. You can, do anything in here. You can make yourself a cup of coffee. You know whatever you might need to get back to a place where you can go back to class and keep going for the d

Young and Tanya Martin Nisly is also a social worker for district said the excuse to avoid class has not been a factor in usage of the room as much as teachers anticipated it would be.&nbsp;

"Students have so many different ways to avoid class," Martin Nisly said. "They go to the bathroom. They go to the sweet treat. So if they are coming here, we know they are accounted for and we can maybe help them problem solve a little bit. Kind of like, I notice you come every day during fourth hour. What's going on during fourth hour and you know like how can you cope with it a little better. So I think because we've worked in schools long enough, we're pretty good at identifying when its avoidance for the sake of avoidance."

Martin Nisly said an important factor that will help keep Rusty's Room staffed full time is the employment of an education aide for the room. Martin Nisly said the district is currently in search of an educational aide.&nbsp; In the last year, the room has had two different aides.&nbsp;

"It dramatically changes how the room can be used," Martin Nisly said. "Open full time and teachers know you can send someone anytime, then that's what we really want."

A student can only enter the room upon teacher or administrator approval and time in the room must be supervised.&nbsp;

Young said she and Martin Nisly do their best to make sure their schedules are set up to supervise the room full-time but it can be difficult.&nbsp;

"We have offices in the counseling center and we have caseloads of students that are on our caseloads that require to see so it's not like we can do it full-time," Young said.&nbsp;

Martin Nisly said teachers have volunteered to oversee Rusty's Room. An English teacher at the high school oversaw the room while grading assignments over a three hour time span for three out of five days during the school week.&nbsp;

Young said there isn't any specific data on students who have used Rusty's Room, but there does seem to be a trend.&nbsp;

&nbsp;"The ones that have found it helpful, are repeat customers a lot," Young said. "And then we get some new, oh yeah I didn't know, and then they figure it out and then they become kind of a regular. And a regular just means maybe a pop in sometimes. Or we get to know them and we know a little bit more about what they might need as far as time and what they might need to be helpful."&nbsp;

Additional guidelines for students to follow when they access the room include a pass from a teacher, counselor or principal, all students must sign in and out of the room, students who are in ISS (in school suspension) may not use the room unless granted permission, confidentiality needs to be maintained and staff may not be in Rusty's Room while staff are clocked in.&nbsp;

Rusty's Room is located in C Hall at Hutchinson High School. Two stduent groups led by Young and and Martin Nisly also take place in the Rusty's Room.  </figure>Young said she and Martin Nisly do their best to make sure their schedules are set up to supervise the room full-time but it can be difficult.&nbsp;"We have offices in the counseling center and we have caseloads of students that are on our caseloads that require to see so it's not like we can do it full-time," Young said.&nbsp;Martin Nisly said teachers have volunteered to oversee Rusty's Room. An English teacher at the high school oversaw the room while grading assignments over a three hour time span for three out of five days during the school week.&nbsp;Young said there isn't any specific data on students who have used Rusty's Room, but there does seem to be a trend.&nbsp;&nbsp;"The ones that have found it helpful, are repeat customers a lot," Young said. "And then we get some new, oh yeah I didn't know, and then they figure it out and then they become kind of a regular. And a regular just means maybe a pop in sometimes. Or we get to know them and we know a little bit more about what they might need as far as time and what they might need to be helpful."&nbsp;Additional guidelines for students to follow when they access the room include a pass from a teacher, counselor or principal, all students must sign in and out of the room, students who are in ISS (in school suspension) may not use the room unless granted permission, confidentiality needs to be maintained and staff may not be in Rusty's Room while staff are clocked in.&nbsp;Rusty's Room is located in C Hall at Hutchinson High School. Two stduent groups led by Young and and Martin Nisly also take place in the Rusty's Room. Rusty's Room being used as intended

HUTCHINSON, Kan. — A day filled with free gardening information for homeowners and gardeners will take place March 9. The Hutchinson Horticulture Club organizes and sponsors this event as their educational project for the community. It will be held at Our Redeemer Lutheran Church at 407 East 12th, just west of the Cosmosphere. After missing two years because of COVID, the club held the event last year. If not for the COVID years, this would be the 35th year for the annual event.

"We follow the schedule, that's on our <a href="https://www.facebook.com/hutchinsonhorticultureclub">Facebook page, the Hutchinson Horticulture Club</a>," said Betty Taylor with the club. You can come and go to whatever topics you want."

Doors open at 8:30 a.m. with the morning session beginning at 9:00 a.m. 

The first topic is Herbs-Growing, Using and Abusing by Kay Neff of Neff Family Farm located outside Sedgwick. She has been growing herbs for 35 years. Her program will include growing tips for several common herbs and she'll give suggestions and some recipes for using them. 

Next, at 10:00 a.m., the topic Fall Gardening-Extend your Gardening Season will be presented by James Taylor, Retired Instructor at Hutchinson Community College. His program will highlight vegetables and some flowers that do really well in cooler fall weather. He'll provide a planting schedule and planting tips so gardeners can enjoy fresh produce after others have quit for the year.

"Somebody might say, why in the heck are you talking about fall gardening in the spring?" James Taylor said. "The reason is that there are some things that you might need to get to prepare for it. Now is the time to be making the order for shade cloth or special seeds. Also, you need to arrange your garden so that you'll have space."

The last presentation for the morning will begin at 11:00 a.m. Jarrod Bornholdt, of Bornholdt Plantland, has arranged for Eric George, a Monrovia Sales Representative from Paola, to present New &amp; Newer Perennials, Shrub Roses &amp; Other Shrubs. He will have suggestions for sunny and shady spots in your yard that might make your friends jealous.

The afternoon programs will resume at 1:00 p.m. with Krista Dahlinger from Mulvane, an officer of the Kansas Native Plant Society, addressing the topic of Less Lawn-More Habitat. She will present ideas on how low growing native plants can reduce watering and create a pollinator paradise in your yard. She will share lots of 'how to' resources. 

At 2:00 p.m., Rob Mortko, of Made in the Shade Gardens in Olathe, will speak about Hostas: Everything You Want to Know About America's Most Popular Perennial. He is a nationally recognized Hosta expert and is known as 'The Hosta Guy'. He has been a Hosta&nbsp;aficionado for over 35 years. 

The last presentation of the day begins at 3:00 p.m. The topic of Success in Making Colorful Containers will be covered by Jason French, Retail Manager and Plant Specialist at Stutzmans Greenhouse. He will talk about containers, soil, fertilizer and have a handout listing recommended combinations of plants to use in containers in sun and shade locations.

There will be no charge to attend any of the Gathering for Gardeners programs, although registration at the door is requested.

"I like to know how many people come and where they come from," Betty Taylor said. "We've had over 30 cities represented at our gathering for gardeners and some years we've had over 300 people attend. You only need to register once."

Door prize drawings will be held throughout the day.&nbsp;

Annual Gathering for Gardeners Mar. 9

TOPEKA – Governor Laura Kelly announced today that 58 projects at 37 airports have been selected to receive $14.3 million through the Kansas Airport Improvement Program (KAIP).

“Improvements made to our aviation infrastructure are vital to local economies, even in rural parts of Kansas,” Governor Laura Kelly said. “These enhancements ensure that no matter where they are in the state, businesses and communities have every opportunity to grow and prosper.”

The Kansas Department of Transportation’s Division of Aviation received 135 applications seeking more than $84 million for projects in this round of KAIP grants. The selected projects focus on pavement preservation, safety, and air ambulance accessibility.

“These general aviation airport improvements couldn’t happen without local partners and KDOT working together,” said Kansas Transportation Secretary Calvin Reed. “Programs like this help Kansans have access to renewed and reliable transportation options available to them in every region of the state.”

Local matching funds are required, though the amount varies depending on the project. With the matching local funds, the total KAIP project value is more than $34 million.

Hutch Post area approved 2024 Kansas Airport Improvement Program projects:

$351,000 for runway 18/36 joint, crack seal, minor spall repair, and isolated panel repairs.

$36,000 to replace the Ceilometer component on an AWOS.

Two area projects part of KAIP

Users of Meta's Facebook, Instagram, Threads and Messenger platforms are experiencing login issues in what appears to be a widespread outage.

London-based internet monitoring firm Netblocks said on X that four Meta platforms -- Facebook, Instagram, Messenger and Threads -- are “currently experiencing outages related to login sessions in multiple countries.” But the firm, which advocates for internet freedom, said there was no sign of “country-level internet disruptions or filtering,” which are typically imposed by governments.

Andy Stone, Meta’s head communications,&nbsp;<a href="https://twitter.com/andymstone/status/1765042684132241580">acknowledged the issues</a>&nbsp;on X, formerly known as Twitter, and said the company is “working on this now.”

Some users reported they were locked out of their Facebook accounts and were unable to get back in. Others said they were experiencing difficultly refreshing their Threads and Instagram feeds. Meanwhile, WhatsApp, which is also owned by Meta, did not appear to be experiencing problems early Tuesday.

Cybersecurity expert Matthew Green said the outage appears to go beyond Meta.

“There are a number of services having trouble with at least parts of their systems, particularly the ability to log into websites,” said Green, an associate professor of computer science and member of the Johns Hopkins University Information Security Institute. “This may indicate a common cause, like a failure at a major cloud services provider. At the moment nobody knows exactly what’s happening.”

RENO COUNTY, Kan. — Work will begin soon on a nearly $3.6 million patching project on K-14 in Reno County.

The Kansas Department of Transportation project will be from the west K-14/U.S. 50 junction north to Yaggy Road.&nbsp;The length is almost 7 miles.

The work is expected to start around March 18 and be completed around mid-August.

During the work, traffic will be restricted to one lane and controlled by flaggers or a pilot car. Ramps eventually will be closed at times. Motorists should be prepared to slow down and stop and face delays of up to 15 minutes.

Iowa Civil Contracting Inc., of Victor, Iowa, is the primary contractor for the $3,559,085 project.

K-14 patching project to begin later this month

The Kansas Chamber and Kansas Chamber Education Foundation Friday announced the 40 Kansans chosen for&nbsp;2024 Leadership Kansas&nbsp;class.

As one of the oldest and most prestigious statewide leadership programs in the country, Leadership Kansas, or LK, is focused on developing and motivating Kansas leaders from across the state.

"Since 1979, LK&nbsp;has fostered greater awareness and understanding of statewide economic, business, and political issues among the leaders of our state.&nbsp;LK alumni have gone on to key leadership roles at the local, state, and national levels," said Kansas Chamber President &amp; CEO Alan Cobb (LK '21). "The Chamber and Foundation are excited to welcome the newest class and wish them the best during their eight month journey learning more about our great state."

Leadership Kansas received more than 500 nominations for the 2024 program. After a thorough&nbsp;and thoughtful application and selection process, the selection committee made of LK alumni chose 40 individuals for the 2024 class.&nbsp;The committee makes every effort to ensure the class reflects the state in regard to geographic, ethnic, occupational, and gender diversity.&nbsp;

The 2024 program runs April to November and includes visits to Dodge City, Garden City, Hays, Kansas City, Kan., Leavenworth, Lawrence, Lenexa, Manhattan, Pittsburg, Salina, Topeka, and Wichita.&nbsp;&nbsp;

The class will interact with a variety of experts and community leaders through three-day educational training sessions. The diverse discussion topics include business, education, agriculture, public policy, societal health, economic development, and government.&nbsp;

Area residents included in 2024 Leadership Kansas class

In the past few years, most Kansas counties have implemented resident notification systems. The most widespread of these is Everbridge, which is in use in Reno County and a consotrium of surrounding counties.

The Everbridge platform can call you with alerts for a wide range of public safety incidents, whether natural or man-made. For example, you could receive a notification for severe weather, a wildfire, or flooding. You also can choose to receive updates from participating municipalities for non-emergent issues, such as road closures or utility maintenance in your city.

Reno County and Hutchinson use Everbridge Resident Alerts to communicate with citizens during emergencies and other critical events. This system replaces the CivicReady system which was previously used. The service is free.

This system is funded jointly by these counties: Barber, Barton, Comanche, Edwards, Harvey, Pawnee, Rice, Stafford, and Sumner. Does this Mean Older Methods are Obsolete? Absolutely not. The difference is that older methods are more broad in their coverage than the newer ones.  </figure>Aware by weatherUSA® is a real-time weather alert service that sends out weather warnings, watches, tropical alerts, and other advisories as soon as they are issued by federal agencies including the National Weather Service. Alerts are sent to subscribers in the warned areas to a mobile device via text messages (SMS) or by e-mail. Premium users can also receive alerts via voice (phone) call.You can select warnings to receive based on county or state for local weather warnings; national advisories such as tropical storm and hurricane advisories are also available. For text messaging, you can even select a “quiet time” when you do not want to receive notifications. At the moment, our service provides alerts for any location in the United States. The EAGLE Media stations make an effort to be on the radio with warnings when they are effective for anywhere in Reno County. SWPW: The weather calls you

HUTCHINSON, Kan. — The 2023 year provided improvements, excitement and increases in the delivery of services. HRCEC provides a variety of services for more than 39 agencies within Reno County.

In 2023 HRCEC handled more than 103,000 phone calls, which is an increase of 4% from a year ago. Phone calls were answered within 10 seconds, 99.28%, an improvement from 2022 when phone calls were answered 98.4% under 10 seconds. The phone system is built to have calls roll over to other counties when volume increases beyond capacity. For 2023, no calls rolled over; all 911 calls from Reno County were handled by HRCEC staff. This is a great improvement from 1 year ago.

All first responders operate on the state side “800” radio system. HRCEC staff monitored 2,058,606 “push to talk” transmissions for 2023. This is down slightly from 2,088,076 “push to talk” transmissions in 2022. This decrease is contributed to our improved technologically placed in our first responder units. Many of the units have been installed with mobile data terminals (MDT) allowing first responders to indicate status changes and updates during events. This allows HRCEC staff the ability to monitor other radio transmissions providing safety oversight and the ability to deploy needed resources appropriately.

Additionally, our mass notification system (Everbridge) sent along more than 700 alerts for 2023. These messages included weather warnings, resource management and staff awareness. Internally we defined and improved our Quality Improvement/Quality Assurance program. This program is designed to provide a review of our processes within the center. All our processes are measured against established national standards confirming we not only meet the standards, but our goal is also to exceed the standards.

Currently providing medical pre-arrival instructions to 911 callers, we have improved our software to include fire pre-arrival instructions. Emergency Fire Dispatching protocols were added to our system mid 2023 allowing telecommunicators the ability to systematically assist callers during events such as fires, floods, and electrical hazards to name a few.

All these tasks are accomplished by a dedicated team of 18 full-time telecommunicators and 2 part-time quality assurance staff.

Hutchinson/Reno County 911 gives annual report

HUTCHINSON, Kan.— The City of Hutchinson Public Works Department will be participating in this year’s Statewide Tornado Drill. To match up with other cities and state agencies they will be modifying the outdoor emergency warning siren testing schedule for the week. The test will be on Wednesday March 6th at 11 AM. Following this event they will be returning to the normal schedule.

Normal Emergency Warning Siren Testing Schedule:

· First Tuesday of the Month: 12:00 PM (Noon)

· Third Tuesday of the Month: 12:00 PM (Noon)

The public is reminded that these tests are routine and are intended to ensure the proper functioning of our outdoor emergency warning sirens. The tests are conducted to verify that the sirens are operational and ready to alert the community in the event of severe weather or other emergencies.

We request that residents and businesses in the area take note of this schedule change to prevent any confusion. Your understanding and cooperation in this matter are greatly appreciated.
