SOUTH HUTCHINSON, Kan. — The Nickerson-South Hutchinson USD 309 Board of Education will hear a presentation on the potential of switching to a four-day school week at their meeting on Monday.

Stakeholders were encouraged to take a&nbsp;survey regarding the prospect of four-day school weeks in the district. That survey is now closed.

Parent nights for information on the concept were held March 5 and 6.&nbsp;

The survey also specifically said with regard to teacher retention, "Due to state funding, raises are not an option."

RENO COUNTY, Kan. — A K-96 patching project will start soon in Reno County.

The Kansas Department of Transportation project will be on K-96 from the K-14 junction east to the Sedgwick/Reno County line. The length is about 15 miles.

The work is expected to start around April 1 and be completed around mid-August or late August.

During the work, eastbound traffic will be restricted to one lane through the work zone starting on the west side. Motorists should be prepared to slow down.

Clarkson Construction Co., of Kansas City, Mo., is the primary contractor for the $1,989,823 project.

HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz knows that getting great Grandstand acts for the Fair is going to remain a challenge, as inflation eats up the appearance budget for the ten day event.

"Our budget is roughly about $900,000 for the ten nights of the fair, including your free stage and your roaming, as well," Schulz said.&nbsp;

As an example of a particular artist, according to&nbsp;<a href="https://www.eventresourcespresents.com/">https://www.eventresourcespresents.com/</a>, Gabriel Iglesias, who brought his comedy to the fair in 2022, has a fee between $100,000 and $200,000 for an event.&nbsp;

"When I started, we were at like, $600,000," Schulz said. "We're slowly creeping up. I can imagine us to be at that $1.5 million in the next few years, just because we know what acts are going to cost and in order to get something, that's what we're going to have to do."

The Fair has announced four acts thus far, Wynonna Judd with Kimberly Perry on Friday, Sept. 6, The Goo Goo Dolls on Saturday, Sept. 7, Broadway's Rock of Ages Band on Thursday, Sept. 12 and The Oak Ridge Boys on Sunday, Sept. 15.

Schulz: Grandstand act budget will have to go up

TOPEKA, Kan. — A bill changing the funding source for the Kansas Law Enforcement Training Center near Yoder is working its way through the legislative process.

According to the legislature's website, House Bill 2491 would shift deposits of fees previously credited to the Law Enforcement Training Center Fund (Fund) to the State General Fund (SGF). 

Currently, the Kansas Law Enforcement Training Center (KLETC) receives revenue from a surcharge on vehicle registration, municipal court filing fees, and docket fees. The bill would remove references to the Fund and direct the State Treasurer to make these deposits to the SGF rather than the Fund.

During the House hearing on the bill, the Sedgwick County Sheriff's Office provided proponent testimony on the bill, stating the KLETC provides training for law enforcement recruits and noted that use of SGF money would be more adequate than fee funding. 

A representative from KLETC provided proponent testimony addressing fee adjustments, expenditures, and revenue.

Conferees stated the KLETC has a broad reach to all law enforcement agencies in Kansas.

The full House passed the bill on Thursday, 122-0 and a hearing on the Senate side in the Ways and Means committee has been scheduled for Tuesday, March 19 at 10:30 a.m.

KLETC funding source could change

HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel noted that now that Olsson Studios has unveiled the final version of the Downtown Master Plan, it's time to figure out what to execute first and how to do it.

"All of that data is now wrapped up into what is now out on <a href="https://www.downtownhutchmasterplan.com/">the website at&nbsp;https://www.downtownhutchmasterplan.com/</a>," Teufel said. "The real work now begins in the technical committee, in the downtown coalition, in our downtown promotions committee."

This is going to require collaboration from those that own property downtown, along with public infrastructure improvements and continued support from the Chamber and other stakeholders.

"This work is not going to be the work of one organization," Teufel said. "While the City and Downtown Hutch helped collaborate to help pay for the plan, and we had philanthropy stepping up to the table to help pay part of the cost, Laura Meyer Dick and the Nation Meyer fund helped fund part of the plan, now it is up to all of us to work together, to take the action plan and start putting it into place."

The first step outlined is to officially adopt the plan as City Policy. In order for that to happen, it needs to go before the Planning Commission and then the City Council and be approved by both of those bodies.

"How do we take all of that energy and passion in the people that care about it and put it into place to come up with our own kind of unified branding for downtown?" Teufel said.&nbsp;

Also, the recommendation is that if the Downtown Master Plan is codified as City policy, that existing regulations should be looked at and changed to match up with the intent and recommendations of the plan.

Downtown Master Plan is beginning of 'real work'

Justin DeWitt Bowersock established the&nbsp;Lawrence&nbsp;Paper&nbsp;Company&nbsp;in 1882, making it the first&nbsp;paper&nbsp;mill constructed west of the Mississippi. The mill along the Kansas River in&nbsp;Lawrence&nbsp;produced wrapping&nbsp;paper&nbsp;made from straw. It was used primarily to protect whiskey bottles and cases of eggs being shipped by trains and horse-drawn wagons.

It wasn't long before LPC proved itself as an industry pioneer, developing numerous corrugated shipping products under the "Jayhawk" brand. The&nbsp;company&nbsp;also designed patented equipment to manufacture these products, and then shared the new technology to the benefit of the entire&nbsp;paper&nbsp;industry.

﻿Under the leadership of four generations of Bowersock's descendants, LPC has continued on its path of innovation and expansion, and today has operations in&nbsp;Lawrence&nbsp;and divisions in Hutchinson (American Packaging&nbsp;Company) and Freemont, NE (Jayhawk Boxes Inc.). It produces industrial boxes and retail displays and provides fulfillment services.

Regarding American Packaging, Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel joined in her praise of their work in the community.

"It's been a mainstay of our economy down in South Hutchinson," Teufel said. "It's been about three years ago, they embarked on a major expansion, more than doubled in size, added about 100,000 square feet. Tony Schleich and his team there just continue to do more automation in that facility. Then, of course, they have the presence in Lawrence. They are very involved in the Kansas Chamber, they are very involved in our Chamber and we're just excited that they received that honor."

The mill along the Kansas River in&nbsp;Lawrence&nbsp;produced wrapping&nbsp;paper&nbsp;made from straw. HUTCHINSON, Kan. — The Hutchinson Fire Department was kept busy with grass fire calls over the weekend.

On Saturday, Batallion 1 and Brush 71 were requested to western Reno County on a task force deployment to help with a large out of control fire.&nbsp;

Saturday evening, Hutchinson firefighters responded to East 43rd for a controlled burn that got out of hand and burnt into some trees. On Sunday, crews were called out to East 43rd again for a controlled burn that flared up from Saturday.

Hutchinson Fire would like to remind the public that we are not out of fire season yet. There is still a need for more moisture. Please monitor controlled burns for several days after completion.

HUTCHINSON, Kan. — Jon Austin, DVM with Hutchinson Small Animal Hospital said it's worth a discussion with your veterinarian before you buy a pet to figure out what breed or breeds might fit best with the kind of life you want to lead.&nbsp;

"All the different breeds were created, line bred, purebred for thousands of their generations over hundreds and hundreds of years to do specific jobs," Austin said. "We've ended up with those dogs in the world. You've got Huskies and Malamutes for towing sleds in the Arctic. You've got Beagles for putting their noses down and chasing rabbits and finding game. You've got hunting dogs like German Shorthair Pointers and English Pointers who can run 50 miles in a day sniffing, looking for birds. Dogs like Welsh Corgis who herd things, Australian Shepherds and all those kinds of dogs, who have specific purposes, who were made to have a specific drive and activity level and then we ask them to go be a marshmallow and sit on the couch and watch TV with us. They can't do it."

When you put a dog in a position where they have to go against the skills that have been bred into them, that's not a recipe for success.

"They can't do it well," Austin said. "It drives them nuts and we end up with dogs who are anxious. We end up with dogs who are destructive. In the home, they can get aggressive. They need that outlet to do what they were born and created by intelligent people for a purpose, over hundreds of years, they need to be able to do that. When we ask them not to, confine them in a small home or leave them alone in a pen in the back yard for ten months of the year, the result is tragic for the dog and not really helpful for the owner, either."

Also, think about a dog's entire life cycle, not just where your family is now.

"Talk with your veterinarian," Austin said. "They are a great source of information. We see, day in and day out, pets coming in that are mismatched and pets coming in that are well matched. It's always happier to see a dog who is happy with their life and the owners are happy with the dog, rather than that mismatch."

This is true whether buying a puppy or an older pet from a shelter, just think ahead and make sure you have planned for how a pet may change what you can do day to day.

Austin: Pick pet with activity in mind

HUTCHINSON, Kan. —&nbsp;&nbsp;<a href="https://www.kasb.org/45132?articleID=149325">According to the Tallman Education Report from the Kansas Association of School Boards, written by KASB's Mark Tallman</a>, Kansas public school enrollment declined slightly this year. There were about 5,200 fewer students according to data compiled by the Kansas State Department of Education.

"If you use population estimates, and these are only estimates, but it's the best data we have from the U.S. Census, the school age population in Kansas has actually been dropping, really, over the last 10 or 15 years," Tallman said. "The preschool age population, which of course, effects the school age population, has been dropping even more rapidly. One of the things to start by noting is, based on this data, there's simply fewer school age kids in the state."

Under the current school finance system, student population largely determines how much money schools receive to provide services.&nbsp;

"When COVID hit, one of the things we saw was that there was a big spike in students that were not attending public schools or accredited private schools," Tallman said. "Whether that means homeschooling, non-accredited private school offerings or whatever was going on, that increased. What's happened since then is, we appear to be about back where we were about 10 years ago in terms of, kind of the share of the school age population between public and private schools."

For the current 2023-24 school year, public school enrollment is 88.8 percent of the school-aged population. That percentage is higher than in 2011. Accredited private enrollment is only 5.1 percent (compared to 5.6 percent in 2011). The remaining children which includes home schooled, non-accredited private schools, or those not attending, totals just 6.1 percent.

"One thing the legislature is looking at is changing the way students are counted for budgets," Tallman said. "Right now, it's always based on the prior year or the year before that enrollment, meaning your budget is really set on your enrollment from a year or two before, to letting districts either use the current year or the prior year, but not going two back. That would be helpful to districts that are growing and there are some that are continuing to grow. It wouldn't be helpful to districts that are in a longer term decline."

There has been an increase in the number of low-income students and students with disabilities. Public schools continue to educate the bulk of these students. This year, 49.1 percent of public school students qualify for free or reduced-price meals, up from 31.9 percent in 2000.

Tallman: Fewer kids in Kansas, but greater need for each one

ALDEN, Kan. — Republican State Senator Alicia Straub of Ellinwood came to a Rice County Farm Bureau event on the far eastern edge of her district in Alden Saturday and let the people there know that she voted against the budget legislation but for the latest tax cut legislation that passed the Senate Thursday.

"If you want to balance a budget, you've got to cut expenditures," Straub said. "You've got to vote against expenditure increases and you've got to vote for tax cuts, because you want to start choking down the government, so they won't have funds to spend."

Even though she thinks the legislature could do more to give people their money back, she still supported the flat tax bill.

"This is like the fourth or fifth tax bill that I have voted on that includes a flat tax," Straub said. "For everybody's information, I have always voted for every one of those tax bills because, as a Republican, a tax cut, is a tax cut, is a tax cut."

The bill passed on Thursday passed the Senate with a 29-11 majority. If the majority can hold on to 27 of those votes, they could successfully override a veto, if Gov. Kelly were to do so. Kelly has already vetoed one flat tax bill this session. 

The bill has not been voted on yet in the House, so no one knows if they would have two-thirds or not, if they would need it. It's also likely that the House will have somewhat different priorities than the Senate, and that those differences will have to be worked out in a conference committee.

ALDEN, Kan. — Kansas U.S. Senator Roger Marshall, M.D. was in Alden in Rice County Saturday morning to give the Rice County Farm Bureau an update on what's going on in Washington.

"As we see a 25% drop in farm income this year, the largest drop that I can ever remember, I think that these people are living that," Marshall said. "When I sit there and make priorities for what I should do or should not be doing, these folks remind me exactly what my priorities should be. Regardless the toughness of the economy, they are more concerned about the southern border, so I need to stay focused on securing the border, then whatever we can do to help rural America, the importance of a farm bill. To me, it's about setting priorities."

Marshall told those in attendance that as the farm bill sits right now, it's not a bill they would want. He'd actually like to see control of the Senate change before they set a new one in stone. Even though neither Kansas U.S. Senator is up for election in the fall, he sees a change as realistic.

"I think that there's a very good chance that we'll flip the Senate," Marshall said. "I think that we have opportunities in Montana and Ohio. West Virginia, for all practical purpose, has flipped. These are states that President Trump won by wide margins that have Democrat Senators. I think we can flip those, but it doesn't do us any good to have control of the Senate, if we don't have control of the White House, as well. Joe Biden would veto the type of farm bill that would help rural America. His focus is always going to be these environmental issues."

It's not that farmers aren't concerned about the environment, to the contrary, Marshall notes that farmers were the original conservationists.

"It's what we're going to hand off to our children and grandchildren," Marshall said. "I'm a fifth generation farm kid land from both sides of my family are still here. The land is better today than it was when my grandfathers farmed it, because we care about the land. We need to just empower American agriculture to do what they always do and get the government out of the micromanagement business."

Marshall noted that about five percent of the farm bill goes to American farmers. About 85% goes to food programs.&nbsp;

Marshall: Visit to Rice County about setting priorities

TOPEKA, Kan. — According to the Friday update from Kansas Action for Children, Medicaid Expansion will get a hearing in the Kansas Legislature next week.

The Kansas Legislature will hold&nbsp;<a href="https://www.kac.org/r?u=9Goeh4zMf-4LNBLFwQbTL6Zi6jfMir7f4Me8gBSydZJtNjTp9Q3vqfBz26ryBHEL&amp;e=bba56e46ec23cc5f1348b5d226266ac6&amp;utm_source=kac&amp;utm_medium=email&amp;utm_campaign=ss_2024_week_10&amp;n=6" target="_blank">Medicaid expansion hearings</a>&nbsp;this coming Wednesday.&nbsp;&nbsp;

A joint meeting of the Senate Committees on Ways and Means and Public Health and Welfare will hold an informational hearing on Medicaid expansion and the House Committee on Health and Human Services will hold an actual bill hearing on&nbsp;<a href="https://www.kac.org/r?u=bTIntrwdSzu0H7vau54728nVkd-DONcSMYqJNTvG5nYf6tcpnfCez418VMWE48FkKK3aw-BDyGKt6ybH1lIzJA&amp;e=bba56e46ec23cc5f1348b5d226266ac6&amp;utm_source=kac&amp;utm_medium=email&amp;utm_campaign=ss_2024_week_10&amp;n=7" target="_blank">HB 2556</a>.&nbsp;&nbsp;

KAC said in their Friday update, "We hope lawmakers will listen to and ultimately act on the powerful stories that will be shared by Kansans who will convey how Medicaid expansion would help them and their communities, particularly relating to the impact on kids and families."

The Senate side joint hearings are scheduled for 10:30 a.m., with the House side hearing scheduled for 1 p.m.

The hearings are scheduled for some of the largest rooms used regularly by committees on each side of the rotunda, as the Senate hearing is in the Old Supreme Court Room and the House hearing is in the room normally used for Appropriations committee meetings.

Medicaid Expansion hearings scheduled

BUHLER, Kan. — Discussion of the non-district student capacity numbers will be part of the Buhler USD 313 Board of Education meeting Monday.

As Superintendent Cindy Couchman previously told Hutch Post, in April, USD 313 will send out an intent to return form to every student in the district, pre-K to 11th grade, asking if they are planning to come back next year. 

"We're going to study that data and look at our historical data trends, talk to our admin," Couchman said. "Then, we'll look at that, put all that data together and then we'll say, on May 1, what our capacity is."

Capacity is not class size, as legally speaking, every district has to take any kids in good standing that actually live in that district.

"Capacity is how many non-resident seats you have available by grade level," Couchman said. "That will have to be posted on everybody's website by May 1. After we have that data, from June 1 to June 30. If you are a non-resident student in our area. Really, this applies for any student in the state of Kansas, you can apply at a district. They will fill out a form saying that they want to come to Buhler schools."

July 1 to 15 is when the lottery for the limited spots will take place.

"That is a random drawing by each grade level for the open seats," Couchman said. "We'll draw them all out and list them out and then we'll notify them saying, your name was drawn, do you want the seat, yes or no. Then they'll have, our policy is going to state, two days to get back to us. Then we'll just keep going down the list until we fill our seats."

Once a student is in, presuming they remain in good standing, they can remain in the same district through their career.

The Buhler USD 313 Board of Education meets Monday at 6 p.m. at the Burkholder Administrative Center in Buhler.

Capacity discussion on Buhler board agenda

HUTCHINSON, Kan. — The Hutchinson USD 308 Board of Education will discuss applicants for the vacancy left by the stepping down of Kail Denison at their meeting on Monday.

Five people have expressed interest and will be considered. The applicants are:&nbsp;

Hemphill, Johnson, Gibson-Smith and Abbott all ran in the 2023 election cycle, with Hemphill receiving the most votes out of the four with 968 and Hemphill missed election as one of the top four vote-getters by just 79 votes. 

Hemphill's total is at least 100 votes more than received by Abbott, Gibson-Smith or Johnson last November.

The discussion is to fill the remaining portion of Denison's term, which is about two years. The Board is not required to fill the vacancy.

Monday's meeting is at 6 p.m. in the Administration Center, 1520 N. Plum.

HUTCHINSON, Kan. — The Kansas Senate passed another version of a flat tax bill this week, and Dan Murray with NFIB-Kansas said, whether that ends up being the final product or not, it's a step in a positive direction.

"The flat tax is certainly something that I think is attractive to many small business owners," Murray said. "Going to a single rate provides a more simple way to comply with tax law. Most of our small business owners don't have in house counsel. It's complicated, often, to figure out how to pay your taxes with different rates and different levels of deductions, etc."

It isn't clear how the House may or may not change the bill and what would come out of any resulting conference committee, but it does give Kansans some hope of working something out this session, that's the message received by Murray at NFIB's Small Business Day earlier this month.

"Regardless of whether it was flat tax or three rates, they wanted tax relief," Murray said. "They think it's what the fair thing to do is. The flat tax was less important candidly, from many of the folks that were in attendance. It was more about general tax relief."

With billions of dollars in the state's coffers right now, small business owners just want some of their money back. It remains to be seen if the legislature and the governor can get to the same page.

"They think it's what the fair thing to do is. The flat tax was less important candidly, from many of the folks that were in attendance. NFIB supports tax relief

HUTCHINSON, Kan. — Whether you’re Irish or just enjoy the festivities of St. Patrick’s Day, AAA urges those partaking in alcohol to plan ahead before the celebrating begins. Booze and beer―including the green variety―can be a deadly combination when it comes to driving. A good start is half the work, and a good start to your celebration is designating a sober driver.

"St. Patrick's Day is a fun holiday, where a lot of people enjoy some green beer or other adult beverages," said Shawn Steward with AAA Kansas. "We just want people to plan ahead, not rely on the Luck of the Irish to get them home safely, but rather to have people think ahead. Organize a sober driver, a rideshare, a taxi, whatever it takes to get you home."

St. Patrick’s Day is one of the deadliest times on our nation’s roads.

Nationwide, during the 2017-2021 St. Patrick’s Day holiday period (6 p.m. March 16 to 5:59 a.m. March 18), a total of 272 lives were lost in drunk-driving crashes.

In Kansas, during St. Patrick’s Day holiday period from 2018-2022, 141 alcohol-related crashes resulted in about 60 injuries and 3 deaths.

"In 2022, according to KDOT, alcohol was involved in almost 2200 crashes, including 800 resulting in injury and 83 resulting in a fatality," Steward said. "Those 83 fatalities accounted for almost 23% of all crash fatalities in the state."

If you are the designated driver, do not drink at all, not one, not any.
