HUTCHINSON, Kan. — The Hutchinson City Council passed planned increases in sewer rates starting in 2023 at their meeting on Tuesday.
In July 2020, a sewer rate study was completed.
"Very similar to what the water rate study found, revenue increases are needed, but again, align well with that industry average of around 5% increase per year," said Public Works Director Brian Clennan. "The proposed rate increases are going to maintain our targeted reserve balance, again, about that three months worth of operation and maintenance costs and fund needed infrastructure improvements."
Clennan reminded the council that a UV improvement project has already been completed. Proposed sewer rates for 2023 through 2027 were discussed with the City Council in a study session on May 24, 2022. Staff recommended adopting a 5-year rate plan, with the opportunity to revisit the plan with Council if required during the annual budget process.
"In 2023, we've got the rehab of five lift stations, which is about a $2.75 million project, a grit removal project out at the headworks of the wastewater treatment plant for $820,000 is slated for 2023, as well," Clennan said. "I'd like to begin doing an annual sewer rehabilitation project."
The new sewer rates would become effective on January 1, 2023.

The increases passed on a 4-0 vote. Sara Bagwell was absent Tuesday.
