Sheriff: Violent Kansas suspect escaped from drug treatment

SALINE COUNTY —Law enforcement are searching for an escaped inmate and asking the public for help finding him.

On May 14, 30-year-old  Phoenix Ryan Leonard, an inmate being held in the Saline County Jail, was taken to a treatment facility in Windfield, Kansas by a Saline County Sheriff’s Deputy and released to staff of the treatment center. This was per a Saline County District Court Order which was related to 5 separate Saline County District Court cases. As part of this agreement an electronic monitoring device was placed on Leonard.

On June 11th,  the Saline County Sheriff’s Office was made aware that  Leonard had removed his electronic monitoring device and escaped from the treatment center. The monitoring device was located on Kansas Highway 360 near Windfield.  Leonard was not found.

The Saline County Sheriff’s Office has completed an affidavit asking the Saline County District Attorney’s Office to charge Leonard with Aggravated Escape from Custody. Inmate Leonard’s location is currently unknown.

Leonard is described as a White male,  6-foot tall and weighting 263 pounds and has brown hair and brown eyes. It is unknown what clothing he was wearing. If you know his whereabouts please call 911 so we can help him return to our Jail.

In June of 2024, police arrested Leonard on requested charges of aggravated burglary and domestic violence. In January,  police arrested him after a chase and crash in a reported stolen vehicle. Leonard hid on the roof of a home and was injured when he fell through a skylight. He was hospitalized and later booked into jail, according to Salina police.
