City budget amendment hearing Tuesday

HUTCHINSON, Kan. — The Hutchinson City Council will consider a budget amendment as part of their agenda Tuesday.

It is required by state statute to amend the budget by year end if it is anticipated that a fund will exceed the originally filed budget and violate state statute.

City Finance Director Angela Richard is proposing to amend the golf fund and refuse fund.

The golf fund’s revenues will be higher than budgeted, which has meant that expenses have been higher for related items. The additional income will offset the expenses and will not result in a higher subsidy transfer from the general fund.

The 2023 refuse rates were increased higher than budgeted. Stutzman Refuse's contract allows for an adjustment if diesel prices average over $4.00/gallon. This adjustment was not anticipated when preparing the 2023 budget. The refuse rates are collected from customers and remitted to Stutzman’s which will result in expenditures exceeding the original budget.

Following a public hearing, the City Council must consider approval of these amendments to the adopted 2023 budget for the mentioned funds. It is the staff’s recommendation to approve the amended budget as presented.
