HUTCHINSON, Kan. — The two new members of the Hutchinson City Council will be sworn into their positions at Tuesday morning's meeting.
Stacy Goss and Stuart Conklin will take their oaths of office.
Also on the agenda is a motion to approve a Resolution supporting the submission of a MIH/ARPA Moderate Income Housing Grant Application and submittal for the Housing Investor Tax Credit Program from Kansas Housing Resources Corporation for Plum Creek Subdivision.
According to developer Jim Strawn's submission to the Housing Commission, this development will be located just to the east of Plum Creek Elementary School on 43rd St.
This will be the first sub-division in Hutchinson to implement the Rural Housing Incentive District (RHID) for single family homes. The improvements such as design, water, sewer, storm water, curb and gutter, streets, electric, gas and sidewalks would be funded by bonds through the City of Hutchinson and paid for through the property tax (paid annually) until the bonds are paid off. Once the bonds are paid in full, the city, county, schools and college all will get their normal percentage.
By funding it in this manner, there would be no special assessments on the homes.
The City Council will also consider an ordinance modifying the City Council districts based on the 2020 census. Voting precincts are established by State law and may not be divided to accommodate the equalization of the population within the City Council districts.
Precinct 13 was divided into two separate precincts with Precinct 13-H102 moving from the Northwest District to the Southwest District. Precinct 21 was moved from the Northeast District to the Southeast District. The movement of these two precincts reduced the difference between the largest and the smallest population in the districts to 440.
The City Council will also officially approve the renewal of the quarter-cent sales tax that the public supported again last November.
Also up for approval is the 2023 Residential Street Maintenance Project.
The project includes Engineering’s crack and chip sealing of residential streets and cape sealing of the downtown streets. It also includes crack and sand sealing the Jim Martinez Trail.
The recommended bid on the project is for $2,256,639.75 from Circle C Paving and Construction, LLC.
The Hutchinson City Council meets Tuesday at 9 a.m. at City Hall.
