PAWNEE COUNTY – Governor Laura Kelly has approved the Pawnee County Attorney’s Office Application for Requisition from the State of California of Kayode Agbolade Ogunba, a 61 year old Nigerian National.

Ogunba was charged on February 20, 2026, in the Pawnee County District Court with one count of Rape committed by force or fear, a severity level 1 person felony. For jurisdictional purposes, the Rape charge includes alternative charges of Rape where victim is incapable of consent due to mental deficiency or disease, and Unlawful Sexual Relations by an employee of Kansas Department of Aging and Disability Services.

The charges stem from an alleged sexual assault at Larned State Hospital (LSH) during the early morning hours of October 8, 2025, according to Pawnee County Attorney Doug McNett.

At the time of the alleged incident, Ogunba was employed by a staffing agency under contract to provide services for a Kansas Department of Aging and Disability Services institution. The matter was investigated by the LSH special investigator with assistance from LSH Safety and Security staff, the Pawnee County Sheriff’s Department, and the Kansas Bureau of Investigation Crime Lab (KBI).

If convicted, under the Kansas Sentencing Guidelines the defendant faces a presumptive prison sentence between 147 months and 653 months in the custody of the Kansas Department of Corrections depending on his criminal history.

Ogunba is currently in the custody of the Santa Barabara Jail on local charges of a similar nature.
