HUTCHINSON, Kan. — A late night call Wednesday to 911 resulted in the early Thursday morning arrest of a Hutchinson man.
According to information from the Hutchinson Police Department, at 11:44 p.m. Wednesday, the Reno County Sheriff’s Office responded to a battery call in the county. During their investigation, the female victim recounted that she was injured by 57-year-old Michael Shane Penny at 3907 North Halstead in Hutchinson. Sheriff Deputies advised Hutchinson Police Department of the alleged crime occurring in the City of Hutchinson.
As officers attempted to make contact at the Halstead address, Deputies said Penny had informed the victim that he was not going to jail. Hutchinson and South Hutchinson Police officers set up a perimeter and attempts were made to de-escalate the situation. Penny was not responsive to Officers and a joint emergency response team formed with Hutchinson, South Hutchinson, and Reno County personnel. Penny surrendered to the team at approximately 6:35 a.m. Thursday and was arrested on the following charges: Aggravated Domestic Battery; Impede Breathing, Criminal Threat, Violation of a Protection Order, Criminal Restraint, Disorderly Conduct, Interference with Law Enforcement and Criminal Deprivation of Property.

HUTCHINSON, Kan. — There was a heavy police presence early Thursday morning north of 30th on Halstead Street in Hutchinson.
As of 8:30 a.m., it was still an active scene.
Buhler USD 313 Superintendent Cindy Couchman said in a message to Hutch Post that law enforcement notified her district that the person they were looking for was in custody prior to drop off time for Union Valley Elementary School.
Dr. John Walker with Central Christian School said his students were not affected, either.
The investigation is still ongoing, so drivers are encouraged to avoid Halstead between 30th and 43rd until police finish their work.
Hutchinson Police told Hutch Post that they hope to have more detailed information regarding the incident later today.
