Solar regs public hearing is Thursday

SOUTH HUTCHINSON, Kan. — The special meeting that includes an opportunity for the public to discuss new solar regulations in Reno County with the Planning Commission is set for Thursday, Nov. 9 at 5 p.m.

The case is a request by the Reno County Planning Commission for a series of text amendments to the April 2016 Edition of the Reno County Zoning Regulations.

The amendments consist of:

Revising the Table of Contents by adding Article 25 – Solar Energy Systems Regulations

Creating Article 15-105(14A) in its entirety which requires a conditional use permit to establish a commercial solar energy system and subject to the provisions of Article 25.

Creating Article 25 in its entirety pertaining to private and commercial solar energy systems.

Public comments will be accepted on this agenda item only. Comments are limited to the agenda item for a maximum of five minutes per person.

Comments not addressing this agenda item are prohibited.

The meeting will take place at the Reno County Public Works building at 600 Scott Boulevard in South Hutchinson.

The intent at this point is to try to get all testimony in on Thursday evening, but if there is such a public response that they can't fit everyone in, they could keep the hearing open and have a second potential date on Monday, Nov. 13.

The regular meeting of the Planning Commission in November is on Nov. 16, so they would be able to act on changes at that meeting if they are made.

The Board of County Commissioners has put a moratorium on solar development in the county through the end of the year, with the intent that they would see the final regulations by that time, though they could extend the moratorium if public testimony required enough additional work that it couldn't be finished by year end.
